Abstract:
The study of cognitive phenomena is best approached in an orderly manner. It must begin with an analysis of the function in intension at the heart of any cognitive domain (its knowledge base), then proceed to the manner in which such knowledge is put into use in real-time processing, concluding with a domain’s neural underpinnings, its development in ontogeny, etc. Such an approach to the study of cognition involves the adoption of different levels of explanation/description, as prescribed by David Marr and many others, each level requiring its own methodology and supplying its own data to be accounted for. The study of recursion in cognition is badly in need of a systematic and well-ordered approach, and this chapter lays out the blueprint to be followed in the book by focusing on a strict separation between how this notion applies in linguistic knowledge and how it manifests itself in language processing.

Abstract:
This chapter analyzes US cyber strategy and coercion against rival states. First, the chapter situates the US approach to cyber in the larger intellectual history surrounding a preference for precision strike and how it alters the character of war for US strategists. Second, the chapter connects this logic to the emergence of information warfare concepts in the early 1990s, when US practitioners began to integrate cyber into larger visions of precision strike. Next, the chapter shifts to outline the American approach to cyber coercion. We offer a portrait of how the leading cyber power uses covert coercive cyber actions to shape rival behavior in the digital domain. These insights highlight the importance of the reconnaissance-strike as a strategic construct. They also demonstrate the US approach toward cyber espionage and turning defensive measures into attack vectors through deception.

Chapter 7 examines a principle Aristotle formulates in Nicomachean Ethics I.3: ethics must be adequate for its domain. The ethicist must ask herself what her inquiry is about, study the nature of her theory’s subject matter, and observe norms of theorizing that are adequate for it. The subject matter of ethics is value as it figures in human life. Aristotle ascribes two features to this value: difference and variability. Other theorists, he notes, are misled by difference and variability and become relativists. They observe a lack of strict regularity and falsely conclude that the domain of value is messy, unsuitable for any general insights. In Aristotle’s view, the sphere of agency displays for the most part regularities. The chapter defends this proposal as an important metaphysical insight and discusses how it adds to the much-debated claim that situations in which agents act are particulars.

This chapter considers the relevance of applying the notion of “technique” to the dance domain. A single phrase summarizes why we might object to the notion’s application here: namely, dance is a technique without object. Hence the chapter offers three distinct lines of argument that help to clarify just how dance lacks an object and hence why it eludes conceptualization in terms of technique. First of all, the lack of object implies that there is no strict or determinate finality at stake. Secondly, dance lacks an object in the sense of lacking a product or not being a form of production. Thirdly and finally, the idea that dance lacks an object also suggests an absence of tools or instruments.

This chapter provides an overview of the developmental history of the DSM-5 and its relationship to the ICD-11 and the NIMH Research Domain Criteria (RDoC) research initiative. The emergence of differences in genetic processes and brain structure and function associated with psychiatric symptoms and disorders, as well as the development of advanced statistical approaches for conducting integrative analyses of biological correlates, phenomenological symptoms, and trait characteristics, has advanced a more complex approach to mental disorder diagnosis and classification. Categorical diagnoses of specific mental disorders are seen in a spectrum context as having porous rather than strict boundaries, with a future goal of diagnostic conceptualizations that incorporate more dimensional measures of pathological symptoms as well as neurobiological mechanisms.

Attempted and completed suicide among older adults are global public health challenges of escalating significance. This chapter presents epidemiological data on such behaviours, and addresses the risk factors in the domains of mental health, personality, physical health and functioning, social factors (e.g. life events and social support) and neurobiological mechanisms, as derived from retrospective (mainly psychological autopsy [PA] studies) and prospective case-control studies. Suicide prevention initiatives in the elderly have taken a great stride forward in the past decade based on better understanding of the risk and protective factors. Given the complex, multi-determined nature of suicidal behaviours, further improvements will require sustained collaborations across clinicians, researchers, health administrators and politicians in different nations. Furthermore, older males are generally at higher risk of suicide than females; they tend to use more lethal means in their suicide acts, are more susceptible to the effects of bereavement and widowhood, and respond less favourably to comprehensive suicide prevention programs. Further research on the gender differences of suicidal behaviours is urgently needed, to understand the different underlying psychopathological mechanisms, and to adequately address the healthcare needs of older men, the largest group of completed suicides across the world.

Iskander Rehman describes the subsurface capabilities and interactions of the Indian and Chinese navies, where China enjoys a clear quantitative superiority over India in all three components of the submarine fleet—conventional, nuclear attack, and nuclear ballistic missile submarines. Whereas the PLAN has long privileged subsurface warfare as part of an offensive sea denial strategy, the Indian Navy has traditionally focused on sea control. However, this may be changing. Beijing’s growing interest in ‘open seas protection’ may divert resources away from offensively minded operations towards defensive escort missions for PLAN surface task forces. The Indian Navy’s growing interest in standoff strike is also giving new emphasis on subsurface land attack capabilities. In reality, Sino-Indian rivalry to the maritime domain is still very much in its opening phases. Sino-Indian naval rivalry is set to unfold over the course of many decades, and submarines will be at the forefront of this competition.

Disruptive technologies have transformed conflict at sea, creating a dynamic and distributed operational environment that extends from the oceans to encompass warfare on land, in the air, outer space, and cyberspace. Naval warfare throughout this integrated multi-domain, networked seascape raises choice of law decisions that include the law of naval warfare and the law of armed conflict; neutrality law; and the peacetime regimes that apply to the oceans, airspace, outer space, and cyberspace. The international law in networked naval warfare must contend with autonomous vessels and aircraft, artificial intelligence, and long-range precision strike missiles that can close the “kill chain” at sea and beyond. The asymmetrical use of merchant ships and blockchain shipping in naval operations, opening the seabed as a new dimension of undersea warfare, and sophisticated attacks against submarine cables and space satellites pose new operational and legal dilemmas. Navigating this broader conception of the international law of naval warfare requires an understanding of emerging operational capabilities and concepts throughout the spectrum of conflict and the selection and integration of distinct legal regimes.

To a great extent, the recent renaissance in the metaphysics of science has been spurred by an interest in the nature of causal powers (dispositions, capacities, tendencies, etc.). In particular, a number of authors have made realism about powers a cornerstone of their interpretations of scientific knowledge (for example, in developing accounts of scientific realism, inter alia). Against the backdrop of an admiration for the explanatory power of powers in this domain, this paper strikes a cautionary note. Is the existence of irreducible powers a commitment that is entailed by taking scientific practice seriously? I consider two approaches to this question: the first concerning the putative requirement of dispositional properties in the context of scientific explanation; the second concerning the putative requirement of these properties in the context of scientific abstraction. Neither, I contend, entails an ontological commitment to powers. This negative, interim conclusion suggests that inferences to the existence of causal powers in scientific contexts are ultimately independent of the science adduced; rather; they are a function of substantive philosophical commitments regarding time-honored disputes between realists and empiricists more generally, about issues such as how trade-offs between ontological commitment and explanatory capacity are properly made. In the philosophical domain, however, the realist has an advantage. For realism about powers better accords with an arguably scientistic consideration of the identities of scientific properties. Thus, interim conclusion notwithstanding, it would seem that powers can do something important for the philosopher of science after all.
