Abstract:
Ceratocystis wilt and canker disease has severely compromised the profitability of Mangifera indica plantations in the world. In 2022, wilt and sudden death were observed on Mangifera indica. Identification was performed by sequence analysis of the concatenated β-tubulin gene regions. Sequencing of the PCR product confirmed this pathogen was Ceratocystis fimbriata sensu stricto. This is the first report of C. fimbriata causing sudden death disease in M. indica in Indonesia.

Abstract:
Fungi belonging to five genera, Monosporascus sp., Pythium aphanidermatum, Rhizoctonia solani, Olpidium sp., Fusarium solani, and F. proliferatum, were the species most frequently isolated from the root systems of wilted melon. Diseased plants were collected from 24 fields in the northern and central Arava region of southern Israel during the fall seasons of 1994 and 1995. In pathogenicity tests conducted under field conditions, in artificially inoculated microplots, the first wilt symptoms were observed at various stages of fruit maturation. High mortality levels (73 to 97%) were recorded for inoculation combinations in which Monosporascus sp. was involved. Inoculations with the other fungi listed resulted in lower incidences of wilt. The combination of F. solani and P. aphanidermatum resulted in higher mortality than that caused by each pathogen alone. Monosporascus sp. seems to be the primary pathogen, although other fungi could also induce wilt. The dry weight of plants grown in naturally infested soil ceased to accumulate 33 days after transplanting, in contrast to plants grown in methyl bromide-treated soil. At this stage, the first wilt symptoms were observed. Fruit load affected wilt incidence. At the end of the growing season, 98% mortality was recorded for plants having the normal fruit load (2.5 fruits per plant) compared with 75 and 12% for plants that had their fruits thinned to one or zero per plant, respectively.

Abstract:
Sudden wilt (vine decline) of melon, caused by Monosporascus cannonballus, is a worldwide problem in arid and semi-arid regions. Soil disinfestation by fumigation with methyl bromide before planting is a common treatment for disease management but, because methyl bromide is expected to be banned from use within the next 10 years, alternative measures for disease suppression are needed. The efficacy of 29 fungicides against M. cannonballus was evaluated in vitro. Among the fungicides tested, fluazinam and kresoxim methyl were the most effective and both totally inhibited the growth of M. cannonballus in culture at concentrations of 10 μg a.i /ml. Because fluazinam also was effective in inhibition of Pythium aphnidermatum, which also may be involved in sudden wilt syndrome, and kresoxim methyl was not, fluazinam was chosen for further tests. The effective dose of fluazinam for M. cannonballus that reduced mycelial growth by 50% was 0.09 μg a.i./ml. Fluazinam efficacy was evaluated in three field experiments conducted in the spring and in the late summer cropping seasons. In two of the experiments, applications of fluazinam resulted in approximately 87% wilt reduction, whereas in the third experiment it was only 32%. The mobility of fluazinam in soil was determined in samples taken from the field. Fungicide mobility in soil was relatively limited; most of the compound was adsorbed to soil particles, resulting in a zone of high concentration that decreased with depth and distance from the application site. Nevertheless, rates measured even at a depth of 25 cm were sufficient to control M. cannonballus. This study shows that fluazinam may be used as one component in an integrated approach for suppression of sudden wilt of melons.

