Abstract:
The article refects the specific aspects and main problems of functioning of Russian business structures in the pharmaceutical industry, identifies potential solutions within the framework of the pyramid of sustainable development. The author proposed three main vectors of sustainable development of business structures in the pharmaceutical industry: social, environmental, and financial and economic. The author assessed the social and environmental impact using sociological surveys of pharmaceutical industry employees. The financial and economic vector of sustainable development is characterized using financial and economic indicators. The article offers the author’s model-a pyramid of sustainable development of business structures in the pharmaceutical industry.

The diagnostic analysis on the sustainable development of Brăila County represents a broad investigation of the main political, economic, sociological, technical, ecological and legislative aspects. It was carried out in order to highlight the strengths and weaknesses of the reality of Brăila, but also the opportunities and environmental threats that favour or endanger sustainable development, including the root causes. The method is materialized in recommendations regarding the sustainable development of the analysed county (for capitalizing on the strengths and opportunities) or corrective (for eliminating or mitigating the weaknesses and threats identified).

Abstract:
Rural areas play an important role in the national economy, the environment and society, contribute to the preservation of cultural heritage and the sustainable income of peasants. The growth of production rates by large agroholdings, which is mainly specialized on the crop production, does not contribute to the development of rural areas. The purpose of the article is to develop measures to ensure the sustainable development of rural areas. In the article, based on the method of comparative analysis, various aspects of programs on sustainable development of rural areas have been researched; economic development of rural territories for 2010-2016 has been studied on the basis of sociological and statistical data. The results of this research include the development of mechanisms for implementation of the sustainable development policy of rural areas, including promising directions of local areas development and innovative solutions to environmental and social problems.

Abstract:
The contemporary relevance of ensuring sustainable rural development stems from the growing economic and social backwardness of rural territories on the one hand, and their ultimate importance for the state in the context of food security, preservation of soil and environmental resources, and the use of agricultural, production and labour potentials on the other hand. One of the key conditions for sustainable rural development is population strength- ening in rural areas and its sufficient employment. The article analyzes the current demographic problems of rural development, based on the example of Stavropol region. The authors describe threats to sustainable rural development such as unemployment and depopulation, as well as substantiate the practicality of diversification of traditional rural sources of income by means of tourism and other alternative activities. The research is performed on the base of actual materials and the results of studies related to the rural tourism development, and also using the authors´ observations. The authors have used monographic, sociological, economicstatistical methods of research, the systematic approach and comprehensive analysis. Rural tourism today should be seen as an important development direction of entrepreneurship and diversification in rural areas, as one of the important areas of sustainable development, and as a form and the chance of economic, social and cultural revitalization of rural areas as a whole. This makes the study of essence and prospects of this business direction development of high priority.

Understanding socio-ecological interactions requires an interdisciplinary approach that recognizes the value of both a social and an ecological perspective. However, such a recognition does not yet automatically result in an integral approach. Many studies of socio-ecological transformations start from either social science or a natural science perspective, and take results from other academic disciplines merely as a given, thus treating these disciplines as black boxes. In this editorial we argue that socio-ecology requires a new paradigm that not only seeks to transcend the separation between social sciences and ecological sciences but also develops a more intimate relationship between these different academic disciplines. We argue that studying socio-ecological interactions is not merely the sum total of social scientific and ecological research, because socio-ecological interactions are not interactions between sociological and ecological systems, but interactions that take place within the socio-ecological whole. Therefore, the study of socio-ecological interactions should start with a new ontology, in which social and ecological aspects are considered different aspects of one and the same reality. The papers in this special issue all show aspects of socio-ecological interactions, but also illustrate the challenge of studying socio-ecological interactions in a comprehensive way.

Abstract:
The aim of the article is to critically review the effectiveness of the processes of reforming Ukraine’s higher education system in the light of integration into the European educational space. Also, the goal is to define the boundaries of the legislative control of the education system at the state level. The defining theoretical concept for the development of higher education in Ukraine is its leading role in ensuring the sustainable socio-economic development of the country through the implementation and legal protection of the inalienable right of citizens to education, obtaining quality educational services, comprehensive intellectual and spiritual development. The main research methods are the frequency analysis method and the mathematical statistics methods, which were used to process the data of the questionnaire of public officials. It has been determined that in the conditions of socio-economic, socio-political, legislative, administrative and managerial crisis, increasing competitive requirements for the higher education system of Ukraine, the leading purpose of its modernisation is the formation of new content and quality standards of educational services, which will ensure the maximum integration of Ukraine in the world and European educational space. In the context of a sociological survey of civil servants, the circle of threats, the structure of their relationships and sources of origin are outlined, which are the first priorities of the state administration, aimed at ensuring the sustainable development of the higher education system of Ukraine. The novelty of the study is due to a sociological survey of public officials in order to determine the expert opinion on key issues. It is important to find out what legal responsibility people will bear for opposing the laws of Ukraine on education. The authors also collected an expert opinion on key issues that will improve Ukrainian legislation in the field of higher education. The practical importance is determined by the necessity to outline priority areas to counter the existing and more potentially dangerous threats to the sustainable development of higher education in Ukraine

Rural youth play an important role in the reproduc-tion and development of rural areas, being a strate-gic potential in achieving national goals in the field of improving the quality and standard of living of the rural population. Based on the results of the author's sociological research, an assessment is made of the socio-economic sphere of life, working conditions, and social behavior of young people living in rural areas. The objectives of the study in-cluded: coverage of the structure of the employment market, the labor process and its effectiveness, analysis of the quality of professional activities of young rural residents. The article reflects the prob-lematic aspects of the labor sector in rural areas faced by the Kuban youth. The authors are confi-dent that identifying the problems of rural youth in the socio-economic sector, caused by both objec-tive and subjective factors. Their solution will help the leadership of the country and the region to de-termine the effectiveness of the implementation of the strategy for sustainable development of rural areas in the localities, thereby, positively influence the development of domestic agriculture farms.

The aim of the article is to analyze promising areas of socially respon­sible business development in Kazakhstan. The term «socially responsible business» the author understands a wide range of actions of private capital in the development of specific areas (regions, communities, conglomerates), where the company is located, care for the environment at its place of operation, contribution to the economy as a whole and social capital employee, in particular. The article considers socially responsible business as one of the key markers of sustainable development of regions and the state. Based on a sociological analysis of key aspects of modern development of socially responsible business, the author concludes that strengthening the social responsibility of business, encouraging social activity of entrepreneurs are necessary conditions for sustainable development of society. In addition to the positive trends on the way to the formation of corporate social responsibility, there are many unresolved issues current issues and problems that need to be solved and studied by scientists.

Abstract:
This article reports a study of the sustainability discourse manifested by a Brazilian Higher Education Institution, the Federal University of Paraiba. We based the research on comparing documents and institutional media and their influence on discursive formation. We employed Sociological Discourse Analysis as a research method to capture silences amid the speeches and to reveal ideologies that form actions and omissions. This way, we compared the discourse and the Sustainable Development Goals. Discursive positions, narrative configurations, and semantic spaces, considered with the Sustainable Development Goals as a parameter, revealed an organization that seeks to follow sustainability but with efforts on the social field, leaving other aspects linked to the theme in the background. The temporary closure of several organization sectors due to the COVID-19 pandemic muddled the observations and interviews. This fact may have limited our perception, impacting inferences and results. The research focused on the discourse of Higher-Level Institutions are not ordinary. Comparisons between organizational discourse and the Sustainable Development Goals can potentially reveal institutional commitments to the theme, as well as ideas that influence, positively or negatively, contexts and shared ideologies.

