Abstrak: Rencana strategis masih lemah dalam mengelola kondisi saat ini dan proyeksi kondisi masa depan, seperti perencanaan jangka panjang atau jangka menengah dalam menentukan tujuan dan sasaran strategis, dan rencana operasional masih lemah pada tingkat sumberdaya manusia. Menggunakan metode kualitatif deskriptif. Tujuan tulisan ini memetakan dan menganalisis rencana strategis dan rencana operasional dalam lembaga pendidikan Islam. Hasilnya menunjukkan; Pertama, rencana strategis sebagai kebijakan penting sebagai dasar dalam membuat program kelembagaan dalam merumuskan visi, misi dan tujuan dengan melibatkan stakeholders. Rencana strategis sebagai usaha sistematis dan formal suatu lembaga untuk memperjelas sasaran utama, kebijakan-kebijakan dan strategi. Kedua, Rencana operasional sebagai penerapan program pencapaian visi, misi dan tujuan berupa langkah nyata dalam pengoperasionalan sebuah lembaga pendidikan Islam, dan Ketiga, Hubungan rencana strategis dengan rencana operasional merupakan satu kesatuan dan tidak dapat dipisahkan dalam pengembangan lembaga pendidikan. Penulis dapat menyarankan dalam penulisan ini untuk melibat perspektif unsur kepemimpinan dan pengelola dengan mengakomodasi pengalaman dan masalah yang dihadapi dalam mengelola rencana strategis dan rencana operasional dalam lembaga pendidikan Islam, sehingga solusi yang menyeluruh dapat ditemukan. Kata Kunci: Rencana Strategis, Rencana Operasional, Lembaga Pendidikan Islam. Abstract: Strategic plans are still weak in managing current conditions and projected future conditions, such as long-term or medium-term planning in determining strategic goals and objectives, and operational plans are still weak at the human resource level. Using descriptive qualitative method. The purpose of this paper is to map and analyze strategic plans and operational plans in Islamic educational institutions. The results show; First, the strategic plan as an important policy as the basis for making institutional programs in formulating vision, mission and goals by involving stakeholders. Strategic plan as a systematic and formal effort of an institution to clarify the main objectives, policies and strategies. Second, the operational plan as the implementation of the program to achieve the vision, mission and goals in the form of concrete steps in the operation of an Islamic educational institution, and Third, the relationship between the strategic plan and the operational plan is an integral part and cannot be separated in the development of educational institutions. The author can suggest in this paper to involve the perspective of leadership and management elements by accommodating the experiences and problems encountered in managing strategic plans and operational plans in Islamic educational institutions, so that a comprehensive solution can be found.Keywords: Strategic Plan, Operational Plan, Islamic Educational Institution.

Abstract:
The present day strategizing is a single technological complex and a continuous process of creating a National strategy for socio-economic development. The National strategy is a comprehensive document containing the most important directions, mechanisms, methods of public administration, which are based on long-term priorities, goals and objectives of the policy of public authorities. In order to implement the National strategy, documents of the State strategic management system are developed, agreed on long-term socio-economic goals and priorities. Therefore, the creation of a mechanism of goal-setting at the present stage of Ukraine’s development is a key direction in the formation of a strategizing system. The article is concerned with examining the theoretical principles of goal-setting, determining the place and role of strategic goal-setting in the process of strategizing the socio-economic development at the national level. It is substantiated that strategic goal-setting is a system-creating factor of strategizing and a fundamental process of development or actualization of the National strategy and forms a tree of goals consisting of the following mandatory elements: strategic vision, mission, priorities, value, general goal, strategic goals, operational goals. The analysis of problems of goal-setting in the strategies of socio-economic development of Ukraine, including in the regions, is carried out and recommendations for improving the system of strategic goal-setting are proposed. On this basis, the author has developed a comprehensive mechanism of strategic goal-setting for practical use in the process of creating or actualizing the strategies of different levels. The proposed strategic goal-setting mechanism is directed towards taking into account the specifics of an actor of strategizing, defining the conceptual bases for strategizing, formulation and approval of the goal tree in the construction of the National strategy for socio-economic development, and also includes standards for public participation in the process of strategic goal-setting.