Abstract:
This thesis analyzes how children and youth being resettled from Kenya and Sudan were prepared for their upcoming resettlement to Sweden, through cultural orientation programs (COPs). COPs are held for refugees who have been granted permanent Swedish residence and are undergoing resettlement to Sweden. The Swedish Migration Board, in charge of resettlement, carries out COPs as a means to inform and prepare refugees for the move to Sweden. This thesis is based on ethnographic work carried out during COPs held in Kenya and Sudan in 2011. Through video-based observation of the meetings between the Swedish delegations and children and youth, current thesis examines what notions of resettlement and refugeeness inform the delegations work, and how does the children’s agency come about during these meetings? The thesis includes three articles. Article 1 examines how the delegations make use of images in order to establish certain ideas of Sweden and the ideal citizen specifically tailored for the group being resettled. Article 2 explores children’s agency within the COPs, focusing on how the children and youth manage the meetings and sometimes resisting being positioned in certain ways by the delegations. Article 3 analyzes how notions of gender equality are drawn upon by the delegations during their work, a topic frequently highlighted by the delegations in various implicit and dilemmatic ways. The thesis shows how the delegations’ work is carried out in paradoxical ways. Their quest to bring forth the ideal future as a means to instill hope among the children simultaneously ends up categorizing them as different and as others. The representatives draw  n ideas that the children need to be socialized in order to be incorporated into another “us”.
Avhandlingen undersöker hur barn och ungdomar förbereds inför sin vidarebosättning genom så kallade Sverigeprogram. Avhandlingen är baserad på en etnografisk studie där video observationer genomförts av Sverigeprogram som hölls utav Migrationsverket i Kenya och Sudan för familjer som var på väg att vidarebosättas till Sverige. Som ett led i vidarebosättningsprocessen informeras och förbereds flyktingar inför flytten till Sverige. Syftet är att informera och presentera Sverige, skapa dialog och verka för flyktingarnas aktiva medverkan i sin vidarebosättningsprocess. Sedan några år tillbaka har speciella program genomförts för barn och ungdomar. Avhandlingen visar hur de två delegationerna arbetar med bilder och information med syftet att presentera en positiv bild av Sverige i ett led i att inge barnen hopp. Praktiken av att presentera idealbilden av Sverige hänger samman med socialiseringsprocess av barnen som stundtals positioneras som avvikande från svenskheten. Delegationernas arbete med att presentera bilden av den fria individen går hand i hand med en vilja att inkorporera barnen i en ny gemenskap, ett nytt ”vi”. I artikel ett undersöks hur delegationerna arbeter med bilder som visas upp genom olika praktiker för att förmedla en viss bild av Sverige samt den ideala medborgaren som ansvarstagande och aktiv. Artikel två fokuserar på barns agens och hur de under mötena med delegationerna förhandlar och gör motstånd mot stereotypifiering men också ställer egna frågor om framtiden när utrymme ges. Artikel tre fokuserar på hur delegationerna pratar om jämställdhet med unga tjejer som deltar i programmen med utgångspunkt i att stärka tjejerna och informera de om rättigheter men hur arbetet med att presentera ett liv i frihet går hand i hand med att även presentera hur detta liv bör se ut vilket paradoxalt nog positionerar tjejerna som ojämställda och annorlunda.

