Abstract:
The development of the commodity programs in the 2008 Farm Bill involved the origination of two complex revenue support initiatives. The two new programs, Average Crop Revenue Election (ACRE) and Supplemental Revenue Assurance (SURE), expanded the risk management tool kit of agricultural producers. The SURE program is a permanent disaster assistance program, whereas the ACRE program is a revenue-based commodity program offered as an alternative to the price-based Direct and Counter-Cyclical Program (DCP) created in the 2002 Farm Bill. For the 2009 signup, only 7.7% of eligible U.S. farms enrolled in the ACRE program. In the southern region, three states had no farms electing ACRE and four others had less than 50. Excluding Oklahoma, less than 1% of all farms in 13 southern states made the ACRE election.

This institution is perhaps better known for its biotech research, its programs in veterinary medicine, or its synchrotron, but being a medievalist here can be a source of some unexpected pleasures.

Abstract:
Electricity is an indispensable commodity on which both urban and rural regions heavily rely. Rural areas where the main grid cannot reach make use of distributed energy resources (DER), especially renewable energy sources (RES), in an islanded microgrid. Therefore, it is necessary to make sure there is a sufficient power supply to balance the demand and supply curve and meet people’s demands. The work done in this paper aims to minimize the daily operating cost of the hybrid microgrid while incorporating a demand response strategy built on an incentive-based demand response (IBDR) model. Three case studies were constructed and analyzed to derive the best, most reduced daily operational cost. This was achieved using the CPLEX solver embedded in algebraic modeling language in the Advanced Interactive Multidimensional Modeling Systems (AIMMS) software with multi-agent system (MAS); the MAS was used to make sure that the developed intelligent-based agents work independently to achieve an optimal microgrid system. The sensitivity analysis employed established that case study 2 gave the most reduced daily operation cost (USD 119), which represents an 8% reduction in the daily operational cost from case study 1 and a 9% reduction from case study 3. Then, we achieved 17% and 25% reductions, as compared to specific other approaches.

Abstract:
The United States has witnessed enormous criminal justice system growth in the past 60 years. In response to calls for reform, several jurisdictions have implemented programs that provide intensive supervision for high-risk offenders, swiftly responding to violations with sanctions. This quasi-experimental study is the first comprehensive analysis of Michigan’s Swift and Sure Sanctions Probation Program (SSSPP), an alternative-to-incarceration program. The findings indicate that SSSPP participants had lower recidivism rates compared with individuals sentenced to probation-as-usual. Harvey, David. "Health Promotion: Evaluation Issues." Australian Journal of Primary Health 5, no. 4 (1999): 59. http://dx.doi.org/10.1071/py99051.

Full text
Abstract:
The paper argues that the principles and theories of learning and behaviour change are integral to the success of health promotion programs. Four major principles associated with successful health promotion programs are introduced. The principles concern being sure about the reasons for embarking on health promotion programs, the importance of theory-based credibility, being clear about differences in forms of evaluations available to program leaders, and the importance of significant persons in achieving and maintaining program gains. Seven questions which should be asked of any proposed health promotion program are then outlined. They include asking how the principles of learning are to be incorporated in the program, how the need for change and the means of achieving change are to be communicated to the target groups, and how infrastructure needs within the target groups will be able to ensure maintenance of the changed behaviours once the program itself is finished.

Abstract:
Purpose – The purpose of this paper is to examine if and how entrepreneurial assistance programs, through guided preparation, affect start-up success. Design/methodology/approach –This study uses Heckman's two-stage sample selection model to predict the effect of contact and interactions with entrepreneurial support programs on start-up outcomes while taking into account the entrepreneur's self-selection into obtaining support from these programs. Findings – The results indicate that, after controlling for individual characteristics, activities undertaken during the start-up process, organizational characteristics and external factors, guided preparation contributes to a greater likelihood of achieving positive start-up outcome. This finding holds even after controlling for the entrepreneur's self-selection into contacting and using outside assistance. Research limitations/implications – Results suggest that self-selection bias remains a concern when studying the impact of assistance programs on start-up outcomes. Future research should make sure to address self-selection in their analysis. Practical implications – The study's results have implications for the design of start-up programs. It highlights the importance of delivery structures that are fluid, flexible, interactive, experiential, and tailored to the individual entrepreneur's needs. Originality/value – This study focusses on assistance programs broadly defined (includes many different types of programs) and provides an empirical analysis that addresses self-selection.

