In its quest to become a High Reliability Performance (HRP) organization, Amgen manufacturing operations desires to further improve its adherence to, and effectiveness of, its standard operating procedures (SOPs). SOPs are expected to provide clear guidance to operators to enable them to perform their job safely and effectively. This thesis aims to take a step back and answer the question "What is the best way to provide information and instruction to floor operators in order for them to perform their job in the best way possible?" Our hypothesis is that SOPs with content and style customized to the needs of the user will enhance performance along key operational metrics. This thesis includes an analysis of the current challenges of Amgen's existing SOPs including comparison to external benchmarks and academic research. Subsequently, we provide a recommendation on future SOP content, style and supporting infrastructure informed by our research. The analysis concludes with the results of a pilot project designed to evaluate our hypothesis. The analysis indicates that while our initial findings are encouraging, further research is required to conclusively determine the validity of our hypothesis.

Abstract:

This practicum sought to study whether the systematic creation of a set of Standard Operating Procedures (SOP) for the Department of Emergency Medicine (DEM) at University of Texas Southwestern (UTSW) would increase research staff confidence in their ability and improve knowledge of resources. We wished to determine also faculty confidence in research staff before and after SOP creation. The term SOP and its use came to prominence in the mid 20th century as a descriptor for a systematic method to ensure consistency and efficiency in task completion in organizations. An SOP is any document that seeks to standardize, through plain and instructive language, a common process or task in an organization to ensure the quality and uniformity of the outcome or product of said task or process. The DEM at UTSW was recently created as its own department when it split off from under the umbrella of the Department of Surgery and did not have any documented standardized processes in place regarding research administration actions and procedures. This could have been hindering the ability of the staff to operate efficiently, consistently, and correctly. For this project, the clinical research staff and faculty of the DEM of UTSW were surveyed regarding their confidence levels before and after a set of administrative SOPs was systematically developed to evaluate the success of the aforementioned SOPs. Before creating the SOPs, the staff and faculty were consulted on which SOPs they felt were most needed and, based upon the outcome of these consultations, creation of those SOPs was prioritized accordingly. Then, after looking at SOPs for similar or identical processes from other departments, they were collaboratively created with input and insights of research staff and faculty from these other departments. It was hypothesized that having SOPs would increase research staff confidence, increase efficiency, and increase accuracy in the completion of their duties, as well as increase faculty confidence in research staff. A statistical analysis of the seven pre-SOP research staff responses with six post-SOP research staff responses and 22 pre-SOP faculty responses with 15 post-SOP faculty responses yielded no significant associations. However, the mean response improved for all but one question of the faculty and research staff surveys. Considering the limitations of the present study, including a limited sample size and limited time window for completion, future studies with improved design are needed to further evaluate the impact of SOPs. But valuable, however, is the confirmation by the present study that involvement of personnel to whom SOPs apply is not only valuable and preferred, it is essential to ensuring that they are applicable and useful.

The construction industry has faced severe criticism against its inefficiency, high costs and insufficient quality. Besides, the building branch is one of the most dangerous occupations.Skanska Sverige AB runs an international project focused mainly on improving safety, increasing overall process efficiency and providing customers higher value. A part of this project are Standard operating procedures. These are supposed to be the best practices known at the company and should be used on sites as stepwise work instructions.The purpose of this study was to study the creation of Standard operating procedures and to propose a model for continuous improvement of the Standard operating procedures.A theoretical review concerning standards, standardization and continuous improvement is presented.Four case studies were conducted in the thesis in order to clarify what and how to improve. The case studies show that inspiration can be taken from organizations within or outside the building trade. An important new element in Standard operating procedures would be a risk analysis. The risk evaluation corresponds with Skanska´s safety strives. In order to guarantee that a Standard operating procedure really contains the best practice, the process of continuous improvement has to be well managed. The process can be stimulated by the implementation and improvement management at “Väg och anläggning” Skanska.Based on the empirical study and the theoretical framework, a model illustrating continuous improvement is proposed. The never ending life spiral of a Standard operating procedure involves all the organizational levels. The model demonstrates that small stepwise improvements are more cost efficient than large radical changes.Advantages and risks connected to the continuous improvement are described. The benefits would be both monetary and non-monetary. The key success factor of continuous improvement is the proper implementation of Standard operating procedures since it is up to individuals to keep continuous improvement alive. Both the managers on different levels and workmen must be trained and their importance in continuous improvement process must be deep rooted in their thinking. Proper training and excellent leadership would diminish worker´s resistance and prevent an unwanted phase-out.Finally, Skanska is encouraged to trust its own research. The formal content of Standard operating procedures is good enough for launching.

The Mack truck principle is the reason a Standard Operating Procedure (SOP) document is a good idea – so I was told by my boss in my early days working for Disney ABC Television Group. This principle is quite simple: if the one person who knows how to do the job walks out the door and is hit by a Mack truck, we have a problem; no one else knows how to do what that person did. And when it comes to television operations, that is a huge dilemma! Standard Operating Procedures is a document that lists the step-by-step process for completing tasks in order to, in this case, keep a network on the air. This document would be beneficial in cases of disaster recovery, but it might be just as useful for training new employees or for covering for someone who is out sick. There may be various reasons to go to the SOP, but they all have the same goal: to keep operations working to fulfill the business objective. An SOP for the operations of an entire network would likely fill at least one if not multiple books, so in order to keep this project manageable, I limited the development of the SOP to one department, Traffic Inventory, which is responsible for the commercial and promotional assets which are sold and scheduled to air on any of the Disney cable networks (Disney Channel, DisneyXD, and Disney Junior.) In order to develop an SOP, it was necessary to review the different software programs in use, and understand their purpose and application to the overall operations of the cable networks. This will be a “living” document, meaning updates and changes will be anticipated, requiring constant maintenance of the SOP in order to keep it up to the latest development. In an effort to make it truly useful, multiple screen captures are used, as this provides a more user-friendly tutorial and makes for a more effective “blueprint” to comprehend and follow. By having Standard Operating Procedures on hand, anyone in the department will be able to effectively follow the process for handling the commercial and promotional assets in an efficient manner, with minimal impact on the daily operation of the networks. This will then be a valuable document, helping the business to keep its commitment to both advertisers and viewers, without the fear of Mack trucks.

