Abstract:
User information support is among the functions of academic libraries. The authors attempt to reveal the potential of this activity vector. They characterize in brief the academic libraries’ performance in the external environment, reveal the changes in digital environment and social demands due to advancing IT: using Open Access, Semantic Web, Big Data and Data Analytics technologies in handling science data, the most recent phenomenon of Data Science, etc. The authors argue that the origins of further transformations will be the migration of communications, including scientific ones, toward the cyberspace, preferential generation and use of e-documents, supercomputer technologies, cloud computing, end-to-end technologies, multimodal interaction, science IT-services, etc. These transformations have been changing primarily the academic library users – who are high-end professionals with increasingly complex and unique information needs which the libraries are supposed to satisfy. This purpose can be fulfilled through prompt knowledge update, processing enormous flows of fast-aging information, delivery of resulting knowledge, comparative analytical data, range of solutions, etc. The current trends in the information support in academic libraries are discussed based on the information tail content analysis and observations: support of grant management, support of expert examination of academic papers, generation of analytical bibliographies, and organization of scientific communications, researchers, papers and ideas promotion in the global information space. In the professional literature, the information needs to determine the user services vectors for scientific libraries and their bibliographers are revealed, namely, IT-services support, virtual learning laboratory, e-science, knowledge and learning commons, library involvement in scientific data curation, expert analysis of generated information and preliminary quality appraisal, recommending publications and publishers to researchers, related administration and mediation, visual analytics, etc. The primary role of bibliographers in the libraries of the future is emphasized.

Introduction. Logistics as a type of economic activity plays one of the main roles in the formation and development of market relations, so its study is especially relevant in a market economy. Information resources are one of the most important subsystems of the resource potential of the firm, and information is a key element of logistics operations. The information specifies the needs of the objects of logistics systems and supply chain links. The article investigates that logistics is one of the important components of the state economy and now this component is at the stage of its formation and requires a scientific approach to study; the place of the information and analytical center as an infrastructural component of logistics systems is determined; the information and analytical support of the market research of logistics services is substantiated and the system of statistical indicators of the research of this market is formed. It is determined that the prospects for the development of the logistics services market in Ukraine directly depend on the state of the country's economy. Methods. The following scientific methods were used in the research process: inductions and deductions - in the process of studying the general tendencies of logistics development in Ukraine; analysis and synthesis - during the theoretical generalizations, the formation of appropriate conclusions; bibliographic - research of literary sources to obtain the necessary information on the research topic; method of associations and analogies - for the proposed new ideas and suggestions that arise from comparison with other more or less similar objects. Results. Logistics in Ukraine is developing in accordance with world trends, has a significant impact on the economic potential of the country, stimulates the development of related, interconnected and complementary industries, is a reflection of the competitiveness of our country in the world. Logistics efficiency is now at the forefront of the agenda for professionals, private firms, and international organizations. Thus, the logistics of information flow is relevant in the field of logistics. Information resources are one of the most important subsystems of the resource potential of the firm, and information is a key element of logistics operations. The current level of logistics development requires constant improvement and introduction of new information systems. Discussion. The main task set during the writing of the article is to substantiate the feasibility of using logistics services in Ukraine, taking into account the peculiarities of business globalization. Abstract:
In the process of legal research, private scientific methods are developed and used to study legal reality, such as the method of comparative jurisprudence, the method of interpretation (explanation) and the formal legal method. However, at the present stage of legal research, it is impossible to be limited only by these methods. Even legal scholars who consistently defend the status of dogmatic jurisprudence recognize that the application of these methods, with all their merits, sets a limiting framework in un-derstanding the practical action of positive law and the originality of its theoretical vision. Nevertheless, the application of these methods in the study of legal reality allows us to draw a conclusion about the general trends in the development of evaluative concepts that are fundamental in civil procedural law. It is offered an approach to the formation of a system of information support of procedural decision-making based on the application of fuzzy inference mechanism implemented in the logical basis of the feedforward multilayer neural network. Under this approach, a method to overcome the semantic uncer-tainty in the evaluation terms of procedural law is developed by using appropriate terms (fuzzy sets) of corresponding linguistic variables. As an example it is selected the Articles on “Violation of copyright or neighboring rights” of the Criminal Code of the Azerbaijan Republic based on which has been proposed formalism for the evaluation concept of “significant harm” in relation to the sanction applied. For mak-ing an adequate to evaluation concept notion it is proposed grading scale of possible sanctions, obtained on the basis of the description of the relevant legal norms in terms of fuzzy implicative rules.

