Abstract:
The tourism advertisement of “Pesona Indonesia” conducted by the Indonesian government is an effort to introduce Indonesia around the globe. Questioning the advertisement will leads to the talks of communication strategy and creative execution advertising. This research analyses the application of strategies and creative execution. Qualitative approach of this study is utilizing case study method. The outcomes of the research indicate that the use of local culture in commercial advertising can have a positive impact on advertisers, culture, and society. Advertisers and advertiser agencies ought to be aware of the cultural insight importance in the advertisement. Creativity is the key to advertising success.

Abstract:
One of the main parts of a country's tourism communication is the tourism destination brand. The Indonesian tourism destination brand itself has changed several times since 2008. At that time, the brand used was Visit Indonesia 2008, then the following year it changed to Visit Indonesia 2009. Then in 2010 until 2021, Indonesia uses two brands at once, namely Wonderful Indonesia and Pesona Indonesia, even though the Indonesian tourism destination in question is one, namely Indonesia's destination. In fact, the use of these two brands has not been able to show a positive performance in bringing in tourists or making Indonesian tourism destinations famous and remembered by potential tourists. Therefore, we need a study on the existence of this dual brand, which is the purpose of this scientific article The subject of this study is the Indonesian tourism brand, Wonderful Indonesia, while the object studied is the duality in the use of the brand. This study was made using qualitative methods, specifically by using literature review. The method of data collection is documentation. This study uses a narrative method in its discussion. From this study, it can be explained that the brand personality of the Indonesian tourism destination brand is still weak. This is mainly due to the dual brands Wonderful Indonesia and Pesona Indonesia which have two different meanings and have not been able to represent tourist destination areas in Indonesia. In the end, this makes brand awareness, brand equity and brand loyalty are not formed. Therefore, it would be better if only one tourism destination brand can be formulated. The brand should represent various tourist destination areas and can be used consistently for a long time.

Abstract. This paper is the result of the research that based on the phenomenon in Indonesia today. The texts of Indonesian popular songs that part of the literature which create new vocabularies or make the modification of old language. The structure of this work seems to be odd. It means the new vocabulary is different from the standard of Indonesian structure. The aim of this descriptions are the correction of (1) the mistake of the phenomenon in the text of Indonesian popular songs (2) the meaning of indonesian popular songs must be based on reading of semiotics and heuristic. To describe this purpose, we use semiotic theory and structuralism. While the sources of this research are adopted from the texts of Indonesian popular songs which are published in 2000-2010 periode. Both Indonesian popular songs, either good songs or odd songs which has the value of good literature, namely which consist of good structure, poetic, romantic with symbolic style. Heuristically readings of the two text Indonesian songs indicate violations of linguistic rules either syntagmatic, paradigmatic, meaningfulness relations and composition.Keywords: the text of Indonesian popular song, semiotic, heuristicAbstrak. Tulisan ini merupakan hasil penelitian yang didasari oleh fenomena bahwa dewasa ini teks lagu populer Indonesia sebagai bagian dari karya sastra banyak menampilkan kosakata baru ataupun modifikasi kosakata lama, dengan komposisi yang dipandang “menyimpang” dari kaidah tata bahasa baku maupun konvensi sastra. Tulisan ini bertujuan untuk mendeskripsikan (1) fenomena struktur kebahasaan dalam teks lagu populer Indonesia dan (2) makna teks lagu populer Indonesia berdasarkan pembacaan semiotik-heuristik. Untuk mendeskripsikan hal tersebut digunakan teori semiotik dan strukturalisme. Sementara sumber data penelitian ini adalah teks lagu populer Indonesia tahun 2000 – 2010. Baik lagu-lagu yang dipandang menyimpang dari kaidah atau konvensi sastra maupun sebaliknya, yakni lagu-lagu yang sesuai kaidah-kaidah bahasa dan sastra, yaitu yang bernilai puitis, romantis, dengan gaya bahasa simbolis. Hasil pembacaan secara heuristik terhadap teks dua lagu Indonesia menunjukkan adanya pelanggaran kaidah linguistik baik secara sintagmatik, paradigmatik, kebermaknaan relasi dan komposisinya. The Implementation of e-government has been established with the Instruction of President. Application of e-government is a research topic that has received a lot attention because of its improve the function and management of the city by utilizing Information and Communication Technology to improve the quality of public services. In this research focused on one application of e-government that called Mobile City. This study observe 22 application that has been implemented in 22 regencies/cities. This study have goals to identify and compare all 22 Mobile City Applocation to get the rank of the regency/city based on the quality of its application and research city with the best application . The results of the study to show the Mobile City application applies a Location Based Services (LBS) system so the main features of this application showed tourism locations or public facilities. The difference of application features between regencies/cities is depends on how the regency/city developed their application. The city that has the most complete features on its mobile city is Surakarta that called Solo Destination. This application is managed by the Office of Infromation Communication Statistics and Coding of Surakarta City with the most frequently used feature is community complaints.

