Abstract:
The purpose of this study was to investigate the competitive state anxiety and self-confidence on artistic gymnasts participating in the Greek national competition. 84 gymnasts, aged 9 – 11 years, completed the Competitive State Anxiety Inventory-2, one hour before the competition. The gymnasts, based on the total score they have received in all-around competition were divided into high and low performance, responded to the three subscales: Cognitive Anxiety, Somatic Anxiety, and Self-confidence. Results showed that there was significant difference in Self-confidence between high performance and low performance gymnasts. However, no significant differences were found in cognitive anxiety and somatic anxiety in these gymnasts. The Pearson coefficient revealed statistically significant between cognitive and somatic anxiety. The regression analysis failed to reveal any significant predictor of performance in these young male artistic gymnasts. The findings of the study underline the importance of examining competitive state anxiety and self-confidence in young male artistic gymnasts, mainly developing strategies to improve self-confidence to enable the athletes to better prepare for forthcoming competitions.

Abstract:
The aim of the article is to improve the possibilities for learning and applying practical tips on competition protection, and to develop ways to promote competition and economic growth that will enhance the prosperity of the economy and society. It is important that the goal of competition protection is to create conditions that will lead to a more competitive market structure and business behavior without direct intervention from the competition body. Note that the most disadvantageous alternative to the competition body is the application of close and lasting control of the dominant firms by competition law. This alternative results in more inadequate funding by requiring more resources. Modern economic reality, characterized by the transformation of economic relations, business globalization, integration of transitional economies into the global space, makes the development of competitive relationships more important for improving economic and innovation performance. As a result, it has been established that a successful market economy requires a competitive culture within the country. Both consumers and the business community need to be aware of their competitive policies and how they can benefit from it. Competition agencies play an important role in this learning process.

Abstract:
Athletes participate in competitive competitions, and the ultimate goal is to better display their personal competitive level in the competition so as to achieve the goal of defeating their opponents and winning the competition. In all types of competitions, most matches are instantaneous, and opportunities are fleeting. The instantaneous nature and fierce competition of sports competitions require athletes who participate in sports competitions to have a high psychological quality. It can be seen that the quality of the mental state directly determines the performance of the athletes in usual training and competition. In the process of sports, if athletes can obtain real-time changes in their mental states when they encounter various situations, they can formulate more targeted and effective training or competition strategies according to the athletes’ states. For the opponent, by analyzing the opponent’s psychological state during exercise, the game strategy can be adjusted in real time in a targeted manner, and the probability of winning the game can be provided. Based on this background, this paper proposes to use support vector machine (SVM) to identify the mental state of athletes during exercise. This paper first collects the data of body movements and facial expressions of athletes during training or competition. Use multimodal data to train an SVM model. Output the emotional state of athletes at different stages based on test data. In order to verify the applicability of the method in this paper to the athlete subjects, several comparative models were used in the experiment to verify the performance of the used models. The experimental results show that the accuracy rate of emotion recognition obtained by this method is more than 80%. This shows that the research in this paper has certain application value.

Success in competition is ensured by long-term preparation, but direct pre-competition training (DPT) is of fundamental importance, with the help of which athletes must bring themselves to a state of high or the highest working capacity. Modern views on the essence and construction of preliminary training stage most intensively began to be formed since the 1960s. The reason for this was the appearance of such fundamental projects, such as "Periodization of sports training" by L.P. Matveva, "The current system of sports training" by N.G. Ozolina, "The coach of athletics trainer" ed. L.S. Khomenkovoi. The success in competitions is provided by long-term training, but fundamental importance has a direct pre-competition training (DPT), by which athletes should lead themselves to a state of high or the highest efficiency. If the goal of competition is only of training or control nature and athlete is not eager to achieve a high result, then DPT is not necessary before the starts. Such a combination of the process of training and participation in competitions may occur in the first competitions at the beginning of the competitive period. However, when there is a participating in high-level competitions or even more in the culminating competitions, in such an event, DPT is essential. Mistakes in the building of the phase of the DPT are often the reason not only for an unsuccessful speech in the main competition, but it is also the reason for a slowed down growth of achievements and even deterioration of them. All training of an athlete can be considered successful if he shows the best result in the crucial competition with a significant progress in his accomplishments.

