Abstract:
Peptides play an important role in many fields, including immunology, medical diagnostics, and drug discovery, due to their high specificity and positive safety profile. However, for their delivery as active pharmaceutical ingredients, delivery vectors, or diagnostic imaging molecules, they suffer from two serious shortcomings: their poor metabolic stability and short half-life. Major research efforts are being invested to tackle those drawbacks, where structural modifications and novel delivery tactics have been developed to boost their ability to reach their targets as fully functional species. The benefit of selected technologies for enhancing the resistance of peptides against enzymatic degradation pathways and maximizing their therapeutic impact are also reviewed. Special note of cell-penetrating peptides as delivery vectors, as well as stapled modified peptides, which have demonstrated superior stability from their parent peptides, are reported.

Abstract:
Changes in dimension of concrete due to early-age heat generation, long-term drying shrinkage, and creep under sustained load could lead to significant movements of the concrete structure and lock-up stresses if the movements are restrained. The lock-up stresses are often large enough to cause cracking and water leakage, thereby adversely affecting the serviceability and durability of the structure. Whilst the dimensional changes are quite variable because of their dependence on the environmental conditions and applied loads, they are all related to the concrete mix proportions. Generally, the dimensional stability of concrete can be improved by reducing its cement content and paste volume. Moreover, since the aggregate also shrinks, the dimensional stability can be improved by suppressing the shrinkage of aggregate as well. In this paper, strategies for improving the dimensional stability of concrete are formulated based on experimental research. Test results are presented to demonstrate their effectiveness and applicability.

Abstract:
The article deals with the problems raised in Sergio Mariotti's article on "A warning from the Russian-Ukrainian war: avoiding a future that rhymes with the past". The author supports the proposal for a broader view of the events and for the inclusion of a historical component in the analysis. At the same time, it is argued that a comparative historical analysis might be insufficient to solve such complex problems. The method of ascent from the abstract to the concrete is proposed, which allows considering systemic modern phenomena as a result of the entire previous historical development. On this basis, it is shown that the war in Ukraine is a concrete manifestation of the contradictions of globalization and localization, which historically originated from the common divided labor and reached the apogee of their development in modern times. A hybrid "peace-war" system emerged and the process of changing the world order began based on the transition from industrial-market economy to information-network economy, which naturally increases uncertainties and contradictions. The policy of free trade and the policy of protectionism only are concrete manifestations of the contradictions of globalization and localization. It is shown that as a result of the aggravation of the contradictions of globalization and localization and their specific manifestations, objective tendencies to ensure the national rootedness of the sustainability of economic development arise. The generalization of such trends and their conscious use necessitates the formation of strategies of nationally rooted economic development, which will be relevant until the completion of a new technical and technological system and the formation of an information network based system of socio-economic relations. The article identifies the main features of the strategy of nationally rooted economic development relevant for the current conditions of Ukraine.

Abstract:
Tennessee education leaders must improve their student retention strategies to increase financial stability and enhance the state's ability to support businesses and jobs through a well-educated workforce. The focus of this qualitative multiple case study was on 6 Tennessee community colleges where leaders had demonstrated successful strategies for retaining students resulting in increased revenues and financial stability. The advocacy/ participatory worldview provided a conceptual framework for identifying and comparing themes regarding Tennessee higher education leaders' retention strategies. Data collection included interviews and review of organizational retention reports on strategies as well as college, state, and federal findings on retention. Federal government websites contained information about Tennessee community colleges having the highest retention rates. Methodological triangulation provided the opportunity to identify similarities in retention strategies used by the community college leaders. Using the concept of classical data analysis, responses were categorized according to the program, activity, or initiative college administrators used to increase retention. Based on mind mapping of the clusters of information, findings revealed 3 primary themes: effects of retention on college revenues; challenges in retaining at-risk students; and strategies for retaining students, including new student orientation, counseling and advising, tutoring, and freshman seminars. The potential for social change includes the opportunity to increasing the college-educated workforce to provide more opportunities for local business leaders and find viable applicants to fill open positions and enhance the economic sustainability of local communities.

Abstract:
This thesis presents the design and the stability analysis of a hierarchical controller for unmanned aerial vehicles. We utilize non-linear control methodology to command dynamics of unmanned helicopter which has been divided into slower translational dynamics (outer-loop) and faster orientation dynamics (inner-loop), thus exhibiting hierarchical structure. The attitude angles and position which separately belongs to the inner-loop and the outer-loop can be independently controlled by backstepping control strategy. Stability analysis of the helicopter system including applying dynamics has been illustrated after designing. And relative comparison between linear and nonlinear controllers has been carried out. After studying linear control, nonlinear control and stability analysis of one small-scale helicopter, we think about control strategy of a group helicopter which can be called as consensus control.

