Abstract:
The research finds evidence in support of and wide recognition of the practical value of management system standards (MSS) by assisting municipalities in meeting their human health protection, environmental objectives, addressing environmental and property damage risks, and providing an additional mechanism of public accountability and transparency. Semi-structured interviews were applied to assess perceptions with practitioners and environmental non-governmental organizations on whether a similar approach to the legally required drinking water quality management standard (DWQMS) could be applied for the municipal wastewater and stormwater sectors. Twelve Ontario municipalities have adopted or are in the process of adopting an ISO 14001 environmental management system (EMS) standard for their wastewater and/or stormwater systems, which represents 66% of Ontario’s population. With the large urban centres (e.g., Toronto, York Region, Durham Region, Halton Region and Peel Region) adopting the standard, this is likely to influence small to medium-sized cities to follow a similar approach. Although, resources might be a factor preventing the cohort of smaller utilities voluntarily taking this path. Regulations governing Ontario’s municipal drinking water, wastewater and stormwater utilities were compared via gap analysis. Gaps on management of the system, performance monitoring, auditing and having minimum design criteria left the municipal wastewater and stormwater sectors behind in comparison with recently updated (2004–2008) regulatory framework for the drinking water sector. Based on the identification and review of significant gaps in wastewater and stormwater regulation (compared with the drinking water sector), environmental MSS should be incorporated to strengthen the regulatory framework of these sectors. These phenomena also depict a form of sustainable governance with the use of MSS, which are initiated, developed and regulated by non-state actors, recognizing the value of non-state rule instruments in the water, wastewater and stormwater sectors.

Abstract:
Government agenda setting has been a focus of research in the field of policy sciences for over two decades. The concept of a policy window is explored as a driver of governmental agenda setting. The Regional Municipality of York, Ontario, Canada was chosen as a case study for exploring the application of strategic environmental assessment at the municipal level through a policy window lens. Problem, policy and political streams converged to provide the necessary conditions for improved environmental assessment and infrastructure planning in York Region. A focusing event and the resulting crisis motivated stakeholders to identify and act on the problem. An SEA-type approach was initiated as one key response. A variety of activities were initiated by York Region including the development of a Sustainability Strategy, synchronisation of master planning, wider consideration of alternatives at the master plan level and improved public consultation. Conclusions are drawn and several recommendations are presented and discussed.

The Genesee Valley has long been recognized as a center of Iroquois development, but the connection between Owasco sites in the Genesee and Iroquois sequences in the adjacent regions has never been adequately demonstrated. Attempts to identify transitional Owasco-Iroquois sites in this region have been hampered by the use of diagnostic criteria based on data from eastern New York. This article examines ceramic patterns in the Genesee and establishes a regional cultural sequence based on ceramic criteria which have local diagnostic significance. This sequence reveals the transition from Owasco to Iroquois culture begins in the Genesee with a sudden influx of Ontario Iroquois ceramic traits from the west ca. 1250 A.D. This Owasco-Ontario Iroquois connection in the Genesee negates certain assumptions regarding Iroquois origins and alters our current concept of in situ development.

Forested lands in southern Ontario are threatened by a myriad of demands. In order to capture the multi-scale, multi-use and multifunction reality of forests within such intense human-nature interdependent landscapes, an integrative approach to sustainable forest management is necessary. Such forest management may be possible by combining the framework of landscape ecology with an understanding of forest multifunctionality. Within the Greater Toronto Area, the management of forests is provided by several agencies; some are responsible for 1) geological landscapes (e.g., the Niagara Escarpment), 2) for watersheds (e.g., Conservation Authorities) and 3) for political regions (e.g., York Region). In this paper, case studies reflecting important management issues are introduced. Wildlife research is then presented to link these issues to landscape ecology and forest multifunctionality in order to illustrate a means of enhancing sustainable forest management. Abstract:
Globalization has increased the flow of transnational migrants into many European and North American cities. These shifting socio-demographic patterns have resulted in the rapid development of ‘cosmopolitan’ urban centres where difference and diversity are ubiquitous (Sandercock, 2003). However, as ethnic enclaves form outside the urban core in suburban communities, there is uncertainty about whether cultural homogeneity is desirable or sustainable in a multicultural country. Indeed, planning communities for increasing diversity and difference will remain, what Leonie Sandercock (2004) calls, “one of the greatest tasks for planners of the 21st century”. Thus, this article uses the theory of hyper-diversity to illuminate how immigrants’ interactions with their local suburban community represents cultural pluralism and diversity beyond ethnicity. Specifically, this study explores differing attitudes, activities and lifestyles among diverse immigrant populations in the Region of Peel, one of the fastest growing and most culturally diverse areas in Canada. Focus groups with 60 immigrant youth and 55 immigrant adults were conducted to qualitatively capture perspectives and experiences in ethnic enclaves. The findings highlight the existence of attitudes in favor of multicultural lifestyles, activities that take newcomers beyond the borders of their enclaves, and lifestyles that require additional infrastructure to support sustainability of immigration in the suburbs. In conclusion, this article adds to the debate on cultural pluralism and ‘homogeneous’ ethnic enclaves by using the emergent concept of hyper-diversity as a way to think about the future sustainability of suburbs in an era of global migration.

The urban green belts mechanism was part of the city planning landscape of the 20th century for sustainable urban management. Greenbelt is a land-use policy and designation used in land use/land cover planning. The green belt has long been a design policy that also has a base in London accepted by other renowned cities such as Ottawa, Birmingham, Seoul, Frankfurt, Tehran's, Mashhad, Beijing, Gulbarga, Ontario, etc. Benefits include the value of living close to the green belts, recreational resources, productive farmland, transport connectivity, and a wide range of life support ecosystem services. The study investigated the present green space condition and its infrastructure with other cities around the world and prescribed the other mechanism in reviewing the Master Plan and the Detailed Area Plan of Chittagong city, Bangladesh along with a significant number of journal articles, books, and reports. The study found that the city of Chittagong is facing various problems in the present decades with its various problems like green space, recreational facilities, disaster, public health risk and so many. It also found that the city's geographical condition is suitable for developing an effective green belt in its periphery area. Although green wedges is another park system proposal for the barriers of urban green belt. The importance of land allocation for urban green space is usually neglected or easily reported in the city transition region. Besides, the city of Glasgow, Stockholm, Melbourne, and Copenhagen, etc. are accepted green wedges mechanisms. For some barriers as like as industrial development and some exclusive economic zone, some green wedges are much suitable in the gap of urban green belt in Chittagong city. The concept of green belt and green wedges both supports sustainable urban management in the city of Chittagong. However, these findings and analysis will be of great importance to the urban planners and decision-makers, for making environment-friendly sustainable future planning of modern and the planned Chittagong city.

Aim. The article is aimed to show the evolution of approaches and current thinking on metropolitan regions in the context of world urbanization; to analyze the main tendencies of New York metropolitan area development – one of the biggest metropolitan regions in the world with a core in a global city; basing on the case of New York, to illustrate the evolution of the methodology for metropolitan region delineation, its planning and spatial development in long-term perspective. Methodology. The methodology is based on a long-term analysis of the dynamics of New York city as well as spatial organization of the metropolitan region from the viewpoint of the evolution of approaches for delineation of the urbanized areas in the US and spatial planning perspectives, basing on several generations of New York metropolitan area regional plans. Results. The article reflects the evolution of ideas and basic concepts of metropolitan regions development as spatial entities. Basing on the US experience in the methodology of urban areas delineation, the main changes over recent decades and their relation to urbanization processes are reflected, in particular the role of low-density corridors, population density and housing density as criteria for urban areas identification is analyzed. This experience can be used to develop a methodology for identifying metropolitan regions in Ukraine, making delineation process and providing more balanced governance policy for these regions. Using the example of New York, the article shows the need to constantly update and adapt governance and planning policies in such regions, which is reflected in changes of managing growth, now mostly focusing on reducing segregation, preventing climate change, enhancing institutional transformations and strengthening the role of spatial planning. Novelty. Revealing the experience of metropolitan regions delineation, challenges for their spatial development and planning strategy for the case of New York metropolitan area, the article reflects actual methodological approaches to metropolitan regions delineation, making governance policy and spatial planning that can be adapted in Ukraine. Among the key proposed changes aimed at strengthening the sustainable development of such regions in Ukraine - development the methodology for their delineation, elaboration of metropolitan region development strategy and spatial planning for the whole region.

58 Background: Emerging evidence indicates that the transition of well breast cancer survivors to primary care is safe and effective. Methods: Prospective longitudinal cohort study across 14 health regions in Ontario, Canada. Each region received $100 000 (CAN) to develop and implement a sustainable new model of survivorship care for BC survivors that involved transition from medical oncology-led practice. Each region had a designated lead, and support from primary care. Funding could be used to develop any aspect of the model including personnel support, development of communication materials and outcome measurement. A minimal dataset reporting requirement included a description of the program, documentation of transitioned BC survivors as well as standardized patient and provider experience feedback once transition completed. Results: All 14 health regions in Ontario participated and all developed a survivorship care plan and patient educational materials. The models developed included direct transition to primary care in 6 regions, a nurse-led transition clinic in 4 and a GP-led transition clinic in 4. To date, 3,418 BC survivors have transitioned. Of 676 BC respondents to date, 83% felt there was a clear plan for follow up and 87% felt adequately prepared for transition. Feedback from primary care providers demonstrated that many feel informed about intent of transition and understand their role in on-going follow-up care. Process outcomes such as re-referral back to cancer center and adherence to follow-up guidelines are currently underway. Conclusions: The wide scale transition of appropriate BC survivors to a primary setting appears feasible with high acceptability by patients and providers.

The development of industrialized production and global sourcing has changed the marketing structure of the horticulture industry dramatically. The inherent disadvantaged resource base (soils and climate) and high production costs in the northeast United States make it difficult for growers to compete in commodity markets. Exploiting niche and value-added markets are important for the survival of northeast agriculture. Moreover, an emphasis on quality of life has created a movement towards sustainable agriculture. As a result of this movement, many programs have been initiated to promote locally grown products and to support agricultural-based economic development. The common objectives of the “locally grown” programs are to promote agricultural products produced within the region, support the local economy, and develop agricultural markets. Keys to success of a “locally grown” program are a vision, seed funding, a champion, and community, political leadership and technical support. Many innovative regional food and agriculture development programs have been initiated in New York State to support local farmers, revitalize the rural economy, promote local identity and pride, develop agri-tourism, and capture the urban markets. Some examples include the “Finger Lakes Culinary Bounty” initiated by local chefs, “Uncork New York” sponsored by the wine industry, and “Hudson Valley Harvest” and a pilot ethnic market project targeting New York City markets.

Objective: This research was undertaken to explore factors operating at the level of the clinic and the community which influence the development of the oral health role of Indigenous Health Workers. The research is a significant aspect of a wider study of the disconnect between the strong national policy support for the development of the oral health role of Indigenous Health Workers and the limited development of the role. Design: Semi-structured interviews were conducted with Indigenous Health Workers to explore their perceptions of the priority of the development of an oral health role and to identify facilitators and barriers to sustainable role development. Setting: The study was conducted in three remote Indigenous communities and two regional centres of the Cape York region in far north Australia. Method: Interviews were conducted with 21 Indigenous Health Workers through five group interviews and eight individual interviews. Results: The findings highlight the high priority given by Indigenous Health Workers to the development of their oral health role while also identifying significant barriers to the sustainable development of this role. Conclusion: The identification of barriers to role development operating at the level of the clinic and the community helps to explain the disconnect between policy and practice in the development of the oral health role of these community health personnel.

Abstract: Sustainability transitions require societal change at multiple levels ranging from individual behavioral change to community projects, businesses that offer sustainable products as well as policy-makers that set suitable incentive structures. Concepts, methods and tools are currently lacking that help to initiate and design transition governance processes based upon an encompassing understanding of such diverse interactions of actors and intervention points. This article presents a methodological framework for the initiation and design of transition governance processes. Based upon a conceptualization of sustainability transitions as multilevel learning processes, the methodological framework includes participatory modeling, a systematic literature review and governance system analysis to identify social units (learning subjects and contexts), challenges (learning objects) and intervention points (learning factors) relevant for initiating case-specific transition governance processes. A case study on sustainable food systems in Ontario, Canada is provided to exemplify the application of the methodological framework. The results demonstrate the merit of combining stakeholder-based and expert-based methods, as several learning factors identified in the participatory process could not be found in the general literature, and vice versa. The methodological framework allowed for an integrated analysis of the diversity of existing initiatives in the case study region and specific intervention points to support place-based sustainability innovations. Initiators of transition governance processes can use the results by designing targeted interventions to facilitate and coordinate existing initiatives or by setting new impulses through purposeful action.

Introduction: A proportion of Emergency Department (ED) visits may be treated in out-of-hospital settings. The objective of this curriculum was to expand paramedic competencies to safely risk stratify patients and divert low risk, low acuity patients from EDs with and without physician oversight. Methods: We followed Kerns 6-step Curriculum Development Framework . (a) We identified a problem, and (b) completed a needs assessment by retrospectively reviewing the clinical pathways of 3000 patients were cared for and transported by paramedics and received care at an EDs. We used this data to identify competencies (e.g., diagnostics, interventions, reasoning needs) and targeted patient types that would result in the most significant advancements to paramedic services. These were translated to (c) goals and objectives. Results: Our (d) educational strategies involved a 14-week intensive patient-type and case-based curriculum. (e) Implementation involved 3 days/wk of clinical rotations supplemented with 2 days/wk of a mixed curriculum (i.e., fixed instruction using blended didactic small and large group sessions; flexible/individualized curriculum based on identified needs; formative assessments; self and peer-directed learning; simulations). (f) Assessment involved knowledge and application tests, clinical placement and simulation assessments; case development, assignments, and OSCE. Evaluation outcomes included student performance scores across 7-dimensions, clinical placement and student feedback. Thirteen Advanced Care Paramedics from York Region Paramedic Services completed the program. Challenges included provincial stakeholder consensus, and formally addressing clinical suspicion in a protocol based field within a limited time frame. Conclusion: A curriculum for expanded paramedic practice to risk stratify and divert targeted low risk patients from EDs resulted in new paramedic competencies and scope of practice. It received high evaluations from clinical staff and students. Successful candidates will undergo a 1-year study for validation and safety.

Abstract This study presents a climatological analysis of the frequency and characteristics of lake-effect precipitation events that were initiated or enhanced by lakes within the New York State (NYS) Finger Lakes region for the 11 winters (October–March) from 1995/96 through 2005/06. Weather Surveillance Radar-1988 Doppler (WSR-88D) data from Binghamton, New York, were used to identify 125 lake-effect events. Events occurred as 1) a well-defined, isolated precipitation band over and downwind of a lake, 2) an enhancement of mesoscale lake-effect precipitation originating from Lake Ontario and extending southward over an individual Finger Lake, 3) a quasi-stationary mesoscale precipitation band positioned over a lake embedded within extensive regional precipitation from a synoptic weather system, or 4) a transition from one type to another. Results show that lake-effect precipitation routinely develops over lakes that are considerably smaller than lakes previously discussed as being associated with lake-effect precipitation, such as the Great Lakes. Lake-effect events occurred during each month (October–March) across the 11 winters studied and were identified in association with each of the six easternmost Finger Lakes examined in this study. The frequency of NYS Finger Lakes lake-effect events determined in the current investigation paired with subsequent analyses of the environmental conditions leading to these events will allow for 1) comparative analyses of necessary conditions for lake-effect development across a range of lake sizes (e.g., NYS Finger Lakes, Lake Champlain, Great Salt Lake, and Great Lakes) and 2) an informative examination of the connection between mesoscale processes and climate variability.

