Abstract:
This paper reviews a considerable number of cases concerning the application of State aid rules to the EU banking sector. The relevance of the financial crisis which hit the lending industry in the ?90s determined the Commission to a significant number of State aid reviews of national measures in support of the sector. Following the deep restructuring of the lending industry in the EU and the complete liberalisation of the financial services market, State aid to support the banking sector has become less frequent. However, State intervention has not disappeared but takes more complex forms. The Commission tackles now State intervention both in the form of capital injections and guarantees granted to restructure individual banks or an entire banking sector. The Commission also investigates fiscal advantages, guarantees and tax preferences conferred on a limited number of banks for distributing savings products. EU Member States appear engaged in a new regulatory race to the bottom in the form of preferential tax regimes for financial holdings compared to more "traditional" and direct forms of State aid to national banks and financial intermediaries involving rescue and restructuring assistance to ailing national champions, or granting of State guarantees to the national banks. We expect that in the near future the Commission will increasingly monitor the existing preferential tax regimes to eliminate possible competition distortions resulting from State aid and will also ensure that capital injections and other forms of public support to public financial institutions are immune from State intervention.

Abstract:
This article examines public historic preservation agencies’ ability to support social inclusion aims within the context of the Certified Local Government (CLG) program. Though administered by the Texas Historical Commission, Texas’ State CLG program is federally-funded and makes available special access to technical assistance, grants, and loans to qualifying communities contingent on compliance. Program surveys the state staff administered to city and county historical commissions with the CLG designation indicate challenges around diversifying their leadership and identifying training opportunities. This article reviews those surveys to detect insights into how the state CLG program can create spaces in which local commissions can increase their “representativeness” through changes in assessment and training content. Specifically, I analyze two government assessment tools used to evaluate local CLGs’ ability to meet federal and state training and participation expectations. I compare these survey results to self-assessment activities and questionnaires collected during a pilot training on implicit bias, outreach, and cultural resource surveying I conducted with multiple CLGs in Gonzales, Texas. Findings suggest more creatively designed training and capacity building is necessary around inclusion, identifying structural barriers to participation, and foundational knowledge of historic preservation and planning practice, and ethics.

Abstract:
Employees of different backgrounds are employed to help achieve corporate objectives. The complexities that exist among these employees are expected to be effectively managed through proper organizational political practices. As such, this study examines the relationship between organizational politics and employee’s diversity in Akwa Ibom State Local Government Service Commission. Using a survey research design, 118 employees of the commission were examined and the findings revealed that scarcity of resources has positive and significant relationship with employees’ diversity in Akwa Ibom State Local Government Service Commission (r = 0.614, p<0.000); and employee’s Personality has positive and significant relationship with employees’ diversity in Akwa Ibom State Local Government Service Commission (r = 0.662, p<0.000). It was concluded that organizational politics has positive and significant relationship with employees’ diversity in Akwa Ibom State Local Government Service Commission. It was recommended that top level managers in the commission should encourage fair and equitable practices in the organization as this would help to lessen high political practices among the employees.

Since the expiry of the deadline for the completion of the internal market at the end of 1992, the Commission has shifted its focus away from piloting an intense rule-making burst through the Community legislative system. As part of its quest to establish reliable methods for managing the internal market, the Commission is now overtly concerned to improve the quality of those adopted laws, for example by securing simplification and consolidation, and it is intent on investigating more rigorously how a closer match may be made between the relevant laws on paper and their practical application on the ground.1 In short, the Commission is focusing its energies on ensuring that the legal framework which has been adopted is treated by commercial operators and consumers in the market as a viable and trustworthy basis for an integrated market. Accordingly much of the Commission's work since the last survey of the law relating to the free movement of goods has been at first sight relatively unglamorous. It largely concerns soft law initiatives and attempts to improve administrative co-ordination designed to underpin the practice of market management, both vertically (Commission/Member State) and horizontally (Member State/Member State). This forms the core of the strategy for the internal market covering the next five years, published on 24 November 1999.2 Nonetheless, even though these initiatives might not immediately strike the lawyer accustomed to a fountain of legislative activity as worthy of close inspection, it is clearly the case that the Commission regards its medium-term mission to stabilise the management of the internal market as best pursued by a gradual approach designed to improve practical compliance.

Abstract:
The study centered on strategic management practices and organisational performance in Akwa Ibom State Civil Service Commission. The survey research design was used in the study. Two objectives, two research questions and two null hypotheses were formulated for the study. The population of the study was 886 staff of the studied ministries, while the sample size was 276. A proportional and simple random sampling technique was applied in the study. Using simple linear regression analysis, results from the analysis showed that strategic planning has a positive and significant influence on the performance of Akwa Ibom State Civil Service Commission (R2 = 0.685, < P.0.000) and strategic choice has a positive and significant effect on the performance of Akwa Ibom State Civil Service Commission (R2 = 0.793, < P.0.000). It was concluded that strategic management process has a significant and positive effect on the performance of Akwa Ibom State Civil Service Commission. It was recommended that the strategic planning process in the studied ministries should be improved through adequate resource allocation as this will improve the performance of the organisation, and strategic choices should be made based on the prevailing economic developments to ensure optimal realisation of corporate goals.

Abstract:
Despite the Kogi State Government efforts to reposition the State Civil Service Commission for improved performance, staff commitment to duty has not significantly improved. Staff lateness and absence from duty posts, undue delay in promotion, underserved appointment and promotion in the Service among others are common. The study assessed the effect of staff discipline on the performance of the Kogi State Civil Service Commission. The general objective of the study was to assess the effect of staff discipline on the performance of Kogi State Civil Service Commission. This research work was anchored on bureaucratic theory. The study adopted the descriptive survey design. The population of the study and the sample size was 120 staff of the Commission, utilizing the census sampling technique. The sources of data collection for this study were primary and secondary. Simple percentage was used to analyze responses generated from the questionnaire while the secondary data was subjected to intense analysis. We found out among others that despite the fact that there are several training and development programmes created for her staff of all ranks, the exercise fall short of established training and development standards in choosing staff for training. Of the 110 respondents, majority 65 (59.1%) identified connection to heads of units and politicians as against length of service (16, 14.5%), specific needs of the departments/units (10, 9.1%), and staff commitment to duty (19, 17.3%). The study concluded that consequent upon the neglect of established procedures in training and development of employees of the KSCSC as well as appointment and promotion, the practices have affected negatively the commitment of staff to their duties. The study then recommended among others that the Kogi State Civil Service Commission should sublet its training and development as well as appointment and promotion exercises to professional bodies, especially those outside the state to reduce possible undue influences.

