Abstract:
This thesis examines the effect of officer commissioning sources on the retention of officers at two different career points: (1) At the end of the initial service obligation (MSR), and (2) at ten-years of service. The goal of this study is to help policymakers in setting and implementing personnel policies by providing information on the effectiveness of each commissioning program. The Defense Manpower Data Center in Monterey, California, provided the data file used in the analysis of officer retention. The data file contained longitudinal information on the population of officers who entered the military between 1985 and 1995. Logit regression models were used to analyze officer retention at MSR and at the ten-year point. Results indicate that retention behavior varies across commissioning programs. Significant differences in retention are observed among graduates of the Service Academies, ROTC Scholarship and ROTC Non-scholarship Programs, Officer Candidate/Training Schools, and Direct Appointment Programs. The differences are observed for all services combined and for each individual service. In most of the models, commissioning source variables are significant; however, the magnitude differences in retention between the five major commissioning sources often are not large. Moreover, the direction of the retention effect often varies across the services for each commissioning program. Further research on officer commissioning programs is recommended to include individual preferences and job satisfaction in the analysis of officer retention.

Abstract:
In order to determine the profile of pupils and the Militar Schools, multivariate statistical techniques on the students data are applied, providing therefore, aids for the administration decision takings. First, a data descriptive analysis of four Militar Schools was carried out according to a cross of school efficiency variants. The multivariate analysis is applied in some teaching indicators by using agglomeration analysis as well as principal components and discriminatory. It is possible to identify the number of students presenting low school grades in their social classes and to compare them among the schools. Once grades in disciplines are used, sets that represent attributes in psychomotor/affective and scientific/cognitive areas are verified. A model formed by the most representative disciplines in the school year, compared to the need of recovery, is shown, classifying a new student in this system. The techniques applied in teaching indicators seem to be suitable to check the quality because when the multivariate nature is obeyed, relevant information can be taken by using different variants and cases. The search for knowledge in data banks has been distinguished as a desirable activity to find out and to understand hidden standards in institutions once they are not always seen through ordinary observation. Thus, it is aimed to enhance the competence and creativity in public institutions looking for organization and quality system management by the usage of methodology in order to show the comparative performance among schools and their own pupils
Com o objetivo de determinar o perfil dos alunos e dos Colégios Militares, aplicam-se técnicas estatísticas multivariadas em dados dos alunos, disponibilizando assim subsídios para a tomada de decisões da administração. Realiza-se, primeiramente, a análise descritiva dos dados de quatro Colégios Militares, segundo um cruzamento de variáveis de rendimento escolar. Aplica-se análise multivariada em alguns indicadores de ensino, utilizando-se análise de aglomeração, componentes principais e discriminante. Pode-se identificar o número de alunos com rendimento baixo nas classes de origem social e compará-los entre as escolas. Utilizando graus das disciplinas, verificam-se agrupamentos que representam os atributos da área psicomotora/afetiva e ciências/cognitivas. Mostra-se um modelo formado pelas disciplinas mais representativas em um ano letivo comparadas com a necessidade de recuperação, classificando um aluno novo neste sistema. As técnicas aplicadas em indicadores de ensino mostram-se adequadas para a verificação da qualidade, pois, obedecendo a natureza multivariada, pode-se extrair informações relevantes utilizando-se diferentes casos e variáveis. A procura de conhecimento em bancos de dados tem se destacado como uma atividade desejável para descobrir e compreender padrões ocultos nas instituições, os quais nem sempre são visíveis através da simples observação. Desta forma, busca-se aumentar a competência e a criatividade nas instituições públicas, visando a organização e gestão de sistemas de qualidade, através do uso de metodologia para mostrar o desempenho comparativo entre as escolas e entre os próprios alunos.

Abstract:
This thesis measures the deterrence and substitution effects of the military's drug testing program. Data used is from the 1995 and 1980 versions of the Department of Defense "Survey of Health Related Behaviors Among Military Personnel" and the 1995 and 1979 versions of the "National Household Survey on Drug Abuse." The statistical analyses examine three separate but related topics: (1) The deterrence effect of the military's drug prevention programs; (2) The possible substitution of legal for illegal substances; and (3) The role of selection bias in estimates of the deterrence effect. The results indicate that the military's drug testing program is a deterrence to illicit drug use. The results also provide evidence that the military's drug testing program produces an unanticipated positive effect of reducing heavy alcohol consumption. Lastly, results of our analysis indicate that there is no selection bias; individuals who are likely to choose military service would not be less prone to use illicit drugs than their civilian counterparts in the absence of the testing program.

