Abstract:
Nonprofit leaders face competition, rapid changes, increasing complexity in their operating environments, and diminishing financial support, all of which threaten achievement of their organizational missions. The purpose of this single case study was to explore strategies nonprofit leaders used to develop plans for performance improvement based on strategic intelligence. The research sample was composed of 3 leaders of a nonprofit organization located in the midwestern region of the United States who implemented nonprofit strategic initiatives to improve their organization's performance. The conceptual framework used for this study was Maccoby and Scudder's strategic intelligence conceptual system for leading change. Data were collected from semistructured interviews and a review of public and internal documentation and performance outcomes. Data were manually coded and thematically organized. The results of data analysis showed leadership and organizational philosophy, foresight effectiveness, systems thinking and knowledge centricity, and smart motivation as the key themes. Findings provide evidence that developing and implementing strategic intelligence-based plans can assist nonprofit leaders in improving organizational performance. The implications of this study for positive social change include providing strategies to nonprofit leaders for how to guide their organizations through rapidly changing environments, compete successfully, and sustain delivery of high-impact goods and services to the public and communities that they serve.

Abstract:
This thesis considers the problems associated with the Australian Public Sector moving sometimes erratically towards strategic public management following substantial and wide ranging reforms over the last 20 years. In particular, this study examines public organizational planning and evaluates the extent to which private sector planning philosophies and methodologies have already and could be applied more relevantly to the public sector. The major proposition is that commercial planning methods and techniques can be used selectively to enhance agency planning and management effectiveness and efficiency. A specific application at Centrelink is considered for public service providers delivering high quality government services as part of a purchaser/provider relationship. Strategic planning and management theory and models are reviewed and a progressivestages model is developed for the APS. A range of private sector planning techniques and tools is evaluated and brief but classified case studies on major APS organizations are also presented. The thesis concludes that a dynamics capabilities approach would enable public organizations to maximize strategic management and operational effectiveness.

Tese de Doutoramento em Design, com a especialização em Design apresentada na Faculdade de Arquitetura da Universidade de Lisboa para obtenção do grau de Doutor.
Com base na teoria do Design, o objectivo desta investigação consistiu em projectar um modelo para as PME portuguesas de serviços. Foi desenvolvido para ser utilizado facilmente, permitindo que o utilizador tenha uma visão geral e holística de diferentes áreas de conhecimento relacionadas com negócios e saiba a importância das suas inter-relações. A capacitação dos utilizadores pode prevenir e evitar a morte prematura das empresas. Esta investigação resultou do ambiente resultante da crise social e económica nacional, nomeadamente através do número de empresas que faliram e das altas taxas de desemprego. Apostar no Crescimento Sustentável e na Longevidade, e nos benefícios comprovados integração do Design nas empresas é um aliado para a superação das dificuldades existentes. A revisão da literatura focou no Design e o contexto actual português, nomeadamente nas dificuldades existentes e nas necessidades futuras. No estado da arte relacionado com o Design, deu-se maior importância às áreas relevantes para a investigação como o Design Thinking, Design de Serviços e Benefícios do Design através de Design Estratégico. Outras questões também foram estudadas, nomeadamente as relativas aos processos, influência, uso e integração em empresas, outros benefícios e modelos relacionados. Foi seleccionado um grupo de empresas, com características específicas associadas ao Crescimento Sustentável e Longevidade. As PME de serviços já existentes, foram estudadas através de questionário e as empresas mais jovens que se destacaram, foram estudadas através da análise de dados públicos existentes. Estes estudos permitiram obter alguns resultados. Foi possível definir que o modelo deveria ser teórico, simples e amplo e incluir algumas características nomeadamente conhecimentos da área empresarial e do Design.  O modelo deveria ser facilmente compreendido por um público vasto e usado por decisores distintos e por empresas diversas e deveria permitir relacionar a empresa com o modelo. No que diz respeito às empresas, o modelo foca nas questões intrínsecas (empreendedor e equipa), assuntos internos (empresa / negócio), questões extrínsecas ou para processos e estágios de evolução da empresa (ciclo de vida e desenvolvimento). Em termos de Design, o modelo centra-se no Design Thinking, Design de Serviços e Benefícios do Design nomeadamente através do Design Estratégico. O modelo multidimensional foi projectado com especial atenção no seu uso. Pretende-se que os utilizadores compreendam o modelo, identifiquem e visualizem a posição da empresa no modelo e, finalmente, relacionem a empresa com as várias valências do modelo. Também, foi pretendido que os utilizadores aumentem os conhecimentos em Design e a consciência dos benefícios da sua integração na empresa, com foco no Crescimento Sustentado e Longevidade. Os vectores tempo e fase de desenvolvimento da empresa também foram destacados, permitindo ao utilizador relacionar o modelo com a situação da empresa, apresentando futuros cenários e melhorias potenciais. As entrevistas aos especialistas foram conduzidas com base na primeira versão do modelo, para a sua validação e inclusão das críticas construtivas numa versão seguinte. As informações relevantes obtidas, relativas a esta etapa da investigação e de todo o processo, foram inseridas na versão 1.2 do Modelo Atena, que tendo sido melhorado é apresentado neste documento. O modelo pode ser usado como referência e pode ser aplicado a um amplo universo de empresas e negócios que tenham como objectivo a sua melhoria. A investigação baseou-se nas etapas metodológicas apresentadas, respondendo à hipótese e às questões da investigação.   O modelo aumenta o conhecimento da importância e dos benefícios da integração do Design nas empresas, demonstrando que é possível projectar empresas e negócios mais rentáveis incentivando o Crescimento Sustentável e a Longevidade e, consequentemente, promover o desenvolvimento social e económico do país.
ABSTRACT: Based on Design knowledge, the aim of this research was to develop a model with special focus on service SMEs. Its simplicity and ease of use were purpose-built to allow the user a holistic view of different areas, namely business knowledge, and to be aware of their importance and relationships. The users’ empowerment has the potential to prevent and avoid companies’ premature death. The original concerns of this research emerged from the national environment of social and economic crisis (company bankruptcies, high unemployment rates, etc.), the extensive need to pursue Sustainable Growth and Longevity, and the proven benefits of the use and integration of design in companies. The literature review was performed on Design and in the global context, with a special focus on contemporary Portuguese difficulties and future needs. In the State of the Art, the focus was on Design relevant issues for the research, such as: Design Thinking, Service Design, Benefits raised by Design, namely through Strategic Design. Other issues regarding Design were also studied: processes, influence, use and integration in companies, other benefits, and related models. A group of companies with specific characteristics associated with Sustainable Growth and Longevity were selected and deeply analysed: existing Portuguese service SMEs studied through questionnaires, and prominent young companies studied through analysis of public data. The main focus was on a selected set of companies with specific characteristics leading theoretically to Sustainable Growth and Longevity. Several findings could be drawn from these two studies. Following this work, it was possible to specify that the model should include business and Design knowledge, and should be theoretical, simple and broad.  Some particulars were also defined: the model should be easily understood by a wide public, used by a wide range of decision-makers and companies, and allow the companies to be easily and quickly identified and placed within the model. The Model should focus on: intrinsic matters (entrepreneur/team), internal subjects (company/business), external issues, and the evolution process and stages (lifecycle and development) of the company. With regards to Design, the Model should focus on: Design Thinking, Design Process, Service Design, as well as the beneficial relation Design - companies, namely through Strategic Design. The multi-dimensional model was designed with special focus on its use. It was intended that the users could understand the model, identify and visualize the company’s position in the model, and lastly to characterize the company using several facets of the model. It was also intended that users could raise their knowledge and awareness of design and of the benefits of design integration in the company, focusing on company Sustainable Growth and Longevity. The model also focused on the time and development stage vectors, allowing the user to relate the model to the company’s current situation and presenting future scenarios and potential improvements. Expert interviews were conducted in order to validate the Model and to feed into its first draft version. The relevant inputs concerning this research and process stage were incorporated into the Athena Model, the version presented in this document. The model can be used as a reference and can be applied to a wide spectrum of companies and businesses with improvement objectives. The research was based on the methodological steps presented, responding to the research hypothesis and questions. The Model raises knowledge and awareness of the importance and benefits of design integration in companies, linked to Business knowledge, demonstrating that it is possible to design better companies and businesses, encourage Sustainable Growth and Longevity, and thereby foster social and economic development.

