Abstract:
The practical aspects of Ukraine`s economic integration into the EU are still relevant, but are presented with insufficient formalization. The article aims to define the prospects of the Ukrainian integration strategy in the contemporary global space, in particular its Eurointegration strategy. The state and the prospects of the Ukraine’s economic integration into the EU were analyzed and the process of the Ukrainian foreign policy evolution in the European direction was studied. The possible potential membership of Ukraine in the EU was analyzed on the basis of characteristics of current state of the relationships between Ukraine and the member-states. The multi-vector integration course into the EU was stipulated with the aim to renovate the Ukrainian economy effectively; positive and negative aspects of Ukraine’s entrance into the integration association were analyzed. The article offers the measures for practical implementation of Ukraine’s integration intensions on the basis of the analysis of a variety of Ukrainian legislation documents in the field of foreign and domestic policy.

Abstract Introduction. The current conditions of the development of socio-economic relations, the formation of a single economic space and globalization processes require Ukraine to formulate economic development strategies aimed at achieving strategic priorities, goals and objectives. The availability of effective economic strategies allows the management of socio-economic processes at the state level, taking into account external and internal environmental factors. Purpose. The purpose of the article is to formulate theoretical and methodological foundations of the strategy of economic development of the state. Methods. The methods of system analysis and synthesis, abstract-logical, monographic, generalization, were used in the study. Results. The study of strategy as a scientific category is conducted. Theoretical, methodological and practical approaches to the study of strategy as a social phenomenon are analyzed. The development of fundamental scientific approaches to the interpretation of the concept of strategy is shown. The key tasks of the strategy are considered in determining the limits of adaptation to external factors, and the creation of a concept that is sufficiently stable and flexible to achieve the set goals, regardless of the influence of external forces. The approaches to the strategy are described as a state document that defines the targets for the future, and outlines the main directions of ensuring the vital interests of the country. The boundary is drawn between the importance of strategy for establishing laws and mechanisms of public administration, processes of development and decision making, and substantiation of methodology for setting strategic goals and objectives, choosing the tools for their implementation in accordance with the existing system of industrial relations and economic processes of the state. The necessity of setting the target criterion as a result of the objective regularities of development of the subject of the strategy, as well as the integration of the strategy and economic processes of the state to create an effective economic strategy is proved. The object and the subject of the economic strategy are defined and its purpose and goals are formulated. The mechanisms and tasks of strategy and tactics are analyzed and the essence of the state economic policy is revealed. It is shown that the directions of economic policy are closely connected with the general directions of the state policy, providing adjustment of economic strategies of the subjects of lower levels while adjusting the goals, priorities and tasks of the economic strategy of the state. There are several important economic aspects of prevention: cost reduction, productivity gains, social and human benefits and long-term sustainability. It is important to realize that prevention requires initial investments and often its economic impact is not immediately visible. However, a long-term evaluation of costs and benefits shows that prevention can be an economically beneficial strategy that brings a large number of socioeconomic benefits for the individual and society as a whole.

Abstract:
An attempt is been made to present the structure of the Donbass reintegration strategy in the form of three interrelated processes: the development of controlled territories, the settlement of the armed conflict and the reintegration of certain regions of Donetsk and Lugansk regions. The stages of these processes are determined, interconnected by the logic of a politico-diplomatic settlement of the armed conflict in the Donbass. In the article is been proposed the structuring of the controlled territories of Donbass into four subregions, which differ in the specificity of their own development problems. According to the logical sequence and content of the implementation of the stages, each of them is determined by a list of acute problems, tasks and the results of their solution in order to socio-economic development of the region and improve the humanitarian living conditions of its residents. The principle of the formation of options for fulfilling the tasks of the stages should been taken into account in developing scenarios of the Donbass reintegration process is shown. The adoption of the proposed approach by the developers of the State Strategy for the Reintegration of Donbass would help to determine the tasks of immediate structural and economic transformations that are relevant already at the existing stage of the armed conflict. Certain acute nodes of the structural and economic problems of the controlled territory of Donbass can been used as proposals for the terms of reference for the development of the state strategies for the economic recovery of controlled territories and the reintegration of Donbass as a whole.

