Abstract:
It is difficult to find the necessary discursive focus on English inmultilingual India. Its aspirational youth still need this language of colonialprovenance to keep its otherness from the native cultures of India theynonetheless esteem. This article acknowledges the radical ambivalenceEnglish thus creates, beside an analysis of the others English engenders inIndia’s globalizing progress. It critiques what academics often practise asa version and variant of Cultural Studies, and how they end by practicingStranger Studies. The concluding part of this article probes the reservationsmost Indians seem to have about their visitors and guests, and how Englishinflects their transactions with the ‘other’ world. A Harold Pinter tableaufrom Mountain Language is read as an object lesson for students who investin English, unmindful of its undiminished potential still as an imperialistlanguage. When Language fails the Human, it is time we rethink thehumanities. The article ends with a reformist hope that no Indian or otherstate capital will ever be a stage for such an overbearing English scenariothe way it appears so blatantly in Pinter’s play.

Abstract:
In his 1932 book Brave New World, Aldous Huxley laid out a satirical blueprint of a future so strange to people of the time that it became a symbol of the frightening and unyielding momentum of scientific progress. Literature and popular culture have since been littered with images of a future earth so transformed by human progress (or extraterrestrial intervention) that we can hardly recognize it. Earth historians and paleontologists, however, have taken a different path into the bizarre. This group of time travelers has used the kind of technology that Huxley foreshadowed to recreate past worlds of similar disparity. These worlds are neither based on, nor entirely limited by, human imagination, but are based instead on scientific observation. In short, these strange old worlds are real, not imagined. As often is the case, however, truth can b e stranger than fiction.

Abstract:
This research paper responds to the contemporary calls made by theorists Jean Baudrillard and Marshall McLuhan to interrogate media with art to act as a respite from the ego trance of what McLuhan called, Narcissus-narcosis. Baudrillard’s and McLuhan’s criticisms contextualise art as respite from media, whereby art can show the charm of a strange world to relieve the deceiving, deluding nature of media. Art can turn away from the content of media and interact with its structure and configuration instead, and by doing so it can immunise individuals and society. In both of my ongoing MFA projects, Romantic Grass of the Week and Wireless Psychics Experiments #1- 10, art is envisaged as an inoculation to save us from being totally absorbed in the virtual. This injection performs, plays with media structures, and translates them into different forms and artefacts. The work continues as our immunisation then becomes embodied in acts of divining.

Abstract:
This collection of nonfiction essays explores one woman’s journey of reentering the world of dating after getting divorced in her forties. Neither an exposé of online dating practices nor a dating how-to manual, these essays strive instead to examine the amusing, poignant, and often tragic ways in which we humans are aligned in our frailty, our brokenness, and ultimately in our redemptive search for love and higher meaning in life. They are also a reminder that there is much that is intrinsically valuable about this search, even when it is not ultimately successful.

Hannah Arendt is often read as author of the crisis. Being born in the short 20th century, bearing witness and even living herself, while she was among men, many of the catastrophes that had place at the world s stage. As a thinker, she made her systematic meditation over the totalitarian phenomenon the starting point for many works which intention resided on trying to understand the world, and, from this comprehension, to be able to reconcile herself with it. Comprehending the totalitarian regime as a radical novelty, that embarrass our categories of thought, as well as our ability to act in the world and discourse about the human affairs, Arendt ended up approximating this terrible event with another one, which essence itself is the novelty: the Revolution. Understanding the Revolution as a foundation of a Constitution of Freedom and of a New World Order, the author faces the difficult challenge of conciliating things that seem to be completely contradictory in contemporaneity: the capacity of political action to start something entirely new and the necessity to stabilize the public space where action must happen. It is at the intersection of this unresolvable dichotomy that this work intends to explore fundamental concepts of the Arendtian thought, as authority, freedom, action, power, among others. With them I will try to understand the immersion that Arendt do to the depths of the past to give new dignity to the political field, in a time where the humans beings take, each passing day, less responsibility for the world and for the possibilities it reserves.

Gupta, Vineet, and David B. Bogy. "Stability and Dynamics of Non-Linear Slider Behaviour Due to Disk Waviness in the Presence of Intermolecular and Electrostatic Forces." In World Tribology Congress III. ASMEDC, 2005. http://dx.doi.org/10.1115/wtc2005-63384.