The main purpose of my thesis is to understand, from the perspectives of Southern Sudanese themselves, their resettlement experiences in Australia, to provide knowledge about how their experiences of exile reshape their thinking of home, place, identity, gender roles, and traditional practices, to explore the extent of their resettlement and integration into Australian society, and to inform policy on the resettlement of refugees and the settlement services offered to them. The thesis explores the range of interactions and relationships among Southern Sudanese and between them and their Australian hosts. It demonstrates how these interactions and relationships shaped and reshaped the Southern Sudanese sense of identity and belonging in resettlement in Australia. The thesis also provides insights into the relationships between the war that forced them out of their homeland, their flight, life in refugee camp or in exile, and how these affected their ability to resettle. To understand these, I have listened to how they described their lives before and during the war, while seeking refuge, and of their present and future life in Australia. From this I will show how they reproduce and maintain some aspects of their culture within the context of the Australian society, as well as how they are adapting to some aspects of life in that society. In this thesis I also explore the concepts of place, home and identity. In order to understand these concepts and how fluid they are in the current transnational era, I follow Thomas Faist’s (2000) thinking about the causes, nature and the extent of movement of international migrants from poorer to richer countries (also Cohen 1997; Kaplan 1995; Appadurai 1995). Faist in particular examines the process of adaptation of newcomers to host countries and the reasons why many migrants continue to keep ties to their home or place of origin. These ties, according to Faist, link transnational social spaces which range from border-crossing families and individuals to refugee diaspora. In this, I argue that resettlement involves complex interactions between newly arrived Southern Sudanese and members of Australian society. These complex interactions include firstly an array of social interactions occurring between Southern Sudanese and the staff of support organisations delivering settlement services to them. I show how the Southern Sudanese perceived the services they receive vis-à-vis the staff’s perceptions of Southern Sudanese as recipients of their services. Secondly they include various kinds of social interactions, relationships and networks among the Southern Sudanese and between them and members of Australian society through making friendships, home visitations, joining social and cultural clubs, and becoming involved in professional associations and churches which are predominantly Australian. I show how these social relations and networking are being enacted and maintained and/or fall apart over time. I ascertain whether these relationships have enhanced their resettlement or not. Thirdly, the thesis shows the impact of a shift in gendered roles and intergenerational conflicts between parents and children on family relationships and how these in turn affect their actual settlement. This thesis is based on these themes and on the analysis drawn from detailed qualitative ethnographic research which I conducted over a period of fourteen months between January 2006 and March 2007 and from the literature. In keeping with the traditions of ethnographic fieldwork practices, I carried out structured and unstructured in-depth interviews and Participant Observation of informants during the fieldwork. The subjects of this thesis are the Southern Sudanese refugees who resettled in South Australia and some staff of organisations which delivered settlement services to them. The fundamental questions which these ethnographic explorations attempt to answer are how do the Southern Sudanese experience resettlement in Australian, interact with members of their host society, construct their identities in relation to their notions of home and place, and negotiate shifting gender roles and relationships in the family. I show how their previous life experiences in Southern Sudan, their plight, their flight from war, their life in refugee camps and/or in refugee settings in other countries, their personal socio-economic and historical backgrounds, have affected their resettlement in Australia. I also explore their current and ongoing relations with their homeland and other Southern Sudanese diaspora and show how this perpetuates their identity as Southern Sudanese. I argue that success or failure in resettlement hinges mostly on the Southern Sudanese ability or inability to understand and speak the English language, their access to employment and stable housing, relationships with Australians, and the quality and quantity of settlement services which they access and receive. I assert that the interplay between/among these factors have combined to influence significantly the settlement processes and the extent of integration of Southern Sudanese into Australian society. Furthermore, I assert that these factors are inseparable and need to be examined and explained in relation to one another as they tend to be interwoven into the daily life experiences of Southern Sudanese.

Abstract:
The meaning of loss is love. I know this through attention to experience. Whether loss or love is experienced in abundance or in absence, the meaning is mystical with an opening of body, mind, heart and soul to spirit. And so, in the style of a memoir, in the way of contemplative prayer, I contemplate and share my soul as a promise kept in the mystical reach through loss. With the first, initiating loss, the loss of my nine-year-old nephew, Caleb, I experience an epiphany that gives me spiritual instructions that will not be ignored. I experience loss as an abundance of meaning that comes to me as gnosis, as “knowledge of the heart” according to Elaine Pagels or divine revelation in what Evelyn Underhill calls mystical illumination in the experience of “losing-to-find” in union with the divine. Then, with gnostic import, in leaving the ordinary for the extraordinary, I enter the empty room in the painful yet liberating experience of the loss of my self. In the embrace of emptiness, I proceed to the first wall, the second wall, the third wall, the dark corner of denial, the return to centre, and, finally, to breaking the fourth wall in the empty room so as to keep my promise to you. Who are “you”? You are God. You are Caleb. You are spirit. You are my higher soul or self. And, you are the reader. You are my dear companion in silence. And then, through a series of broken promises and more loss, within what John of the Cross calls, “the dark night of the soul,” I am stopped by the ineffability of the dark corner of denial, the horror of separation and the absence of meaning, which is depicted as the grueling gap between the spiritual abyss and the breakthrough. What does it mean to keep going through a solemn succession of losses? I don’t know. In going into the empty room, I simply put pain to work in order to reach you. Through loss, though there are infinite manifestations, there is only one way: keep going. And so, in a triumph of the spirit, I keep going so as to be: a promise kept in the mystical reach through loss. As for you, through my illumined and dark experiences of loss, what is my promise to you? I keep going to reach the unreachable you. In the loss of self, with embodied emptiness, in going into the dark corner of denial, with a return to the divine centre of my emptied self, in an invitation to you, I give my soul to you in union with you.

