Abstract:
SNAP-25 is a synaptosomal associated protein localized at the plasma membrane of nerve terminals. SNAP-25 associates with syntaxin 1 and vesicle-associated membrane protein-2 (VAMP-2) and is thought to form a complex essential for neurotransmitter release. We have identified syndet, a novel protein related to the family of SNAP-25 isoforms. Like SNAP-25, syndet has regions with high probability of forming coiled coils, a cysteine rich-domain, and lacks a signal sequence or transmembrane domains. Syndet is tightly bound to membranes, possibly by acylation within the cysteine-rich domain. Syndet is expressed in non-neuronal tissues. In adipocytes, syndet is found at the plasma membrane and in an intracellular compartment. The identification of syndet supports the hypothesis that multiple SNAP-25 related proteins ensure specificity of vesicle fusion at the cell surface.

Syftet med den här studien är att bryta ner och beskriva processen om hur man skapar olika typer av ljud på en synthesizer. Underlaget för studien har varit böcker, videor och praktiskt erfarenhet. För att få praktisk erfarenhet har jag arbetat med att göra soundalikes av sammanlagt fyra poplåtar. Låtarna representerar fyra olika decennier och innehåller typiska syntljud för sin tid. Resultatet mynnade ut i en mall där det beskrivs hur man med fem steg kommer fram till nästan vilket ljud som helst.

Vi har i vår studie utgått från en kvalitativ studie samt en abduktiv forskningsansats.

Att synkroniseringsarbetet har fått en mer betydande roll för musikförlagen kan ej undgås. Omvärldsfaktorer har påverkat musikförlagens traditionella affärsmodell och tillsammans med en ökad efterfrågan har musikförlagen anpassat sina strategier för att bemöta dessa faktorer. Synonymt för musikförlagens arbete är värdeskapande genom relationer och nätverkande både internt såväl som externt.

Abstract:

Abnormal aggregation of misfolded proteins is related to numerous neurodegenerative diseases, which include Alzheimer’s, Parkinson’s disease and prion diseases. Luminescent conjugated probes (LCPs) have been used as dyes for these supramolecular assemblies termed amyloid fibrils. To these probes, metalloporphyrin (MP) derivates have been attached to achieve new spectroscopic properties, which will allow for new ways to study protein aggregation diseases.

In this thesis the synthesis of two different LCPs anchored porphyrin derivates are described. The LCPs are synthesized from 3-thiopheneacetic acid and additional thiophene units are added with the use of Suzuki cross coupling reaction. The porphyrin is synthesized from pyrrol, benzaldehyde and methyl-4- formylbenzoate in a condensation reaction. In the first target molecule (TM) the porphyrin and thiophene are coupled with a spacer and the second one is a direct coupling between the two compounds.

Abstract:
Cellulose nanocrystals (CNC) are great candidates for composite materials. The reasons why CNCs are such attractive materials for them are due to their great mechanical properties, high aspect ratio and low density. On the other hand, hydroxyapatite (HAp) is a kind of calcium phosphate and a main component of bones and teeth. The purpose of the present study is to make oriented nano-sized composites with CNC and HAp. Although some researchers carried out to make CNC composites with HAp for biomedical materials, nano-sized and oriented ones haven’t been achieved yet. Also, films made of CNC and other compounds are known to be transparent and have good oxygen permeability. Especially when CNCs’ direction is in parallel, they show high strength. However most previous researches dealt with particles or plate-like minerals in inorganic/CNC films, so there is no case that coated CNCs themselves were aligned in the films. Therefore fabrication of composite-oriented thin films is quite unique and it will be a potential step for bone-like hierarchical structure. In experiment, certain amount of CNC suspension with functional groups were put into revised simulated body fluid (r-SBF) solutions which were adjusted between pH 6.9-7.9 to make the molar ratio of calcium ion per functional groups on CNC surfaces between 30-230. The suspensions were put into the ultrasonic bath for 15 minutes and stirred in the thermostatic oven at 37 ⁰C for 1 hour. The process of ultrasound and stirring in oven was repeated 1-3 times depending on conditions. Precipitated products were collected with the centrifuge instrument and dried with the freeze dryer. Functional groups induced HAp’s nucleation and the HAp/CNC composites could be obtained under control of molar ratio of calcium ions per functional groups on CNC and pH. Morphology of the composites could be determined by pH and HAp content could be controlled between 25-75 wt% by initial molar ratio. The suspension having the composites synthesized in pH 7.9 with low initial molar ratio was dropped on superhydrophilic glass substrates. At the moment, the substrates were set with leans of 20 degrees. Then they were dried at 60 oC for 3 hours and transparent films containing 25-40 wt% of HAp were obtained. The transmittances of the films were more than 90 % and their thicknesses were 2.2-4.2 μm. The films were suggested to have oriented structure by polarization microscope when the shape of the composites were needle-like homogeneously and independent each other. From the results from SEM, they were aligned longitudinally at both ends of the film and laterally at the upper middle part of the films. It is considered that controlling drying direction influenced on the orientation. The current study should become a promising step to build up a bone-like hierarchical structure artificially.

