Abstract:
The purpose of this concept paper was to discuss and analysis evaluation models using in the curriculum implementation or educational program evaluation. This paper focused on secondry school home science education subject and Stake Countenance Model. This model focused on congruence between what was intended to occur and what was actually observed to occur before, during, and after curriculum implementation. The Stake Countenance Model used antecedents, transactions and outcomes as a core concepts to structure the view of the curriculum implementation evaluation or an educational program evaluation. The Stake model demonstrated its effectiveness by facilitating a thorough examination of both quantitative and qualitative research method.Kertas konsep ini adalah bertujuan untuk membincangkan dan menganalisis model penilaian yang digunakan dalam penilaian pelaksanaan kurikulum atau program pendidikan. Kertas konsep ini memberi tumpuan kepada Mata Pelajaran Sains Rumah Tangga sekolah menengah yang diajar pada peringkat menengah atas dan Model Stake Countenance. Model ini membincangkan dua matrik iaitu matrik deskripsi dan matrik pertimbangan yang memberi tumpuan kepada kepada kesesuaian antara apa yang dirancang untuk berlaku dan apa yang sebenarnya berlaku semasa perlaksanaan dengan melakukan pemerhatian sebelum, semasa, dan selepas pelaksanaan seseuatu kurikulum atau program pendidikan. Model Stake Countenance membincangkan tiga fasa pengumpulan data; masukan, proses dan hasil sebagai teras konsep dalam penilaian pelaksanaan kurikulum atau penilaian program pendidikan. Model Stake menunjukkan keberkesanannya dengan memudahkan penilai membuat pertimbangan menyeluruh dengan menggunakan kaedah penyelidikan kuantitatif atau kualitatif.

Abstract:
The evaluation study aimed to describe the implementation of Bahasa Indonesia as character development subject (Matakuliah Pengembangan Kepribadian/MPK) seen from (1) the learning plan, (2) the implementation of learning, and (3) evaluation of learning. Evaluation model used was a stake evaluation model (Countenance Model). Data were analyzed by descriptive-quantitative. The data were collected by using questionnaire, interview, and documentation. Categorization percentage is divided into five criteria, namely excellent (> 80%), good (60%-80%), fairly good (40%-60%), poor (20%-40%), and very poorly (<20%). The research was conducted in the first semester of the academic year 2015/2016 with the sample of 315 students. The results showed that in general the Bahasa Indonesia as character development subject was categorised as good with the percentage of 71.02%, in detail, the result can be described as follows: (1) the learning plan is categorized as good with the percentage of 72.62%, (2) the implementation of learning is categorized as good with the persentage of 69.85%, and (3) evaluation of learning activities is categorized as good with the persentage of 70.59%. The implications of this research for lecturers is a need for efforts to sustain the implementation of learning that has been good even working on improving and working to improve elements of learning activities that have not been considered good. The results of the study suggest that regular evaluation needs to be done to get a better picture of evaluation with a larger number of sample. Another suggestion that can be proposed is the evaluation of learning by using a variety of evaluation model to get a better result of the learning Bahasa Indonesia.

Abstract:
The quality of mathematics learning in Bantaeng Regency, South Sulawesi were in a low category based on the research findings from the Institute of Educational Quality Assurance of South Sulawesi in 2011. It affects students to be unwilling to be involved in the process of mathematics learning. This study aims to evaluate the process of learning mathematics in the elementary educational level at Bantaeng Regency. The model of evaluation used in this study is the Stake Countenance Model consisting of three steps of evaluation, namely antecedent, transaction, and outcomes. The subjects of this study were 12 teachers at state elementary schools in Bantaeng Regency assessed by three raters. There were 363 midterm score tests from 12 schools. The instruments used in this study were observation sheet, lesson plan sheet, assessment documentation sheet, and interview guideline. This study used a quantitative research approach supported by qualitative data. The result of the study shows that (1) the lesson plan of mathematics subject is in a good category (93.45%), (2) the learning process is in the good enough category (67.07%), (3) the document of students assessment is in the good enough category (71.34%), and (4) most students in each school do not pass the school standard.

