COORDENAÇÃO DE APERFEIÇOAMENTO DO PESSOAL DE ENSINO SUPERIOR
A presente dissertação de mestrado intitulada Metrologia nas normas, normas na metrologia foi motivada por recomendações explícitas contidas no Plano Nacional de Metrologia (PNM) - transformado em instrumento da política metrológica brasileira, por força de Resolução Interministerial do CONMETRO, que propôs ações de fortalecimento do sistema brasileiro de normalização, priorizando a implementação de um comitê brasileiro para normalização em metrologia na estrutra orgânica da ABNT. Entendidas como funções complementares da tecnologia industrial, metrologia e normalização são tratadas não apenas como insumos essenciais para desenvolvimento da competitividade industrial e melhoria da qualidade de vida, mas, também, como elementos indissociáveis no equacionamento de vulnerabilidades que restringem o acesso de produtos brasileiros a mercados competitivos em decorrência de barreiras técnicas ao comércio internacional. Assim, no contexto das recomendações apontadas pelo PNM, a pesquisa de mestrado contemplou: (i) estudo do modus operandi dos organismos internacionais de normalização, para se perceber a forma pela qual o insumo metrológico é agregado às normas internacionais; (ii) análise das práticas vivenciadas por organismos nacionais de normalização de países mais industrializados, objetivando apreender suas experiências no desenvolvimento de normas em metrologia; (iii) entrevista junto a especialistas atuantes em metrologia e em normalização, objetivando definir um padrão de atuação para se equacionar a normalização técnica setorial no Brasil; (iv) caracterização dos principais fatos marcantes que impactaram o alavancamento da normalização técnica no País, provendo subsídio para equacionamento dos óbices ainda existentes e (v) análise das carências e vulnerabilidades do sistema brasileiro de normalização, assim consolidando conhecimento e uma visão crítica para planejamento da pesquisa de mestrado que se constituiu na concepção e formulação das bases conceituais de um comitê técnico para normalização em metrologia, proposto para ser implementado na estrutura orgânica da ABNT, entendido como estratégia de fortalecimento do sistema brasileiro de normalização e (vi) pesquisa de demanda por normalização em metrologia. Objetivando diferenciar as demandas por normalização em metrologia das demandas por metrologia na normalização, a pesquisa foi desenvolvida no contexto de três ambientes: (a) junto aos comitês brasileiros de normalização (ABNT/CB) e organismos de normalização setorial (ONS) que integram a estrutura orgânica da Associação Brasileira de Normas Técnicas (ABNT), com o propósito de conhecer necessidades específicas de metrologia na atividade de normalização bem como as dificuldades relacionadas ao uso e aplicação de fundamentos da metrologia como insumo ao processo de normalização técnica; (b) junto a especialistas de metrologia e normalização, para subsidiar o desenvolvimento de uma interface técnica de cooperação e (c) junto a fóruns especialistas de metrologia, para se identificar demandas por normalização, identificadas ao longo das respectivas cadeias hierárquicas de disseminação das unidades de base e derivadas do Sistema Internacional de Unidades (SI). The present master s degree dissertation entitled Metrology in standards, standards in metrology was motivated by explicit recommendations included in the National Metrology Plan (PNM) - which became an instrument of the Brazilian metrology policy, by force of a Interministerial Decision from CONMETRO, that had proposed specific actions to strenghten the Brazilian system of standardization, prioritizing the implementation of a technical committe for standardization in metrology within the ABNT structure. As complementary functions of industrial technology, metrology and standardization are treated not only as essential inputs necessary for the development of industrial competitiveness and quality of life enhancement, but also as intrinsic elements in equating vulnerabilities which restrict access of Brazilian products to competitive markets because of technical barriers to international trade. Thus, within the context of recommendations made by PNM, this master s degree research