While alleviating the adverse effects of employees' pursuit of their subgroups' goals over organizational goals is important, finding ways to avoid them may be even more important. In this paper, we investigate whether strategic planning can be used to reduce organizational members' position bias, or the extent to which they direct their attention toward the immediate goals and priorities attached to their position. We examine the hypothesis that involving employees in the strategic planning process and communicating the agreed-upon priorities to them afterwards enhance goal convergence by attenuating position bias. We examine these questions in a sample of 164 manufacturing plants from five countries and three industries, where we asked middle-level managers to assess the importance of various organizational goals. We find that participation and communication function as complements to jointly reduce managerial position bias.

In the diploma thesis Strategy map of a catering company the strategic map of a model catering company operating on Czech market has been constructed. Strategy map was chosen as a transparent and effective measure concerning the important parts of the strategy of the concrete company in a way of visual shortcut in line with the well-known methodology: KAPLAN, Robert S., NORTON, David P.: Strategy Maps, Harvard Business School Publishing Corporation, Boston 2004. ISBN 1-59139-134-2. In the theoretical part of this diploma thesis the basic elements important for the construction of the strategy map were described and also the professional services of the catering company were presented. In the practical part the catering market of Czech Republic is analysed and then, on the basis of determined opportunities, the newly founded company VIP Catering is being modelled. This company addresses VIP clients with the offer of first class quality VIP services. Subsequently its mission, vision, SWOT analysis were determined, strategic goals were analysed and divided into four basic perspectives and reliable key performance indicators were suggested. Consequently strategic iniciatives and appropriate organization structure were developped. At the end of the practical part the strategy map for the VIP catering company was designed and the causal relationships among the strategy elements were outlined. The main result of the diploma thesis lies in the originally constructed strategy map on of a newly established catering company operating on Czech market.

That is important for inscription and the base of Balanced Scorecard concept. Based on these findings a Balanced Scorecard implementation proposal is for the analyzed company. As the war in Iraq draws to a close, the importance of U.S. indirect influence in the Middle East will increase. The large footprint of the U.S. military in the region since 2003 has proven unsustainable for the long term in terms of stress on the conventional Army, acceptability to the population of the Muslim world, and patience of the American public. Further, this large-scale conflict, and the focus it has required, has diminished American ability to conduct indirect operations elsewhere throughout the U.S. Central Command area of responsibility (CENTCOM AOR). Thus, hostile networks have unrestricted access to the Middle East, which threatens U.S. interests and the stability of the region. Regional engagement provides a means to increase partner nation capacity as well as enhance indirect U.S. influence, but the program may not currently be achieving optimized, strategically significant gains that SOF have been able to achieve during other operations. This research seeks to examine how Special Operations Command Central (SOCCENT) might better conduct engagement through regionally coordinated persistent presence, and how to implement any suggested changes.

The importance of achieving governmental goals within the spheres of government is a valuable dimension of service delivery through which communities realise the fulfilment of promises made by government. The strategic management process is one of the tools to be used to achieve governmental goals. This study shows the importance of using strategic management process in achieving governmental goals: A case study of Limpopo Department of Agriculture. The problems and challenges identified during the process are highlighted for probing. There is a need for the department to acknowledge and recognise the strategic management function by fully utilising the process thereof in order to see its positive contribution to service delivery. The following areas were investigated by the researcher; demographics profile of therespondents; the challenges in the development, implementation and evaluation of strategy; the importance of proper management of strategy; the role of strategy in achieving governmental goals, the mechanisms of communicating departmental strategies. The collected data was categorised into themes and subthemes to accommodate proper analysis and interpretation. In conclusion the study gave recommendations on how strategic management processes can be improved through proper consultations both internally and externally, effective communication processes, and bottom-up approach as part of the consultation processes. It also indicated the importance of management team taking ownership of the strategic management processes. However, the recommendations given are not cast in stone towards improving strategic management process. The senior management team of Limpopo Department of Agriculture should consider recommendations in this study together with other solutions to improve service delivery to the citizens of Limpopo in the agricultural sector.