Abstract:
In order to achieve the stated goal of reducing the final closing procedure time cycle for construction projects at the Texas Department of Transportation (TxDOT) Odessa District, several standard operating procedures (SOPs) for project construction control and management had to be revised. Seemingly unrelated tasks created posterior chains of events that resulted in bottlenecks in the process and delayed final project closing. Four specific SOPs were identified and analyzed to determine which tasks required modification and what was expected from these modifications. A mission for each specified SOP was conceived and written to give a clear view of the intent of the procedure. Afterwards, district policies were drafted to provide the means to fulfill the intent. The procedural changes, compatible with TxDOT statewide procedures, allowed the time spent in the processes to remain the same but redistributed it to reduce the end-loading of the control process. The new SOPs require an even time distribution cyclically throughout the project. Control procedures are done only once, shortening the final closing procedure for projects by doing one-time, short, cyclical, consecutive control tasks of the same procedure throughout the life of the project, rather than doing some of them once cyclically and then again at the closing procedure and others just at the closing procedure. These changes resulted in a shorter end-cycle time, which substantially reduced the final closing procedure time for each project, without affecting the integrity and safeguards of the project. The changes resulted in more efficient and timely financial, managerial, and engineering control of projects. The procedures revised were (1) Review and Approval of Change Orders; (2) Review and Approval of Monthly Progress Estimates; (3) Review and Approval of Interim and Final Audits and Final Estimate; and (4) Storm Water Pollution Prevention Plans (SW3P) Records Management and Auditing Procedures.

Statistical process control is implemented in a high volume machining center to reduce scrap and improve the quality of production. New hires are working in a complex production environment with excellent metrology resources that can be used for real time inspection but there is a lack of standard operating procedures to help them use these resources. A methodology for implementation of statistical process control is developed and evaluated by implementing it in a section of the machining center which has the biggest benefit. Gages are evaluated and control charts are established in that section. Operators are trained in the standard operating procedures related to the different components of SPC. The standard operating procedures are developed to be portable such that SPC can be used in various sections of the machining center. Findings include cost saving benefits and scrap rate reduction of approximately 50% can be achieved for the entire machining center by the implementation of statistical process control. A training matrix is developed to train different people of the company on the concepts of SPC. Implementing SPC in a high volume machining center has proved to deliver value in reduction of scrap, quality improvement, ability to react to changes for the new hires and other benefits. Standard operating procedures have made a difference in the quality inspection of parts and in maintaining high quality standards that can make the machining center a world class manufacturer.

Background Saudi Arabia has suffered from disasters commonly in the last decade. The Saudi military medical services play a major role in confronting these events, but there are anecdotal challenges with their planning and response systems. Currently, disaster planning in Saudi Arabia appears to be undertaken in some detail, but the medical response to disasters is fragmented. This study aimed to review and assess the standard operating procedures for disaster response in the Saudi Arabian military health services. Methods We undertook a prospective, survey-based assessment of disaster response. We sought all disaster plans and Standard Operating Procedures from management and emergency department leadership at each of the 13 Military hospitals. We used a standardised survey tool to evaluate facility disaster planning. This tool gathers quantitative data using close-ended questions and open-ended commentary surrounding a hospital’s disaster response operating procedures. Results There was wide variability in the hospitals across the 20 themes in the survey. While most hospitals have a disaster plan, an up to date version was not always available. Key issues were identified in: management of contaminated patients; coordination of visitors, volunteers and extra staff; media management, and collaboration with other agencies. Conclusion The study highlighted a number of strengths in facility disaster preparedness, and a number of aspects where concerted efforts are required to improve the situation. In general, most hospitals had reasonable disaster plans in place, although none covered all the recommended areas in sufficient detail.

The emergency response readiness of the public health and emergency management systems have become increasingly important topics for research, development and action in the United States. Senior citizens represent a large and growing population group in the United States. Older persons are likely to be disproportionately vulnerable during disasters because they are more likely to have chronic illnesses, functional limitations, and sensory, physical and cognitive disabilities than those of younger ages. Elderly health and safety have become the responsibility of the elderly themselves, of the community in which they live, and the various agencies and organizations charged with preparedness planning. The goal of this study was to assess the emergency operations plans (EOPs) of emergency relief agencies and organizations in the Atlanta area for the provision of emergency relief services utilized by senior citizens as a special needs population. The research and analysis performed was completed in two steps: a review of collected disaster and emergency operations plans (EOPs) and standard operating procedures (SOPs), and a qualitative analysis of a survey submitted to the agencies. Although many EOPs and SOPs referred to emergency relief services for special needs populations, the plans were not functional and did not fully outline the ‘who, what, when, where and how” to provide disaster relief services. Public health agencies must endeavor to better address the disaster related needs of elderly persons who have physical disabilities, special medical needs and communication disabilities. Disaster preparedness plans must ensure the availability of all items necessary to control and prevent complications related to chronic diseases, prevent acute events and promote functionality and independence.

The objects of the South African Pharmacy Council in terms of the Pharmacy Act, 1974 (5311974) as amended are, inter alia, "to uphold and safeguard the rights of the general public to universally acceptable standards of pharmacy practice in both the private and the public sector" as well as "to establish, develop, maintain and control universally acceptable standards of practice of the various categories of persons required to be registered.. ." One of the major difficulties health care providers worldwide are faced with is how to maintain a proper balance between the trio goals of health care, namely adequate access, high quality and acceptable costs (Li, 2003:192-193). Relatively little is known about such problems as do exist for patients regarding access to pharmaceutical services (Doucette et al., 1999:1268). Two main objectives were identified for this study, namely to investigate the demographic profile of community and institutional pharmacies registered with the South African Pharmacy Council; and to determine the standard of pharmaceutical services provided by these pharmacies. Inspection results of community and institutional pharmacies were obtained from the South African Pharmacy Council and extracted for the time period 1 January 2004 to 31 May 2005. To determine the demographic and geographic profile of these pharmacies, data of the Register of Pharmacies of the South African Pharmacy Council for August 2003, 2004 and 2005 were merged with the Census data of South Africa of 2001. It was found that the total number of pharmacies in both the public and private sectors increased with 2.1% (n=68) from August 2003 to August 2005. Public and private pharmacies that provided services directly to patients increased with 6.3% (n=33) and 1.3% (n=35) from August 2003 to 2005. It was found that the Gauteng province was the best provided with registered pharmacies in South Africa, as only 0.06% (n=5 783) of the population did not have any registered pharmacy available on municipality level. It was also revealed that the majority of inspections were carried out in Gauteng, whilst this province accounts for only 19.7% of the total population of South Africa. During the study period a total of 1178 community pharmacy inspections were carried out in 1103 community pharmacies (one or more inspections per pharmacy) representing 43% (n=2 550) of the total number of community pharmacies registered with the South African Pharmacy Council during May 2005. Nationally community pharmacies achieved a score of 92.27 (+ 6.65 per cent) for compliance with Good Pharmacy Practice guidelines. The lowest compliance score (73.34 + 27.49 per cent) was obtained for the availability of written standard operating procedures and the highest was for the promotion of public health (99.02 + 6.30 per cent). No practical significant differences (dc0.8) were found between the overall compliance scores obtained by community pharmacies of the different provinces. The highest compliance score was obtained by community pharmacies in the Free State (93.09 + 4.90 per cent), followed by Western Cape, Eastern Cape, Kwazulu Natal, Limpopo, Northern Cape, Gauteng, Mpumalanga and the North West. A total of 343 institutional pharmacy inspections (one or more inspections per pharmacy) were carried out in public and state subsidised institutions (n=245), private institutions (n=90) and mine hospitals (n=5). These pharmacies represented 46% of the total number of institutional pharmacies registered with the South African Pharmacy Council during May 2005. Nationally all institutional pharmacies (both private and public) achieved a score of 92.49 + 8.33 per cent for compliance with Good Pharmacy Practice guidelines for all above-mentioned aspects. Nationally public and state subsidised institutional pharmacies obtained a lower compliance score (91.02 + 9.08 per cent) than private institutional pharmacies (96.39 + 3.91 per cent). Lastly, a grading system was developed that was based on the results obtained through this study, in order to quantify the standard of pharmaceutical services provided by pharmacies in South Africa.