Abstract The Oklahoma Geological Survey (OGS) monitors seismicity throughout the state of Oklahoma utilizing permanent and temporary seismometers installed by OGS and other agencies, while producing a real-time earthquake catalog. The OGS seismic network was recently added to the Advanced National Seismic System (ANSS) as a self-supporting regional seismic network, and earthquake locations and magnitudes are automatically reported through U.S. Geological Survey and are part of the ANSS Comprehensive Earthquake Catalog. In Oklahoma, before 2009, background seismicity rates were about 2 M 3.0+ earthquakes per year, which increased to 579 and 903 M 3.0+ earthquakes in 2014 and 2015, respectively. After seismicity peaked, the rate fell to 624, 304, and 194 M 3.0+ earthquakes in 2016, 2017, and 2018, respectively. The catalog is complete down to M 2.2 from mid-2014 to present, despite the significant workload for a primarily state-funded regional network. That astonishing uptick in seismicity has been largely attributed to wastewater injection practices. The OGS provides the Oklahoma Corporation Commission, the agency responsible for regulating oil and gas activities within the state, with technical guidance and earthquake products that inform their “traffic-light” mitigation protocol and other mitigating actions. We have initiated a citizen-scientist-driven, educational seismometer program by installing Raspberry Shake geophones throughout the state at local schools, museums, libraries, and state parks. The seismic hazard of the state portends a continued need for expansion and densification of seismic monitoring throughout Oklahoma.

The mechanism for transferring people's sovereignty is carried out through general elections to elect leaders and representatives of the people who will be mandated to carry out state and government affairs in accordance with the provisions contained in the legislation. One of the interesting developments from the point of view of the Indonesian state administration began when Indonesia experienced a transitional period of general elections (elections) which are one of the main pillars of democracy. In Indonesia, the existence of an election management body has existed since the 1955 general election until now. In every course of political history, Indonesia has several different institutional models of election management from time to time. The General Election Commission in Indonesia it is called Komisi Pemilihan Umum (KPU) is an institution that carries out the function of organizing elections in Indonesia. In addition to the KPU, there are institutions that also play an important role in the implementation of elections and are closely related to the existence of the KPU, namely survey institutions that carry out quick count processes. The survey institutions in a number of developing countries, especially those that are actively building democracy, are also not a little doubted by their moral honesty, at least being sued with a critical attitude such as the existence of a poll on the existence of a political survey institution, which has resulted in an attitude of uncertainty about the performance survey agency. This condition makes people less confident in the survey results which are considered no longer independent. It is proven that every time an election is held, a number of survey institutions seem to want to lead public opinion towards certain contestants. This is certainly very unfortunate considering that the survey results are one of the important instruments in democracy.

In the last two decades, India has witnessed the establishment of a large number of private universities. While these institutions are spread across different parts of the country, one can observe certain locational patterns. Focused particularly on private universities legislated by state governments (as opposed to private deemed universities legislated by central government), this article examines the significance of anticipated demand and state regulatory frameworks in attempting to understand how private capital and state engage with the question of location of universities. This article is largely based on an analysis of data generated by University Grants Commission and All India Survey of Higher Education. It argues that while locational decisions of private universities are influenced by anticipated demand, state governments are often using careful customisation of regulatory frameworks as an instrument to facilitate the development of private capital in higher education.

During the last two decades of the nineteenth century, Spain experienced growing social instability. The worsening working conditions stimulated social conflict and the rise of the labour movement. In this context, the first voices in favour of state intervention in conflicts between capital and labour arose among the reformist intellectual elite. One of the first social policy measures undertaken by the state was the creation, in 1883, of the Comisión de Reformas Sociales (Commission for Social Reforms, CRS) as a consultative and advisory institution of the government on social issues. Under the influence of positivist methods of empirical sociology, the commission’s first initiative was to conduct a survey with the objective of undertaking a detailed diagnosis of the living conditions of the working population. Changing gender relations in the family and labour market, especially the conflicts over the use of women’s time, was one of the central questions in this survey. Thus, its results allow us to analyse both the discourses – by social reformers and other social groups – and the social practices of women at work in different sectors and in different parts of Spain.

This article describes a program funded by the New Jersey Commission for the Blind and Visually Impaired that employs two visually impaired consultants to develop self-help groups for persons who are blind or visually impaired throughout the state. Once established, over half the 23 groups function independently of the consultants. A survey of group members revealed a variety of benefits of the groups, including reduced isolation, as well as barriers to group functioning, such as the lack of transportation.

Abstract:
Since the beginning of the Covid-19 pandemic, the need for telecommuting has enhanced the opportunities available to workers to perform their duties right from different locations outside their offices. Hence, the main objective of this study is to determine the extent to which telecommuting has enhanced public service delivery in Nigeria in the Covid-19 and Post Covid 19 era with specific reference to Judicial Service Commission in Ogun State. The article is anchored on both Technological, Organizational and Environmental (TOE) and Digital Era Governance Theory. The study adopted a descriptive-survey research design. A mixed method approach which comprises both qualitative and quantitative techniques was used. Data were sourced from Ogun State Judicial Service Commission through a structured questionnaire and interview while descriptive statistics such as frequency and tables were used in presenting the data, relevant hypotheses were tested using Chi-Square nonparametric technique of hypothesis testing. Qualitative data were content analysed. Secondary data were sourced from journals, articles, internet materials and among others. The finding of the study reveals that telecommuting enhanced public service delivery at the Judicial Service Commission since the outbreak of Covid-19 Pandemic and in the Post-Covid 19 era. Telecommuting contributed significantly in reducing the spread of Covid-19 virus in the Ogun State public service and the Judicial Service Commission in particular. The study also reveals that telecommuting system does not enhance the efficiency of workers in the public service with reference to Ogun State Judicial Service Commission. On the basis of the findings of the study, it concludes that telecommuting has been found to be an effective strategy that Government at all levels in Nigeria can employ in public service to prevent a disruption in socio economic activities whenever there is an outbreak of epidemic like Covid 19 pandemic in the country. The study recommends that there should be deliberate policy by the government at all levels to encourage Ministries, Departments and Agencies (MDAs) to be technological compliant and to promote the use of telecommuting so as to engender efficient public service delivery.

