Hospitals are under pressure to respond to new challenges and competition. Manyhospitals have used strategic planning to respond to these environmental changes. Thisexploratory study examines the extent of strategic planning in hospitals in twoAustralian States, New South Wales and Victoria, using a sample survey. Based onplanning documentation, the study indicated that 47% of the hospitals surveyed didnot have a strategic or business plan. A significant difference was found in thecomprehensiveness of the plans between the two States. Plans from Victorian hospitalshad more documented evidence of external/internal analysis, competitor orientation and customer orientation compared with plans from New South Wales hospitals. The paper discusses the limitations of the study and directions for future research.

PurposeThe purpose of this paper is to assess recent strategic sustainability policy, planning and assessment efforts in Victoria, Australia.Design/methodology/approachAn interpretive approach to policy analysis provides the methodological foundation for the analysis. Evidence is drawn from the analysis of policy texts and semi‐structured interviews.FindingsSustainability attracted considerable policy attention in Victoria during the first decade of the 21st century, with stated ambitions for Victoria to become “the sustainable state” and “world leaders in environmental sustainability”. In pursuing these ambitions, Victoria's efforts centred on hosting a summit, articulating medium‐term directions and priorities, releasing a whole of government framework to advance sustainability, and establishing a Department of Sustainability and Environment, and a Commissioner for Environmental Sustainability. However, the evidence indicates these efforts would have benefited from greater public engagement and input, stronger governance arrangements, and a broader conceptualisation of sustainability.Practical implicationsThe evidence presented highlights the implications associated with efforts to promote sustainability through strategic policy and planning processes.Originality/valueThis paper provides an informed, yet policy relevant, analysis of the strengths, weaknesses, challenges, and possibilities associated with pursuing sustainability at the sub‐national level. It also highlights the ways in which policy objectives can be frustrated by failing to establish the solid foundations necessary for building a robust approach to promoting sustainability. The value of progressing sustainability within a strategic improvement cycle is also highlighted.

Abstract:
The Alma Ata 1978 Declaration on primary health care has conventionally been applied in developing countries, where medically trained personnel and other highly skilled health professionals and medical infrastructure are limited. Although such concepts have salience in relatively resource rich countries such as Australia, it is in Aboriginal and Torres Strait Islander health policy that they have become pivotal. A growing national focus on the development of Aboriginal primary health care capacity followed the release of the National Aboriginal Health Strategy (NAHS) in 1989 (Anderson, 1997). This focus consolidated further, following the evaluation of the National Aboriginal Health Strategy implementation in 1994 which preceded the transfer of administrative responsibility for the Commonwealth Aboriginal health program from the Aboriginal and Torres Strait Islander Commission (ATSIC) to the Commonwealth Health portfolio (DHFS, 1994). Within the strategic framework provided by federal state agreements, the development of primary health care services is a priority. In the current national policy framework domains of policy and strategy development have been identified as key developmental themes.

Abstract:
Strategic planning can be a powerful tool for occupational therapists seeking to position themselves to be leaders in the rapidly changing health care environment. The philosophical base and values of occupational therapy are consistent with those embraced by the emerging health care paradigm. However, occupational therapy staff at Victoria Hospital, an acute care university-affiliated health care institution, identified obstacles to seizing the opportunities offered by this shift in health care. In reviewing the literature, it was discovered that these obstacles were not unique to one particular facility, but were in fact common issues faced by the profession. The strategic planning process described in this paper provided a framework for addressing the identified barriers and positioning occupational therapists to play a proactive role in the evolving health care paradigm.

This paper describes existing health promotion systems in Victoria and explains how infrastructure can be strengthened to influence the delivery of local health promotion action. The Victorian State Government has invested in regional support to facilitate the development and coordination of health promotion at a local level. To achieve this the Regional Infrastructure for Improving Health Promotion (RIIHP) model was developed, providing a framework for strategic action. The model draws upon organisational change theory and capacity building methods to highlight the necessary infrastructure for sustainable health promotion efforts. Forty five local health promotion practitioners, managers, academics, and Department program advisers were interviewed and asked what they thought supported or influenced health promotion. The responses from interviews were combined to develop the RIIHP model. The RIIHP model provides a framework for planning infrastructure improvements. This model is relevant to agencies, regions and state departments who want to succeed in establishing coordinated and effective health promotion systems.

Abstract:
The impacts of active transportation planning on equity are often overlooked, potentially leading to disparities in who receives benefits of infrastructure investment. This study examined income inequalities in spatial access to bicycling infrastructure in three mid-sized Canadian cities: Victoria and Kelowna (British Columbia), and Halifax (Nova Scotia), using non-spatial and spatial methods. We compiled municipal bicycling infrastructure data and calculated access to bicycling infrastructure (m/km2) for dissemination areas (DAs) within each city. We analyzed trends in access across median household income quintiles, and characterized spatial patterns using a local measure of spatial autocorrelation. DAs in Kelowna ( n = 168) had the greatest access to infrastructure (median infrastructure = 2,915 m/km2), followed by Victoria ( n = 386 DAs; median = 2,157 m/km2), and Halifax ( n = 312 DAs; median = 0 m/km2). Lower income areas in Victoria and Kelowna had greater access to infrastructure compared with higher income areas. The majority of DAs in Halifax had no infrastructure (59%), consistent across income quintiles. Spatial pattern analysis identified clusters of low income areas with poor access in each city, which may be targets for strategic, equitable investment. Although in many cities bicycling infrastructure planning is not driven by equity considerations, there is increasing political pressure to ensure equitable access to safe bicycling. Measuring and mapping trends in access to transportation resources from an equity perspective are requisite steps in the pathway toward healthy, sustainable cities for all.

Planning and urban design professionals should ensure they engage children/young people in their work so planning systems and strategic policy can be more inclusive of the needs and aspirations of children/young people. Yet practitioners do not necessarily view children/young people as legitimate stakeholders, and professionals do not necessarily have the skills to be inclusive. To shift current policy and practice, planners and designers need to be better educated so they can facilitate children’s/young people’s contributions as well as advocate effectively for systemic change. The UN Convention on the Rights of the Child and the UNICEF Child Friendly Cities provide legitimacy and direction for current and future professionals about why engagement with children/young people should be a fundamental part of professional practice. However, it’s important that students and practitioners learn how to engage with children/young people ethically. A key starting point is the way in which education is constituted as ethical practice when conducting research and engagement activities with children/young people. Lansdown’s (2011) requirements for ethical engagement are applied to reflexively evaluate the design and implementation of a university subject, delivered in Victoria, Australia, that trains future planners about how to work with children and young people.

Purpose – The purpose of this paper is to describe outcomes from a trial of the Danish Intellectual Capital Statement (ICS) within the Australian public sector. Design/methodology/approach – Two work teams within the Department of Primary Industries, Farm Services Victoria (FSV) participated in the trial over a six-month period. Data were collected and triangulated from structured focus groups, researcher guided workshops and individual project record journals kept by participants and observers. Findings – This trial has tested and confirmed existing European Intellectual Capital Management (ICM) theory in a new context, confirmed the strategic management and communication utility of the Danish ICS. It also revealed the utility of this method: to assist the organisation articulate its knowledge-related needs; in developing knowledge management (KM) strategy, in planning and reviewing KM initiatives, in developing clarity and shared context and in navigating change. Research limitations/implications – This research focuses on a single in-depth case study and concurrent organisational restructuring impacted on team focus. Practical implications – The strategic management and communication utility of the Danish ICS was confirmed. The paper demonstrates new insights for practitioners using this ICM method as a useful tool to assist an organisation to articulate KM needs. Originality/value – The primary research gap in the ICM field is examination of the practical application of methods in a real-life context (particularly outside Europe). This work has tested and confirmed existing theory in a new and different context – the Australian public sector.

Stakeholders have been broadly described as those people or groups with an interest in the outcomes of the actions taken by others, which includes actions by commercial businesses, not-for-profit organizations, and those of all levels of government as well as their delegated representatives. In considering their role the types and classification of stakeholders has become increasingly important to the efficient management of the public policy planning process, particularly in the tourism industry with its very diverse stakeholder population. In recent decades research on stakeholders in public policy making has been described in detail (through studies of attributes, interests, and influences) and has sought to categorize stakeholders (especially in identifying who should be a stakeholder and who is a genuine stakeholder) to better manage the consultative process involved. Using the process of constructing a strategic plan for the government controlled ski resorts in the State of Victoria (Australia) which involved substantial involvement from the public, businesses, property lessees and skiing enthusiasts, this paper reviews the utility of currently used stakeholder classification schema from both a theoretical and practical viewpoint and posits that a better approach to understanding differences would consider the behavioural variations between the stakeholder groups as they participate in the consultative phases of the process. It concludes that public policy managers can improve their understanding of potential stakeholder responses and proactively engage these people and groups in the public policy planning process by understanding the impact of the outcomes and nurturing their different levels of involvement and on-going support. This can be expected to improve acceptance and support of final policy decisions that are made, especially when difficult compromises between alternatives are required.

Abstract:
The authors consider the problem of urban planning regulation of public open spaces from the perspective of their dominant role in the formation of a holistic socio-cultural structure of a city. Relevance of the study is determined by the modern demand for comfortable urban environment of the public open spaces, which has become the global urban planning trend in recent decades. The modern approach, promoted in the UN Charter and in federal and regional strategic development programs is aimed at increasing the emotional attachment of people to a place of living and fostering a sense of community. The improvement of public spaces should be based on the historical and cultural context, natural features, and the identity of a place. The implementation of numerous projects all over the country has revealed the flaws of urban planning regulations. This fact stimulated the emergence of targeted contests of applied research aimed at the development of new national and local regulations, standard architectural solutions which would provide high-quality development of the urban environment. Analysis of the approaches to public open space development reveals current trends in their planning regulation, which are considered in separate sections of the article. The first section explores the mechanisms which regulate the improvement of urban historical and cultural sites. It touches upon the problems of preservation of cultural heritage and the identification of landmark places. It also considers examples of the urban planning regulations for the areas of “historical urban regeneration” (Dresden, Ivanovo, Arkhangelsk, Voronezh, Belgorod) and the examples of completed projects in Siberian cities (Yeniseisk, Krasnoyarsk, Tomsk, Irkutsk). The second section is devoted to the identification and preservation of unique natural elements and images of a place through the urban landscape zoning. Different approaches to solving issues of improvement and humanization of the living environment are considered using examples of Berlin, Paris, London, Moscow, Krasnoyarsk. The third section presents a comparative analysis of existing Russian and foreign regulatory documents aimed at creating an environment of public open spaces in urbanized areas of a city. Of particular interest here are the methods of regulation that take into account functional content, development morphology, remoteness from city center, natural and socio-cultural characteristics, as well as those aimed at protecting the wildlife (Seattle, New York, Toronto, London, Victoria Australia). The socio-cultural phenomenon of public open spaces highlights the fundamental relationship between the quality of spatial environment and human consciousness, behavior, way of life. Therefore, a tailored approach to the creation of architectural and landscape planning regulations will allow to treat each public space substantively, preserving and maintaining the identity of the historical and cultural environment of a place.

Taryn Storey believes that a series of letters recently discovered in the archive of the Arts Council of Great Britain (ACGB) makes it important that we reassess the genesis of the English Stage Company at the Royal Court. Dating from November 1952, the correspondence between George Devine and William Emrys Williams, the Secretary General of the ACGB, offers an insight into a professional and personal relationship that was to have a profound influence on the emerging Arts Council policy for drama. Storey makes the case that in 1953 Devine not only shaped his Royal Court proposal to fit the priorities of the ACGB Drama Panel, but that Devine and senior members of the ACGB then collaborated to ensure that the proposal became a key part of Arts Council strategic planning. Furthermore, she puts forward the argument that the relationship between Devine and Williams was instrumental to new writing and innovation becoming central to the future rationale for state subsidy to the theatre. Taryn Storey is a doctoral student at the University of Reading. Her PhD thesis examines the relationship between practice and policy in the development of new writing in post-war British theatre, and forms part of the AHRC-funded project ‘Giving Voice to the Nation: The Arts Council of Great Britain and the Development of Theatre and Performance in Britain 1945–1995’, a collaboration between the University of Reading and the Victoria and Albert Museum.

The formal allocation of water for the environment is a developing area of river management both scientifically and in terms of community participation. This case study, illustrating the recent use of the Barmah-Millewa Forest Environmental Water Allocation (EWA), provides a practical demonstration of community participation in environmental water management, the application of hydrological and biological “triggers” and a positive, demonstrable biological outcome from an environmental water allocation. The Barmah-Millewa Forest covers an area of 70,000 ha across the floodplain of the Murray River, upstream of the town of Echuca. About half the forest is in NSW (Millewa) and half is in Victoria (Barmah). The Barmah Forest is a Wetland of International Importance listed under the Convention on Wetlands - Ramsar Convention. The forest is the largest river redgum forest in the world. The natural flooding cycle associated with the forest has been significantly altered by regulation of the Murray River - impacting upon the overall health of the forest ecosystem. Recognising this, the Murray Darling Basin Commission developed a water management strategy for the forest to enhance forest, fish and wildlife values. To implement this strategy, between 1990 and 1993 reports were completed and community consultation took place. In 1993 the Murray Darling Basin Ministerial Council approved allocation of 100 Gigalitres of water per year, provided in equal shares by NSW and Victoria, to meet the needs of the forest ecosystem and in 1994 the Barmah-Millewa Forum was established under the Murray-Darling Basin Agreement. The vision for the Forum is to maintain and, where possible, improve the ecological and productive sustainability of the Barmah-Millewa Forest and to establish a planning and operational framework to better meet the flooding and drying requirements of the riparian forests and wetlands. Between October 2000 and January 2001 the Barmah-Millewa Forest Environmental Water Allocation was used for the second time. A total of 341 GL was released as an EWA. This amount represented only 8% of the total flows downstream of Yarrawonga Weir from September 2000 and January 2001. The strategic use of the relatively small amount of water enabled flooding to be maintained and ensured significant breeding success for water birds and other biota in the Forest.