In the list of the most important manifestations of global trends, one cannot but see the UN activity in spreading the Sustainable Development Goals. This publication will discuss, firstly, the theoretical aspects that justify it and secondly - the difficulties and successes of the Russian business in its implementation. In relation to the theoretical part general methodological issues of organizing its monitoring of the SDGs at enterprises are analized. Here the choice of direction (and indicators) by enterprises are described, the structure of goals selected in different countries (SDG industry metrix) is depickted, methods for evaluating the effectiveness of measures are shown. As for russian problems, the publication describes the general directions of state and supranational business promotion, as well as identifies some of the most successful business incentive practices. There are also named companies country leaders. Using the data of a sociological study conducted by the Russian Union of Industrialists and Entrepreneurs business associations the specific features of the implementation of tasks in the country‘s business are given. As a result of the publication, authors give the general assessment of Russian business as corresponding to the initial stage.

The relevance of this study is explained by the need to find out the heuristic parameters of one of the segments of the institutional analysis of Ukrainian political science - sociological institutionalism. At the present stage of world development of institutional research in politics, it is no longer enough to turn to the formalized aspects of the essence of political institutions, which is still a fairly common approach - in contrast to the general theory of the new institutionalism. Also, there is a widespread view that the latest models of research strategies can be offered only by foreign political science and it is among its developments that the necessary analytical tools should be sought. Due to certain historical aspects of the political development of our country, political science research has not been able to develop synchronously with global trends for a long time, but it is possible to assume that today this situation is gradually changing. Therefore, the purpose of our study was to concretize in domestic political science the analytical field of such research areas of the new institutionalism as sociological institutionalism and systematize the main parameters of its research strategy. As a result of the study, it was found that the provisions of sociological institutionalism of political science are based on more normative-formalized approaches compared to other types of institutionalism because its formation was significantly influenced by the theory of organizations. Most Ukrainian scholars use the methodological tools of this area of institutionalism for a comprehensive analysis of the nature of the political institution as a research unit, which is close in its characteristics to the latest world examples and requires an appropriate research methodology. The group of specific issues considered by domestic scholars on the basis of the provisions of sociological institutionalism is opened by the normative aspects of the functioning of international politics (for example, humanization), which in this dimension is in the center of attention of foreign scholars as well. A more interesting area of research is the peculiarities of the process of European integration, the analysis of which also begins in the works of foreign scholars, but we are interested in this question given Ukraine's European ambitions - whether its regulatory Europeanization will have appropriate prospects. Another important aspect of research using the methodology of this area of institutional analysis, and again - important for our country, are the socio-political processes in transition societies, where democratization has begun, but the achievements in this way are difficult to call sustainable.

The paper presents summarized results of a part of the research entitled "Sociological Aspects of Multiculturalism and Regionalization and Their Influence on the Development of the Autonomous Province of Vojvodina and the Republic of Serbia." The fact that Vojvodina represents a distinctly multicultural region necessitated further research of the following two questions: Do the inhabitants of Vojvodina speak some of the minority languages (apart from their native languages)? Should the people belonging to the majority nation learn a minority language, if they live in the surroundings where the respective minority constitutes the majority? The research data points to the conclusion that there is an unstable social basis for sustainable multiculturalism.

Within the framework of this publication, an urgent problem is considered - gender equality as a platform for full-fledged sustainable and harmonious development of the state and society in the brow. The author focuses on two aspects, sociological and legal. The article examines the phenomenon of gender equality using the achievements of gender sociology as a special sectoral sociological discipline that studies the processes of development and social interaction of male and female communities. However, the investigated issues are also cognized taking into account the achievements of the theory of law and state and the science of constitutional law. In our opinion, such a positive heuristic synthesis allows us to study the subject of the publication - the principle of gender equality. By the purpose of the work, the author understands an attempt to identify and show social and legal mechanisms that make it possible to eliminate gender asymmetry in relations that are currently demarcated by gender. The publication established that an illegitimate encroachment restricting human rights is a flagrant injustice. In this capacity, equality as a principle of law is nothing more than the ideal of a just structure of the state and society, which is characterized by the comprehensive implementation and protection of the rights and freedoms of man and citizen. Therefore, equality canonizes parity in the relationship between the individual and the state, discrimination on the part of state bodies with this interpretation is excluded.

Abstract:
The article defines the major development problems of territorial communities established in the course of administrative-financial decentralization. On this basis, the relevance of the research of territorial communities’ social capital as a factor of securing their development and capacity in the long run is emphasized. The nature of the concept of social capital is defined, and its development factors and possible results of its use in a territorial community are outlined. The author defines conditions (qualitative institutional framework), perspectives (consideration of communication and informal relations when mapping the community development policy), and risks (the threat of social alienation of community members, development of xenophobia and intolerance, and unequal inclusion of social groups) that accompany the process of social capital intensification in a territorial community. The article focuses on the role of social values in the generation of social capital. Based on the conducted sociological survey, the low civil activity of the residents of territorial communities and low interest in the opportunities for personal participation in the community life are detected. The analysis of the role of social capital as a factor of securing the development of a territorial community in the long run gives the ground to substantiate the need to establish interaction between the community residents and local government and to involve residents in the territorial management. The principles of engaging the community members in its development (establishment of the objective and limits of engagement; equal access; inclusiveness; tolerance; interaction and decision-making consistency; feedback) and the engagement ways (raising awareness, consulting, interaction, cooperation, authorization) are determined. The possible consequences of efficient engagement of community members in the solution of certain development issues are substantiated.

The article reveals the main features of the development of the urban environment. The structure of the urban economy, the environmental aspects of the development of modern cities are considered. The economic progress of any city is closely related to the territory in which it is located. Prioritization of use by individual territories depends on changes in the socio-economic sphere. The main factors of transformational changes in the urban economy are highlighted, among them – the development of human society, which stimulates the emergence of new industries and technologies, the gradual loss of the cities industrial function due to the increasing influence of the services sector, concentration in the cities large numbers of the population, which causes the renovation of the infrastructure, development of service, cultural and entertainment facilities, the environmental degradation, which encourages cities to refuse dirty production and road transport. The ecological state of Chernihiv and the dynamics of its changes are characterized. Chernihiv belongs to the type of cities with relatively high level of industrial development. Industrial complex of the city, having significant share in the real sector of economy of the city, considerably influences the level and quality of life of city inhabitants. Industrial enterprises of the city went through a deep economic crisis, and beginning since 2002, stood on the way of post-crisis development, that means stabilization and rebirth of production. One of the peculiarities of industrial infrastructure of the city is that most of industrial facilities are located outside residential areas of the city. Analyzed the results of a survey among residents of the city on the idea of sustainable (balanced) development. According to the data, the population is characterized by insufficient information about the Sustainable Development Goals (SDGs). The results of a sociological study record the trend of the gradual spread of eco-regulatory practices among the population. First of all, it concerns energy conservation, cycling and rational use of natural resources.