Abstract:
The rapid modernization and globalization of mainland China has resulted in impressive new practices and expectations for public administration (PA), including public administration research and education. Chinese universities have created new master in public administration (MPA) degree programs that already rival U.S. MPA programs in enrollment, with about 15,000 to 20,000 students annually. In 1999, PhD programs in public administration were first established at Fudan University, Renmin University, and Sun Yat-Sen University. Since then, Chinese ministries and universities have ratcheted up quality expectations for university-based public administration research. At the top universities, faculty are increasingly expected to publish in journals that are part of the Social Science Citation Index (SSCI) to keeping pace with similar expectations for quality in neighboring Asian countries and, indeed, around the world. Beyond this, public administration researchers are also expected to contribute to empowering a new generation of public managers and guiding modernization efforts in Chinese public service. There are high expectations for sure.

Abstract:
ObjectiveTo examine the current headache medicine fellowship application process and to propose recommendations for a more unified, systematic, and transparent process.MethodsWe identified 42 headache fellowship programs using the United Council for Neurologic Subspecialties certification database. After an initial contact via e-mail, we conducted individual telephone interviews with program directors. Qualitative data coding allowed identification of emerging themes. Quantitative data were summarized with descriptive statistics.ResultsForty (95%) program directors (34 adult, 6 pediatric) responded. Emerging themes included the following. (1) There are benefits and disadvantages to having a match. (2) If the match were reinstated, programs would participate only if all programs participated. (3) There should be consequences for programs that do not participate. If the match were reinstated, 37.5% of program directors responded that their program would participate without conditions; 37.5% would participate only if every program were required to participate. Fifteen percent would not participate, and 10% were not sure if they would participate. Forty percent supported sanctions against programs that did not participate in the match.ConclusionThe fellowship match potentially makes the process more systematic for both programs and applicants; however, it does not currently appear to be a feasible option for the field of headache medicine. Until the number of applicants exceeds the number of programs, we recommend instituting a universal timeline for applications and offers.

Abstract:
Cryptographic protocols are used to establish a secure connection between “honest” agents who communicate strictly in accordance with the rules of the protocol. In order to make sure that the designed cryptographic protocol is cryptographically strong, various software tools are usually used. However, an adequate specification of a cryptographic protocol is usually presented as a set of requirements for the sequences of transmitted messages, including the format of such messages. The fulfillment of all these requirements leads to the fact that the formal specification for a real cryptographic protocol becomes cumbersome, as a result of which it is difficult to analyze it by formal methods. One of such rapidly developing tools for formal verification of cryptographic protocols is ProVerif. A distinctive feature of the ProVerif tool is that with large protocols, it often fails to analyze them, i.e. it can neither prove the security of the protocol nor refute it. In such cases, they resort either to the approximation of the problem, or to equivalent transformations of the program model in the ProVerif language, simplifying the ProVerif model. In this article, we propose a way to simplify the ProVerif specifications for AKE protocols using the El Gamal encryption scheme. Namely, we suggest equivalent transformations that allow us to construct a ProVerif specification that simplifies the analysis of the specification for the ProVerif tool. Experimental results for the Needham-Schroeder and Yahalom cryptoprotocols show that such an approach can be promising for automatic verification of real protocols.

