PurposeThis paper aims to provide a comprehensive framework of a situated culture approach to studying culture within the IS discipline.Design/methodology/approachThis is achieved via an articulation of structuration theory and the provision of an approach to study cross‐cultural phenomena within the IS discipline. The paper proposes two main components of a structuration theory based analysis model which is proposed as a way to study culture within IS discipline. First, the paper presents ideas behind the practice lens for studying the use of technology, as proposed by Orlikowski. Second, the paper presents a structurational analysis approach as detailed by Walsham. The paper argues that using a practice lens contributes to identifying the mediated shared structures between actors through understanding the actions of the actors within the phenomena. Then, using a structurational analysis approach contributes to identifying the cultural dimensions that are embedded in the identified mediated shared structures.FindingsThis paper contributes to cultural studies within the IS discipline and provides a framework for researchers aiming to investigate cultural influences for different phenomena within IS.Originality/valueCultural anthropology seeks to understand the similarities and differences among groups of people in the contemporary world. Although there are many different models of national culture, most IS research has tended to rely almost solely on Hofstede's cultural model. However, Hofstede's cultural model been criticised, and using structurational analysis will provide researchers within cultural studies in the IS discipline with a more broad perspective for the phenomena.

Abstract:
Purpose – This paper aims to examine the potential of strong structuration theory in management accounting research. Design/methodology/approach – The paper explains how the ontological perspective of strong structuration theory extends the work of Giddens and explores how the perspective overcomes a number of the limitations of existing management accounting research based on structuration theory. Findings – Strong structuration theory develops and extends the work of Giddens, providing greater insights into the role of agents, improves our understanding of the diffusion of accounting practices through organisational fields, adds to our knowledge of how artefacts are used in the production and reproduction of organisational life and improves research design. Research limitations/implications – Strong structuration theory provides clear guidance about management accounting case study research design, and suggests the potential for the accounting research community to engage more actively in debates about the development of structuration theory beyond the work of Giddens. Originality/value – This paper provides a clear explanation of the ontology of strong structuration theory, its implications for research design and how it holds the potential to overcome many of the limitations of earlier management accounting studies deploying structuration theory.

Abstract:
L'augmentation du nombre de documents multimédias disponibles rend nécessaire la mise en place de méthodes de structuration automatique capables de faciliter l'accès à l'information contenue dans les documents, tout en étant suffisamment génériques pour pouvoir structurer des documents tout-venants. Dans ce cadre, nous proposons deux types de structuration, linéaire et hiérarchique, s'appuyant sur les transcriptions automatiques de la parole prononcée dans les documents. Ces transcriptions, indépendantes du type des documents considérés, sont exploitées par le biais de méthodes issues du traitement automatiques des langues (TAL). Les deux techniques de structuration, ainsi que la phase de segmentation thématique sur laquelle elles reposent, donnent lieu à plusieurs contributions originales. Tout d'abord, la méthode de segmentation thématique employée, originellement développée pour du texte écrit, est adaptée aux particularités des transcriptions automatiques de vidéos professionnelles - erreurs de transcription, faible nombre de répétitions de vocabulaire. Le critère de cohésion lexicale sur lequel elle se fonde est, en effet, sensible à ces spécificités, ce qui pénalise fortement les performances de l'algorithme. Cette adaptation est mise en place, d'une part grâce à la prise en compte, lors du calcul de la cohésion lexicale, de connaissances linguistiques et d'informations issues de la reconnaissance automatique de la parole et du signal (relations sémantiques, prosodie, mesures de confiance), et d'autre part grâce à des techniques d'interpolation de modèles de langue. À partir de cette étape de segmentation thématique, nous proposons une méthode de structuration thématique linéaire permettant de mettre en relation des segments abordant des thématiques similaires. La méthode employée, fondée sur une technique issue du domaine de la recherche d'information, est adaptée aux données audiovisuelles grâce à des indices prosodiques, qui permettent de favoriser les mots proéminents dans le discours, et des relations sémantiques. Finalement, nous proposons un travail plus exploratoire examinant différentes pistes pour adapter un algorithme de segmentation thématique linéaire à une tâche de segmentation thématique hiérarchique. Pour cela, l'algorithme de segmentation linéaire est modifié - ajustement du calcul de la cohésion lexicale, utilisation de chaines lexicales - pour prendre en compte la distribution du vocabulaire au sein du document à segmenter. Les expérimentations menées sur trois corpora composés de journaux télévisés et d'émissions de reportages, transcrits manuellement et automatiquement, montrent que les approches proposées conduisent à une amélioration des performances des méthodes de structuration développées.