Abstract:
During the training process before the competition, the athlete often shows a high result similar to, and sometimes exceeding, his previously achieved record. However, in the conditions of the following competitive activity, especially in tough sports competition, there is a decrease in effectiveness. This circumstance is often explained by a poor shape of a sportsman. While a more correct objective indicator of the decrease in effectiveness during the competition, as many experts claim, is the psycho-pedagogical mobilisation unpreparedness of an athlete. The aim of this research was to mobilise the strong-willed qualities of highly qualified swimmers, which allow a sportsman to demonstrate his or her best or equal to previously achieved sporting results during important competitions, involving psychological and pedagogical methods. During the implementation of this goal, methods helping to form person’s strongwilled qualities were used, including psychological and pedagogical methods. The results were obtained. They positively characterize applied psychological and pedagogical methods, which effectiveness was proved by the higher level of record achievements shown by the overwhelming majority of participants in the pedagogical experiment during the competitive activities implementation, as well as in the moral and volitional state rise when overcoming the competitive distance. It has been shown that the use of psychological and pedagogical activities together with autotraining contributes to the formation of an internal mood, the state of assemblage and eagerness to achieve one’s best result.

Abstract:
The State action defence doctrine arises in cases of possible conflict between regulation and competition law, i.e. when regulation restricts competition. Which rules prevail? Is the undertaking responsible for behaviour which has been required by public regulations? EC Courts have shown a readiness to apply competition prohibitions in the presence of regulatory measures that simply facilitate or encourage the very same forbidden conduct, but they may find that the issue falls outside the scope of competition provisions when the Court is satisfied that the Member State has left no room for autonomous decisions by market participants. However, Member States are bound not to render ineffective antitrust prohibitions, as this would be a violation of Article 10 in combination with Articles 81 or 82 EC, and primacy of EC law over national law requires a national competition authority (NCA), in the course of an investigation under Article 81 EC into the conduct of undertakings, to be able to declare a national measure contrary to those provisions and, consequently, to disapply it. As regards the penalties which may be imposed on the undertakings concerned, if a national law precludes undertakings from engaging in autonomous conduct which prevents, restricts or distorts competition, the duty of NCAs to disapply such an anti-competitive law cannot expose the undertakings concerned to any penalties, either criminal or administrative, in respect of past conduct where the conduct was required by the law concerned. However, conduct after the NCA’s decision finding an infringement and disapplying such an anti-competitive national law has become definitive, can be penalised. If a national law merely encourages, or makes it easier for undertakings to engage in autonomous anti-competitive conduct, those undertakings remain subject to Articles 81 EC and 82 EC and may incur penalties, including in respect of conduct prior to the decision to disapply that national law. This case law still leaves a number of questions unanswered, and the scope of this defence is far from clear.

The multifaceted competitive policy promotes awareness of the importance of competition by society, ensures maximum transparency of state regulation, reduces the level of corruption and increases public confidence within activities of the competition authorities, helps developing self-regulation of economic entities. At the same time the mechanism of state regulation and self-regulation has its own instruments for improving the efficiency of advocating competition. Research of their peculiarities, instruments, role and interaction are important directions of modern scientific investigations and the purpose of this article.In this article a comparative method to study is usedfor common and distinctive features of advocating of competition in different countries and Ukraine. The results show that it is extremely important to create a system for advocating of competition in order to inform society, protect the attained level of competition in entrepreneurial activity, prevent or suspend, and then stop the abuses of monopoly position, the anti-competitive concerted actions of business entities, the anti-competitive actions of state authorities and unfair competition. The experience of economically developed countries convincingly suggests that such practices have a positive effect on the functioning of the competitive environment in which the interaction of economic agents takes place. The results show that there was a gap in implementation of economic policy in Ukraine and there is a gap between legally established norms on the implementation of competition policy and the practice of their application. To a large extent, this is due to the lack of well-developed strategy for economic development in Ukraine and, accordingly, the strategy for the development of competition policy.

The effectiveness of competition plans on athletes' performance outcomes was assessed while accounting for the mediating influence of state depression and self-efficacy. Competition plans reflect an integrated and personalized plan that consists of a set of decision-making rules based on the principles of self-control and self-efficacy development that are tailored to the specific demands of an upcoming competition in a given sport and highly individualized to take into account the specific qualities of the athlete. The relationship between the development of a competition plan and athletes' evaluations of their competitive outcomes was of interest. 11 elite athletes participating in 104 competitions involving 7 different sports participated. Results support the beneficial effect of a well-developed competition plan in affecting athletes' perceived performance; the relationship was mediated by state depression and self-efficacy Coaches and sport psychologists should devote increased attention to the development and refinement of athletes' precompetition performance plans while also considering participants' self-efficacy and mood characteristics.