Abstract:
Inefficiency in the public sector as a result of leadership ineptitude is said to have contributed significantly to the underdevelopment of Nigeria. This has led to the mismanagement of human and financial resources as well as contributed extensively to poor service delivery to the citizens. The research considered the critical role of public sector administration to the functionality of a society, noting that the major determinant for public sector success is leadership effectiveness. The purpose of this qualitative phenomenological study was to identify how leadership ineffectiveness could be addressed in public sector administration in Nigeria and consider the implications of adopting a different approach to improve effectiveness. The study was partly informed by the dearth of literature on leadership in public sector administration, especially within the Nigerian context. The study was underpinned by leadership theories particularly strategic leadership. Research questions focused on existing leadership approaches and how it hindered/enhanced effective service delivery. The study utilized a case study of Tertiary Education Trust Fund (TETFund) and collected data through face-to-face interviews of 17 staff. Data was analyzed using content analysis and findings revealed the existence of pseudo leadership and blame avoidance behaviour which are detrimental to public sector efficiency. Recommendations are that strategic leadership, administrative accountability, patriotism and reframing be adopted to refine leadership attitude to work in TETFund and other public sector organizations. Application of findings will result in positive social change by providing adequate service delivery for the Nigerian populace thus improving their living standards and supporting economic growth.

Developing equitable practices that provide fair access for all individuals to the benefits and burdens within an organisation remains a dilemma for management both in policy and practice. Research continues to show that the employment status and representation of women is significantly less in relation to those of men. Conflicting arguments on the causes of disparity and competing ideals on the value and means for addressing the disparity have resulted in a number of different opinions on the implementation and practice of equity management. This dissertation contributes to the current knowledge of equity management, exploring contemporary equity management strategies, identifying the approaches of its implementation and analysing these against the outcomes for the status of women's employment. The equity management practices of more that 1900 Australian Private Sector organisations are explored in order to identify the common themes of equity management. Factor Analysis and Confirmatory Factory Analysis are used to analyse the data. A model of strategic equity management practice was developed that identifies different structures, strategies and distribution principles designed to address the disparity between men and women. A major aim of this thesis was to explore the ability of a typological theory of equity management approaches to account for the differences in the status of women's employment. The thesis proposes a typology of equity management approaches that explain the implementation of equity management strategies based on structure and process. Four ideal-typical equity management approaches to achieving workplace parity are identified and explored. The traditional (non-compliance), anti-discrimination, affirmative action and gender diversity approaches proposed inform the a priori Cluster Analysis process that grouped Australian organisations based on their use of the approaches to equity management. Significant numbers of Australian organisations were identified utilising each of the identified approaches to equity management. It was further proposed that the different equity management approaches would be predictors of different outcomes for the employment status of women. MANCOVA was used to analyse the equity management approaches (as the independent variables) and the data on the status of women's employment (as the dependent variables). The findings indicate that the different approaches to equity management are predictors of different outcomes for the employment status of women. Results show that the traditional approach to equity management, which includes the use of none of the equity management strategies identified, is not a predictor of increases in any of the employment measures of women. The anti-discrimination approach, which includes the use of a limited number of equity management strategies identified, is a predictor of increases in some of the employment measures of women. The affirmative action approach to equity management, which includes the use of a number of proactive equity management strategies identified, is a predictor of increases in the employment status of women across a number of measures. The gender diversity approach to equity management, which includes the use of all the equity management strategies identified, is a limited predictor of increases in the employment status of women across some of the measures of employment. Managing the equity process within organisations is increasingly identified as an important tool in managing human resources in competitive, global environments that require productive workers and quality outputs. If equity management is to provide an effective means of addressing disparity between men and women in organisations, this thesis argues for the development of a strategic process to address the specific issues of disparity and the particular needs of the individual and the explicit goals of the organisation in equal opportunity.

Abstract:
The objective of this research is to investigate the way strategies are formed in a public sector organization and to assess the role of the Board-members in shaping and developing strategies. The project consisted of the following distinct steps: (1) The collection and processing of background information concerning the enterprise under study. (2) The collection and analysis of the Board's past decisions over a period of nine years. (3) The interview accounts of the members of the Board (4) The analysis of the interviews at the individual level and the construction of cognitive maps. (5) The testing of the validity of the cognitive maps of the previous stage by employing a quantitative technique in which the interviewees scored on matrices and identified the influence between elements of the strategy, the external, and the organizational environment. (6) The identification of patterns in the cognitive structure of each individual, resulting from both the qualitative (interviewing) and quantitative (matrix scoring) approaches. (7) The attempt to build theory by integrating the different sources of data and generating propositions grounded on data by relating the findings of this study to the existing literature. The major findings concerned the notion of strategy according to the Board-members' accounts. Thus, the majority of Board-members perceived strategy as something that occured outside them, something over which they had little control. The Board-members' role, as revealed in the strategy-areas studied, was a legalistic role concerning mostly ratification of proposals without active contribution to initiating and developing new strategies. It is also argued that this Board's composition, structure and processes exhibited deficiencies. The real strategist of the organization was the new General Manager who succeeded not only in creating an integrated strategy but also in getting it institutionalized (that is in establishing commitment among the people of the organization).

