Full textIn subduction zones, the migration of fluids derived from the dehydration of metasediments has important consequences on the mechanic properties of rocks, hence on seismicity. Geophysical imaging of the velocity of pressure and shear waves shows that fluids are present in large quantities and migrating in the 30-40 km depth range. This range corresponds to the depth at which slow slip events are supposed to take place, and it is currently assumed that fluids play a large part in the onset of these slow slip events. Deformation mechanisms accompanying slow slip events are still debated, as well as the exact role of fluids, which remain enigmatic in their source, origin, volumetric importance together with the scale and the mode of their migration. To better understand how such fluids migrate in subducted metasediments and refine the budget of fluids in this context (from ~150°C-0.3 GPa to 350°C-1.2 GPa), we have studied subunits of the Schistes Lustrés Complex of the Western Alps. Lawsonite (ideally CaAl2Si2O7(OH)4.H2O) is ubiquitous in these rocks, in the schistose matrix as well as in metamorphic veins, attesting to fluid-rock interactions at depth. Lawsonite, a highly hydrated mineral (~12wt.% H2O) is of particular interest as it is known to play a key role in recycling fluids to mantle depths for it is stable up tu ultra-high pressures. This study aims first at defining which reactions allowed lawsonite crystallization to shed light on element transfer at depth. The petrologic study allowed distinguishing several types of lawsonite based on textural, micro-structural and morphologic criteria. Then, a detailed geochemical study of the lawsonite types has been carried out in this study. Results highlight the differences in fluid-rock interactions and their time evolution. The earliest, most abundant lawsonite type shows closed-system crystallization with small equilibrium length-scales (micro- to millimetres) whereas later lawsonite types indicate system opening with increased fluid mobility and element transfer via advection. Observations concur to showing progressive system opening in the Schistes Lustrés via increased fluid mobility. Scales of fluid mobilization remain uncertain and analysis of strontium isotopic ratios will help further constraining the source of fluids and their interactions with the host rock

Full textThe tectonic evolution of the Southern Variscan belt is still poorly understood in comparison with that of the central European Variscan belt. That is mostly due to intense late-Variscan to Alpine re-working, which is particularly pervasive in the axial zone of the Alps. At odds, the Variscan rocks of the external domains of the Alps are little affected by the Alpine re-equilibration. For these reasons, these domains well preserve the Variscan record and are of the greatest importance for constraining the evolution of the Southern Variscan belt. This thesis is focused on the Variscan basement rocks in the Argentera-Mercantour Massif (Helvetic domain), Orobic basement (Southalpine domain), and Maures-Tanneron Massif (southern Alpine foreland). The latter is included as a benchmark for the Variscan belt just outside the Alpine area. The aim of the research is to provide new constrains on the Variscan and Alpine tectonic evolution of the external domains of the Alps, as well as of the Alpine foreland. This study required structural mapping (1:10.000 to 1:100 scale) integrated by microstructural, chemical, and mineral-chemical analyses. Metamorphic conditions that affected the Variscan basements have been estimated in terms of pressure and temperature and constrained in time by relative and absolute ages. By doing so, several stages of the Variscan and Alpine tectonics are here addressed, from early Cambrian to Tertiary times, and discussed in light of the geodynamic and paleogeographic reference models for both the Variscan and Alpine belts. The results refer to four main tectonic stages of Southern Variscan belt, from the subduction of the Variscan Ocean to the Alpine collision

Full textThe managment of the revegetation of alpine ski resorts, and the investigation of the use of sewage waste as a fertiliser provides an important case study that allows the complex interactions between social and natural elements to be considered. This thesis focuses first on the key social elements. By considering the views of the key social actors (elected officials, farmers, ski slope managers and state run services) an impression of the different opinions on the management of ski slope revegetation was achieved. This research revealed not only irregularities in science and regulations but a considerable lack of knowledge regarding many of the actors. A second section provides a synthesis of revegetation practices currently applied to alpine ski slopes as well as their impact on the environment whilst the third focussed on the physical and chemical impacts. This third section focuses for the most part on soil erosion and the transfer of polluants to the hydrosphère. In this section it is shown that practices such as terracing and some approaches to revegetation (such as autumn fertiliser spreading) lead to significant transfer of heavy metals to surface waters, particularly during snow melt periods. The final section focuses on the practical applications of the research for the management of ski slope revegetation. It combines existing an newly collected data to provide recommandations to ski slope planner. It also presents the results of a forecast analysis of revegetation practices providing predictions to inform discussion at the center of the nature culture debate