AbstractIn this paper, the construction process of the diversion tunnel of Er-Jia-Gou Reservoir in Harbin is numerically simulated. Based on Biot consolidation theory and porous elastic medium theory, considering the influence of groundwater seepage during the construction process, a three-dimensional fluid solid coupling model of the tunnel is established to simulate the seepage field, stress field and displacement field changes during the construction process. According to the calculation results, the distribution of pore water pressure and stress around the tunnel during the construction process is analyzed, and the variation rules of pore water pressure, stress and the displacement of the vault and arch bottom of the tunnel are obtained when the shallow tunnel construction passes through the sudden change area of rock mass. Finally, the influence range of the sudden change area of rock mass grade in the tunnel construction process is determined: pore water pressure, stress and vertical displacement will be affected at 20 m from the sudden change area. The results of the paper can provide reference for the safe construction of shallow tunnels.

AbstractThe movable pulley block failure can lead to catastrophic crane accidents, so the dynamic performance of a defective movable pulley block system is essential. Based on ANSYS contact analysis through APDL command, a pulley block simulation platform is developed, which can be used for dynamic analysis of defective pulley systems. Firstly, a parameterized 2D contact model is established and validated through static analysis. Then, dynamic simulation analysis for the intact pulley block under two working conditions is performed: lifting from the ground and sudden unloading. Finally, COMBIN 37 is used as a defective element, and dynamic simulations are analyzed for the faulty pulley system with hook or wire rope rupture. The analysis results show that the longer the unloading time and the shorter the wire rope length will lead to a minor impact under hook rupture and sudden unloading conditions. Meanwhile, if the unloading time is consistent, the dynamic analysis of the intact pulley block under sudden unloading and defective pulley block with hook rupture are equivalent. It is worth noting that when the steel wire ropes on both sides of the moving pulley break simultaneously in a defective system, it will cause a more significant horizontal impact force. This study demonstrates that ANSYS contact analysis with COMBIN 37 as the defective element can accurately and efficiently apply the dynamic simulation of a crane movable pulley system with defects.

AbstractHere we will present two research questions: first, why did Japan suddenly discontinue a quarter-century history of troop contribution to United Nations Peacekeeping Operations (UNPKOs) in 2017; second, is there any possibility of resuming large-scale military deployment. Hypothetically, we will argue that Japan’s retreat from South Sudan in 2017 should be regarded not as the revival of old anti-militarism but as a recent tendency of reluctance among the Global North countries, concerning the personnel deployment to the UNPKOs. Since the start in 1992, Japan had deployed only the limited personnel contribution under the strict constitutional ban. To overcome this situation, Japan had tried to trace the global trends of “robustness” and “integration”: the former encourages more proactive use of arms for peacekeepers to remove obstacles for the UNPKOs, while the latter promotes peacebuilding-like military roles along with the cooperation with civilians. In the late 2010s, however, Japan could no longer accommodate the recent international trends, mainly due to the increasing insecurity in the UNPKOs today. Likewise, the other Global North countries had also become hesitant for the personnel contribution to the UNPKOs. We will argue that Japan’s retreat falls in the common trend among the Global North countries.

Simultaneous two-component laser Doppler velocimeter measurements were made in an axisymmetric sudden expansion to measure the flow properties of a confined, isothermal flowfield of a research dump combustor. Measurements of mean velocities, Reynolds stresses, and triple products were carried out at axial distances ranging from 0.38H (H = step height) to 18H downstream of the dump plane. Detailed experimental data are provided to help in the understanding of the behavior of turbulent transport characteristics of a confined shear layer. In addition, the data from this study will be available for upgrading / or evaluating advanced numerical codes used to predict complex turbulent flows. The turbulent kinetic energy terms: convection, diffusion, and production terms were computed directly from the experimental data using central difference, while the viscous dissipation term was obtained from balance of energy equation. The results indicate that the shear layer flow created by the sudden expansion enhances the combustor performance by serving as a turbulence generator mechanism.