Abstract:
The improvement of SISP practices has rapidly become one of the most critical issues facing many organisations, including banks. Globally, the banking sectors, including the Saudi one, have developed and implemented many IS strategies. Several systems have been executed to support the countries’ economies which have benefited from the increased trading resulting from the greater flexibility in time and costs associated with banking transactions. To continue these achievements and to improve SISP processes, several factors require careful investigation based on their relationship to SISP success; which include SISP objectives, SISP internal factors, external consultant functions, SISP external factors, measurements of SISP success, key stakeholders’ roles, and triggers. Therefore this study investigates the impact of these factors on SISP success. Data were collected in three phases. Phase 1 was an initial study with one or two interviews with the IT directors of each bank in the Saudi banking sector comprising the central bank and 11 commercial banks. The outcomes informed the development of a survey that was used in Phase 2; to investigate a sample containing a central bank, a domestic commercial bank and a domestic-foreign commercial bank to determine their SISP processes. 157 completed questionnaires were returned from the bank executives, business and IT directors and consultants. In Phase 3, 57 interviews confirmed and explained the quantitative results from Phase 2. Therefore, an in-depth case study was made in the three banks during Phases 2 and 3. The research results support previous findings on the SISP’s seventeen objectives collected by several researchers across different industries and in various countries. Furthermore, the research condenses these seventeen objectives into five more practical and achievable objectives for the banking sector. These are: 1) planning and deployment of information systems; 2) leading organisation changes; 3) improving stakeholders’ involvement and communication; 4) achieving the strategic priorities; and 5) alignment of organisational policies and architecture for business and IS. In addition, the findings identify the factors according to their relationship with SISP success and therefore explore several elements with positive, negative or no impact on SISP success in the banking sector. The thesis presents conclusions and suggests areas for further research.

Esta dissertação de mestrado tem como objetivo compartilhar os resultados de uma investigação sobre as implicações estratégicas das alianças e redes de relacionamento estabelecidas no setor de downstream, área de distribuição de combustíveis, no Brasil, um dos que apresenta maior faturamento e que mais arrecada impostos no país. Primeiro, apresentamos fundamentos teóricos pertinentes à pesquisa sobre alianças e redes estratégicas, inclusive tipologias de alianças, além das teorias sobre a capacidade destas em alavancar as oportunidades e neutralizar as ameaças no nível da indústria. Além disso, foram considerados modelos conceituais e outras ferramentas para conduzir análises estratégicas pela ótica relacional, ou seja, no que se refere às alianças e redes formadas por estas. Em seguida, de acordo com a metodologia de estudo de caso de Yin, adotamos a estratégia de triangulação dos métodos. Assim, dados foram coletados por meio de investigação documental, levantamento de percepções do tipo survey e, em alguns casos, observação participativa. Com os resultados obtidos no âmbito do estudo de casos múltiplos, evidenciamos que a análise na ótica relacional, que leva em conta as implicações estratégicas das redes nas quais as empresas atuam, agrega valor às análises tradicionais, contribuindo com novos insights para a tomada de decisão estratégica dessas empresas.
This master`s dissertation has the objective of sharing the results of an investigation about the strategic implications of alliances and relationship networks established in the downstream sector, fuel distribution area, in Brazil, which earns the highest revenues and pays the highest taxes. First, we present theoretical issues pertinent to the research on alliances and strategic networks, including alliances typologies, in addition to theories on the capacities of these alliances to leverage opportunities and neutralize industry level threats. Besides that, it was considered conceptual models and other tools to conduct strategic analysis through the relational view, that is, related to the alliances and networks constituted by these. Following that, in accordance with Yin`s case study methodology, a strategic triangulation of methods was adopted. Therefore, data was collected through documental investigation, surveys of management perception and, in some cases, participative observation. With the results attained in the ambit of multiple case-studies, it was evidenced that the relational view, that is the one which takes into account strategic implications from the networks, adds value to traditional analysis, contributing with new insights on the strategic decision making of these companies.

Climate change and the rapid rise of greenhouse gas emissions are emerging as one of the greatest challenges for the modern world. Organisations are under increasing pressure from governments and stakeholders to reduce carbon emissions from their business operations for climate change mitigation. The Higher Education (HE) sector has significant social, environmental and economic impacts alongside a key leadership role in society and is not exempt from challenging carbon reduction targets, as outlined in the UK Government’s Climate Change Act 2008. In 2005, total HE carbon emissions were 3.339 MtCO2, a rise of 33% since 1990. In 2012-13, Higher Education Institutions (HEIs) consumed 7.9 billion kWh of energy and produced 2.3 million tonnes of carbon emissions, which strengthens the role of HEIs in implementing strategic carbon management (SCM). The term ‘carbon management’ is popular in the grey literature and policy landscape from operational perspective, but ‘strategic carbon management’ is an under-researched area, especially in the context of HE sector. Therefore, the central aim of the research is to explore if and how universities are responding to the challenge of climate change by implementing strategic carbon management. The research adopted a mixed-methods approach including content analysis of universities’ carbon management plans (CMPs), semi-structured interviews with key stakeholders, a quantitative survey of the HE sector and an in-depth case study of De Montfort University’s (DMU) carbon management process. The study found that while the HE sector as a whole has demonstrated both policy and strategy commitment to carbon management, the performance of individual universities varies significantly and there is often a need to embed the process more effectively within the whole organisation. Despite a need for improvement, various initiatives distinguish the performance of carbon management in HE, but there is a long way to go. This has been complicated as this research was conducted against the backdrop of seismic policy changes within the HE sector. This shifting policy context is explored and examined and in part explains why financial savings and policies are the most important drivers for SCM. On the other hand, universities are facing barriers such as lack of time and resources (HR), complex buildings stock, estate development and business growth, lack of capital funding, priority to the core business and conflicts, lack of senior management leadership and lack of strong policy framework. This study identified seven factors for successfully embedding SCM. These are: (1) Senior management leadership, (2) Funding and resources, (3) Stakeholder engagement, (4) Planning, (5) Governance and management, (6) Responsibility, and (7) Evaluation and reporting. The research findings are pertinent for HE and broader public sector practitioners both in UK and abroad as successful carbon management is crucial. A strategic carbon management framework is developed for improving and embedding SCM in universities and other public sector and business organisations. The study concludes with practical and policy recommendations as well as directions for the future research work.

