The monograph, on the one hand, examines the period of development of the descending cycle of evolution and the associated progressive changes that show the irreversibility of the processes of formation of the planetary system. The end of one cycle and the beginning of another leads to the transformation of the system of life and the expansion of consciousness at a new energy level. On the other hand, the questions of potential opportunities for the development of the ascending phase of evolution, which goes both along the path of complexity of the organization and along the path of diversity, are considered. In the ascending evolutionary stream, what has been differentiated into the corresponding levels in the descending cycle is brought together and thus prepared to enter into new, more perfect forms of unity. It is shown that the development of humanity along its entire path depends on the interaction of energies of various forms and potentials. Understanding the relationships between different types of energy and their use provides insight into many important issues in the evolution of society. The material introduces the modern features of the existence of the male and female sexes from the energy point of view. The idea of a way out of the current conflict situation that has arisen between the sexes at the present stage of evolution is proposed. It will be useful for those interested in the problems of scientific knowledge, architects, philosophers,historians, physicists and methodologists of science, students and students of secondary schools.

The monograph examines the historical and economic aspects of state regulation of the economy, and concludes that the national results of identical economic policies pursued by individual countries at different stages of development are heterogeneous. Abstract:
The monograph summarizes the legislative and regulatory framework, as well as shows the theory and practice of energy saving and energy efficiency development in Russia and in the world with the actualization of the use of a breakthrough domestic high-energy-efficient technology based on molecular heat generators Termaron. These devices use the principles of hydrolysis, cavitation, magnetism, resonance and synergy of these processes. The results of research conducted with the participation of specialists from Dubna state University, as well as the practice of using the Termaron ATP, showed that its operation provides a high efficiency in the use of electric energy, equal to 0.98, and the coefficient of conversion of electric energy to heat is from 2.3 to 4.6 (on average, 3.45). At the same time, the cost of heat energy and hot water supply is two to three times lower compared to traditional types of heat generating devices. It is intended for representatives of government authorities, University teachers, scientific and practical specialists in the field of design, construction and operation of energy-efficient residential and commercial real estate, state and municipal employees, managers and employees of development companies, students, masters, postgraduates and other specialists interested in improving their competencies in the field of energy efficiency based on domestic innovative breakthrough technologies in Russia and abroad.

This chapter reviews the microscopic interpretation of the pre-exponential factor and the activation energy in rate constant expressions of the Arrhenius form. The pre-exponential factor of apparent unimolecular reactions is, roughly, expected to be of the order of a vibrational frequency, whereas the pre-exponential factor of bimolecular reactions, roughly, is related to the number of collisions per unit time and per unit volume. The activation energy of an elementary reaction can be interpreted as the average energy of the molecules that react minus the average energy of the reactants. Specializing to conventional transition-state theory, the activation energy is related to the classical barrier height of the potential energy surface plus the difference in zero-point energies and average internal energies between the activated complex and the reactants. When quantum tunnelling is included in transition-state theory, the activation energy is reduced, compared to the interpretation given in conventional transition-state theory.

Abstract:
This chapter frames the transition towards clean energies as a sequential process of instrument choice and instrument change. First, regulators decide how to initiate the transition away from fossil energies. Here, support policies for renewable electricity are politically convenient because they face low resistance from fossil energies’ interest groups. In the second stage, regulators need to adapt support policies for renewables to challenges arising along the transition pathway. This theoretical two-stage framework is empirically substantiated by tracing the development of support policies in Germany. Against the backdrop of this analysis, small-step policies that could foster the energy transition process are pointed out.

Abstract:
Early in the EU liberalization process, renewable energies needed governmental support in a market dominated by traditional sources. Support was considered an exception to prohibition of governmental promotion of indigenous national energy sources. The Climate and Energy Package changed this perspective, leading to the 2009 Directive, allowing member states to enforce support schemes promoting renewable energies. Conflicts emerged between some schemes and the rules on state aids of the Treaty on the Functioning of the European Union. Deficient stability of support schemes must yield to a more predictable legal framework. The proposed substitute renewable energies Directive must be read in light of reinforcements of EU sustainable energies policies and 2015 Paris Agreement commitments. Renewable energies technology innovation has reduced costs and governmental support is somehow redundant. The future Directive provides rules that are compatible with competition and on the need to support generation from renewable energies in other member states.

Abstract:
Schimbările climatice și inegalitatea economică sunt adesea considerate independent unele de altele. Dar nu este posibil să abordăm nici una dintre aceste provocări fără a ne angaja cu cealaltă: ele sunt indisolubil legate. Împiedicarea creșterii încălzirii globale peste 1,5 °C va necesita atingerea a 80% energie cu emisii zero până în 2030 și 100% până în 2050, iar o mare parte din aceasta ar trebui realizată prin utilizarea sporită a energiei regenerabile. Va deveni lumea mai sigură dacă energia regenerabilă va fi adoptată pe scară largă? Poate fi folosit transportul de energie electrică drept instrument de politică externă sau armă similar modului în care au fost utilizate resursele de petrol și gaze în trecut? Transformarea energetică globală determinată de sursele regenerabile va avea implicații geopolitice semnificative. Va remodela relațiile dintre state și va duce la schimbări structurale fundamentale în economii și societate. Lumea care va ieși din tranziția la energie regenerabilă va fi foarte diferită de cea care a fost construită pe o bază de combustibili fosili. Deși amploarea și ritmul precis al transformării energetice nu pot fi prezise, impactul acesteia asupra țărilor, comunităților și companiilor va fi profund. Țările trebuie să se pregătească pentru schimbările viitoare și să dezvolte strategii pentru a spori perspectivele unei tranziții fără probleme. Dezvoltarea energiei regenerabile poate permite o creștere compatibilă cu clima în țările cu venituri mici și medii, dar acest lucru vine și cu riscuri semnificative, inclusiv potențialul de a declanșa un blestem al resurselor cu efecte sociale, de mediu și economice negative, care au ca rezultat o creștere paradoxală încetinită. Trăim într-o eră în care omenirea schimbă acum sistemele „naturale” la o asemenea scară încât am devenit de fapt o forță geologică.