The aim of the study is to substantiate and analyze the strategy of managerial decision-making in information and analytical activities, to specify the main aspects of analytics for decision-making.Strategies for making managerial decisions in information and analytical activities are substantiated. The relevance of the use of information-analytical research is determined. The main aspects of analytics for decision making are analyzed, as well as the ranging of classes according to the degree of intelligence and complexity of tasks is taken into account. The peculiarities of completeness and reliability of information for information-analytical research are revealed. It is determined, that information analytics is a component of management.The regional management analytics is analyzed, as a result of which it is proposed the scheme of regional management with the use of information and analytical support is offered. The basic principles of design are offered. It is proved, that the management system requires modern analytical support, performed according to the requirements of science, the latest methodologies, including information and analytical activities. Problems and negative sides in the process of information-analytical activity in the system of regional management are determined. It is noted, that information and analytical support helps to achieve the best results, and the effectiveness of activities in any field depends on the management system. The obtained research results will allow will improve planning, organization and coordination of managerial decision-making and will help to form a significant information capital for making relevant management decisions at all hierarchical levels of management

In 2017, which was held in the Russian Federation under the aegis of the Year of Ecology, its 100th anniversary marked the first Barguzin State Natural Biosphere Reserve. Currently, there are 302 specially protected natural areas (PAs) of federal significance in the Russian Federation. There are 105 nature reserves, 55 national parks, 58 sanctuaries and 17 natural monuments and 67 dendrology parks and botanic gardens with a total area of more than 70 million hectares. In 2018, 2 more national parks in Dagestan Republic and Chelyabinsk region and 6 PAs will be created on the territory of the Republic of Crimea. Abstract:
Under the conditions of intense competitive struggle, integrated assessment methods are gaining increasingly greater importance in the processes of information and analytical support of enterprise development management. Enterprise competitiveness is one of the most universal, and, consequently, methodological and applied features among such generalizing characteristics. However, almost all of the approaches used are characterized by both significant advantages and certain disadvantages as of the date. This study develops a system of information and analytical support for managing enterprise competitiveness in the market of fast moving consumer goods, where competition is near the highest. The author's approach for assessing the competitiveness status of enterprises is developed. For this purpose, a system of indicators is determined, which reveal comprehensively and systematically the main parameters of competitiveness according to its structural components, or subsystems: (1) personnel, (2) property, (3) commodity, (4) organizational. The peculiarity of the approach includes the combination of the method of enterprise position rating in the market, and expert survey, which ends with presentation of the results using the graphical method. Summarizing approbation of the developed methodological approach to the assessment of enterprise competitiveness status, the results allow to allocate the leader enterprises, enterprises of average level of competitiveness, enterprises of attack zones and lost opportunities, and outsider enterprises are obtained. The results include the possibility of implementing a new better and more comprehensive approach for analyzing the status of competitiveness of competing enterprises, which serves as a significant information and analytical basis for policy planning to strengthen the competitive position of businesses for the consumer goods market.

Unique nature of land resources determines the specifics of constructing a land management and registration system, which includes accumulation, systematization, processing and analysis of economic information about their quantitative, qualitative, monetary and legal data in the state. The economic, social, and ecological safety of the state and living standards of the population depend on the effective land use. Consequently, there is a need for continuous improvement of the regulatory and legislative framework, development of a methodology for land registration and fixing land accounting operations. The article deals with the current state and problems of the development of synthetic and analytical registration of land resources in Ukraine. The variability of the representation of land relations in the accounting system is also considered. The current system of agricultural land registration in Ukraine does not allow to reflect the full range of characteristics of land plots for external and internal users in order to profit and increase the investment attractiveness of enterprises. It is established that reliable and accurate assessment and registration of land plots have significant influence on the agricultural enterprise position.

