Abstract:
Abstract Context.—There are numerous customers for pathology departmental Web sites, including pathology department staff, clinical staff, residency applicants, job seekers, and other individuals outside the department seeking department information. Despite the increasing importance of departmental Web sites as a means of distributing information, no analysis has been done to date of the content and usage of pathology department Web sites. Objective.—In this study, we analyzed pathology department Web sites to examine the elements present on each site and to evaluate the use of search technology on these sites. Further, we examined the usage patterns of our own departmental Internet and intranet Web sites to better understand the users of pathology Web sites. Design.—We reviewed selected departmental pathology Web sites and analyzed their content and functionality. Our institution's departmental pathology Web sites were modified to enable detailed information to be stored regarding users and usage patterns, and that information was analyzed. Results.—We demonstrate considerable heterogeneity in departmental Web sites with many sites lacking basic content and search features. In addition, we demonstrate that increasing the traffic of a department's informational Web sites may result in reduced phone inquiries to the laboratory. We propose recommendations for pathology department Web sites to maximize promotion of a department's mission. Conclusions.—A departmental pathology Web site is an essential communication tool for all pathology departments, and attention to the users and content of the site can have operational impact.

Abstract:
Purpose: Department heads play a pivotal role in the functioning of departments in secondary schools. However, quantitative research about the role of departmental leadership for the development of professional learning communities (PLCs) in subject departments in secondary schools remains scarce. As PLCs are seen as promising contexts for teachers’ continuous professional development, it is highly relevant to study how department heads can facilitate PLC characteristics in their department. Research methodology: This study examines how two dimensions of departmental leadership (group- and development-oriented) relate to interpersonal PLC characteristics in departments. Survey data were collected from 248 experienced mathematics and French teachers in 62 departments in secondary schools in Flanders (Belgium). Two multilevel regression analyses were conducted with collective responsibility and reflective dialogue as dependent interpersonal PLC characteristics. We controlled for several demographic teacher variables and structural departmental variables. Findings: Our results nurture optimism about the potential of departmental leadership for interpersonal PLC characteristics. More specifically, teachers who perceive high group-oriented departmental leadership experience more collective responsibility in their department. Furthermore, teachers’ perceptions of both group-oriented and development-oriented departmental leadership are significantly related to the reported frequency of teachers’ reflective dialogues. Implications: This study suggests that department heads play a critical role in facilitating interpersonal PLC characteristics in departments. As a result, department heads need to be carefully selected and adequately supported. As this article is one of the first to offer a quantitative perspective on this matter, it offers an instrument for future studies and informs policy about departmental leadership practices.

Abstract:
PurposeThe purpose of this paper is to investigate whether formal authority of the HR department has any impact on line managers’ evaluations of HR department effectiveness.Design/methodology/approachTwo studies were conducted in Vietnam. Study 1 comprised a survey of 405 line managers to test the hypothesized model. Study 2 comprised a survey conducted with 155 line managers validated the findings from Study 1. Structural equation modeling and PROCESS macro were used to analyze the data.FindingsLine managers’ perceptions of the HR department’s formal authority had a positive and indirect impact on HR department effectiveness through the HR department’s strategic involvement and influence. Public sector line managers tended to perceive their HR departments as possessing a higher level of formal authority than did their private sector counterparts.Research limitations/implicationsThis study extends the theory of political influence as it applies to the HR department. Specifically, the study provides empirical evidence of the influences of an organization’s political conditions on the perceptions of HR department effectiveness. This study also contributes to the extant literature on HRM in Vietnam by showing how Vietnam’s HR departments can utilize power and influence in accordance with specific ownership types.Practical implicationsPublic sector HR managers could establish their formal authority among stakeholders as a way to enhance the recognition of HR department effectiveness. This can be done by relying on the presence of the traditional bureaucratic characteristics of the public sector which confer the HR department with formal authority.Originality/valueThe study contributes an understanding of the determinants of HR department effectiveness in the context of Vietnam. Research findings show that highly formal authority practices in the public sector affect the way line managers perceive the strategic involvement of the HR department. The more formal the authority, the more the public sector HR department is perceived to be involved in the strategic management process. Thus, formal authority is a prerequisite that public sector HR departments need to signal its importance among line managers. To have a long-term influencing role in the organization, the HR department in the public sector needs to develop its political and influencing skills. In contrast to this, the private sector HR department needs to develop a strategic partnership with line managers in order to increase its influence and perceived effectiveness.

