This thesis deals with the introduction of Highly Accelerated Life Testing (HALT) in a multinational corporation as part of a reliability improvement process for printed circuit boards (PCBs). More specifically, the thesis focuses on drafting a standard operating procedure (SOP) to standardize the fixture setup process so as to minimize variation in vibrational responses attributed to fixture setup. This study proposes a three phase approach to meet the objective. The first phase aims to minimize variation in the gauges and the vibration table. A gauge repeatability and reproducibility (gauge R&R) test is conducted on two triaxial accelerometers to determine the most suitable gauge for HALT. Next, a spatial uniformity test is conducted on the vibration table using design of experiments (DOE) method to determine the region with the most consistent vibration levels for testing. The second phase aims to reduce variation in fixture usage by introducing a generic fixture design base on fixture design principles. The last phase involves proposing a short-run statistical process control (SPC) method to detect setup variability. The results from the gauge R&R test show that mechanically mounted accelerometers have the least gauge variance. Using an SOP, switching from wax-mounting to threaded stud-mounting reduces gauge variance by approximately 90%. However, wax-mounted accelerometers are still relevant for measuring vibrational responses from PCBs due to its non-invasive properties. The drawback will be that the gauge becomes a key contributor to measurement variation. The spatial uniformity test reveals that the center of the vibration table has the least variation and is selected for the fixture setup. Further limitations on the HALT chamber are highlighted. Evaluation on the proposed generic fixture demonstrates that the fixture has met the key design criteria and manage to induce consistent failures to the PCBs. Limitations on the fixture design are also considered. The proposed SPC method is able to detect at least 88% of the assignable sources of variation in a simulation test. Finally, a custom SOP for the fixture setup is drafted for the company.

A padronização de processo através da Gestão da Qualidade Total foi e tem sido uma ferramenta poderosa na busca da excelência operacional através da preparação e auxílio aos executantes na realização das suas tarefas. O processo de padronização que contribui para um desempenho de excelência do operador inclui a elaboração dos padrões, desenvolvimento das competências dos operadores e a verificação destes dois últimos à realidade da planta, é à base de sustentação da operação segura, minimizando os riscos inerentes à atividade industrial, e rentável, através da maximização da produtividade. Esta pesquisa desenvolveu um modelo de avaliação deste processo utilizando as melhores práticas adotas pelas indústrias de processamento contínuo, visando verificar a aplicação destes conceitos em uma planta de destilação de petróleo, no período de 2005 a 2007. A pesquisa apontou pontos de melhoria no grau de abrangência dos padrões existentes quando comparados com as tarefas desenvolvidas pelos operadores, na decodificação da tarefa, na estruturação dos documentos de ajuda aos operadores, na estratégia do desenvolvimento de competência e por fim na verificação da aderência da padronização a realidade da planta. A metodologia desenvolvida nesta pesquisa vai deste a análise das tarefas desempenhada pelos operadores até a definição dos documentos de avaliação da performance dos executantes e da adequação dos padrões, passando pelas técnicas de elaboração dos padrões e determinação do programa de capacitação contínua dos operadores. O modelo desenvolvido nesta pesquisa pode ser aplicado em qualquer do unidade sistema Petrobras, ou outras ramos da indústria que utilizem plantas de processamento contínuo.

Full textThis study proposes to critically analyze the mechanisms implemented as a result of reforms in the Brazilian civil procedure in the last two decades, that aims to standardize court decisions and expedite procedure. The study sustains that , given the conditions under which the Law operates in contemporary society, these mechanisms are unusable to provide court decisions with predictability nor certainty, because these mechanisms tends to become, themselves, a source of uncertainty and unpredictability. Mechanisms of court decisions standardization, such as the Brazilian binding precedent ( súmula vinculante ), depends upon proceedings and legal requirements that undermine the autonomy of the Legal System s operational code, which exposes the system to attacks from the code of other systems, such as Economy and Politic. Mechanisms to expedite proceedings, such as the Court s monocratic ruling by the reporting Justice, by their turn, engender losses in the system s capacity to legitimate judicial decisions by means of the legal proceeding, which also generates uncertainty regarding the social adequacy of the judicial decision. The present work uses Niklas Luhmann s system theory to describe the conditions under which the Law operates in the society, as well as the interrelated Guilherme Leite Gonçalves s thesis, also based upon system theory, to whom problems related to certainty of Law arises out of modern society s semantic inadequacy to describe a society that no longer can count on the old metaphysic certainty centers of the pre-modern societies. The application of the system theory to the Brazilian s Judiciary is based upon Celso Fernandes Campilongo and Orlando Villas Bôas Filho s theoretical approaches, according to which Brazilian Law is a case of an autopoietic system, to which the system theory may be applied, and that suffers with the overload of burdens arising from its environment and hardship to protect the system s center (the Courts) from such burden, which jeopardize the system s autonomy. With this instrumental, the study analyzes the history of the control mechanisms of Court s interpretation of the Law, upon which standardization of Court decisions is based, as well as its main theoretical references, such as common Law s stare decisis et non quite movere and the recent jurisprudence on equality on the application of Law and the right to a expedite trial
Este trabalho propõe uma análise crítica dos mecanismos de uniformização de jurisprudência e de aceleração do procedimento processual implementados pelas reformas no processo civil brasileiro nas últimas duas décadas. Defende-se que, nas condições em que o direito da sociedade contemporânea opera, esses mecanismos não são capazes de propiciar previsibilidade para as decisões judiciais nem certeza do direito, uma vez que eles próprios tendem a se transformar em fontes de incerteza e imprevisibilidade. Mecanismos de uniformização de jurisprudência, como a súmula vinculante, dependem de procedimentos e requisitos que minam a autonomia do código operacional do sistema jurídico, expondo o sistema a investidas de outros sistemas, como a política e a economia. Por sua vez, mecanismos de aceleração do procedimento, como os julgamentos monocráticos pelo relator, importam em perdas na capacidade de legitimar as decisões pelo procedimento, gerando também mais incerteza com relação à adequação social da decisão judicial. O trabalho faz uso do instrumental da teoria dos sistemas de Niklas Luhmann para descrever as condições em que o direito opera na sociedade, bem como da correlata proposta de Guilherme Leite Gonçalves, igualmente baseada na teoria dos sistemas, para quem os problemas de certeza do direito decorrem da inaptidão da semântica da sociedade moderna para descrever uma sociedade que já não conta com os antigos centros de certeza metafísicos das sociedades pré-modernas. Para aplicar o instrumental sistêmico ao Poder Judiciário brasileiro, faço uso das propostas de Celso Fernandes Campilongo e Orlando Villas Bôas Filho, que consideram o direito brasileiro um caso de sistema autopoiético, ao qual a teoria dos sistemas pode ser aplicada e que sofre com a sobrecarga de demandas do ambiente e dificuldade de proteger o centro do sistema (os tribunais) do ônus de lidar com essas demandas, pondo em risco a autonomia do sistema. Com esse instrumental, é feita uma análise histórica dos mecanismos de controle da interpretação judicial do direito, em que a uniformização de jurisprudência se funda, no processo civil brasileiro, bem como de suas principais referências teóricas, isto é, o princípio do stare decisis et non quieta movere da common Law e as recentes construções sobre os princípios da igualdade na aplicação da lei e da celeridade processual

