Abstract:
Purpose The purpose of this paper is to examine the role of cognitive diversity on strategic issue interpretation among the boards of directors making sense of sustainability management. The study also investigated the centrality of the corporate sustainability issues to identify common interpretative patterns in the shared cognitive maps among the companies. In addition, the aim was to advance quantitative methods for the analysis of decision-makers’ cognition. Design/methodology/approach The research was an exploratory study analyzing 43 individual cognitive maps collected through surveys from the boards of nine cleantech companies. For the elicitation of the cognitive maps, the study used the hybrid cognitive mapping technique. The diversity of the shared cognitive maps was analyzed using the distance ratio formula and the graph analysis method with eigenvector to measure the centrality of the strategic issue interpretation in the maps. Findings This study provides evidence through the analysis of distance ratios on the existence of cognitive diversity among companies within the same industry. Surprisingly, despite the cognitive diversity, the study identified strong common patterns on strategic issue interpretations among the companies. In addition, the study shows that the sustainability management issues have gained minor attention from the boards of directors. Research limitations/implications The initial industry sample provided relatively restricted perspectives on managerial cognition, and to confirm the findings regarding the effects of industry on the shared cognitive maps of top decision-makers, wider industry-level data are needed. Practical implications This study provides an approach to facilitate the process of strategic decision-making for top decision-makers by identifying the shared beliefs of the selected strategic theme and to concentrate on the most central strategic issues in the company and industry. It reveals asymmetry between the significance of sustainability issues in an open agenda and the real position of sustainability concepts in the shared cognitive maps in the green industry. Also, the study advances cognitive mapping techniques for application in the board’s decision-making. Originality/value This paper contributes to brightening the black box of corporate governance by shedding light on the interaction of the concepts of corporate sustainability and other key strategic issues within the shared cognitive maps of the boards. It also provides new empirical knowledge on top decision-making processes and the effects of cognitive diversity on the strategic issue interpretations within the corporate boards of the green industry, and it further develops the methodology for the quantification of cognitive diversity and the content of cognitive maps.

Abstract:
This exploratory research examined a four-day interpreter training program in Japan for impacts on participants’ self-reported increases in knowledge and skills. Pre-, during-, and post-training open-ended questionnaires were administered to all 17 participants. Results showed the training program was effective at increasing knowledge of interpretation's definitions, principles, and goals. Participants indicated extended opportunities for understanding the profession as a whole, as well as how to operationalize interpretation and develop strategic outcomes would increase the overall effectiveness of trainings. Future training programs could use a strategic reflection process to emphasize skill development in the design and delivery of interpretation. Results derived from this empirical research provide a guideline for developing a training framework contextualized to the practice of interpretation in Japan.

Abstract:
Purpose The purpose of this paper is to describe strategic improvisation, a contemporary concept and approach based on the creative arts and organizational crisis theory, as a valuable approach for communication professionals. Strategic improvisation combines the need for planning and structure with creative action, and is a normative idea of how to work in an efficient way. Design/methodology/approach The concept is developed in a collaborative project between a major Swedish communications agency and a university scholar. The empirical foundation consists of 25 qualitative interviews with a strategic selection of successful communication professionals, identified as typical strategic improvisers. Findings An analysis of the interviews led to 11 defining patterns or themes typical for strategic improvisation and strategic improvisers. The interviews and the theoretical framework is the foundation of a communication model. Strategic improvisation is defined as a situational interpretation within a given framework. The model has three interconnected parts: a clear framework (composition), a professional interpretation (interpretation) and a situational adaptation based on given possibilities and conditions (improvisation). Research limitations/implications This is not a peer reviewed paper, but a paper in the section “In Practice,” directed toward communication professionals. Originality/value The ideas and model are connected to theories of improvisation, especially in music, which is rare in the field of communication management, and developed in a collaborative project between practice and research.

