Abstract:
This article aims to analyse the role of the Alsatian football club Racing Club de Strasbourg throughout the re-establishment process of the French-German football relations after the Second World War. Because of its geographical location between France and Germany and due to the double annexation of the Alsace by the German Reich the club held a special position in the French football landscape. To examine the difficulties and conflicts that came along with the attempt to restore international sport relations between West Germany and France, the paper focuses on three aspects: German prisoners of war in France, efforts to organise football games between French and German top-level-clubs, and the re-establishment of international matches between the two countries. As a result, Racing’s attitude can be situated in a field of tension between hurtful wartime experiences on the one hand and sporting as well as financial benefits on the other hand. While the former was an argument held against an over-hasty spirit of understanding between the French and the German teams especially by the Alsatian Football Association, the latter were a reason for Racing to intensify its pragmatical efforts to re-establish sport relations with West German clubs. This ambivalence is further exemplified by the dualism between Aimé Gissy, secretary general of the Alsatian Football Association (1935-1939, 1945-1974), and Willy Scheuer, president of Racing Club de Strasbourg (1952-1960).

Abstract:
The Grand Chamber of the European Court of Human Rights has upheld the French law which prohibits the concealment of one’s face in public places. The law is directed principally at prohibiting Muslim women covering their faces in public spaces in France. The decision of the Strasbourg Court is premised on the French notion of ‘le vivre ensemble’; ‘living together.’ This critical analysis of the judgment contends that the decision is flawed and retrogressive for women’s rights in particular and undermines the socio-cultural rights and freedoms of individuals who belong to minority groups in general. On wider implications of the decision, it is worrisome that the decision appears to pander to dangerous political leanings currently growing in many parts of Europe and beyond. The Court risks promoting forced assimilation policies against minorities in various parts of the world. To illustrate its implications, the article highlights the experience of the Uyghurs, a Turkic ethnic group in Xinjiang Uyghur Autonomous Region of China.

Les différences d’humidité entre domaines urbain et rural ont été analysées pour la ville de Strasbourg (France, 48.583° N, 7.745° E), à partir des données horaires de trois stations météorologiques sur une période de huit ans (2011-2018). Notre attention s’est focalisée sur les différences d’humidité relative et de pression partielle en vapeur d’eau de deux stations situées en ville (représentatives d’un parc et d’un quartier urbain) comparées à une référence rurale. L’humidité relative traduit nettement les spécificités des différents sites, ne serait-ce qu’au niveau des moyennes annuelles : l’îlot de sécheresse urbain (ISU) est quasiment permanent, avec un pic d’intensité en été et la nuit. Spatialement, cette intensité peut être modulée par la présence de végétation ainsi que par l’îlot de chaleur urbain (ICU). Cependant, la ville peut aussi parfois devenir un îlot d’humidité urbain (IHU) couplé à un îlot de fraicheur urbain (IFU). Ce couplage est plus fréquent en hiver et augmente avec la présence de végétation. Pour la pression partielle en vapeur d’eau, les spécificités des sites apparaissent surtout au niveau mensuel et horaire : la ville alterne entre un IHU en hiver (ou la nuit) et un ISU en été (ou en journée). La fréquence des ISU intenses (Δe < -0,5 hPa) est nettement plus faible dans le parc (18,7 %) que dans le quartier (28,3 %), ce qui prouve que la ville ne forme pas forcément toujours un ensemble homogène du point de vue de la vapeur d’eau : dans 30 % des cas, on a même des situations où le parc et le quartier sont classés dans des catégories opposées.

Robert Allen characterized the region of Strasbourg in France in the period before 1789 as exceptionally poor. New evidence suggests, however, that Allen underestimated wage levels because of a failure to include payments in-kind and to clarify the differences between skilled and unskilled workers. Moreover, his wages came from a region that is wider than Strasbourg per se. The use of wage data for the agricultural sector that were higher in nominal terms than Allen’s, with reference to regions like Paris and southern England, elevates the economic standing of Strasbourg and, by extension, that of France.

By contrast with a dominant part of the historiography of psychoanalysis in France, which tends to be dedicated to the history of the centres and the biography of the great theorists, this article focuses on the less well known history of psychoanalysis in a peripheral region, namely Alsace, and its capital, Strasbourg. It zooms in on the main central university hospital service in the mental health care system of northeastern France, the University Psychiatric Clinic of Strasbourg. On the basis of abundant and varied sources, it relates the passions, attractions and aversions that Freudian methods aroused among the major protagonists of Strasbourg psychiatry, especially Théophile Kammerer (1916–2005), the director of the Clinic from 1953 to 1982, and the various actors (physician or non-physician) that have circled the establishment throughout the twentieth century.

ABSTRACTThis paper reports on language practices in the city of Strasbourg, in a multi-ethnic working class neighbourhood. This provides a comparative setting to identify whether linguistic features are spreading between French cities. Data were collected from young speakers (16 to 21) using an ethnographic approach over a year. First, this paper will briefly review the literature on language variation research in France. Second, a comparison of vernacular features will be carried out, focusing on lexical innovations, indirect questions following the verb savoir (Gardner-Chloros and Secova, this issue), quotative systems (Cheshire and Secova, this issue) and discourse markers. Finally, the ethnographic data collected as part of this research will be used to consider how multi-ethnic working class neighbourhoods in France are connected with each other, and how language may be travelling between settings.