The COVID-19 pandemic has been more than one year. It was started in March 2020. All aspects of life have been changed. Almost every activity must be done at home. This causes some businesses to close. Economic flow is not good since then. The economic recovery strategy must be done to restore the economic growth after the COVID-19 pandemic subsided. This paper aims to describe the strategy in economic recovery after the COVID-19 pandemic. Methods: This paper is a literature review. The literature was taken from Science Direct and PubMed databases. Keywords are COVID-19, economy, recovery, strategy. The results showed that the economic recovery strategy must be done gradually in all aspects. The aspects that must be developed are broadband, healthcare investment and facilities, aviation, stock markets, and transportation. Broadband is very essential in online working, business, and learning. Healthcare investment is very critical to shorten the lockdown period. The OECD's skills strategy and policy highlights skills ahead of formal qualifications and draws attention to the importance of work-based learning (apprenticeships). In the economy, given the utilisation of the skill set of individuals at the workplace level, the conscious management of the knowledge and skills of the organisation now appears to be an efficiency-increasing factor. One way to do this is to involve and mentor economically inactive groups (students / new entrants, low-skilled social groups and pensioners) in the labour market. Mentoring should be treated as a discrete area, but one that is still a part of the organisation's strategically defined human resource management and knowledge management system, in which the goals, roles, processes, responsibilities and benefits, as well as the possibilities for development, are clarified. This study analyses the educational and economic context of mentoring, the nature of mentoring and the possibility of its application; its conclusions provide an appropriate framework for developing a mentoring programme.

Nowadays business is risk-oriented and profit-oriented market activity, the mean of functioning in a market environment, at the same time conditioned by the specifics of a certain branch of the economy. Entrepreneurship is an integral part of the business, its innovative element. Innovation in business is the driving force of economic growth under unstable conditions of the present, requiring rapid adaptation to the dynamic changes of the socio-economic and political situation in Ukraine and abroad. The critical problem of innovation efforts enhancing is the absence of a proper innovation strategy concerned with financial risk and scarce financial capital. Moreover, the market is a stimulus for business development, and the shortage of financial resources (equity and debt) is its limit. In this article, we explore an essence and the role of the innovation strategy for business and its financial management aspects. We argue that the effectiveness of innovation activity depends, above all, on management effectiveness. There are a number of managerial tasks arise coming from peculiarities of innovative projects. The financial management is a key component of the management system of innovation strategies for business, which is very important for ensuring business efficiency under current market conditions. It plays the role of an important means of competition and maintaining a leading position in the markets of goods and services. A timely financial risk assessment of business and the capital structure formation for an innovation strategy are the main prerequisites for ensuring effectiveness. We offer a concept of the innovation strategy for business and, in particular, its financial management aspects. Abstract:
The article is devoted to the current problems of institutional reform to attract investment in the modernisation and rehabilitation of irrigation infrastructure and cover the costs of its operation. To address these issues, in 2019 the Cabinet of Ministers of Ukraine approved the Irrigation and Drainage Strategy until 2030 and in 2020 a corresponding action plan for its implementation. However, the reform process is delayed conditioned upon systemic environmental, economic and cultural problems that create obstacles to change, primarily in the development and adoption of legislation regulating the formation and operation of new institutions (water user associations and management of state reclamation systems, etc.). The purpose of the article was to present the results of analytical studies examining Ukrainian and international experience in irrigation management reforms and assessing the likely risks that may arise in this way and forming a vision for managing the implementation of the Irrigation and Drainage Strategy until 2030. The study was performed using the following methods: systematic analysis of the functioning of the irrigation sector in Ukraine; comparison (determination of properties and characteristics based on collected information and statistical data on reform processes in the field of land reclamation in Ukraine and the world), abstract − logical (theoretical generalisations and formulations of categories and conclusions. The existing reform processes in the field of land reclamation in Ukraine are analysed, it is noted that in a market economy, effective maintenance and development of water reclamation complex can take place only in partnership with the state and the private sector. As a result of research of Ukrainian and international experience, the principles and mechanisms of effective implementation of transformations in irrigation management are proposed and consider socio-economic and cultural aspects of reform processes in Ukraine and possible risks arising from international experience. Specific recommendations for managing the reform process are provided. The application of the proposed methods of reform will ensure investment in the modernisation and rehabilitation of water infrastructure and further sustainable use of irrigated land.