considered: (i) a study of the modus operandi of international standardization organizations, so as to perceive the way through which metrology inputs are added to international standards; (ii) an analysis of practices by national standardization organizations in industrialized countries so as to capture their experience in developing metrology standards; (iii) interviews with active experts in metrology and standardization with the purpose of defining a performance pattern in order to equate technical standards of industry in Brazil; (iv) a description of the most outstanding facts which had an impact on leveraging technical standardization in the country, providing subsidies to equate existingobstacles; (v) an analysis of the shortages and vulnerabilities of the Brazilian standardization system, thus consolidating knowledge and a critical vision in order to plan this master s dissertation which consisted of conceiving and formulating the conceptual fundamentals of a technical committee for standardization in metrology, to be implemented in ABNT s organic structure, as a strategy to enhance the Brazilian standardization system, and (vi) standardization demand research in metrology. With the aim of distinguishing the demand for standardization in metrology from the demand for metrology in standardization, this research was developed along three different lines: (a) at Brazilian standardization committees (ABNT/CB) and industry standardization organizations (ONS) which make up the organic structure of the Brazilian Association for Technical Standards (ABNT), so as to know the specific needs for metrology in standardization activities, as well as, the difficulties related to the use and application of metrology fundamentals as inputs to the technical standardization process; (b) with metrology and standardization experts in order to subsidize the development of the interface of a new cooperation rationale, and (c) research in forum specialized in metrology so as to identify standardization demands, pointed out throughout respective dissemination hierarchical chains of base units and derived from the International System of Units (SI). In addition tothe data bank which was consolidated by study and research developed and which led to a broad reflection on the existing correlation between metrology in standards and standards in metrology, the following results, which also came out of this master s degree dissertation, can be highlighted: (i) development of a new concentration area in technical standardization, created for the Post Graduate Program in Metrology at the Catholic University (PUC-Rio) in Rio de Janeiro; (ii) introduction of a process to build knowledge and development of human resources in standardization; (iii) the recent creation of ABNT/CB-53, the Brazilian Committee for Standardization in Metrology, whose genesis, conception, framework and implementation came out of the current master s degree work in metrology and which, officially , supplies Brazilian society with a technical forum for standardization in metrology. Abstract:
With rapid economic growth and urbanization in China, the Chinese building sector now accounted for a large amount of its energy usage and pollution. In order to minimize the environmental effect, the Ministry of Urban and Rural Development (MOHURD) has set a goal that 30% of all new constructed buildings will be green by 2020. This report reviews the Three Star System, the Chinese green building standard developed by the government agency MOHURD in order to promote and regulate green buildings in China. The study is done by comparing the Three Star System with two of its western equivalents, BREEAM and LEED. The technical manual of each standard is studied and compared, results from various researches within the area is also featured in the report. The finding of this report is that Three Star System is necessary to fulfill Chinas unique situation with a building sector that consist of high rates of new construction, although the standard is necessary it still need improvement in technical detail and user-friendliness to be at the same level as LEED and BREEAM. Some suggestion are proposed in the report for further development of the Three Star System