The Ohio River Valley Water Sanitation Commission (ORSANCO) is a government agency established in 1948 to control and abate pollution of the interstate waters of the Ohio River Valley. ORSANCO, represented by eight states of the Ohio Valley and the federal government, carries out water quality monitoring and assessment programmes, co-ordinates spill response activities, promulgates pollution control standards for the Ohio River, and co-ordinates the individual programmes of state and federal agencies. ORSANCO recognizes that public and political support are as important to effective river basin management as technical knowledge and activities. Because such support is so closely related to economic interests, ORSANCO and the National Park Service commissioned a survey project in May 1993 to compile readily available data to estimate the “value” of the Ohio River from several key standpoints. This information is intended to draw attention to the national significance of the Ohio River in its economic, cultural and natural resource dimensions, and to illustrate the magnitude of positive economic impacts to be realized by achieving water quality improvements. This project brought together for the first time information that will serve to enhance public and political awareness of the Ohio River Valley, and thus enhance support for aggressive environmental management.

The main purpose of the temporary disability expertise is to evaluate the patient's health status, the quality and effectiveness of the treatment, the ability to carry out professional activities, as well as determining the extent and timing of temporary disability. One of the main tasks of examination of temporary disability, along with the adoption of science-based decisions about the patient's working capacity and determination of temporary disability is the identification of the employee long-term or permanent disability to the established procedure for survey on mediko-social examination. Regulatory documents there are levels of examination of temporary disability in a medical organization: the attending physician and the medical Commission of the medical organization. The right medical organization for conducting work and services in examination of temporary disability is determined by the presence of the license for medical activity and the examination of temporary disability. The participants in the expert process should have a document enhance the skills of professionals involved in the declared works (services). This article presents the experience of the Department of social pediatrics and public health, faculty of postgraduate and additional professional education SPbSPMU for training physicians, Deputy chief physicians in the examination of temporary disability, chairmen and members of medical commissions, the organization and carrying out examination of temporary incapacity.

In 2009, the U.S. Department of Education published an Action Guide for Emergency Management at Institutions of Higher Education (U.S. Department of Education, 2009). In 2006, the Virginia State Crime Commission issued a prescient “Final Report: Study on Campus Safety (HJR 122)” regarding Virginia’s colleges and universities (Virginia State Crime Commission, 2006). Gray (2009) provided results from a “Columbine 10-Year Anniversary Survey”, which reviewed recent campus safety improvements of 435 K-12 and university respondents. From the three documents, prescribed campus safety activities were identified that could be consistently found in the stated programs and policies on university websites. Of these activities, 18 separate criteria upon which a university’s online emergency preparedness/ safety/security messages could be evaluated through content analysis were conceptualized (coding: 1= school has criterion, 0= does not), to estimate the quality of the overall preparedness message of each institution in the small sample (n = 99) of universities, representing all 50 states in 2010.

International increasing of petroleum and living cost and population, environmental problems, diminishingly fossil sources and world trend to energy technology respect to environmental safety and renewable energies are some reasons for most countries to use and investigate on renewable energies. In this regard this paper presents the state of geothermal energy in Iran. The geothermal activities in Iran started by Ministry Energy of Iran in 1975, research and survey indicate that Iran has substantial geothermal potential, specifically in the Sabalan Sahand (NW-Iran) and Damavand (N-Iran) region that are considerate prospects for electric power generation and direct uses. The Electric Power Research Center (EPRC) and Renewable Energy Organization of Iran (SUNA) were established to justify priorities of above mentioned region. As a result: Meshkinshahr and Sarein area in Sabalan region were proposed for electric and direct use respectively. Three deep exploration wells and two shallow reinjection wells were drilled at the Meshkinshahr geothermal field during 2003/2004 following detailed geo-scientific surface surveys. A preliminary resource assessment confirms the presence of a medium grade geothermal resource with temperatures within the drilled area up to 2500C and whit at least 5 Km2 of commercially exploitable resource available. SUNA is now moving forward to construct and commission the first geothermal power development both in Iran and the Middle East.

Abstract:
Corruption in the public sector has become the key factor eroding good governance and developmental aspirations of many countries of Africa in general and Nigeria in particular. This paper examined the effect of public sector corruption on local government administration in the Rivers State Local Government Service Commission (RSLGSC), between 2009 – 2019. The paper adopted the structural-functionalist theory as its analytical framework and relied on data generated via a four (4) Point Likert Scale Structured Questionnaire. 170 respondents representing the sample size of the paper was derived from a population of 295 staff of the RSLGSC using the Taro Yamane formula. The paper employed a survey research approach. Generated quantitative data was analyzed using tables and simple percentage and statistical method, while the proposition was tested using the Statistical Package for Social Sciences (SPSS 21.0 data output). The paper reveals that there is a nexus between public sector corruption and poor local government administration and that these have hampered greatly the performance of most local government in Rivers State. Also, the paper revealed that the prevalent executive and administrative rascality, looting of public funds and other corrupt practices that pervade the RSLGSC is responsible for irregular staff promotion and unmerited staff recruitment going in the commission. As such, the paper recommends amongst others that; the commission as a governmental structure should be proactive and exercise the needed political will that is required to formulate and implement internal administrative policies and procedures that will reduce fraud and illegal practices.