Public transit is central to sustainable multimodal transportation systems; however, designing an effective transit network remains an analytically challenging and complex task. Given the spatial nature of the problem, geographic information systems (GISs) can support transit network design by identifying subsections of urban areas within and between which very high travel demand exists. Once these corridors are identified, local knowledge and expertise may be used to develop routings that satisfy these demands. This paper presents a spatial approach to assist in designing transit networks and describes the development and application of an automated, spatial multicriteria aggregation algorithm implemented as a user-friendly GIS tool coded by using the Python scripting library (ArcPy). Using population and employment densities, spatial adjacency, and geographic and administrative boundaries, the GIS tool leverages readily available demographic data to classify and merge traffic analysis zones into larger urban activity centers. The tool then aggregates regional origin–destination matrices to visualize only the flows associated with the activity centers. The results show that this approach significantly reduces the number of origins and destinations to be considered in designing the network but retains a large proportion of regional trips. This paper demonstrates how the tool can be applied through an example from the region of Waterloo, Ontario, Canada, where the local transit agency is developing a transit network to support a central light-rail transit line.

Urban areas have very complex spatial structures. These spatial structures are primarily composed of a complex network of built environments, which evolve rapidly as the cities expand to meet the growing population’s demand and economic development. Therefore, studying the impact of spatial structures on urban heat patterns is extremely important for sustainable urban planning and growth. We investigated the relationship between surface temperature obtained by the Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER, at 90 m spatial resolution) and different urban components based on high-resolution QuickBird satellite imagery classification. We further investigated the relationships between ASTER-derived surface temperature and building footprint and land use information acquired by the New York City (NYC) Department of City Planning. The ASTER image reveals fine-scale urban heat patterns in the NYC metropolitan region. The impervious-medium and dark surfaces, along with bright covers, generate higher surface temperatures. Even with highly reflective urban surfaces, the presence of impervious materials leads to an increased surface temperature. At the same time, trees and shadows cast by buildings effectively reduce urban heat; on the contrary, grassland does not reduce or amplify urban heat. The data aggregated to the census tract reveals high-temperature hotspots in Queens, Brooklyn, and the Bronx region of NYC. These clusters are associated with industrial and manufacturing areas and multi-family walk-up buildings as dominant land use. The census tracts with more trees and higher building height variability showed cooling effects, consistent with shadows cast by high-rise buildings and trees. The results of this study can be valuable for urban heat island modeling on the impact of shadow generated by building heights variability and trees on small-scale surface temperature patterns since recent image reveals similar hotspot locations. This study further helps identify the risk areas to protect public health.

Abstract It is generally understood that extensive regions of significant lake ice cover impact lake-effect (LE) snow storms by decreasing the upward heat and moisture fluxes from the lake surface; however, it is only recently that studies have been conducted to more thoroughly examine this relationship. This study provides the first examination of Great Lakes LE snow storms that developed in association with an extensively ice-covered lake. The LE snow events that occurred downwind of Lake Erie on 12–14 February 2003 and 28–31 January 2004 produced maximum snowfall totals of 43 and 64 cm in western New York state, respectively. The presence of widespread ice cover led these snows to be less anticipated than snowfalls from Lake Ontario, which had limited ice cover. For both events, a variety of ice-cover conditions and meso- and synoptic-scale factors (i) helped support LE snow storm development, (ii) lead to the transitions in LE convective type, and (iii) resulted in noteworthy snowfalls near Lake Erie. Thinner ice cover along with favorable fetch directions during the 2004 event likely aided the development of more significant snowband time periods and the resulting greater snowfall. Although Lake Erie had regions with lower ice concentration during the 2003 event, thicker ice cover was present across a greater area of the lake, fetch directions during lake-effect time periods were positioned over higher ice concentration regions, and snowbands had a shorter duration and impacted the same region to a lesser degree than the 2004 case.

Climate change-driven forces and anthropogenic interventions have led to considerable changes in coastal zones and shoreline positions, resulting in coastal erosion or sedimentation. Shoreline change detection through cost-effective methods and easy-access data plays a key role in coastal management, where other effective parameters such as land-use/land-cover (LULC) change should be considered. This paper presents a remotely sensed shoreline monitoring in Sandbanks Provincial Park, Ontario, Canada, from 1984 to 2021. The CoastSat toolkit for Python and a multilayer perceptron (MLP) neural network classifier were used for shoreline detection, and an unsupervised change detection framework followed by a postclassification change detection method was implemented for LULC classification and change detection. The study assessed the recent coastal erosion and accretion trends in the region in association with spatiotemporal changes in the total area of the West and East Lakes, the transition between LULC classes, extreme climate events, population growth, and future climate projection scenarios. The results of the study illustrate that the accretion trend apparently can be seen in most parts of the study area since 1984 and is affected by several factors, including lake water-level changes, total annual precipitations, sand movements, and other hydrologic/climatic parameters. Furthermore, the observed LULC changes could be in line with climate change-driven forces and population growth to accelerate the detected accretion trend in the East and West Lakes. In total, the synergistic interaction of the investigated parameters would result in a greater accretion trend along with a lower groundwater table amid even a low carbon scenario. The discussed findings could be beneficial to regional/provincial authorities, policymakers, and environmental advocates for the sustainable development of coastal communities.

The Australian monsoonal tropics region contains one of the planet’s largest, relatively intact tropical savannas and has been continually occupied by humans for at least 50,000 years. The region, spanning Cape York Peninsula, the Top End and the Kimberley of northern Australia has long been known to host high biodiversity, but only now is the true extent of locally unique (endemic) species and genetic diversity within each of these areas becoming apparent. Though some critical regions have been included in the national reserve system, including the iconic Kakadu National Park, the ecological and evolutionary dynamics are such that large interconnected swathes of the region need to be actively managed to sustain this unique diversity in the face of escalating anthropogenic impacts and species decline. The growth in Indigenous Protected Areas and Indigenous-owned land where Traditional Owners aspire to “care for their Country” offers an opportunity to contribute to the broader conservation effort in the region. The conservation imperative is also entwined with Aboriginal cultural aspirations. Over the last few decades there has been a resurgence of effort by Aboriginal landowners to maintain their cultural responsibilities and knowledge, pursue socio-economic development opportunities, as well as to protect the bio-cultural values of their ancestral country. In the Australian monsoonal tropics, over 40% of the landscape is under some form of Aboriginal ownership or control and emerging initiatives such as the Indigenous Protected Area programme, representing a partnership of community, government and sometimes NGOs offer one (though not the only) constructive way forward. As the biological uniqueness of the landscape is uncovered, this should bolster the perceived biodiversity value and encourage further investment in protecting it, especially through programmes that promote engagement with, and employment of, Aboriginal communities. For this to be sustainable, the discovery and management of the region’s biodiversity needs to be driven increasingly by Aboriginal land owners with clear cultural and community, as well as biodiversity, benefits. High-volume hydraulic fracturing (“fracking”) for natural gas in the Marcellus Shale (underlying about 24 mil ha in New York, Pennsylvania, Maryland, West Virginia, Ohio, and Virginia) has become a politically charged issue, primarily because of concerns about drinking water safety and human health. This paper examines fracking in the Marcellus region, and the tradeoffs between the energy and economic potential of natural gas extraction and the environmental impacts on wildlife. Therefore, we introduce a new E3 analysis that combines the costs and benefits as regards energy, economics, and the environment. The Marcellus Shale has the most proven reserves of natural gas of any basin in the United States, at 129 trillion cubic feet. Income from natural gas development comes primarily from direct and indirect jobs, and induced jobs (those created when direct workers spend their earnings in a community), taxes and fees, and royalty and lease payments to rights holders. Fracking, however, has detrimental effects on wildlife and wildlife habitats. Terrestrial habitat effects are primarily due to landscape fragmentation from the clearing of land for pipeline and well pad development, which often removes mature forest and creates open corridors and edge habitats. An increase in forest edge and open corridors is associated with shifts in the bird community, as generalist species that do well around people increase in abundance, while forest specialists decline. Invasive plants associated with disturbance further degrade forest habitats. Aquatic habitats are also affected, both directly and indirectly. Hydraulic fracturing requires up to 20 mil L of water per well fracture, most of which comes from surface water sources in the Marcellus region. The removal of water, especially in smaller headwaters, can increase sedimentation, alter water temperature and change its chemistry, resulting in reductions in aquatic biodiversity. Given the reality that hydraulic fracturing will continue, there is a need to develop practices that best minimize negative impacts on terrestrial and aquatic habitats, as well as policies and the resolve to enforce these practices. To achieve a more sustainable balance between economic, energy, and environmental costs and benefits, we recommend that industry, scientists, non-governmental organizations, mineral rights holders, landowners, and regulators work together to develop a set of best management practices that represent the best knowledge available.

Abstract Background: The Temple University Fox Chase Cancer Center and Hunter College Cancer Health Disparity Partnership (TUFCCC/HC Cancer Partnership) is a comprehensive collaborative cancer health research infrastructure in Pennsylvania, New Jersey, and New York City (PNN) Region. Its goals are to enhance equity in cancer health through rigorous and sustainable cancer research, train the next generation of researchers, and establish community outreach programs. Establishing and strengthening a bidirectional academic-community partnership is a key component of this partnership. While such collaborative relationships have been strongly endorsed by the National Institutes of Health (NIH), little has been documented demonstrating how such partnership can be created and maintained. Objectives: Building on previous established collaborative relationships with the community-based organizations (CBOs), we created and expanded a bidirectional, academic–community partnership in African American, Asian American, and Latinx communities in the PNN region to (1) assess the level of awareness of cancer prevention knowledge; (2) identify community needs and barriers to cancer prevention healthcare services; (3) jointly develop and implement community-based educational initiatives to promote cancer prevention in medically underserved communities. Methods: In this presentation, we established a comprehensive evaluation metric to assess the bidirectional partnership. The metric, its outputs, and outcomes were adapted from the Evaluation Metrics Manual published by the National Institute of Environmental Health Services of NIH. We also formed a Community Advisory Board (CAB) to guide our bidirectional communication and jointly develop a community-driven cancer education agenda. Results: The CAB played a critical role in the development of the bidirectional partnership. They provided key inputs in identifying the goals and benchmarks of the educational initiative, and in facilitating the recruitment and implementation of the initiative. Our evaluation indicated that a bidirectional partnership is an interactive and non-linear process that requires constant feedback and communication. We identified several successes and challenges during our co-learning and co-implementing process. We also identified areas for improvement, specifically, establishing a more efficient channel for information and resource sharing, and greater efforts on dissemination of scientific findings to the community. Conclusions: Actively engaging CAB and CBOs in the cancer prevention educational initiatives from the onset enhanced the efficacy of the initiatives and strengthened the research training capacity of the academic institutions. We will share best practices in our bidirectional, academic–community partnership building and discuss next steps in adaptation and further development of the partnership. The author focuses on the most interesting, from his point of view, examples of interpretation of these topics in articles covering the experience of garden masters and landscape architects working in different parts of the European continent, as well as America and the Asian region. Thus, the problem of a “compact city” is reflected in the article by R. Hautameki on the Helsinki city plan 2016 and the study by B. Marquez, J. Mac Intosh, W. Hatton and D. Shannon “Bicultural landscapes and ecological restoration in a compact city: the case of Zealand as a sustainable ecosystem”. Stemphylium leaf blight (SLB), caused by Stemphylium vesicarium, is a foliar disease of onion worldwide, and has recently become an important disease in the northeastern United States and Ontario, Canada. The symptoms begin as small, tan to brown lesions on the leaves that can progress to defoliate plants. Crop loss occurs through reduced photosynthetic area, resulting in smaller, lower-quality bulbs. Leaf necrosis caused by SLB also can compromise bulb storage, as green leaves are required for the uptake of sprout inhibitors applied prior to harvest. The pathogen can overwinter on infested onion residue and infected volunteer plants. Asymptomatic weedy hosts near onion fields may also be a source of inoculum. Production of ascospores of the teleomorph (Pleospora allii) peaks in early spring in northeastern North America, often before the crop is planted, and declines rapidly as daily mean air temperatures rise. Conidia usually are present throughout the growing season. Application of fungicides is a standard practice for management of the complex of fungi that can cause foliar diseases of onion in this region. Recent assessments have shown that populations of S. vesicarium in New York and Ontario are resistant to at least three single-site mode-of-action fungicides. Three disease prediction systems have been developed and evaluated that may enable growers to reduce the frequency and/or number of fungicide applications, but the loss of efficacious fungicides due to resistance development within S. vesicarium populations threatens sustainability. The lack of commercially acceptable onion cultivars with sufficient resistance to reduce the number of fungicides for SLB also limits the ability to manage SLB effectively. Integrated disease management strategies for SLB are essential to maintain profitable, sustainable onion production across eastern North America.

In 2019, the New York Olympic Region received the first Leadership in Energy and Environmental Design (LEED) for Communities Certification (gold) for a rural multi-jurisdictional region comprised of Lake Placid Village, North Elba Town, the Olympic Regional Development Authority, and the Lake Placid School System. Much of the work involved in this initiative was executed by 14 undergraduate students and two faculty members from Clarkson University working in partnership with the U.S. Green Building Council, and four local jurisdictions. The endeavor was successful and unique in several facets. First, it provided an experiential project-based education in the application of a sustainable holistic planning system, LEED for Communities/Cities. Second, it demonstrates the value of a university collaboration with a rural region and its communities. Third, it developed the first rural regional model for smart community planning that integrated multiple jurisdictions and stakeholders. Finally, it provides a replicable template for implementation and operation by other communities with institutions of higher learning. A variety of challenges remain, however, for emerging sustainable holistic planning systems in metrics development, civic and stakeholder engagement, determination of efficacy, and implementation optimization. Readers will emerge with an improved understanding of sustainable holistic planning systems, knowledge of multi-jurisdictional planning concerns in sustainability metrics, and insight into implementation of these systems as a pedagogical tool and partnership mechanism.

ObjectiveThe James and Hudson Bay Region, consisting of six remote Indigenous communities, have experienced barriers accessing regional health data. To inform local health planning, the Minomathasowin Healthy Living department in the Weeneebayko Area Health Authority (WAHA), ICES and Laurentian University developed a Collaboration, to co-create enhanced Indigenous data stewardship. ApproachThe Collaboration combines expertise in Indigenous knowledge with quantitative and qualitative analyses to develop relevant data intended for public dissemination. Through a community-driven and strength-based approach, local knowledge guides the direction of the research. Indigenous data governance principles are applied, supporting local data ownership, and supplementing local knowledge on population health issues. This ensures the development of research projects that have meaningful impacts. The Collaboration is part of a larger partnership and is continually engaging local Indigenous stakeholders. Protocols ensure research is done in a manner that respects and reflects community well-being and is undertaken in a good way. ResultsThe Collaboration is an ongoing, living initiative and has enabled WAHA to become a local hub for Indigenous stakeholders to obtain health data for their respective communities. It adheres to the importance of following protocols within Indigenous communities, acknowledging qualitative research activities can be undertaken at the community-level. Projects from this Collaboration identify and prioritize the most pressing health issues impacting the Region including mental health and addictions, COVID-19 surveillance, hospitalization trends, and the prevalence of lupus. The success of the Collaboration is demonstrated through increased requests from the Region to WAHA for support on health planning and decision-making. Data access barriers in the Region are being addressed through the combined expertise of the Collaboration and local knowledge. This approach is enhancing Indigenous data stewardship. ConclusionsThe Collaboration advocates for Indigenous-led and -driven research that recognizes the value of combining local knowledge with quantitative and qualitative data analyses to put communities first. The Collaboration supports equitable data access and the development of relevant research projects. This is leading to sustainable, impactful health planning for the Region.

The paper analyses the underlying economic factors of the large cities, urban center in different geographical regions. It describes the ecological consequences of extensive land use in the urban region, determine the expenses of the city budget of the ecology related factors, such as trash collection and utilization, carbon emissions reduction, level of green areas, costs of their maintenance and sustainable development. The future projections are based on the Paris climate agreement and national or city level plan of sustainable development till 2035. The article deals with difference of income, land prices and land use models of the large cities, how they are different and like other metapolicies worldwide and in the geographical region. The paper examined the issue of how government regulate land use in the context of the large city, legal status of the cities and what role they pay in economic development. The determining economic principles that were introduced in this research are land prices for different use cases, such as industrial, commercial, and residential relative to general level of economic development of the city. Other key factors are rent prices withing the context of income and number of employees, corporations that operate in the city. Following cities Shanghai, New York, Mexico City, Paris, and Kyiv, were picked to analyze the land use patterns, ecology related expanse and future forecast modeling. In this paper we highlighted several key differences between those cities. Size of the urban land area and metropolitan areas are where most of differences are. While the geographical boundaries of the core city itself or the downtown areas produced similar results, regardless of the city geographical or economic development levels. Results of economic modeling of the ecological related budget spending, sustainable development 2035 plan, highlight that cities with larger budgets, such as NY city or Shanghai, spend relatively to the total sum less on the ecology, while cities that encountered with ecological problems, such as Mexico City, plan to spend more on the future sustainable development. At the same time, some cities in the countries that signed Paris agreement, do not have specific economical plans on future development, such as Kyiv.