The emphasis in this paper is to investigate the potential impact on offshore operation caused by the sudden change of wind condition. First, a questionnaire survey was conducted on experienced operation workers in Japan. The results show 74% respondents have experienced the danger of sudden change of wind condition in offshore operation. It is found that both the operation on board and the motion of ship can be affected by sudden change of wind condition. One-dimensional time-domain simulations are done to understand the performance of dynamic positioning system (DPS) when suffering from sudden change of wind condition. Squall models are determined on the basis of real cases on the sea near Japan. The results show an operation ship with PD control cannot keep its positioning in the allowable operation zone if the peak of wind speed exceeds more than a certain degree of the designed value. Wind feedforward can decrease the ship’s maximum displacement only with a short measurement interval. Adding integral control to the DPS can also achieve the ship staying in its allowable zone but bring severe destabilization. The jointed effects of unbefitting wind feedforward and PID control may make the ship more difficult in dealing with the squall in a short time. By using the Davenport spectrum, squall models are turned into fluctuating wind form. The gust with higher speed than the mean wind speed appears. However, it does not affect the performance of the DPS. It also illustrates that squall, a sudden change of wind condition in a relatively long time, can bring effects on DPS with motion outside its control. This will result in negative effects on offshore operation.

<div class="section abstract"><div class="htmlview paragraph">Starting in 2021 Ducati introduced a radar based adaptive cruise control (ACC) developed by Bosch. It utilizes a single radar unit on the front of the motorcycle to detect the presence of vehicles ahead, as well as the separation distance. The system is not an automatic emergency braking (AEB) system but does have similar features. The Ducati ACC system does have limitations, some of which are explored in the subject research. Initial testing was conducted to document the engine braking in each gear. Following initial testing, several tests were performed at high closing speeds of over 100 kph. It was determined that at a closing speed of approximately 100 kph the ACC system would not react to a moving vehicle ahead. Additionally, the system will not react to a stopped vehicle or a “swerve-around” stopped vehicle that suddenly appears. Another series of tests were performed while actively following a vehicle at various speeds, with the front vehicle suddenly slowing to a stop and another series suddenly slowing to an approximate 10-20 kph roll. Lastly, a series of tests were conducted where a sudden lane change was made in front of the motorcycle at a closing speed of roughly 20 kph. In most cases, when the ACC system determines the motorcycle needs to slow; first the throttle is rolled off over an average of 0.6 seconds, then roughly 0.1 seconds later the rear brake application starts, after another approximate 0.2 seconds the front brake application starts. The throttle roll-off time was dependent on motorcycle speed, gear and RPM. Acceleration and acceleration rates (jerk) were explored. The peak deceleration rate achieved was about 0.59g.</div></div>

Abstract The cell volume changes in response to changes in the osmolality of an extracellular medium. When the medium osmolality decreases, extracellular water will move into the cell so that the cell volume increases (swelling). The rate of change in cell volume depends on the material properties of the cell, such as the tensile stiffness and hydraulic permeability. During cell swelling, the cell membrane is stretched, possibly affecting membrane permeability to various ions (i.e., stretch-activated ion-channels). The transport of ions and water will result in a change in membrane potential [e.g., 1] as well as a change in intracellular ion concentrations. Therefore, mechanical, chemical and electrical events are coupled within a cell. It is important to understand these coupled events in order to separate mechanical and chemical signals and to begin to elucidate the biophysical signal transduction pathways. As a first step to model a cell, we have begun to study mechanical, chemical and electrical phenomena across a cell membrane using recently developed theories [1–3]. In this study, we report our analysis of transient swelling and electrical responses of an isolated cell to an osmotic load, which has been studied experimentally [e.g., 4]. The objective of this study was to relate the changes in cell volume, intracellular ion concentration and electrical potential (which can be readily measured) to the cell material properties (e.g., stiffness, hydraulic permeability and ion-channels).