In this work, the strategic changes in the telecom sector of Europe are studied. Ten largest companies of Europe are selected for this analysis. Their strategic changes over the 2001 – 2011 decade are studied and analyzed. These strategic changes of European Telecom market are subsequently compared with its Indian counterpart. These two markets are then analyzed from the view points of strategic changes. Finally, the similarities and differences between the two markets are analyzed and compared.

Make-buy decisions, and their associated strategic sourcing activities, define the very identity of £inns, shape their competitive advantage, and determine their long-term survival and success. Conceptually, make-buy decisions reflect a firm's overarching strategic directions and are grounded in its clearly-articulated core competencies. This thesis critically examines two analytical frameworks in the literature that have been advanced to explain or guide make-buy decisions by firms. The case study focuses on a commercial helicopter development program that has prompted the case study firm to undertake a fundamental rethinking of its long-standing make-buy policies, sourcing strategies, and supplier integration practices. The objective of the study is not only to assess the applicability and generalizability of these analytical frameworks but also to gain new insights into the dynamics of make-buy decisions. The thesis also examines the firm's new sourcing strategy, linked to its make­buy decisions, resulting in long-term collaborative and partnering relationships with its significant subsystem suppliers, both domestically and internationally. The ex post case study analysis, concentrating on the nose section of the development helicopter, generally confirmed at a fairly high level the usefulness of applying these analytical frameworks to key make-buy decisions before such decisions are made. However, at a more detailed level of analysis, focusing on specific subsystem components and the pacing technologies underlying them, the analysis also raised sufficiently important issues on whether their outsourcing ("buy" decision) may have been consistent with maintaining the firm's core competencies and longer-term competitive advantage. The analysis also pointed out that higher-level strategic considerations may override make-buy and supply chain design strategies that may be suggested by a technical decomposition of the product system architecture.

The researcher has developed a normative model for the successful introduction and implementation of the strategic planning process into the Queensland State Public Sector. In developing her model, the researcher has acknowledged the significant role organisational culture has in an organisation's acceptance of such process. A review of the current literature on strategic planning, organisational culture and strategic planning and organisational culture provide current trends of thought from academic, private and public sector perspective. A study of the materials published by the Queensland State Government on the introduction and implementation of strategic planning into the Queensland State Public Sector revealed the stated model the Queensland State Government sought to use in introducing and implementing strategic planning. The survey conducted with senior management of the Department of Business, Industry and Regional Development gave the researcher feedback as to what strategic planning model was actually utilised by the department in introducing and implementing strategic planning. The researcher contrasted various models in the current literature with the Queensland Government Model and contrasted the Queensland Government model with the DBIRD model. From these steps the researcher was able to: identify fundamental differences between the private and public sectors that impact on strategic planning process; establish problems with the existing State Government model; and subsequently design a comprehensive, workable model for the introduction and implementation of strategic planning within the Queensland State Public Sector.

This thesis examines the Governance, Management and Administration of Governments' property assets. By examining the developments in the United Kingdom (UK) and United States of America (USA), this thesis demonstrates why and how an integrated and strategic approach to the management of these assets is an important and crucial element of public administration. The thesis examines the concepts and theory behind the property management discipline and shows that it is as much of an art than a science, with its practice being extensively influenced by context and human behaviour. This data and information is used to develop a hypothesis for a ‘leading’ practice model for the management of government property. Innovations in property management policy and practice introduced by the UK and USA governments since the early 2000s to improve property asset efficiency and effectiveness are being touted as world’s ‘leading’ practice, as is their development of performance ‘measuring instruments’. This assumption that a world’s ‘leading’ practice exists is tested through case studies into the UK and USA governments. Determining the position of the Australian public sector’s asset management capacity and capability against this standard is tested by applying the ‘National Assessment Framework’s Asset Management Maturity Assessment Model’ to a number of Australian public sector government jurisdictions. These measurements are analysed, and compared to an understanding of performance derived from a qualitative analysis of information and data obtained from the literature review, case studies, and the author’s professional experience. Studies are conducted into the Australian public sector to identify gaps between the existing status of the management of property and the ‘leading’ practice model. These gaps are analysed and the barriers to such a practice identified. The thesis develops an understanding of any organisational behavioural issues that influence asset management policy, governance, and capacity to undertake and respond to change. Until the early part of the last decade, governments across the world had typically not understood the importance of real property to the provision of public services and to government financial sustainability. Beyond a number of papers and edited publications describing the experiences of individual jurisdictions, there is a lack of detailed and evidence-based research into the strategic management of government property assets. Little research exists for the Australian public sector. This thesis is intended to provide a platform for the research continuum in an area where little formal study has been undertaken. The significance of this thesis is that it provides a knowledge base for the Australian public sector to improve the management of its property assets (and other asset classes), which have an estimated value of some $325 billion.

Due to NPM reforms, strategic management, which has been defined as "the broader process of managing an organization in a strategic manner on a continuing basis", becomes a relevant feature within the public higher education sector. Although empirical research increased considerably, many countries have been neglected. Among these, there is the Italian context. The present thesis is part of this field of investigation with the aim, through the application of Miles and Snow's strategic framework in the Italian public higher sector, to contribute to filling the gap mentioned above. Besides, starting from the Italian public higher education sector, it intends to provide reflections that can be generalized for the whole public sector. The thesis comprises three different papers, namely, a systematic literature review and two different empirical works. The systematic literature review aims to point out the lessons and further aspects that must be investigated related to the public sector's strategic management that stems from Miles and Snow's strategic framework in the public sector. Based on Walker's work recommendations, the literature review replicates and extends Walker's work by analyzing the most recent empirical research conducted in the public sector related to strategic management. This literature review intends to test Walker's findings and point out new emerging issues stemming from the research conducted in recent years, specifically in the time frame from 2013 to 2018. It emphasizes that, even though there has been a more extensive application of Miles and Snow's framework in the public sector, the empirical research still focuses primarily on USA and UK contexts. Moreover, the prospector and defender strategic stances do not always outperform the reactor one. The two empirical works focus principally on strategic management within the Italian public higher education sector. The first empirical work investigates the possible influence of public reforms on the Italian public higher education sector's strategic stances. It aims to understand whether the strategic stances adopted by Italian HEIs have changed because of the recent reforms, and, if so, how. For these purposes, the work analyzes the effects of Law 240/2010, also known as the Gelmini reform, which has deeply influenced the Italian public higher education sector. This work investigates how the Italian public HEIs have adapted to the new external environment through strategic stances. It emerges that Gelmini reform led to a strategic reorientation in the Italian public higher education system. In contrast to Miles and Snow's proposition, HEIs avoid adopting the prospector strategic stance in favor of the reactor or defender ones. The second empirical work attempts to identify a relationship between strategic stances adopted by Italian HEIs and their organizational performance. Based on Miles and Snow's strategic framework, each HEI's strategic stance is analyzed to inspect the previous relationship and understand if the strategic stance influences HEI performance, and, if so, which strategic stance is more suitable in the Italian higher education sector. The results emphasize that the strategic stance adopted influences HEI performance. However, contrary to Miles and Snow's assumption, such influence does not lead to a strategic hierarchy based on performance, but rather to more considerable variety in performance by HEIs that adopt the prospector strategic stance, i.e., a more risk-prone strategy.

