Abstract:
Concrete structures exposed to harsh environments, especially including bridges, harbor structures are often suffered from durability problems. Typical external signs include surface deterioration, cracking caused by for example sulphate attack, frost action or reinforcement corrosion. All are strongly linked to the porous microstructure of the binder matrix and chemical decomposition of certain phases. Full replacement of deteriorated concrete structures is costly and can be troublesome for their users. The increasing demand to reduce the carbon footprint and to prolong the service life of concrete structures adds yet another argument to restore the existing structures. One alternative is to use very dense Ultra-High-Performance concrete (UHPC) as an external protective coating. The goal of this study was to determine the interfacial bonding characteristics between a damaged normal concrete (NC) and the applied thin layer of the UHPC. To curb the CO2 emission, UHPC is produced by substituting 50 wt% of Portland cement with a fine limestone powder. Fresh and hardened properties, shrinkage and frost durability have been evaluated. Mechanical properties were determined on a full-scale hybrid element using ultrasonic pulse velocity (UPV) and bond test (pull-off test). The results showed a significant increase of mechanical properties. Despite the applied thin layer of UHPC and volumetric restrain from the substrate normal concrete (NC) only limited surface shrinkage cracks were observed. The bond test and UPV showed good excellent values.

Sustainability has to penetrate more and more into higher education. It should not focus only on traditional elements. It should also enter new, but for future improvement, extremely important areas. Based on this premise, creativity and motivation, when additionally interconnected and supported by trust that is provided and achieved, decide on the progress and sustainability of universities. This connection is gaining importance especially from the point of view of building solid foundations and mechanisms that functionally preserve the potential effects of these elements in the future. For this reason and following the nature, importance, and content of sustainable academic motivation (SAM), the paper introduces two new concepts: sustainable academic creativity (SAC) and sustainable academic trust (SAT). For further original contributions, the paper hypothesizes the existence of mutual—spiral—relations of sustainable academic motivation (SAM), sustainable academic creativity (SAC), and sustainable academic trust (SAT). The empirical section tests the validity of this claim in the universities of two countries: the Slovak Republic and Poland. A survey performed on a sample of n=181 pedagogical, scientific, management, and administrative staff in higher education confirms the existence of these spirals. The results indicate the spiral effect of motivation when connected with creativity and trust and show that it is accented by the crucial principles of sustainability (responsibility, novelty, usefulness, progress, etc.). Therefore, the paper’s conclusion contains the explanations for the potential occurrence of three types of sustainably mutual systems and complexes. These are: (a) individual sustainable systems of SAM, SAC, and SAT; (b) group/sectional sustainable systems of SAM, SAC, and SAT; and (c) the global sustainable complex of SAM, SAC, and SAT in the university.

La profesión del diseño industrial se enfoca cada vez más en resolver problemáticas complejas. A su vez las soluciones de diseño planteadas ya no son objetos aislados sino Sistemas de Productos y Servicios o Product Service Systems (PSS). En este sentido existen nuevas tendencias como el Diseño Sistémico, que ha explorado algunos métodos para abordar este tipo de proyectos, sin embargo, existen pocas herramientas gráficas que se puedan aplicar de forma práctica. El siguiente artículo presenta una introducción al pensamiento sistémico y su aplicación en el caso de estudio: la vivienda sostenible en la Ciudad de México. Se retoman elementos del pensamiento sistémico para analizar el consumo de recursos en la vivienda actual a través de un modelo gráfico. Posteriormente se describe cómo propuestas de Sistemas de Servicios y Productos pueden ser analizadas dentro del mismo modelo para identificar su posible potencial de cambio. Finalmente se discute la utilidad de esta herramienta dentro del campo del diseño industrial.