Abstract:
The competition state thesis has for twenty years sought to make sense of the profound changes in the global economy and explain the impacts of globalisation on both the nation state and the welfare state. That the thesis is still consistently cited by scholars stands as testament to the power of its central messages and the fact that the authors have revisited and revised their work so as to keep pace with an ever changing world. At a time when governments around the world are implementing ‘austerity budgets’ to address a series of profound financial crises, the core arguments made by Cerny and Evans appear extremely pertinent. Gone they say are the days of the welfare state, created as it was to serve citizens bound by bonds of solidarity forged in the war. Here to stay are the days of the competition state, brought into being to serve the global economy in which citizens exist in a more atomised society, joined to one another by weak bonds of mutuality. While the arguments advanced within the competition state thesis ring true and hold much persuasive power, their focus on only a small collection of nations and the limited body of systematic empirical evidence with which they are supported represent an obvious and addressable flaw. This thesis sets out to provide a rigorous empirical investigation of the competition state and through the use of quantitative and qualitative methods uncovers much to support the work of Cerny and Evans. The competition state can indeed be evidenced through the application of empirical research, but it doesn’t necessarily take the form we might expect. Indeed it does not merely take one form and maybe, just maybe, offers a glimmer of hope for the welfare state it is meant to replace.

Die Regierungen in der Europäischen Union retten Unternehmen in Schwierigkeiten durch staatliche Rettungs- und Umstrukturierungsbeihilfen. Diese Dissertation besteht aus drei Kapiteln, die solche Beihilfen analysieren. Im ersten Kapitel nutze ich Daten von 86 Fällen aus den Jahren 1995-2003 um zu prüfen, wie wirksam die Beihilfen bei der Konkursprävention sind. Es gibt drei Ergebnisse. Erstens steigt die geschätzte diskrete hazard rate in den ersten vier Jahren nach der Subvention und sinkt danach, was nahelegt, dass einige Sanierungen den Konkurs eher verzögern als verhindern. Zweitens, Regierungen favorisieren staatliche Unternehmen bei Beihilfeentscheidungen, obwohl diese keine besseren Überlebenschancen haben. Drittens, die Wahl, ob Rettungs- oder Umstrukturierungsbeihilfe gewärt wird, ist eine endogene Variable in der Analyse. Wenn man sie als exogen betrachtet, unterschätzt man die Auswirkungen auf die Konkurswahrscheinlichkeit. Das zweite Kapitel ist eine Studie über die Auswirkungen von Bailouts auf Marktstruktur und Wohlfahrt in einem internationalen, asymmetrischen Cournot -- Duopol. Es wird gezeigt, dass die optimale Beihilfe positiv ist, auch wenn der Marktaustritt einer Firma nicht verhindert werden kann. Der Grund hierfür ist ein strategischer Effekt, der die effizientere Firma zu einer zusätzlichen kostenreduzierenden Maßnahme veranlasst. Wird der Marktaustritt verhindert, ist Effizienz geringer. Das dritte Kapitel enthält empirische Belege der politischen, institutionellen und wirtschaftlichen Determinanten der Sanierungsubventionspolitik. Ich nutze einen neuen Datensatz über Entscheidungen über Rettungs- und Umstrukturierungsbeihilfen während der Jahre 1995-2003 zusammen mit Informationen über Wahlergebnisse in den Europäischen Ländern. Das wichtigste Ergebnis ist, dass die Beihilfen in Ländern mit Mehrheitswahlsystem wahrscheinlicher sind, insbesondere während der Jahre vor Wahlen.
Governments in the European Union bail out firms in distress by granting Rescue and Restructuring Subsidies. This thesis consists of three chapters analyzing European bailouts. In the first chapter, I use data from 86 cases during the years 1995-2003 to examine the effectiveness of bailouts in preventing bankruptcy. The results are threefold. First, the estimated discrete-time hazard rate increases during the first four years after the subsidy and drops after that, suggesting that some bailouts only delayed exit instead of preventing it. Second, governments'' bailout decisions favored state-owned firms, even though state-owned firms did not outperform private ones in the survival chances. Third, subsidy choice is an endogenous variable and treating it as exogenous underestimates its impact on the bankruptcy probability. Policy implications are discussed in the chapter. The second chapter is a study of the effects of bailouts on market structure and welfare in an international asymmetric Cournot duopoly. I show that the subsidy is positive also when it fails to prevent the exit. The reason is a strategic effect, which forces the more efficient firm to make additional cost-reducing effort. When the exit is prevented, allocative and productive efficiencies are lower than in case of exit. The third chapter provides evidence of political, institutional and economic determinants of bailout policies. I use a new data set based on rescue and restructuring aid decisions during the years 1995-2003 merged with information about electoral outcomes in European countries. The main finding is that in countries with majoritarian democratic institutions bailouts are more likely, in particular during years preceding elections. Since bailouts are a targeted fiscal policy, the evidence supports the theory of Persson and Tabellini (2000) predicting that electoral systems shape incentives for fiscal policy choices.