Abstract:
Worms have been improved and a range of sophisticated techniques have been integrated, which make the detection and response processes much harder and longer than in the past. Therefore, in this thesis, a STAKCERT (Starter Kit for Computer Emergency Response Team) model is built to detect worms attack in order to respond to worms more efficiently. The novelty and the strengths of the STAKCERT model lies in the method implemented which consists of STAKCERT KDD processes and the development of STAKCERT worm classification, STAKCERT relational model and STAKCERT worm apoptosis algorithm. The new concept introduced in this model which is named apoptosis, is borrowed from the human immunology system has been mapped in terms of a security perspective. Furthermore, the encouraging results achieved by this research are validated by applying the security metrics for assigning the weight and severity values to trigger the apoptosis. In order to optimise the performance result, the standard operating procedures (SOP) for worm incident response which involve static and dynamic analyses, the knowledge discovery techniques (KDD) in modeling the STAKCERT model and the data mining algorithms were used. This STAKCERT model has produced encouraging results and outperformed comparative existing work for worm detection. It produces an overall accuracy rate of 98.75% with 0.2% for false positive rate and 1.45% is false negative rate. Worm response has resulted in an accuracy rate of 98.08% which later can be used by other researchers as a comparison with their works in future.

A presente dissertação sugere a padronização dos procedimentos operacionais e a elaboração do manual da qualidade para adoção de um sistema de gestão da qualidade no Biotério de Experimentação do Laboratório de Farmacologia Aplicada de Farmanguinhos. Os animais de laboratório contribuem há mais de 100 anos para as ciências biológicas no conhecimento, prevenção e tratamento de doenças, no desenvolvimento de medicamentos de uso humano e veterinário, além de proporcionar o aperfeiçoamento de técnicas clínicas e cirúrgicas. A Fundação Oswaldo Cruz (Fiocruz) tem um papel importante e histórico no cenário brasileiro em relação à promoção da saúde da população, sendo um dos principais centros de pesquisas científicas e tecnológicas no Brasil. Os camundongos e ratos utilizados nas pesquisas científicas do laboratório devem ser livres de agentes patogênicos específicos e sem dúvidas com relação à sua qualida de sanitária e genética, variáveis que possam gerar erros nos resultados exp erimentais. Para garantir este padrão de qualidade dos animais faz-se necessário o controle de parâmetros ambientais e operacionais na gestão do biotério. A verificação de conformidades ou não conformidades com as legislações nacionais vigentes e o levantamento das atividades operacionais exercidas no biotério determinaram a necessidade do estabelecimento de normas e propostas de ações corretivas para implantar o sistema de gestão da qualidade no biotério de experimentação do laboratório. A partir do relatório das atividades e processos executados no biotério foi elaborada a lista mestra de procedimentos a serem padronizados. Com a padronização dos procedimentos operacionais e a elaboração do manual da qualidade do biotério será possível obter as orientações específicas e necessárias para garantir a boa manutenção dos animais no biotério de experimentação e, consequentemente, a maior confiabilidade dos resultados experimentais. A adoção do sistema de gestão da qualidade no biotério garante o uso ético e o bem-estar dos animais e cumpri as exigências legislativas nacionais.
This thesis suggests the standardization of operating procedures and the preparation of quality manual for the adoption of a system of quality management in the Laboratory Animal Facility of Experimentation of Applied Pharmacology in Farmaguinhos. The laboratory animals contribute for more than 100 years to the life sciences knowledge, prevention and treatment of diseases, the development of medicinal products for human and veterinary use, in addition to providing improvement of clinical and surgical techniques. The Oswaldo Cruz Foundation (Fiocruz) has an important role in the Brazilian scenario and history in relation to the promotion of health of the population, being one of the main centers of scientific and technological research in Brazil. The mice and rats are used in scientific research laboratory should be free of specific pathogens and no doubts about its continued health and genetic variables that can generate errors in the experimental results. To ensure this standard of quality of certain animals it is necessary to control environmental parameters and operational management of the biotherium. To check compliance or non-compliance with the national laws and the lifting of the operational activities carried on in the biotherium was possible to determine the need to establish standards and proposed corrective actions to implement the quality management system. From the report of the activities and processes on the biotherium was prepared master list of procedures to be standardized. Were also generated corrective actions to comply with the requirements of regulatory agencies, and accreditation and registration of the biotherium with the Regional Council of Veterinary Medicine (CRMV) and the National Council for the Control of Animal Experimentation (CONCEA). With the standardization of operating procedures and the preparation of quality manual from the facility will be possible to obtain specific guidelines and necessary to ensure the proper maintenance of animals in experimental animal facility and consequently the greater reliability of the experimental results. The adoption of the system of quality management in the vivarium ensures ethical use and welfare of animals and fulfill the national requirements.