Full text
Abstract:
In this paper we present a theoretical investigation of the stability and the dynamics of the non-linear behavior of a slider at very low head media spacing. A single DOF head disk interface (HDI) model, with constant air bearing stiffness and damping has been used to study the effect of disk waviness on the nonlinear slider dynamics in the presence of intermolecular and electrostatic forces. A variational approach based on the principle of least action was used to derive the equations of motion of the slider. Further, a stability criteria was derived that helped to better understand the instabilities that appear in slider when the slider is flying in close proximity to the disk surface. Due to extremely nonlinear nature of the interaction between the slider and the disk, we observed some strange features of the motion of the slider. In particular the effects of the nonlinear interaction force, air bearing stiffness and damping on the instabilities of the periodic motions of the slider are discussed in detail. We found that the branch associated to the disk waviness frequencies larger than the resonance frequency is always stable and the branch associated to the disk waviness frequencies smaller than the resonance frequency exhibits two stable domains and one unstable domain. This analysis was further extended to include the nonlinear nature of air bearing stiffness and damping as well as contact at the HDI.

Nguyen Thi, Dung. "The World Miraculous Characters in Vietnamese Fairy Tales Aspect of Languages – Ethnic in Scene South East Asia Region." In GLOCAL Conference on Asian Linguistic Anthropology 2019. The GLOCAL Unit, SOAS University of London, 2019. http://dx.doi.org/10.47298/cala2019.13-1.

Full text
Abstract:
Like other genres of folk literature, fairy tales of Vietnamese ethnicity with miraculous character systems become strongly influenced by Southeast Asia’s historical-cultural region. Apart from being influenced by farming, Buddhism, Confucianism, urbanism, Vietnamese fairy tales are deeply influenced by ethno-linguistic elements. Consequently, fairy tales do not preserve their root identities, but shift and emerge over time. The study investigates and classifies the miraculous tales of peoples of Vietnam with strange characters (fairies, gods, Buddha, devils) in linguistic and ethnographic groups, and in high-to-low ratios. Here the study expands on, evaluates, correlates, and differentiates global miraculous characters, and describes influences of creation of miraculous characters in these fairy tales. The author affirms the value of this character system within the fairy tales, and develops conceptions of global aesthetic views. To conduct the research, the author applies statistical methods, documentary surveys, type comparison methods, systematic approaches, synthetic analysis methods, and interdisciplinary methods (cultural studies, ethnography, psychoanalysis). The author conducted a reading of and referring to the miraculous fairy tales of the peoples of Vietnam with strange characters. 250 fairy tales were selected from 32 ethnic groups of Vietnam, which have the most types of miraculous characters, classifying these according to respective language groups, through an ethnography. The author compares sources to determine characteristics of each miraculous character, and employs system methods to understand the components of characters. The author analyzes and evaluates the results based on the results of the survey and classification. Within the framework of the article, the author focuses on the following two issues; some general features of the geographical conditions and history of Vietnam in the context of Southeast Asia’s ancient and medieval periods were observed; a survey was conducted of results of virtual characters in the fairy tales of Vietnam from the perspective of language, yet accomplished through an ethnography. The results of the study indicate a calculation and quantification of magical characters in the fairy tales of Vietnamese. This study contributes to the field of Linguistic Anthropology in that it presents the first work to address the system of virtual characters in the fairy tales of Vietnam in terms of language, while it surveys different types of material, origins formed, and so forth.

Abstract:
<p>The 1915 Çanakkale Bridge located at the Northeastern end of the Çanakkale strait in Türkiye is a three-span suspension bridge having a main span length of 2023m, which is the longest one in the world, and a side span length of 770m. Two main cables formed by parallel wire strands are arranged apart from each other by 38m. For the erection of main cables with 144 strands (148 strands in side spans) and 18,288 wires (18,796 in side spans), the Prefabricated Parallel Wire Strand (PPWS) method has been adopted. Each strand contains 127 galvanized high-strength steel wires with a tensile strength of 1,960 MPa and a diameter of 5.75mm. The strands in the saddle sections are pre-shaped in a rectangular shape with aiming at improving quality and expediting the main cable erection work by excluding on-site shaping. The construction area has a very strong wind effect, so the order of strand construction was established to minimize the effect of galloping during strand erection. GNSS surveying was adopted as the main method of geometry control of the reference strand. GNSS surveying is advantageous for long-distance surveying in that the error does not increase according to the survey. Since the erected strands move continuously by wind and temperature, the use of the average coordinate value of a certain time was adopted improving the measurement accuracy.</p>

