Abstract:
What factors are associated with state government preemption of local government policies? This research asks whether state courts limit local authority in areas in which local preferences differ from the state’s, and whether this is conditioned by the level of autonomy the state grants the local government. Using a newly constructed data set of 404 local governments that had local ordinances challenged in state courts between the years 1996 and 2017, we find that local governments with citizen ideological preferences that differ from the state are less likely to have an ordinance preempted by the courts when the level of local autonomy given by the state is high. Thus, institutions like home rule provide local governments with certain legal protections from challenges to local authority.

Abstract:
Over the last decade, e-government has evolved tremendously from being a problem in itself to a cross-cutting transformational issue that supports governments' ability to deliver on promises. Defined differently by different actors, e-government usually refers to the use of information and communication technologies to change the relationship between citizens, businesses and different branches of government. This involves much more than just translating government services to digital platforms. Rather, e-government has become a form of interaction between government and non-governmental stakeholders. It is a process that requires a common government (or interagency) strategy, planning, resources, and political will. It is now important for governments to look at their achievements, identify and focus on the medium- and long-term issues that will emerge in the next decade. E-government basically uses information and information technologies and entails the development of e-services and the provision of quality information to citizens. It also seeks to increase transparency and accountability and create effective public institutions. This development has led to an increase in the amount of information that government agencies need to collect, send and pluralize. European governments are encouraged to invest in the development of e-government and provide citizens with access to their information flows. Europe has adopted the Public Sector Information Directive because it is seen as a resource that can stimulate innovation and national development. Governments around the world are enacting freedom of information laws to facilitate access to government information. However, it will also require a robust information management structure that includes archiving and recording information, common specifications to facilitate the exchange of information between government agencies, business process analysis to identify important information, and management of the entire information contingent. This study is aimed at revealing legal approaches to e-government, the concept of e-government in Ukraine and the world, tools for the introduction of the digital state, as well as the prospects and transition of the state apparatus in real time.

Abstract:
ABSTRACTWe argue that vertical interlocks in Chinese state-owned business groups are important mechanisms for coordination and information exchange between the apex firm and affiliated firms, and that they are also mechanisms for government owners of the business groups to exercise control. By combining resource dependence theory with elements from transaction cost economics and agency theory, we propose that the need for interlocks increases the higher the level of government ownership. The central government is therefore more likely to use vertical interlocks than the provincial governments, which again are more likely to use vertical interlocks than the municipal governments. We develop three hypotheses based on these arguments. A regression analysis of a hand-collected data set finds strong support for our hypotheses. Our results shed light on coordination and governance issues within the state-owned sector in China and on an important means for mitigating these issues used by the government owners and firms affiliated with state-owned groups.

Abstract:
To what extent are incumbent governments affected by the state of the economy when it comes to premature dissolution? This article investigates this research question using a data set on parties and governments for 18 West European countries for the period 1945–2013. In addition to investigating the general effect of the state of the economy on government termination, we hypothesize that macroeconomic conditions affect cabinet termination in different ways depending on the type of government that is in power. Using Cox proportional hazards models to estimate how different government types are impacted by the same changes in the economy, our results indicate that economic changes do matter, but that they mainly affect coalition governments. Our results also indicate that there is a difference between minority and majority governments when it comes to the type of termination. Minority coalition governments resolve to early elections, not replacements, presumably because a minority government does not survive defection. Majority coalition governments, in contrast, show sensitivity towards both types of terminations.

Abstract:
On conventional accounts, the state action doctrine is dichotomous. When the government acts, constitutional limits take hold and the government action is invalid if those limits are exceeded. When the government fails to act, the state action doctrine leaves decisions to individuals, who are permitted to violate what would otherwise be constitutional constraints. It turns out though that the modern state action doctrine creates three rather than two domains. There is indeed a private, inner band where there is thought to be insufficient government action to trigger constitutional constraints, but often there is also a public, outer band where there is too much state action for the Constitution to apply. The Constitution takes hold only in a middle band—the Goldilocks band—sandwiched between these two domains. For constitutional limitations to have force, the government must act just enough—but not too much. This Article’s first aim is to identify and describe this puzzling structure. It also examines a variety of doctrinal principles that produce and, perhaps, justify the state action doctrine’s three bands. The Article then argues that these seemingly disparate principles are all related to the special constitutional problems produced by the emergence of the middle band of government regulation. Finally, the Article concludes with some brief speculation about whether the modern tripartite structure can survive.

Abstract:
In the South Carolina state government, 43.4% of all full-time equivalent employees will be eligible to retire by the mid- to late-2020s. The potential loss of core organizational knowledge may occur as a result of the retirement of seasoned employees. Grounded by the transformational leadership theory, this qualitative case study explored the successful succession strategies of 8 Certified Public Managers (CPMs) in South Carolina state government organizations. Purposeful sampling led to selecting the 8 CPMs who each had more than 11 years of experience managing employees and each directly influenced the programmatic operations for their respective state government organizations. Data were obtained through individual semi-structured interviews and through state government organizational documents. Analysis included using codes to identify similar words and phrases, then recoding to categorize the codes into themes. Data transcriptions, coding, member checking, and methodological triangulation were used to strengthen the credibility of the findings. Thematic analysis identified 3 emergent themes within the data: succession implementation, succession continuity, and succession hindrances. The implications for positive social change include the potential for state government executive leadership to implement a succession program for all South Carolina state government organizations. The positive social change implications may provide standardization and structure for retaining core knowledge that could contribute to continuity, an increased focus on sustainable workforce capital, customer satisfaction, and social responsibility throughout communities in South Carolina.