This thesis deals with the introduction of Highly Accelerated Life Testing (HALT) in a multinational corporation as part of a reliability improvement process for printed circuit boards (PCBs). More specifically, the thesis focuses on drafting a standard operating procedure (SOP) to standardize the fixture setup process so as to minimize variation in vibrational responses attributed to fixture setup. This study proposes a three phase approach to meet the objective. The first phase aims to minimize variation in the gauges and the vibration table. A gauge repeatability and reproducibility (gauge R&R) test is conducted on two triaxial accelerometers to determine the most suitable gauge for HALT. Next, a spatial uniformity test is conducted on the vibration table using design of experiments (DOE) method to determine the region with the most consistent vibration levels for testing. The second phase aims to reduce variation in fixture usage by introducing a generic fixture design base on fixture design principles. The last phase involves proposing a short-run statistical process control (SPC) method to detect setup variability. The results from the gauge R&R test show that mechanically mounted accelerometers have the least gauge variance. Using an SOP, switching from wax-mounting to threaded stud-mounting reduces gauge variance by approximately 90%. However, wax-mounted accelerometers are still relevant for measuring vibrational responses from PCBs due to its non-invasive properties. The drawback will be that the gauge becomes a key contributor to measurement variation. The spatial uniformity test reveals that the center of the vibration table has the least variation and is selected for the fixture setup. Further limitations on the HALT chamber are highlighted. Evaluation on the proposed generic fixture demonstrates that the fixture has met the key design criteria and manage to induce consistent failures to the PCBs. Limitations on the fixture design are also considered. The proposed SPC method is able to detect at least 88% of the assignable sources of variation in a simulation test. Finally, a custom SOP for the fixture setup is drafted for the company.

L’oggetto di studio del presente elaborato è il miglioramento della Process FMEA del reparto di Ni-trurazione dell’azienda Siderit s.r.l., sita in Zola Predosa (BO). Lo scopo del lavoro è stato quello dapprima di individuare, analizzando la Process FMEA relativa all’esercizio 2020, le fasi del processo mostranti un indice RPN oltre il valore soglia definito, e suc-cessivamente introdurre un’azione correttiva tale da far rientrare suddetto indice entro il valore limite. Le fasi del processo caratterizzate da un indice RPN superiore al valore soglia sono risultate quelle manuali di preparazione e disfacimento della carica ed imballo, fasi a monte e a valle del trattamento termico. La misura correttiva individuata è risultata essere l’implementazione di Procedure Operative Standard per le suddette fasi. Scelta l’azione correttiva da mettere in atto, è stata svolta dapprima un’analisi a vo-lume e successivamente una a valore al fine di identificare i clienti aziendali maggiormente impattanti sui volumi e sul fatturato aziendale del reparto Nitrurazione. In un secondo momento, è stata scelta una famiglia di prodotti, tra le aziende precedentemente indivi-duate, da cui iniziare ad implementare tale azione correttiva, che risultasse, per motivi pratici e di com-plessità intrinseca del prodotto, la più critica. Tale famiglia è risultata essere quella degli alberi motore. Definite le Procedure Operative Standard per suddetta famiglia di prodotti, la misura è stata implemen-tata in reparto in seguito ad un breve periodo test, preceduto da una fase di formazione degli addetti di reparto. L’implementazione di tale misura correttiva, infatti, risulta di fondamentale importanza ai fini del SGQ aziendale di Siderit s.r.l. e proietta l’azienda verso l’omologazione a nuove linee guida e norme inter-nazionali di qualità come la IATF 16949:2016.

Abstract:
Studies in the USA have reported that species of meiobenthic copepods can be used as bioindicators of sediment-associated contaminants. The main objective of this research project was to develop and validate methods to assess the effects of estuarine pollution, using the marine benthic copepod Robertsonia propinqua as a bioindicator of environmental health in New Zealand intertidal / estuarine areas. Cultures of R. propinqua were set up and maintained in the laboratory and individuals used in 96h acute and full life-cycle chronic bioassays using the pre-selected contaminants atrazine and zinc sulphate. From the 96h acute experiments it was found that the lethal doses at which 50% mortality occurred (LC50) for exposed nauplii and adult individuals were 7.5 mg/L and 31.8 mg/L, respectively for atrazine and 1.7 mg/L and 2.7 mg/L, respectively for zinc sulphate. This indicated that the nauplii life stage was more sensitive than were the adult life stages for exposure to both contaminants. Based on the 'trigger' values reported (atrazine = 0.013 mg/L, zinc = 0.015 mg/L) in the Australian and New Zealand guidelines for fresh and marine water quality, which provide values at which concentrations of contaminants can occur in the environment before they begin causing effects on aquatic fauna, it is unlikely that the calculated LC50s in the current research will induce biological effects in exposed copepods in the short-term. The calculated LC50 results were then used to further investigate the effects of chronic exposure of sediment-associated contaminants on the complete life-cycle (egg-reproductive adult) of R. propinqua. In a laboratory-based full life-cycle toxicity test, field-collected sediments from polluted sites in the Auckland and Bay of Plenty regions reduced reproductive output (nauplii and copepodite production) of R. propinqua individuals, but the number of males and females, gravid females, clutch size per female and the number of eggs produced were not affected by either the polluted or non-polluted (reference) sediment samples from both field regions. Field investigations of meiofauna community composition in polluted and non-polluted field sites were carried out in 2004 in the Auckland and Bay of Plenty field regions in New Zealand. Greater sediment organic content and a correspondingly deeper redox potential discontinuity layer occurred in all polluted field sites compared with the non-polluted sites. However, species composition could not be used to characterise polluted and non-polluted sites, as there were no dominant taxa which were representative of these sites. The results presented in this thesis indicate that R. propinqua has strong potential to be a good candidate species as a bioindicator of environmental contamination. Furthermore, the full life-cycle toxicity test could be used as a rapid test to detect immediate changes in individual reproduction and development as well as long-term population effects. The technologies developed as part of this research may eventually provide additional tools for commercial environmental consultancies and may compliment existing standard operating procedures for environmental assessments involving pollution of estuarine ecosystems.

Several domestic situations are listing below. First, due to the aging society and the reluctance of young workers participated in the construction project, the uneven quality of the project arises frequently. Second, although the drywall system can be applied to the external curtain wall, there are no clear regulations or official statute about the details such as wall composite performance layer, wall decoration, construction process, check points, core building technology, related construction methods, and even the entire wall structure. Accordingly, the purpose of this research is to develop a standard operating procedure(SOP) which can be applied to improve the quality of construction project and reduce the negative effects caused by human factors. The procedure of this study is divided into four stages: Draft, Provisional Draft, Confirmation, and Final Draft. The first Draft stage consists of data and program collation. The Provisional Draft is followed by the Draft stage. It contains investigation of site application procedure and check points, initial plan of standard operating procedure, and the draft for self-checking form. After the Provisional Draft stage is Confirmation stage. We conducted in-depth interviews at this stage and optimized the initial procedures and self-checking forms. That the SOP and self-checking forms were finalized in the Final Draft stage. In final, standard operating procedures and check key items which described in the following three stages according to the drywall system: preparation stage before the application, site construction stage, and completion acceptance stage.