The study assessed the member response rate to the Oyo state teaching service commission (TESCOM) interactive learning platforms during the COVID-19 lockdown in Nigeria. The study adopted a descriptive survey research design. The sample comprised 3,388 respondents drawn from five online learning platforms (Arts, science, commercial, general and staffroom). Two instruments, Response Rate Factor Questionnaire-Survey monkey (r = 0.83) and participant online direct recording (π = 0.76), were used to collect data at three different intervals. Frequency counts and analysis of variance were used to analyse the data collected. Those online at the time of data collection were 59 (5.2%) for science, 23 (4.3%) for arts, 24 (6.4%) for commercial, 84 (7.4%) for general study and 96 (48.5%) in the staff room platform. A significant difference in member response rate was observed across the learning platforms [F(4,10) = 4.374; p= 0.027< 0.05]. Bonferroni post hoc analysis shown by mean plot revealed that general studies platform had the highest mean score (M=169.0) in terms of members response online followed by staffroom (M=79.0) and lastly commercial platform (M=32.67). It was deduced from the findings that members across the TESCOM interactive learning platforms do not respond online the same way by participating on the respective interactive platform to which they belong. Therefore, TESCOM should ensure that teachers and students actively engage in online learning platforms for better teaching and learning.

Detailed topographical surveys and geophysical examinations of the Penrith ‘henges’ were undertaken in order to assess the present state of the monuments for management purposes. At Mayburgh geophysical prospection was designed to assess the validity of the early reports of the presence of two concentric settings of stones. Some possible parallels in Ireland are noted. The nearby site of King Arthur's Round Table was also sampled by geophysical techniques, but was found to be too disturbed for the recovery of any further information as to its original form. The ‘cremation trench’ discovered in pre-War excavations at this site was relocated. The position of the enigmatic Little Round Table was re-established by both topographical and geophysical methods, and its north entrance firmly located. The classification of Mayburgh and of the Little Round Table is considered. The apparent disunity of these three distinctly different monuments within one complex is emphasised—all are traditionally classified as ‘henge-related’, yet the structure and orientation of each site is markedly different. Contemporary topographical considerations are now difficult to reconstruct.

It does this by employing both descriptive and exploratory research designs using both primary and secondary instruments to collect data. 100 employees of the Enugu State Ministry of Finance and Economic Planning, the Enugu State Civil Service Commission, the Enugu State Economic Planning Commission, and the Office of the Head of Service completed a structured questionnaire that served as the primary data source. While secondary data came from government papers, textbooks, the internet, and journal publications. Statistical Package for the Social Sciences (IBM SPSS) was used to analyze the collected data and evaluate the hypotheses. The analysis's findings indicate that organizational norms have a significant impact on employee commitment within an organization in terms of professional growth and development, recognition and rewards for good performance, clear communication of the organization's goals and values, and a positive work environment. Additionally, a well-structured work routine has a significant impact on how much work is completed by employees by improving productivity, time management, and work quality. The study makes the urgent recommendation that the Ministries, Departments, and Agencies (MDAs) under review establish and uphold strong organizational norms that encourage employee commitment with a particular focus on professional growth and development, recognition and reward for good performance, clear communication of organizational goals and values, and a positive work environment that fosters performance. It's important for leaders to be aware of their preferred styles and to adapt them as necessary to create a positive and productive work environment. Loss of work opportunities through ailment and injury and or death represents serious threat to mental and physical wellbeing of workers which necessitated benefit payment for inevitable. Survey research design with open-ended interviews and innovation in small sample size research was employed for this study. The study offers a harmonizing perspective to qualitative studies exploring effect of workplace fatality and contributes to the growing qualitative study on factors influencing payment of death benefit in establishments. Assessment of effectiveness of death benefit payment policy to deceased workers’ beneficiaries to determine rate of processing group life policy and promptness in payment of social security funds were justified. The belief and experience of both death benefit workers and beneficiaries as explored through oral interview, offers insight to social security plan and revealed the imperativeness of group life policy sphere in Lagos State Government. In a bid to strengthen the prompt payment of death benefit in terms of creation of Lagos State Pension Commission (LASPEC) and enactment of the State Pension Law in the year2007 repealed in 2019 is to protect those who are financially dependent on the deceased employee during his life time. The study implores the workers to get a will to avoid letter of administration which takes more than a year before its completion at probate in circumstance of any occurrence as obtaining a will today does not mean tomorrow’s death.

Abstract This presentation will highlight Ohio’s innovative model to address the prevalence, risk factors, and consequences of elder abuse and neglect. We will begin with an overview of the mission and duties of the recently codified Ohio Attorney General’s Elder Abuse Commission. These include: (1) to raise awareness, improve education, and boost the level of research regarding elder abuse in Ohio, (2) to provide a forum for improving the elder justice system, and (3) to identify policy, funding, and programming recommendations to address elder abuse. Next, we will share findings from the Research Committee’s first statewide survey on elder abuse research priorities. Completed by frontline practitioners, program administrators, advocates, researchers, and policy makers, the online survey received 459 responses from individuals across the state. Findings reflect gaps in the elder abuse literature, as respondents prioritized funding for research in how elder abuse can be prevented, and what programs/policies can best serve victims and their families after elder abuse has begun. We will conclude with recommendations regarding how the Elder Abuse Commission model may be adapted or modified to elevate awareness of elder abuse and elder abuse research in other parts of the country.

Abstract The study explored the availability of information and communication technology (ICT) resources for instruction in selected colleges of education based on institutional ownership in Kano State. The study used a survey research design. A researcher-designed questionnaire and an adapted checklist from the National Commission for Colleges of Education, Minimum Standard (2012) for data collection. Mean and simple percentages were used to analyze the research questions. A total of 286 lecturers were proportionately sampled from Federal College of Education, Kano and Sa’adatu Rimi College of Education, Kumbotso, Kano, which were purposively selected for the study. A reliability value of 0.72 was obtained for the frequency of utilization instrument using Cronbach Alpha. The findings revealed that the two Colleges of Education have almost all of the ICT resources required by National Commission of Colleges of Education (NCCE) in Nigeria. The findings also revealed that lecturers’ frequency of use of ICT resources for instruction was not fully encouraged. The study concluded that Colleges of Education in Kano state have basic ICT resources as required by NCCE. The study therefore recommended, among others, that government and school management should provide an enabling environment, such as the provision of infrastructure facilities, internet connectivity, and stable power supply, among others.