Abstract:
The Chilean student movement that began in early 2011 poses a significant challenge to Chilean neoliberalism and is beginning to reconfigure left politics within the country. Specifically, the movement’s demands for free education and public control of strategic domestic industries strikes at the heart of neoliberalism in Chile. In addition, in emphasizing the importance of participatory democracy and mass participation, the movement goes beyond the boundaries of the established left and is now struggling to create a new left capable of furthering its political goals. This emerging left roughly fits within the politics of autonomism. In doing so, it displays a break from the experiences of twentieth-century left politics and is consistent with other recent movements in Latin America. However, the student movement in Chile risks co-optation by the established political class. In addition, the autonomous left remains small and lacks a coherent alternative to neoliberalism with broad appeal. Therefore, the victory of Michelle Bachelet and the Nueva Mayoría in the 2013 elections is unlikely to result in substantial changes to neoliberalism in Chile. El movimiento estudiantil chileno, que comenzó a principios de 2011, representa un desafío importante para el neoliberalismo chileno y está empezando a reconfigurar la política de izquierda en el país. En concreto, las demandas del movimiento para la educación gratuita y el control público de las industrias nacionales estratégicas toca el corazón del neoliberalismo en Chile. Además, en destacar la importancia de la democracia participativa y la participación de las masas, el movimiento va más allá de los límites de la izquierda establecida y ahora está luchando para crear una nueva izquierda capaz de promover sus objetivos políticos. Esta izquierda emergente se encaja más o menos dentro de la política del autonomismo. Al hacerlo, muestra un quiebre con las experiencias de la política de izquierda del siglo XX, y es consistente con otros movimientos recientes en América Latina. Sin embargo, el movimiento estudiantil en Chile corre el riesgo de cooptación por la clase política establecida. Además, la izquierda autónoma sigue siendo pequeña y carece de una alternativa coherente al neoliberalismo que tenga amplia atracción. Por lo tanto, es poco probable que la victoria de Michelle Bachelet y la Nueva Mayoría en las elecciones de 2013 resulte en cambios sustanciales al neoliberalismo en Chile.

Cities are widely recognised as important settings for promoting health. Nonetheless, making cities more liveable and supportive of health and wellbeing remains a challenge. Decision-makers’ capacity to use urban health evidence to create more liveable cities is fundamental to achieving these goals. This paper describes an international partnership designed to build capacity in using liveability indicators aligned with the UN Sustainable Development Goals (SDGs) and social determinants of health, in Bangkok, Thailand. The aim of this paper is to reflect on this partnership and outline factors critical to its success. Partners included the Bangkok Metropolitan Administration, the UN Global Compact—Cities Programme, the Victorian Government Department of Health and Human Services, the Victorian Health Promotion Foundation, and urban scholars based at an Australian university. Numerous critical success factors were identified, including having a bilingual liaison and champion, establishment of two active working groups in the Bangkok Metropolitan Administration, and incorporating a six-month hand-over period. Other successful outcomes included contextualising liveability for diverse contexts, providing opportunities for reciprocal learning and knowledge exchange, and informing a major Bangkok strategic urban planning initiative. Future partnerships should consider the strategies identified here to maximise the success and longevity of capacity-building partnerships.

Abstract:
The article shows the history of the development by the German High Command of the plans of the Wehrmacht’s offensive operation in the south wing of the Soviet-German front for the spring-summer campaign of 1942. The objective of this paper is to elaborate on some individual aspects of the planning by the Nazi leadership of “Case Blue” (German – Fall Blau) and its subsequent realization. The result of this correction was a quick creation of the two new strategic plans: “Operation Braunschweig” – the offensive against Stalingrad and “Operation Edelweiss” – the offensive against the Caucasus. In the paper, the authors as a conclusion note that such dispersion of the armed forces of the German army led in the end to the shortage of forces for the realization of the both plans and the defeat of the Wehrmacht both in Stalingrad and in the battle of the Caucasus. The victories of the Red Army in those battles resulted in the radical turning-point at the entire Soviet-German front, in the beginning of the liberation of the Soviet territories from the German occupation troops.

Purpose Collaboration facilitates competitive advantages. That’s the reason why every leader should be concerned with whether his or her part of the organization embraces collaboration or not. Collaboration in itself is an instrumental value, and it should be pursued as part of an organization’s enterprise-wide strategy, especially in merged organizations. Unfortunately, the natural inclination in merged organizations is for the merged entities to continue the past practice of independent, autonomous operations. When merged, the separate entities of the new organization naturally resist integration. The leader must infuse collaboration to enable knowledge sharing and the integration and employment of the new organization’s capabilities. The following discussion presents a roadmap to collaboration focused on the leader’s employment of seven critical practices. Design/methodology/approach Concept Paper Findings Scholarly study points to collaboration as an instrumental value. If it must become a value in the organization, then leaders must use seven practices as part of an enterprise-wide strategy and carefully follow the implementation of the seven practices until collaboration becomes a value and the natural instinct of the organization. Originality/value Leaders struggle with how to bring collaboration into an environment where inertial forces impede it. The following discussion presents a roadmap to infuse collaboration and grow an appreciation for it because this process will facilitate the development and implementation of goals, objectives and action plans for the organization. Seven practices are discussed and integrated into an operational design-like method just like the one commanders use to achieve victories in military campaign planning and execution.

The Victorian Assistant Workforce Model (VAWM) enables a systematic approach for the identification and quantification of work that can be delegated from allied health professionals (AHPs) to allied health assistants (AHAs). The aim of the present study was to explore the effect of implementation of VAWM in the community and ambulatory health care setting. Data captured using mixed methods from allied health professionals working across the participating health services enabled the measurement of opportunity for workforce redesign in the community and ambulatory allied health workforce. A total of 1112 AHPs and 135 AHAs from the 27 participating organisations took part in the present study. AHPs identified that 24% of their time was spent undertaking tasks that could safely be delegated to an appropriately qualified and supervised AHA. This equates to 6837 h that could be redirected to advanced and expanded AHP practice roles or expanded patient-centred service models. The VAWM demonstrates potential for more efficient implementation of assistant workforce roles across allied health. Data outputs from implementation of the VAWM are vital in informing strategic planning and sustainability of workforce change. A more efficient and effective workforce promotes service delivery by the right person, in the right place, at the right time. What is known about this topic? There are currently workforce shortages that are predicted to grow across the allied health workforce. Ensuring that skill mix is optimal is one way to address these shortages. Matching the right task to right worker will also enable improved job satisfaction for both allied health assistants and allied health professionals. Workforce redesign efforts are more effective when there is strong data to support the redesign. What does this paper add? This paper builds on a previous paper by Somerville et al. with a case study applying the workforce redesign model to a community and ambulatory health care setting. It provides evidence that this workforce redesign model enables data to be collected to identify the opportunity for redesign in the allied health workforce in this clinical setting. What are the implications for practitioners? There are career pathways and opportunity for growth in the allied health assistant workforce in the community and ambulatory health care setting. These opportunities will need to be coupled with the development of supervision and delegation skills in the allied health professional workforce to ensure that an integrated workforce is built to provide optimal clinical care in the community and ambulatory setting.

China Shale-Gas Field Sets Production Record Sinopec recorded China’s highest daily output of shale gas at 20.62 million cubic meters (Mcm) at its Fuling shale-gas field in Chongqing, China, a key gas source for the Sichuan-East gas pipeline. The first major commercial shale-gas project in China, Fuling has continuously broken records for the shortest gasfield drilling cycle while significantly increasing the drilling of high-quality reservoirs covering more than 3 million m, according to Sinopec. Gasfield production construction was also expanded to raise production capacity. The company said the field maintains a daily output of 20 Mcm, producing an estimated 6.7 Bcm per year. Apache and Total Plan Suriname Appraisals Apache filed appraisal plans for its Maka and Sapakara oil discoveries in block 58 offshore Suriname. The company said another submission is expected for Kwaskwasi, the largest find in the block, by the end of the year. Operations continue for Keskesi, the fourth exploration target. There are plans to drill a fifth prospect at Bonboni in the North-Central portion of the concession. Partner company Total is assuming operatorship of the block ahead of next year’s campaigns. BP Emerges as Sole Bid for Offshore Canada Parcels BP was the only operator to place a bid in the Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB) Call for Bids NL20-CFB01, which offered 17 parcels (4,170,509 hectares) in the eastern Newfoundland region. The successful bid was for Parcel 9 (covering 264,500 hectares) for $27 million in work commitments from BP Canada Energy Group. Subject to BP satisfying specified requirements and receiving government approval, the exploration license will be issued in January 2021. No bids were received for the remaining 16 parcels, which may be reposted in a future Call for Bids. Criteria for selecting a winning bid is the total amount the bidder commits to spend on exploration of the parcel during the first period of a 9-year license, with a minimum acceptable bid of $10 million in work commitments for each parcel. Beach Energy To Drill Otway Basin Well Beach Energy plans to drill at its Artisan-1 well about 32 km offshore Victoria, Australia, in the Otway basin, before the end of 2021. The well, located on Block Vic/P43, was to be spudded in 1H 2020 but was delayed due to COVID-19. The timeframe for drilling was confirmed by the National Offshore Petroleum Safety and Environmental Management Authority, which also said Beach is keeping open the option to suspend the well and develop it, pending reservoir analysis. Anchors, mooring chains, and surface buoys have already been laid for the well, which is in a water depth of approximately 71 m. The well is expected to take approximately 35–55 days to drill, depending on the final work program and potential operational delays. Diamond Offshore’s semisubmersible Ocean Onyx was contracted for the drilling program. Artisan is the first of Beach’s planned multiwell campaigns, which also include development wells at the Geographe and Thylacine fields. Hess Completes Sale of Interest in Gulf of Mexico Field Hess completed the sale of its 28% working interest in the Shenzi Field in the deepwater Gulf of Mexico (GOM) to BHP, the field’s operator, for $505 million. Shenzi is a six-lease development structured as a joint ownership: BHP (operator, 44%), Hess (28%), and Repsol (28%). The acquisition would bring BHP’s working interest to 72%, adding approximately 11,000 BOE/D of production (90% oil). The sale is expected to close by December 2020. Hess CEO John Hess said proceeds from the sale will help fund the company’s investment in Guyana. Greenland Opens New Offshore Areas Greenland opened three new offshore areas for application of oil and gas exploitation licenses off West Greenland. The areas are Baffin Bay, Disko West, and Davis Strait. The country also said it is working on an oil strategy to reduce geological uncertainty by offering an investment package to companies that engage in its Open Door Procedures. The procedures are a first-mover advantage to remove national oil company Nunaoil, as a carried partner, reducing turnover and surplus royalties. It is estimated to reduce the government take by 51.3% to 40.6%. Shell and Impact Oil & Gas Agree to South Africa Farmout Africa Oil announced Impact Oil & Gas entered into two agreements for exploration areas offshore South Africa. The company has a 31.10% share-holding in Impact, a privately owned exploration company. Impact entered into an agreement with BG International, a Shell subsidiary, for the farm-out of a 50% working interest and operatorship in the Transkei and Algoa exploration rights. Shell was also granted the option to acquire an additional 5% working interest should the joint venture (JV) elect to move into the third renewal period, expected in 2024. Algoa is located in the South Outeniqua Basin, east of Block 11B/12B, containing the Brulpadda gas condensate discovery and where Total recently discovered gas condensate. The Transkei block is northeast of Algoa in the Natal Trough Basin where Impact has identified highly material prospectivity associated with several large submarine fan bodies, which the JV will explore with 3D seismic data and then potential exploratory drilling. Impact and Shell plan to acquire over 6,000 km² of 3D seismic data during the first available seismic window following completion of the transaction. This window is expected to be in the Q1 2022. After the closing of the deal, Shell will hold a 50% interest as the operator and Impact will hold 50%. Impact also entered into an agreement with Silver Wave Energy for the farm-in of a 90% working interest and operatorship of Area 2, offshore South Africa. East and adjacent to Impact’s Transkei and Algoa blocks, Area 2 complements Impact’s existing position by extending the entire length of the ultradeepwater part of the Transkei margin. Together, the Transkei and Algoa Blocks and Area 2 cover over 124,000 km2. Area 2 has been opened by the Brulpadda and Luiperd discoveries in the Outeniqua Basin and will be further tested during 2021 by the well on the giant Venus prospect in ultradeepwater Namibia, where Impact is a partner. Impact believes there is good evidence for this Southern African Aptian play to have a common world-class Lower Cretaceous source rock, similar excellent-quality Apto-Albian reservoir sands, and a geological setting suitable for the formation of large stratigraphic traps. Following completion of the farm-in, Impact will hold 90% interest and serve as the operator; Silver Wave will hold 10%. Petronas Awards Sarawak Contract to Seismic Consortium The seismic consortium comprising PGS, TGS, and WesternGeco was awarded a multiyear contract by Petronas to acquire and process up to 105,000 km2 of multisensor, multiclient 3D data in the Sarawak Basin, offshore Malaysia. The contract award follows an ongoing campaign by the consortium in the Sabah offshore region, awarded in 2016, in which over 50,000 km2 of high-quality 3D seismic data have been acquired and licensed to the oil and gas industry to support Malaysia license round and exploration activity. The Sarawak award will allow for a multiphase program to promote exploration efforts in the prolific Sarawak East Natuna Basin (Deepwater North Luconia and West Luconia Province). The consortium is planning the initial phases and is engaging with the oil and gas industry to secure prefunding ahead of planned acquisition, covering both open blocks and areas of existing farm-in opportunities. Total Discovers Second Gas Condensate in South Africa Total made a significant second gas condensate discovery on the Luiperd prospect, located on Block 11B/12B in the Outeniqua Basin, 175 km off the southern coast of South Africa. The discovery follows the adjacent play-opening Brulpadda discovery in 2019. The Luiperd-1X well was drilled to a total depth of about 3,400 m and encountered 73 m of net gas condensate pay in well-developed, good-quality Lower Cretaceous reservoirs. Following a coring and logging program, the well will be tested to assess the dynamic reservoir characteristics and deliverability. The Block 11B/12B covers an area of 19,000 km2, with water depths ranging from 200 to 1800 m. It is operated by Total with a 45% working interest, alongside Qatar Petroleum (25%), CNR International (20%), and Main Street, a South African consortium (10%). The Luiperd prospect is the second to be drilled in a series of five large submarine fan prospects with direct hydrocarbon indicators defined utilizing 2D and 3D seismic data. BP Gas Field Offshore Egypt Begins Production BP started gas production from its Qattameya gasfield development ‎offshore Egypt in the North Damietta offshore concession. Through BP’s joint venture Pharaonic Petroleum Company working with state-owned Egyptian Natural Gas Holding Co., the field, which is ‎expected to produce up to 50 MMcf/D, was developed through a one-well subsea development and tieback to existing infrastructure.‎ Qattameya, whose discovery was announced in 2017, is located approximately 45 km west ‎of the Ha’py platform, in 108 m of water. It is tied back to the Ha’py and Tuart field ‎development via a new 50-km pipeline and connected to existing subsea ‎utilities via a 50-km umbilical. ‎BP holds 100% equity in the North Damietta offshore concession in the East Nile Delta. ‎Gas production from the field is directed to Egypt’s national grid.

