Abstract:
This article aims to analyse the role of the Alsatian football club Racing Club de Strasbourg throughout the re-establishment process of the French-German football relations after the Second World War. Because of its geographical location between France and Germany and due to the double annexation of the Alsace by the German Reich the club held a special position in the French football landscape. To examine the difficulties and conflicts that came along with the attempt to restore international sport relations between West Germany and France, the paper focuses on three aspects: German prisoners of war in France, efforts to organise football games between French and German top-level-clubs, and the re-establishment of international matches between the two countries. As a result, Racing’s attitude can be situated in a field of tension between hurtful wartime experiences on the one hand and sporting as well as financial benefits on the other hand. While the former was an argument held against an over-hasty spirit of understanding between the French and the German teams especially by the Alsatian Football Association, the latter were a reason for Racing to intensify its pragmatical efforts to re-establish sport relations with West German clubs. This ambivalence is further exemplified by the dualism between Aimé Gissy, secretary general of the Alsatian Football Association (1935-1939, 1945-1974), and Willy Scheuer, president of Racing Club de Strasbourg (1952-1960).

Abstract:
The Grand Chamber of the European Court of Human Rights has upheld the French law which prohibits the concealment of one’s face in public places. The law is directed principally at prohibiting Muslim women covering their faces in public spaces in France. The decision of the Strasbourg Court is premised on the French notion of ‘le vivre ensemble’; ‘living together.’ This critical analysis of the judgment contends that the decision is flawed and retrogressive for women’s rights in particular and undermines the socio-cultural rights and freedoms of individuals who belong to minority groups in general. On wider implications of the decision, it is worrisome that the decision appears to pander to dangerous political leanings currently growing in many parts of Europe and beyond. The Court risks promoting forced assimilation policies against minorities in various parts of the world. To illustrate its implications, the article highlights the experience of the Uyghurs, a Turkic ethnic group in Xinjiang Uyghur Autonomous Region of China.

Les différences d’humidité entre domaines urbain et rural ont été analysées pour la ville de Strasbourg (France, 48.583° N, 7.745° E), à partir des données horaires de trois stations météorologiques sur une période de huit ans (2011-2018). Notre attention s’est focalisée sur les différences d’humidité relative et de pression partielle en vapeur d’eau de deux stations situées en ville (représentatives d’un parc et d’un quartier urbain) comparées à une référence rurale. L’humidité relative traduit nettement les spécificités des différents sites, ne serait-ce qu’au niveau des moyennes annuelles : l’îlot de sécheresse urbain (ISU) est quasiment permanent, avec un pic d’intensité en été et la nuit. Spatialement, cette intensité peut être modulée par la présence de végétation ainsi que par l’îlot de chaleur urbain (ICU). Cependant, la ville peut aussi parfois devenir un îlot d’humidité urbain (IHU) couplé à un îlot de fraicheur urbain (IFU). Ce couplage est plus fréquent en hiver et augmente avec la présence de végétation. Pour la pression partielle en vapeur d’eau, les spécificités des sites apparaissent surtout au niveau mensuel et horaire : la ville alterne entre un IHU en hiver (ou la nuit) et un ISU en été (ou en journée). La fréquence des ISU intenses (Δe < -0,5 hPa) est nettement plus faible dans le parc (18,7 %) que dans le quartier (28,3 %), ce qui prouve que la ville ne forme pas forcément toujours un ensemble homogène du point de vue de la vapeur d’eau : dans 30 % des cas, on a même des situations où le parc et le quartier sont classés dans des catégories opposées.

Robert Allen characterized the region of Strasbourg in France in the period before 1789 as exceptionally poor. New evidence suggests, however, that Allen underestimated wage levels because of a failure to include payments in-kind and to clarify the differences between skilled and unskilled workers. Moreover, his wages came from a region that is wider than Strasbourg per se. The use of wage data for the agricultural sector that were higher in nominal terms than Allen’s, with reference to regions like Paris and southern England, elevates the economic standing of Strasbourg and, by extension, that of France.