Abstract:
Information and instrumental support of business analytical procedures involves the selection of methods and the development of tools, which together constitute a methodological justification (scheme) for the formation of accounting information. The sequence of hierarchical procedures consists of evaluating strictly justified parameters and indicators, identifying deviations that characterize compliance with norms and standards, normative and planned values. It is proposed to carry out the algorithmization of procedures in accordance with the sequence of implementation of the main business processes, which includes four stages: procurement of materials, production of products, sale of products, determination of financial results. Due to the lack of a unified methodology for accounting for deviations for the purposes of indicative management in domestic practice, as well as to eliminate contradictions and shortcomings in the existing approaches, it is proposed to supplement the tools of the Standard-cost system with new accounting and analytical attributes. Enhanced systematization of the revealed deviations by their types (quantitative, qualitative and cost (monetary)) and by the stages of the implementation of business processes are provided by the developed multi-level analytical accounts and specific accounting records. Detailing by level and accounting for deviations make it possible to generate data with a high analytical capacity and using summarizing tools to obtain summarizing information for making effective management decisions. Implementation of the proposed information-instrumental approach in business analytical practice will provide an opportunity to proactively monitor the vector and level of deviations, identify the causes of their manifestations and those responsible, more accurately predict the results of efforts and take operational measures to ensure the proper level of achievement of goals in accordance with strategic and operational interests organization.

Introduction. The article researches the essence of the cost as an object of accounting. It highlights the importance and tasks of the cost management system. The essence, purpose and functions of the accounting and analytical support of cost management are revealed. It is determined that the main sources of data for the management of company costs are the following ones: external (regulatory) and internal (accounting, non-accounting and analytical) information. The article lists the factors that affect the production cost and methods of accounting for production. Purpose. The article aims to study accounting information in terms of cost management and to reveal the value of the accounting and analytical support of the issuer of corporate rights in making managerial decisions. Method (methodology). In the process of research, a number of scientific methods have been used, including method of comparison, method of grouping, method of analysis and synthesis. Results. The article summarizes the scientific approaches to the essence of accounting and analytical support. It presents the author’s vision of the accounting and analytical support for cost management. It researches the problems of formation of accounting and analytical support for cost management of the issuer of corporate rights.

Abstract:
The purpose of the paper is to justify the organizational and methodological provisions and to develop practical proposals for improving the information support of organic production delineating ways to advance the accounting system. To achieve this goal, we were focused on the next tasks: determination of the essence of the state and directions of development of organic production, research of legislative requirements for accounting of organic production and improvement of its accounting information support. Methodology. During the research, the following general and specific scientific methods were used: theoretical generalization, analogy, statistical observation, analysis, synthesis, scientific abstraction, critical analysis of accounting issues. Results. In the paper, the following issues were investigated: the place of Ukraine in the organic products market, the main advantages and disadvantages of organic products, ways to improve the information support for the development of organic products. It is proved that the establishment of organic agricultural production in Ukraine requires the development of its accounting support. According to the emergence of such support, it is possible to expect the development of this segment of the agricultural sector. Practical implications. In this paper, the accounting of organic production is improved considering the necessity of coordination of economic, social, and ecological activities of agricultural enterprises by making documentation of business operations related to organic production, confirming the need for internal control of organic production costs to improve their management efficiency, establishing a work plan of accounts regarding the formation of separate analytical accounts for the process of receipt of biological assets, producing organic products and selling them, as well as creating separate analytical accounts to determine the financial result (based on the proposed analytical calculations, the process of creating production costs and determining revenues can be simplified; if cross-production is carried out at an enterprise, then this technique will help to determine the benefits of organic production over conventional production easily), developing a system of financial and statistical reporting indicators for organic enterprises. Value / originality. The improvement of accounting and internal control system can provide the information with the required level of detail to meet the needs of interested users and to make such management decisions that will help to preserve natural resources and reduce the negative impact of enterprise activity on the environmental situation in Ukraine.