The aim of the study is to systematize scientific approaches to the interpretation of the concept of "economic potential", to prove the need for their conceptualization with the separation of resource-production, resource-strategic, production-strategic components and the formation of appropriate concepts on this basis. The article, based on a study of the approaches of scientists to the interpretation of the concept of "economic potential", found that the developed approaches have significant differences, and therefore there is a need for their conceptualization. Relevant concepts have been formed: resource-production, resource-strategic, production-strategic and resource-production-strategic. It is established that the resource-production concept provides a combination of economic resources and their optimal use with the ability to achieve maximum production. The resource-strategic concept involves the use of a set of resources in the process of solving problems for the future. Production and strategic concept involves the use of a set of elements with defined functions to ensure the production process and achieve strategic goals. The resource-production-strategic concept envisages the use of a set of economic resources and production opportunities to achieve the development goals of the business entity. It has been substantiated that the economic potential of the business entity is formed by two interrelated components: internal (resource-production, which reflects the potential of the business entity to produce goods (works, services)) and external (which characterizes the market). opportunities for the sale of such goods (works, services) to consumers and income). Abstract:
Research into Chinese management has investigated foreign direct investment, organisational structures, and the implications of Western management influences on Chinese domestic practices. The recent entry of China into the World Trade Organisation has increased the demand for Western business knowledge by Chinese managers. This thesis extends present research with an investigation of change and adaptation in the national cultural values and strategic decision making of the individual Chinese manager. In particular, it researches the effects at a boundary of British and Chinese cultures, studying Chinese managers working or training in the UK. A national group of managers has distinct decision making and problem solving characteristics. Such characteristics result from tendencies to prefer certain `ways of doing things' over others, identified through national cultural values. At the interface of Western and Chinese national cultures there is unresolved academic debate whether Chinese value systems are diverging, converging or crossverging - moving from, or closer to, the Western `way of doing things' or creating a unique set of Chinese cultural controls. Change in cultural characteristics and associated networks would dynamically reflect in the governing, control system criteria over Chinese strategic decision making. To interpret change in Chinese problem solving criteria, this thesis links Western strategic theory with Chinese cultural characteristics. Relevant research in the Chinese and Western literature is reviewed and the characteristics of Chinese management values identified. An empirical data set on Chinese values and networking (guanxi) provides quantitative and qualitative evidence that adaptation in Chinese management strategy can be interpreted using cross-cultural research techniques and economic concepts. Methodological limitations in cross-cultural research are discussed and a mixed method research approach, and pragmatic research design, is deployed. Chinese management characteristics are mapped with unified Western transaction cost, resource base and real option theories related to economic exchange. This thesis concludes that there is a determinable relationship between Chinese cultural characteristics, strategic decision making and Western economic and strategic theory. An explanatory, relevant and practical schema is theorised from the relationship. Flexible strategic problem solving by modem Chinese management infers an expansion of market governance in a low context, less hierarchical environment whilst retaining high context, guanxi relational governance for complex economic exchange. Strategic adaptation, domestically responsive but also internationally integrative, is reflected through change in the traditional way things are done -a transvergent adaptation.

Over the past decade, Russia’s reemergence on the international stage has been accompanied by a more aggressive foreign policy agenda. This confrontational Russian behavior lends itself to the conduct of a case study of the international relations theory known as realism. This thesis analyzes Russian decision making on strategic missile defense and nuclear arms control from a realist perspective. Russia’s policies appear to be shaped by realist principles such as zero-sum calculations, the existence of an anarchic international system, and the continuing attempts to alter the balance of power to Moscow’s advantage. Moscow holds that U.S.-led ballistic missile defense (BMD) efforts could not only neutralize Russia’s nuclear deterrent, but upset strategic stability. Russia’s nuclear weapons serve a critical deterrent role and fulfill political purposes, so Moscow is highly resistant to nuclear arms reductions beyond those specified in the 2010 New START Treaty. Russia even seeks to modernize and expand its nuclear arsenal, but it will be constrained by economic realities. Despite these constraints, Russia’s great power ambitions hold potential security risks for NATO countries.

