Abstract:
Brotthvarf menntaðra lögreglumanna úr starfi er langt frá því að vera sér íslenskt vandamál. Rannsóknir hafa verið framkvæmdar á viðfangsefninu víða erlendis en þrátt fyrir að fjöldi lögreglumanna hafi sagt sjálfviljugir upp störfum hérlendis er brotthvarfið að mestu leyti órannsakað. Markmið rannsóknarinnar er að kanna hvaða ástæður búa að baki brotthvarfi menntaðra lögreglumanna úr starfi á árunum 2007 – 2022 og kanna hvað sé til ráða til þess að styrkja mannauð stéttarinnar. Rannsóknin byggir á viðtölum við sextán fyrrum lögreglumenn. Einnig voru tekin viðtöl við þrjá starfandi stjórnendur úr æðstu starfsstigum lögreglunnar, til þess að innsýn stjórnenda og meiri dýpt í rannsóknina. Þrátt fyrir ólíkar upplifanir og reynslu viðmælenda þá stóðu fjórir megin áhrifaþættir fyrir brotthvarfinu upp úr: stjórnunarhættir, starfsánægja, starfsumhverfi og álag og streita. Af framangreindum þáttum vógu stjórnunartengdir þættir þyngst, þar lýstu viðmælendur ófaglegum stjórnunarháttum, samskiptaörðugleikum, ríkjandi óréttlæti, ófaglegum ráðningum og takmörkuðum tækifærum til þróunar í starfi. Starfsandinn var sagður neikvæður og einkennast af fordómum, baknagi og kjaftagangi sem leiddi til dvínandi starfsánægju. Aðrir lýstu því hvernig neikvætt starfsumhverfi hafi haft áhrif á brotthvarf úr starfi. Þá kom skýrt fram hjá öllum viðmælendum að stjórnun þyrfti að bæta verulega innan lögreglunnar ef halda ætti í gott starfsfólk og bæta mannauðinn. Niðurstöður benda jafnframt til þess að stjórnendur lögreglunnar séu meðvitaðir um þær ástæður sem búa að baki brotthvarfsins en lítið hefur verið aðhafst til þess að sporna við því.