Abstract:
Purpose The development of sustainable facilities management (FM) practices requires active and integrated engagement of the FM organization. Building on a three-year research project (2015-2018) within Nordic Built that aims to strengthen FM competencies in the Scandinavian countries, this paper aims to list and document the challenges and barriers of implementing sustainability as identified by the Scandinavian FM practitioners who took part in this research. Design/methodology/approach The paper builds on the understanding gained from using an interpretive sociological approach and uses qualitative mixed methods to collect data from four workshops, group sessions and expert group discussions with a mix of representatives including owners, property managers, facilities managers, consultants, teachers and academics. Four case studies were completed of refurbishment projects implementing sustainable solutions; these encompassed in-depth interviews with the stakeholders, site visits, observations of meetings and gathering project documentation. The data were complemented by a systematic literature review on a selection of topics focusing on articles referring directly to FM, the sustainability of FM, ends-user and stakeholder involvement, energy performance and sustainability. The challenges and barriers identified in practice were compared to those found in the literature. Findings The concept of sustainability, and its different dimensions and implications, seems to be well understood now by the practitioners who participated in this study, who claimed they were able to provide the required solutions. What seems to be lacking, though, is the possibility of convincing the end-users, who are expected to operate and maintain the facilities, to act according to the standards that these solutions require. It appears to be easier to focus on the technical aspects than on the end-users’ behaviors. The practitioners reported a shortage of social competencies and tools to deal with the situation, and despite an increasing awareness of smart technology, they lacked solutions to engage the end-users in optimizing the facilities. Besides, not all FM companies were well equipped to face the challenges imposed by the sustainable agenda; the small and medium enterprises in particular seemed to be struggling to implement the different dimensions of sustainability. Research limitations/implications The limitation of this research rests in the chosen research approach as it focuses on the FM practitioners. The contribution of the end-users’ perspective is not strongly represented or systematically explored, but is identified as a new topic that needs to be investigated further to provide further insight. This study focuses on refurbishment and/or retrofit of existing buildings and the operation of facilities. The authors do not embrace the design phase or the construction phase of new buildings. Practical implications The paper underlines the need for frameworks and concrete tools to help FM practitioners to integrate the social and cultural aspects of sustainability. It identifies end-users, both in housing and in offices, as creating a bottleneck to the implementation of sustainable FM. To gain insight into this bottleneck, the authors suggest implementing a sociologically inspired method using an integrative approach. Highlighting such issues will mean that future research will be able to define further solutions for managing and maintaining existing and future built assets and fulfilling sustainability requirements by engaging end-users. This study also emphasizes the need to introduce these topics as part of the curriculum for FM education. Originality/value This paper provides an update on the level of the development of sustainable FM in the three Scandinavian countries. This is highly relevant for Scandinavian practitioners, but the authors consider this relevant for international practitioners, researchers, academics and teachers and developers as well. Practitioners and researchers are invited to join in these efforts to explore how to find practical frameworks, tools, policies and instruments and new services that will improve sustainable FM practices.

Research on the carbon intensity of well-being (CIWB), a measure representing a country's development in terms of both environmental and human well-being, often explores the role of economic development, while the effects of other aspects of global integration remain under-explored. I use macro-comparative sociological perspectives to investigate the extent to which theories of global integration help explain variation in countries’ CIWB over time. I evaluate propositions drawn from neoinstitutional world society and world polity theories using longitudinal modeling techniques to analyze data from 81 countries from 1990 to 2011. I also examine subsets of more and less developed countries and compare production- and consumption-based measures of CIWB. I find that world society/world polity integration is associated with a reduction in CIWB only in more developed nations, and only when using the production measure for CO2 emissions, highlighting the complexities of sustainable development in an unequal global system.

The article reveals the multifaceted nature of tourism as a global scale social phenomenon. Tourism embraces nearly all aspects of our society. The main directions and tasks of its research by various sciences are disclosed. The necessary of integrating a number of subjects to study tourism is underlined. Tourism is the temporary, short-term movement of people to destinations outside the places where they normally live and work, which is induced by the natural and cultural diversity of the world. The essence of tourism as a travel define the context of geographical researches on tourism, in particular, there are researches on geography of tourist resources and flows, sustainable destinations management. Tourism as a social phenomenon has a variety of social-cultural impacts in all sociological dimensions. The main aspects of sociological researches of tourism have resulted in tourists’ typology and theory of “hosts and guests” relations. The modern mass international tourism is regarded in this article as a symbol of the postmodernism society. The economic and environmental effects of tourism are determined. As a key sector for economic development and job creation (for both men and women) throughout the world, tourism is one of the strongest drivers of global trade and prosperity. Tourism directly contributed US$2.3 trillion and 109 million jobs worldwide in 2016. It is revealed that tourism in many developing and least developed countries is the most viable and sustainable economic development option, and in some countries, the main source of foreign exchange earnings. Tourism impacts on the natural environment in various ways. Some forms of tourism can be extremely detrimental to ecologically sensitive areas, resulting in their degradation or destruction. The role of tourism in strengthening international economic relations, maintaining peace and stability in the world is also noted. It is determined that tourism can reduce prejudice among individuals, influences national institutions, structures and attitudes to create and sustain peaceful societies.

AbstractOne of the ways to ensure the sustainable development of settlements is to improve comfort of living in urban areas. The formation of a developed landscaping system is one of the priorities of modern city development and provides an opportunity to realise the main functions of green areas of public use – ecological, historical, cultural, urban and social. Sufficiency or insufficiency of green areas is determined by indicators both objective (the level or area of landscaping per person), and subjective (the feeling of green space and comfort of urban areas). This study addresses both of these aspects. Significant differences in the findings of sociological surveys conducted earlier were also analysed. Residents of the city of Kyiv completed a questionnaire, which evaluated not only the existing greening system of the city, but also the perceived priority directions for its improvement. Four main criteria for assessing the quality of landscaping elements are proposed – environmental friendliness, contact, accessibility and attractiveness.

This article examines the formation of institutional characteristics of pension investment of the Russian society. The goal lies in substantiation of feasibility of application of the institutional approach to relatively new elements of the Russian pension system – pension investment and formation of pension capital. The author observes the current social inquiry for the development of institutional practices of pension investment. The process of establishment of the institution of pension investment entail the manifestation of such aspects as: sources of the formation of institutions, sustainability, absence of violent fluctuations, share of the institutional norms by all its members, etc. Using the method of standardized mass survey within the framework of quantitative paradigm, the author carried out the applied sociological research, which involved the working-age population. The novelty of this work lies in the attempt of institutional determination of the new social institutions: pension investment and pension capital; classification of the “pension issue” into a separate field of sociological knowledge. The acquired results indicate the emergence of social groups that are ready for sustainable pension investment practices, as well as certain population groups that demonstrate nihilism in this regard. It is stated that the declared institutional approach is relevant to sphere of pension investment; however, the formation of sustainable social entities requires the legitimate conditions for including more extensive groups into the processes of formation of pension capital. The presented materials can be valuable for the dealing with similar social issues, used in lectures on the topic, as well as by government representatives of all levels.

Despite the defining poverty eradication as the number one goal in the Millennium Declaration and the priority task of sustainable world development by 2030, numerous scientific/political discussions and practical recommendations for overcoming poverty, it remains one of the most acute socio-economic and moral-ethical problems of humankind. The manifestation of multiple poverty factors — situational, socio-demographic, socio-economic, socio-political, socio-cultural, institutional — only increases the need for a clear understanding of the root causes of the existence and reproduction of this phenomenon. Within capitalism, they consist of abandoning the principles of Keynesianism and the welfare state and the transition to the principles of neoliberalism, which determine the socio-economic essence of the society in today’s globalized world. It is no coincidence that analysts of all the most influential international organizations directly or indirectly recognize that the ineffectiveness of the fight against poverty is a consequence of the existing rules of modern social life. Poverty is an integral part of capitalism, one of the most acute and widespread forms of inequality and injustice inherent in this social order. The multifaceted nature of poverty phenomenon and the variety of approaches to its assessment led to the emergence of a giant thesaurus on these issues (absolute, relative, social, multidimensional poverty etc.). Identifying and assessing poverty, adequately to the complex realities of life, are essential points not only from a cognitive-analytical point of view but also for the elaboration of effective measures to overcome it.

