Abstract:
This collective monograph continues a series of scientific studies and publications on the problems of strategic planning, which have been carried out for several years at the Financial University under the Government of the Russian Federation with the involvement of specialists from other scientific and educational organizations. A series of research papers in 2017-2019 was devoted to the analysis of strategic development risks and the analysis of global strategic planning practice, the general methodology of strategic planning and forecasting (including in the context of ensuring Russia's economic security), the approach to the formation of life cycles of preparation and revision of strategic planning documents and their comparative analysis, the experience of coordinating budget, project and process types of management and financing, monitoring risks and threats, the use of new information tools in the strategic planning complex, including blockchain, and also naturally develops such aspects of previous research as analysis of world practice, coordination of budget, project and process types of management and financing, the use of information technologies. However, at the same time, a special task was set — to approach a comprehensive analysis of the strategic planning process as a whole, especially to study its documentary support as the core of the organization of this process and the implementation of its results in the practice of public administration, as well as to analyze the scientific support of strategic planning as an essential aspect of all strategic planning and strategic management activities in the entirety of its aspects (goal setting, forecast, design, programming, planning, control and audit). It is intended for specialists from the humanities, natural sciences and technical fields of knowledge focused on management and development problems, for undergraduates and postgraduates, as well as for a wide audience of management practitioners, including those related to strategic planning processes in the public sector.

This chapter reviews the period 2004–6, opening with a description of the problems Nokia was facing due to a boycott of its products by operators. However, the problems ran deeper than this, as Nokia was losing its agility and entrepreneurialism, and focusing on scale rather than speed, so its products were constantly late to market. It goes on to analyze the implications of a reorganization into a matrix structure in 2004, which led to wide-ranging top management changes over the following two years and a subsequent deterioration of strategic thinking and strategic leadership. We also see a growing bureaucratization and loss of agility during this period, along with increasing internal competition and difficulties as Nokia grappled with the challenges of shifting from a “hardware-first” to “software-first” approach.

Civil-military relations are fundamental to the fabric of American politics. Throughout the country’s history, relations among military institutions, the civilian leadership, and American society have experienced periodic challenges and frictions. Since the late 1950s, sociologists, historians, and political scientists have sought to document and analyze these tensions. The issues include the perennial topic of how best to assure civilian control of the military; the nature and consequences of the gaps between American society and the military; the military’s involvement in politics; and the appropriate roles of civilian and military leaders in strategic assessment. This chapter explores these scholarly debates and discusses their practical implications for contemporary American civil-military relations.

The discourse on Chinese cyber security practices often fails to match the reality of actual behavior. This chapter examines how Beijing uses the digital domain in rival interactions. First, it unpacks the literature on how China uses cyber capabilities to shape the international system and enable its rise as a great power, highlighting how threat inflation crowds out empirical perspectives that demonstrate stability and predictability. Second, it situates Beijing’s approach to the digital domain in Chinese strategic theory, illustrating China’s early focus on innovation and preemption and its evolution toward using digital power to control the domestic population and seek information advantages. Third, it uses these insights to analyze empirically all publicly attributed Chinese cyber incidents. This portrait highlights the unique leverage, and limitations, of cyber espionage as a form of coercive bargaining between rival states.

Chapter 2 demystifies practices of ethnographic research by discussing the balance between structure and serendipity surrounding its design. The author pursues this in two ways: first, by discussing the dynamic mode of structured improvisation through which ethnographers perform their research and, second, by introducing a framework for ethnographic decision-making—based on the concept of social science sampling—which highlights many of the major considerations affecting the research choices ethnographers make. Through this discussion, the author illustrates the complementary strategic and improvisational imperatives that in-the-field ethnographers embody. The second part of the chapter is organized around several key phases of the research process including (a) the choice of a research topic; (b) decisions regarding research settings; (c) aspects of data collection—including expanding on the first chapter’s discussions of positionality, fieldnote writing, and interviewing; and (d) techniques and sensibilities through which researchers analyze their data.