The layered concept works so well, a developer can implement exactly the capability they desire through careful selection of standards and protocols. This brings up an interesting question of where we draw the line between standardizing on a single implementation and allowing the flexibility of all there is to offer? There are valid arguments for both sides. The telemetry community cannot afford to let this question fall through the cracks. We have the chance to identify what we need to do and how we should do it for both the specific application and the overall system.

The context of this study is the inclusion of students with dillabilities in secondary schools. The introduction of legislation in the United States and Australia has resulted in large numbers of students with disabilities being included in regular classes by subject teachers. Inclusion in secondary schools has proved especially challenging to teachers. Reviews and research highlight the need for teacher training. but do not specify the knowledge and skills that teachers need to become inclusive. It has been proposed that professional teaching standards have the potential to guide preservice and inservice training. Before standards could be assessed for their inclusivity, however, it was necessary to identify the knowledge, skills and attributes of inclusive secondary school teachers and how they could be acquired.

This study examines standards and standard-setting for the protection of companion and farm animals. The well-being of companion and farm animals is dependent on the scope of standards applicable to their protection and the ways in which those standards are applied in practice. Despite the seriousness of harms inflicted on companion and, especially, farm animals every year, little scholarly attention has been paid to development of the standards governing their protection. A case study approach, focussed on Queensland, is used to explore who exercises authority in the arena of animal protection regulation, how standard-setting processes work and how these relate to compliance monitoring and enforcement. This study explores these issues through a series of questions: 1. How are the purposes of the regulation of the protection of companion and farm animals framed? 2. What types of regulatory standards apply to the protection of companion and farm animals in Queensland? 3. What are the processes for development of these standards, and how have these evolved over time? 4. What consequences do the prevailing types of standards have for compliance monitoring and enforcement? 5. How are these standards applied in practice through compliance monitoring and enforcement processes? 6. What are the key differences in the regulatory standards for the protection of companion and farm animals and how might these differences be rationalised? Insights from regulatory studies are used to interpret and explain regulatory objectives, standard-setting processes and, to the extent allowed by the data obtained in this study, compliance monitoring and enforcement. This study therefore provides a new field of practice – animal protection – for the application of established principles of regulatory analysis. This study makes a significant contribution to the discipline of animal law, still a comparatively new area of legal concern, by extending the predominantly doctrinal underpinnings of this field.

This work focuses mainly to the cultural differences between the Czechs and the French in the school and working environment. The goal is to identify the French cultural standards from the perspective of Czech university students in France and the Czechs, who work in France or are working in contact with French, for example, in the Czech Republic. The author uses the method of critical incidents by conducting interviews. The author tests four hypotheses: verifies if there are cultural differences between the Czechs and the French and if these differences manifest during the contact in the workplace and at school and whether the Czech and French have different perception of authority in the workplace and at school. In the end, the work proposes recommendations for Czechs to facilitate cooperation with the French at school and at work.

Standards are complex phenomena that exist in almost every area of human life, whether in the form of language, stock scenes in literature and films, computer user interfaces or protocols that allow data transfer over the internet. They are important building blocks for any form of human activity. Property rights in standards, provided by the laws of intellectual property, can foster their development by giving incentives to create technologies or works that are capable to become standards; but property rights can also impede further innovation since they allow the owner to exclude others from the use of the protected standard. Furthermore, standards are perceived to offer higher returns in form of royalties than "regular" technologies. In this context, standardization has been used as an argument to reduce the scope of protection for standard technologies with respect to computer user interfaces.
The thesis evaluates the soundness of a general argument of standardization for weaker protection in intellectual property law. It elaborates the arguments that are put forward to justify weaker protection in standards regarding the characteristics of standards and standardization as well as the justifications for intellectual property. It analyses the applicability of trademark, copyright and patent law to both already existing as well as developing standards. In particular, the concepts of genericness and descriptiveness in trademark law, the merger and scenes a faire doctrines in copyright law and the doctrines of patent misuse and patent abuse in patent law are discussed.

À l'origine de cette thèse, nous nous sommes intéressés à l'algorithme de tri TimSort qui est apparu en 2002, alors que la littérature sur le problème du tri était déjà bien dense. Bien qu'il soit utilisé dans de nombreux langages de programmation, les performances de cet algorithme n'avaient jamais été formellement analysées avant nos travaux. L'étude fine de TimSort nous a conduits à enrichir nos modèles théoriques, en y incorporant des caractéristiques modernes de l'architecture des ordinateurs. Nous avons, en particulier, étudié le mécanisme de prédiction de branchement. Grâce à cette analyse théorique, nous avons pu proposer des modifications de certains algorithmes élémentaires (comme l'exponentiation rapide ou la dichotomie) qui utilisent ce principe à leur avantage, améliorant significativement leurs performances lorsqu'ils sont exécutés sur des machines récentes. Enfin, même s'il est courant dans le cadre de l'analyse en moyenne de considérer que les entrées sont uniformément distribuées, cela ne semble pas toujours refléter les distributions auxquelles nous sommes confrontés dans la réalité. Ainsi, une des raisons du choix d'implanter TimSort dans des bibliothèques standard de Java et Python est probablement sa capacité à s'adapter à des entrées partiellement triées. Nous proposons, pour conclure cette thèse, un modèle mathématique de distribution non-uniforme sur les permutations qui favorise l'apparition d'entrées partiellement triées, et nous en donnons une analyse probabiliste détaillée
At first, we were interested in TimSort, a sorting algorithm which was designed in 2002, at a time where it was hard to imagine new results on sorting. Although it is used in many programming languages, the efficiency of this algorithm has not been studied formally before our work. The fine-grain study of TimSort leads us to take into account, in our theoretical models, some modern features of computer architecture. In particular, we propose a study of the mechanisms of branch prediction. This theoretical analysis allows us to design variants of some elementary algorithms (like binary search or exponentiation by squaring) that rely on this feature to achieve better performance on recent computers. Even if uniform distributions are usually considered for the average case analysis of algorithms, it may not be the best framework for studying sorting algorithms. The choice of using TimSort in many programming languages as Java and Python is probably driven by its efficiency on almost-sorted input. To conclude this dissertation, we propose a mathematical model of non-uniform distribution on permutations, for which permutations that are almost sorted are more likely, and provide a detailed probabilistic analysis