Abstract Background Interventions to reduce population salt intake are feasible and cost-effective. The Victorian Salt Reduction Partnership implemented a complex, multi-faceted salt reduction intervention between 2014 and 2020 in the Australian state of Victoria. This study aimed to understand stakeholder perspectives on the effectiveness of the Victorian Salt Reduction Partnership. Methods Semi-structured interviews were conducted with Partnership and food industry stakeholders. The Consolidated Framework for Implementation Research was adapted for the Partnership intervention and used to guide the qualitative analysis. Results Fourteen Partnership and seven food industry stakeholders were interviewed. The Partnership was viewed as essential for intervention planning and decision-making and an enabler for intervention delivery. The goals of capacity building and collaborative action were perceived to have been achieved. The implementation team executed intended intervention activities and outputs, with some adaptations to strategy. Barriers and enablers to implementation were identified by interviewees, such as compatibility of individual, organisational and Partnership values and building positive relationships between the Partnership and food industry, respectively. Legal, political, social, environmental, technological and economic factors affecting intervention design, delivery and outcomes were identified. Conclusions Establishing a Partnership with diverse skills and experience facilitated collaborative action, capacity building and execution of the intervention. Monitoring and evaluating implementation informed strategy adaptations, which allowed optimisation of Partnership strategy. The importance of developing strong communication networks between strategic and implementation-levels was a key lesson.

