Said, Pace Doreen. "Assessment for Learning (AfL) in one Maltese state college." Thesis, University of Sheffield, 2018. http://etheses.whiterose.ac.uk/21381/.

Full text
Abstract:
Assessment is a complex landscape. Debates about whether summative or formative assessment, or a combination of both, offers the best approach to assess students’ learning have been dominating international and local literature for years. This study seeks to further enrich these discussions by looking into the relationship between the beliefs and practices about Assessment for Learning (AfL) of Maltese state primary school teachers in one college. A college is a cluster of primary, middle and secondary schools within a particular geographical region. Furthermore, this study takes a step forward in investigating the influence of a collaborative action research approach on the teachers’ beliefs and practices about AfL. Throughout the study, positivism is resisted and the guiding theoretical framework is social constructionism based on an interpretive paradigm. This investigation was carried out in two phases over the span of one year, the first phase in May-June 2014 and the second phase from September 2014 to June 2015. The first phase consists of collecting data from two open-ended questionnaires with eighty-five teachers and eight Heads of Schools. The second part of the study consists of a nine-month long study with three teachers who were new to AfL. These participants took on the role of action researchers to improve their class situations by embedding a set of AfL strategies in their lessons. Multiple data sources including group discussions, individual feedback sessions, record-keeping booklets, semi-structured interviews with the teachers and their students and teachers’ self-written stories were utilised. Both research phases generated rich qualitative data which were analysed from a qualitative content analysis lens. Data coding and analysis were assisted by NVIVO. Findings of the first phase indicate that the overarching situation consists in a positive level of thought, which is accompanied by a limited understanding and a higher degree of mechanical AfL practice. Thus, the relationship is a divergent to a convergent one, therefore a complex one. This link transcends into degrees of semi-complex (Early Years) to a complex (Junior Years) relationship at the particular year group levels. Findings from the collaborative action research part show that this mode of teachers’ professional learning had an overall positive influence on the beliefs-to-practice relationship, albeit to different degrees of improvement. Nonetheless, the participants still ended with a wobbly belief about AfL having the same effect on all the students. This thesis argues that the belief about the pedagogy is also underpinned by the teachers’ perceptions of the students’ attitudes and motivation towards learning. Thus, the teachers’ perceptions of the students are affecting their expectations and perspectives of the success, or otherwise, of AfL. Hence, the belief to practice relationship is a matter of degree.

Abstract:
At Northeast State Community College (NeSCC) nearly 70% of students need some form of financial aid to attend. State support is flattening or decreasing and the gap is filled by private donors' support (Northeast State Community College, 2011). Hundreds of donors have made significant contributions to aid in the education of those in the Northeast Tennessee region. The purpose of this study was to investigate the philanthropic motivations of a select group of 4 donors who have given a significant amount to a community college and to garner their specific reasons for doing so. This qualitative study included 4 interviews from current donors in the President's Trust at NeSCC who had contributed at least $10,000. I interviewed an alumni representative, a faculty member, an individual contributor, and a corporate representative to better understand their approaches and perspectives on giving to NeSCC. Through the interviews, I learned personal stories and motivations for giving. Some of their experiences can be linked to the servant leadership theory, transformational leadership, and Maslow's Hierarchy of Needs. Also, the participants had similarities in stating that it was rewarding to give back and they all agreed that something from childhood spawned their motivations for giving.

Full text
Abstract:
College students are at high risk of contracting sexually transmitted diseases, including HIV/AIDS due to the high frequency of unprotected sexual activity (Centers for Disease Control and Prevention, 2003). Condom use research among college aged youth has primarily concentrated on individual decision making processes with some recent focus on the impact of peer norms. To further understand college students? choices regarding sexual risk behavior, the current research examines the influence of the parent-college student relationship on college students? decisions about condom use. Building on previous research in sexual risk and alcohol use literature, the current study examines the role of parent-young adult relationship variables (i.e. facilitation of independence, and affective quality) on condom use. Parental influence has been an important predictor in other areas of college student life but has not been examined in the college student sexual risk literature. Results and implications for future studies are discussed.

Mackey, Claudie James. "Prediction of freshmen withdrawing from an emerging state university." Diss., Virginia Polytechnic Institute and State University, 1989. http://hdl.handle.net/10919/54234.