By discussing the autonomy of local government in Tanzania, this research will highlight whether or not local government in Tanzania has the autonomy to exercise its functions without undue interference from the central government. There is not much literature on the local government laws of Tanzania .Therefore, this research will contribute to the concept of decentralisation in Tanzania in particular and Africa in general.

Abstract:
Minnesota had a number of industries in the 1930s that played key roles in determining state policy. These industries included agriculture, flour, and lumber. During the time period, Minnesota politics became more radical in order to address the vast changes taking place that were brought on by the Great Depression. This radicalism brought on one of the most powerful state level third parties the nation has ever seen and possibly Minnesota's most successful governor. From 1929 to 1940, Minnesota's state legislature had many obstacles to overcome including an economic bubble in the agriculture industry, teamster strikes within the Twin Cities, and radical state-level politics. The legislature implemented numerous programs and tax policy changes to face these challenges, while the federal government passed the New Deal to address many of the same issues from a federal level. Many of these policies have been described by historians as successful while others have not. Based upon the statistics provided by the University of Arizona Economics Department, there may have been underlying economic factors that were overlooked.

Abstract:
Context: Electronic Government (sometimes referred to as digital government, online government) is the use of information and communication technologies to: a) enable optimization and innovation of all government internal processes in the back-office and external processes by providing government services to customers through Internet and other electronic means; and b) facilitate achieving goals of all government policies and strategies. Objectives: In this study we are explaining e-Government practices, perceptions and performances of state institutions of Bosnia and Herzegovina (BiH) and analyzing obstacles and challenges of current approach to e-Government management, in order to propose immediate and middle-term e-Government actions for BiH state institutions to start delivering integrated and useful e-Government services. Methods: In this, three sources of information are used: a) comprehensive survey of state employees, b) interviews with some of the e-Government practitioners and c) systematic review of a number of relevant article sources. All questions/reviews have been done in order to find out what measures could be taken and what guidelines should be followed by the BiH state institutions so they become more IT savvy in taking advantage of e-Government implementations. Results: Measures for improvements have been proposed in several distinct areas: building human capacities for e-Government development, changing management and leadership practices, building regulatory and organizational framework for e-Government and resolving interpersonal issues in e-Government systems design. Additionally, a Phase plan for e-Government project implementation is proposed to those having a vision and idea on some e-Government project, but maybe lacking the skills and knowledge on how to actually initiate, design and implement it. Conclusions: We conclude that BiH state government should realize that e-Government is not just about implementing some IT projects; it is an overall public administration reform process which has to be adequately supported by regulative and organizational measures. This thesis provided arguments for such strategic e-Government decision-making and necessity for government-wide management and development capacity. We conclude that there is a need for BiH state government to understand the current situation and arguments presented, and take steps in building its capacities in this field.

Abstract:
Literature focusing on the small states started to emerge after the World War II. This literature has occasionally stressed the relations among the size of the state and governmental interventionism, exemplifying that small states should be more expensive to run. As rather mixed empirical results tend to be delivered on whether small states should have larger governments, and in order to provide additional empirical evidence, this paper at hand explores how the size of a state relates to the size of the government. Specifically, the study intends to address also the question whether smaller states are different in comparison to larger states regarding the structure and volume of government spending. The findings indicate that scale economies effect can be observed only for governmental consumption spending, but we cannot directly empirically confirm scale effects and the notion on the risk- reducing role of the state for governmental transfer spending.

Abstract:
There are many players in the process of sustainable development of Latvia, including the long-term viability of the country: state and local government institutions, companies, non-governmental organizations, as well as various informal interest groups and every inhabitant. As the regions of the country have different socio-economic development results, it is important to find out who and how can influence these processes. The scientific novelty is the survey developed by the researchers of the National Research Program EKOSOC-LV in order to find answers to the question: What is the long-term viability of the country and what affects it? During four years, 946 respondents from Pieriga, Vidzeme, Kurzeme, Latgale regions were surveyed about the most important influence factors of three groups of change agents: state institutions; local governments as local government bodies; communities or residents of the municipality. The results of the survey show the following trends (the Kruskala-Wallis Test showed that the differences were not statistically significant): the state’s impact was generally positive in the years under review and had increased slightly. However, the impact of the other two groups of change agents was on a downward trend - for municipalities as local authorities and for communities living in the municipality. According to the individual assessment of each respondent, the most important agent of change was not the state institutions, but local governments or residents of the community, which is a positive indicator, because the development of the area can be most influenced by people living in its social groups, etc.

Dataset of the all-government index of the Economic Freedom of North America for comparison of jurisdictions (federal governments) in different countries. The Economic Freedom of North America measures the extent to which the policies of individual provinces and states are supportive of economic freedom—the ability of individuals to act in the economic sphere free of undue restrictions. The all-government index employs 10 variables for the 92 provincial/state governments in Canada, the United States, and Mexico in three areas: (1) Government Spending, (2) Taxes, and (3) Regulation. Also, we incorporate three additional areas at the federal level from Economic Freedom of the World Annual Report: (4) Legal Systems and Property Rights, (5) Sound Money, and (6) Freedom to Trade Internationally. In addition, we expand area 1 to include government investment, area 2 to include top marginal income and payroll tax rates, and area 3 to include credit market regulation and business regulations. These additions help capture restrictions on economic freedom that are difficult to measure at the provincial/state and municipal/local level.