In forensic toxicology, opioids are frequently associated with drug abuse or drug-related death cases. An optimal method for use in the identification and quantification of opioids in a complex blood matrix is of paramount importance. Along with the ability to identify and quantitate opioids, this method should be accurate, sensitive, and selective. The application of sample pre-treatment and solid-phase extraction are common to purify and concentrate the target analytes before analyzing with liquid chromatography-tandem mass spectrometry. The purpose of this study was to compare the performance of two standard operating procedures, adopted by the Massachusetts State Police Crime Laboratory Toxicology and the Biomedical Forensic Sciences– Toxicology Laboratory at Boston University School of Medicine, for detecting opioids in blood. A total of eight drugs were analyzed: 6-monoacetylmorphine, codeine, fentanyl, hydrocodone, morphine, norhydrocodone, oxycodone, and oxymorphone. Comparison was performed using the parameters studied as part of method validation, including calibration model, bias, precision, carryover, interferences, ionization suppression/enhancement, and recovery. The results indicated that the method from Massachusetts State Police provided a better performance with between-run precision, interferences from matrix and other commonly encountered drugs, matrix effect at high concentration (250 ng/mL) and matrix recovery. Meanwhile, the method from Biomedical Forensic Sciences showed less bias, within-run precision, and matrix effect at low concentrations. Carryover and internal standard interference were comparable in both standard operating procedures. The calibration models were adjusted by altering the selection of regression model for improved quantification method performance. The volume of solvents, sample matrix, as well as time, were taken into consideration in accessing the overall performance of identification and quantitation. Both procedures were comparable yet the one from Massachusetts State Police was more beneficial in identifying the target analytes with greater sensitivity and selectivity and the one from Biomedical Forensic Sciences was more economical and efficient.

In recent years, the chemical disaster in Taiwan has occurred regularly, and the frequency has increased more than before. It made the production operation of the supply chain be often interrupted, and cause the serious threaten for residents who live near the industrial area. In order to improve the crisis management ability of chemical disaster and reduce the impact of the result, this study used literature review to understand the standard operating procedures (SOP) of Taiwan, America, and China. Summarize the types of disasters SOP, and integrate the reference SOP for Taiwan. Review the accident happened in recent years (e.g. fuel tanker accident, train explosion, Kaohsiung explosion and Tianjin explosion). Understand the treatment of the previous chemical disaster, to know the disaster treatment is suitable or not, and make some adequate suggestions. Besides, there are different kinds of chemicals transport, so we will summarize them, and list the advantage of each chemical transport for chemical disaster treatment reference in the future. According to the literature review, this study summarized the factors which may affect the treatment of chemical disaster (e.g. understand the chemical disaster SOP, disaster situation, and repeat the SOP). Use the questionnaire survey to understand the people who have ever met the chemical disaster, and discuss the treatment situation of previous disasters. Explore the factors which were summarized by this study. Figure out these factors whether affect the correctness of the decision, exact degree of disaster treatment, and reduce the casualties and property loss. According to the result, it showed people who understand more chemical disaster SOP, their judge will be more correct. However, in the emergency situation, it will reduce the judge of the disasters. By repeating the SOP or do the double confirm, it will help the disaster treatment indeed finish. But make the right judgement or make the disaster treatment indeed finish, it still can’t reduce the casualties and property loss. In the future, we recommend the enterprises can strengthen the education training, recite the SOP, and simulating the emergency situation to increase the people to improve their treatment ability in the disaster.

In this study, mainly focused on the ideas of the in-depth interviews from the experts, the researchers and partners of the Palace. Generate all ideas together to provide certain suggestions to match the needs of SOP to the museums and publishers. The results show that the experts, scholars, and the partners believe that the environment and the light source are very important. The Museum of digital archives through of the SOP digitization, photography, screen color, output device SOP, printing as well as proofing SOP, and acceptance all need to follow the standard of the color management. After modifying the SOP, the consistence of the color management and the color reproduction can easier to achieve.

The weapon system is fundamental in national defense and the weapon system requires a series of environmental tests before deployment. The purpose of environmental test is to ensure that the weapon system can operate normally in different environments throughout the life cycle. In other words, the design margin of the hardware can be realized by environmental qualification test. In the past, when the product failed after the environmental test, there are two ways to correct the failure; re-design and select different parts to replace the original one. It wastes not only a lot of manpower, but also time waste. However, the failure might be random one that is irrelevant to design or part selection. If repair is carried out immediately and re-design is skipped after product failure, many manhours and a investment will be saved. This study used tree diagrams from QC 7-method tools to analyze the development process of the project A. The discussion is divided into four parts. First of all, this study finds the weak point of the original process and modify it. Secondly, this study explores the number of subjects, the test sequence, and the re-verified process of the environmental qualification test. Thirdly, according to the U.S military standard, this study establishes a new process that should be followed when the product fails in the environmental test. The process is implemented for the project A and its benefit evaluated. Finally, the new process is included in the environmental specification, so that it can be followed by other similar project.

It has been shown that global on-land wind power development is close to becoming saturated. However, strong and stable wind speeds are available offshore so that offshore wind power is able to produce a large amount of electricity. Therefore, many advanced economies are moving to establish offshore wind capacity, with the goals of building large-scale wind turbines, taller towers and large-scale wind farms far away from the coast. Taiwan, surrounded by sea, has one of the best offshore wind resources in the world. Previous studies have shown that Taiwan’s feasible installed wind energy capacity is 15.2GW. The offshore wind potential gives Taiwan a great opportunity to develop its offshore wind power industry. The Bureau of Energy under the Ministry of Economic Affairs has planned that the installed capacity of offshore wind power should reach 3000MW by 2025. There are numerous plans for offshore wind power development underway. Still, Taiwan has few completed offshore wind project currently in commercial operation so that experience of establishing offshore wind farms is lacking. This thesis has surveyed international wind power generation cases, discussed related regulations, and analyzed several feasibility studies in order to develop operational procedures which can be beneficial for future Taiwan offshore wind power projects. These procedures include site assessment, wind energy assessment, study of policy and regulation, planning and design, construction plan, operation and maintenance, extension and decommissioning. Moreover, a “SOPs for Taiwans Offshore Wind Power Development” website(https://sites.google.com/view/offshoresop)has been launched for public access. In conclusion, as offshore wind farms tend to have larger turbines with higher capacity, they are more likely to make a significant impact when connected to the power grid. In order to reduce undesired consequences when offshore wind turbines are connected to the Taipower Grid System, it is important that developers should carry out comprehensive impact assessments in the planning stage and formulate any necessary measures for improvement while implementing their projects.