Full textOver time and as society evolved, the civil procedural system has tended to conceive techniques intended to expedite judicial protection and case-law uniformity, in order to optimize the services provided by the Judiciary and make them more efficient. Article 285-A of the Brazilian Code of Civil Procedure embodies this trend, with features of both aspects and that, ultimately, in addition to abiding by the constitutional model in force, attempts to align it with and adapt it to new prevailing social standards (particularly in connection with dual jurisdiction) on behalf of procedural economy and rationality. This rule stands as a very important tool for better utilization of the civil procedural system in general, as a time-saving method for judges, clerks of justice and other practitioners of the law, avoiding the activities with little or no influence on the outcome of proceedings, thereby contributing to better adjudication results, with decreased expenditure of time and energy, as prescribed by the principle of timely judicial protection. Moreover, as it implies a substantial change in the how procedural acts unfold (beginning, in fact, at 'the end' of a proceeding s first phase), empirical application of the technique is somewhat hampered, which is not to say that it should cease to be applied or, or that its contribution to the improvement of the system as a whole should be denied, as this study attempts to demonstrate. The technique s power and potentialities in the face of an increasingly mass-oriented society with countless repetitive activities (and its clear reflections on the design of the Judiciary itself) allow concluding, without offense to the Constitution (especially the principle of due process and the adversarial principle) and in clear obedience of the principle of equality, in favor of extending the faculties of article 285-A of the Brazilian Code of Civil Procedure to the plaintiff as well, who would be granted the same privileges afforded to defendants under similar circumstances
Com o tempo e a evolução da sociedade, verificou-se uma tendência do sistema processual civil em conceber técnicas de sumarização da tutela jurisdicional e uniformização da jurisprudência, de molde a otimizar e tornar mais eficientes os serviços prestados pelo Poder Judiciário. O art. 285-A do Código de Processo Civil brasileiro não é nada mais do que uma norma que materializa essa tendência, com traços de ambas as vertentes e que, em última análise, além de respeitar o modelo constitucional vigente, procura alinhá-lo e adequá-lo ao novo arquétipo social vigente (especialmente à chamada dualidade de jurisdições), em prestígio da economia e da racionalidade do processo. Afigura-se o aludido preceptivo em ferramenta muito importante para a oxigenação e o melhor aproveitamento do sistema processual civil de uma maneira geral, com vistas a poupar o tempo de juízes, serventuários da justiça e demais operadores do direito, com a prática de atividades que pouco ou nada influirão para o resultado final do processo, contribuindo, assim, para que se extraiam melhores resultados da prestação jurisdicional, com menor dispêndio de tempo e energia, em prestígio ao princípio da tempestividade da tutela jurisdicional. Ademais, é técnica que, por implicar sensível mudança na forma como ordinariamente ocorrem os atos de um processo (que, deveras, começa pelo fim de sua primeira fase), acaba gerando certa dificuldade na sua adequada aplicação no plano empírico, mas que, nem por isso, deve deixar de ser aplicada ou recusada a sua contribuição para o bem do sistema como um todo, como se procurará demonstrar no curso do presente trabalho. A pujança e o potencial verificados na aludida técnica, diante de uma sociedade cada vez mais massificada e com inúmeras atividades repetitivas (o que reflete, peremptoriamente, no próprio desenho do Poder Judiciário), permitem concluir, sem ofensa à Constituição Federal (notadamente aos princípios do devido processo legal e do contraditório) e prestigiando o princípio da igualdade, pela possibilidade de se estender a norma nela contida também para o autor, ao qual passaria a ser franqueada, mediante alteração legislativa, igual benesse à conferida ao réu, em semelhantes condições