Literature on modularity acknowledges its relevance to innovation, but it rarely addresses the relationship between modularity and the structure of competition in technological markets. In this dissertation, I seek to extend received wisdom by shedding light on this relationship, and I find that modularity affects the structure of competition by shifting the locus of value capture. An empirical test provides evidence that interfaces are pivotal for prevalence in technological markets due to the network effects created by the use of modularization at the component level, on the design stage. Also, I demonstrate that the location of modularity asymmetrically affects the performance of firms. Firms which adopt modular components performs better than firms that adopt proprietary components when horizontal differentiation is more important than vertical differentiation. Lastly, I examine the effect of participation in Standard Setting Organizations to job mobility and I find an unexpected consequence of competition in technological markets: participation in the standardization effort may inadvertently lead firms to leak intellectual capital due increased job mobility of their inventors.
A literatura atual em modularidade reconhece sua relevância para a inovação, mas raramente discute a relação entre modularidade e a estrutura da competição em mercados tecnológicos. Nesta tese, eu busco expandir o conhecimento neste tema, e identifico que a modularidade afeta a estrutura da competição ao alterar o foco da captura de valor. Um teste empírico fornece evidências de que as interfaces são fundamentais na competição em mercados tecnológicos por causa dos efeitos de rede gerados a partir da modularização no nível do componente, na etapa de projeto. Além disso, eu demonstro que a localização da modularidade afeta assimetricamente o desempenho das empresas. As empresas que adotam componentes modulares obtêm desempenho superior que as empresas que adotam componentes proprietários quando a diferenciação horizontal é mais importante que a diferenciação vertical. Por último, eu examino os efeitos da participação em Organizações de Padronização na taxa de mudança de empregos, e encontro uma consequência inesperada da competição em mercados tecnológicos: a participação em processos de padronização de tecnologias pode inadvertidamente levar empresas a perder capital intelectual para a concorrência devido a um aumento da taxa de mudança de empregos de seus inventores.

As far as substation automation systems are concerned, one of the prime requirements of most utilities today is the interoperability between Intelligent Electronic Devices (IEDs) of different manufacturers. The standard IEC 61850 - Communication Networks and Systems in Substations - allows such interoperability between IEDs for protection and automation of substations. Presently, many manufacturers have implemented, or are in the process of implementing this standard in their IEDs. This has encouraged some utilities to specify IEC is to ensure that both system requirements are met and the features and benefits of the standard are fully exploited. The author of this thesis investigated and brought forward the design of an integrated monitoring protection and control system of a network in Cape Peninsula University of Technology (CPUT) campus based of the IEC 61850 standard. A method of testing the physical IED based on Hardware-In-Loop (HIL) configuration with the Real-Time Digital Simulator (RTDS) is developed and implemented. Mapping of IED Substation Configuration Language (SCL) with that of the RTDS GTNET cards is discussed and implemented to further exploit the use of realtime testing with Generic Object Oriented Substation Event messages (GOOSE). The thesis highlight the benefits of interconnecting the reticulation IEDs into a standardised communication network for protection, control and monitoring of each substation event. This improves the access to information and reduces maintenance cost on the reticulation network.