Introduction. Current conditions of socio-economic relations development, formation of a single Food independence require special attention in the realization conditions of the state food security strategy, since the implementation of the state foreign economic policy aimed at maintaining the openness of internal markets in terms of Ukraine’s integration into the multilateral system of WTO food security of the state and some pressure from foreign trading partners. Purpose. The purpose of the article is to develop methodological bases for guaranteeing food security and independence, the factors of their formation and to develop recommendations for guaranteeing the food security of the state under the influence of foreign economic factors. Methods. The methods of system analysis and synthesis, abstract-logical, monographic, generalization, were used in the study. Results. Food security and its components have been investigated. Theoretical, methodological and practical approaches to the study of food independence and food self-sufficiency as the main elements of food security are analyzed. The conclusions on the state of food security of Ukraine are formulated on the basis of indicators of food independence by main foodstuffs, self-sufficiency of basic types of foodstuffs, foreign trade in foodstuffs and balance of foreign trade in foodstuffs. The main problems that do not allow to increase the food independence of the state are identified and those that need to be solved within the framework of the state food security strategy. The strategic tasks of the state policy for the achievement of food independence and self-sufficiency are considered in the conditions of increasing integration of Ukraine into the system of international relations. A set of measures is proposed to stimulate the development of a number of agriculture sectors and food industry to ensure their competitiveness within the framework of the food security strategy. The necessity of using indirect instruments and mechanisms of financial support to the agricultural sector, the introduction of an effective system of foreign economic regulation in the agrarian sector are justified, aimed at protecting domestic producers from unfair and excessive competition from foreign suppliers and promoting equipoise. The components of the strategy of economic security in Ukraine are proposed, the key purpose of which is to determine the model of actions and means of the system of economic security, development of the main directions, forms, methods and tools for achieving strategic goals; it is argued that this strategy should include five sections (1. Preamble. 2. General provisions. 3. Purpose, main directions and tasks. 4. Mechanisms. 5. Indicators) the implementation of which involves the joint efforts of government and society on levels of the state, regions and local self-government. To implement the strategy it is necessary to perform a set of tasks: to determine the basic parameters of environmentally safe condition; identify the priorities of economic policy in relation to the objectives of economic security; substantiate the ways and means of achieving the objectives of economic security; to form a set of measures to ensure the achievement of certain goals and objectives; identify the necessary resources for the implementation of certain tasks, as well as conditions and factors that ensure the greatest efficiency of their use; to ensure effective organization of monitoring the implementation of strategic planning documents in ensuring economic security. The mechanism for implementing the strategy involves combining the efforts of government and society at the state, regional and local governments to coordinate the strategy with existing comprehensive target programs and monitor its implementation based on targets. Information and information-analytical support for the implementation of this strategy is provided by the coordinating role of the relevant Ministry through the involvement of information resources of interested public authorities and public research institutions. Implementation of the economic security strategy should be ensured through the adoption of new laws and other regulations, amendments to legal acts in the field of agriculture and environmental protection, as well as the development of the State Program for Economic Security in Ukraine for 2022- 2024

