The current study aimed to evaluation of a Rural Development project in this case the (Kabelo Trust), by evaluating the factors that contributes to its sustainability even though 70% of the members did not undergo high school education. Qualitative research methods was employed in gathering accurate information from the project members about the strategies that they are employing in sustaining the project while many government funded project does not last for even a year. The involvement of the stakeholders like Setsoto Local Municipality, the Department of Agriculture and the Department of Rural Development and Land Reform, the role they played in the project was also explored. It was therefore suggested by the researcher that the main stakeholder which is the Department of Agriculture should assist the project in establishing market for products in other countries.

In South Africa, democracy has brought transformative improvement in the system of governance. The Constitution of the Republic of South Africa (1996) implemented in the post-apartheid era, has raised the status of the lowest sphere of government, by granting these authorities delegated responsibilities. This sphere of governance is known as local government (municipal government) and in the present context developmental local government is both democratically elected and decentralized. The restructuring of local governance requires municipalities to serve the communities within their areas of jurisdiction. This has brought capacity challenges for the municipalities. They are charged with delivering acceptable standards of services to the residents. The current lack of deliverance is evident in the widespread protests, with community members showing their dissatisfaction with sub-standard service delivery and backlogs. Furthermore, municipalities are required to formulate their own by-laws improve the lives of community members, and to implement their legislative mandates satisfactorily. In order for the municipalities to perform more effectively, a transformative model is necessary. The quality of services currently delivered at municipal level must be reviewed. Monitoring and evaluation are the key elements of assessment which must be undertaken. The rationale behind this monitoring and evaluation is to make the system of governance more effective through an even-handed assessment of policies, programmes, projects, strategies, performance of personnel, and the organization as a whole. For the purpose of this study, the researcher explored the challenges regarding monitoring and evaluation and its impact on sustainable development in Sedibeng District Municipality utilizing the quantitative research approach. The business owners were selected from various accommodation facilities within the uMhlathuze municipality ranging from small scale guest houses to 4 star hotels. It was envisaged that this diversity in the types of accommodation businesses would reflect diverse knowledge of sustainable tourism development. The selection of tourism business owners from a wider age range also helped this study in gathering much information and allowed the researcher to assess various trends and practices promoting sustainable tourism development in the study area. The objectives which were set for the study assisted to accomplish the main goals of the study. The fundamental objectives were as follows: • To investigate if the tourism business owners understand the meaning of sustainable tourism development. • To explore if practices of sustainability benefit tourism business owners in the study area. • To find out if tourism business owners are aware of the sustainable tourism development principles. • To find out if tourism business owners have attended any training related to sustainable tourism development.These objectives were formulated in order to clarify the intention of the study which was to find out the attitude of tourism business owners towards sustainable tourism development. The data was collected through self-administered questionnaires and interviews with both open and closed ended questions. The Statistical Package of Social Sciences (SPSS) was used to analyse the research data. Based on the analysis derived from the above, it could be concluded that respondents in the study area have a good idea of what is meant by the concept “sustainable tourism development”. The respondents were asked to give examples of what indicates practices of sustainable tourism development, and they gave examples that include: saving and conserving infrastructure, recycling waste, good maintenance of facilities, increase number of tourists, and protected environment. The majority of respondents indicated that sustainable tourism development benefits them in their businesses, through education, economy boost, jobs, conserving of environment, protecting businesses and it also helps them to have a sense of wellbeing. Tourism business owners are aware of sustainable principles and how they are important to them and their businesses. Finally, the tourism businesses owners agreed that there are being educated about sustainable tourism development and they do attend training which is organised by uMhlathuze municipality and KZN Department of Economic Development Tourism and Environmental Affairs (KZN-EDTEA). In conclusion, findings identified that sustainable tourism is important to tourism business owners as it assist them in growing their business and maintaining them for the future generation. Tourism business owners understood that sustainable tourism is not a special type of tourism, but rather all types of tourism must strive to be sustainable.

A thesis submitted to the Faculty of Arts in partial fulfilment of the requirements for the Degree of Master of Arts Community Work in the Department of Social Work at the University of Zululand, South Africa, 2012Community development in rural areas is under stress due to numerous setbacks such as theft, neglect, and lack of skills from the community to support development initiatives. The municipality remains the only relevant government institution that could deal with this unsustainable nature of community development by establishing an effective partnership with rural communities. In principle partnerships offer many advantages including that of sustainability of community development infrastructures. This study demonstrates that municipality has a valuable role to play in dealing with sustainability of community development. The study emphasises that both the municipality officials and the community should acquire relevant skills that would promote sustainable community development. The study was descriptive, exploratory and qualitative in nature. A survey questionnaire containing both qualitative and quantitative questions was used to collect the data from the respondents. The findings in this study indicate that the rural communities in Mandeni municipality are not empowered by the partnership between them and the municipality. The municipality is also experiencing a shortage of personnel and appropriate specialists to facilitate mentorship programmes for the rural communities on sustainable community development. In the study respondents also indicated that a partnership is necessary to empower a rural community on sustainable community development provided the community and municipality officials are trained adequately. Partnerships will increasingly become a popular approach to government-community relations, from this perspective there is a hope for improved services for communities in rural areas.

Capacity problems in communities have been identified as a major impediment to service delivery and the achievement of a developmental local government especially at Sedibeng District Municipality. The socio-economic profile of the Sedibeng District Municipality was studied in order to determine the extent of underdevelopment in the area.
The study focused on the investigation of community capacity building initiatives in Sedibeng District Municipality area. This means that the potential or competency, or lack thereof, found outside of municipalities structures which includes the socio-economic database, political, legislative, social capital within communities was studied to determine how it can be proactively tapped into to encourage sustainable development in line with the achievement of the Millennium Development Goals of the United Nations within the Sedibeng area. The problems which necessitate capacity building within the Sedibeng District Municipal area were also looked at.
For the purposes of this study, the hypothesis was constructed as follows: "Poverty, illiteracy and ignorance affect a high number of community members in the Sedibeng District Municipality whose confidence and self reliance can be regenerated through community capacity building initiatives being sustained at Sedibeng District Municipality". To test the validity of this hypothesis, academic and non-academic literature ,,"{as reviewed, interviews with members of various community projects and Sedibeng District LED staff were undertaken.

This study presents results to be contributed to the field of Environmental Education. It is a new arena for qualifications development and implementation in the South African Education and Training system. The study is located in the context of a joint research programme focusing on understanding issues of articulation and learning pathways development for sustainable development, established between the South African Qualifications Authority (SAQA) in partnership with Rhodes University, Environmental Learning Research Centre (ELRC). Phase 1 of the SAQA/ELRC research showed that researching workplace learning requires an understanding of learning pathways, if it is to be meaningful. It is for this reason that this research in phase 2 focuses specifically on learning pathways in the context of a local municipality in Makana. Using a case study research approach and qualitative data, this study investigated learning pathways for three occupational categories at different levels in the Makana Municipality: 1) key managerial occupations; 2) key supervisory occupations; and 3) key workers occupations relevant to sustainable development and how they are shaped and experienced. It also identified system and structural factors influencing articulation and access issues relevant to progress in learning pathways relevant to these key occupations. The study was designed using a case study research. Primarily, qualitative research techniques were employed to generate data, including observations, interviews and document analysis. The study used inductive, abductive and retroductive modes of inference to interpret and analyse data, using critical realist and systems perspectives. The findings on worker learning pathways show that there is a discrepancy between the Training Policy and the Environmental Training and Education Strategy of Makana Municipality. The issue of complexity in learning pathways and social structural factors such as inequality emerged as factors that strongly influenced learning pathways for workers. Learning pathways for workers involved in sustainable development practices hardly existed or simply did not exist. Interesting transitions associated with learning pathways such as from home, to work or no schooling in the case of the workers, showed a pattern of emergence. These showed that learning pathways are not accessible and equally available to everyone as can often erroneously be assumed. The findings on supervisor learning pathways show diverse complexities as well as related issues, when compared to the worker’s learning pathways. Issues such as overlapping of study and work emerge as influential to supervisor learning pathways. Lack of support is, however, an influencing factor, but in a different context compared to the workers, and mainly focuses on lack of bursaries, highlighting training policy issues. This aspect was found to also relate to lack of proper resources in order to enable them to learn and do their job better; an issue raised by the workers too. This challenge of lack of support in various forms posed a barrier to learning pathways. Findings related to the manager’s learning pathways show a noticeable gap between the workers, supervisors and managers. The manager’s generally have higher education qualifications related to sustainable development, and in certain cases managers have had exposure to international training related to sustainable development. Factors such as ample opportunities for learning, mentoring, association on professional bodies, and decision making powers influenced the manager’s learning pathways. It was also notable that while managers receive occupationally directed training, it is not necessarily sustainable development related. In theory, the results highlighted a need to understand systems as a whole and how their integration is important in influencing learning pathways. There were also underlying mechanisms and structures identified which needed to be unravelled and understood as these were found to influence learning pathways in this study. The study highlighted critical insights in understanding how learning pathways in a local municipality context (the case of Makana Municipality) are constructed by both systems and structural factors in the workplace, while also identifying ways in which agency of those engaged in learning for sustainable development in workplaces is enabled and /or constrained by such factors. It also showed the persistence of deep-seated inequalities of opportunity, especially for workers, to access and participate in sustainable development learning pathways.

