Abstract:
The paper aims at exploring the social, political and economic forces underlying the development and the deployment of risk disclosure regulations in the United Arab (UAE). It synthesizes an institutional theory framework in order to link the UAE institutional environment to the UAE corporations’ practices associated with risk disclosure. Drawing on DiMaggio and Powell’s (1983) notions of “isomorphic mechanisms”, Meyer and Rowan’s (1977) notions of “sagacious conformity” and Oliver’s (1991) notion of “strategic choice”, the paper explores the legitimation processes behind risk disclosure regulations in the UAE and, at the same time, reveals how managers put into effect and deploy these regulations. The paper relies, primarily, on the discourse analysis of textual data published in legislations, newspapers articles and annual reports published by some of the UAE corporations listed in Abu Dhabi and Dubai financial markets. The paper finds that the UAE institutional context - mainly the country’s aspiration to join global security markets, regulatory framework and accountancy profession activities - excretes pressures on individual corporations to put into effect risk disclosure regulations. In response, the UAE corporations adopt risk regulations as a “strategic disclosure” or as Oliver (1991) calls a “strategic choice” that enables those corporations to communicate a positive image to wider stakeholders. The paper adds to the literature relating to the institutional development behind risk disclosure and the disclosure management literature in emerging economies countries

Abstract:
This research aims to understand the strategic analysis of collaborative governance on forest and land fire disasters at the ontological and sociological level that are very significant in reducing risk of natural disasters in Indonesia. The problem is very interesting to be analyzed by conducting a descriptive qualitative research based on theory of public policy, collaborative governance, and strategic management. The data were collected through in-depth interview, observation, and related documentation in forest and land fire cases in Indonesia. The data were analyzed by using interactive models, which are data reduction, data display, data verification, and supported by triangulation. The results were based on ontological and sociological level by using collaborative governance perspective and strategic analysis of internal, external, supporting, and inhibiting factors for reducing disaster risks and improving disaster management. Vision and mission of public policies on disaster management are needed for improving and providing information to stakeholders regarding regulations and sanctions in natural disaster management and produce a revised relevant regulation for state agencies as public officials in making regulations on disaster management in Indonesia.

Abstract:
As part of the extension of the recent theoretical work from several sociopolitical approaches such as stakeholder and neo institutional, theory. This paper studies the strategic behavior of banks in sustainable development in the context of the Tunisian banking sector. The main mode of data collection is the questionnaire survey. Using a sample of 20 banks from Tunisia. Employing two different test method; crisscross sorting and scoring. According to the results of neoclassic theory, the authors' research showed that socially responsible behavior present a response to legal constraints (laws, regulations), normative constraints (professional and industry standards) or cognitive cultural constraints (mimetic behavior). Consequently, banks in the context of reputational risk adhere to these practices, recognized as relevant and appropriate to the expectations of stakeholders. Results released showed that Tunisian banks have an adaptive behavior in SD and on CSR, which affirms the works of Jeucken (2001) (Kolk et al. 2001) and (Peeters 2003) and Serre, Gendron and Ramboarisata (2008).

AbstractThis paper develops theory suggesting that, relative to purely domestic firms, multinational enterprises (MNE) have greater incentives and strategic and operational means to respond to expanding carbon emissions constraints. We test our resulting hypotheses with data on changes in carbon emissions by over 6,000 industrial plants during Phase 2 (2008–2012) of the European Union’s Emissions Trading Scheme. We find that MNE maintain: (1) consistent carbon reductions across institutional contexts, and (2) an overall carbon performance edge over domestic firms. The carbon performance gap between MNEs and domestic firms narrowed, however, in host countries transitioning towards more stringent market regulatory systems. By demonstrating that the effects of national and international carbon regulations on firm behavior interact in important ways with each other and with firm characteristics, this paper deepens understanding of how institutions are likely to shape the ongoing energy transition towards a low-carbon economy.

In this paper, political advertisements in Norway are characterized as an argumentative activity type, following the pragma-dialectal theory of argumentation. Drawing on insights from political theory, marketing theory, Norwegian media regulations and empirical research into Norwegian political communication the conventions of the activity type are discussed. It is also explained how these conventions influence the arguer’s strategic maneuvering.

Abstract:
Presidential Regulation No. 112/2007 and Regulation of the Minister of Trade No. 53/2008 concerning the Arrangement and Development of Traditional Markets in Modern Market has been established. So along with the implementation of these regulations, then the rules to increase the capabilities and bargaining power of traditional traders, street vendors and entrepreneurs of modern markets is a strategic policy. The purpose of this study is to examine the concept of "partnership" among small and large enterprises. The method used socio-legal which determine and analyze power behavior/ effectiveness of the regulations require a review of the philosophical, juridical, economic, sociological and political, and examine methods follow the theory of participation by conducting a survey of objects that match the theme of this research. The result informed us that the Local Government of Tangerang Selatan has been launched the local regulation which is legally very beneficial for retail trade arrangements between traditional markets, and the Modern Market. However, the regulation has not been tested in practice as an evident effectiveness of the regulation.

Abstract:
To clarify the relationship between environmental regulatory competition and carbon emissions and provide a theoretical basis for carbon emission reduction governance, this paper explores the strategic interaction behavior of environmental regulatory competition by constructing a three-way evolutionary game model based on the perspective of the fusion of environmental federalism and local government competition theory. On this basis, the specific forms of carbon emission reduction competition are tested using the spatial Durbin model, and the mechanism of the effect of environmental regulation competition on carbon emissions is analyzed. The evolutionary game model shows that local governments make strategic choices based on the costs and benefits of environmental regulation, and there are strategic equilibria of “race to the bottom”, “race to the top”, and “differentiation of competition”. The empirical results show that the competition for environmental regulations as a whole after the 18th National Congress of the Communist Party of China is a “race to the top”, and the increase in the intensity of environmental regulations has an inhibitory effect on carbon emissions, which remains valid after a series of robustness tests. There is heterogeneity in environmental regulatory competition, and the effect of emissions reduction is most obvious in the central region. Mechanism analysis shows that environmental regulatory competition affects carbon emissions mainly through the effect of political performance assessment, the effect of industrial structure optimization, and the effect of low-carbon technology capability improvement. Therefore, the central government should follow the local government interest function and balance the interests of all parties, appropriately increase the proportion of environmental performance assessment and optimize the performance assessment system, and consider regional development differences to find the right carbon emissions reduction path.