Abstract:
Starptautiskajās tiesību normās ir iekļautas cilvēka brīvības un tiesības. Tās ietver vārda brīvību, tiesības uz darbu, tiesības apvienoties un tiesības uz streiku, ja darba tiesisko attiecību laikā pusēm rodas strīdi, u. c. tiesības. Latvijas Republikas Satversmes (turpmāk – Satversme) 108. pantā paredzētas strādājošo tiesības uz streiku kā galējo līdzekli darba strīdu risināšanai. Sistēmiski šī konstitūcijas norma tiek regulēta ar Darba strīdu likumu un Streiku likumu. Varētu šķist, ka Latvijā katram strādājošajam ir nodrošinātas tiesības streikot, kā tas paredzēts Satversmē. Tomēr ģimenes ārstu streiks 2017. gadā parādīja, ka streiku īstenošanā ir problēmas. Pirmkārt, tiesības streikot pašlaik ir attiecināmas tikai uz vienu nodarbinātības veidu – darba tiesiskajām attiecībām. Taču tikai daļai ģimenes ārstu nodarbinātības attiecības balstītas uz darba līguma pamata, tādējādi piemērot valstī spēkā esošo streiku regulējumu savu kolektīvo interešu aizsardzībai var tikai daļa ģimenes ārstu. Otrkārt, Darba strīdu likums streiku kā galējo līdzekli ļauj piemērot tikai kolektīvo interešu aizsardzībai (koplīguma noslēgšanas ietvaros), bet ne publisko tiesību līguma ietvaros. Ģimenes ārstu streiks parādīja, ka Latvijā tikai daļēji izpildītas starptautiskās normas, jo tiesības streikot ir paredzētas, bet šī norma attiecināma tikai uz tām personām, kuras nodarbinātas uz darba līguma pamata un tikai koplīguma domstarpību gadījumos. Lai risinātu situāciju un turpmāk nodrošinātu katras nodarbinātās personas tiesības streikot, nepieciešams grozīt Darba strīdu likumu, paplašinot darba strīdu subjektu loku. International legal provisions provide for human rights and freedoms, and the freedom of expression and the right to work are part of these. Considering that during any employment relationship disputes can arise between the involved parties, international legal provisions for that provide strike as the final means to be utilised for the settlement of a dispute. Paragraph 108 of the Satversme (the Constitution of Latvia) provides that in Latvia, employed people have the right to strike. Systematically, the provisions of the Constitution are being regulated by the Labour Dispute Law and the Strike Law. It might seem that in Latvia, any employed person has been entitled to the right to strike as provided by the Satversme. However, the strike of general practitioners in summer 2017 highlighted a problem of executing strikes. Firstly, at the time being, the right to strike can be only associated with one form of employment, i.e., employment relationship. As only a part of general practitioners is employed on the basis of an employment agreement, the strike regulatory framework that is in force in Latvia can be used only by a part of general practitioners employed under an employment agreement in order to protect their collective interests. Secondly, the Labour Dispute Law provides for that a strike as the final means can be utilised exclusively for the protection of collective interests (within the framework of concluding a collective agreement), but not within the framework of a contract governed by the public law. The strike by general practitioners showed that Latvia has complied only partially with international legal provisions because a strike can only be utilised by people employed under employment agreements and only in disagreements regarding a collective agreement. In order to resolve this problem and so that any employed person is entitled to the right to strike in the future, it is necessary to amend the Labour Dispute Law by expanding the range of labour dispute subjects. The aim of the article is to analyse both international regulatory framework and that in Latvia for the right of employed people to strike and to recommend necessary amendments to laws to solve the detected problems. Materials used for the compilation of the article: international legal provisions and Latvian legal acts, publications and literature. Methods used in this article: descriptive, analysis, synthesis, dogmatic, induction and deduction, graphic as well as legal interpretation methods – grammatical, systemic, historical and teleological.

Il contesto del lavoro sta cambiando velocemente e appare interessante considerare, in merito, il ruolo dello spazio in un'epoca in cui esso si estende anche verso una dimensione "cyber". Vite, retribuzioni e corpi di lavoratori e lavoratrici, talvolta alla stregua di "droni umani", sono in stretta connessione con le condizioni spaziali e nella nostra epoca è proprio alle differenze spaziali - si prova ad argomentare - che è collegata un'ingente componente di generazione di valore (il "plusvalore geografico"). La gig economy può essere vista come anticipazione degli effetti problematici che potrebbero abbattersi diffusamente anche su settori più tradizionali. Il testo si confronta con questi temi, tra rischi, disintermediazione, frammentazione che il conte-sto attuale presenta, ma anche con le potenzialità che, in prospettiva ed acquisendo maggiore consapevolezza spaziale, potrebbero essere colte dalla società e dalla forza lavoro.

Оба термина широко представлены в современных словарях и руководствах, а их трактовка близка к синонимической. Вероятно, по этой причине определения данных терминов практически всегда рассматриваются порознь и не сопоставляются. Следствием такого положения оказывается не вполне адекватное их понимание и теоретическое обоснование. Статья посвящена сравнению стретты и канона — как близких, но разных явлений и как отражающих их терминов. Общая для обоих явлений каноническая природа проявляется в них существенно по-разному. Показать, в чем суть их родства и расхождений между ними и как это должно отражаться в комплексе дефиниций, — задача, поставленная в статье. В основе рассуждений лежат два тезиса, касающиеся принципиального различия между соответствующими каноническими построениями. Один тезис касается природы пропост в стретте и в каноне — функциональных и композиционно-синтаксических различий между темой фуги в стретте и одноголосным началом (вступительным отделом) пропосты в каноне. Другой тезис касается интонационно-содержательных различий между завершениями собственно канонического развертывания стретты и строгой (регламентированной) части канона. Общий анализ всех показанных различий позволяет внести уточнения в соответствующие определения. Both terms are widely represented in modern dictionaries and manuals, and their interpretation is close to synonymous. This feature is probably the reason that the definitions of these terms are almost always considered separately and not compared, which results in not quite adequate understanding and theoretical explanation. As the title suggests, the article is devoted to comparing stretta and canon — as close though different phenomena (as well as the terms reflecting them). The authors seek to show, what is the essence of their relatedness and differences and how this should be reflected in the complex of definitions. The canonical nature, which is common to both phenomena, demonstrates itself in stretta and in canon in a different way. The reasoning is based on two theses concerning the fundamental difference between the corresponding canonical constructions. One of them refers to the different nature of the propostas in stretta and canon (we are talking about the difference between the theme in the fugue and the monophonic part of proposta in a canon). The other thesis is connected with the differences in the completion of the canonical section of the stretta and the strict part of the canon. A general analysis of the differences allows us to refine the respective definitions.