Abstract:
Purpose The purpose of this paper is to introduce the pilot project of collection assessment performed by an academic library for the Computer Information Science (CIS) Department specifically and share the experience involved in this assessment. Design/methodology/approach In this descriptive research, the library gathered and analyzed a set of evaluation reports for CIS-related print and electronic materials. This assessment includes analyses of physical items, periodicals, electronic resources, peers’ databases, faculty syllabi, as well as departmental allocation fund. Findings This project shows the importance of collaboration between the library and academic departments on collection evaluation and assessment. It demonstrates that the assessments of a department-specific collection can provide the library with insights into the quality of the collection and help librarians better understand the information requirements of the faculty and students in the department. By analyzing the data collected in the assessment, the library can spend the tight budget on the most needed core materials related to the curriculum and research of the department. This project provides a good example for future routine assessments. Practical implications The procedure, results and future work of this assessment provide other academic libraries with insights into and practical solutions to department-specific collection assessments. Originality/value The study describes a set of collection assessment activities specific to a disciplinary department undertaken by Spiva Library. Few studies have been conducted to study department-specific collection assessments. This type of study can assist a university library to develop a core collection in support of teaching, learning and research for individual academic departments.

This case study takes a look at an integrated approach to assessment. The paper walks through the process of alignment of college mission and learning outcomes with departmental and course level outcomes. The department developed integrated assignments that are implemented across a four-year program to ensure learning outcomes. In order to assess those outcomes, the department developed an integrated rubric that is applied at multiple stages of the program levels as well as in various courses. This allows for feedback that is both summative and formative for future changes. The feedback loop has helped provide insight into course level and department level changes, but it has also enhanced departmental climate and work processes.

Abstract:
AbstractIn the China-specific dual management system of social organizations, competent government department’s support for and supervision over industrial associations affect and even determine their political engagement and policy advocacy. By analyzing the technological incubator association in the city of T, this paper finds that when local government departments have overlapping duties and interests, the industrial association, if it can help the disadvantaged department increase the chips for the power and resource game, can receive more attention, support and policy discourse power from that department. Besides, in the local government’s management model, a big enterprise with scale and resource advantages has more chances to communicate and interact with the government department that’s superior to the one in charge of the industrial association, so the industrial association in which this big enterprise is a member can get more attention and support from the competent department, making it more effective in policy advocacy.

Abstract:
Purpose The h-index is an established method for determining an individual faculty member's impact on the scientific literature. The purpose of this study was to measure and describe over time the combined h-index of a large university medical imaging department. Materials and Methods All faculty members from the Department of Medical Imaging, University of Toronto, were identified from administrative records for 6 separate years between 2000-2014. Individual members' and the departmental h-index were calculated using citation data from the Scopus database. Descriptive univariate statistics were reported. Factors contributing to the change in departmental h-index over time were assessed using linear regression analysis. Results The number of faculty members increased from 117 in 2000 to 186 in 2014. The departmental h-index increased from 48 in 2000 to 142 in 2014. During this time period, the median h-index for faculty members increased from 4 (interquartile range 2-8) to 10 (interquartile range 5-19). Regression analysis revealed that for every additional staff member, the departmental h-index increased by 1.4 (standard error = 0.1, P < .01), whereas, by increasing the median h-index of members by 1 the departmental h-index increased by 15.7 (standard error = 0.6, P < .01). Conclusion Our study suggests that to increase a department's h-index, it is important to foster impactful research from within the faculty ranks of the department. The h-index of academic radiology departments is a meaningful tool that allows for evaluation from within and against other academic centres.