Abstract:
<em>This research aims were: (1) the quality of preparation, (2) the quality of implementation, and (3) the learning outcomes of students in application of learning science in Curriculum 2013. This research was model evaluation research based on Countenance Stake model. The population in this study was teachers and students in seventh grade of Junior High School. This research was conducted in Junior High School that was applying Curriculum 2013 in Bantul region. The teacher sample was determined by purposive sampling technique. The student sample was determined by proportional random sampling technique. The data were collected using document preparation review sheets, classroom observations, student and teacher questionnaires, and document of student learning outcomes. The data were analyzed by descriptive quantitative technique. The results indicated a strong concerned between the quality of teacher preparation, implementation and student learning outcomes. The result of this research show that: (1) the quality of preparation of learning science in Curriculum 2013 was categorized good (t-score = 50,51), (2) the quality of implementation of learning science in Curriculum 2013 was categorized good (t-score = 51,32), (3) the result of student learning outcomes was categorized good (t-score = 50,59).</em>

Tujuan penelitian ini adalah mengevaluasi program pembelajaran IPA SMP di Kabupaten Bone Bolango berdasarkan Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 65 Tahun 2013 tentang Standar Proses Pendidikan Dasar dan Menengah. Penelitian ini merupakan penelitian evaluasi dengan model Countenace Stake. Pengumpulan data menggunakan teknik, observasi, wawancara dan dokumentasi. Teknik analisis yang digunakan adalah deskriptif kualitatif. Kesimpulan hasil penelitian sebagai berikut: (1) perencanaan pembelajaran IPA termasuk kategori cukup (68%), ditemukan belum adanya kesesuaian antara RPP dengan standar proses pembelajaran; (2) pelaksanaan pembelajaran IPA termasuk kategori cukup (57%), belum adanya kesesuaian antara pelaksanaan pembelajaran dengan standar proses pelaksanan pembelajaran; dan (3) hasil belajar peserta didik belum memenuhi Kriteria Ketuntasan Minimal (KKM) dengan aktualitas ketercapaian 65% kategori cukup. 4) terdapat contingency antara perencanaan, pelaksanaan dengan hasil belajar IPA, yang perencanaan pembelajaran dengan kategori yang cukup menyebabkan guru melaksanakan pembelajaran belum sesuai standar proses sehingga hasil belajar peserta didik belum memenuhi KKM. Therefore, the purpose of this study was to find out the effectiveness of the preceptorship programme using the Stake Model Evaluation Programme in terms of aspects antecedents, transactions, outcomes and behaviours.Methods: This study uses descriptive design with quantitative and qualitative approaches. The sample consists of 131 students, 22 clinical preceptors and 22 academic preceptors. The quantitative data were collected using questionnaires, observation and document studies. Qualitative study was conducted using an interview. Descriptive analysis uses mean, standard deviation, percentage, frequency distribution and qualitative analysis using a content analysis.Results: The study evaluation found that at antecedent stage. About 68.2% to 90.9% clinical preceptors had a good preparation on the student preparation stages as perceived by the academic preceptor and preceptee. While in the stage of transaction, preceptors are able to teach nursing care and students to perform nursing care from simple to complex in accordance with the competencies achieved. Only less than half (45.5%) of students had good implementation of nursing care, including assessment, diagnosis, planning, implementation and evaluation. However, more than 68% of them showed good professional attitudes and communication. The outcome phase obtained consistency in the result of the practice phase with the national competency test with value from 76.2% to 97.4%.Conclusion: The majority of the antecedent, transaction stage, and outcome showed an average condition which requires an improvement in order to provide a good quality education programme. Future studies may also need to design an alternative approach for students’ supervision in clinic.