The book "Strategic Leadership of Amir Timur: Comments on the Code" is a continuation of facsimile editions of the works of great strategists, published since 2017 on the initiative of a foreign member of the Russian Academy of Sciences V.L. Kvint in the "Strategist's Library" series. The facsimile of this book is reproduced from the edition of "The Code of Timur", published in Kazan by the Imperial University in 1894. In his comments, V.L. Kvint considers only those provisions of the Code that are of particular interest to statesmen, strategic leaders, professionals in the theory and practice of strategizing. The author of the comments offers his interpretation of the rules and regulations of Amir Timur, which are able to increase the effectiveness of making important strategic decisions at all levels of State and military leadership and economic management. There have been inconsistencies in the implementation of TQM practices in the Malaysian Food and Beverage Companies and this has led to low sales and less competitive advantage in the industry. This study therefore aimed to investigate the moderating effects of environmental regulation and policy on the relationship between continuous process improvement and organizational performance. A Partial Least Square Structural Equation Modeling (PLS-SEM) was used to estimate the relationship among the above variables in the context of Malaysian Food and Beverage Companies. The results of this study revealed that continuous process improvement has always been a significant predictor of organizational performance by following the regulations and policy related to environment. The results confirmed that environmental regulation and policy moderates the relationship between continuous process improvement and organizational performance. The integration of strategies and practices will help organizations to enhance their performance through implementation of the suggested constructs in this study. The study also supported the premises of the contingency theory and the institutional theory by reaffirming the importance of the supportive environmental regulation and policy for any successful strategic implementation

U.S. regulation of social work began in the 1940s. By the mid-1990s, all jurisdictions within the United States regulated the profession through licensure. One purpose of licensure is to protect the public and the profession; however, legislation defining social work varies vastly among jurisdictions. The variation exists not only between jurisdictions, but also within licensure categories. The disparity within clinical social work continues without resolve. This qualitative study explored the barriers encountered and solutions used in three states as they secured laws allowing licensed clinical social workers to independently provide mental health services. Grounded theory research, based on information from 12 historians, is used to develop a theory to aid advocates in jurisdictions not yet achieving fully independent practice of clinical social work. The emerging theory offers a complex-systems approach to using a strategic framework to overcome barriers when attempting policy change. The primary purpose of the research is to develop strategies that aid in securing changes in clinical social work regulation. The emerging theory may serve a broader purpose by supporting the Association of Social Work Board’s (ASWB) goal of practice mobility and license portability. As advocates in various jurisdictions attempt to align regulations with the Model Social Work Practice Act from ASWB, they may experience barriers. This emerging theory could guide efforts to change clinical social work regulation.

Language is essential not only in maintaining interpersonal relationships but also in achieving other social or political goals. In politics, the language is a tool creatively used by politicians to brainwash, manipulate, encourage and persuade their citizens or masses to do something. Strategic choice of language has made it easier for politicians to influence citizens' emotional and mental perception with their political speeches and messages. Through the use of Verschureren’s Linguistic Adaptation Theory, this study analyses President Bush’s COVID-19 message to examine how it adapts to the three-communication context in correlation adaptability and how it influences the emotional and mental perception of the US citizens in abiding with the stipulated health regulations and fostering unity and solidarity. The findings of the study show that, through the strategic choice of language use which adapts to the social, mental and physical world, the former American President Bush tends to persuade, encourage and inculcate the sense of unity and the American spirit in the American citizens to remain calm by following the health regulations.

The aim of this research is to determine how the strategy planning and the implementation in drinking water management by PT Aetra to deal with the universal access and based on Permen PU no. 18/PRT/M/2007. Analysis used descriptive qualitative with comparative approach between strategic planning and theory of strategic planning and management. As a commitment in the drinking water service excellence, strategic planning and management set out in the annual work meeting and resulted in business strategies implemented next year. Strategy planning which is formulated in the policies and regulations form in order to achieve the vision, mission and values. Strategic planning has not been considered environmental factors such as seasonal changes which are very influential in the water management of drinking water. The total of the precipitation influence in water management by Aetra especially in the quality of raw water instead of the quantity of raw water. In managing water, the concept of sustainable development has been applied and continues to be improving needed for a balance between profit, environmental and social.

Abstract:
Purpose This study aims to explore individual perceptions about how the government, as the main architect of policies and regulations, discharges strategic accountability in Ghana’s oil and gas sector and, in so doing, promotes resource sustainability. Design/methodology/approach The study reports on a series of interviews with key actors using institutional theory as a lens for discussion and interpretation of results. This approach forms the basis for a number of specific contributions to knowledge regarding strategic accountability around natural resource discoveries. Findings Whilst many deeply-set problems appear to persist, the paper reports some favourable movement in public perceptions regarding institutional accountability that has not been identified previously. The empirical findings demonstrate how the three elements of institutional theory work together in an emerging country’s natural resource industry to drive a potentially holistic strategic institutional legitimacy, contrary to the existing pervasive picture of detrimental regulative, normative and cognitive institutionalism found within the region. Practical implications The findings suggest that, contrary to existing regional evidence regarding institutional financial accountability practices around natural resources, Ghana has made favourable strides in terms of strategic accountability discharge. This discovery implies that with persistence and commitment, a meaningful degree of intelligent strategic accountability can be achieved and, with appropriate empirical methodology, identified and rationalised. Social implications The persistent coercive pressure from the Ghanaian society that caused the government to listen to overtime and take positive steps in the institutionalisation of their strategic accountability process which translated into a holistic institutional legitimacy that has eluded the sub-region for decades, is a glimmer of hope for other societies within the sub-Saharan region that all is not lost. Originality/value The paper suggests an empirically driven approach to understanding the institutionalisation of strategic accountability practices and their impact on sustainability around natural resources in sub-Saharan Africa. The focus on the strategic aspect of accountability – rather than the financial as in most prior work – and the consideration of opinions at more than a single point in time permits the identification of novel evidence regarding accountability in emerging economies.

Abstract Precariousness of the Colombian urban economy provides an ecosystem for the development and expansion of digital platforms, intersecting informal working relations with digital surveillance. Reconstructing legal obstacles to gaining recognition as legal and formal workers, it is argued that platforms have assembled a techno-legal network which translates discussions about workers’ rights into the less regulated arena of information and communication technologies. The role of ‘regulatory displacement’ is examined to analyse the evolution of digital platforms for food delivery workers. Drawing on a review of the regulation of it and labour, discussed in Congress in 2017–2018, we explore the regulatory expulsions that digital workers experience, analysing this information with a grounded theory approach, in which we have followed discursive patterns that emerge from legal documents. Addressing this strategic use of the law is key to understanding and overcoming obstacles that platform workers face in their attempts to organize in the Global South.

Different theoreticians place urbanism among sciences, arts, activities, or regulations, also accounting for its final product. The methods of urbanism include strategic planning, urban compositions, participative, managerial, and communication urbanism. All these conceptual and methodological sides are found in the Romanian approach to urbanism, making it representative as a case study. Therefore, the aim of this paper is to analyze the theoretical and practical approaches to urban and spatial planning in Romania from a historical perspective. The conclusions of the analysis indicate that territorial planning in Romania has two levels - urbanism and spatial planning, both resulting into urban/spatial planning documents. The elaboration and approval of these documents is subject to numerous laws changing rapidly, controlled by local and central authorities, and involves a long and complicated bureaucratic process. The accession of Romania to the European Union determined changes of this process, as well as a set of changes in the education system preparing the future professionals. The relevance of the results could be extended to formerly Communist countries joining the European Union.

Abstract:
Purpose: Most prior studies on interest rate liberalization focused on banking system reforms and technological reforms, as well as liberalization’s impact on the profitability of commercial banks. Rarely considered were the effects of monetary policy or management’s leadership ability. This paper aims to investigate the influence of these two missing aspects and to explore whether or not such liberalization has had any influence on commercial banks’ risk resistance capacity and, if so, to identify the nature of that influence. Methodology: This article considers 18 commercial banks in China, operating from 2003 to 2018. Analyses include descriptive statistics, the Sobel test, the ADF stationarity test, and the VAR model co-integration test. Main Findings: Our results show that China’s interest rate marketization reform has a net positive effect on reducing bank risk, despite the new risks created by reform. Commercial bank anti-risk capabilities were also found to be improved both by China's monetary policy transmission for interest rate liberalization and by the strategic leadership capabilities of individual bank managers. Results: Based on these research results, this article encourages the Chinese government to strengthen appropriate laws and regulations to reduce the bankruptcy risk of commercial banks during interest rate liberalization. Commercial banks should build competent risk management teams with the ability to anticipate risks to allow their banks to better resist the disadvantages of interest rate liberalization reforms. Application: Based on these research results, this article can provide insights for the Chinese government, showing that appropriate laws and regulations should be strengthened to reduce the risk of bankruptcy that commercial banks may face as a consequence of interest rate liberalization. Originality/Value: This paper contributes to the theory of interest rate liberalization and anti-risk capability of commercial banks, by conceptualizing new constructs from strategic leadership and monetary policy transmission theory. It finds that market-oriented rate reform has increased interest rate risk and complicated the term structure. Commercial banks should, therefore, improve their operational management capabilities and optimize their internal governance decision-making mechanisms.