Purpose. To substantiate the basic requirements for information and to develop a quality evaluation method of the civil protection information and analytical support system operation in public administration. Methodology. During the research, a set of general and special methods were used: regular observation and comparative analysis, content analysis, logical generalization, quantitative and qualitative comparison, scientific abstraction and systematization. Aquality evaluation method of the civil protection information and analytical support system operation was applied, which led to outlining the quality of information as sufficient, corresponding with situation changes, and significant information for appropriate decision-making by the head of authority under certain conditions. Findings. The basic information requirements are substantiated and its quality is defined as a set of characteristics (adequacy, completeness, responsiveness and utility) that outlines the degree of its suitability for achieving the goals of the information and analytical support system in civil protection. The quality evaluation method of the information and analytical support system operation in civil protection during emergencies was elaborated; it allows evaluating quantitatively the correspondence of the quality of system operation with the requirements stipulating usage of the integrated indicator the extent of information and analytical support for the authority concerning its activity arrangement in emergencies. The obtained results of quality evaluation of the civil protection information and analytical support system operation were proposed to determine the rational method of its operation during the decision-making process by the head of authority under certain conditions. Originality. The evaluation criterion was defined: achieving the condition when the extent of implementing the information and analytical support is higher or equal to the required one and provides for further evaluation of the operation methods of the system. Practical value. It is proved that attaining the criterion of information and analytical support system operation quality in civil protection is a connecting link to the methodological approach. Therefore, there is a possibility to determine a rational method of the system operation using the hierarchical model of alternative method comparison taking into consideration analytic hierarchy process (AHP), which ensures the head of authority to perform the assigned tasks qualitatively, completely and timely.

Currently, business priorities are shifted from extensive expansion, a stable range of production and higher profit margins to sustainable development of the enterprise, achieved through lean manufacturing of a marketable range of goods (services) using a modern production base and flexible technologies. The conservation of all types of resources lies at the basis of competitive prices, and, therefore, in conditions of fierce competition, provides the enterprise with a stable market position. According to modern Russian experts, the main task of economic security is to ensure the independence, stability and sustainability of the state economy. And at the enterprise level, this is ensuring the life of the enterprise through the effective use of all its resources. Thus, to fulfill its task, the economic security service must have complete information about the composition and volume of resources, their movement and transformation in the production process. In this article, the author examined certain issues of the formation of an enterprise’s information base for economic security purposes, information criteria for economic security purposes, and also a scheme for organizing the information flow.

The effectiveness of law enforcement agencies is constantly monitored by the public, and its indicator is the safety of citizens, the ability to exercise their rights and freedoms. One of the strategic resources of the life of modern society is various information. Computer networks, geographical information systems, means of tactical forecasting of crimes, numerous integrated databases are already widely applied in the activities of the law enforcement agencies. Despite this, the main information resource for forensic purposes represented by the information arrays of the forensic registration system still remains a repository of heterogeneous data, the collective use of which causes significant organizational and technical difficulties. Information and analytical support for the disclosure and investigation of crimes is aimed at obtaining an analytical information product about the structure, hierarchy, and composition of criminal groups, about the commodity and cash flows and relations of individuals and legal entities, about their joint criminal activities, about the unidentified circumstances of the events of the crime to be proven. The implementation of cumulative inspections of objects and traces on various information arrays helps to establish the missing information about the crime event.

Enterprises competitive advantages achievement is possible only on condition of constant research of the external environment tendencies, and taking them into account in the enterprise economic policy construction and adjustment. Enterprise strategic development management is made possible by the analytical information use that is relevant for obtaining competitive advantages. The methodological apparatus that determines the analytical support criteria for managing competitive strategies is currently not sufficiently aligned with the management entities information requests, and therefore needs to be improved. Their features and possibilities of effective use for the enterprises on which the strategic management system operates are determined. The strategic analysis principles have been harmonized with the methods and models used to inform the management of competition strategies. It is proved that the development and implementation of a qualitative competitive strategy in a market economy is possible provided the use of methodologically sound analytical tools. It has been established that the most extensive analytical support is needed for differentiation and cost minimization strategies. It is determined that the drawback of the competition strategy at the present time is the minimum analytical service. Possibilities of benchmarking and VEM model for qualitative development and informational support of cost minimization, differentiation, focusing, time competition strategies have been identified. The relationship between the analytical methods and the information needs of the entities managing the strategies for competitive advantage is identified. The directions of further scientific search are formulated.