The increasing impact of scientometrics and formal approaches to science management distorts employee motivation, which, in turn, impedes the growth and accumulation of scientific knowledge. The paper aims to gauge public opinion on the paternalistic state activity in the field of science using the results of a sociological survey. The methodological basis includes the principles of paternalism and scientometric management. The study uses the results of the survey of the economic community held by the New Economic Association in 2022. The methods of regression analysis and factor analysis modified for multiway data were applied. Formalization and bureaucratization of science management processes are viewed within the framework of the well-known conflict between the Higher Attestation Commission and the RSCI, which created numerous barriers for researchers who prepared candidate and doctoral dissertations. To assess the attitude of experts to the current situation, it is necessary to obtain a constant sociological cross-section of opinions, if possible. Public monitoring of economic journals and the MW-analysis methodology made it possible to rank journals for the year of 2022. The compiled private and aggregate rankings contain information about the preferences of the economic community and are markedly different from the RSCI scientometric-based indicators. The paper also presents an expert assessment of the proposals for reforming the journal activity, in particular, the proposal of creating material incentives by research periodicals for scientists to prepare high-quality articles.

Religious broadcast programs on television stations always get the highest quality index compared to other broadcast programs. The results of the Television Broadcasting Program Quality Index Survey conducted by the Indonesian Broadcasting Commission (KPI) always place religious broadcast programs with the best index. This study specifically describes how national values ​​appear in religious broadcast programs on television stations. This research uses critical discourse analysis. The research sample was taken from religious broadcast programs on television stations that aired from January to April 2022. Primary data were obtained from religious broadcasts from television stations. Secondary data in the form of publication data from the Indonesian Broadcasting Commission (KPI). Data analysis was carried out at the micro (textual analysis), meso (discourse analysis), and macro (social context analysis) levels. The results of the study indicate that national values ​​that appear in religious broadcast programs on television are still dominated by normative discourse originating from the state which is associated with Islamic values. This can not be separated from the event's resource persons who come from state sources and there are still few other speakers who discuss national values.

State repression covers several and many aspects such as wrongful detention, harassment, intimidation, torture, beating, and killings within state boundaries. This study adopted a desk survey qualitative research design to document state repression acts during five presidential elections. Secondary and primary data were gathered from Uganda Electoral Commission presidential elections results, African Elections Database, and Inter-Parliamentary Parline database. This was augmented by interviews carried out with purposively selected political activists from different political shades and members of civil society organizations. The data collected from documentary reviews and interviews were thematically analyzed using the content analysis method. The findings were that successive presidential elections won by National Resistance Movement (NRM) were characterized by state repression acts amounting to human rights abuse such as torture, denial of political gatherings, wrongful arrest, and detention, intimidation, and killings. Drawing from the study findings, the conclusion is that NRM has used state institutions to repress opposition to shield its regime and to lure mass support to remain in power, undermining democratic dispensation it restored in the country.

Hence, it is regrettable the level of poverty in Nigeria, the rate of unemployment which has worsened with low life expectancy and increased in maternal mortality rates etc. The study “Treasury Single Account and Reduction of Financial Crime in Enugu state civil service Commission., Nigeria’ was undertaken to assess amongst others the effects of Treasury Single Account on the promotion of financial accountability and financial discipline in the state civil service. The study was anchored on Barley’s Agency Theory of 1973. The study adopted a descriptive and survey design. The result revealed amongst others that there is a positive relationship between Treasury Single Account and promotion of financial accountability and discipline in Enugu State civil service Commission. However, dissatisfaction was more with the abuse of the entire process, the level of awareness creation of the policy, coverage, poor network services, poor funding amongst others. The implication is that the policy is yet to achieve the basic purpose of its establishment of ensuring increase in government revenue by completely reducing leakages, and to reduce corruption to its barest minimum in the country. The study therefore recommended amongst others that in improving accountability of public sector funds, there should be appropriate sanctions where financial irregularities are discovered. This will strengthen the goal of the TSA system in Nigeria thereby by instilling discipline and accountability of public sector funds.

Abstract Background Antibiotic stewardship programs (ASPs) in acute care hospitals reduce unnecessary antibiotic use and attendant complications. In the state of Missouri, all hospitals are required to have an ASP. Additionally, the Joint Commission mandates ASP implementation for accreditation based on core elements defined by the Centers for Disease Control (CDC). No studies have evaluated the uptake of ASP since the Missouri state law and Joint Commission mandate. Furthermore, data are limited examining barriers to implementation across hospitals with variable resources. We evaluated ASP uptake across Missouri hospitals, assessed differences in program complexity, and identified facilitators and barriers to implementation. Methods A 94-question survey was administered electronically in the spring of 2019 to 130 Missouri hospitals. Information was collected regarding implementation details of CDC-defined ASP core elements and tools used to overcome implementation barriers. Results were self-reported by the stewardship pharmacist, the director of pharmacy, or the person most familiar with antimicrobial stewardship if the former were not available. Results Preliminary results have been collected from 37 hospitals ranging in size from 15 to 1303 beds (IQR: 54, 274). 16% were critical access hospitals. 54% of hospitals had ASPs adherent to all 7 CDC core elements. Another 27% had implemented 6 of the core elements, with all of those reporting that they lacked a single pharmacist leader. All facilities had implemented at least some measures to improve antibiotic use, ranging from 4 to 13 measures. 45% of programs used state-based antimicrobial stewardship collaboratives, and 52% of those found such programs to be “very” or “extremely” useful. Conclusion All hospitals surveyed are performing ASP activities in concordance with Missouri state law. However, only half contain the 7 core elements required by the Joint Commission. Furthermore, ASP implementation and activities vary widely. While physician leadership was commonly defined, appropriate pharmacist support was frequently lacking. There is growing recognition of the interconnections between domestic violence and mental health, especially related to mental health concerns among those who have experienced domestic violence victimization. Despite high rates of mental health concerns among victims and survivors, many mental health professionals lack sufficient training to understand and address domestic violence in their clinical work. The North Carolina Governor’s Crime Commission convened a task force to examine training experiences and needs among mental health professionals in the state. A statewide survey revealed that mental health professionals vary in their levels of training to address domestic violence. A key finding was that mental health professionals who had received any training in domestic violence reported engaging in more comprehensive assessment and intervention practices. Implications for future research, practice, and policy are discussed.