PurposeA smart city is a potential solution to the problems caused by the unprecedented speed of urbanization. However, the increasing availability of big data is a challenge for transforming a city into a smart one. Conventional statistics and econometric methods may not work well with big data. One promising direction is to leverage advanced machine learning tools in analyzing big data about cities. In this paper, the authors propose a model to learn region embedding. The learned embedding can be used for more accurate prediction by representing discrete variables as continuous vectors that encode the meaning of a region.Design/methodology/approachThe authors use the random walk and skip-gram methods to learn embedding and update the preliminary embedding generated by graph convolutional network (GCN). The authors apply this model to a real-world dataset from Manhattan, New York, and use the learned embedding for crime event prediction.FindingsThis study’s results show that the proposed model can learn multi-dimensional city data more accurately. Thus, it facilitates cities to transform themselves into smarter ones that are more sustainable and efficient.Originality/valueThe authors propose an embedding model that can learn multi-dimensional city data for improving predictive analytics and urban operations. This model can learn more dimensions of city data, reduce the amount of computation and leverage distributed computing for smart city development and transformation.

Abstract:
Introduction: Maternal mortality in a region is a measure of reproductive health of women in that area. The direct causes of maternal deaths are largely preventable. A new era of more comprehensive, international development agenda-the Sustainable Development Goals (SDG 3.1) was launched by the United Nations General Assembly 2015, New York for ending preventable maternal deaths. Aim: To determine the causes and changing trends of maternal mortality in this rural centre. Materials and Methods: A retrospective observational study was carried out in the Department of Obstetrics and Gynaecology of Bankura Sammilani Medical College in West Bengal in Eastern India. Individual hospital records of all the maternal deaths, from January 1998 to December 2020 were collected. Data regarding demographic profile and reproductive parameters like gravida, parity, antenatal care and cause of death were collected. The records were divided into two four yearly periods, to compare the changing trends (1998-2001) vs (2017-2020) and three five yearly (2002-2006), (2007-2011), (2012-2016) periods. The first term (1998-2001) was taken as the reference period. Results: Comparison between first (1998-2001) and last term (2017-2020) shows significant declining trend of Maternal Mortality Ratio (MMR) (364 vs 148)/100000 live birth (p-value <0.00001). Majority of deaths occurred in primigravida (57.5% vs 60.6%). Direct obstetric causes accounted for majority of the deaths, but with a declining trend (74.7% vs 66.7%). Eclampsia remained the leading direct cause (35.5% vs 32.2%) followed by haemorrhage (20.4% vs 18.8%) and sepsis (18.8% vs 15.7%) in the first term (1998-2001) vs last term (2017-2020). Jaundice 6.45% vs 10.3%, heart disease 2.15% vs 7.1%, embolism 4.3% vs 0.8%, anaemia 6.45% vs 1.6% and other diseases 5.91% vs 13.4% in the first vs last term were the indirect causes of maternal mortality. Conclusion: There is a declining trend of maternal mortality since 1998, which can be attributed to improvement at all levels of healthcare. Eclampsia/preeclampsia and its complications remain the leading cause of maternal mortality. Majority of these maternal deaths can be prevented by regular screening of highrisk cases, integrated antenatal and postnatal care, institutional deliveries, timely referral, and proper implementation of national health programmes.