<p>This research is based on the issue of Government Regulation of the Republic of Indonesia Number 5 of 1980 concerning Duties and Functions of Universities which states that the main task of universities/institutes is to provide education and teaching in universities based on the culture of the Indonesian nation. This is done in scientifically involving education and teaching, research, and community service in accordance with the applicable laws and regulations. The research focuses on the theory of public service quality through how to improve the quality of academic administration services at Ibrahimy University. The research method used was qualitative research with the methods of describing, reconstructing, and analyzing the result of research. The results show that the improvement of academic service quality in Ibrahimy University was carried out in the following ways: Firstly, planning for academic services was marked by the formation of a team, data collection, formulation of strategic plans, discussion of strategic plans, and socialization; secondly, the organization of academic services is marked by the formation of organizational units, placement of personnel, and arrangement of quality documents; thirdly, the implementation of academic services is marked by the existence of learning services but not optimal, guidance services and library services that are already optimal; and fourthly, the supervision of academic services is carried out in the form of evaluating the performance of lecturers by the team, especially in learning.</p><p> </p>

Abstract:
This study contributes to strategic human resource management (HRM) research by offering a contextualized model of HRM effectiveness. Building on HR attribution theory, we propose that the high commitment work system will be more effective in a context when: (i) employees are conditioned to trust employers and (ii) regulatory institutions are less restrictive, giving management more autonomy in human resource decisions. In such contexts, we argue that employees are more inclined to view the high commitment work system as an expression of the employer's genuine concern for employees. Hence, employees are more likely to reciprocate with high commitment. We find our contextualized HRM effectiveness model particularly useful in understanding HRM – firm performance relations in China where business environments are currently under transformation on both trust and regulations.

Abstract:
Desa Agrowisata Watesari merupakan salah satu Desa Wisata yang terdampak pandemi Corona Virus Disease (Covid-19) yang terjadi pada bulan maret 2020. Kementerian Kesehatan menetapkan keputusan menteri kesehatan republik indonesia nomor hk.01.07/menkes/382/2020 tentang protokol kesehatan bagi masyarakat di tempat dan fasilitas umum dalam rangka pencegahan dan pengendalian corona virus disease 2019 (covid-19) yang mengharuskan penerapan protokol kesehatan oleh masyarakat dalam melakukan kegiatan di tempat umum untuk menekan laju penyebaran virus Covid-19. Aturan serta kebijakan baru pemerintah dalam upaya penekanan penyebaran virus ini menyebabkan penurunan jumlah wisatawan pada Desa Agrowisata watesari. Adanya pengalihan Dana Desa untuk penanganan Covid-19 menyebabkan kurangnya dana operasional yang dimiliki Desa Agrowisata watesari ini, sehingga hal tersebut menyebabkan terhambatnya pengelolaan wisata. Penelitian ini memiliki tujuan untuk mengetahui manajemen strategi BUMDES “Bina Sejahtrea” dalam mengelola Desa Agrowiasata Watesari pada saat pandemi Covid-19. Metode penelitian yang digunakan yaitu deskriptif kualitatif. Pada penelitian ini menggunakan teori manajemen strategis Fred.R.David dengan berfokus pada formulasi strategi, implementasi strategi serta evaluasi strategi. Dengan melihat faktor kekuatan, kelemahan, peluang serta hambatan dari Desa Agrowisata Watesari. Teknik pengumpulan data yang digunakan yaitu wawancara,obsersavi, serta dokumentasi. Hasil penelitian menunjukkan bahwa manajemen strategi yang dilakukan BUMDES “Bina Sejahtera” dalam proses pengelolaan wisata di masa pandemi ini masih belum berjalan maksimal sesuai dengan konsep manajemen strategi menurut Fred.R.David, namun tetap memaksimalkan proses pengelolaan secara umum. Hal ini disebabkan karena masih terhambatnya pengelolaan Desa Agrowisata watesari di masa pandemi saat ini akibat kurangnya dana yang disebabkan oleh pengalihan Dana Desa untuk penanggulangan Covid-19 serta menurunnya jumlah pengunjung, maka dari itu BUMDes Watesari beserta Pemerintah desa watsaeri berupaya memaksimalkan pengelolaan wisata dengan tetap membuka wisata namun dengan penerapan protokol kesehatan serta memaksimalkan segala pengelolaan wisata dengan pengeluaran yang minimal. Kata Kunci: manajemen strategi, desa wisata, agrowisata Watesari agro tourism villages is one of the tourism villages affected by Corona Virus Disease (Covid-19) pandemic that occurred in March 2020. The Ministry of Health stipulates a decree of the Minister of Health of the Republic of Indonesia number hk.01.07 / menkes / 382/2020 concerning health protocols for the community in public places and facilities in the context of preventing and controlling the corona virus disease 2019 (covid-19) which requires the implementation of health protocols by the public in carrying out activities in public places to reduce the rate of spread of the Covid-19 virus. New government regulations and policies in an effort to suppress the spread of this virus have caused a decrease in the number of tourists in Watesari Agro-tourism Village. The transfer of Village Funds for handling Covid-19 resulted in a lack of operational funds owned by the Watesari Agro-tourism Village, so that it hampered tourism management. This study aims to determine the management strategy of the BUMDES "Bina Sejahtrea" in managing Agrowiasata Watesari Village during the Covid-19 pandemic. The research method used is descriptive qualitative. This study uses Fred.R.David's strategic management theory by focusing on strategy formulation, strategy implementation and strategy evaluation. By looking at the strengths, weaknesses, opportunities and obstacles of the Watesari Agro-tourism Village. The data collection techniques used were interviews, observation, and documentation. The results of the study indicate that the strategic management carried out by BUMDES "Bina Sejahtera" in the tourism management process during this pandemic is still not running optimally according to the concept of strategic management according to Fred.R.David, but still maximizes the general management process. This is because the management of Watesari Agro-tourism Village is still obstructed during the current pandemic due to a lack of funds caused by the transfer of Village Funds for Covid-19 prevention and the decline in the number of visitors, therefore BUMDes Watesari and watsaeri village government seeks to maximize tourism management by keeping tourism open but with the application of health protocols and maximizing all management tourism with minimal expenditure.. Abstract:
This research examined the revitalization of correctional administration, especially related to the role of probation officers. They have a strategic role in correction revitalization that is the pre-adjudication, adjudication and post-adjudication phases. The core business is community research, guidance, legal assistance, supervision, and a team of correctional observers. This research used a mix-method approach, namely, quantitative and qualitative. It consisted of primary data obtained from respondents with a google form questionnaire, a depth-interview with informants, and secondary data collected by books, journals, regulations, theory, and other literature. The results showed that the role had not optimized yet, It was influenced by some factors that were, a lack of the capacity, competence, and skills of the probation officers then, the ratio of the number of clients to the probation officers, budget support, facilities, and infrastructure to carry out the goals. Then the obstacles, namely the difference in perceptions of regulations/rules between correctional technical implementing units related to the duties and functions of probation officers, their skills, in terms of capacity, quantity, and quality to support the revitalization of correctional and lacking budget were factors that affected the optimization of their duties and functions.