Abstract:
The study aims to identify the strategic aspects of adaptive management of the economic security of enterprises to ensure continuous development through self-organization and self-regulation. The article defines the essence of economic security of the enterprise as a state of the most effective use of resources to prevent threats to its economic condition and ensure the stable functioning of the enterprise. It is substantiated that the multifaceted nature of approaches in the interpretation of adaptive management forms the necessary basis for justifying the possibility of its application in managing enterprises' economic security and the formation of relevant methodological principles. The definition of adaptive management of the economic security of the enterprise is proposed as the management of the adaptation of the enterprise to external and internal threats to its economic condition due to the efficiency of the use of resources to minimize adverse effects and ensure the stable functioning of the enterprise. The formation of the co-evolutionary basis has been improved and supplemented through the generalization of the content of scientific approaches to the management of the economic security of the enterprise by emphasizing the strategic direction, which allows predicting the influence of external and internal factors on the functioning of the enterprise and determining the strategy of protection against possible threats. It is outlined that the system of adaptive management of economic security of the enterprise is largely determined by the external and internal environment of its functioning, which determines the need to regulate the interaction of system elements and parameters and the need to form a strategy of adaptive management of economic security of enterprises. It was determined that the strategy of adaptive management of the economic security of enterprises is a general direction of activity that ensures adaptability to the negative impact of external and internal threats that destabilize development, as well as ensures the sustainable implementation of the leading commercial interests and goals of the enterprise's functioning. The importance of forest ecosystems for ecological balance and as a reservoir of genetic heritage and biodiversity is evident, the need for conservation is further exalted by the great anthropic pressure suffered by these ecosystems due to the increasing demand of the forest sector. The possibility of using biotechnological practices to combine conservation with sustainable economic development emerges as a promising alternative for the recovery and use of forest species, especially those threatened with extinction. The aims of the article is to demonstrate the main aspects of Forest Biotechnology with regard to conservation and the continuity of the supply of the demand of the economic sector. The central role of wood in economic development has led to the intense exploitation of forest ecosystems, which has resulted in the loss of biodiversity and reduced capacity to meet the demands of the sector. The tools of forest biotechnology, when employed in the optimization of conservation, allow a compatibilization with commercial production, acting as instruments of sustainable development. Forestry Biotechnology acts as an instrument to reconcile conservation with economic development, including forests at the heart of a strategy for a sustainable future.

Abstract:
The article concerns one of the most popular phenomena in the business currently, which is corporate social responsibility (Corporate Social Responsibility, CSR). Its authors discuss the legal dimension of CSR and the attempts to define it in European documents and international standards. The analysis focuses on the SA 8000, ISO 26000 and AA 1000 standards. The article also discusses the economic dimension of CSR as a part of the company's strategy, especially in the face of growing trends related to sustainable economic development, growing consumer awareness and the need to address the socio-ethical issues of production or trade. It is also proposed to divide the economic aspects of CSR by their tangibility or intangibility. The impact of CSR on the financial results of enterprises is also discussed.

The transport policy of the state is an integral part of its economic and spatial policy. The relevance of the clarification of the content of the term «transport policy» is conditioned by the attention of the state to the issues of strategic planning in the field of transport. In Russia, it was clearly evidenced by the approval in 2021 by the Government of the Russian Federation of the updated Transport Strategy of the country until 2030 with a forecast for the period until 2035.The article reviews the definitions of transport policy in the scientific literature: its economic, environmental, technical, geopolitical and other aspects are considered. At the same time, the main emphasis of the study was on the economic factors of transport policy: the materials of economic theories (spatial development and distribution of productive forces), decision theories and methods for assessing the effectiveness of investments in transport infrastructure were considered. The definitions and the range of their application are specified. Also, the components of the transport policy have been established and a range of tools of its implementation has been defined, incl. financial, regulatory, etc. Based on the data obtained, a structure of the relationship between transport policy and economic growth was compiled, social and other components to economic aspects were identified.