Abstract:
Spurred by global institutions and treaties such as the General Agreement on Tariffs and Trade (GATT) and its’ bantling the World Trade Organisation (WTO), the past three decades have seen many nations of the world develop an economic interconnectedness that parallels the great free trade movement of the late Nineteenth and early Twentieth Centuries. Free trade and the resultant economic ‘globalisation’ have had mixed results for many countries and groups within countries and has incited a complex, inarticulate, and sometimes contradictory debate across all segments of our society. Some groups and geographical locales have benefited handsomely from the structural changes that we generally understand as globalisation, whilst other groups and geographical regions have become economically marginalised through disconnectedness from global flows of money and goods and services. Rural and regional Australia, for instance, has experienced a steady decline in recent years and in fact in rural Victoria, a gloomy report from the Bureau of Statistics, suggests that not one new full-time job has been created in more than thirteen years (Colbatch). In other parts of the country, particularly Sydney and Melbourne, things could not seem better; property values have doubled, unemployment is at record lows, and the new middle classes cram the cafés of the gentrified inner-cities. Wages have risen by up to fifty percent in many of Australia’s inner cities during the late 1990s (Birnbauer and Gurrera). By the end of the 1990s, in response to some of the inequalities of globalisation—particularly between developed and developing countries—a large globally-linked protest movement arose out of Seattle in the United States. The movement formed as a protest against the policies of the WTO and was an eclectic arrangement of political groups who believed that free trade was not the answer to a more equitable world. The problem was that some of the leading thinkers of the movement—in a movement that claimed to have no leaders—were far too short-sighted to see beyond the popular zeitgeist of the time. The turn of the century zeitgeist was based on a well-meaning utopian-libertarian vision of a frictionless and equitable world. The problem was that this vision had no place for nations and thus citizen-based democratically elected national governments. There had apparently been a coup and governments were now captured by shoe manufacturers. One of the best-known authors of the turn of the century globalisation protest movement was the inner-city Canadian journalist Naomi Klein with her popularly acclaimed book No Logo (Klein). Although shrewdly timed, there was nothing particularly ground-breaking about Klein’s work; anxieties about corporate power, exploited workers, and the power of the ideologically potent media industries have for most of the Twentieth Century been the focus of relations between governments and the private sphere everywhere. The book relied heavily on the popular journalistic branding of the time, the ‘new economy’, which was believed to be represented by the industries of the Information and Communication Technology (ICT) sector, advertising, and shoe manufacturers. The new economy never existed; it was merely a popularly accepted business-journalism term that perhaps described parts of the more complex corpus of work on ‘post-industrialism’. Many thinkers have been attempting to understand issues of equity and post-industrialism for more than three decades; perhaps one the best-known authors in Australia is the ex-Labor minister Barry Jones with his celebrated 1982 book Sleeper Wake; Technology and the Future of Work (Jones). The turn of the century globalisation protest movement was in essence a utopian-libertarian movement and even at times claimed to be ‘natural’ and ‘leaderless’. Pithily, the WTO could also be described as ‘utopian-libertarian’ as much of its post-war ideological base stems from the belief that national borders are a hindrance (and the world would be better without them), and national governments should not interfere with its ‘natural’ globalisation schema. The ‘global’ just like the ‘nation’ is an unwieldy meta-structure and can be interpreted in many ways and for many ends. The minimal working definitions of globalisation, or dare I say ‘globalism’, circulate around the processes in which complex interconnections are said to be rapidly developing between societies, institutions, cultures, collectives, and individuals worldwide. These connections are believed to be between cultural, political, and economic practices that are local, national, technological, and corporate. And if there really is such a thing as globalisation, then it is far from a ‘natural’ process, but has developed as the direct result of strategic choices by governments and corporations in the past thirty years. In Australia, our engagement with the dominant form of globalisation was exacerbated by the Hawke/Keating Labor governments (1984-1996) that deregulated large portions of the economy, floated our currency, and embraced the all-trade-is-good mantra of global economic policy. Not surprisingly, the rich countries define the dominant ideologies of globalisation and corporations are the main catalyst (Everend). Many corporations are involved in cultural production thus creating their own world culture and value system. This value system is based on consumerism (like buying sports shoes) and the triumph of individual consumer agency over collective economic practices (like free education). The end of the east-west logic of the Cold War ended the eighty-year ideological wrestle between centralised state economic planning and market driven models. Eric Hobsbawn, in his masterful empirical history, The Age of Extremes, claims that what we understand as the Twentieth Century ended in 1991 with the collapse of the Soviet Union (Hobsbawn). What we are left with is a world with only one major superpower, one major economic model, and one major Liberal ideology that is increasing the wealth gap between and within societies everywhere (Landes). We do need to urgently understand the forces beyond the nation state, but this should not be at the expense of a political engagement with the democratic processes that make up the nation state. The utopian-libertarian critique of the turn of the century globalisation protest movement was far too simplistic. The Twentieth Century often disastrously taught us that ideas of the nation can be interpreted in many ways, and likewise, ideas of ‘the global’ are contested meta-structures that can be multifariously interpreted. There are no effortless solutions to understanding globalisation processes and those that tell us what the ‘global’ is largely control what it is. This is similar to the history of Australia. Historically Australia has had different ways to see ourselves based on what group has been in power and the particular requirements of this group. The requirements of an elite group of Australians at the moment is perhaps no government at all so that ‘the people’ can consume in peace and not have bothersome local governments do nasty ‘state-authoritarian’ things like build kindergartens or repair street lights. If ‘the people’ loose faith in citizen based democracy then we undermine the only real power that we have as individuals. The simple act of many activists to communicate between various countries and exchange ideas and strategies is not end in itself; it is merely one component of a significant beginning. If we don’t have a major war, or an economic catastrophe, globalisation will probably further arrive over the next few decades. And we need to have representative, fair, collective and geographically specific processes to deal with this. Most of the collective institutional solutions we already have, and it is up to a new generation to take control of their democratic inheritance (like every other generation before us) rather than conjure one-dimensional utopian-libertarian visions that are oppressively close to those of the WTO. IntroductionBushfires have taken numerous lives and destroyed communities throughout Australia over many years. Catastrophic fire weather alerts have occurred during the Australian summer of 2012–13, and long-term forecasts predict increased bushfire events throughout several areas of Australia. This article highlights how organisational and individual responses to bushfire in Australia often entail creative responses—either improvised responses at the time of bushfire emergencies or innovative (organisational, strategic, or technological) changes which help protect the community from, or mitigate against, future bushfire catastrophes. These improvised or innovative responses include emergency communications systems, practices, and devices. This article reports on findings from a research project funded by the Australian Research Council titled Using Community Engagement and Enhanced Visual Information to Promote FireWatch Satellite Communications as a Support for Collaborative Decision-making. FireWatch is a Web-based public information product based on near real time satellite data produced by the West Australian (WA) Government entity, Landgate. The project researches ways in which remote and regional publics can be engaged and mobilised through the development of a more user-friendly FireWatch site to make fire information accessible and usable, allowing a community-focused response to risk.The significance of the research project is evident both in how it addresses the important and life-threatening challenge of bushfires; and also in how Australia’s increasingly hot, dry, long summers are adding to historically-established risks. This innovative project uses an iterative, participatory design process incorporating action-research practices. This will ensure that the new Firewatch interface is redesigned, tested, observed, and reflected upon multiple times—and will incorporate the collective creativity of users, designers, and researchers.The qualitative findings reported on in this article are based on 19 interviews with community members in the town of Kununurra in the remote Kimberley region of WA. The findings are positioned within a reconceptualised framework in which creativity is viewed as an essential component of successful emergency responses. This includes, we argue, two critical aspects of creativity: improvisation during a catastrophic event; and ongoing innovation to improve future responses to catastrophes—including communication practices and technologies. This shifts the discourse within the literature in relation to the effective management and community responses to the changing phenomenon of fire catastrophes. Findings from the first round of interviews, and results of enquiries into previous bushfires in Australia, are used to highlight how these elements of creativity often entail a collective creativity on the part of emergency responders or the community in general. An additional focus is on the importance of the critical use of communication during a bushfire event.ImprovisationThe notion of "improvisation" is often associated with artistic performance. Nonetheless, improvisation is also integral to making effectual responses during natural catastrophes. “Extreme events present unforeseen conditions and problems, requiring a need for adaptation, creativity, and improvisation while demanding efficient and rapid delivery of services under extreme conditions” (Harrald 257).Catastrophes present us with unexpected scenarios and require rapid, on the spot problem solving and “even if you plan for a bushfire it is not going to go to plan. When the wind changes direction there has to be a new plan” (Jeff. Personal Interview. 2012). Jazz musicians or improvisational actors “work to build their knowledge across a range of fields, and this knowledge provides the elements for each improvisational outcome” (Kendra and Wachendorf 2). Similarly, emergency responders’ knowledge and preparation can be drawn “upon in the ambiguous and dynamic conditions of a disaster where not every need has been anticipated or accounted for” (Kendra and Wachtendorf 2). Individuals and community organisations not associated with emergency services also improvise in a creative and intuitive manner in the way they respond to catastrophes (Webb and Chevreau). For example, during the 9/11 terrorism catastrophe in the USA an assorted group of boat owners rapidly self-organised to evacuate Lower Manhattan. On their return trips, they carried emergency personnel and supplies to the area (Kendra and Wachendorf 5). An interviewee in our study also recalls bush fire incidents where creative problem solving and intuitive decision-making are called for. “It’s like in a fire, you have to be thinking fast. You need to be semi self-sufficient until help arrives. But without doing anything stupid and creating a worse situation” (Kelly. Personal Interview. 2012). Kelly then describes the rapid community response she witnessed during a recent fire on the outskirts of Kununurra, WA.Everyone had to be accounted for, moving cars, getting the tractors out, protecting the bores because you need the water. It happens really fast and it is a matter of rustling everyone up with the machinery. (2012)In this sense, the strength of communities in responding to catastrophes or disasters “results largely from the abilities of [both] individuals and organisations to adapt and improvise under conditions of uncertainty” (Webb and Chevreau 67). These improvised responses frequently involve a collective creativity—where groups of neighbours or emergency workers act in response to the unforseen, often in a unified and self-organising manner. InnovationCatastrophes also stimulate change and innovation for the future. Disasters create a new environment that must be explored, assessed, and comprehended. Disasters change the physical and social landscape, and thereby require a period of exploration, learning, and the development of new approaches. (Kendra and Wachtendorf 6)These new approaches can include organisational change, new response strategies, and technologies and communication improvements. Celebrated inventor Benjamin Franklin, for instance, facilitated the formation of the first Volunteer Fire department in the 1850s as a response to previous urban fire catastrophes in the USA (Mumford 258). This organisational innovation continues to play an instrumental part in modern fire fighting practices. Indeed, people living in rural and remote areas of Australia are heavily reliant on volunteer groups, due to the sparse population and vast distances that need to be covered.As with most inventions and innovations, new endeavours aimed at improving responses to catastrophes do not occur in a vacuum. They “are not just accidents, nor the inscrutable products of sporadic genius, but have abundant and clear causes in prior scientific and technological development” (Gifillian 61). Likewise, the development of our user-friendly and publically available FireWatch site relies on the accumulation of preceding inventions and innovations. This includes the many years spent developing the existing FireWatch site, a site dense in information of significant value to scientists, foresters, land managers, and fire experts.CommunicationsOften overlooked in discussions regarding emergency communications is the microgeographical exchanges that occur in response to the threat of natural disasters. This is where neighbours fill the critical period before emergency service responders can appear on site. In this situation, it is often local knowledge that underpins improvised grassroots communication networks that inform and organise the neighbourhood. During a recent bushfire on peri-rural blocks on the outskirts of Kununurra, neighbours went into action before emergency services volunteers could respond.We phoned around and someone would phone and call in. Instead of 000 being rung ten times, make sure that one person rang it in. 40 channel [CB Radio] was handy – two-way communication, four wheelers – knocking on doors making sure everyone is out of the house, just in case. (Jane. Personal Interview. 2012) Similarly, individuals and community groups have been able to inform and assist each other on a larger scale via social network technologies (SNTs). This creative application of SNTs began after the 9/11 terror attacks in 2001 when individuals created wikis in order to find missing persons (Palen and Lui). Twitter has experienced considerable growth and was used freely during the 2009 Black Saturday fires in Australia. Studies of tweeting activity during these fires indicate that “tweets made during Black Saturday are laden with actionable factual information which contrasts with earlier claims that tweets are of no value made of mere random personal notes” (Sinnappan et al. n.p.).Traditionally, official alerts and warnings have been provided to the public via television and radio. However, several inquiries into the recent bushfires within Australia show concern “with the way in which fire agencies deliver information to community members during a bushfire...[and in order to] improve community safety from bushfire, systems need to be implemented that enable community members to communicate information to fire agencies, making use of local knowledge” (Elsworth et al. 8).Technological and social developments over the last decade mean the public no longer relies on a single source of official information (Sorensen and Sorensen). Therefore, SNTs such as Twitter and Facebook are being used by the media and emergency authorities to make information available to the public. These SNTs are dynamic, in that there can be a two-way flow of information between the public and emergency organisations. Nonetheless, there has been limited use of SNTs by emergency agencies to source information posted by in situ residents, in order to help in decision-making (Freeman). Organisational use of multiple communication channels and platforms to inform citizens about bushfire emergencies ensures a greater degree of coverage—in case of communication systems breakdowns or difficulties—as in the telephone alert system breakdown in Kelmscott-Roleystone, WA or a recent fire in Warrnambool, Victoria which took out the regional telephone exchange making telephone calls, mobiles, landlines, and the Internet non-operational (Johnson). The new FireWatch site will provide an additional information option for rural and remote Australians who, often rely on visual sightings and on word-of-mouth to be informed about fires in their region. “The neighbour came over and said - there is a fire, we’d better get our act together because it is going to hit us. No sooner than I turned around, I thought shit, here it comes” (Richard. Personal Interview. 2012). The FireWatch ProjectThe FireWatch project involves the redevelopment of an existing FireWatch website to extend the usability of the product from experts to ordinary users in order to facilitate community-based decision-making and action both before and during bushfire emergencies. To this purpose, the project has been broken down to two distinct, yet interdependent, strands. The community strand involves collaboration within a community (in this case the Kununurra community) in order to carry out a community-centred approach to further development of the site. The design strand involves the development of an intuitive and accessible Web presentation of complex information in clear, unambiguous ways to inform action in stressful circumstances. At this stage, a first round of 19 semi-structured interviews with stakeholders has been conducted in Kununurra to determine fire-related information-seeking behaviours, attitudes to mediated information services in the region, as well as user feedback on a prototype website developed in the design strand of the project. Stakeholders included emergency services personnel (payed and volunteer), shire representatives, tourism operators, small business operators (including tourism operators), a forest manager, a mango farmer, an Indigenous ranger team manager as well as general community members. Interviewees reported dissatisfaction with current information systems. They gave positive feedback about the website prototype. “It’s very much, very easy to follow” (David. Personal Interview. 2012). “It looks so much better than [the old site]. You couldn’t get in that close on [the other site]. It is fantastic” (Lance. Personal Interview. 2012). They also added thought-provoking contributions to the design of the website (to be discussed later).Residents of Kununurra who were interviewed for this research project found bushfire warning communications unsatisfactory, especially during a recent fire on the outskirts of town. People who called 000 had difficulties passing the information on, having to explain exactly where Kununurra was and the location of fires to operators not familiar with the area. When asked how the Kununurra community gets their fire information a Shire representative explained: That is not very good at the moment. The only other way we can think about it is perhaps more updates on things like Facebook, perhaps on a website, but with this current fire there really wasn’t a lot of information and a lot of people didn’t know what was going on. We [the shire] knew because we were talking to the [fire] brigades and to FESA [Fire and Emergency Services Authority] but most residents didn’t have any idea and it looks pretty bad. (Ginny. Personal Interview. 2012) All being well, the new user-friendly FireWatch site will add another platform through which fire information messages are transmitted. Community members will be offered continuously streamed bushfire location information, which is independent of any emergency services communication systems. In particular, rural and remote areas of Australia will have fire information at the ready.The participatory methodology used in the design of the new FireWatch website makes use of collaborative creativity, whereby users’ vision of the website and context are incorporated. This iterative process “creates an equal evolving participatory process between user and designer towards sharing values and knowledge and creating new domains of collective creativity” (Park 2012). The rich and sometimes contradictory suggestions made by interviewees in this project often reflected individual visions of the tasks and information required, and individual preferences regarding the delivery of this information. “I have been thinking about how could this really work for me? I can give you feedback on what has happened in the past but how could it work for me in the future?” (Keith. Personal Interview. 2012). Keith and other community members interviewed in Kununurra indicated a variety of extra functions on the site not expected by the product designers. Some of these unexpected functions were common to most interviewees such as the great importance placed on the inclusion of a satellite view option on the site map (example shown in Figure 1). Jeremy, a member of an Indigenous ranger unit in the Kununurra area, was very keen to incorporate the satellite view options on the site. He explained that some of the older rangers:can’t use GPSs and don’t know time zones or what zones to put in, so they’ll use a satellite-style view. We’ll have Google Earth up on one [screen], and also our [own] imagery up on another [screen] and go that way. Be scrolling in and see – we’ve got a huge fire scar for 2011 around here; another guy will be on another computer zoning in and say, I think it is here. It’s quite simplistic but it works. (Personal Interview. 