Abstract:
Despite the high failure rate of African American small businesses in the United States, only 2% of the U.S. Small Business Administration loans in 2016 were awarded to African American business owners. Most small business owners cite lack of access to financial resources as an influential factor that leads to business failure. Grounded in resource-based view theory, the purpose of this multiple case study was to identify strategies African American small business owners in Los Angeles County, California use to obtain financial resources to achieve sustainability for at least 5 years. Data were collected from in-depth interviews with 4 purposively selected African American small business owners and supplemented with a review of internal reports and original business plans that outlined their financing strategy. The data analysis process entailed Yin's 5-step analysis to guide the coding of participants' responses to identify keywords, phrases, and concepts to develop theme clusters. Through thematic analysis, 4 themes emerged to include: financial resources improved business success and stability, internal financing, business mentors and networking to secure financial stability, and overcoming nonfinancial challenges. All participants noted access to financial resources as the most important resource needed for their business to succeed, particularly in the initial phase of launching their businesses. The implications for social change include the potential to enhance African American small business profitability and growth leading to new employment opportunities, improved community amenities, and business mentor programs with youth, which can encourage wealth for the surrounding community of Los Angeles County and local government.

University administrators of nonprofit higher education private institutions face challenges to maintain financial stability as the projected tuition revenue is expected to decline over the next 15 years. In addition, projected closure or mergers for all colleges and universities is expected to reach 50% by 2030. The purpose of this single case study was to explore the strategies higher education private institution administrators use to manage financial stability. Kaufman's complexity theory was the conceptual framework for this study. Purposeful sampling was used to select 4 university administrators from an Ohio higher education private institution for face-to-face interviews. Semistructured questions provided the basis for data collection to identify the strategies these administrators used to manage financial stability. Additional sources of data included strategic plans, financial responsibility scores, and operational budget reports. Through thematic analysis, 4 themes emerged: budgetary controls, a shift in marketing strategy, creating value, and competitive environment. Implications of social change includes the potential to provide possible business strategies to Ohio area higher education private institution administrators for the development and sustainability of financial stability, which could lead to improving the economic conditions for the local community.

Abstract:
Reconstruction of C2 after tumor destruction and resection remains a significant challenge. Most constructs utilize a strutgraft with plate or screw fixation. A novel C2 prosthesis combining a titanium mesh cage with bilateral C1 shelves and a T-plate has been used successfully in 18 patients. Supplemental posterior instrumentation includes C0-C3 or C1-C3. Biomechanical comparisons of this C2 prosthesis with traditional fixation options have not been reported. Five fresh-frozen human cadaveric cervical spines (C0-C5) were tested intact. Next, the C2 prosthesis, and strut graft and anterior plate constructs were tested with occiput-C3 and C1-C3 posterior fixation. Pure moment loads (up to 1.5 N-m) were applied in flexion and extension, lateral bending, and axial rotation. C1-C3 motion was evaluated using 3 camera motion analysis. Statistical significance was evaluated using one-way repeated measures ANOVA with Student-Newman-Keuls post hoc pairwise comparisons. All constructs provided a statistically significant decrease in motion in this C2 corpectomy model as compared to the intact condition. There was no significant difference in C1-C3 motion between the 4 constructs, regardless of whether the occiput was included in the fixation. Under these loading conditions, both the C2 prostheisis and strut-graft-plate constructs provided initial C1-C3 stability beyond that of the intact specimen. The occiput does not need to be included in the posterior instrumentation.

Abstract:
Over the past few years, China has displayed a wide range of advances in military capabilities and infrastructure, including its test of a hypersonic glide vehicle coupled with a fractional orbital bombardment system and evidence of new intercontinental ballistic missile silos. While China and the United States remain at political odds, there are indications that China’s strategies in space, cyberspace and nuclear domains are increasingly converging with those of the USA, as well as Russia. A key question is whether this strategic convergence is a stabilizing or destabilizing phenomenon. To answer the question, this paper explores the current state of Chinese discussions on multidomain deterrence and strategic stability, with a focus on active defence and proactive defence. It then examines how these concepts are manifesting themselves in China’s postural and technological indicators, including pre-mating of nuclear warheads to delivery platforms, expanded nuclear arsenal size, possible shifts towards launch on warning, integration of dual-capable systems, and advances in machine learning and autonomy. It concludes with a discussion of what these trends mean for future strategic stability talks.

While the European Union as a collective entity continues to abstain from endorsing an offensive cyber posture, several of its member states have adopted both defensive and offensive activities and capabilities in cyberspace. In doing so, these member states mirror trends in China, Russia and the United States, which seem to possess increasingly similar strategies for balancing defensive and offensive cyber operations. Given this context, EU policy will need to navigate the potential involvement of its member states in offensive operations, while continuing to advocate for a defence-centric strategy that emphasizes cyber resilience. This research policy paper builds on a year and a half of SIPRI research, workshops and publications that explore ways forward for the EU to strengthen its own cybersecurity while contributing to global cyber stability.

New potential for engineering chloroplasts to express novel traits has stimulated research into relevant techniques and genetic processes, including plastid transformation and gene regulation. This BARD-funded research dealt with the mechanisms that influence chloroplast RNA accumulation, and thus gene expression. Previous work on cpRNA catabolism has elucidated a pathway initiated by endonucleolytic cleavage, followed by polyadenylation and exonucleolytic degradation. A major player in this process is the nucleus-encoded exoribo-nuclease/polymerase polynucleotide phosphorylase (PNPase). Biochemical characterization of PNPase has revealed a modular structure that controls its RNA synthesis and degradation activities, which in turn are responsive to the phosphate (P) concentration. During the funding period, new insights emerged into the molecular mechanism of RNA metabolism in the chloroplast and cyanobacteria, suggesting strategies for improving agriculturally-important plants or plants with novel introduced traits.