Abstract:
The historic event of the Korean Youth Independent Movement during the Japanese colonial period in Indonesia, which involved soldiers from Korea, has become a point of interest for Indonesian people, especially Indonesian millennials and historians. Since Indonesia’s independence from the Japanese colonial rule in 1945, Indonesia has gone through various difficulties and faced political crises, just as Korea has. This article discusses the social and cultural factors, particularly Indonesian millennials’ activities and interests which influence the study of Korean history in Indonesia. At several points, this research shows that the millennials’ mastery of the Korean language is important for the development of Korean historical studies in Indonesia. Applying the desk review method, this research finds a great interest among Indonesian millennials to study Korean history. One of the encouraging factors is the role of Korean history reviewers who bring Korean historical sources closer to Indonesian audiences through seminars that are intended for not only scholars, but also other millennials and the general public. The growth of Korean language users should be an important instrument to further develop not only the study of Korean history, but also diplomatic relations between Korea and Indonesia.

ABSTRACT The present study investigates the similarities and differences between Australian English and Indonesian speakers on paying compliments. A total of 50 university-student informants participated in the study: 25 Indonesian native speakers and 25 Australian English native speakers. The data were collected through a written Discourse Completion Task (DCT) which consists of eight situational settings. The results showed some similarities and differences between Australian English and Indonesian speakers on paying compliment. The similarities included the fact that ability was the most frequently preferred topic for both Indonesians and Australians, both Indonesians and Australians were more likely to give explicit verbal compliment, and compliments occurred mostly from males to females. The differences were: firstly, Australians used implicit compliment as their second preference, while Indonesians used ‘no-response’ type. Secondly, Australian females gave more explicit verbal compliment than the males did, whereas Indonesian females and males gave almost equal amount of explicit verbal compliment. Thirdly, the second most frequent positive semantic carriers were adverbs in Indonesian, but verbs in Australian English. ABSTRAK Penelitian ini menyelidiki persamaan dan perbedaan antara Australia dan Indonesia dalam memberikan pujian. Sebanyak lima puluh mahasiswa yang terdiri dari 25 mahasiswa Australia dan 25 mahasiswa Indonesia terlibat dalam penelitian ini sebagai informan. Data dikumpulkan melalui instrument tertulis (DCT) yang terdiri dari delapan seting. Hasil penelitian menunjukkan beberapa persamaan dan perbedaan antara Australia dan Indonesia dalam memberikan pujian. Persamaannya meliputi kemampuan (ability) menjadi topik yang paling disukai oleh keduanya, baik Indonesia dan Australia lebih senang memberikan pujian lisan secara eksplisit, dan pujian terjadi sebagian besar dari laki-laki ke perempuan. Adapun perbedaannya antara lain: pertama, Australia menggunakan pujian implicit sebagai preferensi kedua sementara Indonesia menggunakan tipe ‘no response’. Kedua, wanita Australia memberi pujian lisan secara eksplisit lebih daripada laki-laki lakukan, sedangkan wanita dan pria Indonesia memberi jumlah yang hampir sama dari pujian lisan eksplisit. Ketiga, kata keterangan (adverbs) menjadi ungkapan semantik positif kedua yang digunakan Indonesia, sedangkan Australia menggunakan kata kerja (verbs) sebagai ungkapan semantik positif kedua. Breast cancer occurs due to rapid and abnormal cell growth due to infiltration of lymphatic tissue and blood vessels. For this reason, surgery is vital to use as a treatment for breast cancer at an early stage. There are two surgical methods: Breast-Conserving Surgery (BCS) and mastectomy. In this regard, several factors have been studied to influence patients in choosing BCS or mastectomy. Looking at the age factor, the results varied and differed significantly throughout the study.Method: This analytical study used a retrospective cross-sectional approach. The research subjects were patients with breast cancer who were the Lovely Pink community members in Surakarta City, Central Java. Subjects were selected by simple random sampling with inclusion criteria consisting of female patients aged 20 to 80 years, being diagnosed with stage 1 and 2 breast cancer, and having received surgery employing BCS or mastectomy techniques.Result: This study was conducted on 218 breast cancer patients who had undergone mastectomy or BCS in Surakarta City, Central Java. It was found that 104 patients were < 50 years old and 114 patients > 50 years old. 76 patients (34.9%) and 142 patients (65.1%) had a total income of more or less than Rp2.5 million/month. As many as 155 patients (71.1%) and 63 patients (28.9%) had no history of disease. Based on the type of surgery performed, 141 people (64.7%) underwent mastectomy, and 77 people (35.3%) underwent BCS.Conclusion: It can be concluded that patients prefer to undergo mastectomy with significant results at the age of under and above 50 years supported by income, medical history, and work history.Keywords: breast-conserving surgery, mastectomy, age