This study investigates the impact of business analytics (BA) on supply chain performance (SCP) in Saudi industrial companies. It also investigates the mediating impact of information systems supporting (ISS) and business process orientation (BPO). A total of 373 respondents working in 38 manufacturing companies in the Kingdom of Saudi Arabia (KSA) were selected. A scale with acceptable validity and reliability indicators was developed to measure the study variables. The results indicated significant indirect impact of the business analytics (planning, supply, make, delivery) on supply chain performance as ISS and BPO mediate this impact. Based on the results, a set of recommendations were proposed, industrial companies in KSA must develop the analytical capabilities for managers by increasing awareness of the benefits achieved from using business analytics approaches. It is a critical precedent for supply chain SC efficiency, and for companies to enhance their analytical capabilities with good ISS and process orientation to utilize in analyzing vast amounts of internal and external data. Directions for future research are also presented in this paper.

The method of comparison is used to study and compare the domestic and foreign experience of carrying out the accounting estimation of sustainable development. To clarify the content of accounting and analytical support sustainable development strategy used methods of abstraction, synthesis, induction and deduction, specification and other methods of scientific knowledge. The results of the research. Based on the substantiation of the importance of developing and implementing the strategy of sustainable development of the enterprise in the conditions of the modern business environment, the structure of the information management of the strategy of sustainable development management, which includes information resources generated by the external and internal environment of the enterprise, was investigated. It was established that the basis of internal information management of the strategy of sustainable development of the enterprise is the accounting and analytical system of the enterprise. To form a qualitative accounting and analytical support for management of the sustainable development strategy, a clarified understanding of the accounting and analytical support of the strategy of sustainable development, taking into account the specifics of the activities of agrarian enterprises, is substantiated, and the necessity of improving normative support in collecting information about the state of social and ecological capital according to typical reporting forms is substantiated. Elements of scientific novelty. Economic and mathematical modelling, systematisation and synthesis helped to develop a strategy to improve accounting and analytical support for managing the economic potential of agricultural enterprises, taking into account the principles of sustainable development. This type of modelling can help to effectively modernise accounting and analytical support for managing the economic potential for agricultural enterprises. The developed information model of selective adaptation helps managers of various levels to monitor the implementation of business processes for improving accounting and analytical support for economic potential management, assess the degree of achievement of priority goals and compliance with the principles of sustainable development. Telerehabilitation is a complex of rehabilitation exercises and training programs provided to the patient remotely using telecommunication computer technologies, mainly at the outpatient stage of treatment. Telerehabilitation must be accompanied by appropriate software. The purpose of the work. To give an idea of the high-tech platform for telerehabilitation, which is being created at the Institute of Cybernetics named after V. M. Glushkov National Academy of Sciences of Ukraine. Methods. Work is being carried out under a project of the National Research Foundation of Ukraine, which is called «Transdisciplinary Intelligent Information and Analytical System for Supporting Rehabilitation Processes in a Pandemic (TISP)». The peculiarity of the system is that it is based on knowledge-oriented technology, ontological engineering and trans-disciplinary paradigm. The cognitive services of the system implement structuring. and classification. information, synthesize the necessary documents based on semantic analysis, identify the characteristic properties of information processes and provide support for decision-making at all stages of their life cycle. Results. The absence of specialized scales for functional assessment of the cardiorespiratory system, suitable for use during telereha-bilitation, was revealed. The proposed technology of objective functional assessment of the patient at home, based on the use of several portable devices and an innovative system for scaling small ECG changes. The technology was tested in the process of rehabilitation of patients with PTSD in the Center for Psychological Counseling and Trauma Therapy «Open Doors» as a means of control in the process of psychodiagnostics and psychotherapy. Conclusion. 1. Telerehabilitation is the most modern type of rehabilitation, which is rapidly developing. 2. The V. M. Glushkov Insti-tute of Cybernetics of the National Academy of Sciences of Ukraine is creating a transdisciplinary intelligent information and analytical system for supporting rehabilitation processes in a pandemic (TISP), based on cognitive information technology, which fully provides the process of analyzing large volumes of information resources. 3. The technology of objective functional assessment of a patient at home, based on the use of portable devices and an original ECG scaling system, is an important component of telerehabilitation.