L’esercito italiano e la conquista della Catalogna (1808-1811) Uno studio di Military Effectiveness nell’Europa napoleonica Settori scientifico-disciplinari SPS/03 – M-STO/02 La ricerca ha lo scopo di ricostruire e valutare l’effettività militare dell’esercito italiano al servizio di Napoleone I. In primo luogo attraverso un’analisi statistica e strategica della costruzione, e del successivo impiego, dell’istituzione militare del Regno d’Italia durante gli anni della sua esistenza (1805-14); successivamente, è stato scelto un caso di studi particolarmente significativo, come la campagna di Catalogna (1808-11, nel contesto della guerra di Indipendenza spagnola), per poter valutare il contributo operazionale e tattico dei corpi inviati dal governo di Milano e la loro integrazione con l’apparato militare complessivo del Primo Impero. La tesi ha voluto rispondere alla mancanza di studi sul comportamento in guerra dell’esercito italiano e, allo stesso tempo, introdurre nella storiografia militare italiana la metodologia di studi, d’origine anglosassone e ormai di tradizione trentennale, di Military Effectiveness. La ricerca si è primariamente basata, oltre che sulla copiosa memorialistica a stampa italiana e francese, sulla documentazione d’archivio della Secrétairerie d’état impériale (Archives Nationales di Pierrefitte-sur-Seine, Parigi), del Ministère de la Guerre francese (Service historique de la Défence, di Vincennes, Parigi) e del Ministero della Guerra del Regno d’Italia (Archivio di Stato di Milano). Dal punto di vista dei risultati è stato possibile verificare come l’esercito italiano abbia rappresentato, per Bonaparte, uno strumento duttile e di facile impiego, pur in un contesto di sostanziale marginalità numerica complessiva di fronte alle altre (e cospicue) forze messe in campo da parte dell’Impero e dei suoi altri Stati satellite e alleati. Per quanto riguarda la campagna di conquista della Catalogna è stato invece possibile appurare il fondamentale contributo dato dal contingente italiano, sotto i punti di vista operazionale e tattico, per la buona riuscita dell’invasione; questo primariamente grazie alle elevate caratteristiche generali mostrate dallo stesso, ma anche per peculiarità disciplinari e organizzative che resero i corpi italiani adatti a operazioni particolarmente aggressive.
The Italian Army and the Conquest of Catalonia (1808-1811) A Study of Military Effectiveness in Napoleonic Europe Academic Fields and Disciplines SPS/03 – M-STO/02 The research has the purpose of reconstruct and evaluate the military effectiveness of the Italian Army existed under the reign of Napoleon I. Firstly through a statistic and strategic analysis of the development, and the following deployment, of the military institution of the Kingdom of Italy in the years of its existence (1805-14). Afterwards, a particularly significant case study was chosen, as the campaign of Catalonia (1808-11, in the context of the Peninsular War), in order to assess the operational and tactical contribution of the regiments sent by the Government of Milan and their integration in the overall military apparatus of the First Empire. The thesis wanted to respond to the lack of studies on the Italian army’s behavior in war and, at the same time, to introduce the methodology of the Military Effectiveness Studies (of British and American origin and, by now, enriched by a thirty-year old tradition) in the Italian historiography. The research is primarily based, besides the numerous memoirs of the Italian and French veterans, on the archive documentation of the Secrétairerie d’état impériale (Archives Nationales of Pierrefitte-sur-Seine, Paris), of the French Ministère de la Guerre (Service historique de la Défence, of Vincennes, Paris) and of the Italian Ministero della Guerra (Archivio di Stato di Milano). About the results, it has been verified how the Italian army has become a flexible and suitable instrument for Bonaparte, albeit in a context of substantial overall numerical marginality in comparison to the heterogeneous forces available to the Empire and its others satellites and allied states. Regarding the campaign of Catalonia, instead, it was possible to ascertain the fundamental contribution of the Italian regiments, in an operational and tactical perspective, for the success of the invasion. This was primarily due to the excellent general characteristics shown by the expeditionary force, but also to disciplinary and organizational peculiarities that have made the Italian corps suitable for particularly aggressive operations.