Birth defects contribute substantially to the burden of morbidity and mortality in the Region of the Americas. Numerous efforts exist to raise awareness of this problem and to implement surveillance in health and government sectors. However, there is still a long way to go. In this regard, for several years, countries have been taking actions to coordinate efforts, while strengthening and establishing strategic alliances to achieve significant results. The extensive history of efforts aimed at responding to the situation of birth defects in the Region includes actions in health care, epidemiology, legislation, and investigation, with participation from the scientific and technical community, government, and civil society. After taking into account all these aspects, the Pan American Health Organization/Latin American Center for Perinatology, Women, and Reproductive Health (PAHO/CLAP/WR), together with the World Bank, decided to create a document summarizing the regional situation of birth defects from an epidemiological and programmatic perspective, to analyze the challenges and offer countries guidance to address birth defects, their determinants, and consequences, with the ultimate goal of helping to “leave no one behind.” This publication was made possible by financial support from the United States Agency for International Development—USAID.

Usability: Turning Technologies into Tools collects six essays that herald a fundamental shift in the way industry and researchers think about usability. In this new, broader definition, usability no longer means safeguarding against human error, but rather enabling human beings to learn, to use, and to adapt the equipment to satisfy better the demands and contingencies of their work. Following an introduction that develops some core concepts of usability, the subsequent chapters: -- describe the role of usability in guiding one of Xerox's largest strategic initiatives -- analyze a Monsanto chemical plant where a study of worker's conversational patterns contributed to the design of a more effective system of controls -- present an empirical study of equipment design practices in U.S. industry which contrasts technology-centered and skill-based design approaches -- summarize recent Scandinavian experiences with user participation in design, with specific reference to the DEMOS and UTOPIA projects -- analyze European experiences that suggest five key criteria for effective human-centered design of advanced manufacturing technology --offer an insightful discussion of the powerful, often hidden human and organizational resources that conventional design processes overlook. Today, three quarters of all advanced technology implementations in manufacturing fail to achieve their performance goals because of inadequate usability. By viewing the human being as a mechanistic system component, and not a particularly reliable one, the traditional "human factors" model of usability virtually ensures that the uniquely human qualities -- experience, adaptation, innovation -- will be neglected, and therefore that new technologies will realize little of their true potential. Usability: Turning Technologies into Tools answers the need for better usability criteria and more effective design and usability assurance processes. In so doing, it leads the way to making a new, broader concept of usability central to design. Economic sanctions are a versatile instrument of statecraft used by states to try to influence the behavior of foreign actors by threatening or restricting customary cross-border trade or financial flows to an intended target. Examples of economic sanctions are retaliatory tariffs imposed in trade disputes and the complete cessation of economic flows aimed at undermining a certain regime. The importance of economic sanctions to policy makers has spawned a substantial amount of scholarly work dominated by two questions: whether sanctions “work” and whether states should use them. The long-running scholarly debate about whether sanctions work is essentially a dispute over how to classify cases. However, comparing cases of success and failure is problematic, in part because the very notion of what constitutes the successful use of sanctions is not clear and policy makers rarely seek to influence a single target or pursue a single policy goal when using sanctions. One of the most promising developments in the literature has been the increasing use of game theory to analyze sanctions, but this approach does not adequately determine the appropriateness of sanctions as a policy instrument. Sanctions research should focus instead on the basic strategic dynamics of the sanctions episode in order to identify those factors that contribute most strongly to the effective use of sanctions and to enable policy makers to understand more about the consequences of using sanctions as an instrument of statecraft.

Militaries with state-of-the-art information technology sometimes bog down in confusing conflicts. To understand why, it is important to understand the micro-foundations of military power in the information age, and this is exactly what this book gives us. As the book shows, digital systems now mediate almost every effort to gather, store, display, analyze, and communicate information in military organizations. The book highlights how personnel now struggle with their own information systems as much as with the enemy. Throughout this foray into networked technology in military operations, we see how information practice shapes the effectiveness of military performance. The quality of information practice depends on the interaction between strategic problems and organizational solutions. The book explores information practice through a series of detailed historical cases and ethnographic studies of military organizations at war. The book explains why the US military, despite all its technological advantages, has struggled for so long in unconventional conflicts against weaker adversaries. This same perspective suggests that the US retains important advantages against advanced competitors like China that are less prepared to cope with the complexity of information systems in wartime. The book argues convincingly that a better understanding of how personnel actually use technology can inform the design of command and control, improve the net assessment of military power, and promote reforms to improve military performance. Warfighting problems and technical solutions keep on changing, but information practice is always stuck in between.