This short paper makes the case that most impact assessment (IA) has sustainable development as the stated goal, but that it doesn't deliver sustainable outcomes. A key pillar of sustainable development is equity, both intra-generational (defined after Lamorgese and Geneletti (2013, p.119) as ensuring "equity of opportunity for everyone, particularly the poorest and most vulnerable members of the community and seek to create a good quality of life for everyone") and inter-generational equity (defined after Gibson et al. (2005, p. 235) as favouring "present options and actions that are most likely to preserve or enhance the opportunities and capabilities of future generations to live sustainably"). Notwithstanding the importance of intra-generational equity, this paper focuses on the problem that inter-generational equity presents to IA both because of the prevalence of short-term planning, and because approaches developed to deal with inherent uncertainty associated with impacts considered in the long term are overly resource intensive and therefore impractical. A research focus on IA processes that can deal with inter-generational impacts cost effectively might provide the basis on which to develop an IA tool that actually delivers on its stated goal and fits in with current decision-making norms.

The present study inserts on the international environmental thematic, approaching the integrated management of solid waste and the participation of the social actors in the search of the sustainable development. The awareness in combining it still describes a Selective Collection Program SCP of solid waste, in partnership with the municipal public power, in the development of joint actions that result in better alternatives of waste management in the urban centers, providing better life quality for the population and conservation of the environment. The aim of this research is to study problematic of the management of solid waste under the point of view of the environmental awareness and the participation of the population in a city of Brazil. In this matter, the target of the work is focusing on the strategy of solid waste management, through the attitudes and the respondents behaviors to aid in the making decision of the public manager related to the implantation of a selective collection program in Natal/RN. The methodology used in this work constitutes in the application of a questionnaire with scales of the type Likert being constituted of variables that compose the aspects of attitudes and of behaviors, besides a social-demographic scale. For analysis statistics is used the Pearson s Chi-Square Method in order to verify the dependence of the associations between the social-demographic variables and the attitude and the behavior ones. The results appear for a larger participation in a SCP, since this provides a better quality of life of the population (28,3 %), followed for offering a financial advantage (27,3%). Other results indicate the existence of the variables that exercise influence on the environmental awareness of the population to its demographic aspects