As an imperial city, Strasbourg has edified many monuments to promote its particular status in the Holy Roman Empire. Notre-Dame at Strasbourg is not an exception: historians read the construction of the cathedral and its facade as the materialisation of a "civic pride". Many documents, anyhow, testify to the emperors many visits and underline the city's political role in the Empire. This thesis demonstrates that the imperial presence in the Reichsstadt---events usually avoided by historians---is clearly illustrated in the iconographical and architectural programs of the cathedral. The selection of biblical scenes and protagonists, historical figures, and the borrowing of architectural details from royal and imperial buildings, make it a monument erected to the glory of the emperor. From its portal to its spire, Notre-Dame at Strasbourg is a testimony of the Strasbourgeois' loyalty to the imperial crown, loyalty transferred to the Bourbons who took the city in 1682.

Qu'il s'agisse d'éducation, de formation, d'apprentissages, de culture, l'adolescent apparaît muré dans son refus. L'anorexie reste un état familier du lycéen. Qui doit, qui peut diagnostiquer, prévenir, guérir, l'anorexie culturelle des jeunes ? Faut-il "résister à la tentation de vouloir éradiquer la résistance" et faire leur bonheur culturel malgré eux ?

La thèse a pour objet le processus de création et la définition du contenu de la stratégie de Gaz de Strasbourg, au moment où cette société, en situation de monopole local depuis sa création au début du siècle, est confrontée à l'ouverture du marché du gaz à la concurrence. Elle a pour objectif d'aider la société à identifier les enjeux, à adopter des stratégies adéquates et à les mettre en œuvre dans un contexte dominé par les principes de " l'essential facility doctrine " qui distinguent les activités liées aux infrastructures physiques de réseau, considérées comme " monopole naturel ", et les activités de commercialisation de la molécule gaz naturel. Les propositions stratégiques sont construites dans la confrontation avec la perspective de désintégration de la société en deux ou trois couches d'activités différentes, par un appel aux concepts et aux outils de l'analyse structurelle, inspirée de Michael Porter, et au Modèle des Ressources et des Compétences. Elles passent par un questionnement sur les métiers constitutifs d'une entreprise de réseaux de gaz naturel et à leur avenir au sein de Gaz de Strasbourg en tant que firme intégrée ou désintégrée.

Le XVIIIe est un siècle marqué par le passage d’une domination politique à une autre, soit du Saint-Empire romain germanique au royaume de France. L’Alsace se présente dorénavant comme une province-frontière, à la fois enjeu et théâtre d’opérations. Au centre de ces enjeux se place, depuis 1681, la Ville de Strasbourg, capitale de cette nouvelle province. Avec la présence française se apparaît un nouveau toponyme : le Welsches Spital (littéralement : hôpital des Français), directement lié à l’introduction de l’hôpital militaire, qui est une innovation propre à la France. C’est une coïncidence intéressante entre le passage de l’Alsace à la France, la création des premiers vrais hôpitaux permanents, d’un service de santé propres aux armées, et la rationalisation des armées royales. Strasbourg prend place dans un processus de constitution d’un service de l’armée, avec ses tâtonnements, ses égarements, et ses réussites, dont le processus s’achève avec la Révolution de 1789. Les hôpitaux militaires ayant déjà été le thème d’étude d’un certain nombre de travaux, nous allons donc chercher, dans le cadre d’une étude prosopographique du personnel médical, d’associer les différents éléments dans une optique globale, celle de l’évolution de la médecine militaire et des structures administratives particulières qui l’accompagnent, avec l’objectif de rendre compte de l’évolution du cadre juridique, de la formation dispensée, des bâtiments, des soins, des malades et des blessés
The 18th century was marked by the transition from one political domination to another, in this occurrence from the Holy Roman Empire to the Kingdom of France. Alsace would then be seen as a border province, both at stake and the scene of military operations. The City of Strasbourg, capital of this new province finds itself in the middle of those stakes. With the French presence appears a new toponym: the "Welches Spital" (literally: hospital of the Frenchmen), directly linked to the introduction of military hospitals, a French innovation themselves. There is an interesting coincidence between the transition from Alsace to France, the creation of the first real permanent hospitals, of an army-specific healthcare and the streamlining of the French Royal Armies. Strasbourg takes part in the process of the establishment of a military duty with its groping, its confusion and its successes, a process that ends with the French Revolution of 1789. Since military hospitals have been the theme of a number or essays, we shall attempt, under the prosopographic study of the medical personnel, to associate the different elements in a global overview, that of the evolution of the military healthcare and its specific administrative structures that go along with it, with the objective to account for the evolution of the legal environment, the training dispensed, the buildings, the care given, the ill and the wounded