Full text
Abstract:
The primary purpose of this study is to investigate and modify an instrument by which the prediction of high risk withdrawal students can be accomplished at an emerging state university. The study utilized 334 members of the freshman class at the state university. Study participants received no special programming or treatment prior to completion of the questionnaire. The subjects were required to complete Alexander Astin's Prediction Scale. Measures taken were: pre-college background, family background, educational aspirations, expectations about college, student characteristics, source of financial aid, work status and place of residence during student‘s freshman year. The statistical treatment of the data collected within this investigation required several techniques in determining its significance. An analysis of variance was employed to ascertain the differences existing between the independent and dependent variable established within the investigation. A multivariate regression analysis was used to designate the exact location of the differences revealed by the ANOVA program. An analysis of these computations revealed differences existing between males and females. Multiple regression revealed a difference in each of the four steps of each group when compared to the other group. The findings of this investigation warrant the following general conclusions: 1. That the freshman year is very crucial in the persistence of students at the university by the highest percentage of withdrawals coming from the freshman class. 2. That entering freshmen with grades higher than A had a better than 50% chance for retention; other research supports this position. 3. That dissatisfaction with the program or lack of money contributes significantly to reasons for student withdrawal. 4. That financial stability of parents of students who attended the university is important in the persistence of all students. 5. That cooperative efforts from the local, state, federal and institution's financial communities is a must in keeping the availability of work opportunities for students who desire and have the need to work. 6. That commitment to the educational goals of the university was a major concern of enrollees. 7. Finally, that being able to "fit" both academically and socially was very important to incoming enrollees.

Abstract:
First-generation college students from the Appalachian region may be at risk in terms of their successful transition from home to college and in their persistence to graduation. I investigated possible influences on the college experiences of a purposeful sample of 10 Walters State Community College students. Participants were of diverse ethnicity, included both genders, and ranged in age from 18 to 45 years. In-depth interviews were conducted to aid in a narrative study that explored their experiences and the obstacles they faced in the college environment. Many of the findings of this study concur with the review of the literature in that socioeconomic and generational status play a role in Appalachian students' college experience. This study, unlike the review of literature, found that the families of many first-generation students not only recognize the value of a college education, but also fully support the academic endeavors of their college students.

Abstract:
The purpose of this study was to determine the availability of internet access for students attending Walters State Community College during the spring semester 2010. In particular, it is unknown to what degree broadband internet access is available in the counties that Walters State considers the service area of the college. The research was conducted during the spring semester 2010 including the months February, March, and April of 2010. Data were gathered by surveying currently enrolled students of the college. Twelve percent of the population responded to the study. The survey instrument covered the areas of demographics, Internet connection type from home, and usage of that Internet service for coursework. The results of the data analysis gave insight into what degree students of WSCC had access to high-speed Internet from their homes. For example, over 20% of the respondents did not have an internet connection at all or only dial-up available at their home. Thirty percent were dissatisfied with their current high-speed Internet service. Approximately 64% thought high-speed Internet was very important in completing coursework. The study provided an increase in the body of knowledge on Internet access for Walters State students and increased the body of knowledge for Internet availability in the surrounding counties of Walters State.

Byrd, Anna. "A Study of State College Faculty Trust in Immediate Supervisors." UNF Digital Commons, 2018. https://digitalcommons.unf.edu/etd/849.

Full text
Abstract:
This quantitative study investigated faculty trust in their immediate supervisors (academic deans and faculty chairs) in a state college setting. A survey instrument created for this study was based on existing research on trust in schools by Bryk and Schneider (2002) and Tschannen-Moran and Hoy (1998), as well as research on trust in corporate setting. The study’s purpose was to determine the types and frequencies of interactions between community college faculty and deans/faculty chairs – i.e., faculty immediate supervisors – that are related to higher levels of faculty trust. Also investigated were the relationships between faculty trust and demographic characteristics including age, gender, ethnicity, length of employment, and number of faculty in department. The study’s findings suggest policies and practices for creating more trusting environments in community and state college settings, thereby leading to higher faculty retention levels. These, in turn, can contribute to increased levels of student success, higher graduation rates, and financial savings for schools.

Ragland, Sheri E. "The Effect of State Financial Aid Policies on College Completion." ScholarWorks, 2016. https://scholarworks.waldenu.edu/dissertations/2055.

