Tang, Man-Chung. The Story of the Koror Bridge. Zurich, Switzerland: International Association for Bridge and Structural Engineering (IABSE), 2014. http://dx.doi.org/10.2749/cs001.

Full text
Abstract:

Koror Babeldaob Bridge, also called Koror Babelthuap Bridge or simply Koror Bridge, connects the islands of Koror and Babeldaob in the Republic of Palau. The design of the bridge began in 1974 and was based on the prevailing AASHO Standard Specifications at that time and was supplemented by ACI and CEB-FIP design recommendations on an as-needed basis. When the Koror Bridge was opened to traffic in April 1977, it was the world's longest concrete girder span. A few years later, the bridge began to deflect more than had been anticipated. The owner commissioned a Japanese engineering firm in 1985 and then a US engineering firm in 1993 to conduct in-depth investigations of the structure. Both firms came to the same conclusion that the bridge was structurally safe and that the excessive deflection was an unexplainable phenomenon. Nevertheless, in order to improve the driving quality of the bridge deck, the owner decided to repair the bridge. The repair scheme made changes to the structural system and added a large amount of post-tensioning force to the bridge. Unfortunately, less than three months after the repair, late in the afternoon on 26 September, 1996,nineteen and a half years after it was opened to traffic, the bridge collapsed. Thereafter, most of the documents were sealed as a result of litigation between the various parties and the debris was cleared. For a long time, it was impossible to study the facts surrounding the bridge's collapse. Only recently, through continuous probing by a group of engineers, were these documents made accessible to researchers.

Abstract:
Over the past fifty years, (financial) capitalism has brought about an enormous growth in wealth. Millions around the world have been lifted out of poverty. However, the downsides of the present global economic constitution are rapidly becoming evident as well. Rising inequality, soaring debt levels, and repeated cycles of boom and bust have proven to be some of its key characteristics. After the 2008 crisis brought the financial system to the brink of collapse, new regulations, stricter supervision, higher capital requirements, and ethical codes were introduced to the sector. Today we find ourselves in the middle of another economic boom. Yet one pressing question remains: has anything changed? Have the (necessary) repairs fixed the flaws in the system? Or do we require even more fundamental reforms? This volume builds on the observation that society has co-evolved with the financial sector. We cannot simply claim that 'finance' was the sole instigator of the 2008 crisis. Society itself has become financialized; the process of replacing relations, structures of trust and reciprocity, by anonymous and systemic transactions. The volume poses vital questions with regard to this societal development. How did this happen? And more importantly: is change possible? If yes, how? This volume contains 21 essays on the themes mentioned above. Authors include Jan Peter Balkenende, Wouter Bos, Lans Bovenberg, Govert Buijs, and Herman Van Rompuy. A recommendation by Dutch Minister of Finance Wopke Hoekstra is also included.

Wilcox, Phill. Heritage and the Making of Political Legitimacy in Laos. NL Amsterdam: Amsterdam University Press, 2021. http://dx.doi.org/10.5117/9789463727020.

Abstract:
The Lao People’s Democratic Republic is nearly fifty years old, and one of the few surviving one-party socialist states. Nearly five decades on from its revolutionary birth, the Lao population continues to build futures in and around a political landscape that maintains socialist rhetoric on one hand and capitalist economics on the other. Contemporary Lao politics is marked by the use of cultural heritage as a source of political legitimacy. Researched through long term detailed ethnography in the former royal capital of Luang Prabang, itself a UNESCO recognised World Heritage Site since 1995, this book takes a fresh look at issues of legitimacy, heritage and national identity for different members of the Lao population. It argues that the political system has become sufficiently embedded to avoid imminent risk of collapse but suggests that it is facing new challenges primarily in the form of rising Chinese influence in Laos.
