Abstract:
Recent years have witnessed an increasing interest towards sustainability reporting from scholars all over the world, especially focusing on large corporations. Research has only recently been carried out regarding sustainability reporting in the public sector; however, very few studies have been published with reference to universities. In Italy, despite the fact that sustainability reporting is not mandatory, two guidelines have been issued to promote it within state universities. To date, only few studies have been published on this topic. To bridge this gap, the current work aims to review and assess the state of sustainability reporting in Italian state universities and therefore it contributes to the international debate about the development of sustainability reporting in the public sector. In doing so, this paper represents one of the first attempts at investigating sustainability reports in universities, and more broadly in the public sector.

Abstract:
The main aim of this research was to assess the management of Instructional Programmes in State universities in South-South Nigeria. The research employed a descriptive survey research design. One research question and one null hypothesis guided the research. The population consisted of 13,741 academic and senior administrative staff from 6 State Universities in South-South Nigeria. The Multi-stage sampling procedure was used to determine the sample size. In the second stage sampling, Proportionate Stratified Sampling Technique was used with each University serving as a stratum to obtain the number of staff members that is proportionate, which resulted in the sample size of 389 respondents. The instrument for data collection was a structured questionnaire designed by the researcher. Cronbach Alpha statistic was used to determine the internal consistency of the items. The result of the research, among others, showed both academic and administrative staff perceived that State Universities manage their staff personnel to a high extent or relatively well and that there was a significant difference between the mean rating scores of academic and administrative staff on the extent to which staff personnel are managed in State universities of South-South Nigeria. Academic and administrative staff perceived that financial resources were managed in State universities in South-South Nigeria relatively well. This means that the relative difficulties perceived to have been encountered by the products of State Universities in South-South Nigeria are either environmental or a result of other variables or dynamics that require deciphering for further research. The result showed that State governments, university managements, parents, scholarship boards, etcetera may confidently send their wards to State universities of South-South Nigeria also called the Niger Delta, for inculcation of university goals. The Study recommended among others that governments, and managements of State universities should increase grants (capital and recurrent) to universities, as this would help the universities to acquire facilities that would ensure the attainment of the universities mandate and vision. Abstract:
This study focused on the digitisation of records and archives at two selected state universities in Zimbabwe, namely Zimbabwe Open University (ZOU) and Harare Institute of Technology (HIT). The specific objective was to evaluate the legal and statutory frameworks for managing the digitisation of records and archives at the state universities. The legislative and statutory imperatives in Zimbabwe, the exponential growth in digitised records and archiving in the state universities and the lack of capacity of records personnel with regard to the management of digital records and archives, motivated this study. The records of the state universities are stored on network servers that the university can access. However, individual users are often able to copy or move them to individual desktops and portable devices that are beyond the university’s control. The study adopted a mixed methods convergent parallel research design and collected data through questionnaires and interviews. The data collection instruments provided both quantitative and qualitative data. Quantitative data were analysed using the SPSS analytical software package, while qualitative data were organised into broad themes and the content reported in narrative form. The findings were that both respondents and participants understand the records management functions in their universities and both state universities are busy creating policies and procedures for the digitisation of records and archives in their business transactions. The findings further indicated that the two state universities were digitising their records and archives using untrained personnel. Legislation, policies, and standards and procedures were not enforced. This exposed the materials to major threats and risks in terms of their integrity, security and authenticity. The study recommended that there the legal and statutory frameworks must be formulated, implemented and enforced to cater for the digitisation of records and archives at state universities in Zimbabwe.

In the last two decades, India has witnessed the establishment of a large number of private universities. While these institutions are spread across different parts of the country, one can observe certain locational patterns. Focused particularly on private universities legislated by state governments (as opposed to private deemed universities legislated by central government), this article examines the significance of anticipated demand and state regulatory frameworks in attempting to understand how private capital and state engage with the question of location of universities. This article is largely based on an analysis of data generated by University Grants Commission and All India Survey of Higher Education. It argues that while locational decisions of private universities are influenced by anticipated demand, state governments are often using careful customisation of regulatory frameworks as an instrument to facilitate the development of private capital in higher education.