Full text
Abstract:
In 2008, state legislatures provided $6 billion in financial aid to 2 million low-income young adults. When low-income young adults receive state financial aid and do not complete college, states lose their investment because fewer people with degrees will contribute to the state's economy. Declining states' budgets have led to (a) the rising cost of higher education, (b) state merit-based aid that has targeted nonminority students from affluent backgrounds, and (c) state need-based aid that has targeted students further along in their college career. State need- and merit-based aid may contribute to the lack of college completion among low-income freshman students who rely on financial aid. The purpose of this study was to explore the differences between state need- and merit-based aid as enrollment factors of low college completion among low-income students in the U.S. This study was grounded on Tinto's model of social integration. Secondary data collected by the National Center for Education Statistics on 101,000 freshmen who attended 1,360 postsecondary institutions in 2003-04 and 2008-09 were used for this study. Logistic regression was used to test and compare two models. Logistic regression tested the relationship between the predictor variables of state need- and merit-based aid and degree completion. This study's results revealed that state merit-based aid had a greater predictive value than state need-based aid as enrollment factors of college completion among low-income young adults. This study contributes to positive social change by providing state policy makers with research results to evaluate and formulate state financial aid policies that will increase access to financial aid and college completion rates among low-income freshman students.

Full text
Abstract:
Typescript. Includes bibliographical references (leaves [279]-287) This thesis examines the growth ring structure of Eucalyptus camaldulensis Dehnhardt and investigates links between ring features and the climatic conditions under which growth took place. Samples of E. camaldulensis from the Barmah Forest (near the River Murray in northern Victoria) were used in the study. E. camaldulensis growth is linked to periodic flooding, and the Barmah Forest contains sites that are frequently flooded. Wood samples were obtained from sites subject to different average flooding frequencies. Trees used in the study grew out of natural regeneration in the 1920's and 1930's and from regeneration trials in the early 1960's. Initial investigation of E. camaldulensis samples revealed ring-like features that were able to be traced on samples by eye. Microscopic investigation showed that there existed considerable variations in the properties of individual rings at different positions on the samples, and that the boundaries between rings were often indistinct. Further examination of E. camaldulensis microstructure was performed on samples from two trees that grew on sites with significantly different flooding regimes. These samples possessed features that formed rings, with rings being successfully matched between samples taken from different heights in the trees. As the complex microstructure of E. camaldulensis did not lend itself to standard dendroclimatological techniques, methods were developed to facilitate the comparison and matching of rings. These methods were also used in the successful matching of ring patterns with the output from a simple climate-based tree growth model. Two sets of E. camaldulensis samples (BS1, with 33 samples, and BS2, with 39 samples) were studied to assess the level of individual variability in ring patterns, and to provide a representative ring pattern for climate comparison. Following the development of methods for identifying samples with similar ring patterns, a subset of similar samples was selected from the BS1 set. A member of this subset was selected to provide a ring-width pattern upon which a representative pattern of ring features for BS1 was based. The rings of the BS2 samples possessed poorer ring definition than the BS1 samples and provided no new or different information. Consequently, the representative ring pattern for BS1 was used in a dendroclimatological investigation for the site. The ring pattern was matched with the output from two tree growth event models. Although rings were matched with growth events over a 27 year period, the high variability of individual ring features prevented matching of particular types of ring features with particular types of climatic events. An investigation of numerical methods for matching ring patterns with ring or growth event patterns, and for identifying samples with similar ring patterns, was performed using signal smoothing and filtering techniques and a dynamic time-warping procedure. Ring matching and identification of similar ring patterns was found to be most successful on samples where the ring patterns, expressed as continuous signals, had similar mean and amplitude values. The techniques were unsuccessful in the matching of signals of different form, such as continuous ring pattern signals and discontinuous growth event signals.