Abstract:
Abstract Objective This study aimed to explore the associations between the organization-level quality arrangements, improvement and implementation and department-level safety culture and leadership measures across 32 large Australian hospitals. Design Quantitative observational study, using linear and multi-level modelling to identify relationships between quality management systems and clinician safety culture and leadership. Setting Thirty-two large Australian public hospitals. Participants Quality audit at organization level, senior quality manager at each participating hospital, 1382 clinicians (doctors, nurses and allied health professionals). Main outcome measures Associations between organization-level quality measures and department-level clinician measures of teamwork climate, safety climate and leadership for acute myocardial infarction (AMI), hip fracture and stroke treatment conditions. Results We received 1332 valid responses from participants. The quality management systems index (QMSI, a questionnaire-based measure of the hospitals’ quality management structures) was ‘positively’ associated with all three department-level scales in the stroke department, with safety culture and leadership in the emergency department, but with none of the three scales in the AMI and hip fracture departments. The quality management compliance index (QMCI, an external audit-based measure of the quality improvement activities) was ‘negatively’ associated with teamwork climate and safety climate in AMI departments, after controlling for QMSI, but not in other departments. There was no association between QMCI and leadership in any department, after controlling for QMSI, and there was no association between the clinical quality implementation index (CQII, an external audit-based measure of the level of implementation of quality activities) and any of the three department-level scales in any of the four departments, after controlling for both QMSI and QMCI. Conclusions The influence of organization-level quality management systems on clinician safety culture and leadership varied depending on the hospital department, suggesting that whilst there was some consistency on patient safety attitudes and behaviours throughout the organizations, there were also other factors at play.

Full text
Abstract:
The New York State Department of Transportation (NYSDOT) has undertaken an effort to design and implement an asset management system for overseeing the state’s diverse and complex transportation system. The department has built an appropriate organizational and business foundation for the effective use of sound, integrated databases and technical modeling tools. For more than a decade, well before asset management attracted interest from the transportation community, NYSDOT has advanced this concept on four fronts: developing well-defined organizational roles within a highly decentralized department; designing and implementing a formal and disciplined core business procedure (the program update process) to cover both program development and performance monitoring; developing key transportation management systems (pavement, bridge, congestion and mobility, and public transportation), even without a federal mandate; and designing and implementing a state-of-the-art automated program and project management system that serves, in part, to integrate the department’s use of the individual management systems and maintains all essential data for developing and managing the program. New York’s experience strongly suggests that despite the difficulty and time required to carry out the key processes, these four elements represent the heart of an asset management system. When identifying and developing additional technical elements, state departments of transportation should heed the importance of building and maintaining an effective organizational and business foundation.

AbstractIn this article, we investigate the graduate curricula of political science programs and 122 Ph.D.-granting political science programs in the United States and how they seek to prepare political science teachers. We first investigate whether the department offers a dedicated political science course at the graduate level on college teaching, and whether the presence of this class correlates with the size of the department, the size of the university, the ranking of the department, and so on. We find that whether a program offers a graduate course on teaching is inversely related to the research productivity of a department, and that departments at public institutions are more likely to offer such courses than are departments at private institutions. Second, we conduct content analysis of a sample of syllabi from departments that offer such courses to ascertain the kinds of topics that are covered. Finally, we briefly describe some model programs that seek to prepare graduate students for teaching careers that integrate graduate student teacher training throughout the Ph.D. program.

Abstract:
Researchers are starting to explore predictive models for departmental usage of opportunities to self-represent online. This is the first study to independently address police social networking in the US across a variety of social media platforms. Using the sampling frame of the 558 ‘self-representing’ municipal police department respondents in the 2007 Law Enforcement Management and Administrative Statistics (LEMAS) data, I collected information concerning whether departments maintained active accounts on Facebook, Twitter and YouTube in 2014. The LEMAS data provides key independent variables concerning each department’s community-oriented policing commitment and technological sophistication. Ultimately, these organisational features are not predictive of departmental use of any of the three social networking sites.