Abstract:
Thanks to a powerful calculating tool - a computer, as well as the development of mathematical modeling methods, synergetics for the first time in the history of science began to describe and reproduce the processes of self-organization and development. On this path, magnificent, previously unseen images began to appear - strange attractors, fractals, cellular automata, which to a large extent contributed to the popularity of synergetics in the scientific and philosophical community. The article is devoted to images that arise in models, experiments and computational experiments developed and conducted by the author. Continual cellular automata with non-linear transition rules, cycles, fractal structures and chaos in non-linear mappings that describe social processes give rise to images that make you think, awaken aesthetic sensations and allow you to better understand, visualize how it all (surrounding world, the Universe) was created, organized and works. And this is the function of Science Art.

Full text
Abstract:
Exonyms in the sense of place names used not by the local community, but by other communities and differing in writing from endonyms are frequently regarded as typical for monolingual, monocultural situations, where communication occurs between people speaking the same language. They are sometimes even seen as expressing territorial claims or political nostalgia, thus as indicating politically expansive, hostile or at least insensitive attitudes – incompatible with multiculturalism. The paper will hint at another aspect of exonyms, i.e. the aspect of facilitating intercultural relations by making it easier to pronounce and use names for geographical features outside a community’s own territory, to remember them, to develop a rather precise mental map of foreign territories and thus to incorporate an otherwise ‘strange world’ into a community’s own cultural sphere, to avoid unnecessary alienation. The paper will also show that consequently the corpus of exonyms used by a certain community reflects this community’s external cultural, economic and political relations.

Abstract:
Abstract To investigate the microstructural mechanisms of decreasing microvascular permeability induced by the enhancement of intraendothelial adenosine 3’,5’-cyclic monophosphate (cAMP) levels, we extended the previous analytical model developed by Fu et al. (J. Biomech. Eng., 1994) for the interendothelial cleft to include multiple junction strands in the cleft and an interface between the surface glycocalyx layer and the cleft entrance. Based on the electron microscopic observation by Adamson et al. (Am. J. Physiol., 1998), that elevation of intracellular cAMP levels would increase number of tight junction strands, numerical method was applied to test the case in which there are two junction strands in the cleft and there are large discontinuous breaks and a small continuous slit in each strand. Results from this two-junction-strand and two-pore model can successfully account for the experimental data for the decreased permeability to water (Adamson et al. Am. J. Physiol., 1998), small and intermediate-sized solutes (Fu et al., Am. J. Physiol., 1998) by cAMP.

Abstract:
On April 12, 2023, photos of a newly restored French villa in Hanoi with a budget of 14 billion VND were published. Discussions were rigorous with the participation of the public and architects about the seemingly new and strange color of the villa. Many references to the original colors have been provided. The case seems to end on April 14, 2023, when the People's Committee of Hoan Kiem District claimed that the current colors are just studies, not official color of the work. This article does not specifically discuss this case. The writer wants to take this opportunity to provide some background theories in architectural conservation - restoration, which has not been discussed much with the public in Vietnam. The writer admits that the approach is somewhat biased towards Preservation than Restoration, partly due to past training and work experience. TLDR: Preservation - Restoration are two opposing approaches with their own advantages and disadvantages. Most of the world heritage interventions are a combination of these two. Above all, this confrontation is still an open discussion, and is still evolving.

"We are mostly water." True or false? Strange as it may seem, it's true! Our bodies are 75 percent water. In fact, some animals such as jellyfish are up to 99 percent water - about the same amount as a human embryo! All living things need at least some water, and all also return water to the environment. We renew ourselves constantly through water; if we didn't, we would die.