This article analyzes the problems of understanding strategic planning, the concept and essence of this category, different views of scientists about strategic planning. Analyzing the development of strategic planning in the scientific literature, the author notes that there are different views in the understanding of strategic planning, showing the great interest of the scientific community in this issue. If some scholars understand strategic planning as a complex phenomenon, considering it in such aspects as “strategy as a plan”, “strategy as a principle of behavior”, “strategy as a position”, “strategy as a perspective”, “strategy as a technique, while others consider strategy as a fundamental science, while noting that policy, strategy and tactics are three independent categories that are interrelated aspects of strategic leadership and management. It is noted that strategic planning acts as a factor of strategic stability in society and the state in the context of digitalization of all spheres of public life. Two competitive decisions of stable policy – intervention and institutional – can be accentuated. This has become the world's concern, especially Indonesia, in formulating policy strategies when the conditions before and after the Covid-19 pandemic affected the national economy and threatened non-military defense. The problems studied aim to determine National Economic Conditions Before & After the Covid-19 Pandemic and the Strategy of the Coordinating Ministry for Economic Affairs of the Republic of Indonesia in efforts to Restore the National Economy. This research uses a qualitative descriptive method with miles and huberman qualitative analysis techniques. The research results show that economic conditions at the time of the 2020 pandemic showed a significant decline due to the cessation of various economic activities as a result of the COVID19 pandemic. National Economic Conditions After the Covid-19 Pandemic that started in 2022, the global economy is showing recovery from the impact of the COVID-19 pandemic even though it was temporarily halted by the Omicron wave. This recovery is in line with the increasing implementation of global vaccinations, the increasing capacity of the health service system, and the opening up of economic activities in various countries. This paper examines the structuralist tradition in economics, emphasizing the role that structures play in the economic growth of developing countries. Since the subject at hand is evidently too large to cover in a single article, an emphasis has been brought to bear upon the macroeconomic elements of such a tradition, while also exploring its methodological aspects. It begins by analysing some general aspects of structuralism in economics (its evolution and origins) associated with ECLAC thought, in this instance focusing on the dynamics of the center-periphery relationship. Thereafter, the macroeconomic structuralism derived from the works of Taylor (1983, 1991) is presented, followed by a presentation of neo-structuralism. Centred on the concept of systemic competitiveness, this approach defines a strategy to achieve the high road of globalization, understood here as an inevitable process in spite of its engagement being dependent on the policies adopted. The conclusions show the genuine contributions of this tradition to economic theory.

The paper is devoted to the study of the problem of economic security of e-commerce in Ukraine. The tools of economic security implementation that influence the formation of the economic strategy of Ukrainian enterprises, the main activity of which is e-commerce, are considered and analyzed. Measures for effective implementation of tools for determining the degree of security of e-commerce information system are proposed. Identifying new methods of economic security research will help increase economic stability and reduce the vulnerability of Ukrainian enterprises. The purpose of the paper is to determine the process of calculating the security of the e-commerce information system, and to determine the vulnerability of the system. The purpose of the security system as a whole is to identify and prevent dangers and threats, to ensure the security of e-commerce enterprises and to achieve business goals. Determining the degree of security of the e-commerce information system is conducted in two directions: analysis of existing types of technical means of storing and protecting information; and expert assessment of losses from threats. To effectively achieve the economic security of e-commerce, it is necessary to use a variety of techniques and the latest technologies to identify and prevent various sources of threats. This will make it possible to build a system of protection against the violation of the integrity of the economic system. Provide tools to reduce risks and external pressures on the business environment. It will allow to build an effective control system and attract additional control methods. The dynamics of e-commerce development and the degree of its integration into the economy encourage additional research in the direction of reducing risks and achieving economic security.

The stable development of Ukraine as the agricultural state actualizes a complex of economic, organizational and legal issues, which are concerned with an implementation of the land relationship. The maximum usage of rental tools is the most effective among the existing budget filling mechanisms. The aim of the article is to conduct a research of land relationship by mechanisms of improving the agricultural lands rent management. The object of a study is the interaction of state institutions at different levels of land lease management. The basis of the study is a cognitive method in the patterns of development of the land relationship. Therefore, in the article, the alternative version of the organizational and economic mechanism for the implementation of land relations was proposed with the aim to improve the existing practice that will facilitate the additional financing of local self-government authorities. At the state regulation level, it is proposed to create an informational electronic database, which should display cadastral numbers and location of land plots, as well as information about land plot owners. Measures of control should be fulfilled by such state authorities as State Geo Cadastre and Ministry of Justice of Ukraine. In order to follow a principle of openness, it has been proved that this database should be public. As a result, methodological and organizational tools are based on the algorithm of lease relationship management as the main source of budget filling for local self-government authorities and main tasks for implementation of administrative-territorial reform that were declared by the government.