Background and purpose: Various medical treatments need medical supplies and consumables in material management. Therefore, excess material and material shortage problems should not occur. The purpose of the study was to analyze the effect of standard operating procedures (SOP) amendment of purchasing and appropriation on the hospital material depot. Method: The retrospective database was used in the study. In order to realize the differences and performance between pre and post SOP amendment in the hospital material depot, descriptive statistics and t-test were analyzed for the indicators of material shortage rate, abnormal consuming rate, scrapped rate and medical supplies turnover rate during 2010 and 2013. Result: Total material shortage item, abnormal consuming item, items of purchase and material shortage rate decreased significantly. After SOP amendment, the extra needs of nursing units reduced significantly, staff performance had improved significantly as well. The SOP amendment lead to an effective operation of hospital material depot. Conclusion and Suggestion: The SOP amendment had the operation cost reduction and improved quality of services. Abnormal consuming items decreased means the staff decreased extra loading. Material shortage rate decreased means the staff performance had been raised. The results of this study are able to used in every material management unit, and provide knowledge to hospital material management, and served effectiveness evaluation.

Therefore, this study refer to ISO quality management model, through the standardization process, the military-owned financial group of the Third Division into business processes to write text, to build standard operating procedures, and to develop written operating procedures and instructions. Contractors in the business to facilitate the implementation of evidence in accordance with the law, the reference and operating procedures and guidance of the book, according to essentials, the steps to complete its work on its own. This study attempts to analyze the work of the third section, the collection and analysis of the contents of the Third Division, Third Division, the contractor detailing the work of officers in charge with the result of superior orders should be followed in the operation, construction of a concrete structure with the appropriate model, as standard operating procedures to build a reference model. At the present, there are 24 and 92 rivers commanded by central and local governments respectively, in Taiwan. Mostly of rivers commanded by central government were classified and announced water districts by Taiwan Water Pollution Control Institute in 1981. However, there is not a standard procedure to class the river in Taiwan. This study collected and analyzed data of classification of water body in stream from domestic and abroad to set up a standard operation procedure of river classification in Taiwan. Integrating experiences from other countries, the Standard Operation Procedure for the zoning of water body in stream should include: 1. basic data collection and analysis, 2. on-site inspection, 3. classification and review on body of water, 4. consultation, draft announcement and the public hearing, 5. announcement procedure and so on. According to the information of water quality, the characteristics of rivers, water resources utilization, the public acceptance, the water use situation of downstream, the regulations of basin, pollution sources analysis and reachable situation, the water districts of Sihchong river were classified. It was recommended that from the place of origin to Mudan reservoir dam (including Ru Jeng river and Mudan reservoir) is classified as category A of water body; Mudan reservoir dam to estuary (including Chu Sheh river) and Da Mei creek are classified as category B of water body.

Researchers from the Architecture and Building Research Institute (ABRI) of Taiwan and the Department of Civil Engineering of National Cheng Kung University (NCKU) built a large outdoor fire research facility at the Kuei-Jen campus of NCKU. It includes a platform which is 18 meters long and 12 meters wide, and a 4 meters high single-story full-scale steel building which is 12 meters long and wide. There are 12 low-friction pot bearings installed between the platform and the raft foundation. To investigate the behavior of steel buildings exposed to fire, the full-scale steel building has gone through several fire experiments, which were designed to expose the local beams or beam-column joints to fire. Before and after each fire experiment, forced-vibration experiments are performed. In the forced-vibration experiment, the MK-155U Eccentric Mass Shaker System provides external force to the full-scale steel building in different frequencies. The accelerations of the isolated platform and the roof of the full-scale steel building are measured. According to the theory of system identification, the signals of the measurement are able to identify the fundamental frequency of the full-scale steel building. This thesis depicts the experimental environment of each fire experiments, as well as each forced-vibration experiments. And how to deal with different signals is also explained in detail. At last, we set up a standard operating procedure for fundamental frequency identification of full-scale steel building exposed to fire. Apply it to the experimental signals obtained by different measurement systems to verify the applicability of this process to all measurement systems.

With such, regardless of the operating platform, information stored digitally is just as accessible to the threat of unauthorized intrusions. With such threats, Digital forensics and digital evidence are become very important to the authentication and restoration the original integrity of digital information. There are multiple types of technologies and methods for unauthorized data intrusion, thus making Digital Forensics very difficult. Therefore, it is undoubtedly a necessity in today’s world to develop Standard Operating Procedures (SOP) of Digital Evidence Forensics. Based on recent studies, the adoption rate for Window based operating systems has reached over 90%, however, there are weaknesses and unsecured back doors that make it easy for intruders to commit digital crime. How to prevent such digital crime is a critical issue that we need to research. Currently, there are government organizations practicing various methods of Digital Evidence Forensics. However, a set of Standard Operating Procedures (SOP) of Digital Evidence Forensics is still in much of a conceptual stage, with insufficient progress. The purpose of this study is to gather discussions from the international community focusing on Digital Evidence Forensics for the Windows operating platform. Further more, this document will detail a comprehensive view on current methods of Digital Evidence Forensics and the effectiveness of them. There are many methods of Digital Evidence Forensics, however, the lack of standardization can make it very difficult to implement effectively. Basing on Windows operation platform, this documentation will also outline a SOP of Digital Evidence Forensics to aid in tracking digital theft as well as authentication digital data in accordance to the law.

In this thesis, the ESPC project of an office building in Northern Taiwan is taken as the research target. The Option D of M&V and the Energy and Atmosphere Evaluation of LEED mentioned herein can be verified by the eQUEST building energy analysis software for power efficiency findings. This study applies the eQUEST building energy analysis software in the Option D of M&V and composes the standard operation procedures through initial field surveys, data collection to eQUEST simulation building energy analysis software, error correction and power efficiency analysis. Simulation adjustment is the most essential part of Option D of M&V. It is necessary to consider the actual building structure, personnel share, lighting, equipments, air conditioning and energy management and other factors and to correct the errors based on the real conditions and reasonable speculations. The integrity of survey information, the software familiarity of simulation personnel, the overall consideration of the analog calibration error are all important points of Option D of M & V. More detail completion of the above-mentioned conditions are, the more reliable the verification results can be. The results show that in the chiller part, the energy saving rate of the simulation calculation is 39.23%, while the chiller energy saving rate of the actual verification is 33.32%. The error between simulation power efficiency rate and actual power efficiency rate is +5.91%.It shows that in the pump part, the energy saving rate of the simulation calculation is 44.82%, while the pump energy saving rate of the actual verification is 48.18%. The error between simulation power efficiency rate and actual power efficiency rate is -3.36%. In the overall assessment, the energy saving rate of the simulation calculation is 40.71, while the power efficiency rate of the actual verification is 37.72%. The error between simulation power efficiency rate and actual power efficiency rate is +2.99%.The standard operation procedures of the Option D of M&V are set to smoothly develop and facilitate the Option D methods of the ESPC project application.