Abstract:
Public service broadcasting aims to serve the public good rather than private gain. Advocates believe that the work of broadcasting should be regarded as a public service for a social purpose. To achieve this purpose it should fulfil a number of ideals: cater for all sections of the community, service all geographic regions of a nation regardless of cost, be independent from political or commercial interests, educate, inform, entertain and improve the public it serves. The public service model was used as an ideal, to examine the performance of the Broadcasting Standards Authority in its first five years. It was found that for the Authority to be equitable and efficient requires: independence from political and broadcast industry influences, adequate funding, revision of the complaints system to improve public accessibility, and members with expert and specialised knowledge. Furthermore, there needs to be recognition of the principle that programmes should be assessed on individual merit, to increase the accountability of the Authority's decisions to the public The Broadcasting Standards Authority was instituted to retain public service broadcasting obligations in a deregulated environment. If the above issues are not addressed, then the credibility of the Authority's function as a public forum for the consideration and discussion of broadcasting standards must come into question.

This paper documents one proposed approach for transitioning the Integrated Network Enhanced Telemetry (iNET) Standards into the IRIG 106 Part 2 Telemetry Network Standards. Describing the iNET Standards in terms of the Transmission Control Protocol/Internet Protocol (TCP/IP) Model provides a solid foundation for the proposed IRIG 106 Part 2 chapter structure. The proposed approach incorporates an application-centric paradigm by emphasizing application-to-application communication. One change proposal augments the current Simple Network Management Protocol (SNMP) application protocol with a Hypertext Transfer Protocol (HTTP) application protocol that enables advanced data transfer features and other options. Another change proposal includes Data Channel enhancements resulting in a more harmonious relationship between statically and dynamically-defined Data Channels. This paper includes a high level transition plan for migrating towards this proposed approach for IRIG 106 Part 2.

Background: Growth in international trade and capital flows has triggered a rising economic integration. Because of these developments there has been an international homogenising effect upon many customs, practices and institutions. In business life it led among other things to a desire to harmonise Accounting Standards among countries.

Purpose: Our purpose is to answer the question: What is the international harmonisation process of Accounting Standards, what is its status quo and how important is the International Accounting Standard Board (IASB) in it?

Realisation: In order to fulfil this purpose, we have chosen a descriptive approach, which is based on secondary data from textbooks, articles and homepages.

Result: The international harmonisation of Accounting Standards is a process, which brings international Accounting Standards into some sort of agreement, in order to achieve a common set of principles, according to which financial statements from different countries are prepared. With the support of the IASB of the European Union (EU), 7000 European companies have to use International Accounting Standards (IAS) beginning 2005. Furthermore, the long existing rejection of IAS of the U.S. seems to change. Co-ordination of agendas of both standard-setting boards (IASB and Financial Accounting Standard Board (FASB) have been announced. We conclude, that the IASB plays a major role in the field of international harmonisation. This could be explained with achievements of the IASB, as for example the International Organisation of Security Commissions (IOSCO) Endorsement, EU regulation or the recent agreement of FASB and IASB to co-ordinate their work.

Abstract:
Auditing standards provide the objectives to be achieved in an audit and methods to be used by auditors. Standards differ across countries and vary over time. This thesis explores variations in auditing standards, focusing on the questions of how players with different economic incentives influence (or set) auditing standards and how those choices vary with different legal liability regimes. The thesis analyzes the process of setting auditing standards by considering two of the standards' properties: toughness (stringency) and vagueness (imprecision). I present a contracting model between an auditor and prospective investors. The properties of auditing standards are incorporated into the model because they affect the auditor's expected liability to investors and thereby affect the level of effort the auditor chooses to exert. The model predicts that auditors and investors each weakly prefer precise auditing standards if they can choose both the toughness and precision of the standards. Given precise auditing standards, investors are likely to choose tougher standards than the auditors' professional organization. If the toughness is fixed at a non-optimal level, however, the auditors and investors will prefer vaguer auditing standards whether the toughness is too high or too low. These predictions are supported by empirical evidence. When the legal regime becomes stronger, the standard setters (auditors or investors) initially prefer tougher auditing standards, but when the regime is stronger than a negligence-based liability regime with auditing standards defining due care, they prefer less tough auditing standards. Furthermore, if the toughness is fixed at an optimal level, the players have stronger incentives to choose precise standards as the legal regime becomes stronger. This thesis adds to the literature by investigating the standard setters' economic incentives in influencing (in this thesis, choosing) the properties of auditing standards. By understanding the economic impact of different standards, regulators, investors, and auditors are more able to anticipate the implications of a change in standards. This research is timely given the recent transfer of authority over auditing standards for public companies from the AICPA to the PCAOB in the U.S., and the world-wide trend of improving the clarity of auditing standards.