“I want my street to be like an extension to my driveway, where the kids can play safely and where the traffic does not bother us,” said one resident. Another said that she “likes traffic... We live in a city.” This gives an idea of the broad range of opinions and views that exist on traffic. Traffic in local streets in a concern for residential amenity. There is always conflict between the residential amenity and traffic access functions of local streets. There is much debate on what a true local road is. The concept of environmental capacity was developed to identify a suitable maximum traffic volume on local streets, without overly adversely affecting residents. It was first introduced by Buchanan and Appleyard in separate research in the 1960s. Both men settled on thresholds of 2,000-3,000 vehicles per day. Chesterman, in 2009, carried out a study in Christchurch, surveying residents on four local streets with varying traffic volumes. He found residents living on busier streets felt that their streets were busier, noisier and less safe. There was also an increasing trend for these residents to have their houses turned away from the street and they tended to have less personal involvement with their neighbours. He found that perhaps a more suitable environmental capacity estimate was between 1,500 and 2,000 vehicles per day. This study looked at further Christchurch streets, this time with street treatments, such as street calming and tree plantings, aiming to find an environmental capacity for these streets as well as seeing whether the street treatments affected the perceived environmental capacity. As well as reinforcing most of the conclusions found by Chesterman, a higher environmental capacity of around 2,000 vehicles per day was found for the surveyed streets. This suggests that indeed, street treatments such as those used in the surveyed streets can increase the environmental capacity, which has implications for local councils who want to maintain road traffic carrying capabilities without having unsatisfied residents.