Abstract:
Colleges of further education in England are independent institutions and determine their own mission and strategy. As publically funded bodies affected by government policy, colleges respond differently to requirements placed on them. A range of factors that determine how the colleges develop strategy, including their approach to policy interpretation, are identified. The research examined the messages for colleges in the policies of New Labour from 2005 particularly focusing on policy relating to colleges serving their community. A theoretical framework of Ball's (1994) policy cycle, policy sedimentation and subsequent development of theories relating to policy narrative (Keep 2009) and policy levers (Steer et al 2007) were used to illuminate the data. A model of strategic planning for private sector companies (Johnson and Scholes 1993) became a tool for analysing the strategic choices made by colleges. Following desk research into the strategic approach of 60 colleges, three college case study sites were chosen; a sixth-form college, a general further education college and a specialist college. The research included an analysis of strategic planning documents and interviews with staff, governors and government officers. It identified that the three colleges had complex but different approaches to policy interpretation in planning. Policy levers, especially funding and inspection, had a significant influence on strategic choices combined with a hierarchy of other factors such as history, specialism and other provision locally. The majority of government officers interviewed were frustrated by their lack of ability to affect college strategies, especially when the provision on offer failed to match the perceived local need. The thesis proposes that whilst colleges do not share the range of strategic choices that truly independent organisations have, their individual institutional approach to policy interpretation varies. Three approaches are identified; a single focus with consolidation of the core mission, an entrepreneurial approach and a pragmatic one.

An area of study that has received much attention over the past few decades is simulations involving threat assessment in military scenarios. Recently, much research has emerged concerning the recognition of troop movements and formations in non-combat simulations. Additionally, there have been efforts towards the detection and assessment of various types of malicious intentions. One such work by Akridge addressed the issue of Strategic Intention Recognition, but fell short in the detection of tactics that it could not detect without somehow manipulating the environment. Therefore, the aim of this thesis is to address the problem of recognizing an opponent's intent in a strategic environment where the system can think ahead in time to see the agent's plan. To approach the problem, a structured form of knowledge called Template-Based Interpretation is borrowed from the work of others and enhanced to reason in a temporally dynamic simulation.

Abstract:
The scholarly consensus on the political foundations of independent constitutional review – that it invariably stems from electoral and inter-branch competition – has been weakened by recent empirical discoveries which demonstrated that constitutional courts in a number of authoritarian states are actually more activist than previously assumed. This dissertation examines this phenomenon using the case of Hong Kong, an authoritarian polity first under the sovereignty of Britain and then of China. It is widely believed that the competence of the Hong Kong Court of Final Appeal – a cosmopolitan common law final appellate court – to strike down legislative and executive acts, and its ability to induce the regime’s compliance with its rulings, is intrinsic to the Basic Law, just as it is in liberal democracies. Nevertheless, two interrelated anomalous phenomena – the Court’s repeated issuance of activist rulings with near-complete impunity, and the continuing forbearance of China’s foremost constitutional authority, the National People’s Congress Standing Committee (NPCSC), faced with the Court’s aggressive assertions – necessitates careful explanation. This dissertation proposes an explanatory Constitutional Investment Theory, which highlights the similarities between “investment” in constitutional review and investment in financial assets, to explain the activation, consolidation, and ascendancy of independent constitutional review in authoritarian settings. It shows how strong incentives to signal its ideological commitment to the “One Country, Two Systems” scheme, both internationally and domestically, first drove the NPCSC to acquiesce in the Court’s self-aggrandisement; how internal divisions within and external opposition to the Hong Kong regime have rendered retaliation a costly option; and how the Court’s strategic resolution of the Basic Law’s ambiguities has encouraged continuous political investment in its jurisdiction and autonomy. Altogether, these have contributed to the formation of a dynamic equilibrium of constitution control, under which the Court and the NPCSC dynamically developed their own jurisprudence within their respective bailiwicks.