The purpose of the work was to analyze theoretical provisions and develop practical recommendations for improving the efficiency of the enterprise investment strategy formation as a international economic actors. The most important objective factors are the effective formation and use of financial resources in ensuring the development of an enterprise at the present stage of international business operation, which is primarily related to the use of new systems and methods of managing these processes. Considerable influence on the market situation of instability factors is taken into account. It is proved that under these conditions the role of investment strategy, which provides priority directions of enterprise development in international business, is significantly increasing. One of the important steps in the process of developing an investment strategy is to analyze the financial position of the company. The potential of tools and methods of economic and mathematical financial analysis is revealed for forming an effective investment strategy of enterprises - subjects of international business. It is concluded that the investment strategy of the enterprise - international economic actors is described by a balanced system of integral and integrated indicators of investing capital expediency in the investing object, which reflects the pro-spects of development, efficiency of resources using and assets, their liquidity, solvency status and financial stability as well as some informal aspects of the enterprise. Cluster analysis, matrix analysis, taxonomic analysis have been presented as the most promising and effective ones. The methods of their use for practical application in investment management are present-ed. Analysis pam obtained the result that cluster batik Batangan having competitiveness through the comparative excellences ( a value 0.25 ) or competitive advantage ( a value at 0.24 ). Abstract:
The article deals with the economic and legal aspects of regulating the tourism industry. It is established that a strategy of profitable and effective activities should be carried out at the level of the travel agency, while the policy, which would include methods of planning and coordination of the entire travel industry, should be performed at the level of the individual region. It is proved that the regional community should be involved in tourism development. The authors reveal that the specificity of tourist services is related to the features of tourist demand, which is not uniform because of the impalpability and nonpreservation of the tourist product. This makes it difficult for managers of a travel company to convince each consumer about the feasibility of purchasing a travel service. It is determined that despite the tourism industry is regulated legally, however, its constituent sources often come into conflict with each other, creating legal conflicts, whose solution is unfairly ignored by the legislative bodies.

Abstract:
Consumer orientation toward Green Products or environmentally friendly products is one of the supporting factors for business continuity. The Green Product in this study is a refill product without packaging (unpacked product). Consumer behaviour in choosing Green Products is part of Pro-Environmental Behavior (PEB) which is largely determined by several things. This study raises several aspects: knowledge, economics, supporting facilities, packaging of the product, and environmental attitude. This research involved 124 respondents who live in Jakarta and surrounding areas. The selection of respondents was carried out by purposive sampling method, with the criteria of respondents being groups of people who were aware of the existence of refillable products without packaging. Data analysis was carried out using Structure Equation Modeling – Partial Least Square (SEM-PLS). The research reveals that all independent variables have a significant effect except for economic aspects.

The author analyses the Spatial Development Strategy (developed in 2018, but not adopted by the Government at time when the article was in print), the possibility of bringing it into life, and its adequacy in dealing with real problems of Russian regions. Special attention is paid to four aspects of the Spatial Development Strategy: development of the agglomerations, geostrategic territories macroregions effective economic specialization. The author concludes, that in comparison with other already adopted strategical documents the Spatial Development Strategy has some conceptual advantages, but it can’t solve all the problems and it will be difficult to put it into action in the current economic situation.

Abstract:
Subject. The article focuses on the need to coordinate efforts stimulating the economic growth and environmental protection so as to drive the economic development without any losses and difficulties. Objectives. In the study, we examine the mechanism for the mutual impact of the economic growth in industries and the environmental protections so as to build the empirical basis for the reasonable natural protection policy. Methods. Theoretical projects are based on the analysis of economic literature and empirical studies on resources, environment and sustainable economic development in the existing theories of economic growth. Results. We substantiate and corroborate the assumption that the gist of green development implies the sustainable economic and social development driven by a concerted and sustainable economic and environmental growth. The understanding of natural environment should be totally revised so as to convey that the natural environment is not a resource that can be consumed eternally, but does have its own limits. Conclusions and Relevance. In the future, Russia’s economy should rely upon the sustainable development model, where the green constituent will dictate a new strategy underlying the national economic growth and advancement.