The marketing environment of universities’ activities in Ukraine is changing dramatically. As a result, the system of chances and risks for universities is constantly changing. Therefore, timely detection of changes in the marketing environment and effective management ensure the competitiveness of the universities. The aim of the article is to identify the marketing environment dominants of the Ukrainian universities, as well as to assess the efficiency of marketing tools application in the system of universities’ management. On the basis of statistical and primary data analyses, the higher education market in Ukraine both at the state and regional levels has been assessed and the university’s dependence on market sources of funding has been substantiated. As the modern domains of the marketing environment of universities, changes in the distribution of state-funded places, the impact of external independent testing, and the intensification of competition between universities are determined. The influence of external independent testing on structural intersegmental changes concerning the choice of specialties of universities’ entrants is proved. The comparative characteristics of the marketing management tools in Ukrainian and Polish universities are considered. The obtained results outline the importance of strengthening the marketing orientation of management in universities.

This literature review is intended as an analysis on the current condition of higher education institutions in Indonesia, especially Universitas Indonesia and Universitas Gajah Mada, both of which are leading universities in Indonesia. As a state-owned university that is given an autonomy, the government restricts their subsidy, and this has put both state-owned universities (PTNBH) in a dilemma in an attempt to implement their Tri Dharma's activities, mainly because unclear policy to get the financial income from non-educational costs. This article will highlight some thoughts related to entrepreneurial universities, such as definitions, transformation models, and challenges to become entrepreneurial universities.

Education is a major concern of government in enhancing and improving the quality of human resources. Indonesia have stratified formal education which higher education contains of state university and private university. Surabaya is a city in Indonesia which has the largest public universities. There are four universities, there are universitas airlangga (UA), universitas negeri Surabaya (Unesa), institut teknologi sepuluh nopember (ITS), and IAIN sunan ampel. This study aims to test and analyze whether brand awareness, brand association, and perceived quality affect decision to choose state universities in Surabaya. This type of this research is quantitative, using multistage sampling with 377 respondents. Statistical analysis that used is the approach of mutiple linear regression which tested to every object. The results of this study showed that brand awareness and perceived quality has a positive influence on the decision to choose state universities in Surabaya. there are differences in the effect of brand association that the UA and Unesa positive influence while at IAIN Sunan Ampel, ITS and negative effect. Those influences has different athmosphere by respondent of Surabaya’s city branding. There’s not all of the respondent to consider city branding of Surabaya when they choose to study at Surabaya. The university libraries are to support traditional and digital access to the learning, academic, research and information resources and to maintain modern information and library space. According to the Federal State Educational Standard (FGOS), and due to the growth of distance learning forms, the students must have access to the wide range of digital resources. Thus, along with subscribing to external digital library systems and databases, Novosibirsk State Pedagogical University Library maintains the University’s digital library system. The author discusses new approaches and solutions for designing repositories and organization of information resources, methods and instruments for users to access them. As the case study of Novosibirsk State Pedagogical University, acquisition of the University’s Digital Library System collection is discussed as well as the Interuniveristy E-library which is the integrated union database of universities’ digital documents providing general access to the digital resources of the member universities. The membership in the Interuniveristy E-library enables universities to support educational programs with electronic resources; enables students, post-graduates and the faculty to keep track of digital publications by the member universities; provides the platform for the faculty to place on and to promote their works.

Abstract:
Purpose This research sought to empirically identify context specific dimensions of service quality at Zimbabwean State Universities. The study also sought to measure the ‘university-wide’ overall service quality at National University of Science and Technology (NUST) and to explore differences in service quality perception based on selected students’ demographic characteristics. Design/methodology/approach A case study strategy was used. Focus group discussions were used to qualitatively identify service quality variables; which were then subjected to quantitative evaluation through the administration of questionnaires on a sample of 294 students. Exploratory Factor Analysis was used to reduce the service quality variables into service quality dimensions. Findings Five dimensions of service quality were identified, namely: General Attitude, Facilitating Elements, Access, Lecture Rooms and Health Services. Results also showed that most students (48.3 per cent) perceived overall service quality at NUST to be average while 28.6 per cent and 23.1 per cent had a negative and positive perception of overall service quality respectively. Perceived overall service quality at NUST was found to differ significantly based on ‘students’ year of study’ and ‘faculty group’. Differences based on gender were found to be insignificant. Originality/value Identification of the five dimensions was a progressive step in developing a relevant service quality measurement instrument for a Zimbabwean State University context; and in so doing, contributing to literature on relevant service quality dimensions and measurement instruments in Zimbabwe and Africa in general. This was the first such study in Zimbabwe to address the context specific literature-gap on relevant service quality dimensions.