Abstract A nonlinear multi-degree-of-freedom dynamic model of a coupled dual-rotor system with an intershaft bearing and uncentralized squeeze film damper is established by using finite element method. Based on the model, the critical speed characteristic diagram and vibration modes of the system were calculated. The steady-state unbalance response is obtained by using Newmark-β algorithm. The numerical results show the effect of SFD position in the dual-rotor system on response amplitude. It is found that with the decrease of radial clearance and the increase of length-diameter ratio and lubricating oil viscosity, the damping effect of SFD is enhanced and the bistable state phenomenon can be suppressed. The transient response of the system in case of sudden unbalance occurring at the fan was simulated by applying a step function. It is demonstrated that the SFD can effectively reduce the duration and maximum amplitude of the transient process, but at certain speeds, the SFD will increase the amplitude after the system returns to steady state, the damping effect on the transient response is also enhanced with the increase of length-diameter and the decrease of radial clearance, and with the increase of the sudden unbalance value, the response is more likely to stabilized at the high amplitude state of the bistable state.

Epilepsy is characterized by unprovoked, recurring seizures that disrupt the nervous system and can cause mental and physical dysfunction. It affects all age groups. About 14% of epilepsy patients are under 15 years old and 24% are over 64, with 62% being between those ages. There is an increased risk of death due to accidents, suicide and other medical conditions. There are also cases where the death appears to be directly related to epilepsy itself, usually referred to as Sudden Unexpected Death in Epilepsy (SUDEP). This information is not always passed from doctor to patient, for various reasons. Epilepsy share is an uncontrolled electrical discharge from nerve cells in the cerebral cortex. This is the part of the brain that integrates higher mental functions, general movement, and the functions of the internal organs in the abdominal cavity, perception, and behavioral reactions. The early warning system will be based on three factors: 1. Detection of abnormal electrical activity of brain. 2. Detection of abnormal breathing (too fast or too slow) that almost always accompanies the onset of an attack. 3. Unusual sensations or movements of parts of body such as muscles relaxation and tightening.

When the operating condition of a gas-turbine engine changes from one steady state to another, the cooling must ensure that the solid’s temperatures to never exceed the maximum allowable throughout the transient process. Exceeding the maximum allowable temperature is possible even though cooling is increased to compensate for the increase in heating because there is a time lag in how the solid responds to sudden changes in its convective heating and cooling environments. In this paper, a closed-form integral solution (referred to as the 1-D model) is generated to study the unsteady heat transfer in a flat plate subjected to sudden changes in convective heating and cooling. Comparison with the exact solution shows the 1-D model to be accurate within 0.1%. The 1-D model can be used to estimate the over temperature and its duration in a flat plate subjected to sudden changes in heating and cooling rates. For a given change in heating rate, the 1-D model can also be used to estimate the minimum cooling needed to ensure the new steady-state temperature will not exceed the maximum allowable. In addition, this model can estimate the precooled wall temperature needed before imposing a sudden increase in heat load to ensure no over temperature. This 1-D model was generalized for application to problems in multidimensions. The generalized model was used to estimate the duration of over temperature in a two-dimensional problem involving a step change in the heat-transfer coefficient on cooled side of a flat plate and provided results that match the exact solution within 5%.