The methodological basis is the general aspects of the economic theory and theory of public administration. Methods of research are based on general scientific and special methods of cognition. System, structural and evolutionary approaches are used to identify the essence of the categories "territorial community", "the capacity of the territorial community" and "strategy of development of the territorial community"; the methods of analysis and synthesis allowed to reveal the peculiarities of strategic planning of the development of the united territorial communities, the abstract-logical method was used for theoretical generalization and formation of conclusions. The main aspects and results of the research are applied in the educational process in the development and teaching of normative and special courses "Economics and Governance", "Decentralization and development of territorial communities", "Public-private partnership" at the V.I. Vernadsky Taurida National University for the master's students Public Administration program. The scientific novelty is as follows: 1. With the addition of systemic, structural and evolutionary approaches, it is found that the definition of the term "territorial community" should take into account historical, territorial, ecological, sociological, selfgoverning, economic and political aspects. The concept of "capacity of a territorial community" is defined as the ability to perform the functions entrusted by the legislation directly to the community and local self-government authorities to ensure its life and development. The configuration of the capacity of the territorial community was substantiated, its components (internal and external capacity) were clarified. 2. The principles and stages of strategic planning of the development of a united territorial community under conditions of decentralization of power and local self-government reform, which are important for the success of the strategic planning of territorial development are considered. It is proved that the principles should be considered in close connection with a certain stage of the strategy of the development of the united territorial communities. The algorithm of strategic planning of the development of a united territorial community based on the principles of strategic planning of sustainable development of territories is proposed. 3. It is grounded that the effectiveness of the strategy of the development of united territorial communities depends to a large extent on the way of its development. Practical experience in creating strategies in Ukraine has identified five methods for developing strategic plans for the development of territories, of which the long-term partnership method (three partnerships between government, community and business) with the participation of experts is most effective. This description of each method is given, their strengths and weaknesses are determined. 4. It is grounded that in the conditions of the reform of local self-government the issue of formation of updated (project) competencies of local self-government employees becomes relevant. At the present stage, the demand for a new style of thinking of managers is being formed, the continuation of which is an updated organizational culture of management, the traditional qualifications of today's local government officials are not enough to work in new environments where the project becomes a leading tool for change, achievement of goals, funding unit and one the main means of attracting additional resources to the united territorial communities. The main results can be used by public authorities and authorities, local government authorities, research centres and institutes, and higher educational institutions (proposals for the organization of strategic planning of the development of united territorial communities through institutions of mediation of power, business and community).

The article is devoted to the study of the youth, an important active social group. It represents a quarter of the population and manifests itself in all spheres of life of the republic. One of the factors that encourage the sociological diagnostics of the state of the youth is the emergence of new social and economic threats, development of crisis phenomena in regions with complex ethnic and religious composition, which includes the Kalmyk Republic. Young people tend to participate in processes that are risky and destructive. The article analyzes the individual results of a sociological study conducted in 2019 within the framework of a grant from B. B. Gorodovikov Kalmyk State University supported by the Russian Foundation for Basic Research (N.L. Kurepin). The study allowed us determining not only the problematic aspects of this age group (economic instability, social inequality, etc.), but also the positive aspects that allow us identifying its productive opportunities for updating social relations and economic processes in the region. Our analysis shows that the Republic of Kalmykia is economically protected, as its economy is able to ensure the stability of the economic situation of an individual, provide opportunities for social and economic stability of the regional community, and guarantee protection from various types of threats and losses. The obtained data allows us to state that, despite the unresolved social problems (business, leisure during vacations, holidays, environmental situation in the region, opportunity to express political views), the life of the young population of the republic is stable and sustainable. The majority of the study group has confidence and a positive attitude towards the future, which depends on both their psychological and emotional state and the economic situation in the Kalmyk Republic.

This paper analyses historical, sociological and normative aspects of the cyber violence in international relations and international law, aiming to assess the adequacy of the extant international norms for its regulation. It results with the knowledge on the lack of international cooperation and a universal approach, the instrumentalisation of the internet as a means of warfare, lacunae in the relevant legal framework, and the peril of compromisation of the international law. Since the social jeopardy of activities in the cyberspace is hardly measurable and subjected to highly arbitrary interpretations, the problem of the uncertain peacetime or belligerent legal qualification of cyber activities is exposed. The other serios problem is a high risk from potentially disproportional responses of states to the cyber violence. Especially due to the lack of universal international institutions in the field of cyber, it must be concluded that the international lege lata applicable to the cyber violence is not adequate and sustainable. The progressive development of international cyber law is thus suggested, through the pacification of the internet and the international criminalisation of cyber violence.

Today, more than ever, the increasing levels of recycled textile waste ratios in Turkey make a significant contribution to the development of a sustainable future at global level. This research paper aims to present the attitudes, motives and experiences of the Turkish purchase intention related to textile products coming from the recycling of unused, old or faulty textile products. A quantitative marketing research was carried out on a sample of over 650 participants on the data provided by the questionnaire which focuses on studying the consumer behaviour of textile products coming from the recycling of unused, old or faulty textile products, influenced by endogenous (psychological) and exogenous (sociological) variables. A series of general hypotheses and statistical assumptions were made, the results of which were presented through testing using a series of econometric formulas. The results show important aspects regarding the purchase intention of the textile products coming from the recycling of unused, old or faulty textile products and they also describe the evolution of the market shares of green textile products, based on the perceptions of the Turkish population.

In this article, we propose a new approach to the development of measures to reduce the negative impact of pollutant emissions from stationary sources. For the first time, a systematic approach was applied to the development of measures to reduce the negative impact of emissions into the atmosphere for a large city in the Baikal Natural Territory (a case study of Ulan-Ude). The use of a systematic approach helped us to achieve the following outcomes: to develop a geographic information system with sources of emissions into the air of Ulan-Ude (GIS “Air of Ulan-Ude”); to identify natural factors of atmospheric air pollution in Ulan-Ude; to develop registers of stationary sources of emissions; to assess the impact of air pollution on public health; to carry out a sociological survey using questionnaires; to propose suitable technical solutions to reduce the emissions. The research methodology involved the concept of sustainable development, in terms of preserving living conditions for future generations of mankind. The institutional approach was also used to study the environmental situation from the perspective of the interaction of social institutions. A sociological study of private households in the context of financial and environmental aspects of heat supply for different types of heating systems led us to the conclusion that the problem of pollutant emissions by households is related to the standard of living and the availability of green fuel. The following measures were proposed to improve the quality of atmospheric air. The functional zoning of residential areas for industrial and housing development should take into account climatic, natural, and technogenic factors affecting the redistribution of pollutants in the surface layer of the atmosphere. The authorities should assist in connecting residential buildings to central heating. State support for the transition to clean fuels (gas, electricity, smokeless fuel, etc.) through subsidies, partial compensations, and other incentive programs. State support for the development of small-scale power generation and alternative energy; raising public awareness of the need to reduce emissions into the atmosphere.