This article provides the result of a review of existing masculinity research within the university context. The objective of the present study was to determine the topics of analysis, characteristics, and tendencies of recent studies in this field. A search was performed in Scopus and Ebsco, using the search terms: masculinity and university students, which yielded 72 studies for analysis. The most commonly-explored topics among the investigations reviewed were as follows: the construction of masculinity, masculine social norms and gender stereotypes, romantic relationships, masculinity and health, attitudes toward sexual minorities and their effects, masculinity and violence, and masculinity and alcohol consumption. It was concluded that the shaping of masculinity in the university environment is a complex experience, influenced by the intermixing of traditional masculinity and vested with cultural, social, historical, and personal factors.

This study investigates accountability practices of Indonesian state universities during the reform implementation for being autonomous universites called as PTN Badan Hukum. Although the reform has been implemented based on government regulation, lack of empirical study can be viewed in published articles. For that reason, this study is addresed to filling the lack of accountability research in the reform of state universities in Indonesia. The context of the reform is the adoption of autonomous universities that are more close to the concept of privatisation affected by the internationalization objective of national agenda. Interpretive research approach is adopted to develop inductively a conceptual perspective based on central phenomenon. Moreover, the cases of the study are three Indonesian state universities which implement the form of autonomous state university with pseudo named as UG, UD and UA. Straussian grounded theory approach was adopted in data analysis and collection. The central phenomenon of substantive grounded theory is labelled as multiple accountability responses in various institutional logic during transformation process of state universities that have been transformed from fully governed by Indonesia government become autonomous entities. The main finding of the study explains the presence of various institutional accountibility logics practiced in the context of internationalization process of Indonesia higher education institutions. The various institutional logics arise from personal, professional, managerial and public accountability logics. The various accountability logics display from two different environmental background that are university with less and high internationalization. Less and moderate conflict are resulted from low and high internationalization achievement respectively. The practice of accountability seem displaying more emphasize on public accountability logic in social level, managerial accountability logic in organizational level, personal and professional in individual level. The contribution of this research relates to empirical findings that enrich higher education accountability research in developing countries, employs interpretive methodology and grounded theory, and provides incremental development of institutional logics theory in explaining organizational change in a specific context.

We study hiring decisions made by competing universities in a dynamic framework, focusing on the structure of university finance. Universities with annual state-approved financing underinvest in high-quality faculty, while universities that receive a significant part of their annual income from returns on endowments hire fewer but better faculty and provide long-term contracts. If university financing is linked to the number of students, there is additional pressure to hire low-quality short-term staff. An increase in the university’s budget might force the university to switch its priorities from "research" to "teaching" in equilibrium. We employ our model to discuss the necessity for state-financed endowments, and investigate the political economics of competition between universities, path-dependence in the development of the university system, and higher-education reform in emerging market economies.

Abstract:
Purpose The purpose of this paper is to investigate the way that Saudi universities are engaging their audience via social media platforms by means of the five meaningful themes: visibility, branding, authenticity, commitment, and engagement. The study will answer the questions: how do Saudi universities exploit social media platforms to engage their target audience? What are the recommendations for Saudi universities toward maximizing the value of social media engagement? Design/methodology/approach A content analysis approach was used to study all Saudi universities (26 public, 11 private). Facebook, YouTube, LinkedIn and Twitter were the anticipated social media platforms in this study. Findings The results showed that Twitter is the most frequently used platform to communicate with audiences. While visibility in the anticipated social media platforms was high, the engagement was lacking. On the other hand, authenticity and branding in the anticipated social media platforms were medium, while commitment was low except on Twitter. In general, the private universities exceed the public universities in terms of visibility, branding, authenticity, commitment and engagement in the anticipated social media platforms, which indicates their attention on gaining their audience’s satisfaction, a dynamic of trust which will lead to maintaining current relationships or building new ones. Originality/value Since there are few studies in the field regarding social media platforms usage by Saudi universities, this study aims to understand how Saudi universities are utilizing social media platforms to engage their audiences and propose recommendations for how Saudi universities can build value from social media platforms.