SMEs play a vital role in the country. For the purpose of the study the focus was on SMEs in the Nelson Mandela Bay Municipality Jurisdiction. Businesses which met the SME criteria (refer to Chapter 1, Section 1.7.1), (Du Plessis, 1996: 162; Marx et al., 1998: 728) were included in this study. The study is formed around the aspects of business which contribute to the growth of the business in the long term. A specific study was conducted on the ethnic entrepreneur and the aspects that influence business growth. There are many factors which influence the growth of the business; for the purpose of this study, a specific focus was placed on: (1) knowledge with regard to business; (2) entrepreneurial culture; (3) brand management; (4) location of the business; (5) business relationships; and (6) cultural influences. These variables will determine how the growth of the business is ultimately influenced. The research can also discover from respondents what they view as important in their lives. The study then goes further to analyse whether the independent variables, as reacted to by the respondents, have a significant or non-significant effect on growth.

Activities in and connected to cities are responsible for around 70 % of the global CO2 emissions and as the urbanization to cities are likely to increase in forthcoming future, actions to handle this situation are of vital importance. Through the integration of sustainable development in cities’ urban development, this have large potential to improve social, economic and ecological aspects in the cities. Besides being the places where most of the global consumption and emissions come from, it’s in these specific places where essential effects can be reached. There’re, however, difficulties with this, due to that it requires participation and responsibility from all stakeholders in the city. Different cities have different capabilities and conditions to work with sustainable development, which is why this study examine the two cities of Linköping and Norrköping. The study is based on interviews with actors that are closely connected to the urban development in the both cities. The results shows that the cities have different historical background and city structure, causing them to work a bit differently. Furthermore, the result also indicate that the largest challenges are how to handle the transportation issue, conflicts of interests as well as cooperation between different stakeholders.

Sustainable development includes environmental, social and economic dimension, which has become an accepted concept at all levels of society. There is also a need for these dimensions to integrate with each other. To attain a sustainable development it has to be seen as a whole. The environmental objectives were established by Swedish parliament in 1999; however these objectives are only one of the steps in achieving a sustainable society. Swedish municipality are forced to use the environmental objectives for guidance in planning society. Municipalities have a responsibility to integrate environmental issues into political processes and at the same time contribute to an increase of the awareness about these issues. There is no guidance in the work with the environmental objectives and municipality have to work on the basis of their own environment and conditions.
The aim of this essay was to study the work of implementing environmental objectives in one municipality, with the focus on the objectives four and fifteen; towards an ecological sustainable development with support of the environmental work of another municipality. The focus of the work lays on the formulation of environmental objectives four and fifteen in order for them to be achieved without difficulty.
One conclusion is that none of the chosen environmental objectives are reached. The theoretical discussion highlights the importance of a communicative work between different participants and also information about the environmental issues on the individual level.
This work was considered to contribute to future research concerning municipalities work with environmental objectives.

Long term growth and sustainability of cooperatives has become the focus of many countries worldwide. Cooperatives have been seen as the platform for uplifting disadvantaged communities while improving standards of the poor in countries such as Canada, Kenya, Ghana and Nigeria (Department of Trade and Industry, 2012). In South Africa, cooperatives are seen as playing a role in poverty eradication, equal distribution of wealth, employment creation, food security and as a contributor to the economic activity. The South African government have implemented policies aimed at improving the performance and sustainability of agriculture cooperatives in South Africa. Despite all the efforts cooperatives still face sustainability challenges. Therefore the purpose of this research was to investigate the sustainability challenges that prevent the permanent establishment of cooperatives and to understand the dynamics and nature of failure associated with agricultural cooperatives .A case study methodology was used to examine a single case in-depth and to understand the factors affecting agricultural cooperatives. The main challenges identified in the study include; poor communication, limited access to markets, access to finance, a lack of good governance and a lack of managerial skills. The study recommended capacity building as the first point of reference in order to deal with challenges such as communication, access to markets and a lack of managerial skills. A lack of good governance is regarded as an attitude problem which requires setting ethical standards and rules accompanied by a penalty to the member if they are found to be breaking the rules. Access to finances is regarded as a skills and competence phenomenon which requires people to develop planning and financial literacy skills, which will enable them to formulate business plans and use them as a control tool for managing the cooperative. The business plan is also regarded as an asset or security document which acts as a proof that the cooperative is well planned, organised and sustainable. The research concludes with suggesting areas for future study to investigate the impact of informal education practices on skills development in the success of cooperatives.

Sweden hosted the first environmental development conference in 1972 and since then has been a European role model in sustainability issues (UN, 1972), following the triple bottom line: concern for the planet, people and profit (Coombs & Holladay, 2012). The present study deals with the application of micro-ethnography in sustainable communication, in the case of the municipality of Gnosjö in Sweden. Based on internal, external and strategic communication literature, the case study of Gnosjö, in which different areas of organisational communication were represented and how they affected the sustainable development of the organisation, is presented and analysed. It was investigated, which communication channels the municipality uses, how these channels look like and which aspects influence the communication and its development. The approaches of micro-ethnography were applied to collect and evaluate data. For this purpose, data were collected from participating observations with employees at Gnosjö town hall and the collection of seven interviews with informants from the fields of communication and sustainability and constantly compared. The exploratory data analysis reveals how the employees remained powerless in performing their work routine. Politicians, as the main decision-makers, play an important role in the development of the municipality. Therefore, they should attend training programs to understand the importance of sustainable communication internally and externally.

This research study evaluated and assessed the extent to which strategic management processes integrated economic, environmental and social sustainability elements in the fiveyear strategy (2012) of Elundini Local Municipality (ELM). The study focused on three areas of strategic management, that is, environmental analysis, strategic direction and strategy formulation. The study also looked at possible reasons for sustainability integration in ELM strategy or lack thereof and also recommended possible solutions. The literature reviewed revealed that there was adequate basis for municipalities to integrate sustainable development in their strategies even though sustainability was noted as an evolving, complex and changing phenomenon. Local Agenda 21 principles, national legislative & policy framework, regulations and other relevant guidelines were found to be adequate for municipalities to develop credible sustainability strategies. The objectives of the study were achieved by data collected through the review of existing literature; the review of ELM Five Year Strategy (2012-2017); and SIAT-based questionnaires that were filled in by ELM employees. The results of the study showed that economic and social sustainability activities were identified most in the ELM strategy compared to environmental sustainability. The study then mainly recommended the review of the current strategy in order to improve all areas of strategy formulation; introduction of Economic, Social and Environmental sustainability – Strengths, Weaknesses, Opportunities and Threats (ESEs-SWOT) for internal analysis as an improvement of SWOT analysis; introduction of Sustainability Integration and Strategic Management Framework (SISMF) as an improvement to existing framework.