This is a study of the design competition for the new State House in Providence, Rhode Island, which began in 1890 and ended in 1892. The competition was supervised by the Rhode Island State House Commission, a body formed by the legislature and presided over by former Rhode Island Governor Herbert W. Ladd. The Commission was initiated in January 1890 and began meetings in May 1890. The competition ran in two parts. First local Rhode Island architects were invited to compete and then a group of nationally known architects were brought in to compete with three of the Rhode Island firms. The interest in this building and the competition which led to its construction lies in the style of the completed building and in who was selected to design it. McKim, Mead & White were the winners of the competition and they produced a design (and eventually a building) which is a monument to the then new trend in American classicism which became popularized through the vehicle of the World's Columbian Exposition of 1893 in Chicago. This building represents the ideals of the "City Beautiful", or "White City", movement which grew out of the influence of the Fair on the American Public. The study seeks to show how a small group of architects, which included McKim, Mead & White, had the correct social and professional connections to obtain such monumental projects as the Rhode Island State House. It is hoped that the story of the State House's competition will shed light on how the small elite which ruled American architecture in the 1890's was able to maintain their control.

Abstract:
This thesis explores, first, the evolvement and implementation of competition policy in China, where a competition culture was largely missing for decades; and second, the extent to which the government has resolved the inherent contradiction between preserving state control and promoting competition. The main aim is to evaluate how a competition law, which is essentially a product of capitalist free market economy, is being applied in China, a socialist country where predominant state-owned enterprises (SOEs) together with their owner – the Chinese government – generate the most distortions to market competition. To achieve this aim, the thesis studies, first, the ongoing economic transition and the historical development of Chinese competition policy; second, the prolonged drafting process of the Anti- Monopoly Law (AML); third, the substantive and institutional aspects of the enforcement of the AML, and the outstanding problems of the current competition system; and fourth, the role of the government in the interplay between competition policy and SOEs. The thesis also studies the European Union (EU) competition regime, which had substantial influence on the adoption of the AML and the design of China’s competition system. This discussion intends to use the experiences of the EU in modernising its competition system and in handling competition-related issues involving public enterprises to provide some meaningful answers to certain problems concerning the application of the AML and to possible reform of competition system in China.

This thesis will examine the relationship between National Competition Policy in Australia, the State Agreement Acts that are the centerpieces of resources development policy in Western Australia, and the public interest. The specific issues covered in this thesis are that: •National Competition Policy has had problems in its scope and implementation, and that these may be demonstrated by an assessment of Western Australia’s State Agreements in relation to National Competition Policy; •On the basis of three case studies examined in this thesis, the State Agreement Acts in Western Australia would fail to meet the public interest tests set by National Competition Policy; •The review of the State Agreement Acts required under National Competition Policy was inadequate. Chapter 1 provides the rational and scope of the study. Chapter 2 sets out Competition Policy, its historical and theoretical basis, the link between trade policies and Competition Policy, some international perspectives of Competition Policy and the specific way National Competition Policy (NCP) evolved in Australia. Chapter 3 examines the structure and features of NCP. Chapter 4 outlines State Agreement Acts, what they are, their history and their significance in considering NCP. The common features of State Agreement Acts and major revenue and accountability issues associated with State Agreement Acts will be identified. Chapter 5 assesses the relationship between NCP and State Agreement Acts. In particular, it sets out at the NCP legislative review process and the anti-competitive issues and potential problems of competitive neutrality within State Agreement Acts. It also considers the concept of the public interest in relation to State Agreement Acts. Chapter 6 considers the case for reform of State Agreement Acts within the wider context of industry assistance at Commonwealth and State levels. Chapters 7,8 and 9 present three case studies of specific Development Agreements: the Wood Chipping Industry Agreement; the Iron and Steel (Mid West) Agreement; and the Silicon (Kemerton) Agreement, in terms of their relationship to the principles and policies of NCP. The South African Competition Act 89 of 1998, as amended addresses an array of principles and issues surrounding competition policy. However, it has become apparent that the Act remains silent regarding state-aid and moreover state owned entities in relation to competition law. This paper analyses the development of competition policy within South Africa and the origins of state-owned entities and state aid. The aim of this paper is to evaluate whether state-owned entities encourage, strengthen or diminish the concept and purpose of competition. Furthermore, a comparative analysis will be done between South Africa and current and previous Member States of the European Union in an attempt to decipher whether state-owned entities are efficiently regulated and utilised to promote the objectives set out in the Competition Act. Lastly, this study will include possible recommendations which are on par with global trends or models as to how state-owned entities and state aid should be administered within the Republic.