Under the strict restrictions of international environmental regulations, how to reduce environmental hazards at the production stage has become an important issue in the practice of automated production. The precision computerized numerical-controlled (CNC) cutting process was chosen as an example of this, while tool wear and cutting noise were chosen as the research objectives of CNC cutting quality. The effects of quality optimizing were verified using the depth of cut, cutting speed, feed rate, and tool nose runoff as control parameters and actual cutting on a CNC lathe was performed. Further, the relationships between Fuzzy theory and control parameters as well as quality objectives were used to define semantic rules to perform fuzzy quantification. The quantified output value was introduced into game theory to carry out the multi-quality bargaining game. Through the statistics of strategic probability, the strategy with the highest total probability was selected to obtain the optimum plan of multi-quality and multi-strategy. Under the multi-quality optimum parameter combination, the tool wear and cutting noise, compared to the parameter combination recommended by the cutting manual, was reduced by 23% and 1%, respectively. This research can indeed ameliorate the multi-quality cutting problem. The results of the research provided the technicians with a set of all-purpose economic prospective parameter analysis methods in the manufacturing process to enhance the international competitiveness of the automated CNC industry.

Demand side management initiatives have gained attention recently because of the development of the smart grid and consumer-focused regulations. The demand side management programme has numerous goals. One of the main goals is to control energy demand by altering customer demand. This can be done in several ways, including financial discounts and behaviour changes brought about by providing knowledge to support the grid’s stressed conditions. In this study, demand side management techniques for future smart grids are presented, including load shifting and strategic conservation. There are many controlled devices on the grid. The load shifting and day before strategic conservation approaches mentioned in this study are derived analytically for the minimization problem. For resolving this minimization issue, the RUNge Kutta optimizer (RUN) was developed. On a test smart grid with two service zones, one with residential consumers and the other with commercial consumers, simulations are performed. By contrasting the outcomes with the slime mould algorithm (SMA), Sine Cosine Algorithm (SCA), moth–flame optimization (MFO), and whale optimization algorithm (WOA), RUN demonstrates its effectiveness. The simulation findings demonstrate that the suggested demand side management solutions produce significant cost savings while lowering the smart grid’s peak load demand.

Initially, corporate social responsibility (CSR) implementation was a voluntary commitment of the company to the environment and to society. However, nowadays, the implementation of CSR becomes a corporate obligation. The obligation to implement CSR can influence all stakeholders and be influenced by the company’s business operations. Based on the phenomenon of obligation and increasing implementation of CSR in coal mining companies by using theoretical foundations laid by Gregory, Tharyan, and Whittaker (2014) and Crisóstomo, de Souza Freire, and Cortes de Vasconcellos (2011). The purpose of this research is to explore CSR practices and their impact on firm value to business sustainability in coal companies in the East Kalimantan Province. This research is designed and presented with qualitative methods, to explore and understand the meaning. The results show CSR practices of coal companies are not only to comply with applicable laws and regulations, but they also intend to create long-term positive impacts for stakeholders from stakeholder theory, legitimacy theory, and social contract theory points of view. This is because CSR practices are focused on responsibility towards the society or community. Moreover, this research is expected to be used in increasing knowledge and meaning regarding the application of CSR in strategic management in dealing with good corporate governance.

This article analyzes the emergence and development of the National Human Rights Action Plan (NHRAP) or Rencana Aksi Nasional Hak Asasi Manusia (Ranham) during Indonesian Reform era, 1998-2020. Ranham is recognized as a national strategic policy document that describes and explains; 1) how the state incorporates human rights principles and norms into its policies, and 2) how to measure its remarkable achievements. All Indonesian governments have adopted and implemented Ranham, which was enacted by Presidential Regulations during five phases in the two decades of the Reform era. Ranham was derived and mandated by the Vienna Declaration and Program of Action (VDPA) 1993. Up until recently, more than 70 states have formulated the Ranham, including Indonesia. This article discovers that the policy of Ranham during the Reform era reflects the national commitment to the human rights agenda. However, the lack of the conceptualization of human rights still impedes the development and reinforcement of the national human rights system.

The reform of the Ukrainian parliament, initiated by a strategic document – the Roadmap on Internal Reform and Capacity-Building for the Verkhovna Rada of Ukraine – developed by the Needs Assessment Mission of European Parliament led by P. Cox, has been going on for six years. Problems that still need to be addressed include the low quality of laws developed and adopted by deputies. One of the immanent components of law-making, which can dramatically aff ect the quality of regulations, is the scientifi c basis. It can be provided by scientists on the condition of active participation in the work of the Verkhovna Rada of Ukraine and taking into account their reasonable proposals. The aim of the article is to study the theoretical foundations of scientifi c consulting and to determine the practical problems and prospects of scientifi c consulting of the Ukrainian Parliament. The methodological basis of the study is analysis, synthesis, dialectical method, comparative method, social constructivism. As a result of studying the theoretical aspects of consulting, analysis of European and Ukrainian institutions that provide advice to public authorities, a notion «scientifi c consulting of parliament» was formulated. The role of scientifi c advice is to help parliamentarians objectively identify the problem that needs to be addressed; indicate the reasons for its occurrence; describe the state of the problem and possible consequences of its development; suggest ways to solve it. The analysis of the Ukrainian practice of interaction between parliamentarians and scientists shows that in Ukraine it is necessary to develop the institute of scientific consulting. The issue of proper attitude to science and scientists in society and the state, including their potential to improve the quality of public policy and positive law, should be introduced into public discourse. Also need to promote an approach in which scientifi c consulting is seen as a tool to improve the effi ciency of parliament. This article presents the basic aspects of noncommercial concession theory and determines the possible results of its use. Noncommercial concession is an analog of franchising, which transfers advantages of its use onto the level of subfederal and local authorities interaction. Legal framework of noncommercial concession is based on the regional laws and regulations, signed between regional and municipal governments. Intermunicipal social and economic development alignment is a result of noncommercial concession introduction that reduces social tension in both donor municipalities and recipients. The main instruments of intermunicipal alignment are: unification of regional and municipal control and planning systems, creation and implementation of uniform strategic and branch planning documentation system, a possibility for regional government to exert a directive influence on local governments within the signed contracts, accelerated development on the territory of the Russian Federation using noncommercial concession, those branches which have been recognized as priority ones resulting from a comprehensive analysis of the current situation.

In line with recent tourism international organizations’ outcry on stringent visa regulations for short-term travel negatively impacting the tourism industry, this paper sheds light into why some countries have more tourist visa-free access than others. We contribute to the politics of tourism literature by providing an understanding of the underlying determinants of political decisions with regard to the number of visa-free privileges offered. The empirical analysis uses count regression models while guided by relevant theories borrowed from migration studies, given that some visitors overstay and become illegal immigrants, which result in visa policies mitigating this phenomenon. Findings underscore the role of public policies centered on improving governance and economic development, deepening their financial sector and engaging in appropriate social networking groups. Such policies will promote global economic welfare, which can eradicate poverty and ignite economic recovery. The results also inform theory in devising an appropriate framework for visa strategic analysis.