Educational leadership has been studied in depth so far worldwide. However, to our knowledge, there is a broad scope for further research in terms of measuring educational leadership effectiveness. Many attempts throw the years were undergone in Greece in order to establish an evaluation process for educational leadership, many reactions raised, continuous changes have occurred and the issue remains timeless. This study aims to introduce a model of assessing the outcomes of educational leadership considering the most important stake holders that affect. These stake holders according to literature review in broader categories are the academic staff, school community, students, local society, and administrative personnel. Educational leader’s effectiveness can be also assessed against their academic and operational duty results such as the implementation of national educational policy, administrative tasks and relative operational outcomes in budgeting, handling and overcoming managerial obstacles, meeting the legislation standards. The purpose of this research is to design a comprehensive, applicable and holistic evaluation model for assessing educational leadership based on the results on the above criteria. For this purpose an extensive relative literature review in educational leadership studies has been conducted in order to explore in depth the most significant recipients that educational leadership influence and affect direct or indirect respectively. The core idea is that the most influenced recipients by educational leadership could be the most appropriate evaluators for the results of it. Thus has been designed a model based on the most significant stake holders who affected by educational leaders, complimented with a questionnaire as evaluation tool, which is structured with particular questions for each broad category of stake holders. In this study a relative literature review, and a draft of a pilot evaluation model in assessing educational leadership presenting, while the ultimate target is in a following study the evaluation model to be implemented in real sample of participants in order to present the impact of educational leadership effectiveness with respect to subordinates of academic, managerial staff and students of an educational organization.It is of a great importance to have an evaluation model for assessing the educational leadership effectiveness for all levels of education such as primary, secondary and higher education. Educational leaders affect many recipients such as students, faculty members, academics and community. Hence, a broader evaluation model should involve assessment criteria from all these stake holders due to the fact that educational leadership has a great direct or indirect influence in several micro and macroeconomic critical results, such as students achievements, learning outcomes, school climate, local society bonds, teachers behaviours, ethics, culture, civilization, and eventually national economy competiveness. A transparent evaluation model of school leaders could provide better understanding of the job left to be done for every educational leader, to recognise competences, to disclose weaknesses in order to work on them, to facilitate criteria for improvement, overcome obstacles and eventually to promote and improve educational efficiency.

Abstract:
This research explores the history learning which is integrated to IPS subject or also known as social studies at secondary school in SMPN 4 Kota Bekasi. The Method used in this research was evaluation method which employed responsive evaluation developed by Stake. Responsive evaluation by Stake used responsive clock as guided stages for evaluator. There were three components of evaluation following his earlier countenance model antecedent, transactions and outcomes. The things considered as antecedent were policy of the program, goal of the program, curriculum, book, means and infrastructure, and teacher’s competency. The things considered as transactions were lessons plan, instructional implementation, assessment, method and media of instructions. The results of the research show that there were several problems in the school related to program being evaluated, therefore several recommendation are given to IPS’s teacher, headmaster, government and also parents and community. Penelitian ini bertujuan untuk mendeskripsikan pembelajaran sejarah yang terintegrasi dalam mata pelajaran IPS atau yang dikenal juga sebagai social studies di sekolah menengah pertama SMPN 4 Kota Bekasi. Metode yang digunakan dalam penelitian ini adalah metode evaluasi yang menggunakan model evaluasi responsive yang dikembangkan oleh Stake. Evaluasi responsive yang dikembangkan oleh Stake menggunakan responsive clock sebagai panduan bagi evaluator. Terdapat tiga komponen evaluasi mengikuti model countenance yang telah dikembangkan sebelumnya oleh Stake yaitu komponen antecedent, komponen transactions dan komponen outcomes. Termasuk komponen antecedent adalah kebijakan program, tujuan program, kurikulum, buku, sarana prasarana, dan kompetensi guru. Termasuk dalam komponen transactions adalah perencanaan pembelajaran, pelaksanaan pembelajaran, metode pembelajaran, media pembelajaran dan penilaian proses pembelajaran. Hasil penelitian menunjukkan bahwa terdapat beberapa masalah di sekolah berkaitan dengan program pembelajaran sejarah yang terintegrasi dalam mata pelajaran IPS di SMP N 4 Kota Bekasi, sehingga beberapa saran diberikan kepada sekolah dan guru, MGMP, pemerintah, orang tua dan masyarakat.

This research is an evaluation research with a quantitative descriptive approach. The evaluation model used is the Stake Countenance Model. The subjects of this study were all teachers in SDN 101775 Sampali, Deli Serdang Regency with a total of 12 teachers. Data collection techniques using observation, questionnaires, documentation and interviews. In analyzing data using descriptive methods. From the results of research conducted on the evaluation of the implementation of authentic assessment in SDN 101775 Sampali Deli Serdang Regency with a stake countenance evaluation model that is 90.39%. This is evidenced from the three stages of stakeholder evaluation in the implementation of authentic assessment which consists of an input phase (antecendents phase) which is evaluated consisting of analysis of learning documents, attitude assessment documents, knowledge assessment documents and skills assessment very well complete with a percentage of 89.46% . In the transaction phase that was evaluated, namely how the authentic assessment carried out by the teachers at SDN 101775 Sampali was carried out very well with a percentage of 90.71%. In the evaluated outcome phase which is the reporting of student learning outcomes and teacher understanding of the implementation of authentic assessment in schools has been going very well with a percentage of 91%. The next suggestion for the implementation of authentic assessment is continuously monitored so that the teacher's understanding of the implementation of authentic assessment can be carried out properly.