Full textThe word region, in a metonymic process, refers to the regional area together with its inhabitants and institutions. As such it is the framework of the controversy and, at the same time at stake in it. The area of regional communication is a moving one, a complex system in which there is interaction between real and symbolic areas. There, the subject experiments with his sociability, the networks weave themselves together and membership belongs to it: it is an area where the word territory makes sense so the understanding of the region refers to both the identity concept and the analysis of the policies of communication in the region as a community. The county council faces many representations of the citizen that jumble together and the readability of the identity concept suffers from having several possible interpretations. Regional identity is thus a structure which depends on an actors strategy. The creation by communication strategies of a new identity is a reminder that identity is not a fact en-soi but a social construction together with a product. Historically speaking, the policies of communication of the county council take up the identity theme so as to respond to a crisis or come to a specific orientation. The polysemic character of the regional identity together with its rich connotations indicate that the concept covers at the same time the culture and the ideological interpretation it is given, the experienced feelings and the sources which keep them going (history, territory), the psychological unity of the individual and the principe of collective unity within the group. That evolutional dynamics accounts fot the difficulty encountered while trying to read and fix the concept

Full textMoroccan immigration in the rhone-alpes region goes back to the instauration of the french protectorale in morocco. It started to develop in the sixties with the arrival of isolated workers, and after 1975 it was followed by the reunification of families. The reasons behind this pattern of immigration have to be traced back to both sides of the mediterranean. Moroccan immigration possesses a half-rural, half-urban caracter. In the rhone-alpes region, the cities of casablanca and meknes, as well as the countryside of sais and prerif are specially well represented. Populations from cities or rural areas open to modernisation have been particularly sensitive to the reunification process of families. In the rhone-alpes region, immigrants have prefered urban and industrial areas. This study demonstrates the early age of mariage in rural morocco, the large age difference between spouses, the importance of administrative, professional, ant family obstacles on the length of seperation of spouses, the large number of children, the bad living conditions of this population, the negative effect on children schooling of their parents back of instruction and of their living conditions, the workingclass caracter of the immigration, and the attachment of families to the way of living and the religion practises of their country of origin wich creates difficultes

Full textThe usual little holiday ritual, landscape postcards have for first purpose to maintain the social link between people going on holiday and people staying at home. But, by giving a view of a certain area from a different place, those postcards represent an original manner to apprehend touristic places and to answer a seemingly simple question: Why this landscape would be sold on that particular spot ? This theoretical question leads to other questions: Is there a hierarchy among those touristic sites? Would the lack of attractivity of several territories cause their eviction? Would the media coverage of sites have effects upon the destruction of territories ? To answer all those questions, we conducted a survey in two departments of the French Alps: Savoie and Haute-Savoie. Eight thousand postcards have yet been listed, described, analyzed then georeferenced, giving us an exceptional landscape corpus. Methods of spatial and statistical analysis allowed us to focus on a sequence of factors involved in the media coverage of landscapes and to bring a particular look on the ways territories are visualized

Full textAs part of research about the integration conditions of black africans in french society, our study has followed a three parts process. The first part concerns a sociological and statistical study which allows us to specify the numerical importance, the geographical origin and family practices of africans the analysis of this part leads to the observation that the presenc of africans raises some real or potential conflicts which essentially centre on family law, after a detailed study of the family laws of different countries represented in the rhone-alpes region, the second part demonstrates that, in these laws, the logic which surrounds the basis of the family, that is its formation and its effec is based on the confrontation of the customary laws with laws of occidental inspiration. The questions around polygamy dowry, customary unions or family relationships which raise the presence of africans in france, find their origin largel y in that confrontation. Through analysis of compared law of african and french systems and after establishing a kind of juridical geography from the countries where law is the nearest to french law to those which are the farthest, the third part considers the types of conflicts which come up and defines the applicability of french law conditions to the africans among which the adaptation and the reappropriation of the solution of african laws by french judges by french judges. Reing aware of the difficulties of a subject as much changing as complex the present work isn't exhaustive, it is more a contribution to the research of a question which concerns at the same time law conflicts and the problem of equality of everyone in front of the law

Full textThis research shows us how the notion of territory becomes one of the most important idea of the health and social policies. Indeed, the territory can be considered as a new reference for the local policies. Health and social policies are now building from this notion of territory. What kind of consequences are created by such a change ? This research focuses on the Rhône-Alpes area, in order to point out the principal characteristics of the local system of actors. On one hand, the territory appears as an actor;on the other one, the territory can be regarded as an environment adapted to the action. These two meanings of the notion of territory bring about many upheavals which are studied in this research at both a local and global level