AbstractTransnational carbon major companies are responsible for over 30% of global industrial greenhouse gas emissions and exert tremendous influence over future global climate trajectories. Yet, they are not governed through top-down, stringent emissions limits, but are instead regulated largely by disclosure-only domestic requirements and market-based or voluntary corporate social responsibility mechanisms. Through an examination of the requirements of domestic laws such as the United Kingdom (UK) Climate Change Act 2008 and the UK Energy Act 2013, as well as the environmental and sustainability reports produced under the UK Companies Act 2006 (Strategic Report and Directors’ Report) Regulations 2013, this article analyzes the regulatory requirements placed on carbon majors, and the climate change pledges and emissions of five UK-based carbon majors: BP, Royal Dutch Shell, BG Group, National Grid, and Centrica. The article concludes that the efforts to curb emissions in these carbon major entities are being subverted by company law, company theory and commercial norms such as shareholder wealth maximization.

The article deals with the issues related to the implementation of the sustainable development methodology in the field of state administration. The article states that the World scientific community has long questioned the expediency of development, in the centre of which there is only material production. This causes the need to change the whole paradigm of human development – from the ideology of accumulation of material wealth and competition for resources, to the ideology of reasonable sufficiency and mutual assistance. It is considered human achievements in the sustainable development management, which have already been sufficiently worked out in the specialized publications on public administration. It is substantiated that strategic goals require a systematic, step-by-step technology for the development and implementation of relevant programs/projects to achieve strategic goals, which are carried out in accordance with recognized regulations and techniques. Based on the general management theory of system development, a systematic approach to the implementation of the development strategy is considered and the main principles of strategy implementation at the tactical level are given. The research emphasizes that at the tactical level in project management, there are all the necessary tools to create a mechanism for implementing the developed strategy. It is precisely that the lack of application of all known project management tools causes dissatisfaction of the public with regard to the implementation of the strategies. Failure of the developed strategy implementation may be due to two main reasons: the first - the disadvantages of the strategies themselves, the second is the lack of tactical measures to implement the strategy. The shortcomings of strategic planning and the lack of effective mechanisms for managing sustainable development, which are the consequences of incomplete using of project management methodology in the system of public administration in Ukraine, are highlighted. It is proposed to monitor the practical implementation of the sustainable development strategy in Ukraine taking into account combining of strategic and tactical project management.

The purpose of the article is to consider possible ways to improve the effectiveness of student-oriented education in Russian universities through strategic interaction with the basic principles of their life. It is well known that the involvement of students in the management of higher education institutions (HEIs), their active participation in determining the individual trajectories of their professional training increases the motivation of students, and therefore the quality of education. To do this, it is necessary not only to fix the principles of student self-government in the local regulations of the University, but also to build mechanisms for implementing these principles. In particular, this can be expressed in the structure and content of educational programs developed in accordance with educational standards, consisting of a mandatory part and a part formed by participants in educational relations. Project-based learning will help bridge the gap between theory and practice in teaching students. Inclusive education should be provided not only with infrastructure, but also with special training of teachers and the inclusion of specialized adaptation modules in educational programs. To ensure quality control of students ' knowledge, the professional level of teachers and the organization of the educational process, intra-University quality management systems for training specialists are being created.an important element of this system should also be the structure of student self-government. It is also necessary to understand that student-oriented learning is not limited to the educational process, but covers the organization of campus life, the possibility of self-realization of students in various public organizations, in creative teams, i.e. it is inextricably linked to the entire system of principles, goals, priorities - the Living Values of the University. In the context of improving the competitiveness of education in Russian universities, the article identifies and justifies ways to improve the effectiveness of student-oriented learning. In particular, there was a high demand for the possibility of students influence on their individual learning paths, self-realization through participation in projects, both in the educational process and in public life. The research uses the results of sociological research based on surveys of students and teachers, including online surveys, as well as the practice of organizing the educational process and extracurricular activities in Russian universities. The results obtained can be used to further improve the development strategies of higher education institutions, including to increase their attractiveness for foreign students.

This article aims to understand and explain the local context of state’s defense toward non-military threats in Indonesia. As the broading and deepening development of security significance, non-traditional security agenda urges multi-levels and multi-sectors synergy especially in the local government because the nature of non-military threats in Indonesia developed at the local level. First, authors review numbers of literatures about non-traditional security, non-military threats and the securitization theory. Second, the article elaborates the strategic environment—global, regional, and national—and threats perception from the perspective of Indonesia’s defense posture. After that, the article explains securitization aspects of multi-level and multi-sectors synergy on facing the non-military threats at the local level. The result of this research is the synergy of national development, regional development and national defense development needs to be synchronized with the support of clear regulations, considering the available resources to achieve real community welfare, both in terms of income, employment opportunities, business opportunities, access to policy making, competitiveness, and an increase in the human development index. The strategic relations between stakeholders in the synergy of national defense development is essential to achieve formidable defense. Policy socialization between vertical agencies of ministries/institutions and regional governments needs to be optimized and intensified so that there will be a common perception in the management and implementation of national defense development on dealing with non-military threats.

This paper aims to consider ways of granting disclosure incentives in order for the Signaling Theory to develop and encompass the Legitimacy Theory. First, the author discusses that ESG strategies for managing stakeholder externalities create real option value that leads to corporate value creation, both as business opportunities as well as appeals to a company’s legitimacy. At the same time as making real option thinking useful for strategic decision-making by management, it is necessary to structure non-financial information disclosure for convincing optionality related to controlling externalities from the viewpoint of investors.Second, at the stage where conditions are not met for companies able to autonomously undertake management with a view to externalities, the author discusses how supplementing incentives for issuing signals regarding differentiation from other companies in the same industry relating to controlling externalities is required in the disclosure of non-financial information in statutory reporting systems. On the other hand, since the materiality of financial reporting is centered on risks and opportunities for business, disclosure regulations are required separately for material social values. Events not originally related to corporate value can create incentive for the fulfillment of accountability of companies by the mediation of “negative intangibles” through reputation.

This study analyzed performance-based budget management at STAKN in 2018-2020. This study examines STAKN's 2018-2020 performance-based budgeting. This type of research is a case study with a qualitative descriptive method. The type of data used is primary data in the form of interviews with key informants and secondary data originating from the financial reports of STAKN Kupang and other supporting data for three years, namely 2018-2020. The study shows that the implementation of performance-based budgeting at STAKN Kupang in terms of input, output, and outcome indicators is in line with the theory. The study shows that the implementation of performance-based budgeting at STAKN Kupang in terms of input, output, and outcome indicators is in line with the theory. At the planning stage, it is not optimal because specific points in the Strategic Plan are irrelevant in the work program; budget proposals from units and study programs are not all absorbed in the DIPA; and planning has not been maximized, causing several revisions in the current budget year. The examination tries to discover the strategic leadership practices and academic performance in open auxiliary schools in Kericho County, Kenya. The essential objective of the study was; to inspect the impacts of strategic leadership styles, the stakeholder's involvement, resource allocation, and school laws and guidelines on academic performance in public secondary schools in the Kericho county. This investigation was founded on Path-goal theory, transformational leadership approach, and trait leadership theory. The investigation utilized a descriptive examination design because the design focuses on finding relationships between variables. A stratified random sampling method was utilized to choose the respondents from the sampling outline. The objective populace for the examination was 540 subjects. The sample size of the examination was 108, including 18 school heads, 36 departmental heads, and 54 class educators in optional schools in Kericho County. Information was gathered utilized an organized survey with both open and closed questionnaires. According to the study, the principal should use the most appropriate leadership styles that facilitate collective responsibility in order to create a conducive environment for teaching and learning; school management should develop capacity building programs to empower both the principal and teachers in their leadership skills and styles; and teachers should be involved. To guarantee that academic performance in the region is improved, the principal should work closely with school boards of management and the ministry of education. Besides, there is need for keen management of schools and continuous meetings between the principal, teachers, and the parents for planning and monitoring academic progress of the pupils. Lastly, the recruitment of principals and teachers should be taken as a serious practice by the teacher’s service Commission to ensure the deployment of the most qualified and experienced principals and teachers.