Abstract:
This thesis provides a long term analysis of strategic regional planning for the Lower Mainland of British Columbia, 1969-1981. However, the very nature of such a long term study exposes research problems that are masked by the traditional, short term or 'snap shot' approach. The first chapter reviews the problems of the traditional approach and argues that the lack of a dynamic, systems oriented approach in strategic regional planning stems from a theoretical gap between grand, i.e., general, theories and empirically testable hypotheses. In the theoretical framework, chapter two, Faludi's (1973) classification scheme is selected as the most evolved example of a middle range or contingency theory within the ambit of procedural planning theory. Faludi's three dimensions of planning—the blueprint versus process planning styles; the rational comprehensive versus disjointed incremental planning styles; and the normative versus functional planning styles— are then related to the three basic components of the strategic regional planning system: the type of plan; the type of planning agency; and the type of (ongoing) planning process. The variables that Faludi uses to define these three dimensions are also operationally defined in the context of the Lower Mainland study. Without any a priori hypotheses, the theoretical framework is used in chapter three to descriptively interpret shifts along these dimensions of planning for each of the Lower Mainland study's four time periods. The events and issues of the Lower Mainland study suggest the existence of a long term planning cycle, one driven by both economic growth and interactions between the components of the strategic regional planning system. In the conclusions to the study, chapter four, this cycle is generalized into a pattern of movements along the dimensions of planning and is offered as an initial hypothesis for exploring strategic regional planning in other locations. It was not possible, however, to directly establish causal relationships between the components of the strategic regional planning system because the movements along the dimensions of planning that were used to measure these components were interpreted as 'averages' based on the conflicting impacts of numerous events and issues. While a long term, systems oriented approach to analyzing strategic regional planning is still valid and required, further research requires a more detailed (direct) and integrated classification scheme or model.

AbstractThis chapter assesses how well the two rival strategies from the previous chapters, Kamm’s ‘triple effect’ strategy and the substratum strategy, fare when it comes to interpreting the Scriptures. It is argued with respect to the test case of Joseph and his brothers related in Genesis 50 that the two strategies both on their own and in combination do not fare as well as the more natural interpretation that is proposed in the book. That is, it is argued that the natural interpretation of the Scriptures is that God does indeed intend that sin occur, and that the rival interpretations involve unnatural philosophical contortions of interpretation.

Abstract:
Assessment of living conditions and welfare of the population in modern conditions is associated with the categories of “life quality”, “working life quality”, “living standard”. In the course of the study, it was found that these concepts still do not have a generally accepted interpretation, and their interpretations are subjective-objective. Consequently, there is an inconsistency in experts’ positions on the system of quantitative and qualitative parameters and methods of assessment corresponding to each of the categories. Nevertheless, there is no doubt that the essence of the concept of life quality is much broader than the concept of living standard and goes beyond the minimum essential needs of society. The article summarizes the conceptual and methodological approaches to assessing life quality. The study revealed that the information sources for implementing the objective approach are indicators published by statistical authorities, while the subjective approach is based on expert evaluations, public opinion polls, social ratings. The authors present an analytical review, confirming the need for further scientific research in assessing the level and quality of life, aimed at eliminating the methodological differences in the interpretation of their essence and content.

In modern market conditions, determining the economic viability of geological exploration and exploitation of mineral resources is accompanied by a number of traditional and new influencing factors, which need to be analyzed. The complexity of the economic evaluation of mineral reserves stems from the fact that the valorization of mineral resources is carried out in the age of exploitation, which for most ore deposits is longer than a decade. In the subject economic evaluation, it is especially important to consider the current traditional and new factors on the profitability of mineral resources. In the case of certain current events in the mineral sector of Serbia, related to geological exploration and potential exploitation of deposits, economic viability is important from the point of view of the company, but especially from the point of view of the community and additional economic benefits from production activation. The main goal is to realistically consider and plan the successful operation of the company with the most favorable contribution to the community based on the valorization of mineral resources. In the preparation of the necessary data and the accompanying analysis, the expert economic evaluation of the mineral reserves and the mineral deposit in question is of special importance. The method of expert economic evaluation, with the application of comparative analysis, enables efficient collection, processing and interpretation of necessary value indicators, necessary for strategic decision-making on mineral production, with economic profitability, with appropriate direct economic effects on the company and society.