Abstract:
State and local governments forfeit over $80 billion in tax revenue each year in order to incentivize businesses to expand operations and create jobs in, relocate to, or refrain from leaving their states. The use of tax incentives has expanded massively during recent decades to include all states and a range of industries. Targeted tax incentives are proven to be an inefficient method of promoting economic growth and job creation, because of the negative impact of public spending cuts that offset the decline in revenue. There is a large disparity between states that do offer large amounts of incentives and those that do not that remains largely unexplained in the literature. Using cross-sectional data from the New York Times, I examine whether this disparity is associated with the political economy or geography of the states, or if it is largely random. I find little support for the political economy and geography hypotheses. A lack of support for the first two hypotheses suggests that the use of business tax incentives is largely random at the state level. I conclude by examining the viability of several proposals for limiting the use of business incentives and suggest more data collection and further research into potential solutions.

Abstract:
Competition law provides the formation and protection of free competition. Modern market economy is the basis of the principle of free competition. Free competition provides an effective utilization of resources, price goes down, saving to reduce costs, find new technologies and their use in production. Desired markets, although a perfect competition market, because of market failures rather than the ideal situation monopolies, cartels can occur. At this stage, competition policies become important because they provide an efficient resource allocation, and constitutes an important element in raising the level of social welfare. Competition law is state intervention tool in order to establish and maintain free competition in the economy. Competition laws is seen as the constitution of the economy. In Russia, first competition authority was created in 1990 and the Law “On Competiton and Ristriction of Monopolistic Activity on Goods Markets” passed in 1991. After the OECD Peer Rewiew Report on Russia’s Competition Policy and Law, competition authority was abolished, new Federal Antimonopoly Service (FAS) established in 2004. Also new competition law passed in 2006. In Turkey, competition law passed in 1994, Turkish Competiton Authority was established in 1997. The aim of this study is to analyze competition law rules is implemented in Turkey and Russia. Also Examples of decisions issued by the Turkish competition authority and FAS Russia will be presented.

It is important for the coach to teach the athlete the techniques of psychological protection, including restoring the stability control system, reducing feelings of anxiety and countering it. It is important to carry out special psychological training. Including effective preparation for competition, based on: social values; formation of mental "internal support"; overcoming psychological barriers. Every day the degree of development and influence of sports reaches a new level. Also, the requirements for athletes in technical, physical and tactical readiness are increasing, respectively, the result of competitive activity will already be determined by readiness and psychological attitude. Psychological preparation is a process aimed at creating a state of mental readiness for competition in athletes. This should be considered the subject of psychological preparation for competitions in sports.

Though there is usually competition over the control of the machineries of power, the turning point of that competition into violence becomes imperative in discerning the causes, both remote and immediate of such violence. In the light of the above, this paper notes the volatile nature of elections in Nigeria at large and Ekiti State in particular between 2007 and 2010. Abstract:
M. Sergeyev’s article “Ukrainian National Idea in the Modern Ukrainian Media Space” states that modern Ukrainian philosophical thought tries to get rid of the flaws and stereotypes of its one-sided orientation “to the East” and tries to establish a European orientation in the minds of Ukrainian citizens. The theoretical proof of the new worldview took place throughout the formation of the Ukrainian state from Little Russia to Ukraine and presents its actual struggle for independence. It is an integral concept that reflects the process of forming theories and views of prominent Ukrainian thinkers on the place and role of Ukrainians in the becoming and development of an independent Ukrainian state. As O. Zabuzhko emphasizes, “all Ukrainian philosophical, historical, sociological thought of the past and our centuries (including the diaspora) is permeated with the sacred idea of nationalism”. The author concludes that the logic of the historical development of the Ukrainian national idea reveals only one model of its socio-political future, which implies the need for Ukraine’s integration into the European and world community. This path requires the moral and political readiness of the entire Ukrainian society for its implementation and prevents the emergence of any other - alternative ideas. Solving this problem is complicated by the need to return to Ukraine the temporarily occupied territories of Crimea, Luhansk and Donetsk regions. Of course, this model will lead to significant political and economic tensions in society (the final severance of economic relations with Russia, the closure of non-competitive industries, the outflow of labor to the west). At the same time, the orientation of the Ukrainian national idea to the west will increase competition in all branches of production and will be a condition for further self-improvement of Ukrainian society.