Contrary to popular belief, teenage mothers are a declining proportion of birthing women; however they receive much negative public attention. Of particular public concern is the high cost of supporting teenage mothers, in terms of financial, health and welfare resources. Historically, the typical founding mother of white Australia was single, but post-war changes in the family structure incorporated the expectation that children be born into two-parent households with the male as the breadwinner. Policy changes in the seventies saw the introduction of the Sole Parents Pension which meant that many birthing teenage women could choose to keep their infants rather than have a clandestine adoption or an enforced marriage. The parenting practices of teenage mothers have been criticised for being less than optimal, and mother and child are reported as being disadvantaged cognitively, psychosocially, and educationally. One widespread nursing service which provides support for new mothers in Victoria is the Maternal and Child Health Service; however, teenage mothers appear reluctant to use such services. Why this should be so became an important question for this research, since little is known about the parenting practices of teenage mothers. This study therefore sought to explore mothering from the perspective of five sole supporting teenage mothers each of whom had a child over six months of age. The research methodology took an interpretive ethnographic approach and was guided by feminist principles. The data were collected through repeated interviewing, participant observation, informal discussions with key informants, field notes and journalling. Data analysis was aided by the use of the software, program NUD-IST. It was found that the young women in this study each chose to give birth with full realisation that their existence was dependent on the Welfare State. Unanticipated, however, were the many structural barriers which made their lives cataclysmic, but these reinforced their determination to prove themselves worthy and capable mothers. The young women negotiated motherhood through a range of social supports and through maternal practice. Unquestionably, their social dependency on the welfare system forced them into marginal citizen status. Moreover, absolute and intrinsic poverty levels were experienced, brought about by inadequate welfare payments. Formal support agencies, such as the Maternal and Child Health nurses were rarely approached to provide childrearing support beyond the initial months following birthing, since the teenagers' basic needs such as shelter, food and clothing took precedence over their parenting needs. Additionally, some nurses were perceived to hold judgmental attitudes towards teenage mothers. It was far easier to forestall confrontation with nurses and the other 'older' women clientele by avoiding them. Thus XI they turned to charitable agencies who provided a safety net in the form of emergency supplies of money, food, or equipment. Informal networks of friends provided alternative modes of support when family help failed to materialise. The children, however, provided the young women with an opportunity to transform their lives by breaking free of the past, and by creating a new, mature existence for themselves. Despite being abandoned by family, friends, lovers and society, in the privacy and isolation of their own homes, they attempted to provide a more nurturing environment for their children than they themselves had received. Each bestowed unconditional maternal love on the child and were rewarded through the pleasures of watching their children grow and develop into worthwhile individuals. The children became the focus of their attention and their reason for living. In the course of their welfare dependency, the young women became public property, targets of surveillance, and were subjected to stigmatising and condescending public attitudes wherever they went. In this way, it was evident that they were an oppressed group, but each found ways of resisting. Rather than focussing on their oppressive or disabling lives, or dwelling on their disadvantaged status, the young women sought their identities as mature women through motherhood and by demonstrating that they could do this important job well. Through motherhood their lives had meaning and a sense of purpose. The thesis concludes that motherhood in the teenage years is difficult. However, if appropriate supports are made available, teenage mothers need be no different from non-teenage mothers. But with state resources shrinking, and their own resources limited, teenage mothers are disadvantaged. In some ways, this study showed that all levels of support were inadequate, although those provided through the charitable organizations were seen to be the most appropriate. This reflects the current policy of economic rationalism adopted by most Western liberal democracies in the 1980s and 1990s and no less by the former Keating Labor Government in Australia.

Abstract:
This thesis examines the perceptions of lecturers, graduates and employers of personal and interpersonal skills development in an accounting degree at Victoria University. The development of personal and interpersonal skills in students in higher education has been the focus of discussion amongst accounting educators, accounting practitioners and the accounting profession for many years. There is a general consensus on what skills are necessarily sought to ensure success within the accountancy profession but very few previous studies on how those personal and interpersonal skills are being developed. This research study presents a research framework which emphasises the complex interrelationships between an accounting curriculum, accounting lecturers, accounting graduates and employers of graduate accountants and their perceptions of how personal and interpersonal skills are developed. A case study approach, combining archival, qualitative and quantitative methods, is used to investigate how a Bachelor of Business Accounting degree in one Australian university facilitates personal and interpersonal skills development. The case study results indicate that the curriculum, as the vector for skills development, has both explicit and implicit references to skills outcomes. Graduates perceptions of many of the personal and interpersonal skills considered in this study are closely related to the curriculum findings. However, there appears to be a lack of convergence between lecturers perceptions, the curriculum and graduates perceptions. Employers generally agree that graduates display most of the personal and interpersonal skills, albeit at a low level, in the workplace. There are curriculum implications arising from the results of this research for accounting academics who design and develop accounting programs where the value of graduates personal and interpersonal skills are acknowledged. As a first step, academics need to improve accounting curricula by explicitly integrating personal and interpersonal skills in their subjects. Communicating to students the explicit nature of personal and interpersonal skills development and making them aware is the next step.