2012) In the case above, where rangers are already switching between computer screens to incorporate a satellite view into their planning, the importance of a satellite view layer on the FireWatch website makes user context an essential part of the design process. Incorporating many layers on one screen, as recommended by participants also ensures a more elegant solution to an existing problem.Figure 1: Satellite view in the Kununurra area showing features such as gorges, rivers, escarpments and dry riverbedsThis research project will involve further consultation with participants (both online and offline) regarding bushfire safety communications in their region, as well as the further design of the site. The website will be available over multiple devices (for example desktops, smart phones, and hand held tablet devices) and will be launched late this year. Further work will also be carried out to determine if social media is appropriate for this community of users in order to build awareness and share information regarding the site.Conclusion Community members improvise and self-organise when communicating fire information and organising help for each other. This can happen at a microgeographical (neighbourhood) level or on a wider level via social networking sites. Organisations also develop innovative communication systems or devices as a response to the threat of bushfires. Communication innovations, such as the use of Twitter and Facebook by fire emergency services, have been appropriated and fine-tuned by these organisations. Other innovations such as the user-friendly Firewatch site rely on previous technological developments in satellite-delivered imagery—as well as community input regarding the design and use of the site.Our early research into community members’ fire-related information-seeking behaviours and attitudes to mediated information services in the region of Kununurra has found unexpectedly creative responses, which range from collective creativity on the part of emergency responders or the community in general during events to creative use of existing information and communication networks. We intend to utilise this creativity in re-purposing FireWatch alongside the creative work of the designers in the project.Although it is commonplace to think of graphic design and new technology as incorporating creativity, it is rarely acknowledged how frequently these innovations harness everyday perspectives from non-professionals. In the case of the FireWatch developments, the creativity of designers and technologists has been informed by the creative responses of members of the public who are best placed to understand the challenges posed by restricted information flows on the ground in times of crisis. In these situations, people respond not only with new ideas for the future but with innovative responses in the present as they communicate with each other to deal with the challenge of a fast-moving and unpredictable situation. Such improvisation, honed through close awareness of the contours and parameters of both community and communication, are one of the ways through which people help keep themselves and each other safe in the face of dramatic developments.ReferencesElsworth, G., and K. IntroductionThe walking tour is an enduring feature of cities. Fuelled by a desire to learn more about the hidden and unknown spaces of the city, the walking tour has moved beyond its historical role as tourist attraction to play a key role in the transformation of urban space through gentrification. Conversely, the walking tour has a counter-history as part of a critical urban praxis. This article reflects on historical examples, as well as our own experience of conducting Field Trip, a critical geographical walking tour through an industrial precinct in Marrickville, a suburb of Sydney that is set to undergo rapid change as a result of high-rise residential apartment construction (Gibson et al.). This precinct, known as Carrington Road, is located on the unceded land of the Cadigal and Wangal people of the Eora nation who call the area Bulanaming.Drawing on a long history of philosophical walking, many contemporary writers (Solnit; Gros; Bendiner-Viani) have described walking as a practice that can open different ways of thinking, observing and being in the world. Some have focused on the value of walking to the study of place (Hall; Philips; Heddon), and have underscored its relationship to established research methods, such as sensory ethnography (Springgay and Truman). The work of Michel de Certeau pays particular attention to the relationship between walking and the city. In particular, the concepts of tactics and strategy have been applied in a variety of ways across cultural studies, cultural geography, and urban studies (Morris). In line with de Certeau’s thinking, we view walking as an example of a tactic – a routine and often unconscious practice that can become a form of creative resistance.In this sense, walking can be a way to engage in and design the city by opposing its structures, or strategies. For example, walking in a city such as Sydney that is designed for cars requires choosing alternative paths, redirecting flows of people and traffic, and creating custom shortcuts. Choosing pedestrianism in Sydney can certainly feel like a form of resistance, and we make the argument that Field Trip – and walking tours more generally – can be a way of doing this collectively, firstly by moving in opposite directions, and secondly, at incongruent speeds to those for whom the scale and style of strategic urban development is inevitable. How such tactical walking relates to the design of cities, however, is less clear. Walking is a generally described in the literature as an individual act, while the design of cities is, at its best participatory, and always involving multiple stakeholders. This reveals a tension between the practice of walking as a détournement or appropriation of urban space, and its relationship to existing built form. Field Trip, as an example of collective walking, is one such appropriation of urban space – one designed to lead to more democratic decision making around the planning and design of cities. Given the anti-democratic, “post-political” nature of contemporary “consultation” processes, this is a seemingly huge task (Legacy et al.; Ruming). We make the argument that Field Trip – and walking tours more generally – can be a form of collective resistance to top-down urban planning.By using an open-source wiki in combination with the Internet Archive, Field Trip also seeks to collectively document and make public the local knowledge generated by walking at the frontier of gentrification. We discuss these digital choices as oppositional practice, and consider the idea of tactical media (Lovink and Garcia; Raley) in order to connect knowledge sharing with the practice of walking.This article is structured in four parts. Firstly, we provide a historical introduction to the relationship between walking tours and gentrification of global cities. Secondly, we examine the significance of walking tours in Sydney and then specifically within Marrickville. Thirdly, we discuss the Field Trip project as a citizen-led walking tour and, finally, elaborate on its role as tactical media project and offer some conclusions.The Walking Tour and Gentrification From the outset, people have been walking the city in their own ways and creating their own systems of navigation, often in spite of the plans of officialdom. The rapid expansion of cities following the Industrial Revolution led to the emergence of “imaginative geographies”, where mediated representations of different urban conditions became a stand-in for lived experience (Steinbrink 219). The urban walking tour as mediated political tactic was utilised as far back as Victorian England, for reasons including the celebration of public works like the sewer system (Garrett), and the “othering” of the working class through upper- and middle-class “slum tourism” in London’s East End (Steinbrink 220). The influence of the Situationist theory of dérive has been immense upon those interested in walking the city, and we borrow from the dérive a desire to report on the under-reported spaces of the city, and to articulate alternative voices within the city in this project. It should be noted, however, that as Field Trip was developed for general public participation, and was organised with institutional support, some aspects of the dérive – particularly its disregard for formal structure – were unable to be incorporated into the project. Our responsibility to the participants of Field Trip, moreover, required the imposition of structure and timetable upon the walk. However, our individual and collective preparation for Field Trip, as well as our collective understanding of the area to be examined, has been heavily informed by psychogeographic methods that focus on quotidian and informal urban practices (Crosby and Searle; Iveson et al).In post-war American cities, walking tours were utilised in the service of gentrification. Many tours were organised by real estate agents with the express purpose of selling devalorised inner-city real estate to urban “pioneers” for renovation, including in Boston’s South End (Tissot) and Brooklyn’s Park Slope, among others (Lees et al 25). These tours focused on a symbolic revalorisation of “slum neighbourhoods” through a focus on “high culture”, with architectural and design heritage featuring prominently. At the same time, urban socio-economic and cultural issues – poverty, homelessness, income disparity, displacement – were downplayed or overlooked. These tours contributed to a climate in which property speculation and displacement through gentrification practices were normalised. To this day, “ghetto tours” operate in minority neighbourhoods in Brooklyn, serving as a beachhead for gentrification.Elsewhere in the world, walking tours are often voyeuristic, featuring “locals” guiding well-meaning tourists through the neighbourhoods of some of the world’s most impoverished communities. Examples include the long runningKlong Toei Private Tour, through “Bangkok’s oldest and largest slum”, or the now-ceased Jakarta Hidden Tours, which took tourists to the riverbanks of Jakarta to see the city’s poorest before they were displaced by gentrification.More recently, all over the world activists have engaged in walking tours to provide their own perspective on urban change, attempting to direct the gentrifier’s gaze inward. Whilst the most confrontational of these might be the Yuppie Gazing Tour of Vancouver’s historically marginalised Downtown Eastside, other tours have highlighted the deleterious effects of gentrification in Williamsburg, San Francisco, Oakland, and Surabaya, among others. In smaller towns, walking tours have been utilised to highlight the erasure of marginalised scenes and subcultures, including underground creative spaces, migrant enclaves, alternative and queer spaces. Walking Sydney, Walking Marrickville In many cities, there are now both walking tours that intend to scaffold urban renewal, and those that resist gentrification with alternative narratives. There are also some that unwittingly do both simultaneously. Marrickville is a historically working-class and migrant suburb with sizeable populations of Greek and Vietnamese migrants (Graham and Connell), as well as a strong history of manufacturing (Castles et al.), which has been undergoing gentrification for some time, with the arts playing an often contradictory role in its transformation (Gibson and Homan). More recently, as the suburb experiences rampant, financialised property development driven by global flows of capital, property developers have organised their own self-guided walking tours, deployed to facilitate the familiarisation of potential purchasers of dwellings with local amenities and ‘character’ in precincts where redevelopment is set to occur. Mirvac, Marrickville’s most active developer, has designed its own self-guided walking tour Hit the Marrickville Pavement to “explore what’s on offer” and “chat to locals”: just 7km from the CBD, Marrickville is fast becoming one of Sydney’s most iconic suburbs – a melting pot of cuisines, creative arts and characters founded on a rich multicultural heritage.The perfect introduction, this self-guided walking tour explores Marrickville’s historical architecture at a leisurely pace, finishing up at the pub.So, strap on your walking shoes; you're in for a treat.Other walking tours in the area seek to highlight political, ecological, and architectural dimension of Marrickville. For example, Marrickville Maps: Tropical Imaginaries of Abundance provides a series of plant-led walks in the suburb; The Warren Walk is a tour organised by local Australian Labor Party MP Anthony Albanese highlighting “the influence of early settlers such as the Schwebel family on the area’s history” whilst presenting a “political snapshot” of ALP history in the area. The Australian Ugliness, in contrast, was a walking tour organised by Thomas Lee in 2016 that offered an insight into the relationships between the visual amenity of the streetscape, aesthetic judgments of an ambiguous nature, and the discursive and archival potentialities afforded by camera-equipped smartphones and photo-sharing services like Instagram. Figure 1: Thomas Lee points out canals under the street of Marrickville during The Australian Ugliness, 2016.Sydney is a city adept at erasing its past through poorly designed mega-projects like freeways and office towers, and memorialisation of lost landscapes has tended towards the literary (Berry; Mudie). Resistance to redevelopment, however, has often taken the form of spectacular public intervention, in which public knowledge sharing was a key goal. The Green Bans of the 1970s were partially spurred by redevelopment plans for places like the Rocks and Woolloomooloo (Cook; Iveson), while the remaking of Sydney around the 2000 Olympics led to anti-gentrification actions such as SquatSpace and the Tour of Beauty, an “aesthetic activist” tour of sites in the suburbs of Redfern and Waterloo threatened with “revitalisation.” Figure 2: "Tour of Beauty", Redfern-Waterloo 2016. What marks the Tour of Beauty as significant in this context is the participatory nature of knowledge production: participants in the tours were addressed by representatives of the local community – the Aboriginal Housing Company, the local Indigenous Women’s Centre, REDWatch activist group, architects, designers and more. Each speaker presented their perspective on the rapidly gentrifying suburb, demonstrating how urban space is made an remade through processes of contestation. This differentiation is particularly relevant when considering the basis for Sydney-centric walking tours. Mirvac’s self-guided tour focuses on the easy-to-see historical “high culture” of Marrickville, and encourages participants to “chat to locals” at the pub. It is a highly filtered approach that does not consider broader relations of class, race and gender that constitute Marrickville. A more intense exploration of the social fabric of the city – providing a glimpse of the hidden or unknown spaces – uncovers the layers of social, cultural, and economic history that produce urban space, and fosters a deeper engagement with questions of urban socio-spatial justice.Solnit argues that walking can allow us to encounter “new thoughts and possibilities.” To walk, she writes, is to take a “subversive detour… the scenic route through a half-abandoned landscape of ideas and experiences” (13). In this way, tactical activist walking tours aim to make visible what cannot be seen, in a way that considers the polysemic nature of place, and in doing so, they make visible the hidden relations of power that produce the contemporary city. In contrast, developer-led walking tours are singularly focussed, seeking to attract inflows of capital to neighbourhoods undergoing “renewal.” These tours encourage participants to adopt the position of urban voyeur, whilst activist-led walking tours encourage collaboration and participation in urban struggles to protect and preserve the contested spaces of the city. It is in this context that we sought to devise our own walking tour – Field Trip – to encourage active participation in issues of urban renewal.In organising this walking tour, however, we acknowledge our own entanglements within processes of gentrification. As designers, musicians, writers, academics, researchers, venue managers, artists, and activists, in organising Field Trip, we could easily be identified as “creatives”, implicated in Marrickville’s ongoing transformation. All of us have ongoing and deep-rooted connections to various Sydney subcultures – the same subcultures so routinely splashed across developer advertising material. This project was borne out of Frontyard – a community not-just-art space, and has been supported by the local Inner West Council. As such, Field Trip cannot be divorced from the highly contentious processes of redevelopment and gentrification that are always simmering in the background of discussions about Marrickville. We hope, however, that in this project we have started to highlight alternative voices in those redevelopment processes – and that this may contribute towards a “method of equality” for an ongoing democratisation of those processes (Davidson and Iveson).Field Trip: Urban Geographical Enquiry as Activism Given this context, Field Trip was designed as a public knowledge project that would connect local residents, workers, researchers, and decision-makers to share their experiences living and working in various parts of Sydney that are undergoing rapid change. The site of our project – Carrington Road, Marrickville in Sydney’s inner-west – has been earmarked for major redevelopment in coming years and is quickly becoming a flashpoint for the debates that permeate throughout the whole of Sydney: housing affordability, employment accessibility, gentrification and displacement. To date, public engagement and consultation regarding proposed development at Carrington Road has been limited. A major landholder in the area has engaged a consultancy firm to establish a community reference group (CRG) the help guide the project. The CRG arose after public outcry at an original $1.3 billion proposal to build 2,616 units in twenty towers of up to 105m in height (up to thirty-five storeys) in a predominantly low-rise residential suburb. Save Marrickville, a community group created in response to the proposal, has representatives on this reference group, and has endeavoured to make this process public. Ruming (181) has described these forms of consultation as “post-political,” stating thatin a universe of consensual decision-making among diverse interests, spaces for democratic contest and antagonistic politics are downplayed and technocratic policy development is deployed to support market and development outcomes.Given the notable deficit of spaces for democratic contest, Field Trip was devised as a way to reframe the debate outside of State- and developer-led consultation regimes that guide participants towards accepting the supposed inevitability of redevelopment. We invited a number of people affected by the proposed plans to speak during the walking tour at a location of their choosing, to discuss the work they do, the effect that redevelopment would have on their work, and their hopes and plans for the future. The walking tour was advertised publicly and the talks were recorded, edited and released as freely available podcasts. The proposed redevelopment of Carrington Road provided us with a unique opportunity to develop and operate our own walking tour. The linear street created an obvious “circuit” to the tour – up one side of the road, and down the other. We selected speakers based on pre-existing relationships, some formed during prior rounds of research (Gibson et al.). Speakers included a local Aboriginal elder, a representative from the Marrickville Historical Society, two workers (who also gave tours of their workplaces), the Lead Heritage Adviser at Sydney Water, who gave us a tour of the Carrington Road pumping station, and a representative from the Save Marrickville residents’ group. Whilst this provided a number of perspectives on the day, regrettably some groups were unrepresented, most notably the perspective of migrant groups who have a long-standing association with industrial precincts in Marrickville. It is hoped that further community input and collaboration in future iterations of Field Trip will address these issues of representation in community-led walking tours.A number of new understandings became apparent during the walking tour. For instance, the heritage-listed Carrington Road sewage pumping station, which is of “historic and aesthetic significance”, is unable to cope with the proposed level of residential development. According to Philip Bennett, Lead Heritage Adviser at Sydney Water, the best way to maintain this piece of heritage infrastructure is to keep it running. While this issue had been discussed in private meetings between Sydney Water and the developer, there is no formal mechanism to make this expert knowledge public or accessible. Similarly, through the Acknowledgement of Country for Field Trip, undertaken by Donna Ingram, Cultural Representative and a member of the Metropolitan Local Aboriginal Land Council, it became clear that the local Indigenous community had not been consulted in the development proposals for Carrington Road. This information, while not necessary secret, had also not been made public. Finally, the inclusion of knowledgeable local workers whose businesses are located on Carrington Road provided an insight into the “everyday.” They talked of community and collaboration, of site-specificity, the importance of clustering within their niche industries, and their fears for of displacement should redevelopment proceed.Via a community-led, participatory walking tour like Field Trip, threads of knowledge and new information are uncovered. These help create new spatial stories and readings of the landscape, broadening the scope of possibility for democratic participation in cities. Figure 3: Donna Ingram at Field Trip 2018.Tactical Walking, Tactical Media Stories connected to walking provide an opportunity for people to read the landscape differently (Mitchell). One of the goals of Field Trip was to begin a public knowledge exchange about Carrington Road so that spatial stories could be shared, and new readings of urban development could spread beyond the confines of the self-contained tour. Once shared, this knowledge becomes a story, and once remixed into existing stories and integrated into the way we understand the neighbourhood, a collective spatial practice is generated. “Every story is a travel story – a spatial practice”, says de Certeau in “Spatial Stories”. “In reality, they organise walks” (72). As well as taking a tactical approach to walking, we took a tactical approach to the mediation of the knowledge, by recording and broadcasting the voices on the walk and feeding information to a publicly accessible wiki. The term “tactical media” is an extension of de Certeau’s concept of tactics. David Garcia and Geert Lovink applied de Certeau’s concept of tactics to the field of media activism in their manifesto of tactical media, identifying a class of producers who amplify temporary reversals in the flow of power by exploiting the spaces, channels and platforms necessary for their practices. Tactical media has been used since the late nineties to help explain a range of open-source practices that appropriate technological tools for political purposes. While pointing out the many material distinctions between different types of tactical media projects within the arts, Rita Raley describes them as “forms of critical intervention, dissent and resistance” (6). The term has also been adopted by media activists engaged in a range of practices all over the world, including the Tactical Technology Collective. For Field Trip, tactical media is a way of creating representations that help navigate neighbourhoods as well as alternative political processes that shape them. In this sense, tactical representations do not “offer the omniscient point of view we associate with Cartesian cartographic practice” (Raley 2). Rather these representations are politically subjective systems of navigation that make visible hidden information and connect people to the decisions affecting their lives. Conclusion We have shown that the walking tour can be a tourist attraction, a catalyst to the transformation of urban space through gentrification, and an activist intervention into processes of urban renewal that exclude people and alternative ways of being in the city. This article presents practice-led research through the design of Field Trip. By walking collectively, we have focused on tactical ways of opening up participation in the future of neighbourhoods, and more broadly in designing the city. By sharing knowledge publicly, through this article and other means such as an online wiki, we advocate for a city that is open to multimodal readings, makes space for sharing, and is owned by those who live in it. Abstract:
What we wear signals our membership within groups, be theyorganised by gender, class, ethnicity or religion. Simultaneously our clothing signifies hierarchies and power relations that sustain dominant power structures. How we dress is an expression of our identity. For Veblen, how we dress expresses wealth and social stratification. In imitating the fashion of the wealthy, claims Simmel, we seek social equality. For Barthes, clothing is embedded with systems of meaning. For Hebdige, clothing has modalities of meaning depending on the wearer, as do clothes for gender (Davis) and for the body (Entwistle). For Maynard, “dress is a significant material practice we use to signal our cultural boundaries, social separations, continuities and, for the present purposes, political dissidences” (103). Clothing has played a central role in historical and contemporary forms of political dissent. During the French Revolution dress signified political allegiance. The “mandated costumes, the gold-braided coat, white silk stockings, lace stock, plumed hat and sword of the nobility and the sober black suit and stockings” were rejected as part of the revolutionary struggle (Fairchilds 423). After the storming of the Bastille the government of Paris introduced the wearing of the tricolour cockade, a round emblem made of red, blue and white ribbons, which was a potent icon of the revolution, and a central motif in building France’s “revolutionary community”. But in the aftermath of the revolution divided loyalties sparked power struggles in the new Republic (Heuer 29). In 1793 for example anyone not wearing the cockade was arrested. Specific laws were introduced for women not wearing the cockade or for wearing it in a profane manner, resulting in six years in jail. This triggered a major struggle over women’s abilities to exercise their political rights (Heuer 31).Clothing was also central to women’s political struggles in America. In the mid-nineteenth century, women began wearing the “reform dress”—pants with shortened, lightweight skirts in place of burdensome and restrictive dresses (Mas 35). The wearing of pants, or bloomers, challenged gender norms and demonstrated women’s agency. Women’s clothes of the period were an "identity kit" (Ladd Nelson 22), which reinforced “society's distinctions between men and women by symbolizing their natures, roles, and responsibilities” (Ladd Nelson 22, Roberts 555). Men were positioned in society as “serious, active, strong and aggressive”. They wore dark clothing that “allowed movement, emphasized broad chests and shoulders and presented sharp, definite lines” (Ladd Nelson 22). Conversely, women, regarded as “frivolous, inactive, delicate and submissive, dressed in decorative, light pastel coloured clothing which inhibited movement, accentuated tiny waists and sloping shoulders and presented an indefinite silhouette” (Ladd Nelson 22, Roberts 555). Women who challenged these dress codes by wearing pants were “unnatural, and a perversion of the “true” woman” (Ladd Nelson 22). For Crane, the adoption of men’s clothing by women challenged dominant values and norms, changing how women were seen in public and how they saw themselves. The wearing of pants came to “symbolize the movement for women's rights” (Ladd Nelson 24) and as with women in France, Victorian society was forced to consider “women's rights, including their right to choose their own style of dress” (Ladd Nelson 23). As Yangzom (623) puts it, clothing allows groups to negotiate boundaries. How the “embodiment of dress itself alters political space and civic discourse is imperative to understanding how resistance is performed in creating social change” (Yangzom 623). Fig. 1: 1850s fashion bloomersIn a different turn is presented in Mahatma Gandhi’s Khadi movement. Khadi is a term used for fabrics made on a spinning wheel (or charkha) or hand-spun and handwoven, usually from cotton fibre. Khadi is considered the “fabric of Indian independence” (Jain). Gandhi recognised the potential of the fabric to a self-reliant, independent India. Gandhi made the struggle for independence synonymous with khadi. He promoted the materials “simplicity as a social equalizer and made it the nation’s fabric” (Sinha). As Jain notes, clothing and in this case fabric, is a “potent sign of resistance and change”. The material also reflects consciousness and agency. Khadi was Gandhi’s “own sartorial choices of transformation from that of an Englishman to that of one representing India” (Jain). For Jain the “key to Khadi becoming a successful tool for the freedom struggle” was that it was a “material embodiment of an ideal” that “represented freedom from colonialism on the one hand and a feeling of self-reliance and economic self-sufficiency on the other”. Fig. 2: Gandhi on charkha The reappropriating of Khadi as a fabric of political dissent echoes the wearing of blue denim by the Student Nonviolent Coordinating Committee (SNCC) at the 1963 National Mall Washington march where 250,000 people gather to hear Martin Luther King speak. The SNCC formed in 1960 and from then until the 1963 March on Washington they developed a “style aesthetic that celebrated the clothing of African American sharecroppers” (Ford 626). A critical aspect civil rights activism by African America women who were members of the SNCC was the “performance of respectability”. With the moral character of African American women under attack (as a way of delegitimising their political activities), the female activists “emphasized the outward display of their respectability in order to withstand attacks against their characters”. Their modest, neat “as if you were going to church” (Chappell 96) clothing choices helped them perform respectability and this “played an important performative role in the black freedom struggle” (Ford 626). By 1963 however African American female civil rights activists “abandoned their respectable clothes and processed hairstyles in order to adopt jeans, denim skirts, bib-and-brace overalls”. The adoption of bib-and-brace overalls reflected the sharecropper's blue denim overalls of America’s slave past.For Komar the blue denim overalls “dramatize[d] how little had been accomplished since Reconstruction” and the overalls were practical to fix from attack dog tears and high-pressure police hoses. The blue denim overalls, according to Komar, were also considered to be ‘Negro clothes’ purchased by “slave owners bought denim for their enslaved workers, partly because the material was sturdy, and partly because it helped contrast them against the linen suits and lace parasols of plantation families”. The clothing choice was both practical and symbolic. While the ‘sharecropper’ narrative is problematic as ‘traditional’ clothing (something not evident in the case of Ghandi’s Khandi Movement, there is an emotion associated with the clothing. As Barthes (6-7) has shown, what makes ‘traditional clothing,’ traditional is that it is part of a normative system where not only does clothing have its historical place, but it is governed by its rules and regimentation. Therefore, there is a dialectical exchange between the normative system and the act of dressing where as a link between the two, clothing becomes the conveyer of its meanings (7). Barthes calls this system, langue and the act of dressing parole (8). As Ford does, a reading of African American women wearing what she calls a “SNCC Skin” “the uniform [acts] consciously to transgress a black middle-class worldview that marginalised certain types of women and particular displays of blackness and black culture”. Hence, the SNCC women’s clothing represented an “ideological metamorphosis articulated through the embrace and projection of real and imagined southern, working-class, and African American cultures. Central to this was the wearing of the blue denim overalls. The clothing did more than protect, cover or adorn the body it was a conscious “cultural and political tool” deployed to maintain a movement and build solidarity with the aim of “inversing the hegemonic norms” via “collective representations of sartorial embodiment” (Yangzom 622).Fig. 3: Mississippi SNCC March Coordinator Joyce Ladner during the March on Washington for Jobs and Freedom political rally in Washington, DC, on 28 Aug. 1963Clothing in each of these historical examples performs an ideological function that can bridge, that is bring diverse members of society together for a cause, or community cohesion or clothing can act as a fence to keep identities separate (Barnard). This use of clothing is evident in two indigenous examples. For Maynard (110) the clothes worn at the 1988 Aboriginal ‘Long March of Freedom, Justice and Hope’ held in Australia signalled a “visible strength denoted by coherence in dress” (Maynard 112). Most noted was the wearing of colours – black, red and yellow, first thought to be adopted during protest marches organised by the Black Protest Committee during the 1982 Commonwealth Games in Brisbane (Watson 40). Maynard (110) describes the colour and clothing as follows:the daytime protest march was dominated by the colours of the Aboriginal people—red, yellow and black on flags, huge banners and clothing. There were logo-inscribed T-shirts, red, yellow and black hatband around black Akubra’s, as well as red headbands. Some T-shirts were yellow, with images of the Australian continent in red, others had inscriptions like 'White Australia has a Black History' and 'Our Land Our Life'. Still others were inscribed 'Mourn 88'. Participants were also in customary dress with body paint. Older Indigenous people wore head bands inscribed with the words 'Our Land', and tribal elders from the Northern Territory, in loin cloths, carried spears and clapping sticks, their bodies marked with feathers, white clay and red ochres. Without question, at this most significant event for Aboriginal peoples, their dress was a highly visible and cohesive aspect.Similar is the Tibetan Freedom Movement, a nonviolent grassroots movement in Tibet and among Tibet diaspora that emerged in 2008 to protest colonisation of Tibet. It is also known as the ‘White Wednesday Movement’. Every Wednesday, Tibetans wear traditional clothes. They pledge: “I am Tibetan, from today I will wear only Tibetan traditional dress, chuba, every Wednesday”. A chuba is a colourful warm ankle-length robe that is bound around the waist by a long sash. For the Tibetan Freedom Movement clothing “symbolically functions as a nonverbal mechanism of communication” to “materialise consciousness of the movement” and functions to shape its political aims (Yangzom 622). Yet, in both cases – Aboriginal and Tibet protests – the dress may “not speak to single cultural audience”. This is because the clothing is “decoded by those of different political persuasions, and [is] certainly further reinterpreted or reframed by the media” (Maynard 103). Nevertheless, there is “cultural work in creating a coherent narrative” (Yangzom 623). The narratives and discourse embedded in the wearing of a red, blue and white cockade, dark reform dress pants, cotton coloured Khadi fabric or blue denim overalls is likely a key feature of significant periods of political upheaval and dissent with the clothing “indispensable” even if the meaning of the clothing is “implied rather than something to be explicated” (Yangzom 623). On 21 January 2017, 250,000 women marched in Washington and more than two million protesters around the world wearing pink knitted pussy hats in response to the remarks made by President Donald Trump who bragged of grabbing women ‘by the pussy’. The knitted pink hats became the “embodiment of solidarity” (Wrenn 1). For Wrenn (2), protests such as this one in 2017 complete with “protest visuals” which build solidarity while “masking or excluding difference in the process” indicates “a tactical sophistication in the social movement space with its strategic negotiation of politics of difference. In formulating a flexible solidarity, the movement has been able to accommodate a variety of races, classes, genders, sexualities, abilities, and cultural backgrounds” (Wrenn 4). In doing so they presented a “collective bodily presence made publicly visible” to protest racist, sexist, homophobic, Islamophobic, and xenophobic white masculine power (Gokariksel & Smith 631). The 2017 Washington Pussy Hat March was more than an “embodiment tactic” it was an “image event” with its “swarms of women donning adroit posters and pink pussy hats filling the public sphere and impacting visual culture”. It both constructs social issues and forms public opinion hence it is an “argumentative practice” (Wrenn 6). Drawing on wider cultural contexts, as other acts of dissent note here do, in this protest with its social media coverage, the “master frame” of the sea of pink hats and bodies posited to audiences the enormity of the anger felt in the community over attacks on the female body – real or verbal. This reflects Goffman’s theory of framing to describe the ways in which “protestors actively seek to shape meanings such that they spark the public’s support and encourage political openings” (Wrenn 6). The hats served as “visual tropes” (Goodnow 166) to raise social consciousness and demonstrate opposition. Protest “signage” – as the pussy hats can be considered – are a visual representation and validation of shared “invisible thoughts and emotions” (Buck-Coleman 66) affirming Georg Simmel’s ideas about conflict; “it helps individuals define their differences, establish to which group(s) they belong, and determine the degrees to which groups are different from each other” (Buck-Coleman 66). The pink pussy hat helped define and determine membership and solidarity. Further embedding this was the hand-made nature of the hat. The pattern for the hat was available free online at https://www.pussyhatproject.com/knit/. The idea began as one of practicality, as it did for the reform dress movement. This is from the Pussy Hat Project website:Krista was planning to attend the Women’s March in Washington DC that January of 2017 and needed a cap to keep her head warm in the chill winter air. Jayna, due to her injury, would not be able to attend any of the marches, but wanted to find a way to have her voice heard in absentia and somehow physically “be” there. Together, a marcher and a non-marcher, they conceived the idea of creating a sea of pink hats at Women’s Marches everywhere that would make both a bold and powerful visual statement of solidarity, and also allow people who could not participate themselves – whether for medical, financial, or scheduling reasons — a visible way to demonstrate their support for women’s rights. (Pussy Hat Project)In the tradition of “craftivism” – the use of traditional handcrafts such as knitting, assisted by technology (in this case a website with the pattern and how to knit instructions), as a means of community building, skill-sharing and action directed towards “political and social causes” (Buszek & Robertson 197) –, the hand-knitted pink pussy hats avoided the need to purchase clothing to show solidarity resisting the corporatisation of protest clothing as cautioned by Naomi Klein (428). More so by wearing something that could be re-used sustained solidarity. The pink pussy hats provided a counter to the “incoherent montage of mass-produced clothing” often seen at other protests (Maynard 107). Everyday clothing however does have a place in political dissent. In late 2018, French working class and middle-class protestors donned yellow jackets to protest against the government of French President Emmanuel Macron. It began with a Facebook appeal launched by two fed-up truck drivers calling for a “national blockade” of France’s road network in protest against rising fuel prices was followed two weeks later with a post urging motorist to display their hi-vis yellow vests behind their windscreens in solidarity. Four million viewed the post (Henley). Weekly protests continued into 2019. The yellow his-vis vests are compulsorily carried in all motor cars in France. They are “cheap, readily available, easily identifiable and above all representing an obligation imposed by the state”. The yellow high-vis vest has “proved an inspired choice of symbol and has plainly played a big part in the movement’s rapid spread” (Henley). More so, the wearers of the yellow vests in France, with the movement spreading globally, are winning in “the war of cultural representation. Working-class and lower middle-class people are visible again” (Henley). Subcultural clothing has always played a role as heroic resistance (Evans), but the coloured dissent dressing associated with the red, blue and white ribboned cockades, the dark bloomers of early American feminists, the cotton coloured natural fabrics of Ghandi’s embodiment of resistance and independence, the blue denim sharecropper overalls worn by African American women in their struggles for civil rights, the black, red and orange of Aboriginal protestors in Australia and the White Wednesday performances of resistance undertaken by Tibetans against Chinese colonisation, the Washington Pink Pussy Hat marches for gender respect and equality and the donning of every yellow hi-vis vests by French protestors all posit the important role of fabric and colour in protest meaning making and solidarity building. Abstract:
The National Cultural Policy Discussion Paper—drafted to assist the Australian Government in developing the first national Cultural Policy since Creative Nation nearly two decades ago—envisages a future in which arts, cultural and creative activities directly support the development of an inclusive, innovative and productive Australia. "The policy," it says, "will be based on an understanding that a creative nation produces a more inclusive society and a more expressive and confident citizenry by encouraging our ability to express, describe and share our diverse experiences—with each other and with the world" (Australian Government 3). Even a cursory reading of this Discussion Paper makes it clear that the question of impact—in aesthetic, cultural and economic terms—is central to the Government's agenda in developing a new Cultural Policy. Hand-in-hand with the notion of impact comes the process of measurement of progress. The Discussion Paper notes that progress "must be measurable, and the Government will invest in ways to assess the impact that the National Cultural Policy has on society and the economy" (11). If progress must be measurable, this raises questions about what arts, cultural and creative workers do, whether it is worth it, and whether they could be doing it better. In effect, the Discussion Paper pushes artsworkers ever closer to a climate in which they have to be skilled not just at making work, but at making the impact of this work clear to stakeholders. The Government in its plans for Australia's cultural future, is clearly most supportive of artsworkers who can do this, and the scholars, educators and employers who can best train the artsworkers of the future to do this. Teaching Artsworkers to Measure the Impact of Their Work: The Challenges How do we train artsworkers to assess, measure and articulate the impact of what they do? How do we prepare them to be ready to work in a climate that will—as the National Cultural Policy Discussion Paper makes clear—emphasise measuring impact, communicating impact, and communicating impact across aesthetic, cultural and economic categories? As educators delivering training in this area, the Discussion Paper has made this already compelling question even more pressing as we work to develop the career-ready graduates the Government seeks. Our program, the Master of Creative Industries (Creative Production & Arts Management) offered in the Creative Industries Faculty at Queensland University of Technology in Brisbane, Australia, is, like most programs in arts and cultural management in the US, UK, Europe and Australia, offering a three-Semester postgraduate program that allows students to develop the career-ready skills required to work as managers of arts, cultural or creative organisations. That we need to train our graduates to work not just as producers of plays, paintings or recordings, but as entrepreneurial arts advocates who can measure and articulate the value of their programs to others, is not news (Hadley "Creating" 647-48; cf. Brkic; Ebewo and Sirayi; Beckerman; Sikes). Our program—which offers training in arts policy, management, marketing and budgeting followed by training in entrepreneurship and a practical project—is already structured around this necessity. The question of how to teach students this diverse skill set is, however, still a subject of debate; and the question of how to teach students to measure the impact of this work is even more difficult. There is, of course, a body of literature on the impact of arts, cultural and creative activities, value and evaluation that has been developed over the past decade, particularly through landmark reports like Matarasso's Use or Ornament? The Social Impact of Participation in the Arts (1997) and the RAND Corporation's Gifts of the Muse: Reframing the Debate about the Benefits of the Arts (2004). There are also emergent studies in an Australian context: Madden's "Cautionary Note" on using economic impact studies in the arts (2001); case studies on arts and wellbeing by consultancy firm Effective Change (2003); case studies by DCITA (2003); the Asia Pacific Journal of Arts and Cultural Management (2009) issue on "value"; and Australia Council publications on arts, culture and economy. As Richards has explained, "evaluation is basically a