There are well over 200,000 registered charities in the UK, creating a crowded and unique marketplace. There is a strong sense amongst supporters of what it means to be a charity; a compassionate, ethical, and honest organisation that raises money for the good of others. Alongside these core values however, there are other key factors that can distinguish one charity from another. It is paramount that a charity works hard to develop and convey these factors through strategic marketing, communications and design (as a business would) in order to effectively deliver its mission, values and beliefs to target audiences. ~'.., • • .,... •• i Street League is a national charity organisation whose mission is to transform thelives of disadvantaged young people through the power of sport. The organisation uses football in particular as a tool by which to engage with individuals from disadvantaged and difficult backgrounds. Through a structured curriculum of football and employment support, Street , League then progress participants from these unique programmes, directly on to further education, training or employment opportunities. In 2009, Street League sought to improve and expand services nationally however, in order to support their operation, they needed to remain attractive to potential service users while communicating their message and successes to existing funders, partners, employees and the media. In addition to attracting new participants onto programmes, Street League wanted to improve the sustainment of relationships with existing participants for a duration long enough to make a difference to their lifestyles and social behaviour. The charity felt it was important that they responded to the needs of the young people they worked with by communicating in new, exciting and accessible ways. The charity understood that a strong brand identity and innovatively designed communication material could support their business goals, but possessed neither the design skills nor the resources necessary to develop, execute and evaluate complex integrated communication applications and marketing strategy. The charity required an internal understanding of marketing, communications and design and how it could contribute to individual elements of the business in addition to wider organisational objectives. The Knowledge Transfer Partnership (KTP) between Street League and Glasgow Caledonian University was established in order to facilitate and manage the internal and external resources necessary to develop an integrated communications and marketing strategy for the charity. As the 'KTP Associate' and Street Leagues' Communications and Marketing Manager, the author was responsible for the management of the partnership, the coordination of the two year project and the delivery of all strategic output. The rapid globalisation of finance has caused the securities and financial systems globally to be intricately, and inextricably, interwoven into a single financial ecosystem. This phenomenon has accelerated the trend towards international cooperation. While such cooperation has enhanced the standards of monitoring, supervision and regulation in the securities sector, it begets the question: Can cross-border collaboration be leveraged as a strategic tool to catalyse and achieve transformative results in three fundamental areas of securities markets: market development, integration and regulation? If so, are India and Australia well suited for such cooperation? To answer this question in the affirmative, this thesis conducts a comparative examination of the Indian and Australian securities regimes, and proposes a deeper, strategic bilateral collaboration between them. The thesis undertakes a high-level analysis of the securities regimes of the Indian securities regulator, Securities and Exchange Board of India (‘SEBI’), and its Australian counterpart, Australian Securities and Investments Commission (‘ASIC’), against the International Organization of Securities Commission’s (‘IOSCO’) widely endorsed 38 Principles of Securities Regulation, focusing on the supervisory and enforcement powers of these regulators and the effectiveness of their compliance regimes. The thesis addresses a fundamental gap in the scholarship on the comparative study of the Indian and Australian securities regimes. This academic exercise provides the foundation for a practical roadmap for strategic collaboration between the two jurisdictions. Consisting of the Cube Vision and the Strategic Action Plan, the thesis proposes a collaboration model that is scalable and may be replicated in other sectors of the financial sector or economy. Most significantly, the proposal is capable of being effectively transformed into a broader, multilateral strategic cooperation initiative in the future.

Over more than three decades, there has been a sustained interest in strategic planning in the public sector to secure positive outcomes and long-term growth. However, several authors argued that strategic planning is limited, costly, time consuming and not producing the needed outcomes. Previous research has focused almost upon developed, and not on developing countries, for instance, the Kingdom of Bahrain. This gap in the knowledge provides the justification for this research. Using survey method, this research aims to explore strategic management practices in the public sector of Bahrain. Using both interviews and questionnaires as the mixed methods was more convincing and produced more comprehensive findings and hence stronger credibility. The findings reveal that the strategic management process was not effective in the researched organizations in the strategic formulation stage, the strategic implementation stage, and the strategic evaluation stage. The findings also reveal that there is a low satisfaction level with strategic management process within most of the organizations surveyed. Moreover, the findings revealed that the progress in the transition from strategic planning to a strategic management approach was limited. However, some of the organizations were found to be at the start of such a transition and this may be a good sign. Additionally, the findings reported many leading edge elements that are closely related to this transition, and help to successfully implement organizational objectives. Finally, the present research is proposing a strategic management model to increase the ability to formulate, implement and evaluate better future governmental strategic plans.

South Africa’s democratic political regime opened up a global operating environment, affecting all sectors of the economy including the nonprofit sector. Models of sustainability have become more important than ever, with an increased emphasis on management models in this sector. New information and communication technologies such as the Internet and especially website technology have produced a challenging need for communication management paradigms. Operating within a context of increasing uncertainty may lead to nonprofit organisations looking outside the boundaries of their own sector for new management models and ideas. Strategic integrated communication is a management idea rooted in private sector knowledge. More specifically, Niemann’s (2005) conceptual model for the implementation of strategic integrated communication has the potential to address the sustainability issue within the website arena. The present study evaluates the application of strategic integrated communication according to Niemann’s (2005) conceptual model, among a selection of South African nonprofit organisation websites. Lack of research regarding strategic integrated communication within the South African nonprofit sector was the main motivating factor for this study. The study also represents an attempt to empirically test Niemann’s (2005) normative model within a specific context, thus helping to assess the scientific validity of the model. An exploratory qualitative research design was employed, with evidence collected by means of a content analysis of nonprofit websites and an e-mail questionnaire intended for the most senior communication/marketing staff member of each organisation. From an external perspective, nonprofit websites display many of the elements of Niemann’s (2005) conceptual model. Yet, evidence about the internal communication management aspects of the same organisations indicates that essential elements of the model are absent. Copyright