Full textThis thesis aims at putting into perspective the changes and stresses undergone by the agricultural sector in the Rhone-Alpes Region since the public policies changed their incentives in order to take into account all the functions of agriculture. The recognition of these different functions (multifunctionnality) puts agriculture under tension between sectorial development logics based essentially on production increase by improving work productivity and territorial development logics whose stakes are economical development, environmental resources development and social cohesion. Our point of view is that tension between sectorial and territorial logics puts agriculture at the intersection of two "typical-ideals" paradigms of development in contradiction on different points: role of the agricultural activity for the households, development perspectives, integration of work and personal worlds, forms of access to public transfers, regulation spaces, market types, forms of innovation, conceptions of quality, results, space occupation, ect, It also leads to questioning the forms of agricultural development and publics policies that led to this tension

Full textThe reform of the local direct tax system introduced by the Ordinance of January 7th, 1959 has not given to local authorities taxes guaranteeing them a real fiscal autonomy. The tax rates remained framed. Most of them cannot pull of these taxes the necessary resources in spite of the equalisation. The defects of the tax bases brought the State to develop a policy of deletion of these taxes which questions any possibility of fiscal autonomy. Now this one is indispensable to the efficiency of the decentralized structures the financial autonomy of which it conditions. So, it is necessary to dip back us into the study of the theories relative to the local direct tax system to find the way of a reform. It seems to us that all the field of the fiscal taxable object must be mobilized. It should be created a system with double entrance with taxes on the services and the consumptions and taxes adapted to the abilities to pay tax

Full textFor the geographer, old age raises several problems so far as social management and land administration are concerned, the first part of this dissertation definies old age. Old people's biological, psychological as well as financial evolutions have serious consequences on the life of the community and on family solidarity. The choice made in the second part of this word is to focus on areas with a high proportion of old people, where the living conditions ca raise problems in cases of dependency. I have examined the case of hautes-alpes, characterized by its rurality, the disruption of former patterns of life, uneasy access, the lack of power of local communities and its demographic evolution. In the third part, i describe the physical and social conditions of mountain environment and the constraints that bear on the lives of old and dependent people. The results of the survey i have carried out show the major role played by solidarity towards old people. Staying at home depends on whether the family unit is able or willing to help them do so. But the future is uncertain. My last observation is mat is due to the deterioration of the environment, employment, services, trade. Here lies the whole problem of a ratonal development of mountain areas, aiming at reducing the present imbalance and social disparities, and at preventing marginalisation and exclusion

Full textThe "Missions locales" serve to illustrate in an emblematic way both the ambitions and the limits of the policies concerning the integration of young people, from the Schwartz report, initiating a reflexion in 1981, to the elaboration of a collective convention for their staff in 2001. The aim of this thesis is to study how public action, whose first directions date from the beginning of last century, deals with the issue of youth employment advice. As bearers of reforms inherent to their plan, the Missions locales provide a specific and systemic prospect in which careers advice deals with integration. The self-made pattern thus influences the universalist and pragmatic aims of public action dealing with employment guidance. This aspect of social intervention goes along with the redefinition of the social state. On the arrival of the five-year plan of 1993 granting more abilities to the Regions in matters of professional education for young people, local councils will in turn interface with the complex landscape of all the devices set up to promote careers guidance. Rhône-Alpes stands out as a prominent figure, setting an example in their attempt to build up a local policy for the promotion of young people's employment prospects which includes their training for a career, their choice of a job and their integration in society. As reforms aimed at decentralization appear, the connection between Regions and Missions locales will have encouraged the inception of a new scheme helping people to find suitable work lifelong. It is reasonable to assume that the issue at stake here is how careers advice may aid our thinking about the problem of integration

One should not have left the decisions concerning public investment be subject to political pressures, while private decisions were worked out more or less rigorously. Never theless, the criteriom of choice or decision do not apply to the different fields of public economy as easily. How can one evaluate the profitability of a museum for instance ? on the other hand, in certain part of the public sector such as in transportation economy, this criteria, can be used ; at the same time the development of transportation infrastructure makes it essential to look for evaluation methods which will allow one to make the right choice. Our aim is to bring out satisfactory methods in order to evaluate infrastructures and to test one of them out are the problem of the localization of an airport. Our paper starts with a study of the models demand of transportation and the part thus plays in evaluation. The second part deals with the evaluation methods of transportation infrastructure projects, setting them in the process of making decision. In the third part of our study, we apply a multicriteria method of the electre type to the localization of the "alpes du sud" airport