straightforward concept. E-value-ation = a process of enquiry that allows a judgment of amount, value or worth to be made" (99). What makes arts evaluation difficult is not the concept, but the measurement of intangible values—aesthetic quality, expression, engagement or experience. In the literature, discussion has been plagued by debate about what is measured, what method is used, and whether subjective values can in fact be measured. Commentators note that in current practice, questions of value are still deferred because they are too difficult to measure (Bilton and Leary 52), discussed only in terms of economic measures such as market share or satisfaction which are statistically quantifiable (Belfiore and Bennett "Rethinking" 137), or done through un-rigorous surveys that draw only ambiguous, subjective, or selective responses (Merli 110). According to Belfiore and Bennett, Public debate about the value of the arts thus comes to be dominated by what might best be termed the cult of the measurable; and, of course, it is those disciplines primarily concerned with measurement, namely, economics and statistics, which are looked upon to find the evidence that will finally prove why the arts are so important to individuals and societies. A corollary of this is that the humanities are of little use in this investigation. ("Rethinking" 137) Accordingly, Ragsdale states, Arts organizations [still] need to find a way to assess their progress in …making great art that matters to people—as evidenced, perhaps, by increased enthusiasm, frequency of attendance, the capacity and desire to talk or write about one's experience, or in some other way respond to the experience, the curiosity to learn about the art form and the ideas encountered, the depth of emotional response, the quality of the social connections made, and the expansion of one's aesthetics over time. Commentators are still looking for a balanced approach (cf. Geursen and Rentschler; Falk and Dierkling), which evaluates aesthetic practices, business practices, audience response, and results for all parties, in tandem. An approach which evaluates intrinsic impacts, instrumental impacts, and the way each enables the other, in tandem—with an emphasis not on the numbers but on whether we are getting better at what we are doing. And, of course, allows evaluators of arts, cultural and creative activities to use creative arts methods—sketches, stories, bodily movements and relationships and so forth—to provide data to inform the assessment, so they can draw not just on statistical research methods but on arts, culture and humanities research methods. Teaching Artsworkers to Measure the Impact of Their Work: Our Approach As a result of this contested terrain, our method for training artsworkers to measure the impact of their programs has emerged not just from these debates—which tend to conclude by declaring the needs for better methods without providing them—but from a research-teaching nexus in which our own trial-and-error work as consultants to arts, cultural and educational organisations looking to measure the impact of or improve their programs has taught us what is effective. Each of us has worked as managers of professional associations such as Drama Australia and Australasian Association for Theatre, Drama and Performance Studies (ADSA), members of boards or committees for arts organisations such as Youth Arts Queensland and Young People and the Arts Australia (YPAA), as well as consultants to major cultural organisations like the Queensland Performing Arts Centre and the Brisbane Festival. The methods for measuring impact we have developed via this work are based not just on surveys and statistics, but on our own practice as scholars and producers of culture—and are therefore based in arts, culture and humanities approaches. As scholars, we investigate the way marginalised groups tell stories—particularly groups marked by age, gender, race or ability, using community, contemporary and public space performance practices (cf. Hadley, "Bree"; Gattenhof). What we have learned by bringing this sort of scholarly analysis into dialogue with a more systematised approach to articulating impact to government, stakeholders and sponsors is that there is no one-size-fits-all approach. What is needed, instead, is a toolkit, which incorporates central principles and stages, together with qualitative, quantitative and performative tools to track aesthetics, accessibility, inclusivity, capacity-building, creativity etc., as appropriate on a case-by-case basis. Whatever the approach, it is critical that the data track the relationship between the experience the artists, audience or stakeholders anticipated the activity should have, the aspects of the activity that enabled that experience to emerge (or not), and the effect of that (or not) for the arts organisation, their artists, their partners, or their audiences. The combination of methods needs to be selected in consultation with the arts organisation, and the negotiations typically need to include detailed discussion of what should be evaluated (aesthetics, access, inclusivity, or capacity), when it should be evaluated (before, during or after), and how the results should be communicated (including the difference between evaluation for reporting purposes and evaluation for program improvement purposes, and the difference between evaluation and related processes like reflection, documentary-making, or market research). Translating what we have learned through our cultural research and consultancy into a study package for students relies on an understanding of what they want from their study. This, typically, is practical career-ready skills. Students want to produce their own arts, or produce other people's arts, and most have not imagined themselves participating in meta-level processes in which they argue the value of arts, cultural and creative activities (Hadley, "Creating" 652). Accordingly, most have not thought of themselves as researchers, using cultural research methods to create reports that inform how the Australian government values, supports, and services the arts. The first step in teaching students to operate effectively as evaluators of arts, cultural and creative activities is, then, to re-orient their expectations to include this in their understanding of what artsworkers do, what skills artsworkers need, and where they deploy these skills. Simply handing over our own methods, as "the" methods, would not enable graduates to work effectively in a climate were one size will not fit all, and methods for evaluating impact need to be negotiated again for each new context. 1. Understanding the Need for Evaluation: Cause and Effect The first step in encouraging students to become effective evaluators is asking them to map their sector, the major stakeholders, the agendas, alignments and misalignments in what the various players are trying to achieve, and the programs, projects and products through which the players are trying to achieve it. This starting point is drawn from Program Theory—which, as Joon-Yee Kwok argues in her evaluation of the SPARK National Mentoring Program for Young and Emerging Artists (2010) is useful in evaluating cultural activities. The Program Theory approach starts with a flow chart that represents relationships between activities in a program, allowing evaluators to unpack some of the assumptions the program's producers have about what activities have what sort of effect, then test whether they are in fact having that sort of effect (cf. Hall and Hall). It could, for example, start with a flow chart representing the relationship between a community arts policy, a community arts organisation, a community-devised show it is producing, and a blog it has created because it assumes it will allow the public to become more interested in the show the participants are creating, to unpack the assumptions about the sort of effect this is supposed to have, and test whether this is in fact having this sort of effect. Masterclasses, conversations and debate with peers and industry professionals about the agendas, activities and assumptions underpinning programs in their sector allows students to look for elements that may be critical in their programs' ability to achieve (or not) an anticipated impact. In effect to start asking about, "the way things are done now, […] what things are done well, and […] what could be done better" (Australian Government 12).2. Understanding the Nature of Evaluation: PurposeOnce students have been alerted to the need to look for cause-effect assumptions that can determine whether or not their program, project or product is effective, they are asked to consider what data they should be developing about this, why, and for whom. Are they evaluating a program to account to government, stakeholders and sponsors for the money they have spent? To improve the way it works? To use that information to develop innovative new programs in future? In other words, who is the audience? Being aware of the many possible purposes and audiences for evaluation information can allow students to be clear not just about what needs to be evaluated, but the nature of the evaluation they will do—a largely statistical report, versus a narrative summary of experiences, emotions and effects—which may differ depending on the audience.3. Making Decisions about What to Evaluate: Priorities When setting out to measure the impact of arts, cultural or creative activities, many people try to measure everything, measure for the purposes of reporting, improvement and development using the same methods, or gather a range of different sorts of data in the hope that something in it will answer questions about whether an activity is having the anticipated effect, and, if so, how. We ask students to be more selective, making strategic decisions about which anticipated effects of a program, project or product need to be evaluated, whether the evaluation is for reporting, improvement or innovation purposes, and what information stakeholders most require. In addition to the concept of collecting data about critical points where programs succeed or fail in achieving a desired effect, and different approaches for reporting, improvement or development, we ask students to think about the different categories of effect that may be more or less interesting to different stakeholders. This is not an exhaustive list, or a list of things every evaluation should measure. It is a tool to demonstrate to would-be evaluators points of focus that could be developed, depending on the stakeholders' priorities, the purpose of the evaluation, and the critical points at which desired effects need to occur to ensure success. Without such framing, evaluators are likely to end up with unusable data, which become a difficulty to deal with rather than a benefit for the artsworkers, arts organisations or stakeholders. 4. Methods for Evaluation: Process To be effective, methods for collecting data about how arts, cultural or creative activities have (or fail to have) anticipated impact need to include conventional survey, interview and focus group style tools, and creative or performative tools such as discussion, documentation or observation. We encourage students to use creative practice to draw out people's experience of arts events—for example, observation, documentation still images, video or audio documentation, or facilitated development of sketches, stories or scenes about an experience, can be used to register and record people's feelings. These sorts of methods can capture what Mihaly Csikszentmihalyi calls "flow" of experience (cf. Belfiore and Bennett, "Determinants" 232)—for example, photos of a festival space at hourly intervals or the colours a child uses to convey memory of a performance can capture to flow of movement, engagement, and experience for spectators more clearly than statistics. These, together with conventional surveys or interviews that comment on the feelings expressed, allow for a combination of quantitative, qualitative and performative data to demonstrate impact. The approach becomes arts- and humanities- based, using arts methods to encourage people to talk, write or otherwise respond to their experience in terms of emotion, connection, community, or expansion of aesthetics. The evaluator still needs to draw out the meaning of the responses through content, text or discourse analysis, and teaching students how to do a content analysis of quantitative, qualitative and performative data is critical at this stage. When teaching students how to evaluate their data, our method encourages students not just to focus on the experience, or the effect of the experience, but the relationship between the two—the things that act as "enablers" "determinants" (White and Hede; Belfiore and Bennett, "Determinants" passim) of effect. This approach allows the evaluator to use a combination of conventional and creative methods to describe not just what effect an activity had, but, more critically, what enabled it to have that effect, providing a firmer platform for discussing the impact, and how it could be replicated, developed or deepened next time, than a list of effects and numbers of people who felt those effects alone. 5. Communicating Results: Politics Often arts, cultural or creative organisations can be concerned about the image of their work an evaluation will create. The final step in our approach is to alert students to the professional, political and ethical implications of evaluation. Students learn to share their knowledge with organisations, encouraging them to see the value of reporting both correct and incorrect assumptions about the impact of their activities, as part of a continuous improvement process. Then we assist them in drawing the results of this sort of cultural research into planning, development and training documents which may assist the organisation in improving in the future. In effect, it is about encouraging organisations to take the Australian government at its word when, in the National Cultural Policy Discussion Paper, it says it that measuring impact is about measuring progress—what we do well, what we could do better, and how, not just success statistics about who is most successful—as it is this that will ultimately be most useful in creating an inclusive, innovative, productive Australia. Teaching Artsworkers to Measure the Impact of Their Work: The Impact of Our Approach What, then, is the impact of our training on graduates' ability to measure the impact of work? Have we made measurable progress in our efforts to teach artsworkers to assess and articulate the impact of their work? The MCI (CP&AM) has been offered for three years. Our approach is still emergent and experimental. We have, though, identified a number of impacts of our work. First, our students are less fearful of becoming involved in measuring the value or impact of arts, cultural and creative programs. This is evidenced by the number who chooses to do some sort of evaluation for their Major Project, a 15,000 word individual project or internship which concludes their degree. Of the 50 or so students who have reached the Major Project in three years—35 completed and 15 in planning for 2012—about a third have incorporated evaluation into their Major Project. This includes evaluation of sector, business or producing models (5), youth arts and youth arts mentorship programs (4), audience development programs (2), touring programs (4), and even other arts management training programs (1). Indeed, after internships in programming or producing roles, this work—aligned with the Government's interest in improving training of young artists, touring, audience development, and economic development—has become a most popular Major Project option. This has enabled students to work with a range of arts, cultural and creative organisations, share their training—their methods, their understanding of what their methods can measure, when, and how—with Industry. Second, this Industry-engaged training has helped graduates in securing employment. This is evidenced by the fact that graduates have gone on to be employed with organisations they have interned with as part of their Major Project, or other organisations, including some of Brisbane's biggest cultural organisations—local and state government departments, Queensland Performing Arts Centre, Brisbane Festival, Metro Arts, Backbone Youth Arts, and Youth Arts Queensland, amongst others. Thirdly, graduates' contribution to local organisations and industry has increased the profile of a relatively new program. This is evidenced by the fact that it enrols 40 to 50 new students a year across Graduate Certificate / MCI (CP&AM) programs, typically two thirds domestic students and one third international students from Canada, Germany, France, Denmark, Norway and, of course, China. Indeed, some students are now disseminating this work globally, undertaking their Major Project as an internship or industry project with an organisation overseas. In effect, our training's impact emerges not just from our research, or our training, but from the fact that our graduates disseminate our approach to a range of arts, cultural and creative organisations in a practical way. We have, as a result, expanded the audience for this approach, and the number of people and contexts via which it is being adapted and made useful. Whilst few of students come into our program with a desire to do this sort of work, or even a working knowledge of the policy that informs it, on completion many consider it a viable part of their practice and career pathway. When they realise what they can achieve, and what it can mean to the organisations they work with, they do incorporate research, research consultant and government roles as part of their career portfolio, and thus make a contribution to the strong cultural sector the Government envisages in the National Cultural Policy Discussion Paper. Our work as scholars, practitioners and educators has thus enabled us to take a long-term, processual and grassroots approach to reshaping agendas for approaches to this form of cultural research, as our practices are adopted and adapted by students and industry stakeholders. Given the challenges commentators have identified in creating and disseminating effective evaluation methods in arts over the past decade, this, for us—though by no means work that is complete—does count as measurable progress. Abstract:
IntroductionRegional identity is a constant construction, in which landscape, human activity and cultural imaginary build a narrative of place. For the Tasmanian Midlands, the interactions between history, ecology and agriculture both define place and present problems in how to recognise, communicate and balance these interactions. In this sense, regionality is defined not so much as a relation of margin to centre, but as a specific accretion of environmental and cultural histories. According weight to more-than-human perspectives, a region can be seen as a constellation of plant, animal and human interactions and demands, where creative art and design can make space and give voice to the dynamics of exchange between the landscape and its inhabitants. Consideration of three recent art and design projects based in the Midlands reveal the potential for cross-disciplinary research, embedded in both environment and community, to create distinctive and specific forms of connectivity that articulate a regional identify.The Tasmanian Midlands have been identified as a biodiversity hotspot (Australian Government), with a long history of Aboriginal cultural management disrupted by colonial invasion. Recent archaeological work in the Midlands, including the Kerry Lodge Archaeology and Art Project, has focused on the use of convict labour during the nineteenth century in opening up the Midlands for settler agriculture and transport. Now, the Midlands are placed under increasing pressure by changing agricultural practices such as large-scale irrigation. At the same time as this intensification of agricultural activity, significant progress has been made in protecting, preserving and restoring endemic ecologies. This progress has come through non-government conservation organisations, especially Greening Australia and their program Tasmanian Island Ark, and private landowners placing land under conservation covenants. These pressures and conservation activities give rise to research opportunities in the biological sciences, but also pose challenges in communicating the value of conservation and research outcomes to a wider public. The Species Hotel project, beginning in 2016, engaged with the aims of restoration ecology through speculative design while The Marathon Project, a multi-year curatorial art project based on a single property that contains both conservation and commercially farmed zones.This article questions the role of regionality in these three interconnected projects—Kerry Lodge, Species Hotel, and Marathon—sited in the Tasmanian Midlands: the three projects share a concern with the specificities of the region through engagement with specifics sites and their histories and ecologies, while also acknowledging the forces that shape these sites as far more mobile and global in scope. It also considers the interdisciplinary nature of these projects, in the crossover of art and design with ecological, archaeological and agricultural practices of measuring and intervening in the land, where communication and interpretation may be in tension with functionality. These projects suggest ways of working that connect the ecological and the cultural spheres; importantly, they see rural locations as sites of knowledge production; they test the value of small-scale and ephemeral interventions to explore the place of art and design as intervention within colonised landscape.Regions are also defined by overlapping circles of control, interest, and authority. We test the claim that these projects, which operate through cross-disciplinary collaboration and network with a range of stakeholders and community groups, successfully benefit the region in which they are placed. We are particularly interested in the challenges of working across institutions which both claim and enact connections to the region without being centred there. These projects are initiatives resulting from, or in collaboration with, University of Tasmania, an institution that has taken a recent turn towards explicitly identifying as place-based yet the placement of the Midlands as the gap between campuses risks attenuating the institution’s claim to be of this place. Paul Carter, in his discussion of a regional, site-specific collaboration in Alice Springs, flags how processes of creative place-making—operating through mythopoetic and story-based strategies—requires a concrete rather than imagined community that actively engages a plurality of voices on the ground. We identify similar concerns in these art and design projects and argue that iterative and long-term creative projects enable a deeper grappling with the complexities of shared regional place-making. The Midlands is aptly named: as a region, it is defined by its geographical constraints and relationships to urban centres. Heading south from the northern city of Launceston, travellers on the Midland Highway see scores of farming properties networking continuously for around 175 kilometres south to the outskirts of Brighton, the last major township before the Tasmanian capital city of Hobart. The town