IntroductionMusicians and critics regard Australian jazz as vibrant and creative (Shand; Chessher; Rechniewski). From its tentative beginnings in the early twentieth century (Whiteoak), jazz has become a major aspect of Australia’s music and performance. Due to the large distances separating cities and towns, its development has been influenced by geographical isolation (Nikolsky; Chessher; Clare; Johnson; Stevens; McGuiness). While major cities have been the central hubs, it is increasingly acknowledged that regional centres also provide avenues for jazz performance (Curtis).This article discusses findings relating to transient musical populations shaped by geographical conditions, venue issues that are peculiar to the Northern region, and finally the challenges of cultural and parochial mindsets that North Queensland jazz musicians encounter in performance.Cairns and MackayCairns and Mackay are regional centres on the coast of Queensland, Australia. Cairns – population 156,901 in 2016 (ABS) – is a world famous tourist destination situated on the doorstep of the Great Barrier Reef (Thorp). Mackay – population 114,969 in 2016 (ABS) – is a lesser-known community with an economy largely underpinned by the sugar cane and coal mining industries (Rolfe et al. 138). Both communities lie North of the capital city Brisbane – Mackay in the heart of Central Queensland, and Cairns as the unofficial capital of Far North Queensland. Mackay and Cairns were selected for this study, not on representational grounds, but because they provide an opportunity to learn through case studies. Stake notes that “potential for learning is a different and sometimes superior criterion to representativeness,” adding, “that may mean taking the one most accessible or the one we can spend the most time with (451).”Musically, both regional centres have a number of venues that promote live music, however, only Cairns has a dedicated jazz club, the Cairns Jazz Club (CJC). Each has a community convention centre that brings high-calibre touring musicians to the region, including jazz musicians.Mackay is home to the Central Queensland Conservatorium of Music (CQCM) a part of the Central Queensland University that has offered conservatoire-style degree programs in jazz, contemporary music and theatre for over twenty-five years. Cairns does not have any providers of tertiary jazz qualifications.MethodologySemi-structured in-depth interviews were conducted with twenty-two significant individuals associated with the jazz communities in Mackay and Cairns over a twelve-month period from 2015 to 2016. Twelve of the interviewees were living in Cairns at the time, and ten were living in Mackay. The selection of interviewees was influenced by personal knowledge of key individuals, historical records located at the CQCM, and from a study by (Mitchell), who identified important figures in the Cairns jazz scene. The study participants included members of professional jazz ensembles, dedicated jazz audience members and jazz educators. None of the participants who were interviewed relied solely on the performance of jazz as their main occupation. All of the musicians combined teaching duties with music-making in several genres including rock, jazz, Latin and funk, as well as work in the recording and producing of recorded music. Combining the performance of jazz and commercial musical styles is a common and often crucial part of being a musician in a regional centre due to the low demand for any one specific genre (Luckman et al. 630). The interview data that was gathered during the study’s data collection phase was analysed for themes using the grounded theory research method (Charmaz). The following sections will discuss three areas of findings relating to some of the unique North Queensland influences that have impacted the development and sustainability of the two regional jazz communities.Transient Musical PopulationsThe prospect of living in North Queensland is an alluring proposition for many people. According to the participants in this study, the combination of work and a tropical lifestyle attracts people from all over the country to Cairns and Mackay, but this influx is matched by a high population turnover. Many musicians who move into the region soon move away again. High population turnover is a characteristic of several Northern regional centres such as the city of Darwin (Luckman, Gibson and Lea 12). The high growth and high population turnover in Cairns, in particular, was one of the highest in the country between 2006 and 2011 (ABS). The study participants in both regions believed that the transient nature of the local population is detrimental to the development and sustainability of the jazz communities. One participant described the situation in Cairns this way: “The tropics sort of lure them up there, tease them with all of the beauty and nature, and then spit them out when they realise it’s not what they imagined (interviewee 1, 24 Aug. 2016).” Looking more broadly to other coastal regional areas of Australia, there is evidence of the counter-urban flow of professionals and artists seeking out a region’s “natural and cultural environment” (Gibson 339). On the far North coast of New South Wales, Gibson examined how the climate, natural surroundings and cultural charms attracted city dwellers to that region (337). Similarly, most of the participants in this study mentioned lifestyle choices such as raising a family and living in the tropics as reasons to move to Cairns or Mackay. The prospect of working in the tourism and hospitality industry was found to be another common reason for musicians to move to Cairns in particular. In contrast to some studies (Salazar; Conradson and Latham) where it was found that the middle- to upper-classes formed the majority of lifestyle migrants, the migrating musicians identified by this study were mostly low-income earners seeking a combination of music work and other types of employment outside the music industry. There have been studies that have explored and critically reviewed the theoretical frameworks behind lifestyle migration (Benson and Osbaldiston) including the examination of issues and the motivation to ‘lifestyle migrate’. What is interesting in this current study is the focus of discussion on the post-migration effects. Study participants believe that most of the musicians who move into their region leave soon afterwards because of their disillusionment with the local music industry. Despite the lure of musical jobs through the tourism and hospitality industry, local musicians in Cairns tend to believe there is less work than imagined. Pub rock duos and DJs have taken most of the performance opportunities, which makes it hard for new musicians to compete.The study also reveals that Cairns jazz musicians consider it more difficult to find and collaborate with quality newcomers. This may be attributed to the smaller jazz communities’ demand for players of specific instruments. One participant explained, “There’s another bass player that just moved here, but he only plays by ear, so when people want to play charts and new songs, he can’t do it so it's hard finding the right guys up here at times (interviewee 2, 23 Aug. 2016).” Cairns and Mackay participants agreed that the difficulty of finding and retaining quality musicians in the region impacted on the ability of certain groups to be sustainable. One participant added, “It’s such a small pool of musicians, at the moment, I've got a new project ready to go and I've got two percussionists, but I need a bass player, but there is no bass player that I'm willing to work with (interviewee 3, 24 Aug. 2016).” The same participant has been fortunate over the years, performing with a different local group whose members have permanently stayed in the Cairns region, however, forging new musical pathways and new groups seemed challenging due to the lack of musical skills in some of the potential musicians.In Mackay, the study revealed a smaller influx of new musicians to the region, and study participants experienced the same difficulties forming groups and retaining members as their Cairns counterparts. One participant, who found it difficult to run a Big Band as well as a smaller jazz ensemble because of the transient population, claimed that many local musicians were lured to metropolitan centres for university or work.Study participants in both Northern centres appeared to have developed a tolerance and adaptability for their regional challenges. While this article does not aim to suggest a solution to the issues they described, one interesting finding that emerged in both Cairns and Mackay was the musicians’ ability to minimise some of the effects of the transient population. Some musicians found that it was more manageable to sustain a band by forming smaller groups such as duos, trios and quartets. An example was observed in Mackay, where one participant’s Big Band was a standard seventeen-piece group. The loss of players was a constant source of anxiety for the performers. Changing to a smaller ensemble produced a sense of sustainability that satisfied the group. In Cairns, one participant found that if the core musicians in the group (bass, drums and vocals) were permanent local residents, they could manage to use musicians passing through the region, which had minimal impact on the running of the group. For example, the Latin band will have different horn players sit in from time to time. When those performers leave, the impact on the group is minimal because the rhythm section is comprised of long-term Cairns residents.Venue Conditions Heat UpAt the Cape York Hotel in Cairns, musicians and audience members claimed that it was uncomfortable to perform or attend Sunday afternoon jazz gigs during the Cairns summer due to the high temperatures and non air-conditioned venues. This impact of the physical environment on the service process in a venue was first modelled and coined the ‘Servicescape’ by Bitner (57). The framework, which includes physical dimensions like temperature, noise, space/function and signage, has also been further investigated in other literature (Minor et al.; Kubacki; Turley and Fugate). This model is relevant to this study because it clearly affects the musician’s ability to perform music in the Northern climate and attract audiences. One of the regular musicians at the Cape York Hotel commented: So you’re thinking, ‘Well, I’m starting to create something here, people are starting to show up’, but then you see it just dwindling away and then you get two or three weeks of hideously hot weather, and then like last Sunday, by the time I went on in the first set, my shirt was sticking to me like tissue paper… I set up a gig, a three-hour gig with my trio, and if it’s air conditioned you’re likely to get people but if it’s like the Cape York, which is not air conditioned, and you’re out in the beer garden with a tin roof over the top with big fans, it’s hideous‘. (Interviewee 4, 24 Aug. 2016)The availability of venues that offer live jazz is limited in both regions. The issue was twofold: firstly, the limited availability of a larger venue to cater for the ensembles was deemed problematic; and secondly, the venue manager needed to pay for the services of the club, which contributed to its running costs. In Cairns, the Cape York Hotel has provided the local CJC with an outdoor beer garden as a venue for their regular Sunday performances since 2015. The president of the CJC commented on the struggle for the club to find a suitable venue for their musicians and patrons. The club has had residencies in multiple venues over the last thirty years with varying success. It appears that the club has had to endure these conditions in order to provide their musicians and audiences an outlet for jazz performance. This dedication to their art form and sense of resilience appears to be a regular theme for these Northern jazz musicians.Minor et al. (7) recommended that live music organisers needed to consider offering different physical environments for different events (7). For example, a venue that caters for a swing band might include a dance floor for potential dancers or if a venue catered for a sit down jazz show, the venue might like to choose the best acoustic environment to best support the sound of the ensemble. The research showed that customers have different reasons for attending events, and in relation to the Cape York Hotel, the majority of the customers were the CJC members who simply wanted to enjoy their jazz club performances in an air conditioned environment with optimal acoustics as the priority. Although not ideal, the majority of the CJC members still attended during the summer months and endured the high temperatures due to a lack of venue suitability.Parochial MindsetsOne of the challenging issues faced by many of the participants in both regions was the perceived cultural divide between jazz aficionados and general patrons at many venues. While larger centres in Australia have enjoyed an international reputation as creative hubs for jazz such as Melbourne and Sydney (Shand), the majority of participants in this study believed that a significant portion of the general public is quite parochial in their views on various musical styles including jazz. Coined the ‘bogan factor’, one participant explained, “I call it the bogan factor. Do you think that's an academic term? It is now” (interviewee 5, 17 Feb. 2016). They also commented on dominant cultural choices of residents in these regions: “It's North Queensland, it's a sport orientated, 4WD dominated place. Culturally they are the main things that people are attracted to” (interviewee 5, 17 Feb. 2016). These cultural preferences appear to affect the performance opportunities for the participants in Cairns and Mackay.Waitt and Gibson explored how the Wollongong region was chosen as an area for investigation to see if city size mattered for creativity and creativity-led regeneration (1224). With the ‘Creative Class’ framework in mind (Florida), the researchers found that Wollongong’s primarily blue-collar industrial identity was a complex mixture of cultural pursuits including the arts, sport and working class ideals (Waitt and Gibson 1241). This finding is consistent with the comments of study participants from Cairns and Mackay who believed that the identities of their regions were strongly influenced by sport and industries like mining and farming. One Mackay participant added, “I think our culture, in itself, would need to change to turn more people to jazz. I can’t see that happening. That’s Australia. You’re fighting against 200 years of sport” (interviewee 6, 12 Feb. 2016). Performing in Mackay or Cairns in venues that attract various demographics can make it difficult for musicians playing jazz. A Cairns participant added, “As Ingrid James once told me, ‘It's North Queensland, you’ve got an audience of tradesman, they don't get it’. It's silly to think it's going to ever change” (interviewee 7, 26 Aug. 2016). One Mackay participant believed that the lack of appreciation for jazz in regional areas was largely due to a lack of exposure to the art form. Most people grow up listening to other styles of music in their households.Another participant made the point that regardless of the region’s cultural and leisure-time preferences, if a jazz band is playing in a football club, you must expect it to be unpopular. Many of the research participants emphasised that playing in a suitable venue is paramount for developing a consistent and attentive audience. Choosing a venue that values and promotes the style of jazz music that the musicians are performing could help to attract more jazz fans and therefore build a sustainable jazz community.Refreshingly, this study revealed that musicians in both regions showed considerable resilience in dealing with the issue of parochial mindsets, and they have implemented methods to help educate their audiences. The audience plays a significant part in the development and future of a jazz community (Becker; Martin). For the Central Queensland Conservatorium of Music in Mackay, part of the ethos of the institution is to provide music performance and educational opportunities to the region. One of the lecturers who made a significant contribution to the design of the ensemble program had a clear vision to combine jazz and popular music styles in order to connect with a regional audience. He explained, “The popular music strand of the jazz program and what we called the commercial ensembles was very much birthed out of that concept of creating a connection with the community and making us more accessible in the shortest amount of time, which then enabled us to expose people to jazz” (interviewee 8, 20 Mar. 2016).In a similar vein, several Cairns musicians commented on how they engaged with their audiences through education. Some musicians attempted to converse with the patrons on the comparative elements of jazz and non-jazz styles, which helped to instil some appreciation in patrons with little jazz knowledge. One participant cited that although not all patrons were interested in an education at a pub, some became regular attendees and showed greater appreciation for the different jazz styles. These findings align with other studies (Radbourne and Arthurs; Kubacki; Kubacki et al.), who found that audiences tend to return to arts organizations or events more regularly if they feel connected to the experience (Kubacki et al. 409).ConclusionThe Cairns and Mackay jazz musicians who were interviewed in this study revealed some innovative approaches for sustaining their art form in North Queensland. The participants discussed creative solutions for minimising the influence of a transient musician population as well as overcoming some of the parochial mindsets in the community through education. The North Queensland summer months proved to be a struggle for musicians and audience members alike in Cairns in particular, but resilience and commitment to the music and the social network of jazz performers seemed to override this obstacle. Although this article presents just a subset of the findings from a study of the development and sustainability of the jazz communities in Mackay and Cairns, it opens the way for further investigation into the unique issues faced. Abstract:
What does counterculture do? This is the question we asked ourselves repeatedly in curating this issue for M/C Journal. While incredible examples of countercultural lives—collective and individual—were described in articles we received, what we have tried to do is bring together research on how counterculture is both theorised and practised in local and international contexts. At the heart of this issue is a two-day conference in May 2013 titled “Aquarius and Beyond: 40 years on…” (Southern Cross University) that marked the 40th anniversary of the 1973 Nimbin Aquarius Festival, held in the northern NSW village of Nimbin. The Festival was one of, if not the, defining countercultural event in Australia. The editors met at the 2013 conference and hatched the countercultural plan to continue working together on publishing interdisciplinary scholarship on the subject. The project grew to encompass wider interpretations of the counterculture. Given this history of this M/C Journal issue, we have taken a particular stance on counterculture. While some authors point to the importance of conceptualising counterculture without a specific reference to context (for example Grossberg; Parsons), in this issue we have deliberately infused the need for a conceptual focus with empirical content that derives from the global countercultural phenomena of the 1960s and 1970s (for example Roszak; Smith and Crossley). That said, we do not want to confine explorations of the counterculture to that period, nor do we want to leave the concept behind, but we are interested in that specific structure of feeling we now generally associate with the term. Rob Garbutt expands these thoughts in his opening article by briefly surveying the idea of counterculture, before reading a specific instance of the counterculture—the 1973 Nimbin Aquarius Festival—through that literature and with the addition of Esposito’s twinned conceptualisation of immunitas and communitas. We then continue with theoretical perspectives on counterculture. Patrick Williams and Erik Hannerz write about the distinction between counterculture and subcultures, positing the ongoing oppositional element as the distinguishing feature that serves to draw both of these concepts together. Thomas Sutherland then poses a challenge to counterculture as capitalism’s stooge. The next two papers take aim at mainstream practices of consumption and science. Peter Sampson challenges some contemporary notions that view counterculture in terms of fluid and temporary coalitions by proposing a holistic, all-of-life approach that draws on monasticism as a counter to consuming cultures. Dan McQuillan then argues for more democratised models of citizen science. McQuillan draws on the 1970s Science for the People movement that was seeded by a rebellion of young physicists against the role of US science in the Vietnam War, as well the potential of contemporary citizen science to take an alternative engagement with mainstream science. The largest group of papers in this issue locate themselves firmly in the “Rainbow Region” of northern NSW, the region that is focused on Australia’s “countercultural capital”, Nimbin (Australian Broadcasting Commission). Victor Marsh starts this historically ordered set of articles by taking his personal experience of the 1971 and 1973 Aquarius Festivals in order to reflect on counterculture as a meme-cluster. Next, Alethea Scantlebury investigates claims that the 1973 Aquarius Festival was “the first event in Australian history that sought permission for the use of the land from the Traditional Owners”. The aftermath of the Festival was marked by an influx of “new settlers”, some of whom sought to develop communal forms of property ownership. John Page unpacks ideas of “Aquarian property” through tracing emergent property theory in the 1960s and 1970s, and the practices these theories engendered. Jacqueline Dutton then explores the view of Nimbin in 1973 from the emerging tourist destination of nearby Byron Bay. Dutton uses the alternative media publication The Byron Express as her source material and a counterculturally-refracted reading of utopia as her theoretical lens. Yvonne Hartman and Sandy Darab then close this set of papers by bringing the threads of the Rainbow Region counterculture into the present. They examine the interconnections between counterculture, the mainstream and social movements during recent successful environmental activism against Coal Seam Gas through that ubiquitous rural gesture of “the wave”. We follow these papers which are themed on an instance of rural counterculture with one on permaculture, which is typically associated with the “back to the land movement”. Here Alexandra Lara Crosby, Jacquie Lorber-Kasunic and Ilaria Vanni Accarigi argue that a shift is required in understanding permaculture—practices for living a sustainable life. This move is from that historical view mentioned above to a contemporary contrapuntal reading of permaculture as an assemblage and global network of practices. The next three papers focus on various forms of media. The counterculture of the 60s and 70s had strong atavistic tendencies where practices from former “simpler” times were resurrected as a simpler-living antidote to alienating technocracy (Roszak). Rosanna Hunt and Michelle Phillipov find these same connections in the contemporary popularisation of the “nanna” as a countercultural icon, specifically in examples drawn from “nanna-style” cookbooks and Frankie magazine. Ingo Petzke then traces the development of the counterculture in Sydney through a biographical telling of film director Phillip Noyce’s beginnings in experimental cinema. Finally, on the eve of the 40th anniversary of the commencement of Australian youth-oriented radio station 2JJ (now 2JJJ), Cathy Hope and Bethany Turner chart the station’s countercultural orientation. While it was very much situated in the mainstream as part of the government-owned Australian Broadcasting Commission, “Double Jay” was able to tap into and reflect youth-based aspects of the counterculture in 1970s Australia. Our “counterculture” issue closes with Mario George Rodriguez’s paper on his experience of and reflections on Burning Man, a large festival set in the Nevada Desert. This festival claims countercultural status but to what extent, Rodriguez asks, is this the case today? We felt that Rodriguez’s paper was a fitting close to the issue as it gives expression to ongoing questions of the relevance of “counterculture”. As Bennett has noted, counterculture can be questioned for being theoretically vague and therefore not useful for cultural analysis (25). In other analyses it is pigeon-holed as a failed youthful experiment in that decade between the mid-’60s and the mid-’70s (Nelson 8). Yet despite this, the idea of counterculture lives on in the popular imagination, and as the authors in this issue demonstrate, has much to offer scholars in their inquiries into past and contemporary cultures, and in considerations of global futures. Abstract:
Introduction This article explores the phenomenon of the Creative City in the context of Aberdeen, Scotland’s third-largest city. The common perception of Aberdeen is likely to revolve around its status, for the last 50 years, as Europe’s Oil & Gas Capital. However, for more than a decade Aberdeen’s city planners have sought to incorporate creativity and culture in their placemaking. The most visible expression of this was the unsuccessful 2013 bid to become the UK City of Culture 2017 (CoC), which was referred to as a “reality check” by Marie Boulton (BBC), the councillor charged with the culture portfolio. This article reviews and appraises subsequent policies and actions. It looks at Aberdeen’s history and its current Cultural Strategy and how events have supported or inhibited the reimagining of Aberdeen as a Creative and Cultural City. Landry’s “Lineages of the Creative City” tracks the rise in interest around culture and creative sectors and highlights that there is more to the creative city than economic growth, positing that a creative city is a holistic environment in which “ordinary people can make the extra-ordinary happen” (2). Comunian develops Landry’s concept of hard (infrastructural) assets and soft (people and activity) assets by introducing Complexity Theory to examine the interactions between the two. Comunian argues that a city should be understood as a complex adaptive system (CAS) and that the interconnectivity of consumption and production, micro and macro, and networks of actors must be incorporated into policy thinking. Creating physical assets without regard to what happens in and around them does not build a creative city. Aberdeen: Context and History Important when considering Aberdeen is its remoteness: 66 miles north of its closest city neighbour Dundee, 90 miles north of Edinburgh and 125 miles north-east of Glasgow. For Aberdonians travel is a necessity to connect with other cultural centres whether in Scotland, the UK, Europe, or further afield, making Aberdeen’s nearly 900-year-old port a key asset. Sitting at the mouth of the River Dee, which marks Aberdeen’s southern boundary, this key transport hub has long been central to Aberdeen’s culture giving rise to two of the oldest established businesses in the UK: the Port of Aberdeen (1136) and the Shore Porter’s Society (1498). Fishing and trade with Europe thrived and connections with the continent led to the establishment of Aberdeen’s first university: King’s College (Scotland’s third and the UK’s fifth) in 1495. A second, Marischal College, was established in 1593, joining forces with King’s in 1860 to become the University of Aberdeen. The building created in 1837 to house Marischal College is the second-largest granite building in the world (VisitAberdeenshire, Marischal) and now home to Aberdeen City Council (ACC). Robert Gordon University (RGU), awarded university status in 1992, grew out of an institution established in 1729 (RGU, Our History); this period marked the dawning of the Scottish Enlightenment when Aberdeen’s Wise Club were key to an intellectual discourse that changed western thinking (RSA). Gray’s School of Art, now part of RGU, was established in 1885, at the same time as Aberdeen Art Gallery which holds a collection of national significance (ACC, Art Gallery). Aberdeen’s northern boundary is marked by its second river, the River Don, which has also contributed to the city’s history, economics, and culture. For centuries, paper and woollen mills, including the world-famous Crombie, thrived on its banks and textile production was the city’s largest employer, with one mill employing 3,000 staff (P&J, Broadford). While the city and surrounds have been home to notable creatives, including writers Lewis Grassic Gibbon and Lord Byron; musicians Annie Lennox, Dame Evelyn Glennie, and Emeli Sandé; fashion designer Bill Gibb and dancer Michael Clark, it has struggled to attract and retain creative talent, and there is a familiar exodus of art school graduates to the larger and more accepted creative cities of Glasgow, Edinburgh, and London. In 2013, at the time of the CoC bid, ACC recognised that creative industries graduates leaving the city was “a serious issue” (ACC, Cultural Mapping 1). The City of Culture Bid This recognition came at a time when ACC acknowledged that Aberdeen, with already low unemployment, required an influx of workforce. An ACC document (Cultural Mapping) cites Richard Florida’s proposal that a strong cultural offer attracts skilled workers to a city, adding that they “look for a lively cultural life in their choice of location” (7) and quoting an oil executive: “our poor city centre is often cited as a major obstacle in attracting people” (7). Changing the image of the city to attract new residents appears to have been a key motivation for the CoC bid. The CoC assessor noted this in their review of the bid, citing a report that 120,000 recruits were required in the city and agreeing that Aberdeen needed to “change perceptions of the city to retain and attract talent” (Regeneris 1). Aberdeen’s CoC bid was rejected at the first shortlisting stage, with feedback that the artistic vision “lacked depth” and “that cultural activity in the city was weaker than in several other bidding areas” (Regeneris 3). In an exploration of the bidding process, McGillivray and Turner highlight two factors which link to other concerns and feedback about the bid. Firstly, they compare Aberdeen’s choice of a Bid Manager from the business community with Paisley’s choice of one from their local arts sector in their bid for CoC 2021, which was successful in being shortlisted, highlighting different motivators behind the bids. Secondly, Aberdeen secured a bid team member from “Pafos’s bid to be 2017 European Capital of Culture (ECC), who subsequently played an important role” for Kalamata’s 2021 ECC bid (41), showing Aberdeen’s reluctance to develop local talent. A Decade of Investment ACC responded to the “reality check” with a series of investments in the hard assets of the city. Major refurbishment of two key buildings, the Music Hall and the Art Gallery, caused them both to be closed for several years, significantly diminishing the cultural offer in the city. The Music Hall re-opened in 2018 (Creative Scotland) and the Art Gallery in 2019 (McLean). In 2021, the extended and updated Art Gallery was named “Scotland’s building of the year” by the Royal Incorporation of Architects in Scotland (RIAS) (Museums Association). Concurrent with this was the development of “Europe’s largest new events complex, TECA [now P&J live] part financed through a £370 million stock market bond issue” (InvestAberdeen). Another cultural asset of the city which has been undergoing a facelift since 2019 is Union Terrace Gardens (UTG), the green heart of the city centre, gifted to the public in 1877. The development of this asset has had a chequered history. In 2008 it had been awarded “funding from Aberdeen Council (£3 million), the Scottish Arts Council (£4.3M) and Scottish Enterprise (£2 million)” (Aberdeenvoice) to realise a new multi-disciplinary contemporary art centre to be called ‘Northern Light’ and housed in a purpose-designed building (Brizac Gonzalez). The project, led by Peacock Visual arts, a printmaking centre of excellence and gallery founded in 1974, had secured planning permission. It would host Peacock Visual Arts, City Moves dance company, and the ACC arts development team. It echoed similar cultural partnership approaches, such as Dundee Contemporary Arts, although notably without involvement from the universities. Three months later, a counterbid to radically re-think UTG as a vast new city square was proposed by oil tycoon Sir Ian Wood, who backed the proposal with £50 million of his own funds, requiring matching finance by the city and ownership of the Gardens passing to private hands. Resistance to these plans came from ‘Friends of UTG’, and a public consultation was held. ACC voted to adopt Wood’s plans and drop those of Peacock, but a change of administration in the local authority overturned Wood’s plans in August 2012. A significant portion of the funding granted to the Northern Lights project was consumed in the heated public debate and the remainder was lost to the city, as was the Wood money, providing a highly charged backdrop to the CoC bid and an unfortunate divide created between the business and culture sectors that is arguably still discernible in the city today. According to the Aberdeen & Grampian Chamber of Commerce (AGCC) 2022 Investment Tracker, the nearly complete UTG transformation has cost £28.3m. The AGCC trackers since 2016 provide a useful reference for a wider view of investment in the region over this period. During this period, ACC commissioned two festivals: Spectra (ACC, Culture Programme 5), a festival of light curated by a Manchester-based organisation, and NuArt (VisitAberdeenshire, Nuart), a street-art festival curated by a Stavanger-based team. Both festivals deliver large-scale public spectacles but have little impact on the development of the cultural sector in the city. The drivers of footfall, income generation, and tourism are key motivators for these festivals, supporting a prevailing narrative of cultural consumption over cultural production in the city, despite Regeneris’s concerns about “importing of cultural activity, which might not leave behind a cultural sector” (1) and ACC’s own published concerns (ACC, Cultural Mapping). It is important to note that in 2014 the oil and gas industry that brought prosperity to Aberdeen was severely impacted upon by a drop in price and revenue. Many jobs were lost, people left the city, and housing prices, previously inflated, fell dramatically. The attention of the authorities turned to economic regeneration of the city and in 2015, the Aberdeen City Region Deal (UK Gov), bringing £250m to the region, (REF) was signed between the UK Government, Scottish Government, ACC, Aberdeenshire Council, and Opportunity North East (ONE). ONE “is the private sector leader and catalyst for economic diversification in northeast Scotland” with board members from industry, enterprise, AGCC, the councils, the universities, the harbour, and NHS. ONE focuses on five ‘pillars’: Digital Technology, Energy, Life Sciences, Tourism and Food, and Drink & Agriculture. A Decade of Creativity and Cultural Development Aberdeen’s ambitious cultural capital infrastructure spending of the last decade has seen the creation or refurbishment of significant hard assets in the city. The development of people (Cohendet et al.), the soft assets that Landry and Comunian agree are essential to the complex system that is a Creative City, has also seen development over this time. In 2014, RGU commissioned a review of Creative Industries in the North East of Scotland. The report notes that: the cultural sector in the region is strong at the grass roots end, but less so the higher up the scale it goes. There is no producing theatre, and no signature events or assets, although the revitalised art gallery might provide an opportunity to address this. (Ekos 2) This was followed by an international conference at which other energy cities (Calgary, Houston, Perth, and Oslo) presented their culture strategies, providing useful comparators for Aberdeen and a second RGU report (RGU, Regenerating). A third report, (RGU, New North), set out a vision for the region’s cultural future. The reports recommend strategy, leadership, and vision in the development of the cultural and creative soft assets of the region and the need to create conditions for graduate and practitioner retention. Also in 2014, RGU initiated the Look Again Festival of Art and Design, an annual festival to address a gap in the city festival roster and meet a need arising from the closure of both Art Gallery and Music Hall for refurbishment. The first festival took place in 2015 with a weekend-long public event showcasing a series of thought-provoking installations and events which demonstrated a clear appetite amongst the public and partner organisations for more activity of this type. Between 2015 and 2019, the festivals grew from strength to strength and increased in size and ambition, “carving out a new creative community in Aberdeen” (Williams). The 2019 festival involved 119 creatives, the majority from the region, and created 62 paid opportunities. Look Again expanded and became a constant presence and vehicle for sectoral and skills development, supporting students, graduates, volunteers, and new collectives, focussing on social capital and the intangible creative community assets in the city. Creative practitioners were supported with a series of programmes such as ‘Cultivate’ (2018), funded by Creative Scotland, that provided mentoring to strengthen business sustainability and networking events to improve connectivity in the sector. Cultivate also provided an opportunity to undertake further research, and a survey of over 100 small and micro creative businesses presented a view of a tenacious sector, committed to staying in the region but lacking structured and tailored support. The project report noted consistent messages about the need for “a louder voice for the sector” and concluded that further work was needed to better profile, support, and connect the sector (Cultivate 15). Comunian’s work supports this call to give greater consideration to the interplay of the agents in the creation of a strong creative city. In 2019, Look Again’s evolving role in creative sector skills development was recognised when they became part of Gray’s School of Art. A partnership quickly formed with the newly created Entrepreneurship & Innovation Group (EIG), a team formed within RGU to drive entrepreneurial thinking across all schools of the university. Together, Look Again and EIG ran a Creative Accelerator which became a prototype for a validated Creative Entrepreneurship post-graduate short-course that has supported around 120 creative graduates and practitioners with tailored business skills, contextual thinking, and extended peer networks. Meanwhile, another Look Again collaboration with the newly re-opened Art Gallery provided pop-up design events that many of these small businesses took part in, connecting them with public-facing retail opportunities and, for some, acquisitions for the Gallery’s collection. Culture Aberdeen During this time and after a period of public consultation, a new collaborative group, ‘Culture Aberdeen’, emerged. Membership of the group includes many regional cultural and arts organisations including ACC, both universities, and Aberdeen Civic Forum, which seeks “to bring the voice and views of all communities to every possible level of decision making”. The group subsequently published Culture Aberdeen: A Culture Strategy for the City of Aberdeen 2018-2028, which was endorsed by ACC in their first Cultural Investment Impact Report. The strategy sets out a series of cultural ambitions including a bid to become a UNESCO Creative City, establishing an Aberdeen Biennale, and becoming a national centre of excellence for an (unspecified) artform. This collaboration brings a uniting vision to Aberdeen’s creative activity and places of culture and presents a more compelling identity as a creative city. It also begins to map to Comunian’s concept of CAS and establish a framework for realising the potential of hard assets by strategically envisioning and leading the agents, activities, and development of the city’s creative sector. Challenges for Delivery of the Strategy In delivering a strategy based on collaborative efforts, it is essential to have shared goals and strong governance “based on characteristics such as trust, shared values, implicit standards, collaboration, and consultation” (Butcher et al. 77). Situations like Aberdeen’s tentative bid for UNESO Creative City status, which began in late 2018 but was halted in early 2019, suggest that shared goals and clear governance may not be in place. Wishing to join other UNESCO cities across Scotland – Edinburgh (Literature), Glasgow (Music), and Dundee (Design) –, Aberdeen had set its sights on ‘City of Craft and Folk Art’; that title subsequently went to the city of Perth in 2022, limiting Aberdeen’s future hopes of securing UNESCO Creative City status. In 2022, Aberdeen is nearly halfway through its strategy timeline; to achieve its vision by 2028, the leadership recommended in 2014 needs to be established and given proper authority and backing. Covid-19 has been particularly disruptive for the strategy, arriving early in its implementation and lasting for two years during which collaborators have, understandably, had to attend to core business and crisis management. Picking up the threads of collaborative activity at the same time as ‘returning to normal’ will be challenging. The financial impacts of Covid-19 have also hit arts organisations and local councils particularly hard, creating survival challenges that displace future investment plans. The devastation caused to city centres across the UK as shops close and retail moves online is keenly felt in Aberdeen. Yet the pandemic has also seen the growth of pockets of new activity. With falling demand for business space resulting in more ‘meanwhile spaces’ and lower rents, practitioners have been able to access or secure spaces that were previously prohibitive. Deemouth Artists’ Studios, an artist-run initiative, has provided a vital locus of support and connectivity for creatives in the city, doubling in size over the past two years. ‘We Are Here Scotland’ arrived in response to the resurgent Black Lives Matter movement in 2020, as a Community Interest Company initiated in Aberdeen to support black creatives and creatives of colour across Scotland. Initiatives such as EP Spaces that re-purpose empty offices as studios have created a resource, albeit precarious, for scores of recent creative graduates, supporting an emerging creative community. The consequences of the pandemic for the decade of cultural investment and creative development are yet to be understood, but disrupted strategies are hard to rekindle. Culture Aberdeen’s ability to resolve or influence these factors is unclear. As a voluntary network without a cohesive role or formal status in the provision of culture in the city, and little funding and few staff to advocate on its behalf, it probably lacks the strength of leadership required. Nevertheless, work is underway to refresh the strategy in response to the post-pandemic needs of the city and culture, and the Creative Industries more broadly, are, once again, beginning to be seen as part of the solution to recovery as new narratives emerge. There is a strong desire in the city’s and region’s creative communities to nurture, realise, and retain emerging talent to authentically enrich the city’s culture. Since the 2013 failed CoC bid, much has been done to rekindle confidence and shine a light on the rich creative culture that exists in Aberdeen, and creative communities are gaining a new voice for their work. Considerable investment has been made in hard cultural assets; however, continued investment in and commitment to the region’s soft assets is needed. This is the only way to ensure the sustainable local network of activity and practice that can provide the vibrant creative city atmosphere for which Aberdeen has the potential. Abstract:
The ways in which artists, musicians, filmmakers and other creative practitioners perceive, navigate and represent 'place' in their work is complex and multifaceted. Further, place-based conditions also influence the ways in which creative activity occurs in particular locales. This raises questions regarding the role of history, economics, attitudes towards and perceptions of particular forms of arts and culture, shared social and creative contexts, and the geographical location of places, in shaping and fostering creativity. While the relationship between place and creative practice is now widely recognised across the social sciences, it remains poorly conceptualised at the level of specific forms of artistic and creative practices and creative industries. The aim of this issue has been, therefore, to bring together scholarship from across a range of disciplines that is concerned with the relationship between broadly defined concepts of place and creativity.This issue brings together scholars whose work examines a wide range of geographical and digital, real and imagined concepts of place, working from a wide range of locales: America, Australia, Canada, Europe, New Zealand, Singapore and the United Kingdom. Practices related to artisans, music, film, visual arts and broadly, place-specific creative economies form the focus of this issue. Such a broad spectrum of scholars and associated sectors represents the vast ways in which concepts of place all at once influence, and be influenced by, creativity, and creative and cultural practices.The first five articles of this issue examine in various ways the relationship between culture, art and the urban. In the feature article, Samuel Whiting and David Carter focus on Australian live music to consider broader issues around access to places that cultivate artistic practice, communities and audiences. Their analysis suggests three key factors which enable and constraining access to live music: public transport; social status and stage of life; and government regulation. Their findings suggest that traditional conceptions of access have limited utility when applied to live music - an important conclusion in the context of high levels of venue closures and the pressing need to foster and support place-based live music scenes.Staying on the theme of music, Robert C. Kloosterman and Amanda Brandellero consider the role of the Chelsea Hotel in New York and the Indica Bookshop and Gallery in London in the 1960s as meeting places for musicians, artists, managers and hangers-on, and thus as key social institutions in the development of the music scenes of these cities. They suggest that their central location, proximity to night clubs and venues, tolerant atmosphere towards drugs and sex, and the continuous flow of key actors, acted together to foster cultural innovation. Thus innovation can be clearly tied to particular urban places and spaces at particular times. Yet often, ‘place’ is a much more difficult concept to tie down.Saesha Senger examines the music of Paris-based French rapper, MC Solaar. Senger points to the importance of local influences on Solaar’s music, such the way in which Parisian banlieues, nightclubs, and other places figure prominently in particular songs. Yet she also notes the importance of American references, used as part of a conscious connection to rap’s lineage. Thus the mixture of the local and global is highly evident in Solaar’s music, and Senger suggests that while countries, cities, neighbourhoods, and even specific government housing developments inform the music, the identities of these places are not fixed either for the performers or for the audience. His account thus points to some of the complexities of ‘place’ as it relates to culture and cultural production under contemporary globalization.Moving beyond music, Stephen Marotta, Austin Cummings and Charles Heying also consider some of the complexities of the concept of ‘place’, with specific reference to the Artisan Economy of Portland, Oregon. Their account of the resurgence of place specificity and branding, through the notion of ‘Portland Made’, seeks to reveal an important tension immanent in the notion of place: that place is both real and imaginary. ‘Place’, they suggest, conceptually captures various intersections of materiality and mythology, aesthetics and economics, with makers actively producing Portland as both a local and global ‘place’.The paper by Joshua Syenko examines the productive relationships between art, landscape and cities as sites of collective memory. Focusing on Gibellina, a Sicilian town destroyed in 1968 by a series of earthquakes, and the subsequent struggle among its community to articulate a sense of spatial belonging with its remains, Syenko considers how memorial objects in Gibellina have become integral to the reimagining of place. Questioning the relationships forged between the history of Gibellina and its architectural presentation, the paper raises important issues about the complexity of ‘place’ with regards its ritual and memorial functions.The next three papers perform the important task of switching our attention from the urban, on which the majority of literature on place and culture has tended to focus, to consider creativity and creative production in the context of rural and ‘peripheral’ places. Elasaid Munro focuses on recent attempts to develop the creative economy in rural Scotland. Within rural communities, she suggests, there is a sense of being distant from decision makers and being isolated in terms of practice. Her findings suggest that ‘importing’ models from urban contexts is alienating and frustrating for rural creatives, who seek through their work to contribute to the development of the communities within which they are embedded, rather than engaging in creative activities merely for economic gain. Highlighting the piecemeal funding and support landscape, Munro argues that targeted, rural-specific interventions are required if the potential of the rural creative industries is to be maximised.Staying in Scotland, and also focusing on the issue of appropriate frameworks of support for the creative economy, Katherine Champion explores the relationship between place and the screen industries. She argues the need for a closer examination of the role of incentives and infrastructure investment in developing a vibrant and sustainable industry. Recent success for the screen industries in Scotland, Champion suggests, can in part be attributed to interventions including increased decentralisation of broadcasting and high-end television tax incentives. Yet, she also identifies gaps in infrastructure which continue to stymie growth and have led to production drain to other centres. Important questions are raised regarding the difficulties of establishing a rich production ecology that is far removed from the traditional ‘hub’ of the industry in London and the South East England.Moving to rural Australia, Robin Ryan considers the mobilisation of culture as a socioeconomic resource. Specifically, she focuses on the town of Northcliffe, which in 2015 found itself at the centre of the largest wildfire in the recorded history of the southwest region. In her article, Ryan highlights the importance of the local creative scene in providing a cultural and socioeconomic resource for conservation and the healing of community spirit, and draws important links between place-based social, economic and material conditions and creative practices. In particular, she highlights how the ecologically-inspired musical representation of place can act to draw out the richness and significance of place.The issue closes with two papers that consider place not only as it is constituted physically but also virtually through digital technologies. Alfio Leotta argues that the digital revolution has been characterized by the overlapping of different media technologies and platforms which have not only reshaped forms of audiovisual consumption but also conceptions of place and space. Focusing on film locations, tourism, and digital mapping tools, Leotta demonstrates how the smartphone, as a new hybrid media platform online communication and GPS capability, has begun to play to a crucial role in the construction of new notions of place. He argues that, through providing new layers of cultural meaning and alternative modes of affective engagement, apps and maps are contributing to the redefinition of both the notion of tourist destination and the construction of place identity. Such research is crucial in shedding light on the way in which contemporary leisure activities reshape the cultural, social and geographic meaning of place.Finally, Jason Luger considers how the digital realm is necessitating a reconceptualization of urban space. Focusing on the concept of ‘placeless art’ through field-research in Singapore, Luger considers the ways in which social media and other digital platforms have extended the art-scape to a new, global, hyper-connected scale. Interactive and immaterial art-making, he argues, increasingly complements, and in some cases supplants, traditional place-based artistic practice. Yet, he emphasises that despite the emergence of ‘placeless’ art-forms, specific urban sites remain crucial anchoring nodes in a critical art ecosystem. Thus, we are returned squarely to the importance of place.When taken together, this collection of articles pick up on just some of the many complexities inherent in the relationship between place, culture and cultural production, across a variety of creative practices and geographical contexts. While there is much scholarship in this area, it is clear that our understanding of these complexities remains underdeveloped. This set of articles make an important contribution in this regard. All of the articles point to important avenues for further research, and we hope will inspire and shape further scholarship in this area.