Horiguchi, Hikaru. "Networks for local governance: A case study of the Kindergarten Cluster Management framework in Victoria." Thesis, 2017. https://vuir.vu.edu.au/36841/.

Full text
Abstract:
Because of the serious financial plight of local governments (Dollery et. al, 2012) and in response to the emergence of a neo-liberal regime (Geddes, 2005), the Victorian State Government has sought strategies for improving both economic efficiency and participatory democratic governance. Establishing a network form of local governance was one of the strategies, with various actors from non-government sectors joining in the public policy process (Considine and Lewis, 2003). Previous studies did not clearly address the following issues: why the Victorian Local Governments introduced a network structure for their governance, how the involved organizations were coordinated, what affected their collaborative relationships, and the impacts of networking. The purpose of this study was to answer those questions. The Kindergarten Cluster Management policy framework is an example of a local government’s network governance. A multiple-case study was conducted with twelve interviewees who were primary stakeholders of kindergarten service provision in four different local councils. The data collected from the interviews were analyzed by pattern matching following Yin’s (2004) guidelines. This study found that local governments sought to improve economic their efficiency by networking, and that the national and Victorian Governments’ social policies and regulations significantly affected the operations of local governments and community organizations. This research found that three modes of governance - hierarchy, market and network - were utilised as coordinating mechanisms by the collaborating organizations. In contrast to the previous literature, this study found that a hierarchy mode of governance maintained stable and reliable working relationships. The relationships formed through contracts were fragile, which was characteristic of the market mode of governance. The network mode of governance existed in all collaborative relationships, and facilitated the smooth communication among network participants. ‘The Rhodes model’ of policy network (Rhodes 1992, p.13-14), identified in previous research, was not utilizable, but the concept of industrial networks (Johanson and Mattsson, 1991) can also be applied to the connection of organizations involved in the provision of kindergarten services. That said, the different positions held by stakeholders provided different perspectives, particularly in the assessment of networking outcomes.

Shearson, Kim. "Policing intimate partner violence involving female victims : an exploratory study of the influence of relationship stage on the victim-police encounter." Thesis, 2014. https://vuir.vu.edu.au/28816/.

Full text
Abstract:
Intimate partner violence (IPV) is a pervasive social problem associated with increased morbidity and mortality risk. Women experiencing IPV often seek assistance from police. Such help-seeking efforts are frequently perceived as problematic by both victims and police. Legal remedies, including orders of protection and criminal charges are the focus of most policing effectiveness research, despite being utilised at only a minority of attendances. Applying a symbolic interactionist and feminist perspective and guided by a constructivist grounded theory approach, this study aimed to explore a broader range of outcomes by examining the way police and victims understand their encounter, the consequences of those understandings and the influence of victims' relationship stage on such encounters. Semi-structured interviews were conducted with 12 police officers and 16 female victims, with 14 victims participating in follow-up interviews. Processes previously associated with victimisation such as denial, minimisation and fear, as well as diminished sense of entitlement and the need to monitor their abusive partners' behaviour were found to inhibit victims from engaging fully with police. All victims sought to stop the violence. Their help-seeing aspirations included safety, ego-support and justice, which manifested differentially according to Landenburger's (1989) relationship stage model. Victims‟ safety and recovery was found to be enhanced when police name abuse, show intolerance for all forms of IPV, assume responsibility for victims' safety, including taking prescriptive action, and support victims to attain justice. Such outcomes are more likely to occur in the presence of a mutually empowering alliance. Victims seek an alliance at all relationship stages; however, police are more likely to engage in an alliance when victims are at the disengaging phase. Police decision making is influenced by their values and the attributions they make regarding level of physical violence, victim status and the likelihood of achieving long-term change in the victim-perpetrator dynamic. The limited ability of police to respond to psychological abuse, non-injurious physical violence, and ongoing harassment was perceived as particularly problematic by victims and police alike. Legal sanctions and formal processes to overcome these problems must be implemented if police are to continue their endeavours to uphold the rights of women experiencing IPV.

Ruza, Nadiah. "Income Inequality, Corruption and Market Power: An Econometric Analysis." Thesis, 2018. https://vuir.vu.edu.au/38660/.