The purpose of this dissertation is three-fold. First, it explores whether or not experience with strategic planning increases comprehensiveness of the strategic planning process. Second, it investigates the potential impact of comprehensive strategic planning processes on performance. The final rationale for this dissertation is to determine whether the impact varies according to the dimension of performance analyzed. This exploratory study uses a unique data set that combines the performance measures of select local government departments from the International City/County Manager's Association and an original survey of the heads of those departments to determine their strategic planning practices. The dissertation utilizes an evaluative approach by analyzing the practical significance of the potential impact including correlation, differences between groups, and effect size. These analysis taken together can help demonstrate a potential relationship where regression analysis would be inappropriate due to small sample size. The findings justify further studying these questions about strategic planning in the public sector. First, the analysis demonstrates that departments with more strategic planning experience have higher mean comprehensiveness than departments with less experience. Second, though the findings are mixed concerning the impact of comprehensive processes, the majority of the findings support the hypothesis that more comprehensiveness leads to better departmental performance. Finally, the mixed findings demonstrate that strategic planning comprehensiveness impacts different dimensions of performance differently.

This thesis investigates the evolutionary process of risk management practices associated with the implementation of enterprise risk management (ERM) across the finance sector. Despite the increasing number of ERM adoptions in the finance industry in recent years, ERM was still at an early stage of development and further research is recommended. The literature review identifies a gap in the ERM literature, prompting the development of a theoretical framework to investigate key organisational factors critical to effective implementation of the strategic framework. A strategic ERM Alignment Framework was developed to address key shortcomings of existing ERM practices in the industry and to provide practical guidance to academics and practitioners. The research was conducted as a two-stage empirical study in the finance sector, employing sequential mixed methods of data collection and analysis: a series of 35 semi-structured qualitative interviews with senior enterprise risk managers representing a variety of financial organisations, followed by a quantitative questionnaire survey of 115 finance industry professionals. The literature supports the industry view of continuous internal and external pressures towards ERM implementation across financial organisations. The research findings confirm that ERM is perceived to have slowly transformed from a process of compliance to a strategic tool and become a source of value creation and competitive advantage. The study also shows that aligning ERM with core organisational strategies and enterprise risk culture have been the underlying factors driving a strategic ERM framework sustainable over time. Inadequate senior management support for ERM and an insufficiently dynamic enterprise risk culture are identified as the greatest challenges to ERM sustainability. Major benefits of ERM are revealed as well informed risk-adjusted decision making and a strategic enterprise-wide view of key risks. The main contribution to knowledge of this research is the development of a strategic ERM Alignment Framework for the finance sector and practical guidelines for its effective implementation. Specifically, this research offers academics and finance industry practitioners a better understanding of organisational factors critical to the implementation of a strategic ERM Alignment Framework, supported by empirical evidence. Key limitation of the research was identified as the complexity of the ERM Alignment Framework that can be mitigated by undertaking future research to simplify the framework following its practical application. The researcher recommends that future research should focus on intangible elements and qualities of ERM that are important to the Alignment Framework, such as developing a strong and consistent enterprise risk culture, or investigating how the framework can add value to the organisation.

In recent years public sector organisations in New South Wales have been subjected to changes in their operating environments. Changes have included micro-economic reforms by Government and changes in stakeholders' expectations of how public sector organisations manage their affairs. The need to deal with the increasing number and diversity of issues arising, has motivated public sector managers to become increasingly involved in strategic management. The focus of this research was to study how strategic issues were processed within the context of their approach to strategic management. Strategic issue management has been proposed as an appropriate management system for use in conditions of moderate to high levels of environmental turbulence as a means to providing a mechanism for real time response to emerging issues. Three of the four organisations in the study indicated a progressive increase in perceptions of environmental turbulence over a six year period to points mid way between the 'Changing' and 'Discontinuous' levels on the Ansoff and McDonnell (1990) environmental turbulence scale. Research findings indicted that all four public sector organisations undertake a form of strategic issue management which is separate to the periodic strategic planning cycle. In answer to the criticism of the theoretical void which is seen to exist in linking organisational response to changes in the environment, theoretical models were developed for the Sensing, Deciding and Executing functions of the processing dimension of Ansoff's (1987) proposed paradigm of emerging strategic behaviour. The models provide the framework for tracking how eight strategic issues were processed in four public sector organisations. Field research-was conducted over a fifteen month period collecting both secondary and primary data. A case study research methodology was developed for the project following a review of the relevant literature. There were clear indications that the Sensing, Deciding and Executing functions were performed and that the issues under study passed through numerous phases during their processing cycles. The interconnected and iterative nature of issue processing across the Sensing, Deciding and Executing phases were demonstrated in the research findings.

Abstract:
This thesis explored the public value (PV) concept as strategic management to (re)introduce the concept of social responsibility and ethics within the public sector. Public sector governance relied on the assumption that the specific attributes of the various public sector governance approaches influenced public managers’ actions and decisions. The attributes of the management approach became more aligned with the PV concept as it moved along a public sector reform (PSR) continuum. To compare and contrast the PV concept in the various cultures and institutional settings through the lens of Intelligent Transportation Systems (ITS)-related policies and programmes, three countries at the different stages of PSR were chosen. The results showed there were varying degrees of PSR acceptance and compliance at the various government levels. Thus, more than one dominant PSR model existed simultaneously in a country. The extent to which the changes were accepted and complied with depended on several dynamics. Additionally, the results discovered that the PV concept influenced public managers’ practices despite the governance traditions. This discovery validated the fact that a country did not have to be at the most sophisticated PSR stage to strategise using the PV concept. Finally, the results supported the view that ITS enabled easy and continuous data collection for the public managers. This ease of data collection advanced the process of knowledge exchange to co-create/co-produce or share PV with the public. The knowledge collaboration and sharing could lead to innovation, sustainability and the perception of value by the public.

Public sector organizations have practiced strategic management for more than 30 years. Strategic management in the public sector is subjected to political influence, as resources and major decisions are typically managed by elected and appointed officials. The purpose of this descriptive phenomenological study was to identify and report the lived experiences of public sector employees who have been subjected to political influence while engaged in the strategic management of their organizations in the State of Maryland. The study's conceptual framework was based on stakeholder theory and economic theory of the firm. A purposeful sample of 15 Maryland State Government employees shared their experiences through semi structured in-person interviews. Data were collected and transcribed using the Rev.com mobile application and was loaded into Dedoose software for analysis. Giorgi's descriptive phenomenological method was employed for data analysis. The findings revealed the lived experiences of the participants with results in 5 thematic areas: leadership tenue, managing for results, strategic management resources, influence, and political skills. The findings further revealed that legislation that required strategic planning and performance management in Maryland's government has influenced its public sector employees to think strategically. Application of the findings of this study through positive political influences may align careerist actions as they prepare for the future needs of their organizations.