Cette thèse se présente comme la mise en lumière de sources émanant du patriciat strasbourgeois à un moment fondateur de l'histoire européenne, la fin de l'Ancien Régime et la naissance du monde contemporain. L'exploration des fonds d'archives de deux familles emblématiques, les Dietrich et les Turckheim, amène à révéler les usages pluriels de l'écrit au sein de leurs réseaux d'influence. L'analyse de ces papiers privés, menée de front avec la critique de documents imprimés de nature et d'origine très diverse, débouche sur une étude croisée des polyphonies épistolaires et permet une relecture des flux linguistiques et physiques de ces notables cosmopolites, en Alsace, en France, en Allemagne et en Suisse. La confrontation de ces productions écrites variées, à destination de la sphère publique ou privée, conduit à la découverte de comportements jusqu'alors insoupçonnés du point de vue économique, politique, social, religieux et culturel, notamment un comportement spécifique face à la Révolution, une perception et une pratique du couple originales, une vision exigeante et exemplaire des liens de la famille et de l'amitié. Ces dynamiques polymorphes dont la portée n'est pas seulement régionale, ni nationale mais internationale, ont été jusqu'ici partiellement oubliées et par conséquent minorées. Ma thèse a pour origine un double constat: d'une part l'effacement accéléré depuis quelques décennies des anciennes limites physiques qui conféraient aux villes traditionnelles leur identité; d'autre part l'urbanisation diffuse et anarchique qui accompagne cet effacement. A partir de ce constat, je me suis proposé deux objectifs. D'abord vérifier l'hypothèse selon laquelle les limites urbaines constituent un indicateur des grands changements de société ( époques préindustrielle, industrielle et informationnelle ), leur actuelle quasi disparition étant une conséquence directe de l'hégémonie des réseaux d'infrastructure technique. Ensuite, tenter, à partir de cette démonstration, de mieux définir la tâche des aménageurs à la recherche de configurations spatiales en accord avec notre statut anthropologique. Ayant pris pour paradigme le cas de Strasbourg, j'ai entrepris d'en rechercher, établir et cartographier les limites depuis le 1er siècle, jusqu'à l'époque actuelle. J'ai montré qu'à partir de 1870, pour la première fois dans l'histoire bimillénaire de Strasbourg, la ville intra-muros et son système défensif ont évolué en sens inverse (triplement de la superficie urbaine, destruction de l'enceinte), cette rupture d'évolution marquant l'entrée dans l'ère industrielle. Simultanément, les autres limites urbaines (limite communale, barrières d'octroi, périmètres d'études et de projets de l'agglomération, délimitations de l'INSEE et de la DATAR, limite de l'espace bâti aggloméré) ont évolué vers une disparition, une dématérialisation ou une extension démesurée. Dans ce contexte, on voit se dessiner la perspective d'une approche complémentaire de l'aménagement du territoire, à l'échelle locale, et prenant en compte le patrimoine bâti existant.