Abstract:
Abstract Objective – This study aimed to identify assessment opportunities and stakeholder connections in an emerging technologies department. Such departments are often overlooked by traditional assessment measures because they do not appear to provide direct support for student learning. Methods – The study consisted of a content analysis of departmental records and of weekly activity journals which were completed by staff in the Emerging Technologies and Services department in a U.S. academic library. The findings were supported by interviews with team members to provide richer data. An evidence based framework was used to identify stakeholder interactions where impactful evidence might be gathered to support decision-making and to communicate value. Results – The study identified a lack of available assessable evidence with some types of interaction, outreach activity, and responsibilities of staff being under-reported in departmental documentation. A modified logic model was developed to further identify assessment opportunities and reporting processes. Conclusion – The authors conclude that an evidence based practice research approach offers an engaging and illuminative framework to identify department alignment to strategic initiatives and learning goals. In order to provide a more complete picture of library impact and value, new and robust methods of assessing library technology departments must be developed and employed.

Abstract:
Purpose The purpose of this paper is to examine how conflicts about collaboration between staff at different departments arose during the establishment of a new emergency department and how these conflicts affected the daily work and ultimately patient safety at the emergency department. Design/methodology/approach This qualitative single case study draws on qualitative semi-structured interviews and participant observation. The theoretical concepts “availability” and “receptiveness” as antecedents for collaboration will be applied in the analysis. Findings Close collaboration between departments was an essential precondition for the functioning of the new emergency department. The study shows how a lack of antecedents for collaboration affected the working relation and communication between employees and departments, which spurred negative feelings and reproduced conflicts. This situation was seen as a potential threat for the safety of the emergency patients. Research limitations/implications This study presents a single case study, at a specific point in time, and should be used as an illustrative example of how contextual and situational factors affect the working environment and through that patient safety. Originality/value Few studies provide an in-depth investigation of what actually takes place when collaboration between professional groups goes wrong and escalates, and how problems in collaboration may affect patient safety.

The complexity of the market in higher education, and the lack of literature regarding marketing, particularly branding, at the academic department level, presented an opportunity to establish a systematic process for evaluating an academic department’s brand meaning. A process for evaluating a brand’s meaning for an academic department is developed in this paper using Keller’s Customer Base Brand Equity model. This process will aid academic departments experiencing perception problems or wishing to improve their brand to better understand their existing brand meaning and assess the alignment between the student market perception and the industry market perception. This systematic process for evaluating a brand’s meaning is presented as applied to a case study.

Abstract:
Objective – In an environment of shrinking budgets and reduced staffing, this study seeks to identify a comprehensive, integrated assessment strategy to better focus diminished resources within special collections repositories. Methods – This article presents the results of a single case study conducted in the Special and Digital Collections department at a university library. The department created an holistic assessment model, taking into account both public and technical services, to explore inter-related questions affecting both day-to-day operations as well as long-term, strategic priorities. Results – Data from a variety of assessment activities positively impacted the department’s practices, informing decisions made about staff skill sets, training, and scheduling; outreach activities; and prioritizing technical services. The results provide a comprehensive view of both patron and department needs, allowing for a wide variety of improvements and changes in staffing practices, all driven by data rather than anecdotal evidence. Conclusion – Although the data generated for this study is institutionally specific, the methodology is applicable to special collections departments at other institutions. A systemic, holistic approach to assessment in special collections departments enables the implementation of operational efficiencies. It also provides data that allows the department to document its value to university-wide stakeholders.

Abstract:
The context of knowledge management determines the following research question: how theoretical constructs of knowledge management are realised in the performance of academic departments? The research aim is to identify the implementation of study-related knowledge management process at academic department. The empirical research is based on the case study strategy. After targeted selection of cases, in-depth interviews were carried out at two academic departments, where groups of experts had been identified. The collected data were processed by criterion-based analysis. The Department X possesses expertise in education and methodological competence in curriculum construction and study process realisation; study-related processes of collective and individual knowledge management are articulated by study-related terminology and informal identification of knowledge in the process of social interaction dominates here; unfortunately little coordination is given to the acquisition, dissemination, creation, storage and application of knowledge. The Department Y informally reduces the study-related knowledge to the concept of professionalism and knowledge of the study programme content; methodological competence of designing and implementing a study programme (module) is referred to as developing. In this context, the need for knowledge acquisition is realised by attracting external expert knowledge. At this Department, the process of study related knowledge is not systemic and strongly coordinated; individual not collective efforts prevail. Summarising the analysis of the two case-studies, it is evident that a formalized system of knowledge management has not been yet created and implemented in the departments. However, the educational and subject-related competences of the department lead to unintentional knowledge management process that is naturally taking place through the process of studies management with the prevailing non-formal activities of organizational knowledge identification, acquisition, creation, dissemination, storage and application.