Thesis (M.Dev.) --University of Limpopo, 2011The poverty and unemployment that face the Greater Tubatse Municipality (GTM) despite being endowed with mineral resources prompted me to undertake a study to unearth possible challenges. This sub-region of the Greater Sekhukhune District Municipality, which is one of the five municipalities, looks better off as compared to other local municipalities within the district. Suffice it to say that it is one of the most poverty stricken, even worse than the Fetakgomo Local Municipality in the west. This local municipality is rich in mineral deposits and is a booming industrial hub of the Limpopo Province. Given the potential the municipality has, it is regrettable to realise that the residents of the municipality are the most poorest and unemployed. Like each and every municipality, GTM has a fully-fledged economic (LED) and land development department under which Local Economic Development falls. This brings confusion as to whether the municipality is facing human or financial constraints in terms of fulfilling its LED role. That brings us to the aim of the study, namely, the intention to investigate the impact service delivery, coupled with infrastructure development, could produce on sustainable LED. Thus, the present researcher decided to consider a qualitative approach/methodology towards this problem as a way to investigate the underlying circumstances that could hinder the realization and flourishing of LED within the municipality. The reason being to collect first-hand information in terms of what is transpiring in the municipality. On one hand there is a lack of the above-mentioned resources, on the other hand, leadership within the municipality should be reviewed. As a recommendation, the GTM should focus on areas that could bring incentives and confidence to the investors by providing sustainable infrastructure, a crime free environment and thus position the municipality as a tourism destination, these are some of the aspects that could grow an LED. The aspect of skills within the municipality, particularly in the area of LED, should be beefed up as part of the recruitment strategy. LED is concerned with the creation of an environment that will engage stakeholders in implementing strategies and programmes.

Due to the current high levels of urbanisation and the lingering effects of Apartheid, South African municipalities have experienced difficulties in planning for sustainability and more specifically sustainable community development. Sustainable community development is needed in order to achieve more integrated and sustainable towns and cities with an improved urban environment and a higher quality of life. Due to this sustainable community development is of particular relevance to South Africa. Although policies and legislation exist at international, national and local level, there is a lack of suitable planning instruments to guide sustainable community development.
Tlokwe Local Municipality is researched as study area to test and develop planning instruments for sustainable community development. An assessment matrix of sustainability indicators is linked to Multi-criteria analysis (MCA) and applied to identify the themes and sub-themes applicable to sustainability in which intervention is required to improve the sustainability rating of the municipality. A Goal Assessment Matrix (GAM) approach is used to score and prioritise municipal projects, plans and strategies according to sustainable community development fundamentals. The top scoring projects are indicative of the achievement of sustainable community development goals and objectives. The result of the sustainability assessment is that the Tlokwe Local Municipality is considered to be relatively sustainable, performing overall better than the three spheres of government against which it was measured. Subsequent to the GAM assessment a lack of alignment between the sectoral plans was identified as well as the duplication of projects. The projects, plans and strategies of the municipality are found to not have been formulated with sustainable community development framework as a guiding goal.
It is recommended that municipalities use the assessment matrix methods to determine its level of sustainability when developing respective sectoral plans (SDFs, ITPs, EMFs and IDPs). Areas in which there is a lack of sustainability are highlighted and can consequently be addressed through intervention strategies. Prioritising municipal projects, plans and strategies through the use of GAM identifies crucial projects that need special attention to ensure their successful implementation as this will largely aid sustainable community development. Firstly, it investigated the existence of the Local Economic Development (LED) strategy, and secondly, the sustainability of such a strategy at the Thembisile municipality in Mpumalanga province. The rationale behind this study was to provide the municipality with possible mechanisms to improve the development and implementation of the LED policy. The concept of Local Economic Development has been studied and debated widely in South Africa. The importance of introducing policies that assist to stimulate economic activities at the local sphere of government has been acknowledged by a number of scholars. The LED policy in South Africa was developed as a way of creating a platform for municipalities to play a role in economy of the municipality and the country. This study focused on how the LED policy has been developed and implemented at the Thembisile municipality. In order to achieve this, various strategies were used to collect data. Firstly, policy documents such as the Mpumalanga Provincial Growth and Development Strategy and the Thembisile Municipality’s LED strategy were studied. Secondly, questionnaires were administered to participants. Interviews were also conducted with members of the LED Committee at the municipality and entrepreneurs. The study mainly used the Evaluation Research methods to analyze the various critical aspects of policy implementation. The results of the study show that there are possible improvements both in the development and implementation of the LED strategy at Thembisile municipality. It is also critical that the element of sustainability enterprises established should be prioritized. Finally, the study provides recommendations for improvement for the municipality.

The study deals with the promotion of community involvement and other stakeholders by municipality in ensuring the tourism sustainability. The objectives of this research are to explain the theoretical analysis of the concepts: tourism and poverty alleviation; mechanisms and procedures to be used to encourage community participation in making tourism economically viable around Sedibeng District Municipality; results in economic benefits to business and host community and management of available resources and procedures. A random sample of thirty participants took part in the study. A questionnaire was used as research instrument for data gathering from the participants. Literature study was utilized to support the empirical research and to check implementation of legislation and regulations, regarding tourism management. It was discovered that municipalities may not be so capable of effectively addressing the role that tourism can play in poverty alleviation. The total number of households in Sedibeng District Municipality is estimated at 224
307. Sedibeng District Municipality experience high level of unemployment and poverty
(51% of the people of Sedibeng District Municipality live in poverty), education and
literacy levels and an economy that does not yield the concomitant jobs. This is further
compounded by low levels of skills. These aspects are closely related to the socioeconomic
conditions throughout the Sedibeng District Municipality. For the purpose of
this study poverty is defined as the inability of the households to attain a minimal
standard of living, measured in terms of basic consumption needs or the income required
to satisfy them. A means to help obviate these economic hazards for sustainable living is
community food gardens.
For the purpose of this study a hypothesis was constructed: the high incidence of poverty
rates and food costs at Sedibeng District Municipality makes community food projects a
necessary tool for sustainable development. To obtain the answers to verify the
hypothesis, literature study was used to trace the practices of community food gardens in
Sedibeng District Municipality. An empirical study was conducted to confirm the
hypothesis of this study. The following was confiied:
- This study shows that the level of poverty and of unemployment is high in SDM.
This remains a challenge to the government and the community to utilize the
natural resources in an effective manner.
- The study has shown that the communities are capable of empowering
themselves. Households usually grow vegetables in their backyards. Due to
common economical requirements, communities established groups to form
community food gardens to assist each other, to feed their families and the hungry
communities.
- The food that they grow is donated to the schools to feed
disadvantaged learners, sick people who are on medication and disabled persons;
they also sell the surplus to acquire additional funds.
- The ability to farm and to produce sustainably based on long term effects of
various properties and processes essential to crop productivity and long term
availability of inputs is seen as sustainable and effective, land may be used for a
long term. SDM has the potential in all kinds of agriculture. That includes live
stock farming to small gardens for sustenance. The land is fertile and there is
vacant land that must be reserved for agricultural purposes.
- The method used for producing crops is proved to be effective as the CFGs
continuously use the available resources at their best ability. An example is the
crop rotation whereby participants always alternate their crops on their land. They
do this to reduce the exhaustion of the soil form the same crops planted.
Countless organizations including the private sector continue to contribute
towards ensuring that more and more people have access to food.
- Food security in South Afiica is a concern in Sedibeng District Municipality, and
it remains a serious challenge to achieve food security in the Gauteng Province as
well. Therefore food security is one of several key government priorities to ensure

This research study aims to investigate what is there on offer for tourists in Mnquma Local Municipality, such as products (arts and craft, accommodation establishments and places of interests), their readiness for tourist consumption (state, accessibility), tourism routes and the understanding of communities on tourism and what can be derived from it to improve their livelihoods. This in turn will establish whether the tourism sector can be used as a tool for local economic development in the municipality. In the end, this study will make recommendations on what needs to be done in the municipality for the tourism sector to be more effective for the local communities and the municipality. The researcher has conducted a qualitative research study through the use of structured questionnaires as the data collection tool, in order to obtain information from specific population members of the concerned local municipality on tourism and LED issues. The study has been conducted from twenty three accommodation establishments in Mnquma Local Municipality. During the data collection period, the researcher discovered that these accommodation establishments are facing a number of challenges ranging from poor accessibility and signage for which the study is expected to address these in the recommendations. The study will include a purposive sample of tourism businesses in the hospitality sector in Mnquma Local Municipality. From the purposive sample, the researcher opted for total population sampling which is a type of purposive sampling technique where the researcher chooses to examine the entire population. At the end, researcher recommends that the municipality needs to address the infrastructural challenges such as roads (for accessibility to tourist sites), electricity and health centers to be able to support tourism economic activities. It also needs to ensure on the continuous hosting of events to address the seasonal nature of tourism and to market the municipality as an event destination. The researcher also recommended the establishment of partnerships with sector departments and parastatals such as SEDA, DTI, ECPTA, TEP etc. Lastly, being such a rural municipality with a rich history, culture and heritage, it is recommended that the municipality must prioritise tourism as a tool for Local Economic Development to better the lives of its population and to improve its economy.