Syftet med denna uppsats är att ta reda på hur yrkesverksamma lärare i år 1-3 ser på användningen av skönlitteratur i undervisningen och att förhålla dessa beskrivningar till den litteratursyn jag som blivande lärare håller på att utveckla. Litteraturgenomgången anknyter till läsarorienterande teoribildningar, i linje med den konstruktivistiska, sociokulturella syn på lärande som min utbildning präglas av. Resultatet av en intervjuundersökning med sju lärare presenteras och analyseras utifrån uppsatsens frågeställningar – hur lärarna relaterat till sin användning av skönlitteratur beskriver undervisningens varför, vad och hur. Med hjälp av erfarna lärare ges jag därmed en möjlighet att reflektera kring min egen litteratursyn, inte minst frågan om varför skönlitteraturen kommer att ha en plats i min framtida undervisning. Slutsatsen är att jag tydligare upplever vikten av att ha ett synsätt på kunskap och läsning som fokuserar läsarens möte med text, där förståelse byggs i gemenskap, med lusten som drivkraft.

The foundation for the thesis is a literature study within two areas: safety and innovation science. In the thesis safety science will revolve around how different methods and various models are used to identify and reduce risks, i.e. to secure the functionality within limited systems. Theories of innovation will among other things revolve around the process of creating ideas and bring them to market. The intention is to present central thoughts and conceptions within these two disciplines. In relation to this stage, theories from innovation will be taken into consideration in order to supplement the general working order of how risks in technical system are handled. The purpose is to enrich the area of safety with inspiration from theory of innovation and to generate hypothesis for continuous research.

Theory of innovation has a tradition of bringing ideas or changes forward while theory of risk mainly revolves on identifying and acting on problems. This will be expressed as a tendency within risk and safety not to take particular parts developed within theory of innovation into consideration, and therefore you may miss valuable knowledge around the ability to bring change to a successful close. This can for example be expressed as theory of innovation has more detailed knowledge surrounding development of a solution, selection of a solution, and how these solutions are best implemented. The study has shown that theory of innovation can supplement the area of risk and safety and that these two areas, in a collected form, can improve the requirement for working with the reduction of risks. The result can from an organizational perspective be about improved conditions for long term survival by an increased awareness into different work strategies strengths’ and weaknesses’.