Full textThis work intends to characterize the distribution, the state and the functioning of permafrost at various spatial scales and in various topoclimatic contexts. It also intends determine permafrost response(s) to actual climate change. In order to realize these objectives, our investigations have been carried out in two valleys (Clarée and Ubaye) of the French Southern Alps. Firstly, permafrost spatial distribution has been studied at regional scale by means of a statistico¬empirical model. Results show that permafrost may be found between 2600 and 3000 m and its distribution is influenced by altitude and solar radiation. Secondly and at the local scale, the implementation of a geophysical, thermal and geodetic monitoring has helped to qualify the regional spatial model as well as to characterize actual permafrost functioning. At rockglacier scale, geophysical investigations reveal a patchy permafrost distribution and a high heterogeneity of ground ice that both may be explained by local geodynamics and recent glacial (LIA) history. Thermal monitoring has revealed the existence of 4 main thermal regimes that mainly depend on snow cover specificities and permafrost occurrence. During the two years (2010-2012) period of monitoring some sites have shown some permafrost thermal disequilibrium with current climate conditions. Geodetic monitoring of rockglaciers shows an annual velocity as well as vertical displacements that range from few centimeters up to a meter. More generally surface displacements are mainly conditioned by local topography and ground ice type. Thirdly, permafrost degradation assessment through rockglacier morphological changes is difficult to determine. Significant morphological changes have only been observed on rockglacier areas that contain ground massive ice inherited from LIA advance. However, the use of permafrost thermal disequilibrium proxies has enabled to build up a regional topo-climatic model together with a map of areas susceptible to thermal disequilibrium

Full textTranshumance, calling to mind the journey of shepherds and teir flocks of sheep from the plains of Provençal coastlines to the alpine mountains, bears a rich and complex culture, constantly changing. A a result of field surveys that took, place between 1996 and 2014 in South-East France, in Languedoc and in Northern Italy, this research analyses the way provençal-alpine pastoral society has changed in the course of a long history during which it developed its hold - thanks to the migration of flocks - over a vast territory. Each spring, six hundred thousand animals move to the summer pastures between the Provence region and the Alps; it is the most active transhumance in Europe nowadays. This culture of mobility, which is one of the main charcteristics of this pastoral society, goes with a great mobility of its culture; indeed, sheep farmers and shepherds always developed strategies to face the vicissitudes linked to their job. Today, tackling the new relationship between our society and nature and space, they keep on domesticating - not without difficulty - animals and territories where their place is however increasingly questionad, as much in plains as in mountains. Starting with the mobility of alpine shepherds, this research offers encounters between the women and the men who constitute provençal-alpine pastoral culture, along with their way of life, the places they live in, their knowledge and techniques, and the animals they breed. It is also an analysis of the current crisis that is striking this society is confronted with modernity and with modernity and with the questions raised by speaking about pastoralism and transhumance as heritage

Full textThis thesis aimed at regional geography. This thesis is at the root of a space of observatory settled and the department of the "hautes alpes". A study of observation of land occupation by the way of remote sensing thecnics in order to manage the territory is totally inadequate we most bring more information to the image. There fore, at the level of the department, a geophysiognomical data banks transfered to 1 100. 000eme in numerical cartography has baen settled. The geographical production of information was methodologically conserved tranks to the landscape concept. After a statiscal analysis the data brought out by this observatory were considered valid. And on that bank, a typology was made possible. A g. I. S was created, and this observatory is in a good carring-on. . .

Full textThe Iron age (from 800 BC to 0) of the French departments of Haute-Savoie, Savoie, Drôme and Isère is underestimated in comparison to the recent studies ran in the neighbouring regions. Nevertheless, the knowledge of the last millennium BC in these departments is essential because of their location. Buffer zone between continental and Mediterranean Gaul, Dauphiné and Savoy represent the link: between Gaul and Italia, between Celts, Etruscans and Romans. From the Alps to the Rhône, from the mountains to the plains, different landscapes stand out, opened to the outside. The concept of "cultural area", independently of the ethnicity notion, permits a better understanding of the rhodanian and alpine societies in spite of a limited and often old documentation. If Archaeology distinguishes different features in the material culture, it also reveals the presence, nature and evolution of the elite, by the study of funeral documents. The perched settlements materialize a particular management of the territory. These two phenomena, considered together, show very distinct socio-political evolutions. In the first Iron age, four different cultural areas can be distinguished : a "Jura/Léman" area, in present Haute-Savoie, particularly dynamic during the Hallstatt D ; a "Northern Alpine" area in the inner valleys whose development seems to be dependent on the trade between Gaul and Italia; a "Northern front" in middle Rhône valley and Northern Isère which contrasts with the Southern area in "Drôme provençale". The appearance of a male warrior elite in 325 disrupts this cartography. This takes place, arter a notable hiatus (400-325), in the Jura/Léman and Northern areas. In Haute Savoie, this phenomenon might begin two generations before the warrior graves in Isère which testify the persistence of a military elite fifty years after the Roman conquest. The territory of this warriors group corresponds to the indications of ancient authors concerning the location of the Allobroges, the so-called Foreigners or Exiled