Streiko teisėtumo, teisės streikuoti įgyvendinimo bei ribojimo klausimai yra svarstomi tiek Lietuvos Respublikoje, tiek Jungtinėje Karalystėje. Streikų reguliavimo šiose dviejose skirtingose jurisdikcijose problematika yra labai panaši, nepaisant to, kad Lietuvos Respublikos teisinė sistema yra priskiriama kontinentinei teisės sistemai, o Jungtinės Karalystės teisinė sistema priklauso teisės tradicijai. Be abejonės, be panašumų šių valstybių streikų reguliavime yra daugybė ir skirtumų. Pagrindinis šio magistro darbo tikslas yra palyginti streikų teisėtumo klausimus Lietuvos Respublikoje ir Jungtinėje Karalystėje bei atskleisti streikų reglamentavimo šiose jurisdikcijose panašumus bei skirtumus. Papildomas magistro darbo tikslas – identifikuoti problematinius bei kritikuojamus streikų reglamentavimo Lietuvos Respublikoje ir Jungtinėje Karalystėje klausimus. Šiekiant šių tikslų, vadovaujamasi šiose jurisdikcijose kolektyvinius veiksmus reglamentuojančių teisės aktų tekstais, darbo teisės mokslo doktrina, teismų praktika. The legality of strikes, the implementation of the right to strike and the question of restrictions are debated both in the Republic of Lithuania and in the United Kingdom. Issues in the regulation of strikes in these two divergent jurisdictions are very similar, inspite of the fact that the legal system of the Republic of Lithuania belongs to the continental legal system and the legal system of the United Kingdom is considered to be part of the common law tradition. Certainly, despite similarities there are many differences in the regulation of strikes in these two jurisdictions. The primary objective of this master thesis is to compare the understanding of the legality of strikes in the Republic of Lithuania and in the United Kingdom and to reveal similarities and differences in the regulation of strikes in these jurisdictions. The subsidiary objective is to identify problematic and criticised aspects of the regulation of strikes in the Republic of Lithuania and in the United Kingdom. In order to accomplish these objectives, the provisions of legal acts, labour law doctrine, case examples of the courts in the regulation of collective actions have been analysed. Over the past decade, local transportation agencies have increasingly re-designed urban arterials, their cities' major surface streets, to better accommodate a wide range of users. At the same time, a growing number of agencies are using performance measurement, the tracking and reporting of specific transportation-related variables, to evaluate and document their impacts. This report attempts to understand the role that performance measurement plays in design decision-making for urban arterial streets. First, the report examines how the selection and prioritization of performance measures shape urban arterial forms. While agencies in the mid-20th Century prioritized automobile performance in arterial design, present-day agencies attempt to balance performance across a broader range of street users and performance goals. Second, the report explores how local agencies can use performance-based planning for urban arterial projects at the same time as they engage in community-focused design processes. Research in transportation policy defines performance-based planning as a framework for agencies to use performance goals and measurement to guide decision-making. Existing research largely neglects the use of performance-based planning for project-level decisions and local transportation agencies. Since performance measurement systems hold agencies accountable to well-defined goals, performance-based planning may have value for both stakeholders and local officals in urban arterial design processes. To understand the potential role of performance-based planning for project-level design, this report examines four cases of urban arterial design: two in New York City (Prospect Park West in Brooklyn and 34th Street in Manhattan), and two in Portland, OR (North Williams Avenue and East Burnside). The cases were chosen because, in each, local officials faced community conflict about design and employed some form of performance measurement. The case study analysis finds that agencies can use performance-based planning to both guide design decisions and to actively engage community stakeholders. Among the cases considered, most employed only some features of performance-based planning, primarily to evaluate impacts and to make modifications to preliminary designs. One case, North Williams in Portland, was unique, however, in using a complete form of performance-based planning as a tool to increase participation by community stakeholders in the design process. Building upon the lessons from North Williams and the other cases, this report recommends a new framework for performance-based planning that attempts to empower stakeholders to participate in design decision-making, but recognizes that performance-based planning alone cannot resolve community conflicts.

Abstract:
Street trees are a subpopulation of the urban forest resource and exist in the rights-of-way adjacent to public roads in a municipality. Benefit-cost analyses have shown that the annual benefits provided by the average street tree far outweigh the costs of planting and maintenance. City and municipal foresters spend a majority of their time and resources managing street tree populations. Sample street tree inventories are a common method of estimating municipal street tree populations for the purposes of making urban forest policy, planning, and management decisions. i-Tree Streets is a suite of software tools capable of producing estimates of street tree abundance and value from a sample of street trees taken along randomly selected sections (segments) of public streets. During sample street tree inventories conducted by Virginia Tech Urban Forestry, it was observed that the lengths of the sample streets recommended by i-Tree varied greatly within most municipalities leading to concern about the impact of street length variation on sampling precision. This project was conducted to improve i-Tree Streets by changing the recommended sampling protocol without altering the software. Complete street tree censuses were obtained from 7 localities and standardized using GIS. The effects of standardizing street segments to 3 different lengths prior to sampling on the accuracy and precision of i-Tree Streets estimates were investigated though computer simulations and analysis of changes in variation in number of trees per street segment as a basis for recommending procedural changes. It was found that standardizing street segments significantly improved the precision of i-Tree Streets estimates. Based on the results of this investigation, it is generally recommended that street segments be standardized to 91m (300 ft) prior to conducting a sample inventory. Standardizing to 91m will significantly reduce the number of trees, the number of street segments, and the percentage of total street segments that must be sampled to achieve an estimate with a 10% relative standard error. The effectiveness of standardization and the associated processing time can be computed from municipal attributes before standardization so practitioners can gauge the marginal gains in field time versus costs in processing time. Automating standardization procedures or conducting an optimization study of segment length would continue to increase the efficiency and marginal gains associated with street segment standardization.