After 18 years of democracy South African government is still faced with challenges such as high levels of unemployment, inequality and high levels of poverty. There have been various policies, poverty alleviation programmes and projects that have been established in an effort to eradicate poverty. According to Gathiram (2005: 123) despite these efforts, poverty in South Africa has worsened. The challenge has been that a number of such projects have not been properly implemented and as a result, they were not sustainable. This paper investigates the reasons for some of these poverty alleviation projects to be successful and others to be apparently unsustainable. The research focuses on two poverty alleviation projects in Chris Hani District Municipality. The research methodology used is descriptive study. The findings of this report revealed that some of poverty alleviation projects are sustainable and some are not sustainable. The study reveals factors contributing to sustainability of poverty alleviation projects. The study recommends the sustainable development approach as an approach that can assist in the sustainability of poverty alleviation projects.

The South African consulting engineering industry faces a challenge of relevance, particularly in the wake of government infrastructure investment through the planned National Development Plan and other current infrastructure plans. This challenge is even more so for small consulting engineering businesses within the industry who experienced a decline in earnings by ten percent in the first six months of 2013 as compared to the last six months of 2012 (Consulting Engineers South Africa, 2013:38). Government, as a job creator, has a duty to ensure that the conditions that these businesses operate in are favourable to them in order for the businesses to remain sustainable. Factors that contribute to the sustainability of small consulting engineering businesses need to be identified. Amathole District Municipality (ADM) situated in the Eastern Cape Province and which is the second largest province in South Africa but the second poorest (Eastern Cape Socio Economic Council (ECSECC), 2011:15 cited in Mtshibe, 2013:1) is one of those job creators. According to the Amathole District Municipality (ADM) (2013:38), the district, which comprises of seven local municipalities, is the 3rd largest economy in the province after the Nelson Mandela Bay Metropolitan Municipality and Buffalo City Metropolitan Municipality, contributing twelve percent to the provincial economy. Figures published in the Division of Revenue Bill, 2014 (RSA, 2014:236) indicate infrastructure development allocations totalling R1.34 billion budgeted to the ADM for the next three years. This translates to job opportunities for the consulting engineering industry of this region. However, the latest ADM SMME procurement data reveals that in the past five years, only a small percentage of tenders awarded were to small consulting engineering businesses with a majority going to medium to large well-established enterprises (ADM, 2014). These results pose a serious challenge for policy makers who have a duty to ensure that work opportunities do not disadvantage emerging small businesses. The main objective of this study was to gain an understanding of the antecedents that impact on the sustainability of small consulting engineering businesses within the Amathole District Municipality. This was done by identifying antecedents to sustainability of small consulting engineering businesses through a detailed literature review. This literature review identified the competitive environment, regulatory environment and policy environment (independent variables) as being antecedents to sustainability of small consulting engineering businesses (dependant variable). In testing the above research objective, the researcher used statistical analysis methods to reach a conclusion with regard to these antecedents. The positivistic research paradigm (quantitative method) was selected in testing this research objective through the use of hypothesis testing. Data was collected using self-administered questionnaires distributed to 100 small consulting engineering businesses using the databases of both the Amathole District Municipality and Consulting Engineers South Africa (CESA). Out of the selected sample of 100 small consulting engineering businesses, only 81 responses were received, thus representing an eighty-one percent response rate which is considered adequate. The collected data was then analysed using inferential and confirmatory statistical analysis methods. The analysis was presented in the form of graphs and tables. The results of the empirical survey identified rival competitor influence, the competitive environment and policy environment as being antecedents to sustainability of small consulting engineering businesses within the Amathole District Municipality. Based on these findings, recommendations were made to the management of the Amathole District Municipality in an endeavour to make the environment within which small consulting engineering businesses operate more favourable for the businesses to be sustainable. Suggestions for future research were also made as a way to help in addressing some of the challenges that are faced by the engineering industry.

Municipalities as custodians of integrated development programs and local economic development strategies work with different stakeholders such as private industry, other government departments, non-government organizations and relevant community sectors in attaining envisioned developmental goals; thus are avoiding wasteful duplication of effort and resources. LED in the context of this study is defined as development of infrastructure within the BCMM for sustainability of small medium and micro enterprises in alleviating poverty in the area. This report presents an evaluation of the impact of local economic development in terms of basic infrastructure availability on the sustainability of small medium and micro enterprise development in the Buffalo City Metro Municipality (BCMM). This refers to amongst others accessibility of electricity and telecommunication in the operations of a business. The overall approach followed by the researcher throughout this research is the mixed methods or pragmatic approach. The research method followed is that one of a descriptive approach. The results of this study indicate that local economic development is still a new notion which is still unclear. There is evidence that there is a lack of basic services in some areas in the Buffalo City Metropolitan Municipal, this including access to electricity. The respondents also saw the local municipality as not doing much in support of new and small business and creating job opportunities for them. The study recommends that factors such as skills development, accessibility to basic service, development and promotion of SMMEs, are also major contributors to the effective impact of LED in BCMM.

The purpose of this study was to investigate the impact of Local Economic Development (LED) in alleviating poverty in Nkonkobe Local Municipality in the Eastern Cape Province, a municipality that is predominantly rural in nature and also stricken by poverty. The research objectives were; to explore the implementation of LED strategies, to assess the degree to which various spheres of government work collaboratively to enhance efficiency and effectiveness in development planning; and to evaluate the extent to which job opportunities have been created as a result of LED practices in the municipality. To achieve these objectives, a qualitative research approach was utilised. The sample was selected using a purposive sampling technique whereby individuals who are directly involved in integrated development planning and LED planning were targeted. Those who met this criterion were considered suitable for providing relevant information regarding the implementation of LED in Nkonkobe Local Municipality. Based on the literature review presented in chapter 2, LED can be perceived as an integrated, multidisciplinary approach that seeks to alleviate poverty through pro-poor economic growth by promoting economic development initiatives in municipalities. Moreover, the legislative framework presented in the same chapter reveals that the South African government has employed various strategies in the implementation of LED in local communities. The study showed that the Nkonkobe Local Municipality LED strategy has limited impact on poverty alleviation due to a myriad of factors which reinforce and interact with each other, thereby limiting development and thus trapping residents in poverty. The findings suggest that there is significant room for a paradigm shift from predominantly pro-growth LED to pro-poor LED, and the need to adopt a comprehensive LED strategy that seeks to include both pro-growth and pro-poor strategies.

The objective of the study was to investigate learner drop-out and sustainable community development. The study was conducted in Kwazakhele Township in Nelson Mandela Bay. This study used qualitative research approach- interviews and structured questionnaires were used to collect data from the participants. The sample consisted of 40 respondents both Females and Males between the age 15 and 35 years. In Kwazakhele Township most of the youth are learner drop-outs who exited educational system before attaining National Certificate (Matric). This had an effect on the acquisition of skills for sustainable development. United Nations report on Sustainable Development requires members of the community to be able to handle matters concerning their own development. This means community members should possess skills that would enable them to cope with constant demands of development. In the same Kwazakhele Township the consequences of the learner drop-out phenomenon is that lot of girls get pregnant at an adolescence stage. In most cases the boys who impregnate these girls are not working, they themselves depend on their parents for living. Because of the poor socio-economic status and high rate of unemployment of households in the area, this result in a situation where both girl child and their babies depends on the old age social grant for basic needs such as food etc. These dropouts are political risks in a sense that they are sometimes being used in community protesting marches which are unnecessarily hindering community development projects aimed at enhancing and promoting general welfare including better life for all. So the study will investigate and examine effect of learner drop-out in the community and recommends on what to be done in order to address shortfalls and challenges faced by the Kwazakhele community members. This will enable local authorities to be proactive in establishing programs that brings directive and solutions to the existing problems.