From studies that have been done have not seen a picture whether the study of Indonesian literature has evolved over some period of time with the possibility of the emergence of new topics in the study of Indonesian literature. Research conducted with quantitative approach using bibliometric analysis which includes analysis of the subject, co-word analysis, cluster analysis, and multidimensional scalling. Data were collected by identifying the scientific articles in the field of Indonesian literature contained in published scientific journal in Indonesia from 2008—2012 through the Indonesian Scientific Journal Database (ISJD) PDII LIPI. The results of this study indicate the following matters. First, the linkage of subjects in the field of Indonesian literature illustrated by the analysis group produced five cluster group. Each group describes the linkages between topics in a subject. Second, the development of the subject field map Indonesian literature for the years 2008—2012 shows five study groups in literature articles Indonesia, namely literary criticism, folklore, literary theory, history of literature, and philology. Data penelitian dikumpulkan dengan mengidentifikasi artikel-artikel ilmiah di bidang sastra Indonesia yang terdapat dalam jurnal ilmiah yang terbit di Indonesia dari tahun 2008—2012melalui Indonesian Scientific Journal Database (ISJD) PDII LIPI.Hasil penelitian menunjukkan hal-hal sebagai berikut.Pertama, keterkaitan subjek dalam bidang sastra Indonesia digambarkan melalui analisis gugus yang menghasilkan lima kelompok gugus. Setiap gugus menggambarkan keterkaitan diantara topik-topik dalam suatu subjek. Kedua, peta perkembangan subjek bidang sastra Indonesia untuk tahun 2008—2012 memperlihatkan lima kelompok kajian artikel bidang sastra Indonesia, yaitu kritik sastra, folklore, teori sastra, sejarah sastra, dan filologi. Abstract:
This thesis investigates the history and phenomenon of legal pluralism in Indonesia. The need to explore this topic has been urged by the revival there of Islamic law and adat law, the two greatest non-state normative orderings, in the last two decades. At the same time the ideal of modernity in Indonesia has been characterized by a state-driven effort in the post-colonial era to make the institution of law an inseparable part of national development. The result has been a conception of law as a homogenous system in which the ideology of legal positivism represents the basic tool for lawmaking. This, however, has led to an impasse, seeing that pluralism and multiculturalism are in fact self-evident phenomena in the society. The state has been obliged, therefore, to accommodate these non-state normative orderings.
The discussion of Indonesian legal pluralism in this thesis focuses on understanding the state's attitude and behavior towards the three largest legal traditions currently operative in the society, i.e., adat law, Islamic law and civil law. Socio-political factors are shown to have much influenced the relations between state and non-state laws. The state's strategy of accommodation of legal pluralism has in fact largely depended on the extent to which those legal traditions have been able to conform to national ideology. Certain "national legal postulates" have functioned as a yardstick by which the country's legislative and judicial institutions have measured the extent of their accommodation of legal pluralism, although they have had little choice but to do so.
Influenced by Masaji Chiba's theory of "three levels of law" (i.e., official law, unofficial law and legal postulates), this thesis analyzes two aspects of legal pluralism in Indonesia: the political and "conflictual" domains of legal pluralism. The analysis is thus generally based on the state policy of legal pluralism reflected in the legal and political strategies confronting the issue of unofficial laws as well as the conflicts arising from such situations. The first aspect is addressed by looking at a number of statutes and regulations promulgated specifically to deal with Islamic law and adat law, while the second is analyzed in terms of actual cases of private interpersonal law arising from conflict between state and non-state legal traditions, as reflected in legislation and court decisions. From a discussion of these two aspects, the thesis concludes that, although the form of the relations between official and unofficial laws may have changed in conjunction with the socio-political situation of the country, the logic behind legal pluralism has in fact never altered, i.e., to use law as a tool of state modernism. Thus conflicts arising from the encounter between different legal traditions will usually be resolved by means of "national legal postulates," making the unofficial laws more susceptible to the state's domination of legal interpretation and resolution.