Abstract There are a variety of consumer products designed to aid the hunter in ascending a tree and provide an elevated platform for spotting game and firing their weapon. One of the most widely used is the ladder-style hunting treestand. Such a stand combines up to a 20-foot ladder with a standing/seating platform to create a dual-purpose structure. Although these products perform the same function, ladder-style hunting treestand manufacturers do not observe the requirements of ANSI A14.2, American National Standard for Ladders - Portable Metal - Safety Requirements [1]. Instead, they adhere to the much less rigorous ASTM series of standards for treestands [2–5]. While the ANSI standard addresses the performance of metal ladders under foreseeable conditions of installation, including user error, the ASTM standards do not address the performance of ladder-style hunting treestands during the installation phase whatsoever. This phase is especially critical for such treestands, because they require the user to ascend the ladder to the platform at the top before the platform is secured to the tree by ratchet straps. Prior to ascending the ladder, all known commercially available designs require the user to affix an adjustable horizontal brace between the tree and the mid-point of the ladder. It has been demonstrated in the field that sudden release of this horizontal brace can occur for several reasons. If this happens during initial installation, the lack of a secure platform allows the structure to cascade down the tree, injuring the user. The scope of the problem is significant. Indeed, investigators have shown that falling from treestands is the number one source of medically attended injuries for hunters, out-pacing injuries related to firearms [6]. Better understanding of the role of the brace in these collapses is needed. Because the typical ladder-style treestand design is statically indeterminate, a static analysis is not possible. Moreover, testing conducted for this paper demonstrates that the load carried by the brace is relatively minimal, and the structure will support its rated load without the brace in place. How then, do such catastrophic collapses occur when the brace connections separate during use? This paper investigates the nature of the failure mode and identifies the relevant design and usage parameters that enable it. It was found that due to the segmented design of the ladder, the tolerances allowed in the joints between segments, and the weak rail cross-sections employed, that small changes in brace length adjustment can affect the initial geometry of the assembly in ways that significantly impact its ability to arrest the momentum developed if the brace suddenly detaches under load. If the initial momentum is great enough, the ladder rails will yield in bending before equilibrium can be re-established. If the amount of yielding approaches a plastic hinge, the collapse will be comprehensive. Finally, recommendations are made for improved designs that can preclude this mode of failure.

Abstract The transition of satellite InSAR technology to a ground-based system provides a proven risk reduction technology if combined with a critical slope monitoring (CSM) program. Together the technology with the active engagement of a defined program can detect the onset of slope displacement, acceleration, and provide a method to determine slope collapse. Recently, using the radar software, Guardian, and its ability to document surface velocity in intervals of 24-hours or less has allowed for the development of site-specific levels of rockfall risk. The ground-based InSAR (interferometric synthetic aperture radar) systems and their near real-time capabilities allow for proactive and early warning monitoring. The technical requirements include the ability to operate 24/7 in all weather conditions, acquire data in near real-time, and visually present data in an interpretable format that requires no end user processing. Since slope failure without acceleration is unlikely, the rapid visual presentation of processed data becomes a crucial component for a CSM technology. The definition of the CSM program not only requires short intervals for data acquisition, processing, and visual presentation but also requires a monitoring professional that can interpret and communicate changes in slope movement. A specific CSM technology requirement demands, acquiring data at a continuous interval of 2-minutes or less, 24 hours per day for the duration of the monitoring project. Also, the CSM technology must be able to transmit alarm messages at the moment thresholds are met, visually present data with various time series plots, including displacement, and velocity maps while acquired radar data is continuously updated and with no end-user processing. A site-specific document called a trigger action response plan (TARP) needs to be prepared at the start of any CSM project. Currently, only the IBIS-FM and ArcSAR radars developed by IDS (Ingegneria Dei Sistemi) GeoRadar can meet the technical requirements of the defined CSM technology. During a CSM program, the short interval between each data acquisition provides two specific advantages. First, the short acquisition interval decreases interpolation, which automatically increases data confidence. Second, the short intervals also decrease the effects of atmospheric changes that are a part of all data acquisitions. Although the IBIS-FM and ArcSAR radar systems can operate in nearly all-weather conditions, sudden changes in local atmospheric conditions can still exhibit data effects. Both radar systems include active proprietary algorithms that account for ongoing atmospheric changes during acquisitions. In comparison, some remote sensing data acquired from, LIDAR, and total station technologies can be critically affected by sudden changes in local atmospheric conditions. Combining the near real-time capabilities of an interferometric synthetic aperture radar system with a dedicated professional will decrease risk to people and property by allowing slope movement trends to be identified and observed in near real-time, 24-hours per/day. The paper will discuss the highlights of several successful CSM programs. We describe deployment versatility, the ability to identify the onset of displacement accurately, and the critical identification of the onset of acceleration.