Innovation has been widely discussed as being extremely important for our drive towards the attainment of the sustainable development goals. This is because, as embed in its definition, sustainable development requires that we shift away from business as usual to find new ways of doing things, that take into consideration the preservation of the three pillars of sustainable development; the economic, social and ecological pillars. Since the publication of the Brundtland Report, there have been more focus, both in terms of research and policy, on the economic and ecological pillars of sustainability than on the social pillar. The thesis carried out a research to determine how Jonkoping Municipalit is working to achieve the sustainable development goals, taking into perspective, the three pillars of sustainability: the ecological, economic, and social pillars. The research found that, even though the Municipality is working with all the goals and dimensions of sustainable development, more progress has been made with the ecological and economic dimensions than the social dimension. Using the Quadruple Helix Model of Innovation Cooperation, this research examines what kind of social innovations that are taking place within Jonkoping Municipality that are tailored for the attainment of the sustainable development goals located within the social pillar of sustainability, and who are kind of actors and activities involved. The research finds that there are some social innovations going within the municipality that are specifically geared towards the 2030 agenda.

Agritourism has been identified as an opportunity for growth and development as it has the potential to meet those needs. A study was undertaken to evaluate the nature of Agritourism in Buffalo City Municipality. The research was undertaken to investigate the characteristics of farms; demographic information of farmers; details of the type of farming and/or other relevant income-generating activities that are being undertaken; and the resources available. The study also included research into the activities that farmers would like to introduce on to farms; resources required and obstacles preventing farmers from developing Agritourism; and assistance required in developing Agritourism knowledge and skills. Data was collected from farmers in BCM. Non-probability, purposive, snowball sampling was used due to the lack of an adequate database of rural land ownership in BCM although this did not lead to a sample that was representative of the population, it was the most suitable for the study. Thirty-six farmers were visited by fieldworkers who administered structured questionnaires. The data was then analysed using Statistical Package for Social Sciences (SPSS).

The study seeks to analyse the socio-economic impact on local economic development programme with specific reference to Nyandeni local Municipality in the Eastern Cape Province. Nyandeni local Municipality is under the district of O.R. Tambo, its administrative seat is the town of Libode with a population of about 290, 390 which is spread over 31 wards. Scattered, low-density rural settlements dominate the Municipality. 79% of households reside in traditional or village type settlements. These settlements are loosely scattered throughout the entire Municipal area and are surrounded by communal grazing and arable lands. The majority of residential structures are self-built. Apart from a few trading stores, there is little sign of any significant economic activity within the rural settlements.

Community development programmes as livelihoods strategies have been central to rural poverty eradication, development thinking and practice in the past decade. But where do such perspectives come from, what are their conceptual roots, and what influences have shaped the way they have emerged? This study offers a historical review of key moments in debates about sustainable community development programmes and rural poverty reduction, identifying the tensions, ambiguities and challenges of such approaches. A number of core challenges are identified in this study, centred on the need to inject a more thorough-going analysis into the centre of livelihoods perspectives. The study was done as a first step to identify, at a local level, evidence of the contribution of such programmes designated to tackle poverty in rural areas in Buffalo Municipality and to establish the challenges faced in providing sustainable livelihood outcomes. This will enhance the capacity of livelihoods perspectives to address key gaps in recent discussions, including questions of knowledge, politics, scale and dynamics. It is of utmost importance to note that funds per see cannot bring the rural poor out of their situation, rather as the study posits, continued support, empowering locals with ongoing training on marketing and how to run business, a culture of savings as well as the development of participatory monitoring and evaluation mechanisms can bring about reduction in poverty through sustainable community development programmes and eventually leading to eradication.

This study, evaluating income generating projects was conducted on four projects, of which two are in Middleburg that is forming part of Inxuba Yethemba Local Municipality and another two are in Hofmeyer that is forming part of Tsolwana Local Municipality. Both these municipalities are in Chris Hani District Municipality in the Eastern Cape Province. Two of these projects are bakery projects and the other two are poultry projects. The study was explorative in nature as it was aimed at finding the reasons for the non-sustainability of income generating projects in this district municipality. Both qualitative and quantitative research methods were applied. Both the explanatory and a multigroup post-test-only design research designs were used when conducting this study. This was due to the fact that the researcher was interested in evaluating income generating projects with the aim of finding out what leads to their failure, and also of finding out how can they be assisted to be able to sustain themselves. Five respondents from each project were willing to take part in the study and this led to a total of 20 respondents who participated through answering questions that were asked to them by the interviewers guided by the questionnaire which is appendix A of the paper. The results of the study indicated the following factors as the ones that are contributing to the non sustainability of income generating projects: Lack of market for the products; Lack of passion to volunteer from project members; Unnatural causes like storms, that ended up delaying the implementation of the projects; Minimal support from communities by buying their products mostly on credit or not abiding by credit terms when credit is given; Non payment of the project members; Lack of transport for the projects to transport their products to market. The key recommendation that was made was that another study needs to be conducted to verify as to whether these findings can be generalised to other projects in the same district. Additional recommendations are that project members need to be skilled on an ongoing basis, the funders should avail funding for the payment of the beneficiaries, beneficiaries need to be encouraged to volunteer and participate in all the activities of the project, all stakeholders need to ensure the availability of resources before the projects are implemented, and the projects need to have project committees that are made of knowledgeable people who are committed in seeing to it that the projects are sustained.

In the field of city planning, a growing need exists for the integration of spatial development with transportation planning instruments. This study identifies issues related to the definition, evaluation and implementation of the integration of sustainable development and sustainable transportation within three types of municipalities.
Significant issues that are explored include the various definitions of integration; the range of issues considered under notions of integration; the diverse perspectives on, and criticism of development and transportation integration analysis, as well as approaches to evaluating integration and transportation impacts on development. Furthermore, the study reports on the goals of each municipality, specifically with reference to sustainable public transportation decision-making; approaches to sustainable transportation, automobile dependency; land use; and finally, on sustainable transportation and development integration solutions.
Approaches to spatial development used to focus on the organisation of land use issues, but this field is increasingly defined more broadly to include economic and social welfare, quality of human health/life and environmental integrity. From a sustainability perspective, a narrow definition of sustainable transportation tends to favour individual technological solutions, while a broader definition tends to favour more integrated solutions, including improved travel choices, economic incentives, institutional reforms, land use changes as well as technological innovation. Integration focuses on the teamwork required between the relevant departments as well as between levels or spheres of government, and often entails the implementation of nodal-corridor approaches. Sustainability planning may require changing the way people think about solutions to transportation problems in the future.
The literature survey (Chapter 2) addresses a number of salient concepts, namely transportation and spatial development integration, public transportation and its orientated development, nodal-corridor development, as well as environmental and development relationships. Furthermore, an investigation into the legislative frameworks and policies is presented with emphasis on spatial development, transportation plans and node-and-corridors development (Chapter 3).
This is followed in Chapter 4 by a report on an investigation into, and interviews held with representatives from the three municipalities (Hermanus local municipality, Cape Town metropolitan municipality and Eden district municipality) with reference to the integrated transportation plans (ITP) and spatial development frameworks (SDF) of these municipalities. This section reflects the opinions of relevant role-players regarding the central aspects of this study. Chapter 5 presents a summary of the study as well as a number of conclusions. In this chapter, planning recommendations are provided with the aim of advising municipalities on possibilities for the integration of sustainable transportation plans and spatial planning / development instruments.Thesis (M.Art. et Scien. The new Special Report on Global Warming of 1.5 °C by the International Panel on Climate Change presents the drastic need to reduce greenhouse gas emissions for the security and sustainable development of human kind. In Sweden, household consumption related carbon emissions needs to be radically reduced in order to meet the international climate goals set in this report. Changing individual behavior has proven over time to be a challenging task for many initiatives. Community-Based Social Marking is a behavior method that has been proven to be effective in creating sustainable behavior change at the community level. A case study is conducted at Avesta kommun in Sweden in order to discover what behavior is best to change to reduce the carbon footprint per person at this municipality, what strategy is best to achieve this goal and what effect this strategy will have. The results from the Community-Based Social Marketing case study show that a vegan diet as a behavior has the highest positive impact on the environment to promote in Avesta, but the behavior with the second highest impact, a vegetarian diet, is chosen due to its higher probability to implement and external health factors associated with a vegan diet. The strategy chosen is a Facebook page designed to provide weekly vegetarian recipes to families in Avesta with the goal of increasing their consumption of vegetarian food. The strategy is tested on a pilot group to determine its effectiveness. The conclusion of this study shows that the strategy is overall effective on the pilot group for increasing their knowledge and consumption of vegetarian meals.