The research objective was to determine whether the coaching program at PODSI Barito Kuala Regency was effective and following what was made in the coaching program. This type of research is an evaluation of the Countenance Stake model. Data collection was done by filling out questionnaires, interviews, observation and documentation. The results of the research with the evaluation of the Contenance Stake model from filling out the questionnaire showed that the antecedent component was obtained in the medium category, the transaction component was in the medium category, and the outcome component was in the moderate category, the results of interviews, observation and documentation of PODSI Barito Kuala Regency, in collaboration with the Provincial Dispora and Kemenpora in the form of PPLP and PPLPD, do not have a licensed rowing coaching coach, do not have a licensed referee, the facilities are still lacking. The program research recommendation is continued to need to increase the capacity of coaches, referees and improve facilities, infrastructure and special canals for rowing so that they become a medium for recreation for athletes and the implementation of rowing championships in the Barito Kuala district.

The subjects of this study were all teachers in Public Elementary School 101775 Sampali, Deli Serdang Regency with a total of 12 teachers. Data collection techniques using observation, questionnaires, documentation and interviews. In analyzing data using descriptive methods. From the results of research conducted on the evaluation of the implementation of authentic assessment in Public Elementary School 101775 Sampali Deli Serdang Regency with a stake count maintenance evaluation model of 90.39%. This is evidenced from the three stages of stakeholder evaluation in the implementation of authentic assessment which consists of an input phase (Antecedents phase) which is evaluated consisting of analysis of learning documents, attitude assessment documents, knowledge assessment documents and skills assessment very well complete with a percentage of 89.46% . In the transaction phase that was evaluated, namely how the authentic assessment carried out by the teachers at Public Elementary School 101775 Sampali was carried out very well with a percentage of 90.71%. In the evaluated outcome phase which is the reporting of student learning outcomes and teacher understanding of the implementation of authentic assessment in schools has been going very well with a percentage of 91%. The next suggestion for the implementation of authentic assessment is continuously monitored so that the teacher's understanding of the implementation of authentic assessment can be carried out properly.

Namun demikian, kepada guru ekonomi disarankan untuk meningkatkan kualitas proses dan penilaian hasil belajar dengan cara melatih peserta didik untuk meningkatkan kemampuan berpikir tingkat tinggi.

This research is aimed at evaluating: the preparation, implementation, and outcome of the moral teaching program using Stake Countenance evaluation model (antecedent, implementation, and outcome). The study was conducted at Madrasah Aliyah Negeri (MAN) Cilacap, MAN Kroya, and MAN Majenang. The subjects were the principals, teachers of Aqidah Akhlak, chairpersons of the Madrasah Committee, and 276 grade XII students. Interview, observation, questionnaire, and documentation were used as data collection techniques. The data analysis method used was the quantitative-qualitative descriptive analysis. The result of the evaluation shows that: (1) the preparation of the moral teaching is in ‘good’ category; (2) the implementation of moral teaching in terms of time and methods is in ‘good’ category, but the model of moral judgments used is not in ‘good’ category; (3) the result of moral teaching in the madrasah and outside the madrasah as a whole is in ‘good’ category. Thus, Islamic moral teaching evaluation of MAN in Cilacap Regency viewed from the preparation, implementation, and the result is in accordance with the evaluation criteria. In addition, there is a need for further action to examine the effectiveness of moral teaching in madrasahs.

Dual Vocational Training was introduced in Spain in 2012 with the purpose to reinforce training based on employment requirements and to promote youth employment within the labour market. Since its implementation, there has been continuous growth of the presence of this modality across every Autonomous Community, with Andalusia being one of the latest regions to dualize the Vocational Educational Training (hereinafter VET) educational scheme. From the outset however, this modality has faced a number of obstacles that question its sustainability. Without losing sight of these obstacles, and with the purpose of providing arguments that justify the suitability of this model in Andalusia, this study aims to identify—from the unique perspective of three Andalusian educational institutions—the strengths of this modality and the opportunities that the Andalusian context offers. To this end, we have used the SWOT technique to analyse the opinion of a group of teachers regarding their thoughts on the Andalusian Dual VET system, from both an internal and external perspective. Workforce insertion and the quality of skills gained through training are some of the strengths that characterize this model, with the greatest opportunities derived from the needs of the Andalusian business and productive sectors. Based on the scenarios drawn, we have suggested a number of guidelines to capitalize on some of the identified strengths and take advantage of the opportunities observed.