of Ross straddles latitude 42 degrees south—a line that has historically divided Tasmania into the divisions of North and South. The region is characterised by extensive agricultural usage and small remnant patches of relatively open dry sclerophyll forest and lowland grassland enabled by its lower attitude and relatively flatter terrain. The Midlands sit between the mountainous central highlands of the Great Western Tiers and the Eastern Tiers, a continuous range of dolerite hills lying south of Ben Lomond that slope coastward to the Tasman Sea. This area stretches far beyond the view of the main highway, reaching east in the Deddington and Fingal valleys. Campbell Town is the primary stopping point for travellers, superseding the bypassed towns, which have faced problems with lowering population and resulting loss of facilities.Image 1: Southern Midland Landscape, Ross, Tasmania, 2018. Image Credit: Patrick Sutczak.Predominantly under private ownership, the Tasmanian Midlands are a contested and fractured landscape existing in a state of ecological tension that has occurred with the dominance of western agriculture. For over 200 years, farmers have continually shaped the land and carved it up into small fragments for different agricultural agendas, and this has resulted in significant endemic species decline (Mitchell et al.). The open vegetation was the product of cultural management of land by Tasmanian Aboriginal communities (Gammage), attractive to settlers during their distribution of land grants prior to the 1830s and a focus for settler violence. As documented cartographically in the Centre for 21st Century Humanities’ Colonial Frontier Massacres in Central and Eastern Australia 1788–1930, the period 1820–1835, and particularly during the Black War, saw the Midlands as central to the violent dispossession of Aboriginal landowners. Clements argues that the culture of violence during this period also reflected the brutalisation that the penal system imposed upon its subjects. The cultivation of agricultural land throughout the Midlands was enabled by the provision of unfree convict labour (Dillon). Many of the properties granted and established during the colonial period have been held in multi-generational family ownership through to the present.Within this patchwork of private ownership, the tension between visibility and privacy of the Midlands pastures and farmlands challenges the capacity for people to understand what role the Midlands plays in the greater Tasmanian ecology. Although half of Tasmania’s land areas are protected as national parks and reserves, the Midlands remains largely unprotected due to private ownership. When measured against Tasmania’s wilderness values and reputation, the dry pasturelands of the Midland region fail to capture an equivalent level of visual and experiential imagination. Jamie Kirkpatrick describes misconceptions of the Midlands when he writes of “[f]latness, dead and dying eucalypts, gorse, brown pastures, salt—environmental devastation […]—these are the common impression of those who first travel between Spring Hill and Launceston on the Midland Highway” (45). However, Kirkpatrick also emphasises the unique intimate and intricate qualities of this landscape, and its underlying resilience. In the face of the loss of paddock trees and remnants to irrigation, change in species due to pasture enrichment and introduction of new plant species, conservation initiatives that not only protect but also restore habitat are vital. The Tasmanian Midlands, then, are pastoral landscapes whose seeming monotonous continuity glosses over the radical changes experienced in the processes of colonisation and intensification of agriculture.Underlying the Present: Archaeology and Landscape in the Kerry Lodge ProjectThe major marker of the Midlands is the highway that bisects it. Running from Hobart to Launceston, the construction of a “great macadamised highway” (Department of Main Roads 10) between 1820–1850, and its ongoing maintenance, was a significant colonial project. The macadam technique, a nineteenth century innovation in road building which involved the laying of small pieces of stone to create a surface that was relatively water and frost resistant, required considerable but unskilled labour. The construction of the bridge at Kerry Lodge, in 1834–35, was simultaneous with significant bridge buildings at other major water crossings on the highway, (Department of Main Roads 16) and, as the first water crossing south of Launceston, was a pinch-point through which travel of prisoners could be monitored and controlled. Following the completion of the bridge, the site was used to house up to 60 male convicts in a road gang undergoing secondary punishment (1835–44) and then in a labour camp and hiring depot until 1847. At the time of the La Trobe report (1847), the buildings were noted as being in bad condition (Brand 142–43). After the station was disbanded, the use of the buildings reverted to the landowners for use in accommodation and agricultural storage.Archaeological research at Kerry Lodge, directed by Eleanor Casella, investigated the spatial and disciplinary structures of smaller probation and hiring depots and the living and working conditions of supervisory staff. Across three seasons (2015, 2016, 2018), the emerging themes of discipline and control and as well as labour were borne out by excavations across the site, focusing on remnants of buildings close to the bridge. This first season also piloted the co-presence of a curatorial art project, which grew across the season to include eleven practitioners in visual art, theatre and poetry, and three exhibition outcomes. As a crucial process for the curatorial art project, creative practitioners spent time on site as participants and observers, which enabled the development of responses that interrogated the research processes of archaeological fieldwork as well as making connections to the wider historical and cultural context of the site. Immersed in the mundane tasks of archaeological fieldwork, the practitioners involved became simultaneously focused on repetitive actions while contemplating the deep time contained within earth. This experience then informed the development of creative works interrogating embodied processes as a language of site.The outcome from the first fieldwork season was earthspoke, an exhibition shown at Sawtooth, an artist-run initiative in Launceston in 2015, and later re-installed in Franklin House, a National Trust property in the southern suburbs of Launceston.Images 2 and 3: earthspoke, 2015, Installation View at Sawtooth ARI (top) and Franklin House (bottom). Image Credits: Melanie de Ruyter.This recontextualisation of the work, from contemporary ARI (artist run initiative) gallery to National Trust property enabled the project to reach different audiences but also raised questions about the emphases that these exhibition contexts placed on the work. Within the white cube space of the contemporary gallery, connections to site became more abstracted while the educational and heritage functions of the National Trust property added further context and unintended connotations to the art works.Image 4: Strata, 2017, Installation View. Image Credit: Karen Hall.The two subsequent exhibitions, Lines of Site (2016) and Strata (2017), continued to test the relationship between site and gallery, through works that rematerialised the absences on site and connected embodied experiences of convict and archaeological labour. The most recent iteration of the project, Strata, part of the Ten Days on the Island art festival in 2017, involved installing works at the site, marking with their presence the traces, fragments and voids that had been reburied when the landscape returned to agricultural use following the excavations. Here, the interpretive function of the works directly addressed the layered histories of the landscape and underscored the scope of the human interventions and changes over time within the pastoral landscape. The interpretative role of the artworks formed part of a wider, multidisciplinary approach to research and communication within the project. University of Manchester archaeology staff and postgraduate students directed the excavations, using volunteers from the Launceston Historical Society. Staff from Launceston’s Queen Victorian Museum and Art Gallery brought their archival and collection-based expertise to the site rather than simply receiving stored finds as a repository, supporting immediate interpretation and contextualisation of objects. In 2018, participation from the University of Tasmania School of Education enabled a larger number of on-site educational activities than afforded by previous open days. These multi-disciplinary and multi-organisational networks, drawn together provisionally in a shared time and place, provided rich opportunities for dialogue. However, the challenges of sustaining these exchanges have meant ongoing collaborations have become more sporadic, reflecting different institutional priorities and competing demands on participants. Even within long-term projects, continued engagement with stakeholders can be a challenge: while enabling an emerging and concrete sense of community, the time span gives greater vulnerability to external pressures. Making Home: Ecological Restoration and Community Engagement in the Species Hotel ProjectImages 5 and 6: Selected Species Hotels, Ross, Tasmania, 2018. Image Credits: Patrick Sutczak. The Species Hotels stand sentinel over a river of saplings, providing shelter for animal communities within close range of a small town. At the township of Ross in the Southern Midlands, work was initiated by restoration ecologists to address the lack of substantial animal shelter belts on a number of major properties in the area. The Tasmania Island Ark is a major Greening Australia restoration ecology initiative, connecting 6000 hectares of habitat across the Midlands. Linking larger forest areas in the Eastern Tiers and Central Highlands as well as isolated patches of remnant native vegetation, the Ark project is vital to the ongoing survival of local plant and animal species under pressure from human interventions and climate change. With fragmentation of bush and native grasslands in the Midland landscape resulting in vast open plains, the ability for animals to adapt to pasturelands without shelter has resulted in significant decline as animals such as the critically endangered Eastern Barred Bandicoot struggle to feed, move, and avoid predators (Cranney). In 2014 mass plantings of native vegetation were undertaken along 16km of the serpentine Macquarie River as part of two habitat corridors designed to bring connectivity back to the region. While the plantings were being established a public art project was conceived that would merge design with practical application to assist animals in the area, and draw community and public attention to the work that was being done in re-establishing native forests. The Species Hotel project, which began in 2016, emerged from a collaboration between Greening Australia and the University of Tasmania’s School of Architecture and Design, the School of Land and Food, the Tasmanian College of the Arts and the ARC Centre for Forest Value, with funding from the Ian Potter Foundation. The initial focus of the project was the development of interventions in the landscape that could address the specific habitat needs of the insect, small mammal, and bird species that are under threat. First-year Architecture students were invited to design a series of structures with the brief that they would act as ‘Species Hotels’, and once created would be installed among the plantings as structures that could be inhabited or act as protection. After installation, the privately-owned land would be reconfigured so to allow public access and observation of the hotels, by residents and visitors alike. Early in the project’s development, a concern was raised during a Ross community communication and consultation event that the surrounding landscape and its vistas would be dramatically altered with the re-introduced forest. While momentary and resolved, a subtle yet obvious tension surfaced that questioned the re-writing of an established community’s visual landscape literacy by non-residents. Compact and picturesque, the architectural, historical and cultural qualities of Ross and its location were not only admired by residents, but established a regional identity. During the six-week intensive project, the community reach was expanded beyond the institution and involved over 100 people including landowners, artists, scientists and school children from the region (Wright), attempting to address and channel the concerns of residents about the changing landscape. The multiple timescales of this iterative project—from intensive moments of collaboration between stakeholders to the more-than-human time of tree growth—open spaces for regional identity to shift as both as place and community. Part of the design brief was the use of fully biodegradable materials: the Species Hotels are not expected to last forever. The actual installation of the Species Hotelson site took longer than planned due to weather conditions, but once on site they were weathering in, showing signs of insect and bird habitation. This animal activity created an opportunity for ongoing engagement. Further activities generated from the initial iteration of Species Hotel were the Species Hotel Day in 2017, held at the Ross Community Hall where presentations by scientists and designers provided feedback to the local community and presented opportunities for further design engagement in the production of ephemeral ‘species seed pies’ placed out in and around Ross. Architecture and Design students have gone on to develop more examples of ‘ecological furniture’ with a current focus on insect housing as well as extrapolating from the installation of the Species Hotels to generate a VR visualisation of the surrounding landscape, game design and participatory movement work that was presented as part of the Junction Arts Festival program in Launceston, 2017. The intersections of technologies and activities amplified the lived in and living qualities of the Species Hotels, not only adding to the connectivity of social and environmental actions on site and beyond, but also making a statement about the shared ownership this project enabled.Working Property: Collaboration and Dialogues in The Marathon Project The potential of iterative projects that engage with environmental concerns amid questions of access, stewardship and dialogue is also demonstrated in The Marathon Project, a collaborative art project that took place between 2015 and 2017. Situated in the Northern Midland region of Deddington alongside the banks of the Nile River the property of Marathon became the focal point for a small group of artists, ecologists and theorists to converge and engage with a pastoral landscape over time that was unfamiliar to many of them. Through a series of weekend camps and day trips, the participants were able to explore and follow their own creative and investigative agendas. The project was conceived by the landowners who share a passion for the history of the area, their land, and ideas of custodianship and ecological responsibility. The intentions of the project initially were to inspire creative work alongside access, engagement and dialogue about land, agriculture and Deddington itself. As a very small town on the Northern Midland fringe, Deddington is located toward the Eastern Tiers at the foothills of the Ben Lomond mountain ranges. Historically, Deddington is best known as the location of renowned 19th century landscape painter John Glover’s residence, Patterdale. After Glover’s death in 1849, the property steadily fell into disrepair and a recent private restoration effort of the home, studio and grounds has seen renewed interest in the cultural significance of the region. With that in mind, and with Marathon a neighbouring property, participants in the project were able to experience the area and research its past and present as a part of a network of working properties, but also encouraging conversation around the region as a contested and documented place of settlement and subsequent violence toward the Aboriginal people. Marathon is a working property, yet also a vital and fragile ecosystem. Marathon consists of 1430 hectares, of which around 300 lowland hectares are currently used for sheep grazing. The paddocks retain their productivity, function and potential to return to native grassland, while thickets of gorse are plentiful, an example of an invasive species difficult to control. The rest of the property comprises eucalypt woodlands and native grasslands that have been protected under a conservation covenant by the landowners since 2003. The Marathon creek and the Nile River mark the boundary between the functional paddocks and the uncultivated hills and are actively managed in the interface between native and introduced species of flora and fauna. This covenant aimed to preserve these landscapes, linking in with a wider pattern of organisations and landowners attempting to address significant ecological degradation and isolation of remnant bushland patches through restoration ecology. Measured against the visibility of Tasmania’s wilderness identity on the national and global stage, many of the ecological concerns affecting the Midlands go largely unnoticed. The Marathon Project was as much a project about visibility and communication as it was about art and landscape. Over the three years and with its 17 participants, The Marathon Project yielded three major exhibitions along with numerous public presentations and research outputs. The length of the project and the autonomy and perspectives of its participants allowed for connections to be formed, conversations initiated, and greater exposure to the productivity and sustainability complexities playing out on rural Midland properties. Like Kerry Lodge, the 2015 first year exhibition took place at Sawtooth ARI. The exhibition was a testing ground for artists, and a platform for audiences, to witness the cross-disciplinary outputs of work inspired by a single sheep grazing farm. The interest generated led to the rethinking of the 2016 exhibition and the need to broaden the scope of what the landowners and participants were trying to achieve. Image Credit: Ron Malor.In November 2016, The Marathon Project hosted an Open Weekend on the property encouraging audiences to visit, meet the artists, the landowners, and other invited guests from a number of restoration, conservation, and rehabilitation organisations. Titled Encounter, the event and accompanying exhibition displayed in the shearing shed, provided an opportunity for a rhizomatic effect with the public which was designed to inform and disseminate historical and contemporary perspectives of land and agriculture, access, ownership, visitation and interpretation. Concluding with a final exhibition in 2017 at the University of Tasmania’s Academy Gallery, The Marathon Project had built enough momentum to shape and inform the practice of its participants, the knowledge and imagination of the public who engaged with it, and make visible the precarity of the cultural and rural Midland identity.Image 8. Image Credit: Patrick Sutczak.ConclusionThe Marathon Project, Species Hotel and the Kerry Lodge Archaeology and Art Project all demonstrate the potential of site-based projects to articulate and address concerns that arise from the environmental and cultural conditions and histories of a region. Beyond the Midland fence line is a complex environment that needed to be experienced to be understood. Returning creative work to site, and opening up these intensified experiences of place to a public forms a key stage in all these projects. Beyond a commitment to site-specific practice and valuing the affective and didactic potential of on-site installation, these returns grapple with issues of access, visibility and absence that characterise the Midlands. Paul Carter describes his role in the convening of a “concretely self-realising creative community” in an initiative to construct a meeting-place in Alice Springs, a community defined and united in “its capacity to imagine change as a negotiation between past, present and future” (17). Within that regional context, storytelling, as an encounter between histories and cultures, became crucial in assembling a community that could in turn materialise story into place. In these Midlands projects, a looser assembly of participants with shared interests seek to engage with the intersections of plant, human and animal activities that constitute and negotiate the changing environment. The projects enabled moments of connection, of access, and of intervention: always informed by the complexities of belonging within regional locations.These projects also suggest the need to recognise the granularity of regionalism: the need to be attentive to the relations of site to bioregion, of private land to small town to regional centre. The numerous partnerships that allow such interconnect projects to flourish can be seen as a strength of regional areas, where proximity and scale can draw together sets of related institutions, organisations and individuals. However, the tensions and gaps within these projects reveal differing priorities, senses of ownership and even regional belonging. Questions of who will live with these project outcomes, who will access them, and on what terms, reveal inequalities of power. Negotiations of this uneven and uneasy terrain require a more nuanced account of projects that do not rely on the geographical labelling of regions to paper over the complexities and fractures within the social environment.These projects also share a commitment to the intersection of the social and natural environment. They recognise the inextricable entanglement of human and more than human agencies in shaping the landscape, and material consequences of colonialism and agricultural intensification. Through iteration and duration, the projects mobilise processes that are responsive and reflective while being anchored to the materiality of site. Warwick Mules suggests that “regions are a mixture of data and earth, historically made through the accumulation and condensation of material and informational configurations”. Cross-disciplinary exchanges enable all three projects to actively participate in data production, not interpretation or illustration afterwards. Mules’ call for ‘accumulation’ and ‘configuration’ as productive regional modes speaks directly to the practice-led methodologies employed by these projects. The Kerry Lodge and Marathon projects collect, arrange and transform material taken from each site to provisionally construct a regional material language, extended further in the dual presentation of the projects as off-site exhibitions and as interventions returning to site. The Species Hotel project shares that dual identity, where materials are chosen for their ability over time, habitation and decay to become incorporated into the site yet, through other iterations of the project, become digital presences that nonetheless invite an embodied engagement.These projects centre the Midlands as fertile ground for the production of knowledge and experiences that are distinctive and place-based, arising from the unique qualities of this place, its history and its ongoing challenges.