The government has taken constructive steps to address the issue of poverty in South Africa. The principal strategy on the government, and for that matter municipalities for poverty alleviation is to promote sustainable development (better quality of life for all) through the process of integrated development planning (IDP). Municipalities are, by virtue of legislation, required by the Government to use Integrated Development Planning as the vehicle to improve and fast-track service delivery and development. One of the main objectives of the IDP is to promote sustainable development. The objective of this study is to determine the extent to which the IDP is used to promote sustainable development at Emfuleni Local Municipality (ELM). For the purpose of the study, the hypothesis was formulated that the implementation of IDP as a tool for promoting sustainable development within ELM is significant for improving service delivery and the living standard of local communities. To test the validity or otherwise of the hypothesis use was made of theoretical review of literature in promoting sustainable development at ELM. Further there was an empirical research method of open-ended questionnaires that was used to test attitudes and perceptions of municipal officials, IDP representatives and the community of ELM on the effectiveness of IDP. It was found among others that:The council and management of ELM consider the IDP as effective management tool in promoting sustainable development; ELM has elaborate plans and mechanisms for initiating programmes on the IDP; Public participation in the process needs to be intensified. While the municipality has achieved much success with the use of the IDP, the rural residents of ELM are largely ignorant of the process and its benefits. This research study focuses on investigating the sustainability of cooperatives in the peri urban areas of Nelson Mandela Bay Municipality. The researcher described a cooperative concept, identified and explained a research problem. Research study addressed literature extensively on the local and international scenes; looking at cooperative case studies of India, California, United Kingdom, Ghana, Bangladesh and South Africa. The researcher used a qualitative research methodology using structured and semi structured questionnaires that were distributed to thirty identified cooperatives in Walmer Location and external stakeholders supporting cooperatives. Face to face and telephonic interviews were used during research in three identified funded cooperative members, registered cooperative members and external stakeholders supporting cooperatives. Research findings confirmed unequitable age distribution in cooperatives. Young people constituted 10% of cooperatives’ membership which led to non-transference of knowledge and experience from the elderly to the young; dominance of women in cooperatives who joined or registered cooperatives with the intention of receiving a sustainable income so that they could support their families; poor governance in cooperatives caused cooperatives to fail. Eighty percent of registered cooperative members during research confirmed that they do not have access to the markets, while 2% confirmed that they have access to the markets although they are unable to secure contracts; research confirmed that the majority (59%) of Walmer Location registered cooperative members do not have matric (grade 12) while 25% of cooperative members have matric and 16% have a post-matric qualification; research findings confirmed a decrease in the survival rate of cooperatives after registration without receiving financial support; research findings confirmed that cooperative members do not receive all training programmes that would ensure cooperatives’ sustainability; other cooperative challenges include lack of cooperation among cooperatives, lack of monitoring and evaluation systems, high crime rate and continuous service delivery protests and lack of integration among stakeholders supporting cooperatives.

Governments all over the world cannot downplay the economic role of small businesses. It is accepted world-wide that this sector of the economy alleviates unemployment, creates wealth, encourages innovation and the entrepreneurial spirit. Various factors, both internal and external, make it difficult for small businesses to reach their true potential or realise their objectives. Internal factors would refer to areas such as lack of financial acumen, operational management expertise and marketing skills. External factors such as the business environment, competition, legislation, commercial institutions, amongst others, also contribute to the downfall of small businesses. The support that small businesses require is vital at the start-up phase of the business as it lays a solid base from which to proceed. The research emanates from a high failure of Small Black Businesses in the country, with the focus being on the Buffalo City Municipality (BCM). This section of the business community has a vital role to play in the well-being of this region. According to the South African Cities Network, BCM has a high rate of unemployment. The success of Small Black businesses in the area could offer many opportunities for productive people who would otherwise be condemned to unemployment. The literature review revealed a plethora of factors that hinder the success and development of small businesses. It has therefore become important to research these factors and come up with recommendations that are going to assist small businesses and society at large. There is an outcry against insufficient government support in assisting small businesses. Due to the research being qualitative in nature, date collection was by means of a structured questionnaire. The questionnaire was designed in such a manner as to provide responses that would assist in addressing the challenges faced by small businesses. Data analysis entailed its transcription in order to allow the researcher to make notes. The next step was to do a preliminary data analysis in order to highlight emerging issues, identify relevant data and to give direction for seeking more data. A summary all the issues was subsequently prepared for interpretation. The study revealed that the problems experienced by small businesses are both internally and externally influenced. Small businesses have it within themselves to manage and control the internally influenced problems, contrary to the externally influenced factors. The study recommends additional governmental support in terms of providing skills development, financial support, removal of red tape, eradication of corruption and so on. Commercial financial institutions also have a vital role to play by removing some of the requirements that make it difficult for small businesses to access funding.

This paper presents an analytical framework of governing innovative building practices at a municipal level based on conclusions drawn from the Strategic Niche Management (SNM) approach. The analytical framework viewed the Village House Block demonstration project and EnSURE transnational research collaboration as important facilitators to create the necessary conditions for governing innovation during the renovation of the outdated building stock located in the 3rd District Municipality of Budapest, Hungary. These necessary conditions were articulated in accordance with the three internal processes (the articulation of expectations and visions, the building of social networks and the fostering of learning processes) defined by SNM research. Additionally, the Sustainable Energy Action Plan (SEAP) methodology was considered as a viable tool to guide energy efficient urban development in the district. It was found in this research that the Village House Block renovation represented a local technological niche project during which the feasibility of active and passive building technology was tested. This study revealed that the necessary conditions for governing innovation were present in this project. EnSURE was a collaborative research project which did not represent a clear example of technological niche development. It was defined as an important initiative to collect and accumulate knowledge and experiences from local niche projects to create a strategic tool for supporting energy efficient urban development at the municipal level. In this case study, the tool was the Sustainable Energy Action Plan. Overall, it was found that the necessary conditions did not only appear in technological niche projects, such as the Village House Block demonstration project but also in other types of projects, such as EnSURE. Furthermore, it could be argued that the governance of innovative approaches requires an operational framework in which different projects are managed to create these necessary conditions for local technological niche development. At global niche-level, it was revealed that the SEAP or other action plan methodologies could offer a tool to utilise experiences gained from local niches to create an energy efficient urban development strategy. In practice, it was shown that the importance of experimentation with new technologies and the governance of innovation on a strategic way still in its infancy in the 3rd District.