This paper is an attempt to explain why federalism could be a response to governance crises in fragile states such as South Sudan, and Sudan. it aims to discuss the history of the call for federalism in Sudan and South Sudan, It argues that If Khartoum leadership had adopted federalism as system of governance right after independence in Sudan, that could have prevented a half a century of civil war between the Arab-North and the Christian South, and consequently the current Darfur and Nuba Mountains ongoing civil wars. These civil wars could have saved lives and the countries’ economy. The paper makes the case that the centralized system was instrumental in plunging the newly independent state of South Sudan into the devastating three-years conflict that has displaced 2.4 million people, killed 50,000; and in Sudan it has displaced 6 million, and 2.6 million killed in South, and 300,000 killed in Darfur (De Waal, 2007, p.317) and drove South Sudan and Sudan into dire economic straits. The paper draws federalism benefits that will help move the country forward.

This paper proposes an integrated framework to analyze jointly two key issues: the emergence of global imbalances and the precautionary motive for accumulating reserves. Standard models of general equilibrium would predict modest current account surpluses in the emerging markets if they face higher risk than the US itself. But, with pronounced Loss Aversion in emerging markets, their precautionary savings can generate substantial global imbalances, especially if there is an inefficient supply of global insurance. In principle, lower real interest rates will ensure that aggregate demand equals supply at a global level (though the required real interest may be negative). While a precautionary savings glut appears to be a temporary phenomenon, a process of correction triggered by a Sudden Stop in capital flows to the United States might lead to a hard landing.

This paper develops a model of sovereign debt where governments are myopic. Instead of focusing on the incentives to repay, as in most of the theoretical literature on the topic (which assumes implicitly that governments have long-term objectives), I therefore consider that governments always repay when they can, but also borrow as much as possible. without paying attention to the burden of future repayments. The pattern of debt is then only determined by the willingness of international investors to lend to the country. I characterize the Rational Expectations Equilibria of the credit market. These equilibria behave like rational bubbles: international investors lend a lot because they anticipate that other investors will lend again in the future. Capital flows are procyclical: the government borrows a fixed proportion of its income until a sudden stop occurs, generating default and an economic crisis. I suggest possible remedies to the high volatility of public expenditures that is generated by such borrowing patterns.

[Extract] These findings provide an overview of changes in young Queenslanders’ attitudes, behaviours, and life pathways during the early spread of COVID-19 and public health restrictions to contain it. Evidently, this period of sudden, mass social and economic disruption posed heightened risks to the social, economic, and psychological well-being of the Our Lives cohort and those young adults they represent. The introduction of emergency welfare measures may have been a short-term buffer to some of these impacts, as were the opportunities found by more fortunate young people to strengthen existing relationships, and cultivate an inward focus on personal goals, interests, and health. Nonetheless, our research suggests both the risks and opportunities posed by COVID-19 are being experienced unevenly within the cohort, with the potential for a widening of social inequalities. Encouragingly, there were signs that political bipartisanship on the issue of COVID-19 has helped to reverse a long-term decline in young people’s trust in government and politicians generally. Further research on the Our Lives cohort will thus be critical for understanding the longer-term implications of COVID-19 for the lives and outlooks of young Queenslanders into 2021 and beyond.

First aid represents the simplest urgent measures necessary to save the lives of victims of injuries, accidents and sudden illnesses. Providing first aid greatly increases the chances of salvation in case of bleeding, injury, cardiac and respiratory arrest, and prevents complications such as shock, massive blood loss, additional displacement of bone fragments and injury to large nerve trunks and blood vessels. This electronic educational resourse consists of four theoretical educational modules: legal aspects of providing first aid to victims and work safety when providing first aid; providing first aid in critical conditions of the body; providing first aid for injuries of various origins; providing first aid in case of extreme exposures, accidents and poisonings. The electronic educational resource materials include 8 emergency conditions and 11 life-saving measures. The theoretical block of modules is presented by presentations, the text of lectures with illustrations, a video film and video lectures. Control classes in the form of test control accompany each theoretical module. After studying all modules, the student passes the final test control. Mastering the electronic manual will ensure a high level of readiness to provide first aid to persons without medical education.