Abstract Indoor radon investigation was carried out in offices of three university campuses located in South-Western part of Nigeria; Federal University of Technology Akure (FUTA), Ekiti State University (EKSU) and Federal University Oye-Ekiti (FUOYE) using CR39 detectors. The mean activity concentration of indoor radon for the investigated offices of all three university campuses was estimated to be 222 ± 44 Bq m−3, which was below the reference level of 300 Bq m−3 recommended by the International Commission on Radiological Protection (ICRP 115). For the three institutions, the probability of lung cancer induction at age 70 years with respect to age of exposure (40, 50, and 60 years) ranged between 1.06 × 10−7 and 6.24 × 10−5. The expected mortality rate due to exposure to a radon activity concentration ranging from 7 to 1358 Bq m−3 was estimated to range from 0 to 44 deaths among a population of 10,000 persons.

Abstract:
The satisfaction derived from services rendered by a company goes a long way in determining the response of consumers to these offerings and this can be either a positive or negative response. Hence, this study looks at customer’s purchase expectations and actions to GSM offerings in Ondo State. To achieve the objective above, this study employs a survey research design. A sample of 385 respondents was selected using multistage sampling, out of a population of about 906,557. The result confirmed that 85% of the GSM subscribers cannot guarantee adequate satisfaction with the quality of services with only one network, hence they use more than one network at the same time, switching over to the next each time they have the problem with one network. Secondly, the study finds that network accessibility has the highest customer’s expectations or satisfaction being met; followed by ease of obtaining call cards. Though tariff cost, network quality and bonus do not count much on expectation or satisfaction in Ondo State. Thirdly, both network accessibility and bonus have negative impacts on consumer perception of network quality but tariff cost, ease of obtaining cards, choice of the network have a positive impact on the perception of network quality. In conclusion, GSM companies need to be conscious of inconveniences encountered by their subscribers and they should do more to take care of those subscribers particularly in areas identified in this study. The study recommends that the companies should put preference on network accessibility to meet the customer expectations and that one of the ways to improve on GSM network quality is to educate consumers on their rights and privileges so that they can fight for their right. This should be championed by the supervising organ of government on GSM communication which is Nigeria Communication Commission (NCC).

Although it is true that inmates in U.S. prisons are experiencing high rates of HIV disease, it also is true that incarceration affords a meaningful opportunity to prevent the spread of HIV/AIDS through education. Consequently, providing effective education programs for inmates is an important corrections and public health concern. In an attempt to assess our current efforts in this area, a survey of all 50 state departments of corrections was conducted. As part of that survey, descriptions of inmate AIDS education programs were obtained from 27 states. These programs were analyzed using themes garnered from a variety of published recommendations concerning effective AIDS education. The results of the content analysis for the 27 descriptions were then specifically compared with the National Commission on AIDS recommendations for AIDS education programs for inmates.

The survey examined the effect of electoral and economic crimes on sustainable development in Cross River State, Nigeria. Specifically, the study accessed the effect of election rigging and misappropriation of public funds on sustainable development in Cross River State. Two research questions were stated to guide the study. The study adopted the system theory. Survey research design was adopted in this study. An 18-item questionnaire captioned “Questionnaire on electoral, economic crimes and sustainable development” (QEESD) was designed by the researcher and used in gathering data for the study. Data were elicited from 384 respondents who were purposively selected from six (6) local government areas in the three Senatorial District of Cross River State. The respondents were selected from political parties, Independent National Electoral Commission (INEC) offices, religious groups, and the public. The generated data were presented using simple percentage, and chart. Findings revealed that election rigging and misappropriation of public funds affects sustainable development in Cross River state, Nigeria. The study recommended among others that political office holders should judiciously utilize public funds for programmes and projects that would positively affect the well-being of the citizens. In addition, rigging of election should be made a capital offence that should attract severe punishment like life imprisonment or death sentence.

The survey of daycare and nursery schools in Nigeria conducted by National Commission for Colleges of Education in 2004 revealed that teachers are not trained for this level of education and most early years programmes are managed by people who have never been in the classroom. Because of this, Federation of Muslim Women’s Associations in Nigeria (FOMWAN), organized series of training for teachers of pre-schools to improve their quality on child development curriculum interpretation, teaching method and evaluation techniques. This study therefore investigated the teaching practices of those preschool teachers exposed to the training in Ibarapa East Local Government Area of Oyo State. It adopted the descriptive survey research design. Thirty two pre-school teachers participated in the study. Two instruments titled “Pre-school Teachers Teaching Practices Questionnaire” (PTTPQ) and “Pre-school Teachers Observation Schedule” (PTOS) were used to gather relevant data. Findings of the study revealed the pre-school teachers used teacher-centred method of teaching with few materials provided. It was also revealed that the pre-school teachers used the new curriculum but did not encourage hands-on activities in learning the content of the curriculum. Among others, it was recommended that trained pre-school teachers should be recruited to teach in the pre-schools and workshops should be organized to train and re-train those on the job regularly on pedagogy.