This study was conducted to evaluate planning in career development for lecturers with the status of TNI (Indonesian Armed Forces) soldiers at Indonesia Defense University (IDU). The evaluation adopted the Countenance Stake model which conceptualizes a description matrix containing intents and observations and a judgment matrix containing standards and judgments. The evaluation focused on regulatory bases, program supports, as well as monitoring and evaluation planned to support lecturers' careers. The qualitative design used in this study is supported by primary and secondary data obtained through literature studies, observations, and interviews. Data analysis was conducted through the interactive approach of Miles and Huberman in data display activities, data reduction, and drawing conclusions. The results of the study show that planning in career development for lecturers from Indonesian Armed Forces (TNI) has been sufficiently supported by good results (84%), through basic support for external and internal policies, Tridharma Perguruan Tinggi (Three Pillars of Higher Education comprising Education, Research and Community Service) program and supporting elements, as well as plans for monitoring and evaluating performance.

BACKGROUND: Occupational safety and health management systems, hereinafter, in SMK3 are part of the overall company management system in the context of risk control related to work activities to create a safe, efficient, and productive workplace through efforts to prevent accidents and occupational diseases. AIM: This study aimed to evaluating the application of occupational safety and health management systems to contractors in the management area of PT Sims Jaya Kaltim based on government regulation number 50 of 2012. METHODS: The application of SMK3 is mandatory for companies with 100 employees or high risk. The evaluation research using the culinary method adopted a countenance stake evaluation model with three stages, starting with the antecedents, Transaction, and outcomes stages, in three mining companies. Data collection uses source pole, interviews, document review, and observation. RESULTS: The results of this study indicate the results of evaluating the implementation of an occupational safety and health management system at the Attendance (Input) stage in PT X based on government regulation number 50 of 2012, included in the less category where the value obtained is 55%. The results of the evaluation of the application of an occupational health and safety management system at the stage of transaction in X based on government regulation number 50 of 2012 are included in the satisfying category where the value obtained is 86%, while the outcomes obtained a value of 70.5% in the less category. PT Mandiri Herindo Adiperkasa and PT Iwaco Jaya Abadi are expected to further enhance the application of occupational safety and health management systems. CONCLUSION: The results of the evaluation of the implementation of the occupational safety and health management system (SMK3) at the Attendance (Input) stage at PT X based on government regulation number 50 of 2012 are included in the category of lacking where the value obtained is 55%. Transaction phase (Process) is included in the satisfactory category where the value gained 86%. The outcomes phase is obtained 70.5%.

The purpose of this study is to describes the implementation of curriculum 2013, especially on math subject at SMP Negeri 7 Salatiga. The subjects of this research are the student and math teachers in SMP Negeri 7 Salatiga. Data collection techniques used in this research were interviews, observation, questionnaires and documentation. Data analysis technique used in this research is descriptive qualitative. This study describes how the implementation of curriculum 2013 in schools is based on model of countenance stake evaluation and is guided by the standards that used. The results showed that: 1) at the antecedents stage, 100% meet the standards of the kurikulum 2013 tools and lesson planning; 2) at the transaction stage, 40% have not met the standards for learning implementation and 40% have not met the standards for the authentic assessment; 3) at the outcomes stage of 83.3% not meeting the standards for authentic assessment results.

Teachers’ performance is one of crucial topics in education and become a global problem in improving the quality of education in many countries, including the performance of Islamic Education teachers. Therefore, this research aims to evaluate Islamic Education teachers’ performance at SMA (Sekolah Menengah Atas/Senior High School) in Gorontalo Province. The method used in this research consisted of an evaluation research with countenance stake model. The samples were 66 Islamic Education teachers taken by purposive sampling technique. Data were obtained through observation, interview, and document study. The finding of this research shows that the Islamic Education teachers’ performance in learning planning is good. Teachers are able to design a good learning process, although the ability in selecting methods and strategies, selecting media and learning source and composing the assessment component in evaluating the learning should be improved. Because those three components are still in enough category. The performance of teachers in the implementation of learning is in good category, despite there are still some measured components that should be improved such as by doing elaboration activity, doing assessment process and furthermore program. Therefore, explicitly shows that Islamic Education teachers in Gorontalo Province performance should be evaluated. It aims to the professional development and the carrier improvement as a teacher.