Justificativa: Os raros estudos nacionais sobre a mortalidade policial apontam maiores coeficientes de morte por causas externas em comparação com a população civil. Pesquisas estrangeiras, em quase sua maioria, relatam resultados similares. Em suas conclusões, estes estudos apresentam a profissão policial como fator de risco para mortes violentas, para doenças do aparelho circulatório, para neoplasias e para transtornos oriundos de desgaste emocional. Objetivos: Calcular a taxa de mortalidade, por capítulos da Classificação Estatística Internacional de Doenças e Problemas Relacionados à Saúde (10ª revisão), de policiais militares masculinos do Estado de São Paulo, do serviço ativo, ocorrida de 2002 a 2006, e comparar com as taxas da população paulista masculina. Metodologia: As causas básicas de morte de policiais e da população foram fornecidas pela Fundação Sistema Estadual de Análise de Dados do Estado de São Paulo (SEADE) e pelo Ministério da Saúde, respectivamente para os policiais militares e população civil. Resultados: A taxa geral de mortalidade dos policiais militares foi inferior à atingida pela população (247,1 contra 450,5 mortes por 100 mil pessoas), possivelmente, este resultado inferior deve-se ao processo admissional que seleciona policiais mais saudáveis que a média populacional. Entretanto, a taxa de mortes naturais por causas definidas, em policiais com mais de 44 anos (doenças infecciosas e parasitárias; endócrinas, nutricionais e metabólicas; do aparelho circulatório e digestivo, de neoplasias e de transtornos mentais e comportamentais), foi muito superior à da população. Com relação à mortalidade por causas externas, a taxa de policiais militares foi 11% maior, com destaque ao suicídio com taxa duas vezes maior e acidentes de transporte, 26% superior. Os policiais militares de menor patente hierárquica atingiram taxas de mortalidade muito superior às de seus superiores. Conclusão: A atividade policial-militar expõe seus integrantes a risco de morte por causas externas, bem como tende a elevar a taxa de morte natural após os 44 anos de idade.
Justification: The few national studies about police mortality show higher rates of death from external causes compared to the general population. Most of international research reports similar results. In their conclusions, these studies show the police profession as a risk factor for violent deaths, diseases of the circulatory system, neoplasms and disorders arising from emotional distress. Objectives: To calculate the mortality rate of the International Diseases Classification chapters (IDC-10th revision) of police officers from the Military Police of Sao Paulo, active duty, between 2002 and 2006, and compare them to the population of Sao Paulo state. Method; The policemen and population deaths were provided by the State System of Data Analysis of the State of Sao Paulo (SEADE) and the Brazilian Health Ministry, respectively. Results: The overall mortality rate of policemen was lower than the population (247.1 from 450.5 deaths per 100 thousand people), possibly, this reduction was result of the hiring process that selects healthier police than population average. However, the rate of natural deaths causes defined among policemen aged more than 44 years, as infectious and parasitic diseases; endocrine, nutritional and metabolic diseases, circulatory and digestive diseases; cancer and mental and behavioral disorders, was higher than the population. With regard to external causes category, the rate of police officers was 11% higher, especially the suicide rate was twice and traffic accidents, 26% higher. The soldiers reached higher mortality rates than their superiors. Conclusion: The military police activity exposes its members to the risk of death by violence deaths, and tends to increase the natural death rate after 44 years old.

Abstract:
This is a retrospective, population-based cohort study (extracted with VA Informatics and Computing Infrastructure; VINCI) of adult patients (age > 18) in the United States Veterans Affairs Health Care System (VA) who have received care in at least one of seven Central Appalachian VA healthcare systems between January 1, 2014 and December 31, 2017. The study is designed to assess the potential significant correlation between pertinent demographic variables (i.e., age, race, ethnicity, sex, service connection, rurality, era of service, and combat vet status) and diagnosis of Post-Traumatic Stress Disorder (PTSD) and/or Substance Use Disorder (SUD). Using statistical methods, these demographic variables will be held constant to examine the variance explained by military branch of service (i.e., Navy, Marines, Air Force, Army, National Guard) on diagnoses of PTSD and/or SUD. Veterans will be included in the data pull if they have been seen in at least one of the seven Central Appalachian VA healthcare systems and been diagnosed with PTSD and/or SUD through an inpatient or outpatient mental health clinic (verified by clinic stop code). The primary analysis will assess correlation (Pearson's r) between demographic variables and PTSD and/or SUD diagnoses; and using a general linear model (one-way ANOVA) to examine the impact of branch of military service on diagnoses of PTSD and/or SUD after controlling for other pertinent demographic variables.