Abstract:
Dans le cadre du dépôt légal de la télévision, nous proposons une méthode de structuration automatique des flux télévisuels afin de procéder au catalogage des émissions.
La stabilité des grilles de programmes nous permet d'en proposer une modélisation statistique basée sur un modèle de Markov contextuel et un arbre de régression. Entraîné sur les grilles de programmes des années précédentes, ce modèle permet de pallier l'imprécision des guides de programmes (EPG, magazines). En rapprochant ces deux sources d'informations, nous sommes en mesure de prédire les séquences d'émissions les plus probables pour un jour de l'année et d'encadrer la durée des émissions.
A partir de ces grilles de programmes prédites et d'un ensemble de règles indiquant les éléments
caractéristiques d'une transition entre deux genres de programmes (images monochromes, silences ou logos), nous sommes en mesure de localiser ces ruptures à l'aide de d´etections effectuées localement dans le flux.

Abstract:
La théorie de la Relativité d'échelle peut être utilisée pour contraindre des modèles dynamiques précis de systèmes gravitationnels. Dans un premier temps, l'objet de ce travail est d'explorer les possibilités théoriques liées aux diverses solutions de l'équation de Schrödinger généralisée (qui n'est autre que la forme prise par l'équation du mouvement dans un espace-temps fractal). Ces solutions théoriques sont alors utilisées pour modéliser la dynamique de plusieurs systèmes gravitationnels stationnaires. Nous analysons en détail : (i) la morphogenèse des vents stellaires, (ii) la dynamique du Groupe Local de galaxies et (iii) la dynamique des paires de galaxies dans l'univers proche. Une attention particulière a été portée sur l'élaboration d'un catalogue de paires de galaxies à partir d'un ensemble représentatif de sous-catalogues existant. L'ensemble des résultats montre l'existence de structures dans l'espace des phases en accord avec les diverses prédictions permises par la Relativité d'échelle. Nous concluons que l'utilisation des principes de la Relativité d'échelle permet de dévoiler et ainsi de mieux comprendre la dynamique des systèmes gravitationnels.

La structuration en thèmes est un domaine de recherche très prisé dans le traitement automatique du langage naturel car elle est le point de départ de plusieurs applications comme la recherche d’information, le résumé automatique et la modélisation des thèmes. Dans cette thèse, nous avons proposé un système de structuration automatique des journaux d’informations. Notre système contient deux modules : segmentation thématique et titrage. La segmentation thématique consiste à effectuer un pavage de l’émission en segments thématiquement homogènes. Ces derniers, sont généralement identifiés par des étiquettes anonymes, c’est alors le rôle du module de titrage d’affecter un titre à chaque segment.Ces travaux ont permis plusieurs contributions originales tel que l’exploitation conjointe de la distribution des mots et des locuteurs (cohésion de la parole) ainsi que l’utilisation des relations sémantiques de type diachronique. Après l’étape de segmentation, nous proposons d’apparier chaque segment avec les articles de presse du même jour. Le titre associé au segment est celui de l’article le plus proche thématiquement. Finalement, nous avons proposé deux nouvelles métriques d’évaluation, l’une pour la segmentation thématique et l’autre pour le titrage. Les expériences sont menées sur trois corpus caractérisés par leur richesse et leur diversité. Ils sont constitués de 168 journaux télévisés issus de 10 chaînes françaises transcrits automatiquement
The topic structuring is an area that has attracted much attention in the Natural Language Processing community. Indeed, topic structuring is considered as the starting point of several applications such as information retrieval, summarization and topic modeling.In this thesis, we proposed a generic topic structuring system i.e. that has the ability to deal with any TV Broadcast News.Our system contains two steps: topic segmentation and title assignment. Topic segmentation consists in splitting the document into thematically homogeneous fragments. The latter are generally identified by anonymous labels and the last step has to assign a title to each segment.Several original contributions are proposed like the use of a joint exploitation of the distribution of speakers and words (speech cohesion) and also the use of diachronic semantic relations. After the topic segmentation step, the generated segments are assigned a title corresponding to an article collected from Google News during the same day. Finally, we proposed the evaluation of two new metrics, the first is dedicated to the topic segmentation and the second to title assignment.The experiments are carried out on three corpora. They consisted of 168 TV Broadcast News from 10 French channels automatically transcribed. Our corpus is characterized by his richness and diversity