Doch die produktiv-kritische Auseinandersetzung in und zwischen Religionen, Wissenschaftsdisziplinen und Gesellschaftsformen ist auch auf Konflikt und Streit angewiesen, wenn wechselseitiges Verstehen nicht verordnet, sondern erreicht werden soll.

From user-generated images of streets to professional architectural renderings, and from digital maps and drone footages to representations of invisible digital ecologies, this collection of essays analyses the emergent practices of visualizing the street. Today, advancements in digital technologies of the image have given rise to the production and dissemination of imagery of streets and urban realities in multiple forms. The ubiquitous presence of digital visualizations has in turn created new forms of urban practice and modes of spatial encounter. Everyone who carries a smartphone not only plays an increasingly significant role in the production, editing and circulation of images of the street, but also relies on those images to experience urban worlds and to navigate in them. Such entangled forms of image-making and image-sharing have constructed new imaginaries of the street and have had a significant impact on the ways in which contemporary and future streets are understood, imagined, documented, navigated, mediated and visualized. Visualizing the Street investigates the social and cultural significance of these new developments at the intersection of visual culture and urban space. The interdisciplinary essays provide new concepts, theories and research methods that combine close analyses of street images and imaginaries with the study of the practices of their production and circulation. The book covers a wide range of visible and invisible geographies — From Hong Kong’s streets to Rio’s favelas, from Sydney’s suburbs to London’s street markets, and from Damascus’ war-torn streets to Istanbul’s sidewalks — and engages with multiple ways in which visualizations of the street function to document street protests and urban change, to build imaginaries of urban communities and alternate worlds, and to help navigate streetscapes.

Abstract:
Saw singulation is an indispensable process to sever the Mold Array Package (MAP) strips into individual units in assembling Quad Flat No-lead (QFN) packages. Mechanical saw, cutting the MAP strip along saw streets using dicing blade, is a mainstream mode in the saw singulation process. Accordingly, the dicing blade, a continuously consumed part, takes a significant portion of the assembly cost. The saw blade consumption is generally determined by saw blade type, MAP strip structure and process parameter. In this study, the effects of MAP strip structure, specifically, the saw street configuration in lead frame, on the saw blade saving have been experimentally investigated. The saw street configuration was first investigated by comparing the wear amount of saw blade for cutting discrete and continuous saw streets of equal length and same configuration in 3×3 mm, 6×6 mm and 9×9 mm QFN packages. It is found that (i) the wear amount of the discrete saw streets may be significantly less than its counterpart of the continuous saw streets and (ii) the saw blade saving in the discrete saw streets goes more as the package size goes smaller. The saw blade saving is attributed to the additional saw process improvement contributed by the discrete saw streets. The saw street configuration was also investigated by comparing the wear amount of saw blade for cutting saw streets of 5 mil and 8 mil lead frames in the 6×6 mm QFN package. It is proved that less metal amount in the saw street consumes less saw blade. The merit of the discrete saw street and metal amount reduction in saw street were then implemented in the revised lead frame of the 6×6 mm package, and the saw blade consumption per MAP strip dropped to 15.8 μm in revised lead frame from 113.0 μm in original lead frame in statistical sense.