Descreve ainda a conscientiza??o em integrar-se a um Programa de Coleta Seletiva PCS de res?duos s?lidos em parceria com o poder p?blico municipal, no desenvolvimento de a??es conjuntas que resultem em melhores alternativas de gest?o para os res?duos nos centros urbanos, proporcionando melhor qualidade de vida para a popula??o e preserva??o do meio ambiente. O objetivo desta pesquisa ? estudar a problem?tica da gest?o de res?duos s?lidos sob o ponto de vista da conscientiza??o e participa??o ambiental da popula??o em uma cidade do Brasil. O objetivo central desta pesquisa foi desenvolver uma ferramenta para avaliação da presença de práticas de Simbiose Industrial em rede de empresas, a partir dos conceitos de simbiose industrial encontrados na literatura. Para isto, foi definida uma série de etapas para a construção do referencial teórico da presente pesquisa, e para o desenvolvimento da proposta de metodologia. As etapas iniciais foram baseadas no instrumento ProKnow-C (Knowledge Development Process–Constructivist), com o intuito de formar o portfólio bibliográfico. Este procedimento ocorreu com apoio do portal ISI Web of Knowledge, sendo realizado em duas categorias de classificação: Engineering, Environmental e Engineering, Industrial. Em seguida, as variáveis da Simbiose Industrial foram identificadas através da revisão sistemática diferenciada. Os resultados obtidos por meio deste procedimento possibilitou o desenvolvimento da ferramenta teórica. Após a identificação das variáveis, uma metodologia baseada na lógica fuzzy foi aplicada e direcionada à pesquisadores do tema para atribuição dos pesos das variáveis de Simbiose Industrial. Desta forma, foi possível extraír os indicadores de intensidade das inter-relações necessários na análise do nível de desenvolvimento de cada uma das correlações entre as variáveis. Em posse das variáveis e de seus pesos, obteve-se como resultado inicial a estrutura da teórica de Avaliação de Simbiose Industrial. No sentido de identificar pontualmente as lacunas ou níveis de desenvolvimento em cada esfera, gerou-se então os gráficos de manobra para análise dos dados. Após estes procedimentos, construiu-se um instrumento para a aplicação da ferramenta, acompanhado de um método de cálculo matemático para tratamento dos dados, tornando-o passível de aplicação, compilação e resultados. Assim, uma ferramenta de aplicação da metodologia, capaz de obter os dados para análise nos gráficos de manobra e para a geração da Avaliação de Simbiose Industrial, foi desenvolvido. Por fim, um teste piloto foi realizado em uma rede de empresas fabricantes de móveis e esquadrias de madeira, identificando se há práticas da Simbiose Industrial na rede, bem como o potencial de desenvolvimento das esferas de análise. Os resultados do teste piloto da ferramenta de Avaliação de Simbiose Industrial forneceram uma série de perspectivas relacionadas à sua aplicabilidade, flexibilidade, particularidades, e, ao direcionamento nos aspectos de amadurecimento da ferramenta.
The main objective of this research was to develop a tool for assessing the presence of Industrial Symbiosis practices in na industrial cluster, based on the concepts of Industrial Symbiosis found in the literature. For this, were conceived a variety of steps to form theoretical framework of this research, and, for the development of the proposed methodology. In order to form the bibliographic portfolio, this research initial steps were based on the instrument ProKnow-C (Knowledge Development Process–Constructivist). This procedure was performed with support of ISI Web of Knowledge portal and carried out in two categories of classification: Engineering, Environmental and Engineering, Industrial. Based on this differentiated systematic review, the variables of Industrial Symbiosis were identified. The results obtained by this procedure allowed the development of the theoretical model. After identificatifying the variables, a methodology based on fuzzy logic was applied and directed to the researchers of the subject for assigning weights of the variables of Industrial Symbiosis. Thus, it was possible to extract indicators of intensity of the interrelationships, these, needed in the analysis of the level of development of each of the correlations between the variables. In possession of the variables and their indicators, it was obtained an structure of the theoretical model for Assessing of Industrial Symbiosis, as initial result. In order to promptly identify gaps or development levels within each sphere, graphs of maneuver for data analysis were generated. After these procedures, it was built a tool to the model application, accompanied by a mathematical calculation method for processing data, making it reliable for implementation, compilation and results. Therefore, a model able to implementing the methodology, able to obtain the data for analysis on the graphs of maneuver and to generate the Assessing Industrial Symbiosis, was developed. Finally, a pilot test was conducted in a Industrial Cluster of manufacturer of furniture and wooden frames, identifying whether there are Industrial Symbiosis practices in the cluster, as well as the potential of development in the spheres of analysis. The results of the pilot test of the model for Assessing Industrial Symbiosis provided a range of perspectives related to its applicability, flexibility, features and guidance on aspects of ripening the tool.

A Ilha de Moçambique, portadora de um enorme valor histórico-cultural e arquitetónico é o caso de estudo sob o qual se debruça esta dissertação de mestrado integrado em arquitetura. Inscrita na Lista do Património Mundial da UNESCO desde 1991, divide-se em dois bairros conhecidos como cidades: a cidade de macuti considerada a cidade Africana, sobrelotada e com condições cada vez mais precárias; e a cidade de pedra e cal, também chamada como cidade dos colonos, abandonada e, assim em avançado estado de degradação. O trabalho divide-se em duas partes. A primeira parte é relativa a uma reflexão sobre o papel do património, da cultura e da população para o desenvolvimento sustentável do território, no qual se inclui o turismo como meio para fomentar a intervenção no património material da Ilha. A segunda propõe a criação de um Centro Identitário de Muhipiti [CIM] que objetiva preservar a identidade da Ilha de Moçambique potencializando a promoção turística e servindo ainda como um modelo para futuras intervenções em prol da população nativa, trazendo maiores rendimentos e, consequentemente, uma melhor qualidade de vida à população local. Esta dissertação deve ser entendida como a continuação do trabalho desenvolvido no Oficinas Muhipiti: planeamento estratégico, património e desenvolvimento, mais concretamente na oficina responsável pela criação de um centro comunitário na faixa central da Ilha, cuja análise assume um papel determinante em termos programáticos.
The Island of Mozambique has a great historical-cultural and architectural value. This dissertation is about the island. Inscribed on the World Heritage List of UNESCO since 1991, it is divided into two districts called cities: the cidade de macuti considered the African city, overcrowded and with increasingly precarious conditions; and the cidade de pedra e cal, or settler's city, abandoned and thus in an advanced state of degradation.The work is divided into two parts. The first part concerns a reflection on the role of heritage, culture and population for the sustainable development of the territory, which includes tourism as a means to intervene in the material heritage of the Island. The second proposes the creation of a Muhipiti Identity Center [CIM], which aims to preserve the identity of the island of Mozambique by tourism promotion, fostering the domestic economy and serving as a model for future interventions in favor of the native population, bringing greater income and, consequently, better quality of life.This dissertation should be understood as the continuation of the work carried out at workshop: Oficinas Muhipiti: planeamento estratégico, património e desenvolvimento, more specifically by the workshop responsible for the creation of a community center in the central belt of the Island, whose analysis assumes a determinant role in programmatic terms.