Purpose The purpose of this paper is to understand how the digital workplace, in particular employees using consumer tools at work (users), impacts how internal IT departments function and their relationships with users they have historically supported. Design/methodology/approach An interpretive, longitudinal case study highlighting how one IT department coped with the conflicts using consumer tools at work creates a trend called IT consumerization. Findings Internal IT departments manage the conflicts IT consumerization poses through an ongoing process of conflict and conflict resolution. This impacts the IT department’s relationship with users along three dimensions: IT-control, user-self-sufficiency and IT-user partnerships. Originality/value While there is an ongoing debate about internal IT departments needing to change, the study shows how one IT department did change in response to IT consumerization. The authors develop a data-driven model grounded in theories that explains how IT departments cope with the conflicts IT consumerization poses.

Abstract:
Abstract The aim of this study is to estimate the unexplained gender pay gap in individual departments of a Czech hospital, to find out whether this gap varies between departments and, if so, to identify the possible causes of these differences. To estimate the unexplained part of the gender pay gap, we use the average treatment effect on the treated (ATT), and to identify the causes behind differences in the unexplained gender pay gap we use a linear regression model. We find that the ATT varies significantly between departments. To explain these differences, we use selected characteristics of the departments: the department’s size, the proportion of women in the department, and the gender of the departmental head. We come to the conclusion that women’s wages increase relative to male wages as the proportion of female employees grows. On the other hand, the unexplained gender wage gap is not proven to be lower in smaller or female-led departments.

Abstract:
Language departments have long confronted a disciplinary divide between the study of literature and language. This divide in tenure lines and course content has engendered a similarly deep-seated divide in pedagogical practices. In world language departments, critique often seems confined, for reasons both epistemological and historic, to literature courses. Conversely, in language courses, instructors commonly utilize corrective feedback to train students to think like disciplinary experts. Is it possible then to define a signature pedagogy of the world language department? This article seeks to answer this question by locating a common disciplinary belief in the centrality of language to human experience. Examining the history of critique in teaching and learning in world language departments, the author traces this belief in order to propose a resolution to the departmental divide in the form of a “bilingual critique” that combines elements from both sides.

Abstract:
The goal of this research is to identify the drivers that have resulted in an exceptionally high level of female engagement in the Frametown Volunteer Fire Department (FVFD) in the rural community of Frametown, West Virginia. Females comprise only 11% of the volunteer fire service in the US, however, they comprise approximately 60% of the Frametown Volunteer Fire Department, including the Chief, President, and Secretary. Structured interviews were used to investigate factors that have led to recruitment and retention of female volunteers. Interviews were conducted with 24 of the department’s 29 members with representation from female (n = 14) and male members (n = 10). Male members were included in the study to gain meaningful information from both gender perspectives as their story-telling added context to the evolution and current organizational culture of the department. Themes from the interviews included organic growth of the department, a sense of service to the community, a mentoring family environment, a heightened level of compassion as a value women bring to the fire department, and gender inclusiveness within the department as key recruitment and retention factors. The results of this study may provide insight into how other volunteer fire departments can increase female volunteers, particularly in an age of declining volunteerism.