Abstract:
In the article investigational three magazines which went out after Second World war in Germany and Austria in the environment of the Ukrainian emigrants, is «Theater» (edition of association of artists of the Ukrainian stage), «Student flag» (a magazine of the Ukrainian academic young people is in Austria), «Young friends» (a plastoviy magazine is for senior children and youth). The thematic structure of magazines, which is inferior the association of different on age, is considered, by vital experience and professional orientation of people in the conditions of the forced emigration, paid regard to graphic registration of magazines, which, without regard to absence of the proper publisher-polydiene bases, marked structuralness and expressiveness. A repertoire of periodicals of Ukrainian migration is in the American, English and French areas of occupation of Germany and Austria after Second world war, which consists of 200 names, strikes the tipologichnoy vseokhopnistyu and testifies to the high intellectual level of the moved persons, desire of yaknaynovishe, to realize the considerable potential in new terms with hope on transference of the purchased experience to Ukraine. On ruins of Europe for two-three years the network of the press, which could be proud of the European state is separately taken, is created. Different was a period of their appearance: from odnogo-dvokh there are to a few hundred numbers, that it is related to intensive migration of Ukrainians to the USA, Canada, countries of South America, Australia. But indisputable is a fact of forming of conceptions of newspapers and magazines, which it follows to study, doslidzhuvati and adjust them to present Ukrainian realities. Here not superfluous will be an example of a few editions on the thematic range of which the names – «Plastun» specify, «Skob», «Mali druzi», «Sonechko», «Yunackiy shliah», «Iyzhak», «Lys Mykyta» (satire, humour), «Literaturna gazeta», «Ukraina і svit», «Ridne slovo», «Hrystyianskyi shliah», «Golos derzhavnyka», «Ukrainskyi samostiynyk», «Gart», «Zmag» (sport), «Litopys politviaznia», «Ukrains’ka shkola», «Torgivlia i promysel», «Gospodars’ko-kooperatyvne zhyttia», «Ukrainskyi gospodar», «Ukrainskyi esperantist», «Radiotehnik», «Politviazen’», «Ukrainskyi selianyn» Considering three riznovektorni magazines «Teatr» (edition of Association Mistciv the Ukrainian Stage), «Studentskyi prapor» (a magazine of the Ukrainian academic young people is in Austria), «Yuni druzi» (a plastoviy magazine is for senior children and youth) assert that maintenance all three magazines directed on creation of different on age and by the professional orientation of national associations for achievement of the unique purpose – cherishing and maintainance of environments of ukrainstva, identity, in the conditions of strange land. Without regard to unfavorable publisher-polydiene possibilities, absence of financial support and proper encouragement, release, followed the intensive necessity of concentration of efforts for achievement of primary purpose – receipt and re-erecting of the Ukrainian State.

Abstract:
In the article rare editions of magazine type are first probed for peasants which nursed in an environment the Ukrainian emigrants in the first post-war years on territory of the American area of occupation in Germany, and also in the USA. Separately paid regard to mision role of magazines in the association of the nebulized peasants round a desire to apply the obtained previous experience and knowledge on strange land, to present the world the Ukrainian peasantry as labour productive force and also round the idea of fight for independence, joining in with political activity of «old» parties and organizations which actively functioned in the environment of the Ukrainian emigrants. Outlined problem of magazines for peasants, and also sil’vetki of separate authors. In the repertoire of the Ukrainian emigrant press professional editions for peasants occupy an insignificant percent. But their appearance and functioning testify to the desire of certain part of wanderers – natives from villages, which got the special trade education, and also conscious group of peasants which tested tortures and humiliations as a result of violent collectivization, to unite the efforts for future effective economic labour in Ukraine, as emigration was at that time examined in their environment as the temporal phenomenon. De autre part, the creators of this periodicals did not hide the purpose of distribution of the purchased knowledges and experience in the countries of migration. Publishers at mediation of magazines formed soil for creation of political party, which would unite the unions of the Ukrainian peasants-emigrants (farmers), which got organized in camps for the moved persons. Soon, in 1948, party of liberal direction – Union of earths of cathedral Ukraine is was created in Ashaffenburzi (Germany) and on convention in New Wales (in 1950) renamed on Peasant party. Greater part of problem of magazines «the Ukrainian owner», «Ukrainian peasant», «Rural owner», was inferior preparation to realization of this emigrant project. A separate place belongs to the magazine «the Ukrainian manager», the release of which, without regard to influences of mel’nikivskogo wing OUN, managed from the first to the last number to dissociate oneself from a policy, save popular scientific status agrarian-economic direction. Even publications the main theme of number is violated in which, for example, criticism of a collective farm system the USSR or analysis of economic problems of socialism, scientific arguments is marked and by the unprejudice of author. Functioning in the environment of emigration of «rural» periodicals is dictated a desire to combine effort peasants for a maintenance and increase of professional level, to send them in the river-bed of fight for liberation from under the burden of persecutors of the Ukrainian village.