Abstract:
Asymmetric synthesis is most significant method to generate chiral compounds from prochiral substrates. It usually involves a chiral catalysis, which can be either metal based or organo-catalysis. Both of these systems have their own advantages and disadvantages. In recent times, organocatalysts are gathering widespread attention due to their low toxicity and inexpensive nature. Organocatalysts can replace traditional metal based Lewis acid catalysts in several useful organic transformations like the Diels-Alder reactions. Carbocations are compounds with positively charged carbon atoms and they can activate the substrate by pulling its electrons thus making it more electrophilic. Though carbocations are well-known in literature, they are not well explored in catalysis despite their tremendous potential. The aim of this project is to synthesize new chiral carbocations, derived from different chiral auxiliaries and substitution on aromatic moiety and to investigate them in asymmetric Diels- Alder reactions. We envisioned the final product to be enantio-enriched as the carbocations are chiral in nature. We have synthesized several chiral secondary and tertiary alcohols as a precursor of carbenium salts. These alcohols were mainly synthesized by addition of Grignard reagent or organolithium reagents to the carbonyl compounds. Though, we have synthesized several chiral alcohols, only three carbocations could be isolated those having methoxy group in the aromatic ring. The methoxy group was found to be crucial for the stabilization of the carbocation. All the isolated carbocations were able to catalyze the Diels-Alder reactions, however it was found that carbocation 4with BF4 as a counter ion was better reactive than others. Unfortunately, we could not get any chiral induction with the use of these catalysts. We believe that with better tuning in catalysts structure and the reaction conditions these carbocations might able to produce chiral induction in the product.

Abstract in English

Seventeen students in Creative Writing at the Växjö University who terminated in January 2005 published chosen texts in an anthology by the name Förflyttningar (Movements). The aim of my study is to analyse how they explore and describe our time in the western world. The question is; what is being written now and here?

I have chosen as theoretical background the Italian philosopher, Umberto Galimberti, who has made a study of the West from moral and ethical perspective. His conclusion is that we live in a world with seven new sins. The new sins are collective defects within all westerners. Umberto Galimberti has the new ones listed, they are consumerism, conformism, boldness (unshyness), sex addiction, sociopathy, denial and emptiness.

All texts from the seventeen writers are described in a few lines with a following general view of my impression of theme in the three genres, lyrics, short stories and novels.

My analysis gives as a result that the seventeen writers in the Northern Hemisphere, in no way have a different opinion of the world than the Italian philosopher has. The seven new sins are all here among us and they are all described in varied way and fashion, but they do exist and are living in the texts published in Växjö last year. In fact, the vices spark the world.

A word in natural language can be polysemous, having multiple meanings, as well as synonymous, meaning the same thing as other words. Word sense induction attempts to find the senses of polysemous words. Synonymy detection attempts to find when two words are interchangeable. We combine these tasks, first inducing word senses and then detecting similar senses to form word-sense synonym sets (synsets) in an unsupervised fashion. Given pairs of images and text with noun phrase labels, we perform synset induction to produce collections of underlying concepts described by one or more noun phrases. We find that considering multi-modal features from both visual and textual context yields better induced synsets than using either context alone. Human evaluations show that our unsupervised, multi-modally induced synsets are comparable in quality to annotation-assisted ImageNet synsets, achieving about 84% of ImageNet synsets' approval.

Abstract:
Automatic synthesis of software from specification is one of the classic problems in computer science. In the last decade, significant advances have been made in the synthesis of programs from specifications expressed in Linear Temporal Logic (LTL). LTL synthesis technology is central to a myriad of applications from the automated generation of controllers for Internet of Things devices, to the synthesis of control software for robotic applications. Unfortunately, the number of existing tools for LTL synthesis is limited, and using them requires specialized expertise. In this paper we present SynKit, a tool that offers LTL synthesis as a service. SynKit integrates a RESTful API and a web service with an editor, a solver, and a strategy visualizer.