Abstract:
Objectives The aims of the present study were to identify predictors of admission and describe outcomes for patients who arrived via ambulance to three Australian public emergency departments (EDs), before and after the opening of 41 additional ED beds within the area. Methods The present study was a retrospective comparative cohort study using deterministically linked health data collected between 3 September 2006 and 2 September 2008. Data included ambulance offload delay, time to see doctor, ED length of stay (LOS), admission requirement, access block, hospital LOS and in-hospital mortality. Logistic regression analysis was undertaken to identify predictors of hospital admission. Results Almost one-third of all 286 037 ED presentations were via ambulance (n = 79 196) and 40.3% required admission. After increasing emergency capacity, the only outcome measure to improve was in-hospital mortality. Ambulance offload delay, time to see doctor, ED LOS, admission requirement, access block and hospital LOS did not improve. Strong predictors of admission before and after increased capacity included age >65 years, Australian Triage Scale (ATS) Category 1–3, diagnoses of circulatory or respiratory conditions and ED LOS >4 h. With additional capacity, the odds ratios for these predictors increased for age >65 years and ED LOS >4 h, and decreased for ATS category and ED diagnoses. Conclusions Expanding ED capacity from 81 to 122 beds within a health service area impacted favourably on mortality outcomes, but not on time-related service outcomes such as ambulance offload time, time to see doctor and ED LOS. To improve all service outcomes, when altering (increasing or decreasing) ED bed numbers, the whole healthcare system needs to be considered.

Abstract:
Introduction: Infectious medical waste management in hospitals is very important. The potential impacts of infectious medical waste discharged from hospitals on populations and society are considered greater than those of general industrial waste. Therefore, the estimation of infectious medical waste discharged from healthcare facilities should be accurate. The present study reports the quantity of infectious medical waste discharged per ward per day per inpatient by weight. Methods: In medical wards, the digestive surgery ward discharged the most infectious medical waste. In addition, the digestive surgery ward had the highest quantity of infectious medical waste per day per inpatient. Infectious medical waste quantity estimates based on beds were lower than those based on inpatients, with minimum and maximum underestimates of 6% and 21%, respectively. Results & Discussion: Infectious medical waste discharged per patient per day was low in the outpatient department. The operating room and the emergency department discharged 10-fold more infectious medical waste than the wards. The operating room, the emergency department, and the clinical inspection department accounted for 60% of infectious medical waste discharged from hospitals. Conclusion: Notably, there are considerable differences among departments when evaluating hospital waste, particularly in hospitals with surgery and critical care departments, which is different in the case of evaluations based on bed counts.

Abstract:
Object The authors undertook a study to estimate the relative academic impact of neurosurgical departments in Canada and the US using the h index, a measure of the number of citations received by a collection of work. Methods The study included 99 departments of neurosurgery with residency programs participating in the US National Residency Matching Program, and the 14 analogous Canadian programs. Three types of h indices were determined—one reflecting the cumulative work attributed to a neurosurgical department, h(c); one restricted to the cumulative work published over the past 10 years, h(10); and one limited to work published in 2 major North American neurosurgical journals, hNS(10). For an article to be included, attribution to a neurosurgical department had to appear in the address field in the database Thomson's ISI Web of Science. The three h indices were compared with each other, and their relation to other measures such as size of the department, degrees held by the faculty, and research funding was examined. Results Significant correlations were found between the citation indices and faculty size, number of publications and the types of degrees held by the faculty, and funding by the US NIH. Three types of authorship were identified: neurosurgeon, nonclinician researcher, and nonneurosurgeon clinical affiliate. The degree to which the latter 2 nonneurosurgeon categories contributed to the departmental h index varied among departments and can confound interdepartmental comparison. Limiting articles to those published in neurosurgical journals appeared to correct for the influence of nonneurosurgeons in departmental impact and reflect neurosurgeon-driven scholarship. Conclusions The h index may be useful in evaluating output across neurosurgery departments.

Forty years ago, when my department was established as one of the first departments of the new San Diego campus of the University of California (UCSD), its founders had a free hand to construct a new model for literary study by recasting the institutional infrastructure that traditionally divided the field by language or language group. The initial vision, as summarized in the introduction to an early graduate program review, was relatively abstract:The Department of Literature was founded […] on the uncommon but quite logical assumption that there are habits of mind and methods of inquiry peculiar to literary study, whatever the language, and that the literatures of the world have more in common than the usual departmental divisions acknowledge. […] From the standpoint of research and teaching interests, [its structure] runs counter to the provincialism that afflicts many departments of single national literatures.(“Graduate Program Review”)