Full text
Abstract:
Income inequality refers to how unevenly income is distributed in society. Income inequality has been perceived to escalate generally due to excessive gains by the top income earners. Rising income inequality across OECD countries and in the United States has become a center stage in policy debates across the world. The main objective of this study is to empirically explore the econometric linkages between income inequality, corruption and market power. This study seeks to shed light on possible causal links by utilizing international data on OECD countries and micro data for the United States at the state level to account for problems associated with data issues at the international level, such as unobservable institutional factors. This thesis uses data for 26 OECD countries (1984 to 2014) and 50 states of United States (1977 to 2014). Causality and copula analyses are undertaken to explore the empirical nexus of income inequality, corruption and market power. For causality testing, this study implements a procedure proposed by Dumitrescu and Hurlin (2012) for testing Granger causality in panel datasets. In a trivariate setting, this research extends Dumitrescu and Hurlin (2012) method and adapts Toda and Yamamoto (1995) approach in time series datasets. Causality analysis is employed to understand the causation between these three main issues. However, this analysis does not allow information on the total correlation of variables of interest (Chong and Gradstein, 2007). Thus, the copula approach is applied to complement causality analysis. Copula approach is a well-known tool in financial risk management and insurance applications and has proven to be a superior tool for modeling dependency structures. To our knowledge, it has rarely been used in economy applications. In this study, this study employed bivariate copula and Vine copula. The evidence presented here consistently shows that there is a strong linkage between income inequality, corruption and market power. However, the dependence between linkages is unique and varies between countries and states in the United States. The results demonstrate the strong dependence between these three factors. Most of the time, the linkage is slightly stronger for income inequality and corruption. These advances econometric method does provide a new insight in exploring the nexus of income inequality, corruption and market power. Further, Granger causality and dependence seems to be more pervasive in US states than OECD countries, possibly due to more accurate and consistent measurement of corruption and market power, and less unobservable heterogeneity in the former dataset. Overall, this research reveals some important results regarding the linkages of three variable of interest. The study also demonstrates that combining copula approach and causality testing can provide a comprehensive way to understand the linkages. This approach can lead to incremental insights and conclusions. The insights offered here are expected to be valuable for public policy on market distortions, income distribution and economic growth.

Sutton, David F. "An analysis of paediatric palliative care in the state of Victoria." Thesis, 2005. https://vuir.vu.edu.au/17919/.

Full text
Abstract:
The concept of palliative care as an holistic approach to the management of patients with incurable conditions has its roots in the hospice movement. It has since grown into an established field of practice for health professionals of all disciplines and has been recognised as a medical specialty since 1987. Palliative care remains relatively underdeveloped in the paediatric setting for a number of reasons. Firstly, death in childhood is now relatively rare due to the advent of antibiotics, immunisation and advances in the treatment of malignancies. This means that any health professional's individual exposure to palliative care issues is limited, making the development and maintenance of skills difficult. Secondly, the traditional model of palliative care, as a path to be taken when all curative options have been explored, does not adequately serve children and adolescents where the transition to palliative care may be less clear due to a broader range of diagnoses and patterns of disease progression. Children also present added dimensions to palliative care including developmental, ethical and physiological considerations. The involvement of parents as care givers and decision makers further increases the complexity of providing palliative care. Research is lacking and the evidence on which to base practice is limited. Nevertheless, there are theoretical constructs that can be utilised to build a framework for research in this area. The works of Glaser and Strauss, Corr and Copp on theories of death and dying coupled with earlier works by Freud, Erikson and Piaget on theories of childhood development provide a suitable theoretical framework. Corr's 'task' based model described in 1992 allows us to view the process of providing pediatric palliative care from many different perspectives, and thus provides for a rich multi-dimensional model of pediatric palliative care to be constructed. This study was done to analyse and investigate the knowledge, attitudes and needs of both providers and recipients of palliative care in a major tertiary paediatric hospital, the Royal Children's Hospital (RCH), Melbourne, Australia and, in addition, to examine various models of delivery of paediatric palliative care in use around the world, and to identify from the literature the constituents of care that make up 'best practice' as regards paediatric palliative care. From this investigation it is hoped to develop a model of care that will best serve the RCH and its patients.