The method of the paper shall help with coming up with an efficient vision to create the integrated design strategy for constructing university buildings in Egypt. The solution is characterized by low-cost energy consumption that is applicable to the conditions in Egypt and is in synchronization with sustainability as a whole vision.

The necessity of studying the current condition of agro-landscapes of Middle Transnistria in the context of the strategy of sustainable development of rural territorial communities of the region has been analysed. After all, ecologically safe use of agroecosystems of any region should become one of the necessary conditions for ecologically balanced development of its agrosphere. The authors note that the current condition of agro-landscapes has been characterized by significant diversity and complex landscape-typological structure. The differences of agro-landscapes in economic use have been presented, which led to the allocation of such subclasses: field, meadow-pasture, garden. The authors used different approaches and methods to study the modern agricultural landscapes of Middle Transnistria. The most significant were general scientific and specific scientific approaches. Among them the following were used: traditional or classical (comparative, historical, genetic, evolutionary) and specific (constructive, socio-economic, systemic, ecological, landscape-typological, informational, sociological) research approaches. Among the research methods most used: systemic, genetic, cartographic, morphometric, predictive and comparative. It has been established that the economic use of different subclasses of agrolandscapes of the region depends on the climatic, hydrological, orographic, edaphic and landscape-ecological conditions of the region. The characteristics of garden landscapes have been determined, which are located mainly on steep slopes, leveled terraces of river valleys, territories of former field landscapes. Location on the appropriate types of areas, species composition of plantations and specific agronomic regime, determine the formation of these unique garden landscapes. Here certain favorable microclimatic conditions, plant and animal groups which are inherent in specific garden landscape complexes are created. Among them are unique palmette orchards and those within which there are rare and adapted to the natural conditions of the region varieties of fruit trees. The uniqueness of the garden landscapes of Middle Transnistria is considered on the example of a natural area near the village. The article presents the results of research on the formation and development of the functional and planning structure of the urban agglomeration of the Caucasian Mineral Waters, as an integral part of the settlement system of the Stavropol territory and the North Caucasus Federal district. Theoretically, the authors rely on the concept of a single settlement system and a reference frame as a combination of nodal and linear elements that Express the main features of the territorial organization of the region. The paper uses various sources of quantitative and qualitative information on the Stavropol territory as a whole, the region of Caucasian Mineral Waters and individual municipalities: results of sociological surveys of the population, census data, information about the current socio-economic and demographic situation of the territory, materials of state and departmental statistics, documents of territorial planning and urban planning, own observations and results of “field” studies of the territory. Based on these data, a General characteristic of the CMS agglomeration is given, the spatial organization of settlement is analyzed, and current trends in its development are determined. One of the results of the study is a geographic information model of the agglomeration, which sets its boundaries and composition, calculates the coefficient of development, and makes a demographic forecast for the agglomeration as a whole and for individual municipalities. The model of spatial organization of the territory was based on the planning framework of the region, including social, economic, environmental, and transport frameworks. The territory of the agglomeration, despite its high level of formation, differs in significant contrasts, which makes it possible to distinguish different zones within it by the level of urban development and the role in the agglomeration. Using the methods of geoinformation mapping, maps of the agglomeration boundaries and transport accessibility of its cores were created, as well as a perspective structural and planning model of the CMS region. The authors come to the conclusion that the design decisions for the development of territories within the CMS agglomeration, given in the documents of territorial planning and urban planning of municipalities, should be based on the main function of the region — ecological and resort, which gives it the status of a region of Federal significance. Therefore, the measures set out in the territorial planning documents of each municipality must be interconnected (both in terms of hierarchical subordination and in the General context of agglomeration development of the territory) for the sustainable development of municipalities and the entire agglomeration, the preservation of the environment and cultural heritage.

The modern assessment of the state of the economy in the world has become widespread in the context of the systemic paradigm, according to which two aspects of the consideration of the economy can be distinguished: interaction of macroeconomics with the state and society; space-time continuum of different levels of the economy (micro-, meso- and macro levels). In terms of the ongoing global political contradictions, financial and economic crises, socio-ethnic conflicts, COVID-19 restrictions, the issues of in-depth understanding of sustainable mechanisms for economic development are of particular relevance, which involves the development of approaches and measures aimed at stable formation and development in small and medium-sized businesses (SMEs). The solutions are to be found and the scientific hypotheses expressed in assessing the features of the formation and development of small and medium-sized businesses in the Russian Federation are to be formed in the context of digital transformation of business processes. There is studied a wealth of patterns, which accompany various aspects of the formation and development of SMEs, taking into account the harmonization of the features of digital transformations in the field of economic, legal, socio-economic and accounting and analytical systems and tracks of their acceleration. The factors influencing the formation and development of SMEs are graphically interpreted, the main stages in the evolution of the formation of small and medium-sized businesses in the Russian Federation are characterized, and the problems, trends, prospects and main determinants of the features of the development of the object under study are identified through a content analysis and institutional, sociological and economic analysis. There has been worked out a concept of prospects for the development of digital transformation of SMEs including the four main areas (internal potential, adaptive business environment, availability of strategic resources, institutional regulation), which provide a faster transition to the new forms of organizing and running business.

For the past 25 years, Romania crossed a contradictory evolution between the social–educational and economic aspects. From the inflexible educational system of the totalitarian regime, when all graduates from different levels of education immediately received a job (to avoid unemployment—a phenomenon that the communist authorities did not tolerate), there was a transition to an educational system marked by frequent structural and methodological changes and by an increasing gap between the educational offer and the real necessities of the labor market. In this context, the aim of this paper was to analyzes, in the light of the sociology of education, the difficulties met by the new generations that enter the labor market after following a previously established educational model, often intended to be changed according to European sociological principles, but with deeply rooted mentalities and structure, actually difficult to alter. The ability to adapt to the new socio-economic context and to adjust educational programs to the new labor market requirements, in a strong correlation with the European policies, is constantly taken into account by interpreting the results in the spirit of the sociology of education and sustainable development.

Abstract:
The paper deals with a topic relating to the economic growth, development and general welfare of a national economy, a wider region, or even the entire world, through indicators that differentiate growth from development. It is a complex subject that contains numerous aspects of the life of a community in a certain space, which, because of its complexity, cannot be limited exclusively to economic aspects, so because of that cannot be limited exclusively to economic or monetary indicators. Life in a community besides the economic includes also legal, sociological, philosophical, psychological and other aspects, from which it logically results that measuring the development and welfare is a complex process that can hardly be limited to one indicator. In that sense, the paper addresses issues relating to production, distribution, fairness and equality, employment, unemployment, poverty, productivity, economic stability, sustainable development, human development, a sense of well-being and happiness, etc., in the direction of the thesis for the use of complementary development indicators. The complexity of the process of harmonizing the numerous indicators is further complicated by the need to calculate the degree of their mutual correlation, especially if it concerns divergent indicators or indicators that are mutually exclusive or have a negative correlation. The issue of welfare has been the subject of economic science interest since its very beginnings, even from the time of the first ancient thinkers when it was not singled out as an independent science, through the utopians, to contemporary economic thought. The economic operation and the rational use of limited resources in order to meet unlimited human needs is the heart of the economy. The basic indicator used to measure economic growth is undoubtedly the GDP and GDP per capita. But one has to take into account the distinction between quantitative growth and qualitative development, whereby GDP is an indicator of growth. Development is a broader concept that covers growth, but also technological and any other kind of advancement of the social community. Development as a qualitative feature means the advancement of the qualitative characteristics of society and the well-being of individuals, and the well-being is not only the increase of GDP, but the subjective sense of the people in the community that they live better, a sense of improving the quality of life. Growth and development together make the progress of the community. In this sense the paper elaborates just a few indicators of growth and development that are used parallel, such as GDP, Human Development Index, and the World Happiness index, that do not exclude each other and whose interwoven use gives a fuller picture of growth and development although the ranking of countries around the world according to one of these indicators may be quite different with respect to the ranking according to the other indicator. This only confirms the thesis of the need for a more comprehensive analysis of the analyzed issues and suggestions for a more comprehensive indicator that would be a complementary set of several alternative and complementary ones that would eliminate the shortcomings of its constituent parts, thereby obtaining a relevant indicator of economic development and welfare, without any intention to propose a concrete solution.