Com o agravamento da crise ambiental e urgência na implementação do Desenvolvimento Sustentável, as empresas têm sentido maior pressão para integrar a sustentabilidade no negócio, nomeadamente as empresas da Indústria Têxtil e do Vestuário (ITV), cujo impacto ambiental e social é notório. Assim, o principal objetivo deste trabalho de investigação é compreender qual a importância atribuída atualmente pelas Pequenas e Médias Empresas (PME) portuguesas de confeção de vestuário à sustentabilidade, analisando práticas de negócio adotadas, motivações e barreiras sentidas, e efeitos na performance empresarial. Em particular, são estudadas empresas portuguesas que exportam para o Reino Unido, sendo, também, analisada a forma como a sustentabilidade é encarada neste mercado. Para isto, foram realizadas diversas entrevistas a empresas portuguesas e a uma organização britânica dedicada à sustentabilidade na Indústria do Vestuário. As conclusões revelam que as PME portuguesas de vestuário, e a ITV em geral, atribuem crescente importância à questão da sustentabilidade, sobretudo a gestão de topo das empresas, embora ainda existam alguns entraves à implementação de práticas sustentáveis e os efeitos na performance das empresas não sejam imediatos. Por sua vez, o mercado britânico parece revelar algum atraso na adoção de práticas sustentáveis.
As the environmental crisis worsens and the implementation of Sustainable Development becomes urgent, enterprises have felt an increased pressure to integrate sustainability in their operations, namely Textile and Clothing Industry companies, whose environmental and social impacts are evident. Thus, the main objective of this research work is to understand the importance currently given to sustainability by Portuguese clothing Small Medium Enterprises (SMEs), while analysing sustainable practices, motivations and barriers, and its effects on business performance. Specifically, the focus will be on Portuguese companies exporting to the United Kingdom, while also analysing the way sustainability is seen in this market. To this end, several interviews were conducted to Portuguese enterprises, as well as a British sustainability organization. The conclusions reveal that the Portuguese SMEs, and the clothing industry in general, are increasingly investing in sustainability, mainly the top management, although these companies still face some barriers in the implementation of sustainable practices and the effects on business performance are not immediate. In turn, the British market seems to reveal a delay in the adoption of sustainable practices.