Although, the diverse activities and uses are one of the significant key factors to improve quality of streets, some places and shops in Mawlawi Street are disappeared or used by few number of people, while others are used by high number of people. Moreover, just some attractions and points of interest (POIs) are located in the Global Positioning System (GPS). This issues lead to lake of finding urban diversity in Mawlawi Street. This paper examines and find out the diversity of activities and uses that improves the quality of streets and makes successful streets in Sulaimaniya City Centre. It is also to identify POIs provided in GPS. The study employed a mix-methodology method. 330 questionnaire surveys, 20 semi-structured interview, and qualitative and quantitative observation, were conducted in Mawlawi Street. The results show that the diverse activities and choices are important key to make streets of Sulaimaniya City Center successful. There is also a need to define and insert many places on map for enhancing diversity. To secure the quality of the Street, this study suggests to improve the quality of goods and shops, provide night activities, and refresh some left places and shops along the Street.

Transportation systems have historically been designed to move the greatest number of vehicles as efficiently as possible across a city from point to point. However, streets also rep¬resent roughly 70-90% of cities’ public open spaces (NACTO, 2020). In addition to being conduits, streets act as an impor¬tant amateur on which an array of public services can be built. Streets can be designed to provide multiple benefits across multiple modes of transit for aggregate network impact. The U.S. Department of Transportation defines the term Complete Streets as streets that enable “safe use and support mobility for all users (USDOT, 2020).” Green Infrastructure (GI) is defined by the Environmental Protection Agency as “reducing and treating stormwater at its source while deliv¬ering environmental, social, and economic benefits (EPA, 2020).” This paper integrates these two recognized concepts to design a “Complete Green Street” that reduced flooding for increased safety and equitable access while providing an array of community assets. Led through an University of Arizona upper-level design studio that was sponsored by the City of Tucson, the partnership used spatial mapping, quantitative analysis, hydrological modeling, and design inquiry to create a six-mile bicycle boulevard that is slated to be constructed from the northern to southern city limits, passing through the largest municipal park. This paper starts with a review of recent complete street, flood modeling, and GI literature. Then, research methods are outlined. Results are discussed for a set of four Complete Green Street prototypes: crowned streets, inverted crowned streets, curbed streets, and naked streets. Each of these four Complete Green Street prototypes were designed with a set of corresponding GI kit-of-parts based on the greatest flood reductions modeled for each condition. Based on the hydro¬logical modeling performance results for these prototypical designs across the 6-mile bicycle boulevard, this research concluded that the greatest potential impacts for flood reduction were in locations with the largest existing right-of-way and moderate flooding levels. This paper argues that by working across disciplines and departments, new typologies for place-specific, multi-benefit street designs can be created and implemented. Complete Green Street design can expand multimodal accessibility and safety through flood reduction and increased community assets.

The walking behaviour of pedestrians continuously depends on street design and its quality. In Asian countries, streets have evolved from traditional streets without interpreting the actual need and impact of street elements for walking behaviour. However, they act only as transportation links while limited to the name by itself. This research aimed to identify the street elements that influence walkability and to investigate the most influential factor for walkability in terms of “Link and Place” to promote walkability in the Sri Lankan context. This study was conducted using a mixed-method approach. The on-site observations were carried out through a photograph survey and rough sketches to observe the street elements. Later, findings were validated through the questionnaire survey regarding the seven principles of a walkable street. Then, data were analysed by using descriptive analysis and correlation analysis aided by SPSS software. The findings of the observation and questionnaire revealed that there are nine most common street elements of streets which influence walkability in the Sri Lankan context. Finally, the study agreed that both “Link and Place” functions are equally important for the walkability of pedestrians.

Like aqueducts, roads and streets are some of the earliest, most effective technological utilities related to sustained urban settlements. The smooth asphalt surface of a modern- day collector street connecting from arterial transportation networks to local city streets is one example. Like many fast-paced technological applications developed to outpace physiological adaptation, their benefit is counteracted with adverse impacts on various social-ecological systems. Smoothness, a preferred street surface condition, is a technical overcorrection. Accelerated stormwater discharge can overwhelm drainage systems and cause chronic flooding. Therefore, the application of smoothness across multiple street typologies requires reexamination. A textured, permeable surface can effectively mitigate this condition by diffusing water movement and storing it momentarily where it falls. Combined with other ecological systems, the surface geometry of the street and section can filter pollutants, increase mobility, and improve the spatial qualities of local streetscapes.