The consequences of the COVID-19 pandemic—in terms of climate, economy and social aspects—cannot yet be fully assessed, but we can already see how the pandemic is intensifying already existing socio-economic inequalities. This applies to different population groups, particularly the elderly. In this article, our goal is to identify the linguistic constructions of elderly citizens in Swedish mass media coverage of the COVID-19 pandemic in 2020 from a sociological and corpus linguistics perspective. More specifically, our aim is to explore the discursive formations of the elderly in Swedish media during the pandemic and how these formations relate to risk as well as the discursive constructions of in- and out-groups. Drawing on corpus-assisted discourse studies (CADS), inspired by discourse–historical analysis (DHA), we examine the media coverage of COVID-19 by three Swedish newspapers published during 2020: Aftonbladet, a national tabloid; Svenska Dagbladet, a national morning newspaper; and Dalademokraten, a regional morning newspaper. In this article, the news articles and their messages are considered performative to the extent that—for example, at the same time as a story is expressed—the elderly are at risk of becoming seriously ill due to COVID-19; moreover, a position of vulnerability for the elderly is simultaneously created. The result reveals that the elderly were constructed as an at-risk group, while visitors, personnel and nursing homes were constructed as being risky or a threat to the elderly.

The article is devoted to the topical issues of finding ways to get the tourism industry out of the crisis at the world and national levels. In the context of the coronavirus pandemic, due to the closure of borders and a decrease in the level of income of the population, the tourism industry has suffered the greatest losses, as evidenced by the indicators of reducing the tourist flow and, accordingly, income from conducting tourist activities. Since the industry is of great socio-economic importance through providing the population with jobs and making a significant contribution to national and local budgets, as well as influencing the development of related sectors of the economy, the problem of tourism development becomes of state importance, especially in the countries with a high share of income from the tourism industry in the GDP structure. A partial marketing analysis of the issue of forming interesting tourist offers for the quarantine period was carried out. The results of a sociological survey conducted in an online format are presented in the article. These results showed the relevance of the issue of developing domestic ecotourism. Also, the article develops an algorithm for state support of the tourism industry by providing opportunities for tourist enterprises to work in the system of domestic ecotourism, which will contribute not only to the ability of tourist enterprises to continue their activities, but also have positive socio-economic and environmental consequences, in particular to ensure the sustainable development of territories through the development of ecotourism.

Purpose – The purpose of this paper was to build a review of the various management processes of this knowledge in this domain, with the aim of identifying research topics and perspectives for knowledge management (KM) within the boundaries between science and society. At the boundary between science and society, the development of agricultural systems is grounded in various innovation processes that are currently being challenged by sustainability issues. In particular, farmers’ knowledge is emphasized today in various reports and scientific studies as a way of designing more sustainable agricultural systems. Design/methodology/approach – A literature analysis was performed on a database built from the Web of Science and 273 scientific article abstracts were qualitatively analyzed. Findings – Four KM strategies on the basis of the objectives of these papers, the arguments used to justify the study of farmers’ knowledge (FK) and the position of the authors in relation to this knowledge were built. These strategies can be broken down as follows: assessing FK to improve it; documenting FK to capitalize or legitimize it in development processes; using FK as a resource for innovation; and facilitating the sharing of various sources of knowledge to increase the efficiency of development projects. Research limitations/implications – Because the four KM strategies show a relative genericity, research perspectives for each of them, some of which were related to the KM community and some of which extended the focus on political, legal or sociological aspects of knowledge production processes at the boundary between science and society, were drawn. Practical implications – The four categories of KM strategies revealed the importance of legitimization processes of practitioners’ knowledge when dealing with innovation at science–society boundaries, whereas such processes are often neglected by classical KM methodologies. Social implications – This work questions the category of “practitioners’ knowledge”, stressing the need to go beyond the dichotomy between scientific and empirical knowledge and to recognize the hybrid nature of knowledge. It also shatters the myth that local knowledge is more sustainable than science-driven innovations, arguing for more KM efforts at the boundary between science and society. Originality/value – Even if farmers’ knowledge has been used since the 1970s to promote more endogenous innovation processes as opposed to classical science-driven innovation processes, no review has yet been done of the use of farmers’ knowledge in the development of agricultural systems.

Strengthening social cohesion is one of the main directions of the Moldova 2030 strategy. At the same time, the Association Agreement between the Republic of Moldova and the EU stipulates social inclusion, poverty reduction, social cohesion, sustainable development and improving the quality of life as social policy priorities. This article analyzes the theoretical approaches of the concept of social cohesion and presents the results of sociological research on social cohesion in the Republic of Moldova conducted in 2020. The sample includes 1202 respondents and is representative by place of residence (urban / rural), sex, age, level of education. The qualitative study included interviews with 90 experts, representatives of local public authorities, NGOs and the private sector and 3 focus groups. The research was carried out within the project “Training and strengthening social cohesion in the Republic of Moldova in the context of rapprochement with the European Union”. As key aspects of social cohesion were analyzed: self-identification of the degree of belonging of Moldovan citizens to the Republic of Moldova, perceptions of solidarity with other citizens, social trust, participation and inclusion of citizens in political, social and economic processes. The research results showed that the level of cohesion and social solidarity in the Republic of Moldova is quite low. The COVID-19 pandemic has deepened social distancing, uncertainty about the future, poverty and the marginalization of certain groups of the population and has further contributed to lowering the level of social cohesion.

Public health protection in modern conditions is one of the main factors of socio-economic development of all countries of the world. Achieving the Sustainable Development Goals requires an urgent solving the problems of universal healthcare coverage. In this regard, it is necessary to monitor the quality and accessibility of health care in two important aspects: health services coverage and financial protection in health care. Based on the materials of sample statistical and sociological surveys, comparative analysis, the article examines the issues of households' satisfaction with the quality and availability of medical services, possibility of using remote medical consultations, and availability of paid medical services. The reasons for dissatisfaction with the quality of health care were identified: dissatisfaction with the work of district doctors, shortage of medical specialists, long waiting time for an appointment. The dependence of the availability of remote medical services on the ability to pay, age composition and place of residence of the population is revealed. This study creates the preconditions for refining the strategy in the field of health protection concerning the issues of financing medical services for certain socially unprotected segments of the population by expanding the compulsory health insurance program for provision of primary health care by non-governmental medical organizations, including use of telemedicine. It is advisable to control the approach to the critical level of financial expenditures of the family budgets of various households on payment for medical services through regular monitoring of the availability of medical services. It is proposed to expand the scope of professional liability insurance for doctors and medical workers, develop professional standards and ethical principles for conducting medical activities. Implementation of the proposed measures will reduce the "catastrophic expenses" from family budgets of households for paying for health care, will contribute to increasing life expectancy of the Russian population and create conditions for economic growth.