The idea of data quality assurance and security control is to monitor the quality of research data generated from any research activity. This consists of a thorough collection of documentation regarding all aspects of the research. Data management procedures of health and demographic research constantly changes or emerges through the iterative processes of data collection and analysis and requires that the investigator make frequent decisions that can alter the course of the study. As a result, audit trails that provides justification for these actions will be vital for future analysis. The audit trail provides a mechanism for retroactive assessment of the conduct of the inquiry and a means to address issues related to authenticity of the research datasets. This research seeks to develop an Information Assurance Policy and Standard Operating Procedures for Vadu Health and Demographic Surveillance System Site using ISACA/COBIT 5 family products and ISO/IEC ISMS as benchmark. The work proposes data assurance and security controls and measures for any given research project. To develop such SOP, there is a need to identify existing gaps and inconsistencies within the data management life cycle at VRHP site. This will allow us to establish the areas of focus for the SOP. We used an interview-based approach to identify the existing gaps associated with data management life cycle at VRHP site. The study population included key members of the data management team. The study was conducted utilizing a self-administered questionnaire with structured and open ended questions. Purposive sampling method used to enrol 21 data management team members consisting of 13 Field Research Assistants, 4 Field Research Supervisors, 1 Field Coordinator, 1 Software Application Developer, 1 Head of Data Management and 1 Data Manager. Unstructured interviews were conducted to gather information on respective roles and responsibilities of the members to ensure maximum open interactions. Data gathering and analyses were done concurrently. Two themes arose from the data: Current lapses in data collection at Vadu HDSS and current lapses in data management at Vadu HDSS. The response rate was 95.5%. We adopted the ISACA/COBIT 5 guidelines and ISO/IEC ISMS as benchmark to develop SOPs to guide data management life cycle activities in enforcing data quality assurance. We also included some guidelines that can be used in replicating the SOP at other research institution.

Asia is hot and humid, so customers wearing shoes for a long time are prone to suffer from Tinea pedis or onychomycosis, thus causing Ingrown toenail and mold infections. In addition, according to the study of Huang Yiqian (2003), people who are attacked by external pressure easily get the body's immune system declined and lead to poor peripheral blood circulation. These causes may also lead to problematic nails, such as onychomycosis, onycholysis, Ingrown toenail, onychophagy, onychorrhexis, pincer nail, felon and so on. Therefore, the reasons for the formation and improvement of problematic nails are the focus of this study. In addition, the nail industry is fiercely competitive; the business analysis and the proposed countermeasures for Nails Talking Company are another focus of this study. In this study, a qualitative research was conducted with a hematology oncologist, a dermatologist, a plastic surgeon from Taiwan University, a physiotherapist, the manager of Nails Talking Company, and a cosmetology teacher. A deep interview was also conducted with the cause and improvement of problematic nails and conclusions were made as follows. Firstly, it is recommended that the manicurist should attend the medical center with attached teaching equipment to acquire the credits related to the human experiment so as to be promoted to a professional level. Secondly, through the drugs for external use or nail polish formulations to improve the treatment of problematic nails, the nail industry or Nails Talking company live up to the proverb-prevention is better than cure. Thirdly, propose the standard process of endonyx toenail improvement. Fourthly, through the light therapy of Chinese medicine, the blood and lymph circulation are strengthened, metabolism is vigorous, and the body's defense function is reinforced. Fifthly, the recommendation of Chinese medicine to strengthen the liver's immune system is really helpful for the recovery of diseases related to nails as well. O objetivo do estágio foi a aquisição de conhecimento e experiências relacionadas com Gestão de Dados que possam ser aplicados a investigação clínica. Este objetivo esteve dependente dos projetos disponíveis durante o estágio. Neste relatório, é feita uma primeira introdução a investigação clínica, e Gestão de Dados e de dados clínicos. São dadas introduções teóricas a cada um dos três projetos em que participei: projeto ECSI e Dermatite Atópica, projeto de avaliação do PNRCAD, e projeto ECRIN. Após as introduções teóricas de cada projeto, são descritas todas as atividades que realizei ao longo dos meses de estágio. O Projeto ECSI e da Dermatite Atópica, foram mais focados em codificação, classificação e análise de dados. O Projeto PNRCAD baseou-se na avaliação de um plano nacional sobre os comportamentos aditivos, em vigor de 2013 e 2020, e que envolveu recolha de dados, por meio de entrevistas e inquérito. Neste projeto, há com enfoque na análise de benchmark, em que Portugal é comparado a três países: Croácia, França e Reino Unido. O Projeto ECRIN constituiu em preparar Standard Operating Procedures para a certificação da NOVA CRU como Centro de Gestão de Dados ECRIN. A participação em projetos diferentes permitiu-me obter conhecimentos e desenvolver aptidões de áreas como a Gestão de Dados, gestão de projeto e gestão da qualidade, podendo aplicá-las em contexto de investigação clínica.
ABSTRACT: This report describes the internship held between October 2019 and March 2020, on the subject of Data Management. The internship’s main objective was the gathering of knowledge and experiences related to data management that could be applied to clinical research. This objective was conditioned by the projects available during the internship. In this report, you will first find an introduction to clinical research, data and clinical data management. You are given theoretical introductions to each of the three projects in which I was involved: projects ECSI and Atopic Dermatitis, evaluation of the National Plan on Addictive Behaviours and Addictions, and ECRIN. After the introductions given about each project, I describe the activities I was involved in throughout the internship. The ECSI and Atopic Dermatitis projects were more focused on coding, classifying and analysing data. The project involving the National Plan on Addictive Behaviours and Addictions was an evaluation of the National Plan that was on place from 2013 to 2020, and that included data collection, by means of interviews and an inquiry, In this project, I focus on the benchmark analysis, in which Portugal is compared to three countries: Croatia, France and the United Kingdom. The ECRIN project was a project of development of Standard Operating Procedures for a certification of NOVA-CRU as an ECRIN data management centre. Being involved in different projects allowed me to acquire knowledge and develop skills in subjects as data management, project management and quality management, in a way that I am able to apply them in a clinical research context.