Despite the now-traditional tendency of noir scholarship to call attention to the retrospective and constructed nature of this genre— James Naremore argues that film noir is best regarded as a “mythology”— one feature that has rarely come under question is its association with the city (2). Despite the existence of numerous rural noirs, the depiction of urban space is associated with this genre more consistently than any other element. Even in critical accounts that attempt to deconstruct the solidity of the noir genre, the city is left as an implicit inclusion, and the country, an implict exclusion. Naremore, for example, does not include the urban environment in a list of the central tenets of film noir that he calls into question: “nothing links together all the things described as noir—not the theme of crime, not a cinematographic technique, not even a resistance to Aristotelian narratives or happy endings” (10). Elizabeth Cowie identifies film noir a “fantasy,” whose “tenuous critical status” has been compensated for “by a tenacity of critical use” (121). As part of Cowie’s project, to revise the assumption that noirs are almost exclusively male-centered, she cites character types, visual style, and narrative tendencies, but never urban spaces, as familiar elements of noir that ought to be reconsidered. If the city is rarely tackled as an unnecessary or part-time element of film noir in discursive studies, it is often the first trait identified by critics in the kind of formative, characteristic-compiling studies that Cowie and Naremore work against.Andrew Dickos opens Street with No Name: A History of the Classic American Film Noir with a list of noir’s key attributes. The first item is “an urban setting or at least an urban influence” (6). Nicholas Christopher maintains that “the city is the seedbed of film noir. […] However one tries to define or explain noir, the common denominator must always be the city. The two are inseparable” (37). Though the tendencies of noir scholars— both constructive and deconstructive— might lead readers to believe otherwise, rural locations figure prominently in a number of noir films. I will show that the noir genre is, indeed, flexible enough to encompass many films set predominantly or partly in rural locations. Steve Neale, who encourages scholars to work with genre terms familiar to original audiences, would point out that the rural noir is an academic discovery not an industry term, or one with much popular currency (166). Still, this does not lessen the critical usefulness of this subgenre, or its implications for noir scholarship.While structuralist and post-structuralist modes of criticism dominated film genre criticism in the 1970s and 80s, as Thomas Schatz has pointed out, these approaches often sacrifice close attention to film texts, for more abstract, high-stakes observations: “while there is certainly a degree to which virtually every mass-mediated cultural artifact can be examined from [a mythical or ideological] perspective, there appears to be a point at which we tend to lose sight of the initial object of inquiry” (100). Though my reading of these films sidesteps attention to social and political concerns, this article performs the no-less-important task of clarifying the textual features of this sub-genre. To this end, I will survey the tendencies of the rural noir more generally, mentioning more than ten films that fit this subgenre, before narrowing my analysis to a reading of Moonrise (Frank Borzage, 1948), Thieves’ Highway (Jules Dassin, 1949), They Live By Night (Nicholas Ray, 1949) and On Dangerous Ground (Nicholas Ray, 1952). Robert Mitchum tries to escape his criminal life by settling in a small, mountain-side town in Out of the Past (Jacques Tourneur, 1947). A foggy marsh provides a dramatic setting for the Bonnie and Clyde-like demise of lovers on the run in Gun Crazy (Joseph Lewis, 1950). In The Asphalt Jungle (John Huston, 1950), Sterling Hayden longs to return home after he is forced to abandon his childhood horse farm for a life of organised crime in the city. Rob Ryan plays a cop unable to control his violent impulses in On Dangerous Ground (Nicholas Ray, 1952). He is re-assigned from New York City to a rural community up-state in hopes that a less chaotic environment will have a curative effect. The apple orchards of Thieves’ Highway are no refuge from networks of criminal corruption. In They Live By Night, a pair of young lovers, try to leave their criminal lives behind, hiding out in farmhouses, cabins, and other pastoral locations in the American South. Finally, the location of prisons explains a number of sequences set in spare, road-side locations such as those in The Killer is Loose (Budd Boetticher, 1956), The Hitch-Hiker (Ida Lupino, 1953), and Raw Deal (Anthony Mann, 1948). What are some common tendencies of the rural noir? First, they usually feature both rural and urban settings, which allows the portrayal of one to be measured against the other. What we see of the city structures the definition of the country, and vice versa. Second, the lead character moves between these two locations by driving. For criminals, the car is more essential for survival in the country than in the city, so nearly all rural noirs are also road movies. Third, nature often figures as a redemptive force for urbanites steeped in lives of crime. Fourth, the curative quality of the country is usually tied to a love interest in this location: the “nurturing woman” as defined by Janey Place, who encourages the protagonist to forsake his criminal life (60). Fifth, the country is never fully crime-free. In The Killer is Loose, for example, an escaped convict’s first victim is a farmer, whom he clubs before stealing his truck. The convict (Wendell Corey), then, easily slips through a motorcade with the farmer’s identification. Here, the sprawling countryside provides an effective cover for the killer. This farmland is not an innocent locale, but the criminal’s safety-net. In films where a well-intentioned lead attempts to put his criminal life behind him by moving to a remote location, urban associates have little trouble tracking him down. While the country often appears, to protagonists like Jeff in Out of the Past or Bowie in They Live By Night, as an ideal place to escape from crime, as these films unfold, violence reaches the countryside. If these are similar points, what are some differences among rural noirs? First, there are many differences by degree among the common elements listed above. For instance, some rural noirs present their location with unabashed romanticism, while others critique the idealisation of these locations; some “nurturing women” are complicit with criminal activity, while others are entirely innocent. Second, while noir films are commonly known for treating similar urban locations, Los Angeles in particular, these films feature a wide variety of locations: Out of the Past and Thieves’ Highway take place in California, the most common setting for rural noirs, but On Dangerous Ground is set in northern New England, They Live by Night takes place in the Depression-era South, Moonrise in Southern swampland, and the most dynamic scene of The Asphalt Jungle is in rural Kentucky. Third, these films also vary considerably in the balance of settings. If the three typical locations of the rural noir are the country, the city, and the road, the distribution of these three locations varies widely across these films. The location of The Asphalt Jungle matches the title until its dramatic conclusion. The Hitch-hiker, arguably a rural noir, is set in travelling cars, with just brief stops in the barren landscape outside. Two of the films I analyse, They Live By Night and Moonrise are set entirely in the country; a remarkable exception to the majority of films in this subgenre. There are only two other critical essays on the rural noir. In “Shadows in the Hinterland: Rural Noir,” Jonathan F. Bell contextualises the rural noir in terms of post-war transformations of the American landscape. He argues that these films express a forlorn faith in the agrarian myth while the U.S. was becoming increasingly developed and suburbanised. That is to say, the rural noir simultaneously reflects anxiety over the loss of rural land, but also the stubborn belief that the countryside will always exist, if the urbanite needs it as a refuge. Garry Morris suggests the following equation as the shortest way to state the thematic interest of this genre: “Noir = industrialisation + (thwarted) spirituality.” He attributes much of the malaise of noir protagonists to the inhospitable urban environment, “far from [society’s] pastoral and romantic and spiritual origins.” Where Bell focuses on nine films— Detour (1945), The Postman Always Rings Twice (1946), Out of the Past (1947), Key Largo (1948), Gun Crazy (1949), On Dangerous Ground (1952), The Hitch-Hiker (1953), Split Second (1953), and Killer’s Kiss (1955)— Morris’s much shorter article includes just The Asphalt Jungle (1950) and Gun Crazy. Of the four films I discuss, only On Dangerous Ground has previously been treated as part of this subgenre, though it has never been discussed alongside Nicholas Ray’s other rural noir. To further the development of the project that these authors have started— the formation of a rural noir corpus— I propose the inclusion of three additional films in this subgenre: Moonrise (1948), They Live by Night (1949), and Thieves’ Highway (1949). With both On Dangerous Ground and They Live by Night to his credit, Nicholas Ray has the distinction of being the most prolific director of rural noirs. In They Live by Night, two young lovers, Bowie (Farley Granger) and Keechie (Cathy O’Donnell), attempt to escape from their established criminal lives. Twenty-three year old Bowie has just been released from juvenile prison and finds rural Texas refreshing: “Out here, the air smells different,” he says. He meets Keechie through her father, a small time criminal organiser who would be happy to keep her secluded for life. When one of Bowie’s accomplices, Chicamaw (Howard DaSilva), shoots a policeman after a robbing a bank with Bowie, the young couple is forced to run. Foster Hirsch calls They Live by Night “a genre rarity, a sentimental noir” (34). The naïve blissfulness of their affection is associated with the primitive settings they navigate. Though Bowie and Keechie are the most sympathetic protagonists of any rural noir, this is no safeguard against an inevitable, characteristically noir demise. Janey Place writes, “the young lovers are doomed, but the possibility of their love transcends and redeems them both, and its failure criticises the urbanised world that will not let them live” (63). As indicated here, the country offers the young lovers refuge for some time, and their bond is depicted as wonderfully strong, but it is doomed by the stronger force of the law.Raymond Williams discusses how different characteristics are associated with urban and rural spaces:On the country has gathered the idea of a natural way of life: of peace, innocence, and simple virtue. On the city has gathered the idea of an achieved center: of learning, communication, light. Powerful hostile associations have also developed: on the city as a place of noise, worldliness and ambition; on the country as a place of backwardness, ignorance, limitation. (1) They Live By Night breaks down these dichotomies, showing the persistence of crime rooted in rural areas.Bowie desires to “get squared around” and live a more natural life with Keechie. Williams’ country adjectives— “peace, innocence, and simple virtue”— describe the nature of this relationship perfectly. Yet, criminal activity, usually associated with the city, has an overwhelmingly strong presence in this region and their lives. Bowie, following the doomed logic of many a crime film character, plans to launch a new, more honest life with cash raised in a heist. Keechie recognises the contradictions in this plan: “Fine way to get squared around, teaming with them. Stealing money and robbing banks. You’ll get in so deep trying to get squared, they’ll have enough to keep you in for two life times.” For Bowie, crime and the pursuit of love are inseparably bound, refuting the illusion of the pure and innocent countryside personified by characters like Mary Malden in On Dangerous Ground and Ann Miller in Out of the Past.In Ray’s other rural noir, On Dangerous Ground, a lonely, angry, and otherwise burned out cop, Wilson (Rob Ryan), finds both love and peace in his time away from the city. While on his up-state assignment, Wilson meets Mary Walden (Ida Lupino), a blind woman who lives a secluded life miles away from this already desolate, rural community. Mary has a calming influence on Wilson, and fits well within Janey Place’s notion of the archetypal nurturing woman in film noir: “The redemptive woman often represents or is part of a primal connection with nature and/or with the past, which are safe, static states rather than active, exciting ones, but she can sometimes offer the only transcendence possible in film noir” (63).If, as Colin McArthur observes, Ray’s characters frequently seek redemption in rural locales— “[protagonists] may reject progress and modernity; they may choose to go or are sent into primitive areas. […] The journeys which bring them closer to nature may also offer them hope of salvation” (124) — the conclusions of On Dangerous Ground versus They Live By Night offer two markedly different resolutions to this narrative. Where Bowie and Keechie’s life on the lam cannot be sustained, On Dangerous Ground, against the wishes of its director, portrays a much more romanticised version of pastoral life. According to Andrew Dickos, “Ray wanted to end the film on the ambivalent image of Jim Wilson returning to the bleak city,” after he had restored order up-state (132). The actual ending is more sentimental. Jim rushes back north to be with Mary. They passionately kiss in close-up, cueing an exuberant orchestral score as The End appears over a slow tracking shot of the majestic, snow covered landscape. In this way, On Dangerous Ground overturns the usual temporal associations of rural versus urban spaces. As Raymond Williams identifies, “The common image of the country is now an image of the past, and the common image of the city an image of the future” (297). For Wilson, by contrast, city life was no longer sustainable and rurality offers his best means for a future. Leo Marx noted in a variety of American pop culture, from Mark Twain to TV westerns and magazine advertising, a “yearning for a simpler, more harmonious style of life, and existence ‘closer to nature,’ that is the psychic root of all pastoralism— genuine and spurious” (Marx 6). Where most rural noirs expose the agrarian myth as a fantasy and a sham, On Dangerous Ground, exceptionally, perpetuates it as actual and effectual. Here, a bad cop is made good with a few days spent in a sparsely populated area and with a woman shaped by her rural upbringing.As opposed to On Dangerous Ground, where the protagonist’s movement from city to country matches his split identity as a formerly corrupt man wishing to be pure, Frank Borzage’s B-film Moonrise (1948) is located entirely in rural or small-town locations. Set in the fictional Southern town of Woodville, which spans swamps, lushly wooded streets and aging Antebellum mansions, the lead character finds good and bad within the same rural location and himself. Dan (Dane Clark) struggles to escape his legacy as the son of a murderer. This conflict is irreparably heightened when Dan kills a man (who had repeatedly teased and bullied him) in self-defence. The instability of Dan’s moral compass is expressed in the way he treats innocent elements of the natural world: flies, dogs, and, recalling Out of the Past, a local deaf boy. He is alternately cruel and kind. Dan is finally redeemed after seeking the advice of a black hermit, Mose (Rex Ingram), who lives in a ramshackle cabin by the swamp. He counsels Dan with the advice that men turn evil from “being lonesome,” not for having “bad blood.” When Dan, eventually, decides to confess to his crime, the sheriff finds him tenderly holding a search hound against a bucolic, rural backdrop. His complete comfortability with the landscape and its creatures finally allows Dan to reconcile the film’s opening opposition. He is no longer torturously in between good and evil, but openly recognises his wrongs and commits to do good in the future. If I had to select just a single shot to illustrate that noirs are set in rural locations more often than most scholarship would have us believe, it would be the opening sequence of Moonrise. From the first shot, this film associates rural locations with criminal elements. The credit sequence juxtaposes pooling water with an ominous brass score. In this disorienting opening, the camera travels from an image of water, to a group of men framed from the knees down. The camera dollies out and pans left, showing that these men, trudging solemnly, are another’s legal executioners. The frame tilts upward and we see a man hung in silhouette. This dense shot is followed by an image of a baby in a crib, also shadowed, the water again, and finally the execution scene. If this sequence is a thematic montage, it can also be discussed, more simply, as a series of establishing shots: a series of images that, seemingly, could not be more opposed— a baby, a universal symbol of innocence, set against the ominous execution, cruel experience— are paired together by virtue of their common location. The montage continues, showing that the baby is the son of the condemned man. As Dan struggles with the legacy of his father throughout the film, this opening shot continues to inform our reading of this character, split between the potential for good or evil.What a baby is to Moonrise, or, to cite a more familiar reference, what the insurance business is to many a James M. Cain roman noir, produce distribution is to Jules Dassin’s Thieves’ Highway (1949). The apple, often a part of wholesome American myths, is at the centre of this story about corruption. Here, a distribution network that brings Americans this hearty, simple product is connected with criminal activity and violent abuses of power more commonly portrayed in connection with cinematic staples of organised crime such as bootlegging or robbery. This film portrays bad apples in the apple business, showing that no profit driven enterprise— no matter how traditional or rural— is beyond the reach of corruption.Fitting the nature of this subject, numerous scenes in the Dassin film take place in the daylight (in addition to darkness), and in the countryside (in addition to the city) as we move between wine and apple country to the market districts of San Francisco. But if the subject and setting of Thieves’ Highway are unusual for a noir, the behaviour of its characters is not. Spare, bright country landscapes form the backdrop for prototypical noir behaviour: predatory competition for money and power.As one would expect of a film noir, the subject of apple distribution is portrayed with dynamic violence. In the most exciting scene of the film, a truck careens off the road after a long pursuit from rival sellers. Apples scatter across a hillside as the truck bursts into flames. This scene is held in a long-shot, as unscrupulous thugs gather the produce for sale while the unfortunate driver burns to death. Here, the reputedly innocent American apple is subject to cold-blooded, profit-maximizing calculations as much as the more typical topics of noir such as blackmail, fraud, or murder. Passages on desolate roads and at apple orchards qualify Thieves’ Highway as a rural noir; the dark, cynical manner in which capitalist enterprise is treated is resonant with nearly all film noirs. Thieves’ Highway follows a common narrative pattern amongst rural noirs to gradually reveal rural spaces as connected to criminality in urban locations. Typically, this disillusioning fact is narrated from the perspective of a lead character who first has a greater sense of safety in rural settings but learns, over the course of the story, to be more wary in all locations. In Thieves’, Nick’s hope that apple-delivery might earn an honest dollar (he is the only driver to treat the orchard owners fairly) gradually gives way to an awareness of the inevitable corruption that has taken over this enterprise at all levels of production, from farmer, to trucker, to wholesaler, and thus, at all locations, the country, the road, and the city.Between this essay, and the previous work of Morris and Bell on the subject, we are developing a more complete survey of the rural noir. Where Bell’s and Morris’s essays focus more resolutely on rural noirs that relied on the contrast of the city versus the country— which, significantly, was the first tendency of this subgenre that I observed— Moonrise and They Live By Night demonstrate that this genre can work entirely apart from the city. From start to finish, these films take place in small towns and rural locations. As opposed to Out of the Past, On Dangerous Ground, or