O trabalho de dissertação que se apresenta assenta na construção em terra. Numa fase inicial, a investigação sobre a construção em terra, apresenta caraterísticas de se estar a ensaiar processos e técnicas fundamentais para o crescimento da sustentabilidade no setor da construção. As vantagens do recurso à terra para construção são inúmeras, nomeadamente a acessibilidade, pois é um produto natural e existente no solo e também por ser um processo de construção com impacto na diminuição da pegada ecológica. Sendo assim, esta construção tem vindo a conquistar progressivamente o mercado da construção civil, em diversos países, sendo que há maior procura dos processos de construção com este material e na industrialização da produção, em países mais desenvolvidos. Há várias técnicas na construção em terra e a escolhida para este trabalho foi o bloco de terra compactada (BTC). É uma técnica que se apresenta com perspetiva de aceitação pelas sociedades atuais e também porque parece permitir a padronização dos blocos, um maior controlo de qualidade no seu processo de produção com uma boa capacidade de resistência. Há igualmente muitas incertezas funcionais e normativas que impõe barreias à aceitação desta técnica. Assim, este estudo apresenta ensaios experimentais de caraterização acústica e de caraterização do comportamento dos BTC ao fogo, numa tentativa de poder aferir a funcionalidade dos blocos de terra comprimida (BTC), na sua componente acústica e de resistência ao fogo. Releva-se igualmente com este estudo, a importância de aumentar o conhecimento da técnica construtiva – BTC proposta a estudo, por se apresentar como um dos possíveis mecanismos da bioconstrução, de forma a ser atingida a resiliência ambiental.
This work is based on a growing motivation for building with earth. The curiosity for the investigation of the construction with earth is assumed by the possibility of testing processes and techniques which are fundamental for the growth of sustainability in the construction sector. The benefits resulting from the use of earth material in construction are innumerable in terms of its capability and availability as well as its impact on the ecological footprint. Thus, this method has been progressively conquering the civil construction market in several countries, namely in the so called developed ones where there has been a greater demand for construction processes with this material and in the production industrialization. There are several techniques in earth construction and the one chosen for this paper was the compressed earth block (CEB). It is a technique that presents itself with prospect of acceptance by current societies and it seems to allow the standardization of the blocks, a greater quality control in their production process, with a good strength capability. However, there are also many functional and normative uncertainties that impose barriers to the acceptance of this technique. This study is based on experimental tests on acoustic characterization and on the CEBs reaction to fire. It is also intended with this study, to increase the knowledge on the referred building technique - CEB, as it presents itself as one of the possible mechanisms of bioconstruction, so that environmental resilience can be achieved.

AbstractIn the 2016 Volume 2 of the Satoyama Initiative Thematic Review (SITR), a summary of the activities of the Grani Antichi Association in Montespertoli, Tuscany, was introduced with a roll out plan for transformative change of the supply chain and possible replication of the project in other regions. The main goal of the project has been to restore and preserve ancient varieties of wheat, cultivate them sustainably and include a form of payment for the least compensated members of the production chain. The aims of the Association are to reduce the carbon footprint of modern agricultural practices and the landslides and soil erosion caused by them, to preserve biodiversity and most importantly, to improve farmers’ revenue, enabling them to safeguard the environment and improve health by cultivating healthy food. The preservation of social ties and local knowledge is an additional result. Markers of the project’s success include benefits that are equally distributed across the production chain, farmers who are motivated to cultivate ancient wheat varieties and the conversion of 500 ha of abandoned or conventionally cultivated land to a more sustainable and biodiverse system. The market economy system in place was dismantled, and farmers now have access to more economic benefits, which must be distributed fairly. Because the project provides a transformative model of production and consumption outside the traditional market economy system, it appears to function with a complete multi-sectoral chain, where producers, food processors and consumers agree on a set price for a defined product. This chapter provides a preliminary analysis of the successes and challenges related to the main project and to upscaling in different areas.

Since the beginning of 20th century, vernacular settlements are under severe threats of losing authen-ticity and ruin due to changes in human lifestyles, forms of production and worldwide economic devel-opments. Especially in small rural towns, lack of care and abandonment related to loss of young popu-lation is causing rapid deterioration of the vernacular heritage. In such towns, safeguarding is possible through initiatives of local authorities. However, as visionary as the authorities may be, knowledge on sustainable conservation of vernacular architecture is a very specific topic of expertise. At this point, the academic knowledge and experience of universities take on a new significance. Furthermore, col-laboration between academia and local authorities carry great potential for each party. A similar cooperation between Mimar Sinan Fine Arts University and the Local Municipality of Havran, which was inscribed as an urban protected area in the national register in 1995, started with a protocol signed in November 2011. Between 2012 and 2019, extensive surveys were carried out in urban protect-ed area and restoration projects of over 30 traditional buildings were completed by the graduate stu-dents. Some of these buildings are approved by the local council for the conservation of cultural prop-erty and one of which was restored to be used as a town and memory museum. The aim of this study is to discuss the outcome of experiences acquired from the collaboration between universities and local authorities in the past 10 years. Moreover, mutual benefit of interaction between academia, local community, and the municipality will be emphasized. The cultural heritage preserva-tion activities in Havran have an impact on local cultural development in terms of safeguarding the architectural heritage and creating awareness in the community, as well as making a significant contri-bution to the vernacular heritage conservation education.