Abstract:
This thesis by publication analyses the emergence of independent judicial councils and their role in facilitating judicial control of court administration in Australia, Canada, Ireland, the Netherlands, Sweden, the UK, the USA and other countries. While much research has been conducted into the relative merits of judicial control of court administration, the thesis extends the court governance literature by developing an analytical policy framework for a model Judicial Council of Victoria with broad statutory responsibility for improving the quality of justice in the court system. The thesis then applies the proposed analytical model to assess the legal and institutional framework of Court Services Victoria (‘CSV’), which was established in 2014 in order to transfer the responsibility for court administration from the executive government to the judiciary. The thesis argues that an independent judicial council, such as CSV, requires a strong developmental mandate to assist the courts improve their operations and respond to a multitude of internal and external challenges that they inherited from the executive system of court administration. At the level of the courts, the framework envisages the establishment of a compact management board, comprising executive judges and the court CEO, which is modelled upon a corporate board of executive directors, with full responsibility for court administration.

Abstract:
Libraries have been with us for almost as long as writing; their role, purpose and means of operation have changed greatly over the thousands of years of their existence. Technology simpliciter can be understood as humans at work. The way we work shapes the technologies we use just as technologies shape the way we work. That is, there is a mutual shaping or coconstruction of society and technology. This thesis is a study of libraries and the introduction of Internet technologies. Employing the notion of an open system that is, one which is undergoing constant change, has indeterminate boundaries and means of control, it examines from a sociotechnical viewpoint, informed by Actor-Network Theory, the way the mutual interaction between technologies, society and culture shape the evolution of the system. Data were collected in 1998-9 and 2005 utilizing techniques from both ethnographic and case study research, to capture and illustrate this fluidity. Three libraries in Melbourne, Australia, were objects of this exploratory study with both library staff and users being interviewed and observed as they engaged with Internet technologies as part of their working, studying, communicating or recreational lives. The thesis report seeks to make the reader aware, through a process of reflexive or confessional reporting, the interrelatedness of all the actors (including the researcher), both human and nonhuman, in the evolution and shaping of the system of Internet use in the organizations that were the objects of this study. The resulting study reveals uncertainty, resistance, accommodation, enthusiasm and even failure in the sociotechnical system and serves to illustrate the fallibility of theories that assume society and technology are essentially static categories -especially when applied at the micro level, as here.

Ramírez-Ramírez, Calixto 1949. "Pre-Mesozoic geology of Huizachal-Peregrina Anticlinorium, Ciudad Victoria, Tamaulipas, and adjacent parts of eastern Mexico." 1992. http://hdl.handle.net/2152/12989.

Full text
Abstract:
The Huizachal-Peregrina Anticlinorium is a large NNW-trending structure in the front ranges of the Sierra Madre Oriental of Mexico (23° 45ʹ N; 99° 10ʹ W). The breached core of the anticlinorium exposes three major geologic terranes: (1) . A late Precambrian granulite terrane (Novillo Gneiss) remarkably similar in composition, appearance, grade and age of metamorphism to rocks of the Grenville Province, especially the Adirondacks; (2). A mid-Paleozoic low-grade metamorphic complex (Granjeno Schist) of volcano-sedimentary origin with ophiolite rock assemblages, that resemble rocks of the Ouachita-Appalachian inner zones; and (3). A strongly folded and faulted section of Paleozoic fossilifireous sedimentary strata, more than 1500 m thick, similar to the rocks of the Ouachita frontal zone exposed in the Marathon region of Texas. Except for an extensive subcrop terrain of Permo-Triassic granitic intrusives, the terranes in the area studied represent "unique samples" of the Pre-Mesozoic basement framework of eastern Mexico. These terranes belong to two ancient superposed orogenic systems: the Late Precambrian Oaxacan (Grenville) and the Paleozoic Huastecan (Ouachita-Appalachian) structural belts. Based on the geologic study of these pre-Mesozoic terranes at Huizachal-Peregrina, and compared with the widely spaced and limited outcrops (and sub-crops) of equivalent rock units of eastern Mexico, a tectonic model is proposed which interprets the granulite terrane as representative of continental crust, and the low-grade metamorphic terrane as rocks that accumulated on top of the ocean crust of a marginal basin. This latter sequence experienced a complex history of deformation and metamorphism as it was subducted towards the east, culminating 330 m.y. ago. The onset of Carboniferous-Permian orogenic flysch sedimentation is interpreted to have occurred when the marginal basin became closed by an arc-continent collision. The Permo-Triassic granitic rock terrane of the subsurface of the Gulf Coastal Plain represents the magmatic roots of that volcanic arc. The pervasive NW to NNW-trending structural grain, of the Oaxacan and Huastecan structural belts south of Huizachal-Peregrina through Oaxaca, when compared to the NE-trending distribution of Precambrian and Paleozoic terranes in the United States are compatible with the existence of a proposed zone of large left-lateral displacement across northern Mexico.