L'objectif de la thèse est de mettre au point une analyse des partis politiques qui tienne ensemble une perspective rokkanienne insistant sur les relations entre forces politiques et clivages sociaux et une perspective weberienne mettant l'accent sur les luttes pour les postes dont les partis sont le théâtre. A travers l'étude de trois fédérations (Pas-de-Calais, Var, Ile-et-Vilaine) et d'un courant (le courant Fabius) du PS, on a cherché à appréhender de concert : d'une part la manière dont ce parti, dans la diversité des formes qu'il prend dans le temps et dans l'espace, dans la pratique de ses militants et de ses dirigeants, est marqué par la configuration sociale dans laquelle il s'insère, et d'autre part, la façon dont cette organisation politique, concurremment avec d'autres activités sociales, participe à la production du social qui la génère à travers, par exemple, l'entretien et la légitimation de certains réseaux de sociabiblité, de certaines pratiques sociales, la valorisation de certains groupes sociaux, le travail sur sa propre histoire et sur celle de la société dont elle est l'expression. . . Cette double perspective nous a conduit à élaborer une série de concepts étroitement articulés les uns aux autres et à rejeter l'opposition généralement établie d'une part entre le local et le national, conçus comme deux univers auto-suffisants et extérieurs l'un à l'autre, et d'autre part entre les activités sociales et les activités politiques. Les concepts que nous nous sommes donnés, tels que les notions du milieu partisan, de réseau, de site d'interaction, de structuration et d'homogénéisation ont été conçus comme des outils de recherche à même de saisir la "fluidité" des relations sociales. The objective of the thesis is to elaborate an analysis of the political parties which reconcile the rokkanian approach which insist on the social bases of the partisan cleavages and the weberian one, which put the emphazis on the internal competition for the political ressources. The study of three federations (pas-de-calais, var, ille-et-vilaine) and one f action (the one of laurent fabius) of the french socialist party permit us to analyze together on the one hand, the way this party in the diversity of its temporal and spatial forms, is determined by its social environment and in the other hand, the way it participates, jointly with other social activities, to the production of this environment by legitimin g some forms of sociability or social practise and by actualizing specific social groups or social networks. . . Th concepts we built, partly inspirated of anthony giddens : social networks, partisan milieu, site of interaction, homo geneization and structuration, aim at overshoot the usual distinction between center and periphery - considered as two s eparate fields -, and the traditional opposition between social and political activities. Le but de ce travail de recherche est de fournir un cadre pour l'analyse et la segmentation d'images. Pour cela, nous présentons un nouveau modèle pour décrire à la fois la géométrie et la topologie d'une scène discrète 3D, une telle scène étant constituée d'objets 6-connexes qui peuvent être adjacents ou non adjacents. Ce modèle est composé d'un niveau géométrique, basé sur la définition des surfaces inter-voxels, et d'un niveau topologique, codé par des cartes combinatoires de dimension 3 (appelées 3-cartes) auxquelles est associée une relation d'inclusion. Dans ce document, nous expliquons dans un premier temps la problématique et décrivons les modèles existants en 2D et en 3D. Nous définissons ensuite notre modèle en décrivant le modèle géométrique, le modèle topologique puis la correspondance entre les deux. Nous expliquons alors la construction de ce double modèle avant de définir des primitives d'insertion et de suppression d'éléments. Ces primitives nous permettent enfin de définir des opérateurs de division et des opérateurs de fusion, qui sont à la base d'algorithmes de segmentation de type " division-fusion ".