Feature Conglomerator is a manufacturing planning tool for use in 3 and 5 axis prismatic CNC machining domains. Feature extractors typically have many choices (i.e. interpretations) of how they may subdivide complex volumes into component features. Unfortunately, it may be difficult for the feature extractor to identify the interpretation which will result in the best manufacturing plan. The basic assumption behind this work is that much of the information needed to identify the best feature interpretation is not available during feature extraction. However, it does become available during manufacturing planning. Thus, if the initial features identified can be adjusted and refined during manufacturing planning, interpretation decisions can be better informed. This approach can be contrasted to that of Chang [1], which also refines features during manufacturing planning, in that this work is based on an information needs analysis to determine the most strategic time at which to make feature refinement decisions. This approach further blurs the line between feature extraction and process planning to make better informed feature interpretation decisions.

Purpose – the purpose of the article is to develop a strategic map for international branch campus establishment and risk management frameworks. Research methodology – the methods of interpretation and conceptualisation have been used to analyse the context of foreign market entry in higher education and develop strategic guidelines. Also, the results of previous research executed by authors on this topic have been used. Findings – the decision support model for HEIs establishing an international branch campus has been suggested. Research limitations – the main limitation of the study is the vast variety of IBCs due to its newness. However, the main aspects of establishing an IBC have been addressed and presented in a model. Practical implications – the obtained results and the decision support model will contribute to the existing internationalisation practices of higher education institutions (HEIs) considering entering new foreign markets in the form of the international branch campus. Originality/Value – the proposed decision support model is an instructional map for the top management in HEIs, contributing to the strategic and systematic approach to the international branch campus establishment

Qualified teachers are a fundamental input for any education system. Yet, many countries struggle to attract highly skilled applicants to the teaching profession. This paper presents the results of a large-scale intervention to attract high performing high-school students into the teaching profession in Chile. The intervention was a three-arm email campaign which made salient three types of motivations typically associated with the teaching profession: intrinsic/altruistic, extrinsic, and prestige-related. The objective was to identify which type of message better appealed to high performing students to nudge them to choose a teaching major. The “intrinsic” and “prestige” arms reduced applications to teaching majors among high performers, while the “extrinsic” arm increased applications among low performers. A plausible interpretation could be that the “intrinsic” and “prestige” messages made more salient an issue that could otherwise be overlooked by high performing students (typically from more advantaged households), negatively impacting their program choice: that while the social value of the teaching profession has improved, it still lags behind other professions that are valued more by their families and social circles. In turn, the “extrinsic” arm made salient the recent improvements in the economic conditions of the teaching profession in Chile, thus appealing to low performing students who in general come from disadvantaged families and for whom monetary incentives are potentially more relevant. These results emphasize the importance of having a clear picture of the inherent motivations that could influence individuals career choice. Making salient certain types of motivations to the wrong target group could lead to undesired results.

Recognition and management of anthropogenic environmental impacts as ‘biosecurity’ is a relatively new concept to our society. Although biosecurity risks are based on biological impacts, biosecurity management is truly interdisciplinary-transdisciplinary since the definition and interpretation of risk and adverse effects are socially constructed, and the outcomes and management of the risks can have significant social and economic impacts. The New Zealand biosecurity strategy is very clear that the responsibilities for environmental risk management lie with society as a whole. The authors explore how disciplines other than biology may contribute to the understanding of biosecurity risks, their management and mitigation. This paper outlines the interdisciplinary-transdisciplinary nature of biosecurity, with an emphasis on the social and economic elements.

Condition being studied: Self-esteem is understood as the evaluative dimension of self-concept, having great importance in the interpretation of opinions, behavior, and emotions. The study of the relationship between these two concepts is important because low levels of self-esteem can be a source of significant psychological distress and can diminish the individual's social competence skills. And in turn, the strengthening of self-esteem would increase the likelihood of adequate progress in social competence, which would imply a healthy development of the individual in his or her environment. Other studies reveal the association between perceived social competence, higher levels of emotional regulation, better academic performance, adequate coping strategies, and a healthier self-concept among the child and adolescent population.