Restoration of built heritage can serve not only to preserve historical documents of the past but also to provide models for new sustainable architecture. Vernacular and, more generally, historic architecture is by its nature sustainabile and resilient. It is largely the result of experience and acquired knowledge, and shows how local resources can be used in a thoughtful and rational way in new construction. For this reason, it can inspire low-energy solutions necessary to address the current climate crisis. Conservation projects, in their turn, allow us to analyze the fabric of historic buildings, to understand which materials were used, how they were transformed and assembled, and how they offered the best response to the needs of use and resistance to the elements and natural hazards. In this paper, conservation of traditionaly-built architecture and new sustainable architecture are discussed as two partners pursuing the common goal of reducing the effects of climate change. The author investigates the way conservation and analysis of historic buildings allows us to interpret the complex and articulated reality of regional architecture. By retrieving the analysis of historic construction as a fundamental component for understanding architecture and adopting manual graphic records as a tool for expressing the complexity of the fabric of a building, it is possible to identify local building traditions and inspire new sustainable architecture.

Geopark is a region that has a complex special protected status, on the territory of which the geological history of the Earth, the formation of local landscapes, expressive geological formations, and layers of fossil fauna are clearly revealed. A geopark is not only a geological heritage, but also habitats for biological species, interconnected ecosystems, it is a cultural and historical heritage. Geopark is a favorable environment for the development of ecotourism and related business. UNESCO Global Geoparks are areas that represent geological landscapes and promote sustainable development of regions based on local initiatives. They help in monitoring and raising awareness of the issue of climate change and natural disasters. In addition, many geoparks assist local communities in developing disaster mitigation strategies. The importance of the development and management of the new category of protected area "geopark" and the growing importance of geological heritage for the economy of underdeveloped regions through the development of geotourism and other alternative forms of sustainable tourism: cultural tourism, rural tourism, ecotourism. First of all, the article considers the model of geoparks as an opportunity to preserve the geological, natural, cultural heritage, and secondly, the model of geoparks is considered as a model for effective and sustainable development of the territory, where all areas, including education and science, develop in symbiosis, the heritage is preserved, thirdly, it is an effective model for organizing the tourist flow and promoting sites on the territory of geoparks.

Protecting the environment is one of the three objectives of sustainability. One way to achieve this is to preserve natural resources by using renewable or residual raw materials. These products have a shorter lifespan and a lower carbon footprint, are highly biodegradable, and are therefore considered to be sustainable products. In this paper, three retanning agents and two oils classified as sustainable products were studied. First, biobased carbon content (an indicator of renewable raw material content) was determined. Then, the physical and organoleptic properties of the leathers treated with each product (degree of softness, firmness and fullness) were evaluated. The COD of residual baths was also determined in oils. The products presented in this paper meet the sustainability requirements, i.e., high renewable raw material content, short lifespan, and low carbon footprint. In addition, these products show high fixation and therefore have a low COD in residual baths, thus also contributing to their sustainability.

Floods are among the most common natural hazards in Florida. They are threatening the safety and economic welfare of Floridians. Every year Florida spends millions of dollar to mitigate direct flood damages. Amongst the effective solutions to these flood damages is the control of urban drainage in school buildings and nearby grounds to conserve and preserve natural resources and to promote sustainable thinking. This paper discusses how public schools in Florida can benefit from sustainable techniques by applying the sustainable urban drainage system (SUDS) to school designs. The article also illustrates how Florida can use school sites as double functions to provide an active educational environment and to manage storm water runoff at the same time. Construction costs estimation for sustainable techniques is calculated based on data available for the year 2011 and compared with the conventional construction methods for schools. The result indicates a high initial cost that can easily be offset by considering the cost of conventional drainage structure, conserved storm water, flooding impact, storm water sewage disposal, and other measures.