L'objectif de ce travail est de s'interroger sur les perceptions du vêtement féminin en Alsace aux XVIIe et XVIIIe siècles, c'est-à-dire de s'intéresser à l'image et à la représentation que l'on cherche à donner de soi à travers son apparence vestimentaire, mais aussi à la vision que l'autre porte sur un groupe social ou sur les habitants d'une province. L'imprégnation d'une sensibilité culturelle double, à la fois germanique et française, a fortement influencé les modes vestimentaires faisant de l'Alsacienne et de ses mises une figure intéressant voyageurs et auteurs des recueils de costumes. A travers la représentation vestimentaire et le regard que l'on porte sur le vêtement, sur sa production, sur sa consommation et sur l'évolution des goûts on peut suivre le passage, entre le début du XVIIe siècle à la fin du XVIIIe siècle, d'une civilisation traditionnelle, hiérarchisée à une civilisation annonciatrice de la culture matérielle bourgeoise
The aim of this study is to question perceptions of female clothing in Alsace in the seventeenth and eighteenth-centuries. The analysis focuses both upon the image and representation that individuals seek to present through their clothing and also upon the way in which clothing affects perceptions of social groups or the inhabitants of a particular province. .

AbstractSupramolecular chemistry (SMC), at the interface between chemistry, physics and biology, is a research domain which has grown considerably in the last 40 years. Jean-Marie Lehn was the first to lay its foundations and formalise its concepts, in a seminal article published in 1978. This work earned him the 1987 Nobel Prize for Chemistry, which he shared with Charles J. Pedersen (DuPont) and Donald J. Cram (UCLA). The development of SMC has led to the creation of a dedicated institute and a new building on the university campus. In this chapter, the emergence of supramolecular chemistry as a paradigm and research speciality at the University of Strasbourg (France) is reconstructed with a focus on Lehn’s central role in this process, proposing a three-period chronology based on Mullins’ sequential model (1972). It is furthermore argued that the creation of a physical space, with particular architecture and functions, has also played a key role in consolidating what is now called the “Strasbourg’s chemistry”. The (multi)disciplinary character of SMC is discussed in reference to the concept of “new disciplinarity” put forward by Marcovich and Shinn (Soc Sci Inf 50(3–4):582–6062011, Toward a new dimension: exploring the nanoscale. This paper examines the organisational and discursive strategies of the Gülen movement in France and Germany and its differentiation in Turkish Islam in Europe, with the primary focus on the movement’s educational activities. The paper describes the characteristics of organisational activity among Turkish Muslims in Europe. Then it analyses two mainstream religious-communitarian movements and the contrasting settlement strategies of the “neo- communitarian” Gülen movement. Despite the large Turkish population in western Europe, the movement has been active there for only about ten years – relatively late compared to other Islamic organisations. Mainly, the associational organisation of Turkish Islam in Europe is based on two axes: the construction/ sponsoring of mosques and Qur’anic schools. By contrast, the Gülen movement’s members in Europe, insisting on ‘the great importance of secular education’, do not found or sponsor mosques and Qur’anic schools. Their principal focus is to address the problems of the immi- grant youth population in Europe, with reintegration of Turkish students into the educational system of the host societies as a first goal. On the one hand, as a neo-communitarian religious grouping, they strive for a larger share of the ‘market’ (i.e. more members from among the Turkish diaspora) by offering a fresh religious discourse and new organisational strategies, much as they have done in Turkey. On the other hand, they seek to gain legitimacy in the public sphere in Germany and France by building an educational network in these countries, just as they have done in Central Asia and the Balkans region. Accordingly, a reinvigorated and reorganised community is taking shape in western Europe. This paper examines the organizational and discursive strategies1 of the Gülen movement in France and Germany and it is differentiation in Turkish Islam in Europe. We seek to analyse particularly the educational activities of this movement which appeared in the Islamic scene in Diaspora of Europe for the last 10 years. We focus on the case of Gülen movement because it represents a prime example amongst Islamic movements which seek to reconcile-or ac- commodate- with the secular system in Turkey. In spite of the exclusionary policy of Turkish secular state towards the religious movements, this faith-based social movement achieved to accommodate to the new socio-political conditions of Turkey. Today, for many searchers, Gülen movement brings Islam back to the public sphere by cross-fertilizing Islamic idioms with global discourses on human rights, democracy, and the market economy.2 Indeed, the activities of Gülen movement in the secular context of France and Germany represent an interesting sociological object. Firstly, we will describe the characteristics of organizational ability of Anatolian Islam in Europe. Then we will analyse the mainstream religious-com- munitarian movements (The National Perspective movement and Suleymanci community) and the settlement strategies of the “neo-communitarian”3 Gülen movement in the Turkish Muslim Diaspora. Based on semi-directive interviews with the directors of the learning centres in Germany and France and a 6 month participative observation of Gülen-inspired- activities in Strasbourg; we will try to answer the following questions: How the movement appropriates the “religious” manner and defines it in a secular context regarding to the host/ global society? How the message of Gülen is perceived among his followers and how does it have effect on acts of the Turkish Muslim community? How the movement realises the transmission of communitarian and `religious’ values and-especially-how they compete with other Islamic associations? In order to answer these questions, we will make an analysis which is based on two axes: Firstly, how the movement position within the Turkish-Islamic associational organisation? Secondly, we will try to describe the contact zones between the followers of Gülen and the global society.