De spørgsmål behandles i denne rapport, som er et resultat af et omfangsrigt kvalitativt studie i 28 kulturhuse. Denna rapport ingår i forskningsprojektet Att skapa goda livsfärdigheter bland unga. Den första delrapporten var en nationell och internationell kartläggning över initiativ och insatser för att främja psykisk hälsa bland unga. Bland insatser som verkar mer lovande – och till synes har goda möjligheter att göra skillnad för ungas psykiska hälsa - framträder insatser vars syfte är att höja kunskapen om psykisk hälsa bland unga och vuxna. Ökad kunskap om psykisk hälsa har visat sig vara ett viktigt verktyg för att utveckla färdigheter i hur man tolkar och förstår sina egna känslor och sin kropp och när man behöver kontakta vården. Dessutom är dessa insat-ser ofta samhällsekonomiskt kostnadseffektiva, eftersom de ger unga bättre livsfärdigheter och på sikt leder till minskat vårdsökande och bättre förutsättningar att klara skolan och i förlängningen arbetslivet. Sådana satsningar går även i linje med Barnkonventionen 24§ om alla barns rätt till bästa möjliga hälsa, som sedan 2020 är lag i Sverige. Rekommendat-ioner från den första delrapporten innefattar att rusta unga med färdigheter för att möta livets svårigheter och höja kunskapen om psykisk ohälsa. Det handlar också om att bistå vuxna med kunskap om psykisk hälsa och verk-tyg som främjar hälsa för att kunna stödja unga. Insatser för att främja unga personers hälsa bör följas upp under en längre tid.I denna rapport presenteras röster från unga och yrkesverksamma vuxna i ungas närhet om ungas livssituation kopplat till livsfärdigheter, psykisk hälsa och behov av stöd. Genom att lyssna in unga kan vi bättre hitta framgångsfaktorer för att främja ungas psykiska hälsa och välbefinnande.

The article studies the results of the research aimed at the improvement of the methodology of develop- ment of the health-preserving competence of a Physical Education teacher in conditions of post-graduate education on the basis of Nikolai Bernstein’s theory of movement construction using virtual reality technologies. Based on the use of AR/VR technologies a software application “Virtual Model Illustrating Nikolai Bernstein’s Theory of Movement Construction” was developed. The stated model is one of the tools of the “Methodology of development of the health preserving competence of a Physical Educa- tion teacher on the basis of Nikolai Bernstein’s theory of the levels of movement construction”. The experimental study determines that the application of the virtual model within the stated methodology is an effective tool for the development of the health preserving competence of a Physical Education teacher. The application of the virtual model allows the actualization of the health preserving, conceptual, gnoseological, biomechanical, inclusive, corrective potentials of Nikolai Bernstein’s theory of movement construction. The use of the virtual model presents the ways of targeted and meaningful use of Nikolai Bernstein’s theory of the levels of movement construction by a Physical Education teacher and the improvement of physical and recreational technologies and concrete physical exercises and movement modes. Due to the application of virtual reality tools, health-preserving, preventative, corrective and developmental strategies are being formed among which the significant ones are: “Application of syner- gistic movements to adaptation to movement activity, and recreation”, “Application of spatial movements for actualization of the orientation and search activities and development of spatial thinking”, “Use of movements with a complicated algorithm for intellect development”.