The Asphalt Jungle, characters are never pulled back to, nor flee from, an urban life of crime. Instead, vices that are commonly associated with the city have a free-standing life in the rural locations that are often thought of as a refuge from these harsh elements. If both Bell and Morris study the way that rural noirs draw differences between the city and country, two of the three films I add to the subgenre constitute more complete rural noirs, films that work wholly outside urban locations, not just in contrast with it. Bell, like me, notes considerable variety in rural noirs locations, “desert landscapes, farms, mountains, and forests all qualify as settings for consideration,” but he also notes that “Diverse as these landscapes are, this set of films uses them in surprisingly like-minded fashion to achieve a counterpoint to the ubiquitous noir city” (219). In Bell’s analysis, all nine films he studies, feature significant urban segments. He is, in fact, so inclusive as to discuss Stanley Kubrick’s Killer’s Kiss as a rural noir even though it does not contain a single frame shot or set outside of New York City. Rurality is evoked only as a possibility, as alienated urbanite Davy (Jamie Smith) receives letters from his horse-farm-running relatives. Reading these letters offers Davy brief moments of respite from drudgerous city spaces such as the subway and his cramped apartment. In its emphasis on the centrality of rural locations, my project is more similar to David Bell’s work on the rural in horror films than to Jonathan F. Bell’s work on the rural noir. David Bell analyses the way that contemporary horror films work against a “long tradition” of the “idyllic rural” in many Western texts (95). As opposed to works “from Henry David Thoreau and Walt Whitman to contemporary television shows like Northern Exposure and films such as A River Runs Through It or Grand Canyon” in which the rural is positioned as “a restorative to urban anomie,” David Bell analyses films such as Deliverance and The Texas Chainsaw Massacre that depict “a series of anti-idyllic visions of the rural” (95). Moonrise and They Live By Night, like these horror films, portray the crime and the country as coexistent spheres at the same time that the majority of other popular culture, including noirs like Killer’s Kiss or On Dangerous Ground, portray them as mutually exclusive.To use a mode of generic analysis developed by Rick Altman, the rural noir, while preserving the dominant syntax of other noirs, presents a remarkably different semantic element (31). Consider the following description of the genre, from the introduction to Film Noir: An Encyclopedic Reference Guide: “The darkness that fills the mirror of the past, which lurks in a dark corner or obscures a dark passage out of the oppressively dark city, is not merely the key adjective of so many film noir titles but the obvious metaphor for the condition of the protagonist’s mind” (Silver and Ward, 4). In this instance, the narrative elements, or syntax, of film noir outlined by Silver and Ward do not require revision, but the urban location, a semantic element, does. Moonrise and They Live By Night demonstrate the sustainability of the aforementioned syntactic elements— the dark, psychological experience of the leads and their inescapable criminal past— apart from the familiar semantic element of the city.The rural noir must also cause us to reconsider— beyond rural representations or film noir— more generally pitched genre theories. Consider the importance of place to film genre, the majority of which are defined by a typical setting: for melodramas, it is the family home, for Westerns, the American west, and for musicals, the stage. Thomas Schatz separates American genres according to their setting, between genres which deal with “determinate” versus “indeterminate” space:There is a vital distinction between kinds of generic settings and conflicts. Certain genres […] have conflicts that, indigenous to the environment, reflect the physical and ideological struggle for its control. […] Other genres have conflicts that are not indigenous to the locale but are the results of the conflict between the values, attitudes, and actions of its principal characters and the ‘civilised’ setting they inhabit. (26) Schatz discusses noirs, along with detective films, as films which trade in “determinate” settings, limited to the space of the city. The rural noir slips between Schatz’s dichotomy, moving past the space of the city, but not into the civilised, tame settings of the genres of “indeterminate spaces.” It is only fitting that a genre whose very definition lies in its disruption of Hollywood norms— trading high- for low-key lighting, effectual male protagonists for helpless ones, and a confident, coherent worldview for a more paranoid, unstable one would, finally, be able to accommodate a variation— the rural noir— that would seem to upset one of its central tenets, an urban locale. Considering the long list of Hollywood standards that film noirs violated, according to two of its original explicators, Raymond Borde and Etienne Chaumeton— “a logical action, an evident distinction between good and evil, well-defined characters with clear motives, scenes that are more spectacular than brutal, a heroine who is exquisitely feminine and a hero who is honest”— it should, perhaps, not be so surprising that the genre is flexible enough to accommodate the existence of the rural noir after all (14). Abstract:
In 2013, the Capricornia Arts Mob (CAM), an Indigenous collective of artists situated in Rockhampton, central Queensland, Australia, successfully tendered for one of three public art projects that were grouped under the title Flood Markers (Roberts; Roberts and Mackay; Robinson and Mackay). Commissioned as part of the Queensland Government's Community Development and Engagement Initiative, Flood Markers aims to increase awareness of Rockhampton’s history, with particular focus on the Fitzroy River and the phenomena of flooding. Honouring Land Connections is CAM’s contribution to the project and consists of several “memory poles” that stand alongside the Fitzroy River in Toonooba Park. Rockhampton lies on Dharumbal Country with Toonooba being the Dharumbal name for the Fitzroy River and the inspiration for the work due to its cultural significance to the Aboriginal people of that region. The name Toonooba, as well as other images and icons including boomerangs, spears, nets, water lily, and frogs, amongst others, are carved, burnt, painted and embedded into the large ironbark poles. These stand with the river on one side and the colonial infrastructure of Rockhampton on the other (see fig. 1, 2 and 3).Figure 1 Figure 2Figure 3Within this article, we discuss Honouring Land Connections as having two main functions which contribute to its significance as Indigenous cultural expression and identity affirmation. Firstly, the memory poles (as well as the process of sourcing materials and producing the final product) are a manifestation of Country and a representation of its stories and lived memories. Honouring Land Connections provides a means for Aboriginal people to revel in Country and maintain connections to a vital component of their being as Indigenous. Secondly, by revealing Indigenous stories, experiences, and memories, Honouring Land Connections emphasises Indigenous voices and perspectives within a place dominated by Eurocentric outlooks and knowledges. Toonooba provides the backdrop on which the complexities of cultural and identity formation within settler-colonial spaces are highlighted whilst revelling in continuous Indigenous presence.Flood Markers as ArtArtists throughout the world have used flood markers as a means of visual expression through which to explore and reveal local histories, events, environments, and socio-cultural understandings of the relationships between persons, places, and the phenomena of flooding. Geertz describes art as a social text embedded within wider socio-cultural systems; providing insight into cultural, social, political, economic, gendered, religious, ethnic, environmental, and biographical contexts. Flood markers are not merely metric tools used for measuring the height of a river, but rather serve as culture artefacts or indexes (Gell Art and Agency; Gell "Technology of Enchantment") that are products and producers of socio-culture contexts and the memories and experiences embedded within them. Through different methods, mediums, and images, artists have created experiential and intellectual spaces where those who encounter their work are encouraged to engage their surroundings in thought provoking and often-new ways.In some cases, flood markers have brought attention to the “character and natural history” of a particular place, where artists such as Louise Lavarack have sought to provoke consciousness of the movement of water across flood plains (Lavarack). In other works, flood markers have served as memorials to individuals such as Gilbert White whose daughter honoured his life and research through installing a glass spire at Boulder Creek, Colorado in 2011 (White). Tragedies such as Hurricane Katrina in New Orleans in 2005 have also been commemorated through flood markers. Artist Christopher Saucedo carved 1,836 waves into a freestanding granite block; each wave representing a life lost (University of New Orleans). The weight of the granite symbolises the endurance and resilience of those who faced, and will continue to face, similar forces of nature. The Pillar of Courage erected in 2011 in Ipswich, Queensland, similarly contains the words “resilience, community, strength, heroes, caring and unity” with each word printed on six separate sections of the pillar, representing the six major floods that have hit the region (Chudleigh).Whilst these flood markers provide valuable insights into local histories, specific to each environmental and socio-cultural context, works such as the Pillar of Courage fail to address Indigenous relationships to Country. By framing flooding as a “natural disaster” to be overcome, rather than an expression of Country to be listened to and understood, Euro and human-centric perspectives are prioritised over Indigenous ways of knowing and being. Indigenous knowledges however encourages a reorientation of Eurocentric responses and relationships to Country, and in doing so challenge compartmentalised views of “nature” where flooding is separated from land and Country (Ingold Perception; Seton and Bradley; Singer). Honouring Land Connections symbolises the voice and eternal presence of Toonooba and counters presentations of flooding that depict it as historian Heather Goodall (36) once saw “as unusual events of disorder in which the river leaves its proper place with catastrophic results.”Country To understand flooding from Indigenous perspectives it is first necessary to discuss Country and apprehend what it means for Indigenous peoples. Country refers to the physical, cosmological, geographical, relational, and emotional setting upon which Indigenous identities and connections to place and kin are embedded. Far from a passive geographic location upon which interactions take place, Country is an active and responsive agent that shapes and contextualises social interactions between and amongst all living beings. Bob Morgan writes of how “Country is more than issues of land and geography; it is about spirituality and identity, knowing who we are and who we are connected to; and it helps us understand how all living things are connected.” Country is also an epistemological frame that is filled with knowledge that may be known and familiarised whilst being knowledge itself (Langton "Sacred"; Rose Dingo; Yunupingu).Central to understanding Country is the fact that it refers to a living being’s spiritual homeland which is the ontological place where relationships are formed and maintained (Yunupingu). As Country nurtures and provides the necessities for survival and prosperity, Indigenous people (but also non-Indigenous populations) have moral obligations to care for Country as kin (Rose Nourishing Terrains). Country is epistemic, relational, and ontological and refers to both physical locations as well as modes of “being” (Heidegger), meaning it is carried from place to place as an embodiment within a person’s consciousness. Sally Morgan (263) describes how “our country is alive, and no matter where we go, our country never leaves us.” Country therefore is fluid and mobile for it is ontologically inseparable to one’s personhood, reflected through phrases such as “I am country” (B. Morgan 204).Country is in continuous dialogue with its surroundings and provides the setting upon which human and non-human beings; topographical features such as mountains and rivers; ancestral beings and spirits such as the Rainbow Snake; and ecological phenomena such as winds, tides, and floods, interact and mutually inform each other’s existence (Rose Nourishing Terrains). For Aboriginal people, understanding Country requires “deep listening” (Atkinson; Ungunmerr), a responsive awareness that moves beyond monological and human-centric understandings of the world and calls for deeper understandings of the mutual and co-dependant relationships that exist within it. The awareness of such mutuality has been discussed through terms such as “kincentrism” (Salmón), “meshworks” (Ingold Lines), “webs of connection” (Hokari), “nesting” (Malpas), and “native science” (Cajete). Such concepts are ways of theorising “place” as relational, physical, and mental locations made up of numerous smaller interactions, each of which contribute to the identity and meaning of place. Whilst each individual agent or object retains its own autonomy, such autonomy is dependent on its wider relation to others, meaning that place is a location where “objectivity, subjectivity and inter-subjectivity converge” (Malpas 35) and where the very essence of place is revealed.Flooding as DialogueWhen positioned within Indigenous frameworks, flooding is both an agent and expression of Toonooba and Country. For the phenomenon to occur however, numerous elements come into play such as the fall of rain; the layout of the surrounding terrain; human interference through built weirs and dams; and the actions and intervention of ancestral beings and spirits. Furthermore, flooding has a direct impact on Country and all life within it. This is highlighted by Dharumbal Elder Uncle Billy Mann (Fitzroy Basin Association "Billy Mann") who speaks of the importance of flooding in bringing water to inland lagoons which provide food sources for Dharumbal people, especially at times when the water in Toonooba is low. Such lagoons remain important places for fishing, hunting, recreational activities, and cultural practices but are reliant on the flow of water caused by the flowing, and at times flooding river, which Uncle Mann describes as the “lifeblood” of Dharumbal people and Country (Fitzroy Basin Association "Billy Mann"). Through her research in the Murray-Darling region of New South Wales, Weir writes of how flooding sustains life though cycles that contribute to ecological balance, providing nourishment and food sources for all beings (see also Cullen and Cullen 98). Water’s movement across land provokes the movement of animals such as mice and lizards, providing food for snakes. Frogs emerge from dry clay plains, finding newly made waterholes. Small aquatic organisms flourish and provide food sources for birds. Golden and silver perch spawn, and receding waters promote germination and growth. Aboriginal artist Ron Hurley depicts a similar cycle in a screen-print titled Waterlily–Darambal Totem. In this work Hurley shows floodwaters washing away old water lily roots that have been cooked in ant bed ovens as part of Dharumbal ceremonies (UQ Anthropology Museum). The cooking of the water lily exposes new seeds, which rains carry to nearby creeks and lagoons. The seeds take root and provide food sources for the following year. Cooking water lily during Dharumbal ceremonies contributes to securing and maintaining a sustainable food source as well as being part of Dharumbal cultural practice. Culture, ecological management, and everyday activity are mutually connected, along with being revealed and revelled in. Aboriginal Elder and ranger Uncle Fred Conway explains how Country teaches Aboriginal people to live in balance with their surroundings (Fitzroy Basin Association "Fred Conway"). As Country is in constant communication, numerous signifiers can be observed on land and waterscapes, indicating the most productive and sustainable time to pursue certain actions, source particular foods, or move to particular locations. The best time for fishing in central Queensland for example is when Wattles are in bloom, indicating a time when fish are “fatter and sweeter” (Fitzroy Basin Association "Fred Conway"). In this case, the Wattle is 1) autonomous, having its own life cycle; 2) mutually dependant, coming into being because of seasonal weather patterns; and 3) an agent of Country that teaches those with awareness how to respond and benefit from its lessons.Dialogue with Country As Country is sentient and responsive, it is vital that a person remains contextually aware of their actions on and towards their surroundings. Indigenous peoples seek familiarity with Country but also ensure that they themselves are known and familiarised by it (Rose Dingo). In a practice likened to “baptism”, Langton ("Earth") describes how Aboriginal Elders in Cape York pour water over the head of newcomers as a way of introducing them to Country, and ensuring that Country knows those who walk upon it. These introductions are done out of respect for Country and are a way of protecting outsiders from the potentially harmful powers of ancestral beings. Toussaint et al. similarly note how during mortuary rites, parents of the deceased take water from rivers and spit it back into the land, symbolising the spirit’s return to Country.Dharumbal man Robin Hatfield demonstrates the importance of not interfering with the dialogue of Country through recalling being told as a child not to disturb Barraru or green frogs. Memmott (78) writes that frogs share a relationship with the rain and flooding caused by Munda-gadda, the Rainbow Snake. Uncle Dougie Hatfield explains the significance of Munda-gadda to his Country stating how “our Aboriginal culture tells us that all the waterways, lagoons, creeks, rivers etc. and many landforms were created by and still are protected by the Moonda-Ngutta, what white people call the Rainbow Snake” (Memmott 79).In the case of Robin Hatfield, to interfere with Barraru’s “business” is to threaten its dialogue with Munda-gadda and in turn the dialogue of Country in form of rain. In addition to disrupting the relational balance between the frog and Munda-gadda, such actions potentially have far-reaching social and cosmological consequences. The rain’s disruption affects the flood plains, which has direct consequences for local flora and transportation and germination of water lily seeds; fauna, affecting the spawning of fish and their movement into lagoons; and ancestral beings such as Munda-gadda who continue to reside within Toonooba.Honouring Land Connections provided artists with a means to enter their own dialogue with Country and explore, discuss, engage, negotiate, and affirm aspects of their indigeneity. The artists wanted the artwork to remain organic to demonstrate honour and respect for Dharumbal connections with Country (Roberts). This meant that materials were sourced from the surrounding Country and the poles placed in a wave-like pattern resembling Munda-gadda. Alongside the designs and symbols painted and carved into the poles, fish skins, birds, nests, and frogs are embalmed within cavities that are cut into the wood, acting as windows that allow viewers to witness components of Country that are often overlooked (see fig. 4). Country therefore is an equal participant within the artwork’s creation and continuing memories and stories. More than a representation of Country, Honouring Land Connections is a literal manifestation of it.Figure 4Opening Dialogue with Non-Indigenous AustraliaHonouring Land Connections is an artistic and cultural expression that revels in Indigenous understandings of place. The installation however remains positioned within a contested “hybrid” setting that is informed by both Indigenous and settler-colonial outlooks (Bhabha). The installation for example is separated from the other two artworks of Flood Markers that explore Rockhampton’s colonial and industrial history. Whilst these are positioned within a landscaped area, Honouring Land Connections is placed where the grass is dying, seating is lacking, and is situated next to a dilapidated coast guard building. It is a location that is as quickly left behind as it is encountered. Its separation from the other two works is further emphasised through its depiction in the project brief as a representation of Rockhampton’s pre-colonial history. Presenting it in such a way has the effect of bookending Aboriginal culture in relation to