The adaptive thermal comfort concept has been developed over many years and proven in numerous field studies (e.g. Webb 1964, Nicol and Humphreys 1973, Auliciems 1981b, de Dear et al. 1997, McCartney and Nicol 2002, Manu et al. 2016), showing that people are satisfied with a wide range of thermal conditions. Prerequisite is that people are provided with means to make themselves comfortable, that they know which opportunities they have, that it is socially acceptable to use these opportunities and that they are willing to use them (Hellwig, 2015). However, the overall understanding of how to design for such opportunities enabling the occupant to make themselves comfortable in relation to climate and building type, thus how to convert the adaptive thermal comfort concept into building design and concepts for operating buildings, is still limited. There are still common misunderstandings in the interpretation of the adaptive comfort approach among building planners and operators e.g. regarding the amount of control, the seriousness of this topic or the level of information needed by occupants for which reason guidance (e.g. CIBSE 2010, Cook et al. 2020) and knowledge transfer (e.g. Hellwig and Boerstra 2017, 2018) is absolutely essential. Consequently, there is still a gap between scientific research and real-world-application, which this report aims to diminish.

North-eastern Neo-Aramaic (also known as NENA) languages and literature are a prosperous and encouraging field of research. They abound with oral traditions and expressions that incorporate various spoken forms including everyday language, tales, songs, chants, prayers, proverbs, and more. These are used to transfer culture, knowledge, and community values. Some types of oral forms are idioms and fixed expressions. Idioms are extremely problematic to translate for a number of reasons, including: cultural and linguistic differences between languages; their specific connection to cultural practices and interpretations, and the difficulty of transferring the same meanings and connotations into another language with accuracy. This paper explores how to define and classify idioms, and suggests specific strategies and procedures to translate idioms from the NENA dialect Bartella (a local Aramaic dialect in Nineveh Plain) into English – as proposed by Baker (1992: 63–78). Data collection is based on 15 idioms in Bartella dialect taken from the heritage play Khlola d baretle teqta (Wedding in the old Bartella). The findings revealed that only three strategies are helpful to transfer particular cultural conceptualisations: using an idiom of similar meaning and form; using an idiom of similar meaning but different form, and translation by paraphrasing. Based on the findings, the author provides individuals and institutions with suggestions on how to save endangered languages and dialects, particularly with regard to the religious minorities’ heritage. Key among these recommendations is encouraging researchers and scholars to direct translation projects and activities towards preserving minority languages with their oral heritage and cultural expressions, which are susceptible to extinction.

Attention to mixed methods studies research has increased in recent years, particularly among funding agencies that increasingly require a mixed methods approach for program evaluation. At the same time, researchers operating within large-scale, rapid-turnaround research projects are faced with the reality that collection and analysis of large amounts of qualitative data typically require an intense amount of project resources and time. However, practical examples of efficiently collecting and handling high-quality qualitative data within these studies are limited. More examples are also needed of procedures for integrating the qualitative and quantitative strands of a study from design to interpretation in ways that can facilitate efficiencies. This paper provides a detailed description of the strategies used to collect and analyze qualitative data in what the research team believed to be an efficient, high-quality way within a team-based mixed methods evaluation study of science, technology, engineering, and math (STEM) high-school education. The research team employed an iterative approach to qualitative data analysis that combined matrix analyses with Microsoft Excel and the qualitative data analysis software program ATLAS.ti. This approach yielded a number of practical benefits. Selected preliminary results illustrate how this approach can simplify analysis and facilitate data integration.