I boken Professional Capital – Transforming Teaching in Every School sier Hargraves og Fullan: “Sustainable improvement can […] never be done to or even for teachers. It can only ever be achieved by and with them (2012:45). Dette sitatet fra Hargraves og Fullan angir forskningsinnretningen i dette utviklingsprosjektet. Formålet er å studere hvordan lærere involveres, engasjeres og lærer i innovasjoner i Jærskulen. Forskningsinteressen er sentrert om utviklingsaktiviteter som er satt i verk og hvordan disse relateres til lærernes profesjonsutvikling. Basert på innspill fra utviklingsleder i Jærskulen, Mats Bryne, er prosjektet konsentrert om fire innovasjoner i jærskolesamarbeidet: - Lokal skoleutvikling med utgangspunkt i skolenes valgte utviklingsområder - Gjennomføring i videregående opplæring - Profesjonsutvikling i samspill, medskaping i samarbeid med Utdanningsforbundet - Læringsteknologi i undervisningen Felles for de fire delprosjektene er at de rapporterer om engasjerte lærere som deltar i ulike innovasjonsprosesser, lokalt på de enkelte skolene og i nettverkssamarbeid mellom skoler. Nina Helgevold og Kåre Andreas Folkvord har gjennomført studien og denne presenteres i kapittel 3. Kapittel 4 handler om læringsteknologi i undervisningen. Abstract:
Denna rapport sammanställer information om projektet Ålen i Fardume träsk, som startade 1980 på Gotland med syftet att undersöka både ekologiska och ekonomiska resultat av ålutsättningar. Då projektet varit igång sedan 1980 har flera aktörer varit inblandade, och data har lagrats i pärmar och digitalt på olika hårddiskar, servrar och databaser genom åren. Syftet med denna rapport är därför att redogöra vad som gjorts inom projektet sedan 1980 fram till idag (2022), för att ge en bakgrund till det arbete som gjorts, vilka studier som publicerats med data från platsen och vilket data som idag finns tillgängligt. Denna syntes är nödvändig för att möjliggöra framtida användning av insamlad data från ålprojektet vid Fardume träsk. Totalt har ca 101 000 ålindivider satts ut i Fardume träsk, 1980 sattes det ut ca 53 000 individer och 1989 sattes det ut ytterligare ca 48 000 individer. Det introducerade ålbeståndets utveckling har sedan följts upp kontinuerligt via en fälla som fångar utvandrande ål från Fardume träsk i Bångån. Fällan har varit drift sedan 1980 och det samlas fortfarande in ål här vilket idag finansieras via SLU Aqua och länsstyrelsen Gotland. Fällan i Bångån har genererat utvandringsdata (antal fångade ålar per år) samt individdata då ål samlats in från fällan för individprovtagning i laboratorium. Totalt har det publicerats åtta vetenskapliga artiklar baserat på data från Fardume träsk, den första publicerades 1986 och den sista 2003. Sedan 2003 har inga vetenskapliga artiklar publicerats med data från Fardume träsk. Otoliter från ål från Fardume träsk har använts för att utveckla och validera åldersläsning av ål då de har en känd ålder (utsatta antingen 1980 eller 1989). Data från Fardume träsk gicks igenom av personal på SLU Aqua under 2020 och 2021 då det fanns flera frågetecken kring datakvalitén och var data lagrades. Sammanställningarna visade att fångstdata från fällan i Bångån behöver ses över och jämföras med fältprotokoll (främst efter 1995) men det går att använda data idag för att säga att det bör ha fångats minst 14 914 individer i fällan under 1980-2022. Individdata finns idag sparade i två separata Excel-filer samt i SLU Aquas databas Sötebasen, dessa filer behöver ses över, kombineras, kontrolleras så att inte samma individ förekommer flera gånger och sedan lagras på en beständig plats innan det kan användas i forskningssyfte. Det finns idag 26 år med data från Fardume träsk som inte använts i någon (för oss) känd vetenskaplig artikel eller rapport. Data från fällan i Bångån skulle kunna användas för att utvärdera hur stor andel av utsättningen som återfångats vilket kan användas för att skatta hur mycket ål som producerats på en känd sjöareal, möjliggöra nya studier gällande utvandringsstorlekar, kondition, tillväxt, parasitering med mera. Individdata skulle kunna användas för att följa tillväxtmönster, överlevnad, könsfördelning, konditionsfaktorer och storleksstrukturen för den ål som vandrat ut från Fardume träsk via Bångån samt för att utvärdera hur länge utsatt ål stannar i ett system efter en utsättning.