Abstract:
This thesis focuses on an Islamic feminist community organization, and its activities in combating violence against women. The case example discussed in this study is the Rifka Annisa Women's Crisis Center (WCC Rifka Annisa) located in Yogyakarta, Indonesia. By examining the environment and the issues that WCC Rifka Annisa faces, broader thematic concerns can be applied to Indonesian society in general. This study reviews western feminist and community organizing approaches, and examines them in light of the specific religious, cultural, economic and political context in Indonesia. A blend of Islamic feminim and community organizing approaches has emerged in Indonesia. Data collection for this study was based on interviews and direct observations. Exploring this perspective will contribute to the knowledge, practice and values of social work generally, and development work in similar contexts in particular.

Abstract:
This thesis will examine the more active role played in Java by the urban wong cilik (the underclass; literally, the 'little people') in contesting the state�s authority, particularly during the later years of the New Order regime, and following its demise in 1998. I will provide examples of social practices employed by the wong cilik in their everyday lives and in their adaptation to periods of significant social and political upheaval. These demonstrate the ways in which they are able to contest the state�s efforts to impose its authority. These practices also develop and employ a variety of subversive discourses, whose categories and values diverge significantly from the official language of government. The examination of the relative linguistic, cultural and normative autonomy of the seemingly powerless underclass reveals an extremely contested political terrain in which the wong cilik are active rather than passive agents in urban society. These ideas have developed out of urban field research sited around warungs (sidewalk food stalls), urban kampongs and in the city streets of the three Javanese cities of Yogyakarta, Surabaya, and Jakarta. These urban social spaces will be shown to be significant for the underclass because they constitute sites through which they constantly interact with diverse social groups, thereby sharpening their knowledge of the contradictions and feelings of otherness manifest between the classes in Java�s large cities. It will be shown how, in these spaces, the underclass also experience the state�s attempts at control through various officially sanctioned projects and how the underclass are able to subvert those projects through expressive means such as songs, poems and forms of mockery which combine to make the state�s dominant discourses lose much of their efficacy.

Abstract:
Many Indonesian banks suffered problems and some even failed in the early 1990s. This provided evidence that risk-based capital adequacy regulation in Indonesia had failed to prevent banks from taking excessive risks. Such observations provide the motivation for this thesis which seeks to identify the nature of bank risks in Indonesia and also analyses the operation of risk-based capital adequacy regulation in Indonesia. To obtain a general view of risk in Indonesian banks, this thesis includes an empirical study to identify the determinants of problem banks in Indonesia using a logit fixedeffect model. The model also can be used as an "early warning" device in banking supervision. This study finds that credit risk and operational risk contributed significantly to banking problems. State banks, non-foreign exchange banks and regional development banks are shown to be also sensitive to interest rate risk. Foreign exchange rate risk is less significant for banks (by group) in Indonesia. If we examine cases individually, however, there were some bank failures which were due to excessive foreign exchange rate risk. This thesis also finds that the adoption of risk-based capital adequacy regulation in Indonesia contains some deficiencies, such as focusing only on credit risk (ignoring market risk). This study suggests that market risk should be included in capital adequacy assessment and a number of alternative models of risk assessment [exponential weighted moving average (EWMA) and generalised autoregressive heteroscedasticity (GARCH)] are analysed. The results of the empirical study show that the inclusion of foreign exchange rate risk in capital adequacy assessment results in a higher capital requirement than that resulting from the application of the BIS's standardised methodology. This study also finds that the decay factor of 0.94 suggested by J. P. Morgan (J. P. Morgan, 1995, 1996) is irrelevant for [DR (Indonesian Rupiah) exchange rate returns. Additionally, assessment of foreign exchange rate risk using GARCH suggests a lower capital charge than that applicable under the BIS's standardised methodology and EWMA. The policy implications of these findings are also considered.