Standards may be argued to be important enablers for achieving interoperability as they aim to provide unambiguous specifications for error-free exchange of documents and information. By implication, therefore, it is important to model and represent the concept of a standard in a clear, precise and unambiguous way. Although standards development organisations usually provide guidelines for the process of developing and approving standards, they are usually more concerned with administrative aspect of the process. As a consequence, the state-of-the-art lacks practical support for developing the structure and content of a standard specification. In short, there is no systematic development method currently available: (a) For developing the conceptual model underpinning a standard; and/or (b) to guide a group of stakeholders to develop a standard specification. Semantic interoperability is considered to be an essential factor for effective interoperation – the ability to achieve semantic interoperability effectively and efficiently being strongly equated with quality by some. Semantics require that the meaning of terms, their relationships and also the restrictions and rules in the standards should be clearly defined in the early stages of standard development and act as a basis for the latter stages. This research proposes that ontology can help standards developers and stakeholders to address the issues of improving conceptual models and providing a robust and shared understanding of the domain. This thesis presents OntoStanD, a comprehensive ontology-based standards development methodology, which utilises the best practices of the existing ontology creation methods. The potential value of OntoStanD is in providing a comprehensive, clear and unambiguous method for developing robust information standards, which are more test friendly and of higher quality. OntoStanD also facilitates standards conformance testing and change management, impacts interoperability and also assists in improved communication among the standards development team. Last, OntoStanD provides an approach that is repeatable, teachable and potentially general enough for creating any kinds of information standard.

Abstract:
This thesis is about the evolution' of British Standards over the entire 20th century. Standards are documents which define the technical specifications of goods or services. British Standards are voluntary Standards developed by the consensus of groups of experts. The support for achieving consensus and subsequent publication of the documents was undertaken by an evolving organisation which began in 1901 as the Engineering Standards Committee of the Institution of Civil Engineers, became the British Engineering Standards Association in 1918 and changed its name to the British Standards Institution (BSI) in 1931. The organisation's constitution evolved 'throughout the twentieth century; a Royal Charter granted in 1929 marked its change from a Standard-developing organisation (SOO) to the UK's national Standards body (NSB). As an NSB additional services could be offered and in BSl's case these were known collectively as "conformity assessment". The thesis describes the origins and development of the technical Standards movement in Britain. It reviews the relevant literature and offers a classification of the evolution of British Standards by relating the changing patterns of organisation and flows of information associated with the development of Standards and their subsequent use. Four distinct strata of British Standards - Public Works, Industrial Support, Services and Global Trading - are identified, related to each other and followed to the end of the twentieth century. The impact of a number of topics as they affected British Standards are' examined, notably the significance of public works i~ the British Empire, government support for British industry, the changing characteristics of the British engineering profession, the limits of technological autarky, long-established international exchanges of technical information and the changes brought on by the globalisation of industry. The changing balance of support from Standards developers and Standards users of British Standards (and for the types of Standards developed) is discussed ~hrough to the end of the century when BSI's conformity assessment business had increased from safety testing to quality management systems registration and commodity inspection services.

The integrated Network-Enhanced Telemetry (iNET) project working groups have developed standards for Telemetry Network Systems (TmNS). In order for the standards to mature, the functionality of the standards will be demonstrated. To achieve this, efforts have been undertaken to simulate (and at times emulate) the key interfaces and to assess performance. To facilitate this work, a common network test bed has been developed. This test bed allows for validation of the iNET standards' performance characteristics.