I prosjektet; «Helhetlig ROS-analyse i norske kommuner» analyserer vi hvordan kommuner utvikler, bruker og oppdaterer ROS-analyser og risikoforestillinger i sitt samfunnssikkerhetsarbeid. Det legges vekt på hvordan kommuner integrerer ROS-arbeidet og risikoforestillinger i eksisterende plan- og arbeidsprosesser. Hvilke utfordringer opplever kommunene i dette arbeidet? Etter å ha jobbet med risiko og sikkerhet i mer enn 20 år, og en vesentlig del av disse opp mot kommuner, er det etter vårt syn et gjennomgående trekk at kommunalt ansatte som jobber med sikkerhet og beredskap har stor skepsis til akademikere på dette feltet. Den teoretiske «verden» er ikke i stand til å kommunisere med den praktiske og vice versa. Denne utfordringen mener vi står sterkt også i dag, og dermed ble det i prosjektet viktig å finne ut hvordan begrepene ble brukt i kommunene. Hvor kritiske er begrepene for omfanget av bruken av analysene? Står vi ved et markant skille nå med innføring av ny veileder for helhetlig ROS-analyse i kommuner? Eller, er arbeidet omkring samfunnssikkerhet og beredskap fastnet i en praksis uten påvirkning fra ROS-analyse? Datamateriale fra 26 kommuner er inkludert i studien. Kommunene dekker alle landsdelene og de har varierte demografiske og geografiske profiler. Blant deltagerne er kommuner med storulykkesindustri, større bykommuner, mindre øykommuner og grensekommuner. Opptil fem personer med ulikt ansvar for samfunnssikkerhets- og beredskapsarbeidet er intervjuet i hver kommune. En viktig del av prosjektet er forholdet mellom ROS-analyser på ulike forvaltningsnivåer, hvordan ROS-analysene kommuniserer risikoforestillinger og hvordan kommunene kan bygge på og hente innspill fra hverandre i ROS-analysearbeidet. Siden 2010 har Lov om kommunal beredskapsplikt, sivile beskyttelsestiltak og Sivilforsvaret (sivilbeskyttelsesloven) og underliggende Forskrift om kommunal beredskapsplikt stilt krav til kommunenes ROS-analyse og samfunnssikkerhetsarbeid i stort. Likevel er det ikke opplagt hva det innebærer. Forskriften snakker om begreper og konsepter som; - Jobbe systematisk og helhetlig med samfunnssikkerhet; - Forankring i kommunestyret; - Eksisterende og fremtidige risiko- og sårbarhetsfaktorer; - Særlige utfordringer; - Langsiktige mål, strategier, prioriteringer og plan for oppfølging av samfunnssikkerhets- og beredskapsarbeidet; - Vurdere forhold som bør integreres i planer og prosesser; og - Overordnet beredskapsplan. Det stiller store krav til kommunens ansattes kunnskap og kompetanse til å fortolke hva alle disse konseptene skal bety for kommunen og hvordan ansatte skal jobbe med kravene. Her ligger kjernen av vår studie. Studien vår viser at det legges betydelig med ressurser og arbeid ned i kommuners helhetlige ROS-analyser, samfunnssikkerhets og beredskapsarbeid. Risikoinformert styring og risikotenkning er en krevende filosofi, hvor det forutsettes at de ansatte med ansvar for kommunens systemer og samfunnssikkerhets- og beredskapsarbeidet har høy kompetanse på området. I kommunene som deltok i studien synes det å være enklere for kommunene å konkretisere hvordan de arbeidet med beredskap enn med samfunnssikkerhet. Kommunene hadde i varierende grad oversikt over hvordan beredskapsarbeidet var satt i system på tvers av etater. Materialet ble analysert ut fra fire forhold: - Begrepsforståelser og bruk av begreper for å uttrykke samfunnssikkerhet - Planlegging og gjennomføring av ROS-analyseprosesser - Presentasjon av resultater fra ROS-analysearbeidet - Implementering av analyseresultatene i kommunens aktiviteter Datamaterialet viser at kommunene og de fleste respondentene våre er i liten grad bekymret over begrepene de bruker. I hovedsak er det risiko, ROS-analyse (eller andre koplinger av ROS), hendelser, akseptkriterier, beredskap, kriseplaner og tiltak som er konseptene i bruk. Usikkerhet var et begrep som fulgte med, men det var i liten grad reflektert over utover at det var en egenskap med hele