In 2009, the U.S. Department of Education published an Action Guide for Emergency Management at Institutions of Higher Education (U.S. Department of Education, 2009). In 2006, the Virginia State Crime Commission issued a prescient “Final Report: Study on Campus Safety (HJR 122)” regarding Virginia’s colleges and universities (Virginia State Crime Commission, 2006). Gray (2009) provided results from a “Columbine 10-Year Anniversary Survey”, which reviewed recent campus safety improvements of 435 K-12 and university respondents. From the three documents, prescribed campus safety activities were identified that could be consistently found in the stated programs and policies on university websites. Of these activities, 18 separate criteria upon which a university’s online emergency preparedness/ safety/security messages could be evaluated through content analysis were conceptualized (coding: 1= school has criterion, 0= does not), to estimate the quality of the overall preparedness message of each institution in the small sample (n = 99) of universities, representing all 50 states in 2010.

Abstract:
The article seeks to explain why the ties between industry and university are reacted to in different ways across the Atlantic. The modal European response is one of concern while the modal response in the United States of America is more optimistic. Some sociological explanations emphasize how differences in historical legacies explain persisting differences in what constitutes universities and why these differences in turn explain differences in sensibilities toward university industry links. These explanations indicate that the historical legacy of greater social embeddedness makes American universities more open to multiple external influences, including those rooted in industry. An alternative sociological perspective suggests that the weight of historical legacies is increasingly offset by the authority of a common world frame that defines what constitutes a university. More broadly, world models of progress and justice and their enactment to attain viability and probity as universities leads to common university blueprints. These blueprints become a core feature of the transnational organizational environment within which universities are increasingly situated. The first set of explanations seeks to make sense of persistent differences between European and American universities; the second focuses on growing commonalities.

The article argues that the relevance of providing the quality of the official website content of modern universities is predetermined by the objective requirements of the present day, such as the priority of the state policy in the field of integration of higher educational institutions into the European education space, the globalization of information technologies and increasing of the Internet activity among the population. The subject of the study is the features of the websites' information content of the universities from different countries. It is determined that the website content of a modern institution of higher education contains information on various types of university activities (educational, scientific, pedagogic, financial, and marketing). The content of websites of foreign and universities was analyzed according to the following criteria: language; informativeness; utility; administrative and financial transparency; technical design. The analysis of website content of various universities was carried out in accordance the availability of information of university’s general characteristics, of the organization of the university’s educational process and features of student life, of university's scientific activities, of ways of advertising and the formation of a positive image of an educational institution in the imagination of Internet visitors. The attention is focused on the features of the websites' information content of the leading foreign and domestic universities. The main distinctions are in the ways of positioning the institution in the future; outlining the competitive advantages of an educational institution and highlighting the opportunities for improving the quality of the educational process; popularizing the university's scientific activities, and identifying the ways to confirm the reputation of the university. It is proved that the development of top-quality content contributes to the improvement of the image of the higher educational institution on the Internet, as well as increases the competitiveness of the university in the market of educational services both in the country and abroad. Awareness of the relevance of providing the quality of the official website content of the institution of higher education allows to tackle the problem of creating and distributing vital, unique, classified, and interesting information.

Abstract:
This study examined the various alternative sources put in place in the public universities in Lagos State in financing the institutions. The study adopted descriptive research design. The population for the study was all the universities in Lagos State. The sample for this study comprised two public universities in Lagos state. A self-design questionnaire titled “Alternative sources of financing university inventory” (ASFUI) was used to gather information required from the budgetary section of the universities. The study revealed that the Federal University was able to employ more alternative sources of financing than the State University. However, none of the universities fully employed the available alternative sources. It also revealed that tuition was not an alternative source at undergraduate level in the Federal university. It was recommended that the universities should employ more alternative sources which are yet to be employed and the State University specifically should be involved in some income generated activities which are commercial in nature and not currently employed. Tuition should be introduced in the Federal Universities at undergraduate level with consideration to students from poor parents.