This paper is based on research in 2015. This study on the implementation of Musrenbang (Development Plan Meeting) in District Pamulang, South Tangerang City. Theory of Effective Governance and development planning, were used as a tool of analysis in this study. Previous studies used as a foothold in the study of literature. Qualitative research is an approach in this study. Interviews, review of documentation and observation used as a technique in data collection. Data were descriptive analyzed and using data processing procedures set forth McNabb (2002: 297). The results showed that, in terms of performance measurement (Callahan, 2007), South Tangerang City government seems have strategic planning yet, as a standard reference in the development implementation. Public accountability perspective (Callahan, 2007), the implementation of Musrenbang in South Tangerang City requires strict regulations and clear and strong coordination, so that at the operational level, accountability can be realized. In terms of public participation, ideally South Tangerang City Government public positioning as Voters - Local Government (administrator) as Implementor (Callahan, 2007). The government organizes public services in the immigration sector in terms of issuing passports through the Directorate General of Immigration which has the responsibility of carrying out immigration functions and determining service standards for each Technical Service Unit owned. In providing public services, the TPI Medan Special Class I Immigration Office is responsible for four districts and two cities covering Langkat Regency, Deli Serdang Regency, Serdang Bedagai Regency, Karo Regency, Medan City and Binjai City. With a large enough working area, it is necessary to establish an Office Work Unit or Passport Service Unit as an effective and efficient way to carry out immigration functions and to bring services closer to the public. The establishment of an Office Work Unit (UKK) and a Passport Service Unit (ULP) based on the workload of the Technical Implementing Unit is very broad so it is necessary to establish an Office Work Unit and Passport Service Unit to optimize immigration functions to the community. The aim is that every community can get the fulfillment of service needs in accordance with the laws and regulations governing the delivery of public services. In the framework of establishing an Office Work Unit (UKK) and Passport Service Unit (ULP), it is necessary to determine a strategic location and can be reached by the community so that it can achieve its maximum function. The Kualanamu Passport Service Unit is located in the Kualanamu Airport area, which is located in Beringin District. Therefore, this study aims to analyze strategic locations in determining the location of ULPs. In order to analyze the location and range of services, a spatial buffering analysis was carried out as well as theories that were considered relevant, such as the theory of Von Thunen, Weber and Christaller. From the spatial analysis process carried out, it can be seen that a strategic location in the formation of ULPs so that the range of services provided can meet the needs of the community.

Purpose Regulatory authorities in Myanmar are increasing banks’ independence in providing loans to facilitate better financial resource allocations. On the other hand, not only in the USA but also among European countries, policymakers are designing regulations that could reduce banks’ autonomies in risk management and decrease risk taking behaviour. These governments have made policy interventions in their banking sectors which could be identified as repressive policies. They are commonly justified as macro-prudential regulations rather than financial repression. However, the authors are yet to understand as to what extent regulations need to be tightened or loosened up to reach optimal risk-taking behaviour. Using Myanmar as an example where the extreme form of governmental interventions and prudential regulations exists, this paper aims to identify the effectiveness of such policies. Design/methodology/approach This paper relies on a case study of the Myanmar’s Banking Sector. The paper adopts of the synthesis of institutional theory and Oliver’s strategic response to identify how banks respond to repressive financial policies. The empirical evidence is collected through conducting 16 interviews including banks’ general managers, deputy chairmen and loan officers. Afterwards, the authors analysed the data using categorical thematic analysis with the assistance of NVIVO. Findings First of all, the extent to which repressive financial measures enforced on banks differ depending on their political affiliations and ownership structures. Second, though repressive policies were enforced on banks to curb risk taking behaviour among banks and maintain financial stability, Myanmar banks themselves had inherent nature of risk aversion towards lending. Third, in Myanmar, financial repression does not always mean banks need to compromise their efficiency in profit maximisation to achieve legitimacy from the regulatory authorities. If the formal constraints were not in line with economic actors’ internal objectives, a different set of rules of the game were formed. Originality/value This paper provides new evidences for the controversial subject on financial repression and liberalisation through analysing micro level data of banks’ lending practice rather than using aggregate macro-level data. Bank-level information provides banks’ concerns, challenges and their loan assessment process while operating under repressive financial policies. This study is also unique in the sense that it is contributing to the limited academic literature on Myanmar’s financial system. It represents the last surviving case of repressed financial system and the presence governmental interventions and prudential regulations. Hence, it was used as an example to identify the effectiveness of such policies.

This causal research has developed a new variable to measure the investor's perception, and it is the future market value as a proxy for future return. The observation data used the samples on the listed company in the industrial manufacturing sector from 2015 until 2020, which amounted to 384 observations. The management's effort to deduct the manipulation activity can be interpreted as the minimum level of misleading information. When the investor has no tolerance for manipulation activity, the management should be "prudent" in designing the accounting treatment policy to illustrate real earnings. It is a sign of high probability in reaching out to the better prospect, proving the interactive feedback between management and investor through the Decision Tree Model and Bayes Theorem. This research has adopted the maximum simplex models as an Artificial Intelligence simulation for maximizing each party's maximum utility as implication game theory, like investors and management in making their strategic decisions. Principally, the regulator should force management to level up the quality of financial reporting because of no tolerance for any infringement on the legal regulations.

Conventional theory, which holds that there is a significant difference between leadership in the public and private sectors as leaders manage organizational culture to achieve strategic performance, has begun to be disputed by recent scholars in organizational behavior. The purpose of this study was to validate the views of organizational practitioners that private sector leaders are best suited to facilitate organizational efficiency by examining the link between leaders, culture, and employee performance. The Multifactor Leadership Questionnaire (MLQ) was distributed to middle managers (N=200) who worked in public and private sector organizations across the United States Virgin Islands to examine how the leaders used organizational culture to improve their organizations’ performances. The study found that leadership practices in both sectors have significant effects on performance. While the hierarchy culture was dominant in government agencies dictating effectiveness is the adherence to strict rules and regulations, the criteria of effectiveness most prominent in the private sector was market culture evident in the achieving of goals, outpacing the competition, increasing market share, and acquiring premium levels of financial returns. These findings suggest that, contrary to conventional theory, those leaders with the greatest organizational success are not restricted only to the private sector; but they are also evident in the public sector. This study concluded that leadership in both the public and the private sectors can induce a significant level of performance when strategies are aligned with organization’s culture and objectives as these organizations developed, grow, and mature.