Vuletin, Guillermo, and Leopoldo Avellán. Fiscal Procyclicality and Output Forecast Errors: Bad Luck or Bad Decisions? Inter-American Development Bank, February 2015. http://dx.doi.org/10.18235/0008453.

Full text
Abstract:
Government spending in the developing world has historically been procyclical. Traditional explanations for this have mostly revolved around the explicit or implicit notion that fiscal procyclicality is the deliberate result of political economy distortions and weak institutions. Because of revisions in output growth forecasts around the world since the global financial crisis, two recent explanations in the literature have gained increasing support: (i) over-optimism in output forecasts as a cause of procyclicality, and (ii) real-time data, as opposed to ex-post data, as an explanation for policymakers¿ intended responses to output fluctuations, which in practice tend to deliver less procyclical intentions than reliance on ex-post data. This study revisits the implications of output forecast errors on fiscal procyclicality in light of these two recent strands in the literature. For this study, a simple conceptual framework was developed and empirical evidence presented using output forecasts for 101 countries. The results showed that: (i) over-optimism is neither necessary nor sufficient to explain fiscal procyclicality, and (ii) there is no reason to accept the interpretation that forecast errors have -unfortunate- systematic effects on fiscal procyclicality. Traditional political economy arguments help explain how governments handle unanticipated output fluctuations.

Dorr, Adam, and Tony Seba. Rethinking Energy: The Great Stranding: How Inaccurate Mainstream LCOE Estimates are Creating a Trillion-Dollar Bubble in Conventional Energy Assets. RethinkX, February 2021. http://dx.doi.org/10.61322/uuda4616.

Full text
Abstract:
We are on the cusp of the fastest, deepest, most profound disruption of the energy sector in over a century. Like most disruptions, this one is being driven by the convergence of several key technologies whose costs and capabilities have been improving on consistent and predictable trajectories – namely, solar photovoltaic power, wind power, and lithium-ion battery energy storage. Our analysis shows that 100% clean electricity from the combination of solar, wind, and batteries (SWB) is both physically possible and economically affordable across the entire continental United States as well as the overwhelming majority of other populated regions of the world by 2030. Adoption of SWB is growing exponentially worldwide and disruption is now inevitable because by 2030 they will offer the cheapest electricity option for most regions. Coal, gas, and nuclear power assets will become stranded during the 2020s, and no new investment in these technologies is rational from this point forward.

Do, Thao, and Eric Kasper. The Impact of Covid-19 Response Policies on Select Vulnerable Groups in Vietnam. Institute of Development Studies, May 2022. http://dx.doi.org/10.19088/ids.2022.038.

Full text
Abstract:
Despite the significant impact of the pandemic’s fourth wave, Vietnam’s overall strategy was seen as well planned with one of the lowest infection rates globally in 2020–2021. In June 2019, an estimated 540,000 Vietnamese migrant workers were recorded working legally in 40 countries and territories, making Vietnam a major labour exporter and one of the top ten countries to receive international remittances. Our research shows how Vietnam’s Covid-19 policy response has influenced Vietnamese migrant workers and counter-trafficking work, particularly in border areas. The research discussed four main findings. Firstly, border closures left many overseas migrant workers vulnerable and led them to rely on people smugglers. Secondly, the suspension of commercial international flights and a lack of transparency and favouritism in allocating seats on repatriation flights left many stranded. Thirdly, the national pandemic response plan suffered from limitations. Lastly, Covid-19 policies have led to new trafficking trends and challenges. Based on this evidence, the research suggests that digitalising and modernising social services could strengthen the inclusion of vulnerable groups, simplify the administrative and management process, save costs, and reduce corruption. Participation of vulnerable groups, especially ethnic minorities and overseas migrant workers, including fishers, should be ensured in national policy design and local implementation. Additionally, improving transparency and accountability of support systems could help gain citizens’ trust in the government, which would be beneficial for future crisis responses.