The provision of infrastructure delivery programmes in Limpopo province is an important agent in the reduction of poverty, unemployment and strengthening of social capital. The infrastructure development programmes create opportunities for job creation through approaches such as maintenance of existing infrastructure in order to retain resources in the local areas. However, the provision of basic infrastructure still faces serious challenges, notwithstanding the fact that the PFMA and Treasury Regulations (issued by the National Treasury in terms of Section 76 of the PFMA) provide for control measures government has put in place for effective and efficient service delivery in general. The objective of this study was to scrutinise management of finances in the planning, implementation and monitoring of infrastructure programmes and further seek to propose measures to strengthen financial management controls in the implementation of infrastructure programmes to bolster service delivery in the Limpopo province. The literature reviewed indicated that successful implementation of infrastructure development in the province depends on skills and knowledge of the players and financial resources. This study used qualitative research methodology in examining the management of finances in the planning, implementation and monitoring of infrastructure programmes in the Limpopo provincial government. An open-ended questionnaire was used to collect data from the participants. The researcher utilised purposive selection method to obtain information from relevant participants who are directly involved in infrastructure management. The study revealed that Limpopo government departments do not utilise capital budgeting models to appropriately plan and fund infrastructure projects. There are challenges, including procurement processes, lack of appropriate skills to monitor and implement infrastructure projects and lack of standard operating procedures to encourage a culture of uniformity, responsibility and accountability in the processing of payments.

Abstract:
This study investigated the development and implementation of methods and procedures as generic administrative function, with specific reference to issuing drivers licences in the Driving Licence Testing Centre of the Madibeng Municipality. The contribution of the study to the discipline, Public Administration, is found in the basic framework for the development of standard operating procedures. Furthermore, a set of standard operating procedures to issue drivers licences was developed. In essence, the systems theory inspired the design of the basic framework for the development of standard operating procedures, while the phases of the ADDIE instructional design model simplified the drafting of the standardised procedures to issue drivers licences. Although the empirical data collection commenced with a quantitative research methodology, a qualitative dimension was required to fully understand the problem why the Driving Licence Testing Centre at the Madibeng Municipality lacks contemporary and relevant standard operating procedures to issue drivers licences. A mixed methods research design was eventually adopted to explore the phenomenon because a second research method was needed to strengthen the primary research method. Data was initially collected through a questionnaire, and follow-up personal interviews were conducted to clarify issues that were not responded to or unclear from the self-administered questionnaires. This conforms to pragmatism - the research philosophy adopted for this study because predetermined research questions dictated the path towards realising the research objectives. Since this study utilised a mixture of qualitative and quantitative research designs, the research methodology was shaped by various strategies, techniques and data collection instruments, such as literature reviews, document analyses to draft the standardised procedures, case study (Driving Licence Testing Centre of the Madibeng Municipality), a structured questionnaire and semi-structured personal interviews. In this study, the administrative generic function of determining and revision of methods and procedures was referred to as ‘methods and procedures’. Within the context of Public Administration, the study revealed that methods and procedures specify the sequence, processes and techniques necessary to execute certain actions and operations during service delivery. Moreover, it states how tasks must be exercised within the public sector, as well as indicate who must take action. Consequently, methods and procedures are built into all public service activities, regardless whether these are administrative, functional or auxiliary activities. It was concluded that methods and procedures form an indispensable part of any public institution’s activities. However, the study focused on methods and procedures to issue drivers licences at the Driving Licence Testing Centre of the Madibeng Municipality. The study realised its overall aim when recommendations were made to the Driving Licence Testing Centre of the Madibeng Municipality of how to develop and implement standard operating procedures to issue drivers licences. In essence, it was recommended that the basic framework for the development of standard operating procedures be applied when updating and/or developing methods and procedures. Moreover, it was recommended that the set of newly developed standard operating procedures be adopted and implemented. It was also suggested, amongst other proposals, that the management and the staff at the Centre engage from the initial stages in the procedure development process, that clear steps and instructions of how to reach organisational short-term objectives, be specified, and caution be taken by the Madibeng Municipality against the implementation of an overly multifaceted internal control system at its Driving Licence Testing Centre.

Today, in 21st century, the rapid development of network technology has made the information science become our daily life; all the industries are so engaged with the computers day after day. Alone with the prosperity of technology industries, the computers also become widely used tools for the publics. Meanwhile, the well constructed information technology and high application of internet makes the domestic regular internet population from less than 600,000 in 1996 to today’s enormous growth. The incoming of information technology and the recent popularity of computers and internet, not only causes the new styles of theft, counterfeiting, fraud and pornography that differs from the traditional crimes, but also breeds the increasing amount of potential high-tech criminals because of the increasing amount of popularity who have high-tech and skills. Moreover, the internet crime is still the most common type of high-tech crime today. Owing to the network characteristics, the identity verifying is relatively not easy for the criminals; the collecting of digital evidence will be a severe task for the investigation agencies and investigators against the future high-tech crime. This research is to study the construction of the standard operating procedures for high-tech crime forensics referenced by the information of the investigation about the high-tech crime from the advanced countries, to analyze and discuss the investigation processes of our country. This study investigated the construction of high-tech crime, standard operating procedures of forensic considerations collected through literature review of the advanced countries in the process of high-tech crime, forensics research, and hi-tech crime investigation processes of analysis and discussion. Meanwhile, gathering the domestic high-tech crime cases from 2004 to 2010 by the method of content analysis to analyze the content to verify the investigation processes and build up the construction of analysis level. Then make a questionnaire survey made by the Delphi method and the analytic hierarchy process (AHP), and replied by the experts of Industry, government and academia, then use the AHP model to analyze the weights of evaluation factors in order to select the best items of the high-tech crime forensic procedures. Constructing through the experts’ opinion survey to offer the results and recommendations, it can hopefully upgrade our high-tech crime investigation and forensic quality.

Computer forensics is an emerging field of the information security. Many countries currently plan to develop dedicated computer crime units; training professionals and developing computer forensic hardware and software to find out key security breach evidences with high-tech computer equipment. The common goal is of these efforts is to let the Computer Forensic results, e.g., the digital evidences, be valid, convincing evidences in the court. In recent years, many cases of the military information occurred, thus our army has become aware of the importance of computer forensics. The administrative investigation these leakages is the one of major works in the future since there are wide scopes in the computer crime; the relevant laws and regulations, equipment, professional, technical manpower, forensic procedures are too much to be handled by our current forensics technology. Any mistake in the above factors will significantly affect the forensic results. This paper thus proposes a new Taiwan MND computer forensic standard operating process that is suitable for uses in our army. The security goals are achieved by using the Delphi method to revise the key critical success factors of the operating procedures in the standard international forensic formats. The Taiwan MND was proved by the over 10 experts and scholars and front-line staff with the analytic questionnaire. Based on analytic results, the Taiwan MND is a good procedure to improve our current procedures and to apply in our authorities.