The quest for resilient cities has emerged as a strategy to mitigate and adapt the problems created by urban population growth and rapid urbanisation. Resilience has increasingly become an important urban policy discourse that challenge cities to reflect on their adaptive capacity to function in the face of adversity. Urban resilience in particular, amplifies the concern that urban spaces are the hub of heightened complexities of diverse risks. Across the globe, the concept of resilience is gaining momentum with many academic researchers discussing this phenomenon. In South Africa, the concept has been sparingly incorporated in a number of literatures with little focus on local government entities such as municipalities. In order to close this gap in the literature, and in response to the increasing use of the concept locally, this study explores the extent to which factors of resilience resonate within the Nelson Mandela Bay Municipality urban management practices. Based on the exploration of a wide array of literature from various disciplinary areas, this study examines the concept of urbanisation and the related challenges. It also critically explores the concept of resilience, its application in urban management as well as the attributes of the adaptive capacities that enable urban resilience. This research adopts the City Resilience Framework and Index developed by Arup in partnership with the Rockefeller Foundation to assess the levels of resilience in the Nelson Mandela Bay Municipality. The framework identifies four main dimensions used to measure resilience: People’s health and wellbeing, Organisation of the economy and society, Place of urban systems and services and Knowledge inherent in leadership and strategy. These dimensions form the basis of an integrative framework that provides an alternative lense through which cities can understand their unique attributes that contribute to their resilience. This research highlights the levels of resilience within the Nelson Mandela Bay Municipality and outlines practical implications for Nelson Mandela Bay Municipality’s management which can also be applied in other cities. This research adopts a positivist approach and applies statistical empirical measures using a quantitative analysis process. The research instrument in the form of a questionnaire was administered to the target population for data collection. Using the conceptual framework, the researcher applied statistical analysis to derive relationships amongst the variables to determine the degree of resilience in Nelson Mandela Bay Municipality using the four main dimensions of the framework. The findings of the study show the varying levels of resilience within NMBM’s practices. NMBM’s principal success areas include; providing basic houses, ensuring water and sanitation facilities, instituting effective labour policies, providing skills development and training facilities especially to the youth, enabling a conducive atmosphere for business development and the presence of an integrated development strategy. However, not much has been done in providing sufficient public health facilities, alternative energy sources, access to financial services, ensuring food security, enabling continuity of projects and activities through a funded budget, providing emergency medical services in the event of a disaster, high levels of corruption and insufficient deterrents to crime. Overall, the results show that NMBM has made good strides in enabling high level of resilience in its day to day operations. The findings of this study suggest that urban resilience is a continuous process that facilitates engagement leading to a dialogue and deeper understanding of a city.

The aim of the research was to understand the experiences and challenges of Corporate Social Responsibility (CSR) in Thabazimbi and the implications and consequences for communities in terms of dependency and empowerment, as seen from the perspective of the mining representatives.
As corporate citizens, mining companies generate profits through the exploitation of mineral resources. There is an expectation that some of the benefits of this mining endeavours should be passed on to communities surrounding the company. This is generally considered the best sustainability practice and companies are expected to act as responsible corporate citizens.
Most of the previous research on CSR has focused on the perceptions of community members. This research is unique in that it focuses on the effects of CSR on the experiences and perceptions of key personnel from the mining companies who are responsible for the designing and implementing CSR strategies.
Mining company representatives did acknowledge that the past approach to CSR has created some dependency issues. However, more recently the company has moved to a strategy that focuses more on empowerment. They also acknowledge that, going forward, a new challenge emerges for mining companies, communities and local government. This challenge is to work towards ensuring sustainable development and empowerment with the focus on actual community needs. The province consists of seven district municipalities, which include Nelson Mandela Bay Metropolitan Municipality, Cacadu, Amathole, Chris Hani, Ukhahlamba, OR Tambo, and Alfred Ndzo. It is comprised of seven local municipalities: King Sabata Dalindyebo, Nyanden, Qaukeni, Mbizana, Mhlontlo, Port St John’s, and Ntabankulu. According to Bradshaw et al. (2000:4), the Eastern Cape has the second highest poverty level of all provinces in South Africa. Forty seven percent of households are below the poverty line, a figure based on imputed monthly expenditure of R800 or less (USSA, 2000b). In addition, the province has the highest provincial unemployment rate (55 percent) in the country (SSA, 2003). Inequitable growth and development characterise this province. Due to the high level of poverty, the government has formulated strategies, such as income generating projects (IGPs), to address the need for improved living conditions, better skills and more self-employment opportunities. The income generating project as a concept seems a convincing strategy at first glance. However, there is a need to evaluate the effectiveness of income generating projects in improving living conditions and providing sustainable livelihoods. In light of this, the researcher undertook a study to evaluate these projects in order to determine the extent to which IGPs as mechanisms provide sustainable livelihoods for resource–poor rural people in the Lukhanji Local Municipality. The researcher used a combined method approach; the study includes both quantitative and qualitative research designs in an attempt to gain an in-depth understanding of the problem. The investigator employed questionnaires and interviews to gather information. Participants were project members, project leaders and key informants, as these people were contributing builders and mangers of the project. Findings reveal a lack of sustainability in income generating projects, as numerous project members left the projects studied. A lack of income to sustain project members during their membership was a common complaint. Further, a lack of skills is a crucial contributing factor, as members of another project complained of a lack of training of project members.

In this study, Local Economic Development (LED) is defined as an outcome of processes aimed at building up the capacity of local areas for sustainable economic development. The study assesses whether LED interventions, especially agricultural programmes, improve the livelihoods of poor communities in the Amathole District Municipality. Data was collected by use of both qualitative and quantitative research methods through interviews and questionnaires, respectively. Probability and non-probability sampling techniques were used to identify the research sample from the target population. These were further broken down into stratified, purposive and snowball sampling to enable the researcher to select specific municipalities, councillors, officials and stakeholders who participated in the study. Budgetary constraints, staff shortages and lack of required skills/ expertise were identified as the main challenges facing the district. The latter makes it difficult for the municipality to effectively implement sound LED programmes. Consequently, LED benefits are minimal. It is, therefore, recommendable for the municipality to seek other means of generating and boosting their financial viability through partnerships and private sector investments. This in turn will generate revenue for the municipality and ensure economic development in the district, thereby making a meaningful contribution towards the realization of a goal for “a better life for all”.

Local economic development (LED) in the countries of the North is a voluntary activity of local government, in South Africa it is a mandatory activity. The purpose of LED is to build the capacity of a local area to improve its economic future and the quality of life for all. While local governments in South Africa are currently engaged with the concept of LED which is seen as a tool through which to achieve sustainable development, it is now recognized that there exists economic, social and environmental interdependence between rural and urban areas and a need for a balanced and mutually supportive approach to development of the rural and urban areas. Adopting the Rural-Urban, Economic and Enterprise Development (RUEED) concept, this study highlights the challenges and development problems experienced by the deep rural and urban communities in the implementation of LED activities within the Blue Crane Route Municipality (BCRM) due to the lack of social, economic and environmental sustainability and rural-urban linkages. This study located in the Blue Crane Route Municipality in the Eastern Cape, seeks to investigate and recommend a map or strategies linking together the urban communities with the poorer neighbourhoods in LED activities. The intensive research design that incorporates the case study method was used to achieve the objectives of this study. The empirical findings of the research indicate that the concept of rural-urban linkages is not an adopted strategy in implementing development programmes resulting in deep rural communities being excluded in LED activities initiated within the Blue Crane Route Municipality. The findings also reveal that the creation of employment opportunities and improvement in the standard of living are important dimensions of LED and rural-urban linkages. This study therefore recommends the adoption of a new perspective referred to as the rural-urban linkages for LED and the consideration of economic, social and environmental complementaries that exist between rural and urban areas in the Blue Crane Route Municipality. The study further indicates that it is critical that the LED policy and interventions reflect the existing patterns of interactions between the rural and urban areas of the Municipality.

This guided research report presents the findings of a study on how conservancies perceive the impact of the ward committee on their participation. The research was conducted with the objective of gaining insight into participation in sustainable development in Ward 5 in Knysna Municipality. The study was qualitative and involved a mix of methods including interviews, a survey and documentary review. The analysis shows that the impact of the ward committee on participation is indirect, in that there is a rigid approach to participation by the municipality which focusses only on participation through the ward committees. A change in paradigm that will extend the participation space and accommodate changing media in communication is recommended. The research results will be shared with all the stakeholders in this particular participation relationship, with the view to enhancing participation in sustainable development issues in the ward.