Angesichts des gegenwärtigen Trends eines zunehmenden Diskurses über einen nachhaltigen Lebensstil, den politischen Debatten um die bestehende Ressourcenknappheit und der globalen anthropogenen Erderwärmung, verfügen diese drei Konstrukte über eine Konstante. Diese Thematiken vereint, dass der Mensch als Akteur die Verantwortung für diese Entwicklungen zu tragen hat. Der Dringlichkeit zu handeln bewusst, stellt sich die Frage, inwieweit die Intention nachhaltig zu Handeln mit der wirklichen Umsetzung übereinstimmt. In Form einer Online-Umfrage zum Thema nachhaltigen Konsum von Kleidung wurden Primärdaten generiert, die es im Rahmen dieser Bachelorarbeit zu analysieren gilt. Dieser Vorgang hat zum Ziel, die Forschungsfrage inwieweit sich Intention und Handlung, in Hinblick auf nachhaltigen Konsum von Kleidungsstücken entsprechen, eigenständig zu konzeptualisieren und zu beantworten. Die damit verbundenen Erkenntnisse offerieren neue Handlungschancen, um ein nachhaltigeres Konsumverhalten in Bezug auf Kleidung in einem gesellschaftlichen Kontext zu ermöglichen. Die Gliederung der Arbeit orientiert sich an einem thematischen Aufbau, der das Verständnis dieser Thematik uneingeschränkt zulässt. Zunächst wird im Rahmen des theoretischen Teils über den entsprechenden Forschungsstand der Wissenschaft informiert. Im Weiteren wird die zugrundeliegende Fragestellung skizziert und die damit einhergehenden Forschungshypothesen hergeleitet. Diese drei Forschungshypothesen ermöglichen im Weiteren analytischen Verlauf letztlich die Beantwortung der Forschungsfrage. Es folgt der empirische Teil, welcher die Forschungsmethode beschreibt und vertiefend die Durchführung und die Auswertungsmethoden veranschaulicht. Bezüglich dessen wird auch die Operationalisierung thematisiert, welche die Realität in Form von Items messbar macht. Um die erlangten Informationen in Verbindung mit der übergeordneten Fragestellung zu setzen, müssen bezüglich der Ergebnisanalyse, zunächst die Daten deskriptiv skizziert werden. Folgend werden im Rahmen linearer und einer multiplen Regression hypothesenprüfende Ergebnisse generiert. Auf Grundlage dieser, wird die Beantwortung der vorangestellten Forschungsfrage ermöglicht. Es gilt die Ergebnisse zunächst zusammen zu tragen, um die Interpretation in den aktuellen Forschungsstand einzuordnen. Anschließend wird die eigene Forschungsmethodik einer kritischen Reflexion unterzogen, um somit mögliche Optimierungsmöglichkeiten zu benennen und weiteren Handlungsbedarf kenntlich zu machen. Konzeptualisiert werden die empirischen Ergebnisse in Form des abschließenden Fazits, welches sich auch Bereichen widmet in denen potenzieller Handlungsbedarf benannt wird. Im besten Fall lädt diese Arbeit und die damit verbundenen neuen empirischen Erkenntnisse ein, Handlungsräume in Bezug auf Determinanten wie Moral, Information und Preis neu zu bewerten, um nachhaltigen Kleidungskonsum zu ermöglichen. Auf dieser Grundlage könnten sich geeignetere Strategien im Rahmen weitergehender Forschung entwickeln lassen, um nachhaltiges Verhalten tiefgreifender zu ermöglichen und damit einen gesellschaftlichen Beitrag leisten zu können.