In a century where mobility is becoming more sustainable in terms of energy transition, emissions reduction, and a healthy quality of life, the use of bicycles is increasing and has many advantages over other modes of transport that have been underused. The bicycle is an excellent alternative for short distances of up to five kilometers. In combination with public transportation, it can also successfully compete with motorized transport for longer distances. For the adequate development of cycling, it is necessary to create the right conditions in terms of accessibility and road safety. This means planning appropriate cycling infrastructure where cyclists feel comfortable and safe, which can lead to additional increased use in bicycles for everyday trips. Comfort for cyclists is a concept supported by road safety, a pleasant environment, connectivity, and the attractiveness of cycling infrastructure. In other words, cyclists respond to the physical, psychological, and sociological aspects of the cycling experience that are also related to the cycling infrastructure and environment: where I am, what I see and perceive, and how I feel. This paper presents the concept of the level of service for cyclists (BLOS) as a unified method for defining the comfort of cyclists. This paper presents the method for determining the level of service or comfort for bicyclists as a function of road width, width of the cycling area, traffic volume, and the speed and structure of motorized traffic flow. The result of BLOS, the mathematical model used, is graphically presented and allows decision-makers and designers of cycling infrastructure to easily assess the suitability of cycling infrastructure. Different diagrams for different input data are presented in the paper.

Introduction. It is not possible to create an adequate human resources policy only through the efforts of heads of medical organizations. There is a need to integrate the efforts of governments, educational institutions and employers to improve the human resources policy for regional health care. The article presents the strategy of personnel policy perfection on the basis of Russian and international organizations’ experience, research of personnel imbalance of regional public health care system and results of own researches. Materials and Methods. The research materials were statistical data on the staffing of the regional health care, including a database of job opportunities for medical workers in the labor market, materials from a sociological survey of managers on ways to improve personnel policies and its impact on the sustainable development of health care organizations. Results. The study of personnel policy that affects the sustainability of the development of medical organizations has shown that an important aspect of achieving long-term goals of the organization is the introduction of improvements in accordance with the modern strategy of health development. The authors identified the problems of staffing the health care system in the Novosibirsk region (a surplus of trained specialists in both outpatient and inpatient units; an imbalance of specialists with a shortage of doctors in the primary sector; there is a significant need for specialized specialists, whose training takes place through training in residency, etc.). Special attention is paid to the problem of training personnel based on continuing medical education programs. The authors focus on the need to train specialists in the region under the program “Lean medicine” for the qualitative introduction of a new model of primary health care. Discussion and Conclusion. The main results of our work are that the regional health development strategy depends on the integration of efforts of the Ministry of Health of the region, healthcare organizations and higher educational organizations. Against the background of personnel imbalance, it is necessary to ensure the training of specialists for implementing regional health development programs in a short time. At the same time, graduate specialists should be willing to work in conditions of constant changes and at the same time contribute to the sustainable development of healthcare organizations. The results of the study are important for specialists at various levels of health authorities, higher education institutions and medical organizations.

Rape is one of the taboo criminal acts in society, if in the past rape was generally carried out by adults in this era, it is possible that children can become perpetrators and become victims of rape. Children are the image of the nation in the future who carry noble values ​​and ideals of the nation. The need for massive and sustainable legal and non-juridical protection of children is the obligation of all parties. The crime of rape committed by children against children is a special case where the handling is certainly not the same as handling other cases in general. Seeing further that the perpetrators and victims are still minors, there will be many conflicts between the sociological rules and the juridical aspects in general, the role of institutions and law enforcement officers is needed for the creation of justice. In solving the problem of rape committed by children with child victims, then there are two interests and two rights of children that are confronted with each other, both of which still have a long future ahead so that in handling it must receive special attention, even though this cannot be immediately eliminate the crime that has been committed by the child. Ordinary people will think that rape is a taboo subject, because of this mindset, the victim will tend to be cornered and just remain silent without getting justice. Victims of sexual violence/rape have the right to obtain legal assistance and obtain justice for the rights of victims who have been violated. Then how important is legal aid for victims of child rape crimes committed by children.

The emphasis on youth in the information and propaganda space allows the use of new improved methods of influencing consciousness (including through ICT), to form stable patterns, socio-political attitudes that have a prolonged effect. The article analyzes certain aspects of the information and propaganda counteraction to terrorism in Russia, describes the theoretical and methodological foundations of its study. The empirical part was the analysis of the results of the author's sociological research of the opinions of the youth of the Kursk region. The ideological motive for the spread of terrorism is the most multifaceted and difficult to eradicate. Information and propaganda counteraction to terrorism, according to the authors, is a complex of interrelated information and propaganda measures aimed at the objects of influence in order to change and block antisocial behaviors based on the ideology of terrorism, and the formation, preservation and reproduction of significant patterns of behavior for the sustainable development of society. Indicators of measuring the level of information and propaganda counteraction to terrorism in Russia are the basis of an empirical study. There is a widespread opinion among the youth of the Kursk region that ideology is closely linked to terrorism, and that Russian society needs an anti-terrorist ideology. The presence in Russian society of common goals, national ideas and awareness of past achievements can form its basis. According to young respondents, the information impact should be of a complex nature, ranging from the presence of important competencies of representatives of authorities and law enforcement agencies to the creation of an effective system of limiting information through various communication channels. Young respondents are more convinced that there should be a state body in Russia that counteracts extremism and terrorism in the information space. Young people pay special attention to professional training in countering terrorism. The work on carrying out propaganda anti-extremist actions in the Internet space with the involvement of bloggers, among others, will contribute to such counteraction. The younger generation is confident that social networks and virtual space contribute to the spread of terrorism to varying degrees. In general, sociological measurements have shown the presence of a number of risks and factors that worsen the work of the system of information and propaganda counteraction to terrorism. The first aspect is associated with the low efficiency of the communication channels used. According to the Kursk youth, such work should not be limited to actions in one area of communications. The system of information and propaganda counteraction to terrorism should combine a whole range of multidirectional measures using traditional channels and methods of communication in combination with ICT. Working with bloggers can become an effective method and channel of informational influence on young people. The second problem is based on the low level of Internet literacy of some Kursk youth. Some young people do not see the threat of terrorism in the Internet space. This category can become potentially vulnerable and influenced by the ideology of terrorism. The third aspect is related to the formation of a culture of countering terrorism in Russia, which should be based on rejection of the ideology of terrorism, increasing legal responsibility, the general level of education and a healthy lifestyle.

Influence of volunteer fire departments on the culture level of ecological safetyEcological safety is one of the fundamental types of safety. It is a kind of safety in which every matter including man comes into direct contact at every moment of existence because it relates to the ecosystem. People are both creators and recipients of this safety. The subject matter therefore is about how we threaten the environment and about the ways in which the environment generates these threats. This is the reason why the principles of sustainable development are so pertinent in every human endevour. Unfortunately, man — the creator has been having an increasingly destructive influence causing a mechanical feedback of threats that endanger man — the recipient. Under these premises, the cultural education of ecological safety is a task of paramount importance. In the process of creating such a culture local communities have an unquestionable importance and volunteer fire departments constitute an integral aspect in such communities. It should be noted that both legal and sociological conditions give VFD a unique role which refers to the enormous potential of impact on the culture of ecological security. This applies in particular to the development of sensitivity, awareness and educational activities. It is worth emphasizing the fact that activities directed inwardly to a given VFD automatically affect local society, as members of a given VFD belong to the local community. External actions addressed to non members but to other people gain importance and effectiveness when cooperating with other entities of a given local society. So the potential of Volunteer Fire Departments and their impact on the culture of ecological safety is undeniable. At the same time, however, it is “only” a potential that needs to be transformed into concrete actions. What we are facing is an oppurtunity dependant on the readiness of man being the creator and recipient.

