Abstract:
The multidimensional open epistemological active network MOGAN is the basis for the transition to a qualitatively new level of creating logical artificial intelligence. Mivar databases and rules became the foundation for the creation of MOGAN. The results of the analysis and generalization of data representation structures of various data models are presented: from relational to "Entity — Relationship" (ER-model). On the basis of this generalization, a new model of data and rules is created: the mivar information space "Thing-Property-Relation". The logic-computational processing of data in this new model of data and rules is shown, which has linear computational complexity relative to the number of rules. MOGAN is a development of Rule - Based Systems and allows you to quickly and easily design algorithms and work with logical reasoning in the "If..., Then..." format. An example of creating a mivar expert system for solving problems in the model area "Geometry"is given. Mivar databases and rules can be used to model cause-and-effect relationships in different subject areas and to create knowledge bases of new-generation applied artificial intelligence systems and real-time mivar expert systems with the transition to"Big Knowledge". The textbook in the field of training "Computer Science and Computer Engineering" is intended for students, bachelors, undergraduates, postgraduates studying artificial intelligence methods used in information processing and management systems, as well as for users and specialists who create mivar knowledge models, expert systems, automated control systems and decision support systems. Abstract:
The monograph analyzes the possibility of managing the process of socio-advertising influence on socio-demographic groups. The developed methodological bases with the use of the multivariate paradigmatic status of sociological knowledge allowed us to form: principles of designing social advertising interaction, factors of efficiency (quality) of social advertising, a system of sociological quality assurance of social advertising. Insufficiently studied problems of efficiency and quality of social advertising are investigated. The coefficients of the importance of its efficiency factors (quality) are established. Stable interrelations of social advertising influence at the level of revealed correlation coefficients of behavioral reactions of various categories of target audience with their characteristics are proved. The results obtained are summarized in the developed model of behavior of the target audience on the basis of social advertising interaction, and the content modules of the mechanism of controllability of the specified process are proposed.

The monograph is devoted to the methodology of material and technical support of railway transport. According to the types of activities, the nature of the material and technical resources used, technologies, means and management systems, Russian railways belong to the category of high-tech industries that must have high quality and technical level, reliability and technological efficiency in operation. For this reason, the logistics system itself, both in structure and in the algorithm of the functions performed as a whole, needs a serious improvement in the quality of its work. The economic situation in Russia requires a revision of the principles and mechanisms of management based on the corporate model of supply chain management, focused on logistics knowledge. In the difficult economic conditions of the current decade, it is necessary to improve the quality of the supply organization of enterprises and structural divisions of railway transport, directly related to the implementation of the process approach, the advantage of which is a more detailed regulation of management actions and their mutual coordination. In order to increase the efficiency of its activities and develop the management system, Russian Railways is developing a lean production system aimed at further expanding the implementation of the principles of customer orientation, ideology and corporate culture. At the present time, the solution of many issues is impossible without a cybernetic approach to the formulation of problems of material and technical support and logistics analysis of information technologies, to the implementation of the developed algorithms and models of development strategies and concepts for improving the business processes of the production system. The management strategy, or the general plan for the implementation of activities for the management of material resources, is based on a fundamental assessment of the alignment and correlation of forces and factors operating in the economic and political field, taking into account the impact on the specific form of the management strategy. The materials will be useful to the heads and specialists of the directorates of the MTO, CDZs and can be used in the scientific research of bachelors, masters and postgraduates interested in the economics of railway transport and supply logistics.

The monograph, on the one hand, examines the period of development of the descending cycle of evolution and the associated progressive changes that show the irreversibility of the processes of formation of the planetary system. Arguments to support validity of most contributions in the field of human–computer interaction are based on detailed results of empirical studies involving cohorts of tested users confronted with a set of tasks performed on a prototype version of an interactive system. This chapter presents how the Interactive Cooperative Objects (ICO) formal models of the entire interactive system can support predictive and summative performance evaluation activities by exploiting the models. Predictive performance evaluation is supported by ICO formal models of interactive systems enriched with perceptive, cognitive, and motoric information about the users. Summative usability evaluation is addressed at the level of the software system, which is able to exhaustively log all the user actions performed on the interactive system The articulation of these two evaluation approaches is demonstrated on a case study from the avionics domain with a step-by-step tutorial on how to apply the approach.

In this chapter we study with the tools developed in Chapter 3 the basic models that are the foundations of light–matter interaction. We start with Rabi dynamics, then consider the optical Bloch equations that add phenomenologically the lifetime of the populations. As decay and pumping are often important, we cover the Lindblad form, a correct, simple and powerful way to describe various dissipation mechanisms. Then we go to a full quantum picture, quantizing also the optical field. We first investigate the simpler coupling of bosons and then culminate with the Jaynes–Cummings model and its solution to the quantum interaction of a two-level system with a cavity mode. Finally, we investigate a broader family of models where the material excitation operators differ from the ideal limits of a Bose and a Fermi field.