Abstract:
The European Community is distinctive among the donors of international development assistance. Although it is categorized officially as a multilateral aid institution, the Community differs in structure, purpose and role compared to other, more familiar organizations of that genre. Like other multilaterals, the European Community derives its aid budget, as well as its other financial resources, from the fiscal contributions of its Member states (each of which provides its own bilateral assistance to developing countries). Yet, to be sure, the Community represents more than just a multilateral economic union, since it also constitutes a supra-European governmental authority in the making. Indeed, the European Community has begun to evolve a common foreign policy, which is reflected in its role in Official Development Assistance (ODA). Its aid effort, in giving expression to the Community's common international purpose, has taken on most of the attributes of government-to-government assistance. It is this combination of multilateral and quasi-bilateral characteristics that sets the European Economic Community (EEC, as the Community is styled in its ODA role) apart as a uniquely meta-national participant in international development cooperation.

One Stop Service (e.g PTSP) is one of the government programs to provide fast, easy, cheap, transparent, sure and affordable services. One of the determinants of the success of PTSP in service is human resources in mastering the technical licensing process. To meet these needs, in 2021 the DKI Jakarta BPSDM will conduct online PTSP Training to anticipate the Covid-19 pandemic. In order to realize good training, it is necessary to evaluate to get input for the development of further training programs. The evaluation was carried out using the CIPP (Context – Input – Process – Product) evaluative model. The results show that in general the PTSP 2021 online training has not been carried out effectively, both in terms of context, input, process and product. The participants felt that this training was very useful, so it needed to be continued with improvements, and it was recommended to use blended learning.

Consumer bankruptcy is one of the largest social insurance programs in the United States, but little is known about its impact on debtors. We use 500,000 bankruptcy filings matched to administrative tax and foreclosure data to estimate the impact of Chapter 13 bankruptcy protection on subsequent outcomes. Exploiting the random assignment of bankruptcy filings to judges, we find that Chapter 13 protection increases annual earnings by $5,562, decreases five-year mortality by 1.2 percentage points, and decreases five-year foreclo-sure rates by 19.1 percentage points. These results come primarily from the deterioration of outcomes among dismissed filers, not gains by granted filers. (JEL D14, I12, J22, J31, K35)

This research describes the status of accounting ethics course in accounting undergraduate program curriculum in Indonesia, which is based on the data available from the National Accreditation Agency for Higher Education website. The sample consists of 60 programs which have an accreditation status of A and the status is not expired yet. The result suggests that the majority of the programs offer an accounting-specific course and only a few of them have two stand-alone course on ethics in their curriculum. Not much differences are found regarding the naming of the course. Variations are observed regarding the course placement, nature of the course and the required prerequisites. Suggestions given include covering accounting ethics topic in the curriculum, preferably in a stand-alone course, or integrating it into other courses if a stand-alone one is not feasible and making sure that the learning outcomes related to accounting ethics are actually covered.

Abstract:
Program slicing is a technique to extract the part of a program (the slice) that influences or is influenced by a set of variables at a given point (the slicing criterion). Computing minimal slices is undecidable in the general case, and obtaining the minimal slice of a given program is normally computationally prohibitive even for very small programs. Therefore, no matter what program slicer we use, in general, we cannot be sure that our slices are minimal. This is probably the fundamental reason why no benchmark collection of minimal program slices exists. In this work, we present a method to automatically produce quasi-minimal slices. Using our method, we have produced a suite of quasi-minimal slices for Erlang that we have later manually proved they are minimal. We explain the process of constructing the suite, the methodology and tools that were used, and the results obtained. The suite comes with a collection of Erlang benchmarks together with different slicing criteria and the associated minimal slices.

Many school leaders today are experiencing many challenges to ensure that their schools are successful. Since the passage of No Child Left Behind Act, school leaders have been faced with making sure that all students, regardless of language and/or background, are successful on the state assessment test. If students do not make AYP Annual Yearly Progress based on set standards, the school leader is viewed as not being effective. The school leader/administrator is at the front-line for their school’s progress on a daily basis and just to name a few items, school safety, appropriate curriculum and accommodations for students, high quality instruction service to all students and utilizing technology to enhance instruction and management tasks (Lashway, 2003). This research paper will discuss aspects and trends in leadership in the following areas: leadership standards, leadership development, shared leadership, support for school leadership, change in mission, facility planning and designing, classroom configuration, use of school time, early programs, special programs, school transfer, use of technology and virtual schools.