This book explores the contours of the Han Kitab tradition through discussing the works of some of its brightest luminaries in order to identify and explicate pivotal transitions in Sino-Muslim engagement with the Islamic tradition. A distinctive intellectual tradition emerged during the Ming dynasty (1368–1644) and Qing dynasty (1644–1911). Sino-Muslims established an educational system known as scripture hall education (jingtang jiaoyu經堂教育‎), which utilized an Islamic curriculum made of Arabic, Persian, and Chinese works. The Han Kitab, a corpus of Chinese-language Islamic texts developed within this system, reinterpreted Islam through the lens of Buddhist, Daoist, and Confucian terminology. Three prominent Sino-Muslim authors are representative of major junctures within the history of Sino-Islamic thought and are used to illustrate discursive transformations within this tradition: Wang Daiyu 王岱輿‎ (1590–1658), the earliest important author; Liu Zhi 劉智‎ (1670–1724), the most prolific scholar; and Ma Dexin 馬德新‎ (1794–1874), the last major intellectual in premodern China. The chapters explore how these authors defined being a Muslim through an examination of their thoughts on the hajj, the Qur’an, and the Arabic language. In the discussions, I analyze how they deployed the categories of pilgrimage, scripture, and language in their writings, as well as their strategic objectives in doing so. More broadly, this book fosters an exploration of issues of vernacularization, translation, centers and peripheries, and tradition. It offers theoretical directions for redescription of critical categories in the study of religion, especially within translingual Muslim communities.

This work aims to analyze the possible practical and legal repercussions of the implementation of technologies characteristic of the digital age in the dynamics of advocacy. Considering the increasing influence that scientific advances have exercised not only in human life, but especially in the ways of working and in the models of the professions, the objective was to prospectively investigate the transformations of this context in advocacy. In order to improve the understanding of the research, three common sectors-activities were separated between the more traditional advocacy: manual labor; systems and departments, highlighting the most recurring bottlenecks. Ahead, there were also three technologies highlighted in the technological revolution, which were: artificial intelligence; automation of legal documents and big data. In the meantime, possible resistance factors between law and technology were also discussed. Finally, through a bibliographic and exploratory methodological process, the research explored possible consequences of the direct insertion of these new technologies in each specific sector of traditional law, considering the functionalities and the problems that would be solved. Thus, there were several repercussions, both practical and legal, including the financial, methodological, strategic and organizational logistics of the offices, among which were mentioned: gain of time; fees. internal costs; data-based procedural strategy, and more. Still, in addition to the realization of the high probability of changes in the lawyer's practice, there was a need to seek solutions that really connect the law to innovations in this new scenario, with emphasis on the contracting of services offered by lawtechs.

The transition towards a sustainable economy, i.e. towards business models that are able to reconcile the typical objectives of economic and financial management with environmental, social and governance (ESG) aspects and implications, is gaining increasing attention from all the main stakeholders, be they representatives of the political, scientific and social world, regulatory and supervisory authorities, market investors, workers and consumers. The companies, both industrial and financial, that will best respond to this market trend will be those that address ESG issues not as a pure response to public and regulatory pressure, but those that make it a lasting competitive advantage and longterm growth, taking an active leadership position in sustainability. For the banking sector, in particular, the implications will be considerable, given the fundamental role that banks play in financing the economy and businesses. In fact, being able to accurately identify the sectors, companies and business initiatives most exposed to these trends will be a fundamental factor in being able, on the one hand, to understand, identify, measure and effectively mitigate the new risks associated with them and, on the other, to promptly seize the new opportunities linked to the support and financing of the reconversion towards a more sustainable economy. In the current context, moreover, a great opportunity in this sense is represented by the possibility of channelling towards sustainable economy initiatives a substantial share of the public funds made available by Eurozone governments for the relaunch of the economy following the pandemic emergency. The objective of the position paper is to analyze the strategic priorities in addressing the risks and opportunities associated with the transition to a sustainable economy, to identify the initiatives with greater added value for the market and the respective enabling factors for their concrete implementation. The position paper is divided into four parts: 1. Market context and state of the art of Italian banks; 2. ESG in the banking sector; 3. ESG for non-financial institutions; 4. Key success factors and the role of risk management. Chapter 5 also includes the results of a questionnaire prepared by the Commission to which 31 banks responded, representing around 95% of the total assets of the Italian banking system.