Service delivery and livelihood strategies in informal settlements‟ have been below par as communities find it hard to maintain a suitable standard of living. The provision of basic services, also social and economic upliftment initiatives to the community are very important in transforming Duncan Village: C-Section into a sustainable human settlement. The study analyses the level of service delivery and livelihoods, in-order to meet the required level of service delivery needed to meet the needs of the people in C-Section. Municipal plan(s) such as the Duncan Village Redevelopment Initiative have been adopted by the Buffalo City Metropolitan Municipality with the relevant government, private and public stakeholders onboard. The study involved qualitative and qualitative research methods with interviews, plans and policies being used to investigate the key aims and objectives. The lack of funding and the right number of staff (officials) has had implication on the efficient delivery of services, with the density and the terrain of the study also adding on the challenges facing the delivery of infrastructural service. Inward migration has also had a negative impact on service deliver efforts and this problem needs to be addressed by implementing better regional planning. Data collected also highlights a low literacy level within the community which limits peoples‟ participation and access economic activities which adversely affects their livelihoods. The study suggests that for better service delivery there needs to be better constructed business plans to sort out funding for projects for the area and the municipality has to also invest in the number of official needed to improve or better service delivery. An all round strategy needs to be adopted to improve all facets of life for the people in the study and the settlement as a whole with an aim of livelihood improvements.

The energy transition towards a renewable energy based society and a sustainable development, is an urgent shifting process in the light of climate change and environmental pollution. However, few fossil fuel based corporations are controlling energy systems, generating most of the energy society consumes. In response to this, the idea of democratizing energy has been gaining importance. Publicly owned energy, democratic participation and decentralization of energy generation are ideas that “energy democracy” stands for. The main aim of this study was to determine if and how the combined heat and power (CHP) plant in Växjö, Sweden, is related to energy democracy. The energy plant is owned by the municipality of Växjö and runs on biomass provided by the forestry industry. Eight interviews were conducted with stakeholders from the municipality of Växjö, the energy company and civil society.This research revealed that energy democracy is taking place in the case study, which provides several benefits. Nevertheless, some impacts were found that would require further research. Regarding ecological concerns, it was revealed that the forestry activity in the Kronoberg Region providing the biomass to the CHP plant is not as sustainable as it might seem. This might have an important effect on the sustainability of the energy generation.The study concludes that one of the main drivers for the democratization of energy in Växjö is the strong local governance.

Poverty, inequality and unemployment have always been challenging first in South Africa with special reference to rural South Africa. These persistent challenges with severe impacts on black population are believed to be the results of the previous governance in South Africa. Policies have been formulated, reformulated and others implemented in a form of development projects which have achieved little success in pursuit of combating these challenges. However, in the process of achieving rural development through developmental projects, a fundamental stage in the life cycle of these projects is often omitted or given little attention. This stage is the monitoring and evaluation stage which is critical to ascertain potential impacts (both positive and negative) especially if the project is to be replicated and achieve its objectives as postulated in the millennium development goals. This thesis attempted to carry out a Socio-Economic Impact Assessment (SEIA) of the Agripark project implemented at Dutywa on the livelihoods of communities directly affected by this project. The Agripark project is a project that comprises three linked components, a seedling nursery, an agro-processing facility and a sizeable feeder plot and has been implemented to benefit four villages. This project has been implemented as the second Agripark project by the University of Fort Hare in partnership with the province’s Department of Agriculture. To track change after the implementation of the project, data were collected from the same respondents that were interviewed for the baseline study, therefore, the same sample size that was used in the baseline study was also used for this study. As a tool for data collection, a questionnaire was developed to elicit the required information and was interviewer administered during data collection. The results of the study revealed that Agripark project has impact on both social and economic wellbeing of the households. The processing unit of the project was not yet functioning therefore the project was not fully effective thus the impact was not as intended by the project when the study was carried out. Skills transferred were only on production but only a small number of people could receive them. These households largely relied on external sources of income mainly on social grants and their contribution to total household income had increased to 88% in 2011 compared to 80% in 2008. As much as the increase in incomes cannot be entirely be because of the project but Agripark had a positive impact on household incomes through wages of those employed there and through increased profitability of hawking vegetables. The proportion of household earning incomes less than the Poverty line fell from 85% in 2008 to approximately 79% in 2011. The household complemented their staples with a variety of vegetables and the main source of these vegetables was Agripark even though own production was declining. Even though food was still the main item of these households expenditure, the proportion of income spent on food fell from 64% in 2008 to 48% in 2011. There were no environmental impacts found. From the descriptive analysis, the project had impact on the livelihoods of these households because it brought change on the household expenditure as a result of the income earned by those who are working in the Agripark. There was an improvement on risk of food insecurity through cheaper vegetable that both physically and financially attainable. However, as much as the project had positive impact, there were also concerns raised by the respondents that the employment was only biased to certain individuals which cased stress to some households. Furthermore, the empirical analysis of the selected variables showed that participation in Agripark had an impact on economic wellbeing of the beneficiaries. Thus, funding must be made available to the project so that it can upgrade their electricity and have the processing plant running as it may be the major source of employment, skills development and achievement of its objectives.

The Government of the Eastern Cape Province introduced the Massive Food Production programme, which is a cornerstone within the agrarian reform initiative of the Provincial Growth and Development Plan (PGDP). The programme has been going on for more than seven years, however little has been documented on its impact. The main objective of the study was to investigate the impact of the Massive Food Production Programme on the livelihoods in Nkonkobe Municipality. This study did not only investigate its impact on the participants but also assessed its impact on the recipient communities. Accordingly, the specific objectives of the study were to investigate the impact of the Massive Food Programme on the asset base of participants, the general livelihood activities, and the livelihood outcomes. Among other livelihood activities, the study made an in-depth investigation on the impact of the Massive Food Production Programme on maize crop production. This is because the Massive Food Production was aimed at maize crop production. Previous studies investigated on the indicators of success that can be used to measure the impact of this programme. After the wide-ranging evaluation of views, arguments and research findings, a model to measure impact of the programme was designed. The asset base improvement was used as the proxy of impact. Nine factors were selected from the principal component analysis of the many factors that were taken to affect participation. Three other dummy variables to proximate location, participation and group turnover were added to the regression model that was developed to measure impact. The DFID Sustainable Livelihood Framework was used to investigate the impact of the Massive Food Production Programme. This approach was used in both conceptualizing the study and the selection of variables. The DFID Sustainable Livelihood Approach was selected because unlike the CARE or UNDP Sustainable Livelihood models, it was designed for such purposes. Data collection was accomplished through observation, interviewing, and focus group discussions. The researcher also made use of project annual reports on change of livelihoods, baseline survey reports, project log frame, internal reports, work plans, budgets and mid-term evaluation reports as sources of secondary data. v The research findings were analysed using several analytical procedures, including the conventional descriptive statistics, principal components analysis, and linear regression analysis. The use of the different types of analysis was driven by the research questions under investigation and the theories on which they are based, and by the available data. The study revealed that to some extent the Massive Food Production Programme has managed to improve the asset base of the farmers. However, its impact on ensuring food security is still debatable. Findings of the study revealed that most of the participants and the non-participants communities experienced food shortages in the last season 2007/8 for at most three months. The study revealed that the highest agricultural income is from livestock sales. The varying locations showed the potential of livestock production. It is recommended that development agencies consider livestock production as an agricultural strategy with immense potential for enhancing sustaining rural livelihoods

South Africa and the rest of developing countries are faced with poverty and poor rural development. Rural participation in agricultural activities is one of the components that can be used to address the poverty challenge facing the people residing in rural areas. The broad objective of this research is to determine factors affecting participation rate in farming in the rural areas of Amathole District Municipality of Eastern Cape. In this study stratified random sampling method was applied in order to choose a sample out of 30 households that were interviewed 13 people belonged to Participants and 17 people belonged to non-Participants. The results from this study show that women participate a lot in farming activities. The multiple regression model was used to test the participation rates of the people in Amathole region specifically Phumlani area. A number of variables were considered in this study to assess the impact of different variables on participation in farming activities. The results showed that about 57% of the respondents are not participating in farming while 43% of the respondents participate. The farming participants that were interviewed all claim that there is a lack in farming support in the area. When there is no support of any kind, rural people would not be motivated to start development projects on their own. Consequently, this lack of farming support in the Phumlani area may have an influence on the number of farming participants. Therefore, the lack of support in the area may serve as a motivation for non-participants not to be influenced to farm. Rural farming needs to be promoted amongst the youth so as to protect and sustain agricultural growth in rural areas. The study has discovered that the youth of Phumlani is not actively involved in farming activities. Government can provide community members with farming resources so as to promote farming in the area. It would be wiser for the government to provide physical farming resources and implements rather than cash grants.