The impression of streets at night affects crime rates and the out-of-house rate. Therefore, it is important in architectural planning to elucidate the factors that contribute to the sense of safety on streets. Street lighting is one of the effective methods for improving the impression of streets at night. Among the some factors that control the effect of street lighting, the intervals between light and light have a significant impact on the impression of streets. However few studies have examined the relationship between street light intervals and sense of safety on streets.In this study, an experiment using virtual environment technology is conducted to verify the effect of street light intervals on the feeling of safety and discomfort of pedestrians at night. Through the quantitative analysis of the experimental results, the objective of this study is to obtain knowledge on the planning and design of street lighting that reduce discomfort and provides sense of safety.Ten college students participated in the experiment. Since characteristics of personal space may vary by gender, the participants consisted of five males and five females. The participants wore a head-mounted display (Vive Pro Eye / Vive) and were asked to stand upright to a street constructed in infinite virtual space. The light bulbs of a street lights in each condition were placed at a height of 5 m and illuminated the ground downward. The street lights were also placed in a straight line 2 m away to the right of the viewpoint of participants. The initial positions of the approaching unknown pedestrian (virtual avatar) were arranged on the point that 20 m straight ahead of the participant’s viewpoint.First, after the participants stand on the instructed position of virtual street, a start signal was called and the virtual avatar as unknown pedestrian started approaching to at 0.8 m/s. The participants had been asked to press the button of the hand controllers when they felt discomfort that they did not want the avatar to approach any closer. When the button was pressed, the avatar stopped approaching immediately and the distance between participants and avatar was measured and outputted. This measurement was repeated on different conditions of street light intervals to determine how the distance that causes discomfort changed. A total of four experimental conditions were generated by arranging rows of street lights at four different intervals: 12.5, 25, 50, and 100 m. Each condition was presented twice in a random order for each subject. All experimental analyses were performed using the mean of the data derived from the two replicate measurements. The statistical analyses of the experiment data determined a significant difference in the distances at which participants stopped the approaching avatar between conditions with street light intervals of 12.5 m and 100 m. Furthermore, significant trends were detected in the distances between conditions with street light intervals of 12.5 m and 50 m, as well as 25 m and 50 m. These results revealed that the wider the street light intervals, the greater the distance at which the participants feel discomfort that they did not want the avatar to approach any closer. The findings suggest that street light intervals exert an influence on the sense of safety on streets at night. Additionally, despite the absence of statistical significance, it is noteworthy that the distance to stop the avatar was greater magnitude for females than for males.

Researchers are increasingly paying attention to urban morphology to address problems regarding urban form and to sustain the development of urban economy, society, and environments. A preliminary research framework was built to conduct coupling analyses on street form and block functions. These analyses are implemented using a planar graph method and using quantitative descriptions of the urban streets functions, but the coupling relation of street morphology and block function cannot be well defined, and it often cannot be analyzed in multi-level and multi-scale. Along with two proposed measuring parameters (connectivity and accessibility of coupling networks), the framework was used to quantitatively analyze the coupling coordination degree of the topologic morphology and functional structure of block samples for various urban streets. Through empirical research on different samples from Dalian, China, we validated the operability and urban street network coupling analysis in different spatial regions in built environments. This technique can be used to study the overall spatial morphology and design urban streets at different scales and scopes. Further, it helps recognize the space and cultural connotations of urban streets via spatial coupling, compare different urban textures, and predict design results to foster discussions on the optimization of urban planning design schemes.

The paper presents the case that orthodox planning of urban areas in which an emphasis is placed upon the district plan implicitly misunderstands the characteristics of the urban street and the implications that such streets have for the structure of cities. Experiences of the city are often centred upon the street as a facet not only of the urban structure but also of the movement between districts and the variety of experiences that this facilitates. The paper, however, concludes that whereas the significance of urban streets is well established, in Britain they tend to be the legacy of previous centuries.