In today’s dynamic and often unstable business environment, Information technology (IT) and how IT is controlled has become pervasive due to the high dependency of IT within organizations. The IT-investments are increasingly becoming more important within the overall budget for many organizations today and are distributed all over the organizations. This dependency requires the importance of aligning between IT units and how the strategy for business direction can be realized. Thus, the alignment between IT and business is the primary goal of IT. A clear and well-defined structure of what factors affect the organization to ensure control over IT is utterly important. Today, no straightforward structure of factors to ensure successful achievement of IT governance goals within organizations exists. This thesis aims to assess and analyze the importance of IT governance factors to successfully achieve IT governance goals. The survey data gathered from 40 IT governance experts are presented in this thesis. The results show that there exist differences on how factors affect, with factors concerning the boards’ responsibility being the most important and critical factors for successfully achieving IT governance goals. This thesis also identifies and discusses some of the factors that may be less important and hence seldom prioritized within organizations.

Abstract:
The report recommends that: 1) Policymakers should conduct holistic assessments of social, economic, and cultural factors before AI adoption in the water sector, as prospective applications of AI are case- specific. It is also important to conduct baseline studies to measure the implementation capacity, return on investment, and impact of intervention. 2) To ensure positive development outcomes, policies regarding the use of AI for water-related challenges should be coupled with capacity and infrastructure development policies. Capacity development policies need to address the AI and Information and Communications Technology (ICT) needs for the AI-related skill development of all water-related stakeholders. Infrastructure development policies should address the underlying requirements of computation, energy, data generation, and storage. The sequencing of these policies is critical. 3) To mitigate the predicted job displacement that will accompany AI-led innovation in the water sector, policies should direct investments towards enabling a skilled workforce by developing water sector-related education at all levels. This skilled workforce should be strategically placed to offset dependency on the private sector. 4) Water-related challenges are cross-cutting running from grassroots to the global level and require an understanding of the water ecosystem. It is important for countries connected by major rivers and watersheds to collaborate in developing policies that advance the use of AI to address common water-related challenges. 5) A council or agency with representation from all stakeholders should be constituted at the national level, to allow for the successful adoption of AI by water agencies. This council or agency should be tasked with the development of policies, guidelines, and codes of conduct for the adoption of AI in the water-sector. These key policy recommendations can be used as primary guidelines for the development of strategies and plans to use AI to help achieve water-related SDGs.

Abstract:
Unmanned aerial systems (UAS) are increasingly used for a variety of applications related to INDOT’s mission including bridge inspection, traffic management, incident response, construction and roadway mapping. UAS have the potential to reduce costs and increase capabilities. Other state DOTs and transportation agencies have deployed UAS for an increasing number of applications due to technology advances that provide increased capabilities and lower costs, resulting from regulatory changes that simplified operations for small UAS under 55 pounds (aka, sUAS). This document provides an overview of UAS applications that may be appropriate for INDOT, as well as a description of the regulations that affect UAS operation as described in 14 CFR Part 107. The potential applications were prioritized using Quality Function Deployment (QFD), a methodology used in the aerospace industry that clearly communicates qualitative and ambiguous information with a transparent framework for decision making. The factors considered included technical feasibility, ease of adoption and stakeholder acceptance, activities underway at INDOT, and contribution to INDOT mission and goals. Dozens of interviews with INDOT personnel and stakeholders were held to get an accurate and varied perspective of potential for UAVs at INDOT. The initial prioritization was completed in early 2019 and identified three key areas: UAS for bridge inspection safety as a part of regular operations, UAS for construction with deliverables provided via construction contracts, and UAS for emergency management. Descriptions of current practices and opportunities for INDOT are provided for each of these applications. An estimate of the benefits and costs is identified, based on findings from other agencies as well as projections for INDOT. A benefit cost analysis for the application of UAS for bridge inspection safety suggests a benefit cost over one for the analysis period.