The article is devoted to the legal regime of information owned by the National Bank of Ukraine. The content of the concept of information is disclosed and its types are defined. The legal basis for disclosure of information owned by the National Bank of Ukraine is investigated and the aspects of protection are analyzed. Information is any information and/or data that may be stored on a physical medium or displayed electronically. The legislation defines the following types: information about an individual; information of reference and encyclopedic nature; environmental information; product information (job, service); scientific and technical information; tax information; legal information; statistical information; sociological information; other types of information. Information owned by the NBU includes information about an individual, namely information or a set of information about an individual that is identified or can be specifically identified; information about the debtor of the bank (and/or related persons); on credit operations of banks and on the status of the fulfillment of obligations under such operations, analysis and classification of loans; information on monetary and banking statistics; information on the ownership structure of banks and the composition of banking groups, bank executives. The legal bases for disclosure of this information are defined in the Laws of Ukraine “On the National Bank of Ukraine”, “On Banks and Banking”, “On Access to Public Information”, Regulations on the Credit Registry of the National Bank of Ukraine, etc. The regulation on the organization of information security measures in the banking system of Ukraine defines the following principles of information protection: the approach to information security should be systematic (comprehensive); the process of improvement and development of information security must be continuous and carried out by substantiation and implementation of rational means, methods, measures using the best international experience; safeguards against real and potential threats to the information security of the bank should be timely and adequate; ensuring the proper level of information security of the bank is impossible without the support and control of the bank’s executives; sustainable development of information security systems is only possible if resources, including financial resources, are sufficient. The features of information protection in banking systems are set by the National Bank. Abstract:
Problematic aspects of the synergy of youth and migration policy, which acquire additional relevance for Ukraine in the war conditions, in the article were considered. The aim of the article is the scientific substantiation of the conceptual provisions regarding the regulation of youth migration mobility with the detection of modern priorities for Ukraine. The analysis of the legislation of Ukraine in the social sphere made it possible to reveal the importance of the issue of state support for youth among the conceptual-strategic and program-target priorities. At a time when developed countries are actively promoting the idea of «Talent on the Move», youth migration in Ukraine is taking on threatening characteristics due to the lack of systematic regulation of it. The results of a sociological survey of young people with migration experience, based on the example of the Lviv region of Ukraine, proved that youth re-emigration intentions were extremely low even before the Russo-Ukrainian War 2022. The emigration of Ukrainian youth is intellectualizing, changing the previous migration labor wave. The current wave of forced emigration also has the face of children and youth, who are highly likely to successfully integrate into host societies. Taking into account the risks of irreversible demographic losses and the social functionality of the state, it is necessary to implement a new concept of regulating the youth migration mobility, which includes measures to influence migration movements and migration potential, as well as support for the main areas of youth life. The new concept should be developed in accordance with the regulated priorities of national security, human and sustainable development, the expediency of youth policy regionalization in the conditions of a successful decentralization reform. The basis of the migration potential regulation is the organization of migration mobility monitoring in the context of the development and capitalization of human potential, that is, the clarification of the consequences of migration for the person and the region (state) of origin. It is mandatory to support of social ties with diaspora institutions. The new concept of regulating the youth migration mobility should aim to stimulate their re-emigration with a promising transition to ensuring circular migration during the post-war recovery period of Ukraine. The obtained results are the basis for further research in the part of determining the mechanisms of stimulating the re-emigration of young people to Ukraine and attracting their potential during further stay abroad.

The nature of global world transformations correlated to overwhelming systemic crises and contradictions and the transition of humanity to a new course of civilizational development, which is characterized by dynamic processes of digitization, the spread of hyperreality, the transition of human activity towards a virtual dimension. Current trends determine the prerequisites of ontological and epistemological understanding of sustainable social development vector, as well as relevant strategies for the educational improvement aimed at gaining relevant skills that allow one to achieve his goals and results. The goal of the following scientific exploration is to apply the heuristic memory models knowledge to the interpretation of the praxiological results; it is directed at analyzing the heritage of Jean Baudrillard's personality, his projects, contributions to the development of philosophy and science; issues preserved in the living memory of experts for methodological value in education and self-education, in the practice of developing the skills, as well as relevant skills regarding the next generations. This praxeological concept is aimed at verifying the results of philosophical interpretation of theoretical models of the memory phenomenon in the practice of understanding the philosophy of J. Baudrillard and his memory heritage. Within the activity approach we have comprehended works of academician G. Popov, in the tradition of his school and in solidarity with his concepts of activity approach to the study of generations’ memory, thus, we analyse practical lessons in teaching and educating relevant skills in the individual, verified by the requirements of society, such a philosophical under-standing contributed to the understanding of ontological, epistemological, axiological and praxeological aspects of further analysis. Based on the principle of unity of theory and practice, we managed to develop a system of practice-philosophical analysis in the application of semi-structured interviews experts, who are followers, successors, critics and independent researchers, i.e., the «Carrier data» of the philosophical, anthropological, psychological and sociological memory inheritance of Jean Baudrillard, the ‘productive’ figure in history, who for a reason is also the subject claimed to be the "Europe's last prophet». Concerning the results of the scientific exploration, we shall consider the role and influence of the environment and world memory "constructs" and history on the memory formation of an authentic person, his works, achievements and results of creativity, on the determination of memory content of an individual, as well as on wherewith these data may be used in contemporary conditions from an active approach to the philosophical and practical conclusion of methodologies and educational technologies relevant and promising in the 21st century.

Abstract:
Introduction. The task set by the public authorities in the sphere of health care to train personnel of a new quality, capable of working successfully in the conditions of intensive reform of the industry requires not only a closer integration of universities and medical organizations, but also new educational technologies. The process factory is a new model of education for training of medical personnel, so the purpose of the article is to study the experience of training factories in international practice and to substantiate the effectiveness of the implementation of this educational form in a steadily de veloping medical organization. Materials and Мethods. The research draws on general scientific methods of empirical and theoretical knowledge, general methodological methods and techniques, as well as methods of system analysis, comparisons and analogues, generalisations, materials of our own sociological research of personnel policy affecting the sustainable development of healthcare organisation, conducted between 2013-2016. A key aspect of the review of scientific works was the study of problems of training in academic factories of different profiles and fields of knowledge. Results. The authors revealed that the Factory of processes as integration form of education allows modeling the conditions necessary for the head, recreating not only the real processes occurring in the healthcare organisation, but also the desired processes in the implementation of organisational changes, which allows you to demonstrate complex business processes without compromising the healthcare organisation itself. It is highlighted that the introduction of lean medicine and other management models is advisable to trial in academic factory first, and then apply the most successful options to the main activities of the healthcare organisation. In addition, Factory of processes makes it possible to make more effective adaptation of new employees to the workplace, be it young professionals or professionals with experience in h ealthcare organisation. Discussion and Conclusions. The practical significance of the article is that the introduction of such a model as a training factory in the educational process of medical universities will not only improve the efficiency of the integration of the University and the medical organization, but also will allow to prepare specialists capable of implementing organizational changes in the work of health care institutions.