Abstract:
The inspection of noise pollution in urban areas can affect pos­itively the health and welfare of residents. This paper analyzes the noise pollution in high-traffic streets of different areas in Durres Municipality. Measurements carried out by using TESTO 816-1 supply were investigated and compared to see the highest equivalent noise level during morning and night time. The results were evidenced and conclusions were reported. It was found a difference between the average equivalent noise levels of ar­eas/streets monitored. During morning the highest value was observed in the industrial area (Dogana street) with <Leq> = 61.02 dB followed by the commercial area (Adria street) with <Leq> = 59.04 dB and the residential area (Stefan Kaculini - Glaukia street) with <Leq> = 57.6 dB. The highest equivalent noise level during the night was observed in the commercial area (Egnatia street) with <Leq> = 52.04 dB. The findings achieved by this study showed also that noise pollution levels noticed were higher than permissible levels and most of this pollution was caused by vehicle traffic.

An official response to the Covid-19 pandemic, the program used signs and temporary barricades to limit thru-traffic on 21 miles of city streets to create more and safer space for walking, cycling, and outdoor recreation. Researchers collected data throughout the summer of 2021 on seven designated slow streets plus one cross street and one control street for each – a total of 21 street segments representing conditions in seven different neighborhoods across Oakland. Data collection comprised in-person passerby counts, observations and photographs of local conditions, and logged traffic speed data. Findings vary widely across study sites. In certain cases, observed slow streets saw less car traffic or more bicycle/pedestrian use than one or both of their comparison streets, and in at least one case the slow street was clearly embraced by the local community and used as planners intended; in others the slow street was no different than neighboring streets. The study draws on these findings to identify local conditions that seem likely to make slow treet treatments more or less successful. However, acknowledging that all neighborhoods deserve safer streets and greater outdoor recreational opportunities, the authors argue that better community outreach must be implemented to ensure areas not predisposed to make full use of slow streets can have the opportunity to do so. The study also makes suggestions regarding the potential for rapid, low-cost bike and pedestrian street safety improvements going forward.

The study draws on these findings to identify local conditions that seem likely to make slow treet treatments more or less successful. However, acknowledging that all neighborhoods deserve safer streets and greater outdoor recreational opportunities, the authors argue that better community outreach must be implemented to ensure areas not predisposed to make full use of slow streets can have the opportunity to do so. The study also makes suggestions regarding the potential for rapid, low-cost bike and pedestrian street safety improvements going forward.

Abstract:
Bukavu, a city on the shores of Lake Kivu on the eastern edge of the Democratic Republic of the Congo (DRC), is home to over one million people, many displaced by poverty and the consequences of armed conflicts that continue to affect the east of the country. More than 10,000 street children and youth live here in street situations. 19 street youth helped to create this story map by recording all the visual data and sharing their stories about their daily lives. The story map includes 9 sections and 2 galleries showing street children and youth’s daily lives in Bukavu and the work of Growing up on the Streets civil society partner PEDER to help them. Chapters include details of how street children and youth collect plastics from the shores of Lake Kivu to sell, they cook, and share food together, or buy from restaurants or stalls. Young women earn their living in sex work and care for their children and young men relax, bond and hope to make extra money by gambling and betting. The original language recorded in the videos is Swahili, this has been translated into English and French for the two versions of the map.

This report summarizes the primary output of this project, a book of COVID-era street reconfiguration case studies called Rethinking Streets During COVID-19: An Evidence-Based Guide to 25 Quick Redesigns for Physical Distancing, Public Use, and Spatial Equity. COVID-era needs have accelerated the process that many communities use to make street transformations due to: a need to remain physically distanced from others outside our immediate household; a need for more outdoor space close to home in every part of every community to access and enjoy; a need for more space to provide efficient mobility for essential workers in particular; and a need for more space for local businesses as they try to remain open safely. This project is the third in a series of NITC-supported case study books on best practices in street reconfigurations for more active, sustainable, and in this case, COVID-supportive uses. The full, 154-page book is available for free download from the National Institute for Transportation and Communities (NITC).