This literature review aims to explore the evidence on the effects of social assistance on gender, familial, and household relations and power dynamics among refugees and (internally) displaced populations in Syria, Iraq, Jordan, and Lebanon. It examines the findings from an intersectional gender perspective allowing the authors to build on the knowledge of ‘what works’ in interventions in general and hopefully improve gender equality and social inclusion. Out of 1,564 papers initially identified and screened, 22 were included in the final stage. A question that emerged as the papers were analysed was whether the arduous work of targeting individuals was efficient or necessary, given that the available evidence suggests that beneficiaries generally tend to share their stipend with other family members for the collective good. Most studies tended to conflate gender with women and girls – making distinctions between widowed, married, unmarried and divorced women – but ignoring other dimensions such as class, health status, religion, ethnicity, education, prior work experience, political affiliation, and civil participation. Many programmes and research fail to disaggregate data. Social assistance programmes focus on individuals and households, with little attention to the wider context and overall conflict. Most studies paid negligible attention to familial infrastructures and strategies for sustainable interventions. Access to, and use of, cash transfers are part of broader familial strategies to mobilise or increase resources including, for example, (male) migration in pursuit of remittances, or (female) dependency on ‘community charity’. Short-term cash transfers can, in some circumstances, disrupt individuals’ and families’ access to more sustainable income or ‘charity’. Thus, important questions are raised about the purpose of social assistance: does it aim to preserve or transform families through targeting?

This report aims to inform professionals and decision-makers on how health outcomes emerge from human interactions with the natural world and identify how efforts to preserve the natural environment and sustainably manage natural resources could have an impact on human and animal health. Banco de la República’s main objective is to preserve the purchasing power of the currency in coordination with the general economic policy that is intended to stabilize output and employment at long-term sustainable levels. Properly meeting the goal assigned to the Bank by the 1991 Constitution critically depends on preserving financial stability. This is understood to be a general condition in which the financial system assesses and manages the financial risks in a way that facilitates the economy’s performance and efficient allocation of resources while, at the same time, it is able to, on its own, absorb, dissipate, and mitigate the shocks that may arise as a result of adverse events. This Financial Stability Report meets the goal of giving Banco de la República’s diagnosis of the financial system’s and its debtors’ recent performance as well as of the main risks and vulnerabilities that could affect the stability of the Colombian economy. In this way, participants in financial markets and the public are being informed, and public debate on trends and risks affecting the system is being encouraged. The results presented here also serve the monetary authority as a basis for making decisions that will enhance financial stability in the general context of its objectives. In recent months, several positive aspects of the financial system have preserved a remarkable degree of continuity and stability: the liquidity and capital adequacy of financial institutions have remained well above the regulatory minimums at both the individual and consolidated levels, the coverage of past-due loans by loan-loss provisions remains high, and the financial markets for public and private debt and stocks have continued to function normally. At the same time, a surge in all the types of loan portfolios, a sharp downturn in the non-performing loan portfolio, and a rise in the profitability of credit institutions can be seen for the first time since the beginning of the pandemic. In line with the general recovery of the economy, the main vulnerability to the stability of the Colombian financial system identified in the previous edition—uncertainty about changes in the non-performing loans portfolio—has receded and remains on a downward trend. In this edition, the main source of vulnerability identified for financial stability in the short term is the system’s exposure to sudden changes in international financial conditions; the results presented in this Report indicate that the system is sufficiently resilient to such scenarios. In compliance with its constitutional objectives and in coordination with the financial system’s security network, Banco de la República will continue to closely monitor the outlook for financial stability at this juncture and will make the decisions necessary to ensure the proper functioning of the economy, facilitate the flow of sufficient credit and liquidity resources, and further the smooth functioning of the payment system.