Abstract:
This paper discusses the need for a national early childhood intervention policy in Australia, including a universal approach to children's services as a platform for the prevention of child abuse and neglect, supporting families and enriching the lives of all children. It considers the literature on early intervention, including the theoretical and research base of successful programs and the link between early intervention and the prevention of child abuse and neglect. It examines the way the child welfare and children's services sectors have grown and the imperative at the beginning of the 21st century for a closer alignment of services. The United Kingdom's ‘Sure Start’ early intervention strategy is considered in so far as it attempts to develop a more comprehensive approach to child welfare by developing programs which are based on the research. Finally the paper asserts that recent strategies introduced by Federal and State Governments to promote childhood health and wellbeing are positive first steps, but need to go further to seriously address increasing numbers of children reported as suffering harm through abuse and/or neglect.

Abstract:
Theoretically, education supports improving graduates’ socioeconomic outcomes and careers by injecting citizenship values and making sure they are employable. Evidence confirms that socioeconomic background influences the level of education achieved which in turn greatly shapes the careers of graduates. Relevant knowledges and competencies are the fundamental parameters for career advancement. Ideally, education delivers the knowledge and competencies needed, and engineering is no different in this respect. The role of engineering education is crucial and to remove its associations of being a white-collar job, engineering education programs were developed to help working-class people enter this profession and advance their socioeconomic prospects. While socioeconomic backgrounds of engineering graduates can to some extent guide their career advancement the role of education is the major factor. A number of studies have examined the influence of socioeconomic backgrounds of graduates on career advancement, but none so far have been done for engineering education; particularly in a former British colonial setting. With this in mind the paper is the first to tackle this subject. Multiple techniques were used to collect the data and the findings confirm that engineering education and career advancement are not saliently linked. Not only education, but urbanized socioeconomic backgrounds do greatly govern the career advancement of engineers. A well targeted policy intervention may help engineering education to play a larger and more desirable role.

Abstract:
Objective To use evidence from research to identify and implement priority setting and resource allocation that incorporates both ethical practices and economic principles. Method Program budgeting and marginal analysis (PBMA) is based on two key economic principles: opportunity cost (i.e. doing one thing instead of another) and the margin (i.e. resource allocation should result in maximum benefit for available resources). An ethical framework for priority setting and resource allocation known as Accountability for Reasonableness (A4R) focuses on making sure that resource allocations are based on a fair decisionmaking process. It includes the following four conditions: publicity; relevance; appeals; and enforcement. More recent literature on the topic suggests that a fifth condition, that of empowerment, should be added to the Framework. The 2007-08 operating budget for Home and Community Care, excluding the residential sector, was developed using PBMA and incorporating the A4R conditions. Results Recommendations developed using PBMA were forwarded to the Executive Committee, approved and implemented for the 2007-08 fiscal year operating budget. In addition there were two projects approved for approximately $200,000. Conclusion PBMA is an improvement over previous practice. Managers of Home and Community Care are committed to using the process for the 2008-09 fiscal year operating budget and expanding its use to include mental health and addictions services. In addition, managers of public health prevention and promotion services are considering using the process.