Abstract:
The necessity to improve broiler thermotolerance and live performance led to the following hypothesis: Appropriate comprehensive incubation treatments that include significant temperature management changes will promote angiogenesis and will improve acquisition of thermotolerance and carcass quality of heavy broilers through epigenetic adaptation. It was based on the following questions: 1. Can TM during embryogenesis of broilers induce a longer-lasting thermoregulatory memory (up to marketing age of 10 wk) that will improve acquisition of thermotolerance as well as increased breast meat yield in heavy broilers? 2. The improved sensible heat loss (SHL) suggests an improved peripheral vasodilation process. Does elevated temperature during incubation affect vasculogenesis and angiogenesis processes in the chick embryo? Will such create subsequent advantages for heavy broilers coping with adverse hot conditions? 3. What are the changes that occur in the PO/AH that induce the changes in the threshold response for heat production/heat loss based on the concept of epigenetic temperature adaptation? The original objectives of this study were as follow: a. to assess the improvement of thermotolerance efficiency and carcass quality of heavy broilers (~4 kg); b. toimproveperipheral vascularization and angiogenesis that improve sensible heat loss (SHL); c. to study the changes in the PO/AH thermoregulatory response for heat production/losscaused by modulating incubation temperature. To reach the goals: a. the effect of TM on performance and thermotolerance of broilers reared to 10 wk of age was studied. b. the effect of preincubation heating with an elevated temperature during the 1ˢᵗ 3 to 5 d of incubation in the presence of modified fresh air flow coupled with changes in turning frequency was elucidated; c.the effect of elevated temperature on vasculogenesis and angiogenesis was determined using in ovo and whole embryo chick culture as well as HIF-1α VEGF-α2 VEGF-R, FGF-2, and Gelatinase A (MMP2) gene expression. The effects on peripheral blood system of post-hatch chicks was determined with an infrared thermal imaging technique; c. the expression of BDNF was determined during the development of the thermal control set-point in the preoptic anterior hypothalamus (PO/AH). Background to the topic: Rapid growth rate has presented broiler chickens with seriousdifficulties when called upon to efficiently thermoregulate in hot environmental conditions. Being homeotherms, birds are able to maintain their body temperature (Tb) within a narrow range. An increase in Tb above the regulated range, as a result of exposure to environmental conditions and/or excessive metabolic heat production that often characterize broiler chickens, may lead to a potentially lethal cascade of irreversible thermoregulatory events. Exposure to temperature fluctuations during the perinatal period has been shown to lead to epigenetic temperature adaptation. The mechanism for this adaptation was based on the assumption that environmental factors, especially ambient temperature, have a strong influence on the determination of the “set-point” for physiological control systems during “critical developmental phases.” Recently, Piestunet al. (2008) demonstrated for the first time that TM (an elevated incubation temperature of 39.5°C for 12 h/d from E7 to E16) during the development/maturation of the hypothalamic-hypophyseal-thyroid axis (thermoregulation) and the hypothalamic-hypophyseal-adrenal axis (stress) significantly improved the thermotolerance and performance of broilers at 35 d of age. These phenomena raised two questions that were addressed in this project: 1. was it possible to detect changes leading to the determination of the “set point”; 2. Did TM have a similar long lasting effect (up to 70 d of age)? 3. Did other TM combinations (pre-heating and heating during the 1ˢᵗ 3 to 5 d of incubation) coupled with changes in turning frequency have any performance effect? The improved thermotolerance resulted mainly from an efficient capacity to reduce heat production and the level of stress that coincided with an increase in SHL (Piestunet al., 2008; 2009). The increase in SHL (Piestunet al., 2009) suggested an additional positive effect of TM on vasculogenesis and angiogensis. 4. In order to sustain or even improve broiler performance, TM during the period of the chorioallantoic membrane development was thought to increase vasculogenesis and angiogenesis providing better vasodilatation and by that SHL post-hatch.