This study investigates the influence of politics on the budgeting process within the fertiliser manufacturing industry in Indonesia. Prior budgeting studies have focused on one of the following three theoretical frameworks - economic, psychological, and social. This study expands the research corpus by assessing the effect of politics on the budgeting process. The objectives of this study arc: (a) to investigate the effect of politics in the relationship between managerial roles and budgeting process – budgetary participation, budgetary communication, and budgetary control including budgetary monitoring and budgetary evaluation, and (b) to assess the impact of structural and individual power on the budgeting process. The study uses a mixed research methodology survey method supplemented by interviews. The survey questionnaire is adapted from previous studies. The sample for this study consists of four fertiliser-manufacturing enterprises in the state owned sector of Indonesia. The respondents of the survey questionnaire were middle managers responsible for unit budgets in the sample companies. Respondents were asked to rate on a seven-point scale their agreement or disagreement with issues concerning the budgeting process, managerial roles and politics. Survey interviews, based on the questionnaire, were developed for a select group of respondents, consisting of middle and senior managers. The results of the study, both survey questionnaire and interviews, indicate that politics has significant influence on the budgeting process. Further, it showed that the influence appeared different, depending whether structural or individual power is involved. The major implications of this study centre on the strong moderating effect of politics on the relationship between the budgeting process and managerial roles: this seems to be a relevant construct and should be developed further. Hopefully, the study will advance the thinking of scholars in this area and create interest in replicating this method of analysis and validating the findings. The conceptual model should also be applied to the role of politics on the budgeting process in other industries to assess the external validity of the model.

This thesis is about the visual communication of the national family planning program in Indonesia from 1986 to 2003, which covers three periods: later New Order from 1986 to 1997, Transition in 1998 and early Reformation from 1999 to 2003. This study applies visual social semiotics to the visual images of promotional advertisements from eight campaigns during those 17 years. The study shows that culture is pervasive in these images and that the visual social semiotics framework could only be applied to some extent for reading images of non-Western culture. Visual social semiotics as a methodology provides an accounting framework and is a starting point for interpreting meaning from visual images. From reading the images, there are two themes that play significant roles in understanding the family planning program: nationalism and, family and women. These two themes are deployed in different measure for each period of time to constantly re-define family planning in an engaging and optimal way. However, the technique of visualisation remained the same during the three periods. The practices of looking facilitated by the visual images published for the family planning program positions viewers as Indonesian citizens with a certain morality which generates a general positive attitude about the program. The thesis provides a detailed reading of numerous images from the family planning program; drawing not only on the representation, interaction and composition created by the images but also from analysis of international and state policy on family planning and also the translation of policy into cultural messages.

AbstractThe Covid-19 pandemic has made the world economy, including Indonesia, unstable. Indonesia is a very large country consisting of various islands, and due to Covid-19, the Indonesian government has implemented the Social Activity Restriction (PPKM) system. The present study aims to see whether the Covid-19 pandemic influences the performance of transportation and logistics companies in Indonesia. This study used 45 transportation and logistics companies listed on the Indonesia Stock Exchange. This study compared the performance before (2019) and after (2020) the pandemic. This study applied the normal distribution test and then the T-paired test to see the performance before and during the pandemic. The results of this study show the influence of the Covid-19 pandemic, seen from the Return on Equity (ROE), Return on Assets (ROA), and Return on Inventory (ROI).

By doing such exploratory research, the study aims to contribute to the development of country-specific descriptive non financial disclosure theory by establishing a benchmark understanding of how company interpret their responsible relationship with stakeholders. Based on content analysis of the annual sustainability report, this paper provide a description of current practices current prioritization in terms of social, environmental, and sustainability disclosure themes. The results show that Indonesian mining companies share a wide range of disclosure themes in order to support relationships with their stakeholders.

In 2008, the first Coal Bed Methane (CBM) PSC was signed in Indonesia. To date, 54 CBM PSCs have been awarded to explore and develop CBM Block in Indonesia. Twelve years later, only one PSC has submitted a Plan of Development but has not yet produced gas commercially. Most CBM PSCs have been struggling during the 10 years’ exploration period and some may receive extensions for 3 years under specific conditions. The lack of integrated authorities’ approval in the overlay of coal mining and natural gas production areas has become a great obstacle for CBM Development. Besides that, the government regulations in CBM activities have defects in PSC contract terms that may lead marginal economic value for contractors, especially due to high investment during the early development (C. Irawan, 2017). On the other hand, drilling regulations, Pipe Classing standards and Testing Standards following the Oil and Gas standards are too expensive for CBM Investment. According to our observations, CBM Regulations in Indonesia should be modified starting from the Exploration period, Production Sharing Contract Terms and Standard Operating Procedures to suit Indonesian CBM characteristics. Good coordination within government departments is a must for the success of CBM Exploration and Development.