Dahanayake, Sunil J. "The enactment of auditability: Developing value for money (VFM) Audit practice in the State of Victoria." Phd thesis, 2013. http://hdl.handle.net/1885/11513.

Full text
Abstract:
Recent literature has highlighted the importance of examining the practices of auditing. However, most of the focus of previous literature has been on front stage elements, such as the audit reports and annual reports. Relatively little attention has been paid to backstage elements, such as the audit methodologies and strategic planning processes that underpin the performance of auditability. Power (1996, 1997, 2003b), Khalifa et al. (2007) and Robson et al. (2007) argue that it is necessary to understand both the audit context and the audit methodologies that underpin audit practice in order to understand how auditability is constructed. This thesis examines how regimes of auditability associated with the value for money (VFM) audit are created and enacted and focuses on the key elements of the VFM audit process namely: audit methodologies, strategic planning process and audit environment with three research questions. The three research questions addressed in this study are: how are VFM audit methodologies developed; how does the role of VFM audit methodology, as reflected by VFM audit process, change over time; how is VFM audit enacted through the strategic planning process. These research questions are explored in the context of the Victorian Auditor-General’s Office (VAGO) between 1982 and 2007. The construction of auditability is theorised by applying the concepts of framing and overflowing (Goffman 1959, 1974; Callon 1998, 1999). This study is informed by qualitative research methodology—particularly research methods attributable to critical and interpretive approaches. This study recognises three different roles that VFM audit methodologies can play (accounting device, change enabler and inscription) and that influence audit practice differentially. This study concludes that the role of VFM audit methodologies in creating auditability can change over time. It finds that the VAGO developed VFM audit methodologies to produce four categories of focus frames as VFM audit reports: auditing frames, management consultancy frames, legal frames and research frames. This study concludes that the strategic planning devices became a powerful representation material in creating an interactional link between VFM audit methodologies and the audit environment. Those strategic plans were embedded with power in order to influence and activate the VFM audit practice in harmonising the relationship between the VAGO and other actors/stakeholders in the VFM audit. The findings suggest that the VAGO developed the audit environment by implementing corporate and annual plans from 1986, and that developing VFM audit methodologies and creating an audit environment receptive to those methodologies by the VAGO established its jurisdictional rights in this area. This is reflected in the fact that the VAGO is considered an expert on VFM audit in Victoria by the Public Accounts and Estimates Committee (PAEC) of the Victorian Parliament. This study extends the argument that auditing methodologies are not passive scripts—they work as inscriptions in processing data and information to produce VFM audit reports, and provide legitimacy for public sector organisational operations. This study argues that the construction of auditability for the VFM audit is unique and it involves the development of audit methodologies and enacting them through the process of strategic planning by an Auditor-General’s Office.

Katis, Jenny. "The Dynamics of Ethnic Entrepreneurship: Vietnamese Small Business in Victoria." Thesis, 2017. https://vuir.vu.edu.au/32618/.

Full text
Abstract:
Small businesses represent by far the largest proportion of business entities within Australian business, and as such represent a vital component of the country’s economic structure (ABS, 2016). There has been a significant increase in the Australian population due to immigration from a range of countries. In fact, Australia is now very diverse, with migrants arriving from more than 200 countries across the world. There are approximately 5.3% of all small businesses that are run by Vietnamese entrepreneurs in Australia (ABS, 2016). It is clear from this figure that Vietnamese small businesses make up a significant proportion of this sector in Australia. This thesis examines the dynamics of Vietnamese migrants in small business in Victoria. The consideration of environmental and personal factors in understanding Vietnamese migrant business start-ups, survival and Ethnic Entrepreneurship theories has been the focus of discussion for this study. Firstly, there is a general consensus of what contributing environmental and personal factors influence the Vietnamese migrant in business start-up. Secondly, the thesis looks at how these factors are associated with the Ethnic Entrepreneurship theories identified in the literature. Lastly, the work identifies what factors have contributed to the Vietnamese migrant in sustaining their small business.