The purpose of this dissertation is three-fold. First, it explores whether or not experience with strategic planning increases comprehensiveness of the strategic planning process. Second, it investigates the potential impact of comprehensive strategic planning processes on performance. The final rationale for this dissertation is to determine whether the impact varies according to the dimension of performance analyzed. This exploratory study uses a unique data set that combines the performance measures of select local government departments from the International City/County Manager's Association and an original survey of the heads of those departments to determine their strategic planning practices. The dissertation utilizes an evaluative approach by analyzing the practical significance of the potential impact including correlation, differences between groups, and effect size. These analysis taken together can help demonstrate a potential relationship where regression analysis would be inappropriate due to small sample size. The findings justify further studying these questions about strategic planning in the public sector. First, the analysis demonstrates that departments with more strategic planning experience have higher mean comprehensiveness than departments with less experience. Second, though the findings are mixed concerning the impact of comprehensive processes, the majority of the findings support the hypothesis that more comprehensiveness leads to better departmental performance. Finally, the mixed findings demonstrate that strategic planning comprehensiveness impacts different dimensions of performance differently.

Corporate brands are widely accepted as valuable intangible assets of organisations, which require competent management to create and safeguard their equity. There is a large body of corporate branding literature, which is fragmented along several disciplinary domains and biased towards large organisations. While the economic contribution of the small-to-medium enterprise (SME) sector in both emerging and developed economies is recognised, corporate branding research has neglected this sector. SME corporate brand management research could enhance the economic efficiency of the sector. However, SME branding research is still in an emergent phase and in need of further research. The main objective of this research study is to develop a holistic understanding of SME corporate brand management, incorporating both strategic and operational perspectives. A holistic model of corporate brand management, which considers both strategic and operational perspectives of SME brand management, could not be found in the current corporate branding literature. Consequently, prior to this study a theoretical framework on which to base the study of corporate brand management in the SME sector is still missing. Therefore, another objective of the research study is to develop a coherent holistic process-based conceptual model of corporate brand management that incorporates strategic and operational perspectives, based on the available corporate branding literature. The preliminary conceptual model that was developed as the conceptual framework for the study of SME brand management consists of five stages namely, (1) strategic front end, (2) corporate strategy-operations/internal brand management interface, (3) operations/internal brand management, consisting of internal brand communication, brand enabling and ensuring consistent brand delivery, (4) brand performance and (5) environmental feedback. The conceptual model is the investigative lens employed to study SME corporate brand management practices. It serves several purposes including guiding data collection and data analysis, as well as providing a preliminary framework for answering the primary and subsidiary research questions.

In 2007 more than a quarter (26%) of the South African adult population was functionally illiterate. As a result many non-profit organisations (NPOs) in South Africa strive to raise adult literacy levels. Adult illiteracy leads to problems such as, amongst others, high levels of unemployment, poverty and crime. Most NPOs do not practice strategic communication management to build strong, lasting and mutually beneficial relationships with stakeholders. It is therefore difficult for many NPOs to achieve its mission and goals, because communication and stakeholder relationship management are not planned strategically, and clear relationship objectives for particular stakeholders are not set. A lack of funds as well as a lack of knowledge about the benefits of strategic communication management contributes to this debilitating situation. Steyn and Puth (2000) developed a model for strategic communication management, informed by the Excellence theory and relationship management theory. It was this study's aim to analyse South African NPOs in the adult literacy sector's current communication practices against the normative, theoretical Steyn and Puth model (2000) for strategic communication management. The purpose was to understand the participating NPOs' operational and strategic communication management context, since little research in this regard has been conducted. Against this background, the following general research question was asked: How can NPOs in the adult literacy sector in South Africa best practice strategic communication management within their specific context? In this qualitative study, in-depth, semi-structured interviews were conducted with communication practitioners or personnel responsible for communication and/or the chief executive officer (CEO) of five NPO's focussing on the upliftment of adult illiteracy over a period of six months (May to October 2007). The aim was to understand the operational and strategic context of the NPO and to determine its approach to and implementation of communication management. Furthermore, a literature study of the participating NPOs' annual reports, other official documents and web sites was conducted in order to obtain comprehensive background information on each organisation and its communication practices. The study found that participating NPOs did not manage communication strategically, mainly because of a lack of knowledge on what strategic communication management entails and how it can contribute to organisational performance. This situation was made worse by the NPOs' lack of funding and specialised staff to implement strategic communication management. However, the NPOs did apply some of the principles of strategic communication management intuitively, and in most cases displayed a symmetrical organisational worldview. The main contribution of the study was to simplify the Steyn and Puth model, by taking the NPOs' current communication practices, as well as their constraints, into consideration. The simplified model would assist NPOs, with training, in the transition towards applying strategic communication management. NPOs would also understand the process of strategic communication management better, 'without changing or weakening the core of strategic communication management. It is recommended furthermore that NPOs should be trained to practice strategic communication and relationship management, in order to attain organisational goals more effectively. Specific recommendations regarding training, considering especially NPOs' funding constraint, is presented. A simplified strategic communication model and training would enable NPOs in the adult literacy sector in South Africa to fulfil their developmental role more effectively.