In 2014, in the course of the Revolution of Dignity, Ukraine consciously opted for European values. Thus, cooperation with one of the founding member states of the EU bears strategic importance. The author believes that the the interaction between the two countries is based on ancient relations between France and Ukraine. Apart from political relations, France and Ukraine are bound by creative endeavours of many artists. After celebrating the 25th anniversary since the establishment of diplomatic relations between our countries, the Ministers for Foreign Affairs of Ukraine and France opened an exhibition dedicated to the 100th anniversary of the foundation of Ukrainian diplomatic service. The author stresses that France was the first Western state with which Ukraine signed the 1991 Interstate Agreement on Mutual Understanding and Cooperation. Moreover, it was in Paris where the Charter of Paris for a New Europe was signed, the document which allowed Ukraine to join the CSCE as a full-fledged member. Taking into account the current development in the east of Ukraine, the author underscores that France and Germany were the initiators of the Normandy Format negotiations. France consistently supports the territorial integrity of Ukraine, while not recognising the annexation of Crimea and takes a firm stand towards Russia. The author mentions the establishment of the France-Ukraine friendship group, headed by Valerie For-Muntean. Apart from political cooperation, economic ties between the two states are also gaining momentum. Nowadays, Ukraine is examining modern initiatives of France in ecology, energy efficiency, etc. The article outlines the interation of the two states in the educational sphere. France is encouraging numerous riveting projects intercultural projects displaying the best specimens of modern Ukrainian art. New intercultural contacts are also gaining ground. The author highlights the main events held at the culture and information centre of the Embassy and reports about the multidisciplinary festival Week-End a l’Est – Kyiv. Yet another recent development has been the inauguration of the web platform Nouvelle Ukraine, whose aim is to raise awareness about Ukraine in France, contribute to the positive image of the country, and build economic and cultural contacts. According to the author, the cooperation of Ukraine and France is only beginning to gain momentum and has infinite potential. Photovoltaic-thermal (PVT) panels combine solar thermal and photovoltaic technologies and generate simultaneously both heat and electricity. This paper looks at the potential of integrating these systems into small domestic prosumer households for the climates of Bucharest, Romania, and Strasbourg, France. First, some brief background information on PVT systems and the concept of prosumers is introduced, highlighting their features as well as the solar energy market setting in Romania and France. Next, a PVT system is proposed for a given household consumer in Strasbourg and Bucharest with the variable weather conditions corresponding to the two locations. The PVT system and the coupled consumer are modelled in TRNSYS (v17, Thermal Energy System Specialists, Madison, USA). A performance analysis is carried out in order to establish the daily instantaneous energy output and the annual energy production. The results indicate a 10–12% better performance in Bucharest compared to Strasbourg due to slightly better weather conditions. The system efficiency was assessed through various methods (first law efficiency and primary energy saving). Depending on the method used, the location and time of year, the results vary from 15% for the first law efficiency to 90% for the primary energy saving efficiency. The most suitable efficiency assessment method for this study was found to be the primary energy saving method, as it takes into account the regional differences in energy production. This study concludes that the Romanian PVT market has a good potential for adopting the technology, especially since it is currently less mature than in France.

The Saar region did not immediately become part of the Federal Republic of Germany in 1949, but was gradually given the status of a semi-protectorate of France from 1947 onwards. The region's high-quality coal and the iron and steel industries were supposed both to help the reconstruction of France and to weaken German industry by being withdrawn of its control. The region was economically and politically closely tied to France; freedom of opinion and of the press for those who advocated annexation to the FRG were restricted. This happened at the same time when Franco- German reconciliation and the beginning of European integration were seen as a sign of a settlement between Germany and France. The Saar issue thus became a regional problem for European integration. In the absence of political opposition, the trade unions of the Saarland became the voice of the critical population and became victims of state persecution. The article highlights the role of the Saarland, German and international trade unions, which therefore proved to be important mediators in the conflict over the future of the Saar region.

The question of the death of a Muslim in France engenders a discussion on the forms and limits of secularisation in the public sphere. Contrary to other public institutions like schools, hospitals and prisons, the particularity of mortuary spaces lies in their nearly uncontested religious character, also recognised by the French state. Despite the fact that repatriation remains to be the dominant practice among French Muslims, the descending generations, who overtly declare their identities as Muslim and European at the same time, seek to obtain their place within the European public sphere. Yet accommodating deceased bodies of Muslims within the so-called secular cemeteries represents a real challenge in terms of space, recognition of religious identities and application of Islamic funerary rites. The regulations imposed by the French authorities seem to pose serious problems to Muslims, who desire to be buried in accordance with the requirements of their religion. In this respect the cemetery becomes a realm of spatio-temporal struggle, where subjectivities are formed via negotiations between the subjects—dead or alive—and state apparatuses. This article aims to reflect on the power struggles in the development of the mortuary space from a historical perspective. It will then attempt to shed light on the legal possibility of the construction of the only French Muslim cemetery inaugurated in Strasbourg in 2012.

Il s’agit d’une collection totalement méconnue qui fait partie d’un fonds lui-même tombé dans l’oubli : le musée Hohenlohe, conçu comme un musée universel à l’époque où l’Alsace et une partie de la Lorraine étaient annexées à l’Empire allemand, avant d’être recentré sur le patrimoine régional à partir de 1918.