The early years of a teacher’s career are crucial to the formation of their professional identity—a complex process of reconciling their personal attributes with the demands of the profession. This study explores the identity formation of novice teachers in Indonesia and seeks to identify the various aspects that shape this process. Specifically, we examine how Indonesia’s current teacher policy landscape affects novice teachers’ perspectives on teaching and their profession. Through a longitudinal bimonthly diary study conducted over two years, we find that the novice teachers’ stories about their identity development revolve around five themes: initial motivation to enter the profession, beliefs about teaching and the teaching profession, satisfaction with working conditions, perceptions about major challenges during the early years, and commitment to the teaching profession and career aspiration. Our findings show that individual teachers’ personal attributes do influence the formation of their identities as teachers, but teacher policies and working conditions influence this process to a greater extent. Without support, novice teachers struggle to navigate the tension between their ideals, limited resources, and inconsistent teacher policies. These findings suggest it is necessary to redefine what it means to be a teacher by characterising the observable qualities of good teaching, linking them to student learning, and rectifying teacher policies in the Indonesian education system to be coherent with these characteristics.

Business environment reform (BER) targets inadequate business regulations. It is intended to remove constraints to business investment, enabling growth and job creation, and create opportunities for international business to contribute to and benefit from this growth. However, there is a lack of detailed knowledge of the impact of BER on gender and inclusion (G&I). While a review of existing literature suggests that in general, there is no direct link between BER and G&I, indirect links are likely through the influence of BER on firm performance. Outcomes will be influenced by the differential ways in which women-led firms experience the business environment when compared to their male counterparts, with disparities based on how they are treated under the law, as well as structural and sociocultural factors. The fact that in many countries, female-led firms are fewer and smaller than those of their male counterparts, and may operate in different sectors, also affects these dynamics. This research offers new insights through an in-depth analysis of the impact of the Pelayanan Terpadu Satu Pintu (PTSP) or one-stop shop business licensing reform in 2009 on firm performance in Indonesia, and how these impacts vary based on the gender of firm leadership. The results find that on average, firms benefited from improved business performance (sales), as a direct or indirect effect of this reform, as well as an increase in the number of medium and large-scale firms. Outside Jakarta (Bali, Banten, Lampung), women-led firms experienced a small but significant benefit relative to male-led firms, related to both sales and the number of medium and large-scale firms they run. In Jakarta, women-led firms continued to lag behind men and there were no significant effects on employment, and this held across province and gender. These findings are based on an analysis of the PTSP reform using data from the World Bank Enterprise Survey (WBES), a survey of small, medium and large firms (i.e. with more than four employees) which took place in Indonesia between 2009 and 2015.

This peer-reviewed research and policy paper (available in English and Bahasa Indonesia) draws on analysis of how women influence decision making in Indonesia's multi-level governance structure under the new Village Law in Indonesia. The analysis identifies the ways that women, through different causal processes, influence development priorities, spending, projects, policies and policy actors, as well as social norms in communities. The analysis draws from a large, qualitative comparative study conducted in different places throughout Indonesia, providing an analytical framework for understanding variation in social and politico-economic contexts in terms of the constraints and opportunities for gender inclusion and women's empowerment. Abstract:
This peer-reviewed research and policy paper (available in English and Bahasa Indonesia) draws on analysis of how women influence decision making in Indonesia's multi-level governance structure under the new Village Law in Indonesia. The analysis identifies the ways that women, through different causal processes, influence development priorities, spending, projects, policies and policy actors, as well as social norms in communities. The analysis draws from a large, qualitative comparative study conducted in different places throughout Indonesia, providing an analytical framework for understanding variation in social and politico-economic contexts in terms of the constraints and opportunities for gender inclusion and women's empowerment. The research also explains variations in the processes by which women exercise voice and influence in these differing contexts, providing considerations for policy makers and others concerned with gender inclusion, women's empowerment and everyday wellbeing.