Purpose: The purpose of this study was to establish the influence of strategic e-procurement practice on performance of Devolved systems of government in Kenya. Methodology: The study adopted cross-sectional survey design using both quantitative and qualitative approaches. The target population was all the 47 devolved systems of government. The sample size was the 10 counties namely; Garissa, Kisii, Nyamira, Narok, Marsabit, Murang’a, Bomet, Nairobi, Kiambu and Homa Bay specifically employees working under finance and procurement department. The study adopted stratified random sampling to pick 186 respondents from finance and procurement department. Data was collected by using questionnaires Descriptive and inferential statistics was used aided by Statistical Packages for Social Sciences version 24 to compute percentages of respondents’ answers. Hypothesis testing was carried using multiple regression analysis and standard F tests. The results were presented using tables. Results: The study findings revealed that Strategic e-procurement practice explained 49.6% of the total variations in performance of devolved systems of government in Kenya. Further, results indicate that the overall model was statistically significant as supported by a p value of 0.000. This was supported by an F statistic of (F=155.245, p<0.05) and the reported p value (0.000) which was less than the conventional probability of 0.05 significance level. The standardized regression coefficient for Strategic E-procurement was 0.704. This indicates that a unit increase in the Strategic E-procurement would result in 70.4% increase in the performance of Devolved systems of government in Kenya this implied that there is a strong positive relationship between Strategic E-procurement and performance of Devolved systems of government in Kenya . Unique contribution to theory, practice and policy: Based on the findings, the study recommends that devolved systems of government should adopted e-procurement system and automate all procurement operation procedures to enhance smooth work flow and hence improve efficiency the study further recommends that Devolved systems of government should adopt e-procurement for various uses such as in the standardization of services for representation in the catalog, sourcing goods and services globally, as way of reducing costs in areas such tendering processes, payment and contract management. But management should be aware and cautious that e-procurement is capital intensive in terms of acquisition and laying down the required infrastructure and highly perishable. Thus the study recommends that strategic e-procurement practice should be implemented within the legal framework of public procurement acts and regulations because it moderate has positive correlation with the performance of Devolved systems of government in Kenya. The findings are in harmony with technology acceptance model which suggest that emerging technologies cannot improve organizational effectiveness and performance if the change has not been accepted by the users. Therefore first it’s crucial for the users to accept the new technology (e-procurement) so as to reduce administrative costs, possible broadening of suppliers’ base, and easy access to preferred goods. In conclusion technology acceptance model can be used by future scholars.

The purpose of this study is to develop a model of environmental leadership in profit-oriented companies. The theoretical basis is strategic thinking which includes cognitive psychology, systems thinking, and games theory to realize the triple bottom line-oriented environmental leadership performance. The study used quantitative methods in all 25 Rural Banks in Semarang City from April to May 2021, which involved 339 respondents consisting of commissioners, directors, managers, supervisors, and executives. The empirical data was analyzed using SEM-AMOS. The models consist of SEM 1: ELP = 0.256 LW + 0.288 SI + 0.138 PEB + e1 (R2 = 0.295); PEB = 0.446 LW + 0.094 SI + e2 (R2 = 0.247). The paper is novel because it seeks to contribute to the current debate in the literature about what factors affect the performance of environmental leadership. The other novelty of this research is a comprehensive model consisting of local wisdom, social interest, and pro-environmental behavior to improve environmental leadership performance. Based on this model, there is empirical evidence that environmental leadership performance (ELP) can be improved by increasing the combination of local wisdom (LW), social interest (SI), and pro-environmental behavior (PEB). The study also provides novelty that PEB mediates significantly positive the effect of LW on ELP, but PEB only mediates the effect of SI on ELP positively but not significantly. This study offers practical and theoretical implications, providing recommendations for Rural Banks to implement the environmental leadership models that include local wisdom and social interest, and an empirical confirmation of the environmental leadership model by combining strategic thinking and the triple bottom line for the development of literature and psychological assessment materials. Similarly, this study also provides policy implications. It is useful to evaluate and improve several regulations and leadership standards in Rural Bank to realize sustainable finance and evaluate psychological requirements based on the environmental leadership models.

Purpose The purpose of this paper is to understand how has the European Union (EU) funding influenced projectification of the Polish public sector. The projectification of the public sector is analysed in relation to three levels: mega (state level), macro (sector level) and mezo (organisation level). Hence, it is understood as a multidimensional phenomenon that permeates different social structures. The study also applies elements of neoinstitutional theory and Europeanisation concept to the research on projectification. Design/methodology/approach The research is based on the mixed methods approach. The adopted methods (document analysis, quantitative analysis and in-depth interviews) are both qualitative and quantitative in nature and were used sequentially to address the research question, while securing the triangulation of the data. Findings The Polish public sector was projectified as a result of the implementation of hundreds of thousands of projects co-financed by the EU, which among other things, effected in legal regulations that support the project implementation of public tasks and changes in organisational structures towards a project-oriented direction. At public organisation level, it causes changes in the scope of organisational structures, strategic management processes and methods of work. On the basis of the assumptions that explain the mechanism of organisational isomorphism and Europeanisation, the paper may conclude that the public sector projectification process was triggered by a misfit between the projectified EU structures and the low degree of projectification in the Polish public sector. Originality/value The study is the first step to try to understand how the massification of project activities can affect the activities of the public sector of the particular country and the shaping of public policies at home. Because Poland has been the largest beneficiary of EU funds in Europe for over ten years, it can be assumed that these processes in this country are particularly intense. An attempt was also made to identify the scale of the public sector projectification process in Poland by not only describing, but also quantifying the phenomenon.

The process of radicalisation, that often takes place in prisions in European and Muslim countries, is extremely important to understand the challenges and threats for the international security, caused by jihadist terrorism. It is necessary to analyse how condemned individual becomes involved in militant activities. The article analyses the problem of violent radicalisation in Spanish prisions and examines anti-terrorist policy based in this context on the idea of prevention, deradicalisation and disengagement. The research is focused on the conditions and purposes of the Spanish strategies and programmes introduced in the penitentiary centers in the response to the jihadi recruitment in the Iberian Peninsula. The author emphasises the priorities of the National Strategic Plan to Combat Violent Radicalisation approved in 2015 and other initiatives and regulations to stop the Salafi proselytism and unable the indoctrination activities among the Muslim in prisions. The methodological analysis is based on the integration of historical and system method and refers to the Marc Sageman’s theory of the jihadist network, which is more appropriate to understand how they appear and operate. The main finding of the article is that Spanish authorities have implemented the multidimensional and integrated programmes countering violent extremism and anti-radicalisation in prisions that are effective, despite some elements that could be improved.

Political parties have a strategic function in actualize of good governance through representation and recruitment functions. The function of representation is a form of accountability of political parties to the public by absorbing aspirations, articulating and aggregating society's interests into laws, regulations, and policies, as well as overseeing the implementation of public policies. The function representation of political parties also includes forming and running an accountable and effective government, controlling corruption, and strengthening political stability. This study aims to analyze the causes of the governance function of representation and recruitment of the Golkar Party as a political party institution that has not optimally actualize good governance in the reform era. This study also formulates a governance model for the representation and recruitment functions of the Golkar Party, which can promote good governance. The research method uses mixed methods or mixed methods research (MMR), combining quantitative and qualitative approaches with exploratory sequential mixed methods models. The theoretical approach used is the political party representation theory of Bartolini Mair (2001), and Szymanek (2015), and the political party recruitment theory approach put forward by Pippa Norris (2006). The results showed that the governance of the function representation of the Golkar Party in the reform era did not function optimally because the function representation was still electoral, and the strong interests and presence of rent-seekers made the Golkar Party not autonomous, not free from oligarchy and corruption. This study recommends an excellent political party governance model with a functional aspirational house model and a model of educational institutions, regeneration, and recruitment.