Elle a été tirée de la nécessité de repenser la chaîne d’approvisionnement des produits pharmaceutiques au Maroc. Ainsi, les principales actions recommandées pour atteindre les objectifs de cette recherche ont été résumées dans les axes principaux suivants. Nous avons commencé par l’étude et l’analyse de la supply chain existante et le développement de décisions stratégiques en relation avec la structure du réseau de distribution. La contribution de ce travail consiste à proposer une application de l’analyse de décision multicritères pour évaluer un ensemble de réseaux de distribution alternatifs pour les produits pharmaceutiques et sélectionner le plus approprié. Les résultats finaux montrent que le réseau de distribution décentralisé est le réseau le plus approprié selon les préférences des parties prenantes du ministère de la Santé. Le deuxième axe concerne la détermination des emplacements d’entrepôt optimaux pour le réseau décentralisé. Nous avons présenté un modèle de localisation des installations qui est une variante du problème de couverture qui prend en compte les caractéristiques spécifiques d’un pays émergent. Les résultats montrent comment le type d’infrastructure routière et la distribution de la demande affectent le nombre d’entrepôts et leurs emplacements. Le troisième axe aborde l’étude de la faisabilité de l’externalisation de la logistique. L’un des résultats de cette partie de la dissertation est un processus d’aide à la décision pour l’internalisation et l’externalisation stratégique au sein d’une organisation. Il vise à guider les acteurs de différents domaines dans le processus de prise de décision en ce qui concerne leurs fonctions logistiques. Dans le cadre de ce cadre décisionnel, l’évaluation des risques contribue dans une large mesure à l’évaluation de la faisabilité de l’externalisation. Nous avons pu élaborer une approche d’évaluation des risques qui nous aidera à évaluer la criticité des risques. Le modèle permet aux chercheurs et aux praticiens de comprendre l’importance de mener une évaluation des risques appropriée lors de la mise en oeuvre des initiatives d’externalisation
This research is aimed to redesign the supply chain of pharmaceuticals on the strategic level as a result of taking into consideration the issues related to citizen’s right to healthcare. It has been drawn from the need to redesign the supply chain of pharmaceuticals in Morocco. Thus, the main actions recommended in order to achieve the objectives of this research were summarized in the following main axes. We started with the study and analysis of the supply chain existing on the physical infrastructure and the development of strategic decisions in relation to the structure of the distribution network. The contribution of this work lays in proposing an application of multi-criteria decision analysis to evaluate a set of alternative distribution networks for pharmaceuticals and select the most appropriate one. Final results show that decentralized distribution network is the most appropriate network according to the Ministry of Health stakeholder’s preferences. The second axis deals with the determination of optimal warehouse locations for the decentralized network. We presented a facility location model which is a variant of the set covering problem that takes into consideration specific characteristics of an emerging market. The results show how the road infrastructure type and demand dispersion affect the number of warehouses and their locations. The third axis tackles the investigation of the feasibility of outsourcing logistics. One of the outputs of this part of the dissertation is a decision aid process for strategic insourcing/outsourcing within an organization. It aims at guiding stakeholders from different domains in the process of decision making with regards to their logistics functions. As part of this decision framework, risk assessment contributes to a large extent in the evaluation of the feasibility of outsourcing. We were able to elaborate an approach for risk evaluation that will help us evaluate the criticality of risks. The model enables researchers and practitioners understand the importance of conducting appropriate risk assessment when implementing outsourcing initiatives

Facilities Management (FM) is commonly defined as managing physical workplace and property, which have a direct link with design and construction activities in one aspect, and managing services and performance of resources in the organisation as another. Aspects of FM are inter-related and share information from project brief until the design life of the building. Information plays a major role in integrating FM stakeholders. This thesis highlights the importance of strategic IT in facilitating the implementation of strategic FM in the health sector. In the health sector FM department must be innovative in utilising IT technology to deliver value-for-money services. The current uptake of IT in the Facilities Directorate (NHS Trusts) is at an operational level, while the strategic FM demands the implementation of strategic IT in FM. The gap between the current operational IT and the need for it to be considered strategically has made this research important. Facilities Directorate should be ready to implement changes in managing its information systems to meet client's demand. The effective use of information for the maintenance and operation of hospitals, hospital development, benchmarking, performance measurement, managing finance and human resources, requires strategic information systems (IS). This thesis introduces a Strategic System Planning framework for FM (SSPfFM) in the health sector to capture the strategic information on FM that facilitates the implementation of strategic FM. Case study research methodology was adopted in support of this research. SSPfFM is derived from a pilot study conducted at Central Manchester and Manchester Children's University Hospitals (CMMC), NHS Trust. It is further validated with other three case studies and by survey questionnaire. This research has identified; gain top management commitment, align Information System development with FM business needs, establish technology path and policies on IT in FM, and forecast Information System requirements in FM as the main components of SSPfFM that focuses on short, medium and long-term strategies of FM in the health sector.

Abstract:
This thesis studies the challenge of balancing between economic growth and social development that many developing countries are facing. The study sought to understand the impacts that these goals have on each other and how these impacts could be minimised. It looked at how clean energy access is modelled in developing countries and also how growth in Zambia’s mining sector would be impacted by meeting the government’s clean energy access targets in the residential sector. On one hand, increasing access to clean energy would lead to increase in energy demand, which would, in turn, imply increased capital investment in the energy supply system. This augmented investment means increase in energy prices which in turn would limit the growth of the mining sector (the backbone of the economy). Limited growth implicitly means reduced funding for clean energy projects. Thus, in order to adequately capture these complex interactions, three bottom-up models were developed: energy demand, energy supply and mining models. The energy models sought to understand how energy demand would evolve by 2050 and how much capital investment would be required to meet this demand. The mining model focused on understanding how developments in the energy sector would impact strategic investment decisions in the mining sector. It was found that approaches used to study how households transition from one energy fuel to another in developing countries had significant conceptual errors. However, these errors could be minimised by using a bottom-up approach. Furthermore, it was found that while profit margins would reduce as a result of increase in energy prices, the impact of these prices on the firm’s production output was negligible - except if a firm is a marginal mine operation. The output was not impacted because mining firms make decisions based on thresholds and not marginal decrease in profits. Thus, even though reliable energy supply is critical in mining operations, the influence of energy price in investment decision making in Zambia’s mining sector is limited. The key decision variables in the sector were found to be copper price, grade and type of ore.

Rural communities require means for obtaining access to affordable broadband infrastructure and services to meet their economic development, education, and quality of life objectives. Due to the comparatively low potential for return on investment in serving isolated rural communities, the private sector telecommunications providers have proved unwilling or unable to provide beyond the very basic services for rural communities. Private sector providers must maximize their return on investment as it is their responsibility to shareholders. Return on investment is maximized in urban areas as opposed to rural areas because the high capital cost per connection is higher in rural areas; the operating cost per connection is higher; and the revenues per connection tend to be lower. This thesis explores the feasibility of municipal and private sector provider strategic alliances as an approach to provisioning rural areas with improved telecommunications infrastructure and services. As a means of determining whether the possibility exists of a â meeting of the mindsâ between municipalities and private sector telecommunications providers, a series of interviews was conducted. Common themes from the interviews were analyzed for areas of mutual interest and of polarized perspectives. In pursuing an alliance model, communities may need to consider less than the optimal technological solution in exchange for the opportunity to exemplify the ability to collaborate with a willing private sector partner. The results suggest that, while the prospects for strategic alliances as an emerging business model appear dim, opportunities do exist for rural communities and small private sector companies to find mutual interest on an exceptional basis in developing strategies for access to telecommunications infrastructure and services.