Key Message Ontario long-term care (LTC) home residents have experienced disproportionately high morbidity and mortality, both from COVID-19 and from the conditions associated with the COVID-19 pandemic. There are several measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes, if implemented. First, temporary staffing could be minimized by improving staff working conditions. Second, homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded homes. Third, the risk of SARS-CoV-2 infection in staff could be minimized by approaches that reduce the risk of transmission in communities with a high burden of COVID-19. Summary Background The Province of Ontario has 626 licensed LTC homes and 77,257 long-stay beds; 58% of homes are privately owned, 24% are non-profit/charitable, 16% are municipal. LTC homes were strongly affected during Ontario’s first and second waves of the COVID-19 pandemic. Questions What do we know about the first and second waves of COVID-19 in Ontario LTC homes? Which risk factors are associated with COVID-19 outbreaks in Ontario LTC homes and the extent and death rates associated with outbreaks? What has been the impact of the COVID-19 pandemic on the general health and wellbeing of LTC residents? How has the existing Ontario evidence on COVID-19 in LTC settings been used to support public health interventions and policy changes in these settings? What are the further measures that could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes? Findings As of January 14, 2021, a total of 3,211 Ontario LTC home residents have died of COVID-19, totaling 60.7% of all 5,289 COVID-19 deaths in Ontario to date. There have now been more cumulative LTC home outbreaks during the second wave as compared with the first wave. The infection and death rates among LTC residents have been lower during the second wave, as compared with the first wave, and a greater number of LTC outbreaks have involved only staff infections. The growth rate of SARS-CoV-2 infections among LTC residents was slower during the first two months of the second wave in September and October 2020, as compared with the first wave. However, the growth rate after the two-month mark is comparatively faster during the second wave. The majority of second wave infections and deaths in LTC homes have occurred between December 1, 2020, and January 14, 2021 (most recent date of data extraction prior to publication). This highlights the recent intensification of the COVID-19 pandemic in LTC homes that has mirrored the recent increase in community transmission of SARS-CoV-2 across Ontario. Evidence from Ontario demonstrates that the risk factors for SARS-CoV-2 outbreaks and subsequent deaths in LTC are distinct from the risk factors for outbreaks and deaths in the community (Figure 1). The most important risk factors for whether a LTC home will experience an outbreak is the daily incidence of SARS-CoV-2 infections in the communities surrounding the home and the occurrence of staff infections. The most important risk factors for the magnitude of an outbreak and the number of resulting resident deaths are older design, chain ownership, and crowding. Figure 1. Many Ontario LTC home residents have experienced severe and potentially irreversible physical, cognitive, psychological, and functional declines as a result of precautionary public health interventions imposed on homes, such as limiting access to general visitors and essential caregivers, resident absences, and group activities. There has also been an increase in the prescribing of psychoactive drugs to Ontario LTC residents. The accumulating evidence on COVID-19 in Ontario’s LTC homes has been leveraged in several ways to support public health interventions and policy during the pandemic. Ontario evidence showed that SARS-CoV-2 infections among LTC staff was associated with subsequent COVID-19 deaths among LTC residents, which motivated a public order to restrict LTC staff from working in more than one LTC home in the first wave. Emerging Ontario evidence on risk factors for LTC home outbreaks and deaths has been incorporated into provincial pandemic surveillance tools. Public health directives now attempt to limit crowding in LTC homes by restricting occupancy to two residents per room. The LTC visitor policy was also revised to designate a maximum of two essential caregivers who can visit residents without time limits, including when a home is experiencing an outbreak. Several further measures could be effective in preventing COVID-19 outbreaks, hospitalizations, and deaths in Ontario’s LTC homes. First, temporary staffing could be minimized by improving staff working conditions. Second, the risk of SARS-CoV-2 infection in staff could be minimized by measures that reduce the risk of transmission in communities with a high burden of COVID-19. Third, LTC homes could be further decrowded by a continued disallowance of three- and four-resident rooms and additional temporary housing for the most crowded homes. Other important issues include improved prevention and detection of SARS-CoV-2 infection in LTC staff, enhanced infection prevention and control (IPAC) capacity within the LTC homes, a more balanced and nuanced approach to public health measures and IPAC strategies in LTC homes, strategies to promote vaccine acceptance amongst residents and staff, and further improving data collection on LTC homes, residents, staff, visitors and essential caregivers for the duration of the COVID-19 pandemic. Interpretation Comparisons of the first and second waves of the COVID-19 pandemic in the LTC setting reveal improvement in some but not all epidemiological indicators. Despite this, the second wave is now intensifying within LTC homes and without action we will likely experience a substantial additional loss of life before the widespread administration and time-dependent maximal effectiveness of COVID-19 vaccines. The predictors of outbreaks, the spread of infection, and deaths in Ontario’s LTC homes are well documented and have remained unchanged between the first and the second wave. Some of the evidence on COVID-19 in Ontario’s LTC homes has been effectively leveraged to support public health interventions and policies. Several further measures, if implemented, have the potential to prevent additional LTC home COVID-19 outbreaks and deaths.