Abstract Purpose The opioid epidemic continues to result in significant morbidity and mortality even within hospitals where opioids are the second most common cause of adverse events. Opioid stewardship represents one model for hospitals to promote safe and rational prescribing of opioids to mitigate preventable adverse events in alliance with new Joint Commission standards. The purpose of this study was to identify the prevalence of current hospital practices to improve opioid use. Methods A cross-sectional survey of hospital best practices for opioid use was electronically distributed via electronic listservs in March 2018 to examine the presence of an opioid stewardship program and related practices, including formulary restrictions, specialist involvement for high-risk patients, types of risk factors screened, and educational activities. Results Among 133 included hospitals, 23% reported a stewardship program and 14% reported a prospective screening process to identify patients at high risk of opioid-related adverse events (ORAEs). Among those with a prospective screening process, there was variability in ORAE risk factor screening. Formulary restrictions were dependent on specific opioids and formulations. Patient-controlled analgesia was restricted at 45% of hospitals. Most hospitals reported having a pain management service (90%) and a palliative care service providing pain management (67%). Conclusion The absence of opioid stewardship and prospectively screening ORAEs represents a gap in current practice at surveyed hospitals. Hospitals have an opportunity to implement and refine best practices such as access to pain management specialists, use of formulary restrictions, and retrospective and prospective monitoring of adverse events to improve opioid use.

Abstract Introduction: According to the Commission on Cancer's 2012 program standards, patients diagnosed with cancer may experience psychological issues that can interfere with patient treatment plans and adversely affect outcomes. To address these issues, the Commission developed the following guidelines to accurately determine patient distress levels: 1) patients with cancer are offered screening for distress at least 1 time during a pivotal medical visit, 2) the mode of administration for the distress screening is to be determined by the program, and 3) facilities select the tool to be administered to screen for distress with preference being given to standardized, validated instruments. To meet this standard and plan future work in distress reduction for stem cell transplant recipients, the St. Louis University Blood and Marrow Transplant Program began implementing The State Trait Anxiety Inventory (STAI) with patients during pivotal medical visits. The STAI is a psychological inventory based on a 4-point Likert scale and consists of 40 questions on a self-report basis. The STAI differentiates between the temporary condition of "state anxiety" and the long-standing quality of "trait anxiety." The essential qualities evaluated by the STAI scale are feelings of apprehension, tension, nervousness, stress, and worry. Scores on the STAI scale increase in response to physical danger and psychological stress and decrease as a result of relaxation training. Average scores for working, male adults are 35.72 (state) and 34.89 (trait). Average scores for working, female adults are 35.20 (state) and 34.79 (trait). After implementing the STAI, it was realized that these screenings could be de-identified and analyzed in groups to determine if patterns emerged regarding patients' perceived anxiety levels throughout the bone marrow transplantation process. Method: The study team received Institutional Review Board approval to perform a retrospective examination of STAIs completed by patients throughout the bone marrow transplantation process at the St. Louis University Blood and Marrow Transplant Program from 03/11/2104 through 06/24/2014. A total of 30 inventories were collected, de-identified, and categorized by the following medical visits: arrival visit (the patient's first visit to the Blood and Marrow Transplant clinic), data review visit (the visit to review transplant related testing and sign consents), start of preparative regimen visit, day 0 visit, day +30 bone marrow biopsy visit for allogenic transplantation, day +30 bone marrow biopsy result visit for allogenic transplantation, and day +100 visit for auto transplantation. Averages for each medical visit category were determined by finding the mean score. Category averages were then compared to determine if a particular pivotal medical visit caused patients to experience an overall increase in anxiety level. Results: Results from the study indicate that patients experience the highest levels of anxiety during the early medical visits of the bone marrow transplantation process. Average state anxiety scores were 46 during the arrival visits, 41 during the data review visits, and 44 during the start of preparative regimen visits. Average trait anxiety scores were 38 during the arrival visits, 45 during the data review visits, and 39 during the start of preparative regimen visits. During the day 0 visits, patients' state anxiety scores decreased to an average of 36 and trait anxiety scores decreased to an average of 35. Day +30 and day +100 visits demonstrated even further decreases in state and trait anxiety scores. Conclusion: The surprising finding of this study was that patients demonstrated a higher level of distress in the period leading up to the transplant which gradually decreased once the preparative regimen was administered. The sample size for this study was small and could possibly skew results. However, this study does provide a starting basis for future study in bone marrow transplant recipient distress, and larger, multi-site studies are being planned to ensure the accuracy of the patterns, which emerged from this study. If patterns could be accurately identified and predicted, the study team may also be able to develop future studies to primitively lower patients' anxiety levels early in the bone marrow transplantation process and thus improve outcomes. Abstract This study generates an integrated database to measure living standards in Italy using propensity score matching. We follow the recommendations of the Commission on the Measurement of Economic Performance and Social Progress proposing that income, consumption of market goods and nonmarket activities, and wealth, rather than production, should be evaluated jointly in order to appropriately measure material welfare. Our integrated database is similar in design to the one built for the United States by the Levy Economics Institute to measure the multiple dimensions of well-being. In the United States, as is the case for Italy and most European countries, the state does not maintain a unified database to measure household economic well-being, and data sources about income and employment surveys and other surveys on wealth and the use of time have to be statistically matched. The measure of well-being is therefore the result of a multidimensional evaluation process no longer associated with a single indicator, as is usually the case when measuring gross domestic product. The estimation of individual and social welfare, multidimensional poverty and inequality does require an integrated living standard database where information about consumption, income, time use and subjective well-being are jointly available. With this objective in mind, we combine information available in four different surveys: the European Union Statistics on Income and Living Conditions Survey, the Household Budget Survey, the Time Use Survey, and the Household Conditions and Social Capital Survey. We perform three different statistical matching procedures to link the relevant dimensions of living standards contained in each survey and report both the statistical and economic tests carried out to evaluate the quality of the procedure at a high level of detail.

For formulating and implementing noise policies, it becomes necessary to assess resident's responses and reactions to community noise. For valid comparison of socio acoustic survey results, a harmonized questionnaire has been designed and developed in accordance with guidelines of International Commission on Biological Effects of Noise (ICBEN) for Ahmedabad city in the Gujarat state of India. The survey was performed through online platforms and through personal interviews. Total 396 responses were analysed for estimating resident's exposure and annoyance to traffic noise. The result of study showed that the percentage of highly annoyed people at home was less than moderately annoyed respondents. Lower responses were observed for highly annoyed as well as for moderately annoyed in the numeric scale compared to the verbal scale for given exposure category. However, the results showed that 55.1 % people are highly annoyed when they are commuting.