ROS-analyseprosessene. Samfunnssikkerhet, ytelse av beredskapstiltak, sårbarhet, resiliens, barrierer, system er begreper som får lite eller ingen omtale i kommunenes befatning med samfunnssikkerhet og beredskap. Kommunene er veldige instrumentelle i arbeidet med å utvikle produktene (helhetlig) ROS-analyse og beredskap- og kriseplaner. Beslutningsprosessene som den helhetlige ROS-analysen er en del av, trekkes ikke frem som førende for hvordan ROS-analyser og samfunnssikkerhetsarbeidet gjøres. Fylkesmannen sin rolle som pådriver, rådgiver og tilsynsmyndighet var for de aller fleste kommunene beskrevet med positive fortegn. Alle analysene vi har hatt tilgang til er utført som grovanalyser (hazid-gjennomganger, scenariobeskrivelser, gruppediskusjoner), men med relativt små variasjoner innenfor hvordan risiko måles og uttrykkes. Enkelte kommuner inspireres av innholdet i FylkesROS-analyse eller Nasjonalt Risikobilde, mens andre har et større fokus på lokale forhold og hendelser. I forbindelse med bruk av tiltak fra helhetlig ROS-analyse var det en klar trend at kommunene synes det var vanskelig å sikre implementering av tiltak. Dette skyldes blant annet at det var utfordrende å sikre at den ansvarlige etat tok ansvar for tiltak, at beredskapskoordinatorer ikke anså tiltak som skulle implementeres i enkeltetater som sitt ansvar og at kommunene i mange tilfeller ikke hadde midler til gjennomføring av tiltak. Problemet kan trolig også spores til at helhetlig ROS-analyse ikke var et dokument som var i aktiv bruk i hverdagen til kommunenes ansatte, og som det i de fleste tilfeller ikke ble laget aksjonsplaner for å følge opp. På tiltakssiden var det også tydelig at flere kommuner gjorde det vanskelig for seg selv, ettersom de beskrev svært generelle tiltak i rapportene sine, tiltak som egentlig var på plass i den ansvarlige etat og som var dekket av andre internkontrollrutiner, eller som andre offentlige etater var ansvarlige for. Kommunene i prosjektet hadde i varierende grad koblet beredskapsplanene sine opp mot de helhetlige ROS-analysene. En annen utfordring i forbindelse med «bruk» til beredskapsplanlegging var at kommunene ikke var sikre på hvordan dette skulle tolkes. Skulle man lage øvelser basert på hendelsene som var brukt i helhetlig ROS-analyse, skulle det lages tiltakskort som passet til scenarioene i helhetlig ROS-analyse? Enkelte kommuner hadde inkludert hendelser fra helhetlig ROS-analyse i beredskapsplanverket sitt, mens andre hadde fokusert mer på felles kapasiteter i helhetlig ROS-analyse. Å se sammenhengen mellom helhetlig ROS-analyse og beredskapsplanlegging var et vanskelig tema for kommunene. Beredskapsanalyse og vurdering av «godheten» av beredskapstiltak er også en stor utfordring. Den største utfordringen og det viktigste funnet som har kommet fram gjennom studiet er at prinsippene i risikobasert styring er nærmest fraværende i kommunene. Funksjonelle krav til sikkerhet mangler, en levende diskusjon om samfunnssikkerhet og beredskap mangler, og analysene brukes i svært liten grad. ROS-analyse og intensjoner om risikobasert styring har vært i norske kommuner i mer enn 20 år, og basert på dette mener vi at det er kompetanse og reguleringsregimet det må gjøres noe med, heller enn å innføre nye veiledere og tilsynsaktiviteter. Ansvaret for kommunens samfunnssikkerhets- og beredskapsarbeid må knyttes opp mot spesifikk kompetanse. Det krever at kommunene endrer praksis på i den administrative ledelsen og virksomhetene som eier systemene, tjenestene og aktivitetene, så vel som i kommunikasjonen mellom administrativ og politisk ledelse når det gjelder samfunnssikkerhet og beredskap. I vårt fylke tror jeg vi er noen av de som har kommet lengst, og det sier etter mitt skjønn sitt». «Vi må involvere oss på et mye tidligere stadium. Skaffe oss oversikt over hva som er beredskapsplanene, og hvor flaskehalsene er. Det tror jeg at jeg deler med veldig mange. Vi strykes med hårene i alt for stor grad. Vi får for mye ros.»