European settlement, suggesting that its themes belong to a time past rather than an immediate present. Almost as if it is a revelation in and of itself. Within settler-colonial settings, place is heavily politicised and often contested. In what can be seen as an ongoing form of colonialism, Eurocentric epistemologies and understandings of place continue to dominate public thought, rhetoric, and action in ways that legitimise White positionality whilst questioning and/or subjugating other ways of knowing, being, and doing (K. Martin; Moreton-Robinson; Wolfe). This turns places such as Toonooba into agonistic locations of contrasting and competing interests (Bradfield). For many Aboriginal peoples, the memories and emotions attached to a particular place can render it as either comfortable and culturally safe, or as unsafe, unsuitable, unwelcoming, and exclusionary (Fredericks). Honouring Land Connections is one way of publicly asserting and recognising Toonooba as a culturally safe, welcoming, and deeply meaningful place for Indigenous peoples. Whilst the themes explored in Honouring Land Connections are not overtly political, its presence on colonised/invaded land unsettles Eurocentric falsities and colonial amnesia (B. Martin) of an uncontested place and history in which Indigenous voices and knowledges are silenced. The artwork is a physical reminder that encourages awareness—particularly for non-Indigenous populations—of Indigenous voices that are continuously demanding recognition of Aboriginal place within Country. Similar to the boomerangs carved into the poles representing flooding as a natural expression of Country that will return (see fig. 5), Indigenous peoples continue to demand that the wider non-Indigenous population acknowledge, respect, and morally responded to Aboriginal cultures and knowledges.Figure 5Conclusion Far from a historic account of the past, the artists of CAM have created an artwork that promotes awareness of an immediate and emerging Indigenous presence on Country. It creates a space that is welcoming to Indigenous people, allowing them to engage with and affirm aspects of their living histories and cultural identities. Through sharing stories and providing “windows” into Aboriginal culture, Country, and lived experiences (which like the frogs of Toonooba are so often overlooked), the memory poles invite and welcome an open dialogue with non-Indigenous Australians where all may consider their shared presence and mutual dependence on each other and their surroundings.The memory poles are mediatory agents that stand on Country, revealing and bearing witness to the survival, resistance, tenacity, and continuity of Aboriginal peoples within the Rockhampton region and along Toonooba. Honouring Land Connections is not simply a means of reclaiming the river as an Indigenous space, for reclamation signifies something regained after it has been lost. What the memory poles signify is something eternally present, i.e. Toonooba is and forever will be embedded in Aboriginal Country in which we all, Indigenous and non-Indigenous, human and non-human, share. The memory poles serve as lasting reminders of whose Country Rockhampton is on and describes the life ways of that Country, including times of flood. Through celebrating and revelling in the presence of Country, the artists of CAM are revealing the deep connection they have to Country to the wider non-Indigenous community.ReferencesAtkinson, Judy. Abstract:
IntroductionNordic mythology, also known as Norse mythology, is a term used to describe Medieval creation myths and tales of Gods and otherworldly realms, told and retold by Northern Germanic and Scandinavian tribes of the ninth century AD (see for example Gaiman).I discuss a new type of Nordic mythology that is being created through popular culture, social media, books, and television shows. I am interested in how contemporary portrayals of the Nordic countries has created a kind of mythological place called Scandinavia, where things, people, and ideas are better than in other places.Whereas the old myths portray a fierce warrior race, the new myths create a utopian Scandinavia as a place that is inherently good; a place that is progressive and harmonious. In the creation of these new myths the underbelly of the North is often neglected, producing a homogenised representation of a group of countries that are in actuality diverse and inevitably imperfect.ScandimaniaGenerally the term Scandinavia always refers to Denmark, Norway, and Sweden. When including Finland and Iceland, it is more accurate to refer to the five as the Nordic countries. I was born and grew up in Denmark. My observations are skewed towards a focus on Denmark, rather than Scandinavia as a whole. Though I will use the term Nordic and Scandinavia throughout the article, it is worth noting that these definitions describe a group of countries that despite some commonalities are also quite different in geography, and culture.Whether we are speaking strictly of Scandinavia or of the Nordic countries as a whole, one thing is certain: in recent years there has been a surge of popularity in all things Nordic. Scandinavian design has been popular since the 1950s, known for its functionality and simplistic beauty, and globalised through the Swedish furniture chain IKEA. Consequently, Nordic interior design has become a style widely praised and emulated, as has Nordic fashion, architecture, and innovation.The fact that Scandinavian people are often represented as being intelligent and beautiful adds to the notion of stylish and aesthetically pleasing ideals. This is partly why sperm from Danish sperm donors is the most sought after and widely distributed in the world: perhaps prospective parents find the idea of having a baby of Viking stock appealing (Kale). Nordic countries are also known for their egalitarian societies, which are described as “the holy grail of a healthy economy and society” (Cleary). These are countries where the collective good is cherished. Tax rates are high (in Denmark between 55 per cent and 60 per cent of income), which leads to excellent welfare systems.In recent years other terms have entered the collective Western vocabulary. New Nordic Cuisine describes a trend that has taken the culinary world by storm. This term refers to food that is created with seasonal, local, and foraged ingredients. The emphasis being a renewed connection to nature and old ways. In 2016 the Danish word hygge was shortlisted by the Oxford Dictionary as word of the year. A word, which has no direct English translation, it means “a quality of cosiness and comfortable conviviality that engenders a feeling of contentment or well-being (regarded as a defining characteristic of Danish culture)”. Countless books were published in the United Kingdom, and elsewhere, explaining the art of hygge. Other Scandinavian words are now becoming popular, such as the Swedish lagom, meaning “just enough”.In the past two years, the United Nations’ World Happiness Report listed Denmark and Norway as the happiest places on earth. Other surveys similarly put the Nordic countries on top as the most prosperous places on earth (Anderson).Mythologies and Discursive FormationsThe standard definition of myth is a “traditional story, especially one concerning the early history of a people or explaining a natural or social phenomenon, and typically involving supernatural beings or events.” Or “A widely held but false belief or idea” (Oxford Dictionaries, Myth).During what became known as the “discursive turn”, both Barthes and Foucault expanded the conception of myth by placing it within a wider socio-political and historical contexts of power and truth. “Discursive formations” became a commonly accepted way of describing a cluster of ideas, images, and practices that define particular “truths” within a given cultural context (Hall 6). In other words, myths serve specific purposes within given socio-cultural constructions.I argue that the current idolisation of Scandinavia is creating a common global narrative of a superior society. A mythical place that has “figured it out”, and found the key to happiness. The mythologised North is based on an array of media stories, statistics, reports, articles, advertising, political rhetoric, books, films, TV series, exhibitions, and social media activity. These perpetuate a “truth” of the Nordic countries as being especially benign, cultured, and distinguished. The Smiling PolicemanIn his well-known essay Myth Today, Barthes analyses an image of a North African boy in uniform saluting the French flag on the front cover of a magazine. Barthes argues that by analysing the semiotic meaning of the image in two stages, one can identify the “myth”.The first level is the signifiers (what we see), a dark skinned boy, a uniform, a raised arm, a flag. The signified is our recognition of these as a North African boy raising his arm to the French flag. The second level of interpretation is the wider context in which we understand what we see: the greatness of France is signified in the depiction of one of her colonial subjects submitting to and glorifying the flag. That is to say, the myth generated by the image is the story of France as a great colonial and military nation.Now take a look at this image, which was distributed the world over in newspapers, online media, and in turn social media (Warren; Kolff). This image is interesting because it epitomises much of what is believed about Scandinavia (the new myths). If we approach the image through the semiotic lens of Barthes, we firstly describe what is seen in the picture (signifiers): a blonde policeman, a girl of dark complexion, a road in the countryside, a van in the distance, and some other people with backpacks on the side of the road. When we put these elements together in context, we understand that the image to be depicting a Danish policeman, blonde, smiling and handsome, playing with a Syrian refugee girl on an empty Danish highway, with her fellow refugees behind her.The second level of interpretation (the myth) is created by combining the elements into a story: A friendly police officer is playing with a refugee girl, which is unusual because policemen are commonly seen as authoritarian and unfriendly to illegal immigrants. This policeman is smiling. He is happy in his job. He is healthy, good-looking, and compassionate.This fits the image of Scandinavian men as good fathers (they have paternity leave, and often help equally with child rearing). The image confirms that the happiest people on earth would of course also have happy, friendly policemen. The belief that the Scandinavian social model is one to admire would appear to be endorsed.The fact that this is in a rural setting with green landscapes adds further to the notion of Nordic freshness, naturalness, environmentalism, and food that comes from the wild. The fact that the policeman is well-groomed, stylish, well-built, and handsome reinforces the notion that Scandinavia is a place of style and taste, where the good Viking gene pool produces fit and beautiful people.It makes sense that in a place with a focus on togetherness and the common good, refugees are also treated well. Just as the French image of a dark-skinned boy saluting the French flag sent out messages of French superiority, this image sends out messages of inherent Nordic goodness in a time where positive images of the European refugee crisis are few and far between.In a discursive discussion, one asks not only what meanings does this image convey, but why is this image chosen, distributed, shared, tweeted, and promoted over other images? What purpose does its proliferation serve? What is the historical context in which it is popularised? What is the cultural imagination/narrative that is served? In the current often depressing socio-political situation in Europe, people like to know that there is a place where compassion and play exists.Among other news stories of death, despair, and border protection, depictions of an idealised North can help calm anxieties by implying the existence of a place that is free of conflict. Jakob Stougaard-Nielsen writes:The flood of journalistic and popular ethnographic explorations of the Nordic region in the UK is an expression, perhaps, of a search for a lost sense of identity, a nostalgic longing for an imagined past society more in tune with pre-Thatcherite welfarist values, by way of consuming, appropriating and exoticising proximate cultural identities such as the now much hyped Danish or Nordic utopias. (Nordic Noir, 6)In The Almost Nearly Perfect People, British writer Michael Booth wonders: “one thing in particular about this new-found love of all things Scandinavian … which struck me as particularly odd: considering all this positive PR, and with awareness of the so-called Nordic miracle at an all-time high, why wasn’t everyone flocking to live here [in Denmark]?” (7).In actuality not many people in the West are interested in living in the Nordic countries. Rather, as Barbara Goodwin writes: “utopias hold up a mirror to the fears and aspirations of the time in which they were written” (2). In other words, in an age of anxiety, where traditional norms and stabilities are shifting, to believe that there is a place where contemporary societies have found a way of living in happiness and togetherness provides a sense of hope. People are not flocking to live in Scandinavia because it is not in their interests to have their utopian ideals shattered by the reality that, though the North has a lot to offer, it is inevitably not a utopia (Sougaard-Nielsen, The Truth Is).UnderbellyParadoxically, in recent years, Scandinavia has become well known for its “Nordic Noir” crime fiction and television. In the documentary TV series Scandimania, British TV personality Hugh Fearnley-Whittingstall travels through Denmark, Sweden, and Norway, exploring the culture, scenery, and food. He finds it curious that Denmark has become so famous for its sombre crime series, such as The Killing and The Bridge, because it seems so far removed from the Denmark he experiences riding around the streets of Copenhagen on his bike.Fearnley-Whittingstall ponders that one has to look hard to find the dark side of Denmark, and that perhaps it does not actually exist at all. This observation points to something essential. Even though millions of viewers worldwide have seen shows such as The Killing, which are known for their dark story lines, bleak urban settings, complex but realistic characters, progressive gender equality, and social commentary, the positive mythologising of Scandinavia remains so strong that it engenders a belief that the underbelly shown in Nordic Noir is perhaps entirely fictional.Stougaard-Nielsen (see also Pitcher, Consuming Race) argues that perhaps the British obsession with Nordic Noir (and this could be applied to other western countries) can be attributed to “a more appropriate white cosmopolitan desire to imagine rooted identities in an age of globalisation steeped in complex identity politics” (Nordic Noir, 8). That is to say that, for a segment of society which feels overwhelmed by contemporary multiculturalism, there may be a pleasure in watching a show that is predominantly populated by white Nordic protagonists, where the homes and people are stylish, and where the Nordic model of welfare and progressive thinking provides a rich identity source for white people as a symbolic point of origin.The watching/reading of Nordic Noir, as well as other preoccupations with all things Nordic, help build upon a mythological sense of whiteness that sets itself apart from our usual notions of race politics, by being an accepted form of longing for the North of bygone ages: a place that is progressive, moral, stylish, and imbued with aspirational ways of living, thinking, and being (Pitcher, Racial Politics).The image of the Danish police officer and the refugee girl fits this ideal of a progressive society where race relations are uncomplicated. The policeman who epitomises the Nordic ideal is in a position of power, but this is an authority which is benevolent. The girl is non-threatening in her otherness, because she is a child and female, and therefore does not fit the culturally dreaded Muslim/terrorist stereotype. In this constellation the two can meet beautifully.The reality, of course, is that the race relations and issues surrounding immigration in Denmark, and in other Nordic countries, are as complicated and often messy and hateful as they are in other countries. In Sweden, as Fearnley-Whittingstall touches upon in Scandimania, there are escalating problems with integration of the many new Swedes and growing inequalities in wealth. In Norway, the underlying race tensions became acutely topical in the aftermath of the 2011 massacre, where right-wing extremist Anders Breivik killed 77 people. Denmark has one of the harshest anti-immigration laws in Europe, laws that are continuously being tightened (Boserup); and whenever visiting Denmark I have been surprised to see how much space and time discussions about immigration and integration take up in the news and current affairs.If we contrast the previous image with the image above, taken within a similar timeframe on the same Danish highway, we can see the reality of Danish immigration policies. Here we are exposed to a different story. The scene and the location is the same, but the power dynamics have shifted from benign, peaceful, and playful to aggressive, authoritarian, and conflict ridden. A desperate father carries his daughter, determined to march on towards their destination of Sweden. The policeman is pulling his arm, attempting to detain the refugees so that they cannot go further, the goal being to deport the Syrians back to their previous place of detention, just over the border in Germany (Harticollis). While the previous image reflects the humanity of the refugee crisis, this image reflects the politics, policies, and to a large extent public opinion in Denmark, which is not refugee-friendly. This image, however, was not widely distributed, partly because it feeds into the same depressing narrative of an unsolvable refugee crisis seen so often elsewhere, and partly because it does not fit into the narrative of the infallible North. It could not be tweeted with the hashtag #Humanity, nor shared on Facebook with a smiley face and liked with an emoji heart.Another image from Denmark, in the form of a politically funded billboard, shows that there are deep-seated tendencies within Danish society that want to promote and retain a Denmark which adheres to its traditional values and ethnic whiteness. The image was displayed all over the country, at train stations, bus stops, and other public spaces when I visited in 2016. It was issued by Dansk Folkeparti (the Danish People’s Party); a party which is anti-immigration and which was until recently the country’s second largest party. The title says “Our Denmark”, while the byline cleverly plays with the double meaning of passe på: it can mean “there is so much we need to take care of”, but also “there is so much we need to beware of.” In other words, the white working-class family needs to take care of their Denmark, and beware of anyone who does not fit into this norm. Though hugely contested and criticised (Cremer; see a counter-reaction designed by opponents below), the fact that thinly veiled anti-immigration propaganda can be so readily distributed speaks of an underbelly in Danish society that is not made of the dark murder mysteries in The Killing, but rather of a quietly brewing distain for the foreigner that reigns within stylishly designed living rooms. ConclusionMyths are stories cultures tell and retell until they form a belief system that becomes a natural part of our collective narrative. For Barthes, these stories were intrinsically connected to our understanding of language and our ability to read images, films, artifacts, and popular culture more generally. To later cultural theorists, the notion of discursive formations expands this understanding, to see myth within a broader network of socio-political discourses placed within a certain place and time in history. When connected, small narratives (images, advertising, film, music, news stories, social media sharing, scientific evidence, etc.) come together to form a common narrative (the myth) about how things are and should be in relation to a particular topic. The culminating popularity of numerous Nordic themes (Nordic television/film, interior design, fashion, cuisine, architecture, lifestyle, sustainability, welfare system, school system, gender equality, etc.) has created a grand narrative of the Nordic countries as a type of utopia: one that shows the rest of the world that an egalitarian society of togetherness and progressive innovation is possible. This mythologisation serves to quell anxieties about the flux and uncertainty of contemporary times, and may also serve to legitimise a yearning for a simple, benign, and progressive whiteness, where we imagine Nordic families sitting peacefully at their beechwood dining tables, candles lit, playing board games.