Abstract:
Background; To evaluate the impact of the COVID 19 pandemic on the national surgical residency program of Pakistan in terms of its effects on skill development, academics, research activities, and fellowship examination/assessment. Material and methods; A 16 item validated survey was designed to conduct this cross-sectional study which was carried out in 3 tertiary care hospitals of Peshawar, Khyber Pakhtunkhwa Province of Pakistan. Ethical approval was granted by institutional review board after formal piloting. The study included 169 residents from both general surgery and surgery-allied disciplines. Participants characteristics and Responses were analyzed using SPSS 25.0 and presented as percentages value of less than 0.05 was considered significant. Results: Before the pandemic, more than 80 % general surgery residents had frequent or occasional opportunities to engage in surgical activities as observer, assistant, dependent or independent performer. During pandemic these opportunities were less than 20 % and more than 75 % had rare or no such opportunities. Almost similar and statistically significant was the impact on the skills exposure opportunities for surgery-allied residents. 100 % general surgery residents and 98.9 % surgery-allied residents had frequent or occasional opportunities to attend academic ward rounds before the pandemic while 91 % general surgery residents and 80 % surgery allied residents had only rare or no opportunities to attend academic ward rounds. Data collection of 88.6 % general surgery residents and 80 % surgery allied residents were affected to more or less extent on the Likert scale. In both disciplines less than 15 % residents. Among the general surgery residents only 9 (11.4%) confident, and 1 (1.3%) very confident that the exam will take place in time despite the pandemic. These figures were 11.4% and 4.4 % only in surgery-allied discipline. Conclusion: The COVID 19 pandemic has severely damaged all the pillars of surgical residency program in Pakistan. Residents think that they have lagged behind than they should have been at this stage of residency and are not sure of the months to come in prospect of their training. They feel insecure whether they will be able to complete their research projects in time or not. Moreover, they are not confident about the schedule of their module/exit exam.Key-Words: Pandemic, residency, COVID,

Abstract:
Political science remains an emergent discipline; but research within it has congealed around a set of well-defined programs that has engaged an international community of scholars. Here I will identify three of these programs in order to show the continued intellectual vibrancy of the discipline. First, in normative theory, political scientists are working out the implications of John Rawls' A Theory of Justice in a program that has reinvigorated liberalism to make it speak to core political issues of our time. Second, in a program once embedded bureaucratically in “American Politics,” political scientists are working out the implications of Duncan Black's median voter theorem in an expanded set of democratic countries with different institutional details to address the core political issues of representation and accountability. Third, relying on extensive cross-sectional time-series data previously unavailable, on computer programs not imaginable a generation ago, and on theoretical developments in econometrics, political scientists are fulfilling a dream of the founders of the behavioral revolution (Stein Rokkan, S. M. Lipset, and Karl Deutsch) by addressing systematically the sources of democracy and political order. To be sure, there are other political science research programs, for example, in international relations, in comparative political economy, and in political psychology, that could well have been elucidated in this essay. My goal here, in addressing Professor Sartori's jeremiad, is not to show the scope of the field, but rather its quality, its internationalism, and its real-world relevance. This is best done with a few select examples.

Abstract:
First aid is the most basic and life-saving service provided before emergency care is received. This study aimed to assess students’ knowledge and attitudes about performing first aid for snakebite emergencies and their perception of snakes. A cross-sectional study was conducted between January and March 2019 among upper-level students (3rd year and above) of health-related courses at Jazan University, Saudi Arabia. Three hundred and nine students from four programs responded to the self-administered questionnaire. The collected data were analyzed using SPSS 23.0. The highest percentage of the study sample comprised pharmacy students (44%), followed by nursing (25.2%), medical (16.8%), and emergency medicine students (13.9%). Overall, the emergency medicine students exhibited greater knowledge of snakebite first aid. However, over three-fourths of the students were unaware of dry bites. Around two-thirds were sure that they should not massage the bite site, while nearly one-fourth were not sure about the use of a tourniquet. The fifth- and sixth-year students had extremely diverse perspectives on snakes. The majority of the participants (92.8%) did not feel good about snakes. However, most of the students (95.2%) wanted to learn about snakebite first aid and overcome their fear of snakes. Overall, the students had a positive attitude towards first aid but lacked knowledge of snakebite emergencies. Public health awareness is required to dispel first-aid myths about snakebites and misconceptions regarding snakes.

Abstract:
The evaluation of wrong answers in CAI programs for language teaching is the basis for all remedial or review branching, but before an intelligent decision can be made on how to treat the answer, the program must first make sure that the wrong answer is not in fact a typographical error or a reasonable misspelling of the right answer. Techniques that have been proposed for detecting misspellings fall under any of three major criticisms: they permit answers they should not permit, they do not permit answers that they should permit, or they are not practicable on a microcomputer. An alternative is proposed that combines very sensitive letter frequency tables with variables for teacher judgment, an alternative that permits much closer and more accurate assessment of the degree to which the student's answer approximates a correct answer.