In many countries, civil service consists of an upper level, a mid-level, and civil servants who work for coordinating, independent, and auxiliary institutions. However, the scope of civil service in different countries varies. When analyzing/comparing civil service systems of different countries, researchers often categorize them as Western European, continental European, Anglo-American, Anglo-Saxon, Eastern European, Scandinavian, Mediterranean, Asian, or African.All European Union member states can be classified into two groups: the career system—dominant in continental Europe, with the prevalence of traditional-hierarchical public administration, rational bureaucracy, and formalized operational rules—and the position system—dominant in Anglo-Saxon countries, with the prevalence of managerial principles, pragmatic administration, and charismatic leadership. Neither of the two models exists in pure form. If features of the career model dominate in the civil service of a country, it is identified as a country with the career CS model; if elements of the position model dominate the country is identified as a country with the position civil service model. An intermediate version of this model, characteristic of a number of countries, is the mixed/hybrid model.Many civil service researchers claim that in the case of two competing systems of civil service—closed (the career model) and open (the position model)—reforms of the open civil service system win. It has been argued that the organizing principles of the open, result-oriented civil service system (the position model), which is under the influence of “new public management,” will permanently “drive out” the closed, vertically integrated and formal procedure-oriented career model. Scholars argue that civil servants of the future will have to be at ease with more complexity and flexibility. They will have to be comfortable with change, often rapid change. At the same time, they will make more autonomous decisions and be more responsible, accountable, performance-oriented, and subject to new competency and skill requirements.

In Europe, a cosmopolitan legal order was instantiated through the combined impact of Protocol no. 11 of the ECHR (1998), and the incorporation of the Convention into national legal systems. As a result, two processes—(i) the evolution of constitutional pluralism at the national level; and (ii) the development of rights protection at the transnational level—became causally connected to one another. The first undermined traditional models of domestic orders wherein the notions of constitutional unity and centralized sovereignty reinforced one another. The second process created a multi-level legal system whose effectiveness depends on the extent to which the European Court is able to induce and sustain the cooperation of national courts and officials. The constitutionalization of the proportionality principle, at both the domestic and transnational levels, provided a doctrinal interface for inter-jurisdictional dialogue, and the collective enforcement of the UPR.

This book deals with human rights action planning, as a largely under-researched area, from theoretical, doctrinal, empirical, and practical perspectives in order to put forward a new account of such planning. As such, the present work provides one of the most comprehensive studies of human rights planning to date. At the theoretical level, by advancing a novel general theory of human rights planning, it offers an alternative to the traditional state-centric model of planning. This new theory contains four sub-theories: contextual, substantive, procedural, and analytical ones. At the doctrinal level, a textual analysis of core human rights conventions is conducted in order to reveal the scope and nature of the obligation to adopt a national human rights action plan and to consider how to ensure that states are in compliance with this obligation. At the empirical level, a cross-case analysis of national human rights action plans of fifty-three countries is conducted exploring the major problems of these plans in different phases and uncovering the underlying causes. At the practical level, both national and supra-national human rights governance systems are examined. At the supra-national level, a networked model of global human rights governance is suggested as a practical response strategy against the extant global governance system which hardly works as an integrated system. At the national level, after suggesting the establishment of a nation-wide network for implementing human rights, the essential parts of human rights action planning are probed in four phases putting forward some methodological techniques for each phase.

The book takes a political-culture perspective on the struggle between democracy and autocracy by examining how these regimes fare in the eyes of their citizens. Taking a globally comparative approach, it studies both the levels as well as the individual- and system-level sources of political support in democracies and autocracies worldwide. The book develops an explanatory model of regime support which includes both individual- and system-level determinants and specifies not only the general causal mechanisms and pathways through which these determinants affect regime support but also spells out how these effects might vary between the two types of regimes. It empirically tests its propositions using multi-level structural equation modeling and a comprehensive dataset that combines recent public-opinion data from six cross-national survey projects with aggregate data from various sources for more than one hundred democracies and autocracies. It finds that both the levels and individual-level sources of regime support are the same in democracies and autocracies, but that the way in which system-level context factors affect regime support differs between the two types of regimes. The results enhance our understanding of what determines citizen support for fundamentally different regimes, help assessing the present and future stability of democracies and autocracies, and provide clear policy implications to those interested in strengthening support for democracy and/or fostering democratic change in autocracies.

Between its emergence in the 1870s and the beginning of the First World War, public perception of the anarchist movement and the theoretical and legal frameworks used to comprehend and control it underwent a dual process of criminalization and internationalization. The use of terrorism by anarchists was pivotal to these evolutions, as was its reception by alarmed populations and governments faced with unprecedented forms of political violence. Anarchism became increasingly identified as a political crime sanctioned by extensive laws at the national level and, at the internal level, by comprehensive protocols and extradition and deportation measures. These changes affected most European nations and the Americas similarly, making anarchism a clear instance of the globalization of militant politics. The “battle against international anarchism” was also a catalyst in the development of an international criminal system, as it accelerated the exchange of policing models and techniques.

This chapter will catalogue the multiple ways in which human rights penetrate the EU legal order and the different functions they play qua (internalised/’Europeanised’) ‘fundamental rights’, both as standards of validity and as means of interpretation of EU acts. The main preoccupation is to identify the sources of fundamental rights obligations, retrace their origin and overall significance within the EU legal system, and determine the rules relevant to their interpretation and application. The ‘integrated’ or ‘cumulative standards’ approach will be developed against this background. According to this method, the precise level of protection that Charter rights afford will be determined by reference to Articles 52 and 53 thereof, taking the ECHR, other ‘international obligations common to the Member States’ (Recital 5 CFR), and any relevant ‘autonomous requirements’ of EU law into account. Drawing on post-Lisbon case law, it will be shown how any other approach fails to ensure compliance with all relevant requirements simultaneously. This technique will inform assessments in chapters of Part II.