Les problématiques modernes de conservation du patrimoine numérique ont rendu les compagnies professionnelles d'archivage demandeuses de nouveaux outils d'indexation et en particulier de méthodes de structuration automatique. Dans cette thèse, nous nous intéressons à un genre télévisuel à notre connaissance peu analysé : le talk show. Inspirés de travaux issus de la communauté des sciences humaines et plus spécifiquement d'études sémiologiques, nous proposons, tout d'abord, une réflexion sur la structuration d'émissions de talk show. Ensuite, ayant souligné qu'un schéma de structuration ne peut avoir de sens que s'il s'inscrit dans une démarche de résolution de cas d'usage, nous proposons une évaluation de l'organisation ainsi dégagée au moyen d'une expérience utilisateur. Cette dernière met en avant l'importance des locuteurs et l'avantage d'utiliser le tour de parole comme entité atomique en lieu et place du plan (shot), traditionnellement adopté dans les travaux de structuration. Ayant souligné l'importance de la segmentation en locuteurs pour la structuration d'émissions de talk show, nous y consacrons spécifiquement la seconde partie de cette thèse. Nous proposons tout d'abord un état de l'art des techniques utilisées dans ce domaine de recherche et en particulier des méthodes non-supervisées. Ensuite sont présentés les résultats d'un premier travail de détection et regroupement des tours de parole. Puis, un système original exploitant de manière plus efficace l'information visuelle est enfin proposé. La validité de la méthode présentée est testée sur les corpus d'émissions Le Grand Échiquier et On n'a pas tout dit. Au regard des résultats, notre dernier système se démarque avantageusement des travaux de l'état de l'art. Il conforte l'idée que les caractéristiques visuelles peuvent être d'un grand intérêt -- même pour la résolution de tâches supposément exclusivement audio comme la segmentation en locuteurs -- et que l'utilisation de méthodes à noyau dans un contexte multimodal peut s'avérer très performante.

Management of the cognitive context—understood as the reconstruction of the fabric of concepts and relations, representation in the form of a concept map and management of interactive functions that are inherent to or can be situated within the context itself—is a significant exigency both within the learning environment, and in particular for e-learning, as well as within the corporate environment as part of knowledge management processes. In order to take advantage of knowledge mapping and the functions connected with it, software tools capable of supporting and managing interaction in a network environment must be designed and created on the basis of guidelines aimed at pursuing not only the ergonomics, efficiency and efficacy of use, but also flexibility and completeness during the phases of construction, updating and analysis of the relational fabric.

Abstract:
This article is devoted to the presentation of the semantic interoperability of research and scientific results through an ontological taxonomy. To achieve this, the principles of systematization and structuration of the scientific/research results in scientometrics databases have been analysed. We use the existing cognitive IT platform Polyhedron and extend it with an ontology-based information model as main contribution. As a proof-of-concept we have modelled two ontological graphs, “Development of a rational way for utilization of methane tank waste at LLC Vasylkivska poultry farm” and “Development a method for utilization of methane tank effluent”. Also, for a demonstration of the perspective of ontological systems for a systematization of research and scientific results, the “Hypothesis test system” ontological graph has created.

The Discussion Papers PPP Americas 2021 are a series of documents written to prepare for PPP Americas tenth edition. The event is the most important forum on Public-Private Partnerships (PPP) of Latin America and the Caribbean (LAC), organized every two years by the Inter-American Development Bank (IDB). Driven by PPP Americas 2021, we gathered eight thematic groups were, with specialists, professionals, consultants, and scholars engaged directly in the preparation, identification, structuration, and management of PPP infrastructure projects in countries of the region. IDB specialists coordinated the groups to review the main hot topics on PPP projects for social and economic infrastructure, aiming to exchange experiences, debate successful cases and lessons learned. The present Discussion Paper, “Selection Criteria for PPP Projects,” collects the main conclusions and recommendations discussed by the group and intends to consolidate a knowledge exchange environment in infrastructure and PPP inside the region, offering best practices on infrastructure projects selection and value generation in the use of public resources in Latin America and the Caribbean.