During the past thirty years the use of a layer(s) of hot-mix asphalt pavement within railway track structures has steadily increased until it is becoming a common consideration or practice for specific conditions and areas in several countries throughout the world. This practice augments, and for certain designs replace, the traditional granular support materials. It is considered to be a premium trackbed design. The primary documented benefits are to provide additional support to improve load distributing capabilities of the trackbed components, decrease load-induced subgrade pressures, improve and control drainage, insure maintenance of specified track geometric properties for heavy tonnage freight lines and high-speed passenger lines, and decrease subsequent expenditures for trackbed maintenance and component replacement costs. The asphalt layer is normally used in combination with traditional granular layers to achieve various configurations. This paper presents a compendium of International Asphalt Trackbed Applications. The various factors are discussed that are considered in the design phases and subsequent performance-based tests and analyses. Illustrations include typical sectional views of the trackbed/roadbed components and thicknesses and photographs of construction and finished views for various asphalt trackbed applications in several countries. Following are brief accounts for selected significant international activities emphasizing high-speed and intercity passenger rail line applications. In the United States the use of asphalt trackbeds has steadily grown since the early 1980’s. It is primarily used for maintenance (cure-all) applications in existing tracks to improve trackbed performance and for new trackbed construction where the projected superior performance of asphalt trackbeds can be justified economically. Typically the asphalt layer is 15 cm thick and is topped with conventional ballast. This application does not deviate significantly from typical designs, except the asphalt is substituted for a portion of the granular support materials. Several other countries are actively involved with the construction of new segments or complete rail lines using asphalt (frequently termed – bituminous) trackbeds. For instance, Japan has used asphalt trackbeds on certain test sections for their high-speed rail lines since the 1960’s, but since the 1970’s asphalt trackbeds with ballast cover is a standard on newly constructed rail lines. The 5-cm thickness of asphalt primarily serves as a waterproofing layer and facilitates drainage. The Japanese believe that this will assist in reducing subsequent maintenance costs associated with ballast fouling from subgrade pumping. The Japanese have recently instigated a performance-rank design system. Asphalt trackbed designs are either required or are an option for the two premium trackbed performance ranks. Italy represents another country heavily involved with incorporating asphalt trackbeds in their rail lines. In the late 1970’s Italy placed test sections of both asphalt and concrete on their original Rome to Florence high-speed line. From the Italian perspective the asphalt out-performed the other test sections, leading to standards requiring the use of asphalt trackbeds on all newly constructed high-speed passenger rail lines. The typical asphalt layer thickness is 12 cm. Germany has focused on using asphalt for ballastless trackbed designs. The main asphalt track in use in Germany consists of concrete ties or slab track placed on a 26 to 30-cm thick layer of asphalt. Various designs are incorporated into the system. Recently France installed a 3-km test section of asphalt on their Paris to Strasbourg Eastbound High-Speed Line. The French are currently observing the effects of high-speed trains traversing various test sections to determine how beneficial the use of asphalt trackbeds will be for future high-speed passenger lines. The sections are heavily instrumented for analyzing numerous trackbed induced effects on ride quality and other aspects. Other countries, a recent addition includes Spain, are involved to varying degrees with the development of asphalt trackbed technology, particularly for high-speed and intercity passenger rail lines. Pertinent information and documentation of recent findings and results are included in the paper.