Os principais objetos de estudo dessa dissertação são uma estatística e um mapa da Província de São Paulo, ambos encomendados pela recém-instituída Assembleia Legislativa Provincial, em 1835, ao engenheiro-militar Daniel Pedro Müller (1785-1841). Planejados para serem utilizados como instrumentos de poder a serviço de grupos da elite paulista, no controle da administração provincial, a reconstituição dos contextos de sua produção, impressão e circulação permitem estabelecer nexos entre esses artefatos e a sociedade que os produziu e utilizou pela primeira vez, ampliando a compreensão da dinâmica política, econômica e social da Província paulista da primeira metade do Oitocentos. Para estudá-los buscou-se, inicialmente, reconstituir a trajetória de Daniel Pedro Müller, bem como caracterizar os grupos da elite paulista que passaram a ocupar os espaços de poder provincial a partir da transição do regime absolutista para a monarquia constitucional, no princípio da década de 1820, até o final da primeira metade daquele século. Em seguida, passou-se à análise dos artefatos propriamente ditos, buscando estabelecer relações entre esses objetos e os contextos político, econômico e social em que estavam inseridos. Por fim, a partir de dois exemplos concretos da economia política provincial a apropriação das terras indígenas para o avanço das culturas de exportação e subsistência em direção ao Oeste e a orientação da política econômica ao desenvolvimento da infraestrutura viária paulista buscou-se demonstrar como a construção territorial engendrada por estes artefatos serviu como instrumento de poder para a realização dos interesses e desígnios de autoridades administrativas em aliança com a elite mercantil-exportadora paulista.
The main study objects of this masters thesis are a statistic and a map of the Province of São Paulo, both commissioned in 1835 by the recently established Provincial Legislative Assembly to the military engineer Daniel Pedro Müller (1785-1841). Planned to be used as instruments of power to serve groups of the local elite in control of the provincial administration, the reconstitution of the contexts of its production, printing and circulation allows us to establish links between these artifacts and the society who produced and used them for the first time, expanding the comprehension of the political, economic and social dynamics of the Paulista province during the first half of the 19th century. In order to study these artifacts we sought, in the first place, to rebuild the trajectory of Daniel Pedro Müller as well as to characterize the Paulista elite groups that came to occupy the spaces of provincial power from the transition from the absolutist regime to the constitutional monarchy in the beginning of the 1820s, up to the end of the first half of that century. Afterwards we went to the analysis of the actual artifacts, aiming to establish relationships between these objects and the political, economic and social context in which they were entered. Finally, from two concrete examples of the provincial economic politics the appropriation of indigenous lands for the advancements of the exports and subsistence cultures towards the West part of the province and the guidance of the political economy for the development of the Paulista road infrastructure we aimed to demonstrate how the territorial construction engendered by these artifacts was used as an instrument of power to attend the interests and intends of administrative authorities in alliance with the São Paulo exporting-mercantile elite.

One of the most effective methods for people increase the trust of military organizations is to enhance the performance of military procurements. Performance indicators of military procurements are the best tools to assess military procurements; they should be built with professional points and specific characteristics of the military procurement. After literature reviewing and depending on actual requirements of military organizations, this study is based on the three steps, “planned procurement asks”, “vendor selection (public bidding and contract signing)”, and “escrow and acceptance”, of the military procurement procedure to build the performance indicators of small procurement for military organizations with Grey statistics and the AHP. There are 11 dimensions and 25 performance indicators of small procurement for military organizations. According to the AHP questionnaires, the AHP software assigns a weight value to each performance indicator of small procurement for military organizations. Analyzing all performance indicators, we can find that the “number of cases of all level audited organizations execute procurements without obeying regulations” is the most important performance indicator. This result compares with the “planned procurement asks” step and the weight sorting of the performance indicators in the “internal operation process and management” dimension. There exists a corresponding result. The study results highlight some issues in the small procurements of military organization that are valued by the public opinion. Moreover, with the study results, assessment measures of procurement personnel can be implemented and small procurement performance of military organizations also can be enhanced. This can reach the best benefits, “timely, superb quality, appropriate price, and appropriate quantity”, of military procurement to support war preparations work.

The purpose of this research is to investigate the relationship between service quality and customers’ satisfaction of national army accounting department. This research compiled literature variables and explored correlation for those who accepted service from national army accounting department. A total of 314 valid questionnaires were obtained through the paper and online questionnaire methods. The statistic software SPSS was used to approach descriptive statistics, reliability analysis, validity analysis, factor analysis, regression analysis and so on. National Army Accounting Department can enhance service quality to increase customer satisfaction. For example, National Army Accounting Department can enhance tangible to increase customer satisfaction, strengthen reliability to increase customer satisfaction, promote responsiveness to increase customer satisfaction, enhance assurance to increase customer satisfaction, and stress empathy to increase customer satisfaction.
