This has been the first international conference devoted to hydrogen-deficient stars and related objects. As Professor Hunger stated in his introduction, one aim of a meeting such as this is to review our achievements and find out what conclusions we can reach about the nature and origin of the objects we study. However, it is even more important that we identity the questions that we must ask and particularly which questions it may be within our means to answer. A newspaper reporter is said to have asked the Chairman of our Local Organizing Committee what we proposed doing to correct this hydrogen deficiency!Our meeting started with Drilling’s review of the galactic distributions and velocity dispersions of the various groups of hydrogen-deficient stars. They cover a wide range from the Population I rapidly rotating intermediate helium stars to the extreme helium stars and cool hydrogen-deficient stars, including the R Coronae Borealis (RCB) variables, which show characteristics of Intermediate Population II. We certainly need to be very clear how each of these classes is defined, particularly as there are a few objects, very definitely hydrogen-deficient, which fail to fit neatly into any of our categories. One star which has been the subject of three contributed papers and mentioned in others has too much hydrogen and too much gravity to be an extreme helium star, too little hydrogen to be an intermediate and too little gravity to be a subdwarf. I refer to BD+13°3224, otherwise known as V652 Her. As many of these stars are discovered to be variable they will be allotted variable star names. To avoid confusion it seems best to mention all known names.

This paper deals with the evolution of European Court of Justice (ECJ) case law. The ECJ had to decide in the Artedogan case whether the national authorities or the Commission should be able to modify marketing authorisation granted at the national level. The ECJ decided that in the situation where the marketing authorisation was of national origin, a modification could not be decided on by the European Commission on the basis of the then article 15a of directive 75/189 (today article 36 of directive 2001/83). The debate has now shifted, and the new issue is to decide who is authorised to force harmonisation of summaries of product characteristics (SmPC) and when this can be contested in front of the Court of First Instance. The three decisions pending in the Zocor, Lopid and Renitil cases, which concern SmPC harmonisation, will pave the way to finding out if the development of generic products can be impeded through the development or lack of SmPC harmonisation at the EU level.

The working group took its objective to be the formulation of a set of research and development recommendations for assessment of aging energy systems. The material discussed in every session at this workshop has relevance to the assessment of characteristics such as the current state of these facilities or their components. Indeed many of the items we cite will appear elsewhere as well. The focus we have maintained, however, is assessment for the direct purpose of decision making. The decisions may have to do with increasing inspection, monitoring or analysis, or with repair, or even with closure and replacement. The assessment may be the risk assessment of an individual structure or the problem may be that of designing a cost-efficient inventory of the status of a large “fleet” of facilities.

This paper gives a summary of a new insight into basic electron transport characteristics in crystalline elemental metals. The general expressions based on the Fermi-Dirac distribution of the effective density of the randomly moving electrons, their diffusion coefficient, drift mobility, and other characteristics, including the Einstein relation between diffusion coefficient and drift mobility, are presented. It is shown that the creation of the randomly moving electrons due to lattice atom vibrations produces the same number of electronic defects, which cause scattering of the randomly moving electrons and related transport characteristics.

Abstract:
The summary of product characteristics from the European Medicines Agency is a reference document on medicines in the EU. It contains textual information for clinical experts on how to safely use medicines, including adverse drug reactions. Using natural language processing (NLP) techniques to automatically extract adverse drug reactions from such unstructured textual information helps clinical experts to effectively and efficiently use them in daily practices. Such techniques have been developed for Structured Product Labels from the Food and Drug Administration (FDA), but there is no research focusing on extracting from the Summary of Product Characteristics. In this work, we built a natural language processing pipeline that automatically scrapes the summary of product characteristics online and then extracts adverse drug reactions from them. Besides, we have made the method and its output publicly available so that it can be reused and further evaluated in clinical practices. In total, we extracted 32,797 common adverse drug reactions for 647 common medicines scraped from the Electronic Medicines Compendium. A manual review of 37 commonly used medicines has indicated a good performance, with a recall and precision of 0.99 and 0.934, respectively.

With the signing of the ‘Kyoto Protocol’, more attention has been paid to the greenhouse effect because of the emission of CO2 of human activities. Therefore carbon sequestration accounting becomes more and more significant as the world starts to realize the significance of launching forestation activities for carbon sequestration. This research reviewed the two categories of methods in accounting forest carbon sequestration: Biomass Investigation methods and Microclimatology methods. Principles of the two methods will be introduced in the essay, followed by detailed analysis on both the advantages and disadvantages. Furthermore, the individual applicability will be discussed at the end of each method. Lastly, according to the characteristics of the Greater Khingan Mountains in Heilongjiang Province, the research selected the Stem Volume method as the method to account carbon sequestration of the Greater Khingan Mountains.

Summary Scholarship on what constitutes the major characteristics of China’s diplomacy lacks consensus. This essay argues that many of what have been considered the distinct features of China’s diplomacy are the common features of all diplomacy, rather than specifically those of China’s diplomacy. These distinctive characteristics can be understood from historical and cross-national comparisons, and include strong self-consciousness of and emphasis on its distinction, the declining significance of diplomacy accompanied by the rise of power, the unified leadership of the the Chinese Communist Party, remarkable cultural features and the Chinese leadership’s personal style.

In this paper, emerging memory devices are investigated for a promising synaptic device of neuromorphic computing. Because the neuromorphic computing hardware requires high memory density, fast speed, and low power as well as a unique characteristic that simulates the function of learning by imitating the process of the human brain, memristor devices are considered as a promising candidate because of their desirable characteristic. Among them, Phase-change RAM (PRAM) Resistive RAM (ReRAM), Magnetic RAM (MRAM), and Atomic Switch Network (ASN) are selected to review. Even if the memristor devices show such characteristics, the inherent error by their physical properties needs to be resolved. This paper suggests adopting an approximate computing approach to deal with the error without degrading the advantages of emerging memory devices.

This paper gives an overview of the design and wind tunnel test results of the wind turbine dedicated airfoils developed by Delft University of Technology (DUT). The DU-airfoils range in maximum relative thickness from 15% to 40% chord. The first designs were made with the XFOIL code. The computer program RFOIL, which is a modified version of XFOIL featuring an improved prediction around the maximum lift coefficient and the capability of predicting the effect of rotation on airfoil characteristics, has been used to design the airfoils since 1995. The measured effect of Gurney flaps, trailing edge wedges, vortex generators (vg) and trip wires on the airfoil characteristics of various DU-airfoils is presented. Furthermore, a relation between the thickness of the airfoil leading edge and the angle-of-attack for leading edge separation is given.

The rapid expansion of urbanization both in scale and population leads to a series of serious urban diseases, which become a huge obstacle to the healthy and sustainable development of cities. To alleviate these problems and challenges, China launched a smart city construction program in the past decade and has taken the lead in smart city construction in the world. However, there is still a lack of reflection and summary on the practice of smart cities in China. Based on the definition and concept of smart city, this paper points out the internal and external driving factors of China’s smart city development, then summarizes the four major characteristics of China’s smart city construction practice, and explores the main problems existing in the process of China’s smart city construction. Through the reflection and summary, we can facilitate development of smart cities in China, provide useful reference to urban planners and smart city practitioners in other countries and regions, and promote the healthy and sustainable development of cities.