This paper uses politico-social capital theorisation of the relationship between public trust and democracy in order to demonstrate the interdependence of the African National Congress’ (ANC’s) declining electoral fortunes and the increasing public trust deficits in South Africa’s state, constitutional democracy and political institutions. As desktop-based research, the paper conducts literature survey to distils the relationship between public trust, as social capital, in institutions of society, and electoral performance and formation of societal leadership vacuum, within complexities of the political-economy and political culture and system such as those entrenched in South Africa under the ANC’s 28-year rule. The paper analyses statistical evidence from Afrobarometer’s 2022 survey about South Africans’ public trust in state and political institutions from 2006 to 2021, as well as national, provincial and local government election results from the Independent Electoral Commission of South Africa (IEC) from 1994 to 2019, to corroborate its theoretical framing. It makes three findings, thus: there is a direct relationship between the ANC’s declining electoral fortunes and the erosion of public trust in institutions of society; the ANC’s 28-years of state governance has created an ominous societal leadership vacuum, setting South Africa’s democracy on the precipice of civil strife; and, the ANC’s declining electoral fortunes will persist into the foreseeable future because public trust is hard to regain and sustain once eroded.

The objective of this paper is to discuss results obtained from a structured survey on MScs in railway transport and logistics, which has been conducted within the RiFLE project. RiFLE stands for Rail Freight and Logistics Curriculum Development and was funded by the Erasmus (LLL) programme of the European Commission. The aim of RiFLE was to develop master courses to be delivered in English language by the participating institutions as separate but shared programmes in their universities. The approach was to analyse, enhance and adapt existing courses already offered by the participating institutions within a modern rail freight and logistics environment. Therefore, the goal of the survey was to define the state of the art of the current offer of MSc ‘railway transport and logistics’ related courses across the European and non-European countries. For the collection of data, a questionnaire has been developed. ‘SuperSurvey’ was used to approach intended respondents. SuperSurvey is a user-friendly online platform for collecting information using questionnaires. The target group included professors, lecturers and masters programmes managers in transport and logistics. Existing relevant programmes from European and other universities and institutions for higher education have been collected and analysed. Information collected helped to define a comprehensive framework of transport and logistics curricula, courses and programmes and to understand different levels of learning and structures of higher education such as single modules, bachelor courses, master courses, as well as mobility programmes and patterns. This research aims to determine the effect of corruption on Inefficiency in the Nigerian public sector from Islamic point of view. This is because corruption has adversely affected the socio-cultural, political and economic development of Nigeria.The survey was conducted at Sokoto State Nigeria. Primary data was collected and SmartPLS 3 version was used for the analysis. 150 questionnaires were distributed to the senior staff of Local Government Service Commission, Sokoto, but only 96 were used for the analysis. The study found that there is significant relationship between corruption and inefficiency in Nigeria’s public service. The study also established that inefficiency that bedevilled the public service is as a result of corruption. This research is significant as there is dearth of literature on Islamic approach linking inefficiency to corruption in Nigeria. While this paper sets the stage, there is however, the need for future research.

Early Childhood Education (ECE) is the foundation of education which helps to develop the child’s cognitive, emotional, and physical aspects. Unquestionably ECE educators play a vital role. Hence, teacher education in early childhood context is very important. However currently in Sri Lanka only very few state universities conduct Bachelor of Education in ECE and Primary Education and while other Non-State Higher Education institutes (NSHEIs) offer Early Childhood Education degrees affiliated to foreign universities. Further, presently no NSHEI offer the Ministry of Education or University Grants Commission approved degree in Early Childhood Education. Hence in this context objective of the study is to investigate the need for the Bachelor of Education ECE Degree programme at NSHEI in Sri Lanka. Study conducted in one of the prominent NSHEIs (ABC institute) in Sri Lanka. Therefore, Case study method adopted, and quantitative measures have been complemented with the qualitative measures. Sample size is seventy-five student teachers at ABC institute. This is a survey research and data collection methods are questionnaire for student teachers and key informant interviews conducted with some key stakeholders in the state universities and three preschool owners in Colombo district. Results of the study revealed that benefits of the ECE Degree to students and for the country and emphasized it is very crucial to commence the ECE programme as it provides more opportunities to students since few opportunities and capacity restraint in state universities. Furthermore, study highlighted that ninety six percent student like to start ECE Degree and if the institute commence the programme ninety percent student would like to join the programme. Therefore, study can be concludedthat ABC as a NSHEI there is a good potential and opportunity to proceed with the ECE Degree and contribute to the foundation of the education in the country which add value to the system.

Background. Ischemic stroke is a time sensitive disease with the effectiveness of treatment decreasing over time. Treatment is more likely to occur at Primary Stroke Centers (PSC); thus rapid access to acute stroke care through stand-alone PSCs or telemedicine (TM) is vital for all Americans. The objective of this study is to determine if disparities exist in access to PSCs or the extended access to acute stroke care provided by TM.Methods. Data from the US Census Bureau and the 2010 Neilson Claritas Demographic Estimation Program, American Hospital Association annual survey, and The Joint Commission list of PSCs and survey response data for all hospitals in the state of Texas were used.Results. Over 64% of block groups had 60-minute ground access to acute stroke care. The odds of a block group having 60-minute access to acute stroke care decreased with age, despite adjustment for sex, race, ethnicity, socioeconomic status, urbanization, and total population.Conclusion. Our survey of Texas hospitals found that as the median age of a block group increased, the odds of having access to acute stroke care decreased.

To sustain the welfare state, several EU countries agreed to take measures aimed at increasing the labor market participation of older workers (European Commission 2001). In this study, we developed a framework integrating individual, work, and institutional characteristics in order to explain the labor market participation of older workers. While prior studies focused mainly on individual characteristics, the present analysis investigated the impact of work and institutions more closely using the European Social Survey. Multilevel analyses across 21 countries showed that work characteristics increased the benefits from work, hence increasing the likelihood of participation among older workers, and that the generosity of institutions discouraged older workers to remain in the labor market.