Abstract:
Betanodaviruses are causative agents of viral nervous necrosis (VNN), a devastating disease of cultured marine fish worldwide. Betanodavirus (BTN) genome is composed of two single-stranded, positive-sense RNA molecules. The larger genomic segment, RNA1 (3.1 kb), encodes the RNA-dependent RNA polymerase, while the smaller genomic segment, RNA 2 (1.4kb), encodes the coat protein. This structural protein is the host-protective antigen of VNN which assembles to form virus-like particles (VLPs). BTNs are classified into four genotypes, designated red-spotted grouper nervous necrosis virus (RGNNV), barfin flounder nervous necrosis virus (BFNNV), tiger puffer nervous necrosis virus (TPNNV), and striped jack nervous necrosis virus (SJNNV), based on phylogenetic analysis of the coat protein sequences. RGNNV type is quite important as it has a broad host-range, infecting warm-water fish species. At present, there is no commercial vaccine available to prevent VNN in fish. The general goal of this research was to develop oral fish vaccines in yeast and red microalgae (Porphyridium sp.) against the RGNNV genotype. To achieve this, we planned to clone and sequence the coat protein gene of RGNNV, express the coat protein gene of RGNNV in yeast and red microalgae and evaluate the immune response in fish fed with recombinantVLPs antigens produced in yeast and algae. The collaboration between the Israeli group and the US group, having wide experience in red microalgae biochemistry, molecular genetics and large-scale cultivation, and the development of viral vaccines and eukaryotic protein expression systems, respectively, was synergistic to produce a vaccine for fish that would be cost-effective and efficacious against the betanodavirus infection.

Thomas, Strobel. A contrastive approach to grammatical doubts in some contemporary Germanic languages (German, Dutch, Swedish). Goethe-Universität Frankfurt a.M., March 2023. http://dx.doi.org/10.21248/gups.72278.

Full text
Abstract:
Unquestionably (or: undoubtedly), every competent speaker has already come to doubt with respect to the question of which form is correct or appropriate and should be used (in the standard language) when faced with two or more almost identical competing variants of words, word forms or sentence and phrase structure (e.g. German "Pizzas/Pizzen/Pizze" 'pizzas', Dutch "de drie mooiste/mooiste drie stranden" 'the three most beautiful/most beautiful three beaches', Swedish "större än jag/mig" 'taller than I/me'). Such linguistic uncertainties or "cases of doubt" (cf. i.a. Klein 2003, 2009, 2018; Müller & Szczepaniak 2017; Schmitt, Szczepaniak & Vieregge 2019; Stark 2019 as well as the useful collections of data of Duden vol. 9, Taaladvies.net, Språkriktighetsboken etc.) systematically occur also in native speakers and they do not necessarily coincide with the difficulties of second language learners. In present-day German, most grammatical uncertainties occur in the domains of inflection (nominal plural formation, genitive singular allomorphy of strong masc./neut. nouns, inflectional variation of weak masc. nouns, strong/weak adjectival inflection and comparison forms, strong/weak verb forms, perfect auxiliary selection) and word-formation (linking elements in compounds, separability of complex verbs). As for syntax, there are often doubts in connection with case choice (pseudo-partitive constructions, prepositional case government) and agreement (especially due to coordination or appositional structures). This contribution aims to present a contrastive approach to morphological and syntactic uncertainties in contemporary Germanic languages (mostly German, Dutch, and Swedish) in order to obtain a broader and more fine-grained typology of grammatical instabilities and their causes. As will be discussed, most doubts of competent speakers - a problem also for general linguistic theory - can be attributed to processes of language change in progress, to language or variety contact, to gaps and rule conflicts in the grammar of every language or to psycholinguistic conditions of language processing. Our main concerns will be the issues of which (kinds of) common or different critical areas there are within Germanic (and, on the other hand, in which areas there are no doubts), which of the established (cross-linguistically valid) explanatory approaches apply to which phenomena and, ultimately, the question whether the new data reveals further lines of explanation for the empirically observable (standard) variation.