<p><em>Public services is a service that provided by the government to the community. In general, the public services deliver the benefit to the people in a particular society or community. Semarang city government contribute the public services in the form of management of public complaints responsible by Community Complaints Management Center (P3M) as a part of Diskominfo. P3M is optimize the various media channels or e-Government such as Instagram, Twitter, WhatsApp, Telegram, Web and SMS. Meanwhile, to advance the media channel to maximize the communication, people tend to use WhatsApp to convey the complaint. According to data on the Diskominfo Semarang city there are 515 complaints which status has not been in the process of the total complaint 2558 in January to August 2019. The aims of this study is to determine the public services communication strategy by e-Government. This research is used a paradigm of constructivism, qualitative research methods with a case study approach. This study uses social systems theory and political system models. The results of the study showed that there was an attachment between the political system in P3M, namely </em><em>“Lapor Hendi” System and the social system theory. Lapor Hendi is a non-bulkhead service that is a public service communication strategy between the government and the community. Communities in the Semarang City area are free to give complaints, suggestions and criticisms to the government directly. The stages of e-Government communication strategies begin with fact finding, namely the filtering of complaints that are followed up. Second, planning based on the legal basis, namely mayor regulations, work plan planning and strategic plans. Third, action and communication e-Government, namely the optimization of media channels by S4PN and the report system system. Abstract:
The post-COVID-19 new normal will arise as a game-changer in the policy-making of the world states. Accordingly, this article highlights the post-pandemic Bangladesh that should integrate biology affirmatively in the policy development procedures to reshape the new normal challenges as opportunities. The grounded theory method is adopted as a quantitative analysis tool relying on the secondary sources of data to portray the significance of biopolitics as political rationality in new norm Bangladesh. The researcher has used the neo-realism approach to develop the ‘Biopolitical Rationale Theory’, which uncovers how evolving neo-realist security demands the prioritization of biopolitics in every sphere of decision making for governing the post-pandemic new standard of existence. The 2020 corona outbreak proved that human life and the environment are the ultimate means of survival rather than the traditional security arrangements and extreme economic growth which are inhumane (rationality of death and militarization), unhygienic, and destructive to the environment (exploitation of nature is profitable). The article recommends some alternative new normal policies such as non-discriminative health policy, bordering in line with International Health Regulations (IHR), digitalization with better cybersecurity, virtualization of the tourist industry (application of Extended Reality), application of Career Resilience (CR), and Strategic Flexibility Analysis tools in the re-employment and career development, greening the economy, special arrangements for emergency health crisis and undertaking actions considering the environment as a remedy rather than a crisis. The review research concludes that the inclusion of biopolitics in the Bangladesh governance system can redesign the challenges of new normal as new opportunities. But the reshaping of such a new reality will itself prevail as a considerable challenge for Bangladesh.

Statistics indicate that about 1.7 billion people can’t access a savings account and slightly above 200 million small and medium-sized enterprises are deprived access to satisfactory financial solution. Kenya views microfinances as a development instrument for poverty lessening and economic growth through ensuring financial inclusion. It is due to the acceptance of this vital role of Microfinance that Kenya has undertaken strategic microfinance reforms and regulations aimed at promoting financial inclusion through microfinance business. The research’s general objective is to examine the effect of microfinance reforms on financial inclusion. Specifically, to determine the influence of microfinance transformation from non-deposit taking into a deposit-taking microfinance institutions on financial inclusion, to examine the association between microfinance board characteristics and public trust, to investigate the effect of microfinance licensing requirements on financial inclusion and to examine the effect of microfinance prudential standards requirements on financial inclusion in Kenya. The research adopted Financial Intermediation Theory and Public Interest Theory of Regulation. This research utilized descriptive research design and the population targeted included all the thirteen Microfinance institutions, which were licensed by the central bank of Kenya as at 2018. The study used purposive sampling to select six microfinance banks. Both descriptive and inferential statistics were done by use of multiple linear regression analysis. The research results indicated that microfinance transformation (pvalue=0.001), board characteristics (pvalue=0.042), licensing requirements (pvalue=0.035) and prudential standards (pvalue=0.002) significantly influenced financial inclusion. Results from regression analysis indicated a strong relationship between microfinance transformation, board characteristics, licensing requirements and prudential standards and financial inclusion. The study concluded that financial inclusion in micro financial institutions increases when there is sound microfinance transformation, board characteristics, legal requirements, and prudential standards. From the findings, the study recommended that micro financial institutions should support institutions reform functions and processes. Further the study recommended that micro financial institutions should recruit adequate and proficient workers and offer satisfactory training as well as certification for professional appreciation on strategies for microfinance reform processes and their influence on the financial inclusion of the micro financial institution. The research recommends that board members should be reliable and open so as to substantially contribute to financial performance.

Purpose: The purpose of this study was to to determine the extent to which financial governance affect financial management system effectiveness in health oriented civil society organizations. Methodology: The study was conducted through a cross sectional descriptive survey. The target population of the study was 1065 Nongovernmental organizations in Kenya. The accessible population refers to the 606 Nongovernmental organizations located in Nairobi County. A sample of 10% equivalent to 61 Nongovernmental organizations was selected from the Nongovernmental organizations located in Nairobi County. The respondents were financial managers in every selected Nongovernmental organization. Data was collected by use of a questionnaire and was analyzed by use of inferential and descriptive statistics. Descriptive statistics included frequencies and means. Inferential statistics included correlation, regression and ANOVA analysis. The tool for data analysis was the Statistical Package for Social Sciences (SPSS) version 20. The results were presented using tables and pie charts.Results: Study results indicated that financial governance affects financial management systems effectiveness of NGO’s. The results are further supported by a majority of respondents who agreed that the NGO’s have a governing body that provides strategic direction and leadership.Unique contribution to theory, practice and policy: The study recommended that financial governance ought to be thorough throughout the company with sound rules and regulations that governs the accounting and financial sector of the company. This will ensure timely and accurate disclosure of all financial matters regarding the corporation to the regulatory body thus showing the efficiency in financial management systems.

Abstract:
Corporate governance is important to the performance of Public Hospitals (PHs) all over the world. This study investigated the Influence of Corporate Governance on Performance in PHs in Embu County, Kenya. The objective of the study was to assess how board characteristics influence performance in PHs in Embu County. The study’s main problem was to assess the performance in PHs using level of customer satisfaction, level of employees’ satisfaction and efficiency. Given that there is minimal research in corporate governance on management of PHs especially in Embu County, the study addressed challenges faced by management, thus helping formulate policies and strategic guidance for County Governments (CGs). The Stewardship Leadership Theory and Organizational Leadership Style were used to develop the theoretical framework on corporate governance. The information was gathered from 140 respondents using questionnaires. Quantitative data was analyzed using Descriptive Statistics whereas Qualitative data was analyzed using Content Analysis Method. The findings were then recapitulated to ascertain whether PHs have put in place policies and guidelines that conduct best practices of corporate governance. Some of the outcome were; PHs complied with the application of corporate governance but failed to implement it fully; the PHs adhered to most of the regulations and government policies but failed to fully adhere to corporate governance guidelines on board characteristics. Finally, the summary and recommendations were then prepared for policy formulation and future use in research on corporate governance on performance in PHs in Embu County, Kenya and globally.