• Introduction Dans le cadre du deuxième Plan National de la Science Ouverte, le Comité pour la science ouverte a souhaité mener une étude pour la préfiguration d’un Lab de la science ouverte (LabSO) afin de mieux comprendre le périmètre de la recherche sur la recherche (research on research) dans un contexte international. • Objectifs de l’étude : L’étude répond ainsi à trois objectifs : 1. repérer des grands courants de recherche sur la recherche (RoR) dans le paysage plus général de la recherche universitaire en Europe et outre-atlantique, en reconnaître les principaux acteurs institutionnels et différencier les approches mobilisées par les uns et les autres ; 2. proposer une méthodologie d’analyse dans une démarche de science ouverte (méthodes mixtes et cartographie numérique) pour faciliter l’appropriation de son contenu ; 3. émettre des recommandations pour faciliter le positionnement du LabSO et s’inspirer d’initiatives existantes. • Méthodologie Une série de treize entretiens et une collecte de données d’une sélection thématique de sites web ont permis de dresser un paysage d’acteurs et d’approches impliqués dans des recherches sur la recherche. Ce dernier s’est nourri d’une démarche de cartographie numérique pour repérer et visualiser les liens existants entre différentes communautés, mouvements, réseaux et initiatives (financeurs, projets, centres de recherche, fournisseurs de données, éditeurs, etc.). • Résultats Le rapport présente différents courants de « recherche sur la recherche » issus des traditions théoriques et méthodologiques de la sociologie, de l’économie, des sciences politiques, de la philosophie, des sciences de l’information et des mesures (biblio/scientométrie). Des courants plus récents sont aussi décrits. Ils s’inscrivent dans un contexte de politiques publiques favorables à la science ouverte et ont émergé dans le champ des sciences sociales computationnelles, des Big Data ou encore des domaines biomédicaux. Si certaines de ces approches s’appuient sur des courants académiques (STS, sciences des mesures) établis depuis de nombreuses décennies, d’autres comme ceux de la « métascience » ou de la « science de la science », se sont structurées plus récemment avec une visée prescriptive et de changement fondé sur des preuves (evidence-based) se basant sur un engagement normatif pour une science plus ouverte, inclusive et diverse. Bien loin d’un paysage statique, l’étude fait ressortir des recherches en mouvement, des débats tout autant que des mises en garde afin que certains courants « ne réinventent pas la roue » en faisant fit d’une longue tradition académique de l’étude des sciences et de la production scientifiques. De nouvelles alliances entre centres de recherche et laboratoires, institutions subventionnaires, décideurs politiques et fournisseurs de données ont été repérées. Elles participent à une dynamique actuelle d’équipement des politiques publiques par des outils d’évaluation et des protocoles de recherche pour guider les actions menées, on parle d’évidence-based policies. Un des exemples les plus récents étant laa seconde feuille de route du RoRI1 poussant notamment à la formation d’un réseau international d’instituts de recherche sur la recherche, fondé sur le partage et la mutualisation de données, de méthodes et d’outils. Outre la présentation de ces différents acteurs et courants, le rapport pointe le rôle joué par les infrastructures et les fournisseurs de données scientifiques (publications, données, métadonnées, citations, etc.) dans la structuration de ce paysage et les équilibres à trouver. • Recommandations 1. Accompagner la construction d’indicateurs et de métriques par le biais d’un regard critique et de discussions collectives pour mesurer leurs impacts sur les comportements des professionnels de la recherche (mésusages, gaming). 2. Porter attention aux étapes de diffusion des résultats scientifiques issus des « recherches sur la recherche » pour les adapter aux différents publics ciblés (chercheurs, responsables des politiques publiques de recherche, journalistes, etc.). 3. Articuler les travaux de « recherche sur la recherche » avec une démarche de science ouverte en questionnant notamment les choix faits concernant les fournisseurs de données, les infrastructures et outils d’évaluation, de découvrabilité et d’analyse de la production scientifique (gouvernance, utilisation des données, etc.). 4. Soutenir les approches thématiques et transversales plutôt que disciplinaire de manière collaborative entre les différents membres du Lab de la science ouverte et aider le dialogue entre les différentes approches et mouvements (STS, research on research, science of science, scientométrie, etc.)