Penelitian ini bertujuan untuk mengevaluasi (1) lingkungan strategis implementasi kebijakan, (2) proses implementasi kebijakan, dan (3) hasil implementasi kebijakan sertifikasi guru di Kementerian Agama RI. Penelitian menggunakan pendekatan kualitatif dengan model evaluasi Countenance yang dikembangkan oleh Stake. Lingkungan strategis implementasi kebijakan sertifikasi guru di Kementerian Agama RI cukup mendukung keterlaksanaan dan pencapaian hasil kebijakan namun masih ditemui beberapa kelemahan dan kendala yaitu peserta mengundurkan diri, belum ada rencana induk pengembangan, belum ada evaluasi diri dan penjaminan mutu kelembagaan LPTK. Kementerian Agama RI melakukan proses pengawasan dan evaluasi namun kurang terdokumentasikan sehingga proses tindak lanjut tidak dilaksanakan. Implementasi kebijakan menghasilkan lulusan guru profesional namun terdapat kelemahan dan kendala yang menyebabkan banyaknya peserta yang mengundurkan diri dan tidak lulus. Pada angkatan I seluruh peserta sertifikasi guru lulus. Pada angkatan II dari 947 peserta jumlah yang lulus sebanyak 945 (99,79%) dan yang tidak lulus sebanyak 2 (0,21%).Kata kunci: kebijakan, evaluasi, guru, sertifikasi EVALUATION OF IMPLEMENTATION OF TEACHER CERTIFICATION POLICY IN THE MINISTRY OF RELIGIOUS AFFAIRSAbstractThis study aims to evaluate (1) the strategic environment of the policy implementation; (2) the process of the policy implementation; and (3) the results of the policy implementation of teacher certification on the Ministry of Religious Affairs (MORA). The research method was a qualitative evaluation approach based on a model of evaluation developed by Stake. The strategic environment in the MORA is sufficient to support the implementation and achievement of the policy result although there are still weaknesses and obstacles follows that the participants resign, there is no PPG development master plan, no self-evaluation, and institutional quality assurance. The MORA has conducted a process of monitoring and evaluation although it is not documented so that the follow-up process is not implemented. Implementation of the policy shows the results of graduates of professional teachers despite the weaknesses and obstacles that caused many participants who resigned and did not pass. In the first batch of all teacher, certification participants passed all. In the second batch of 947 participants, the number passed as 945 (99.79%) and who did not pass as much as 2 (0.21%).Keywords: policy, evaluation, teacher, certification

This research is an evaluative qualitative research. The results of this study indicate that: (1) Implementation of evaluation of learning programs has been motivated by a fairly clear introduction (antecedent), because there are considerations on vision, mission, and goals, processes (transactions) that have been good and results (outcomes) are quite good, because there are considerations on student achievement results. (2) The inhibiting and supporting factors of the learning program that consists of 5 (five) supporting factors and 2 (two) inhibiting factors. The purpose of this paper is to systematize meaningful ideas on the economic impact of the rise of the robots. Design/methodology/approach With the goal of evaluating the channels through which the current wave of fast technological change affects the organization and performance of the economy and the behavior of agents, the paper is structured into two parts. The first part assesses the state of knowledge regarding the potential revolutionary role of robot use in production. The second part designs a model aimed at exposing the interplay between the most prominent features associated with the new economic reality. Findings The current wave of innovation has implications that escape conventional economic thinking. The evaluation and prediction of what the new phenomena brings is fundamental to design policies that prevent income inequality to widen and growth to slow down. Research limitations/implications The full macroeconomic impact of the fast, pervasive and irreversible automation of production is far from being completely assimilated. At this level, no benchmark model should be interpreted as a definitive framework of analysis, and economic thought should evolve alongside with empirically observed evidence. Originality/value We are facing an automation convulsion that replaces humans by machines at an unprecedented fast rate. This paper systematizes ideas about this process and offers a novel conceptual model to better understand what really is at stake.

Abstract:
The most successful Machine Learning (ML) systems remain complex black boxes to end-users, and even experts are often unable to understand the rationale behind their decisions. The lack of transparency of such systems can have severe consequences or poor uses of limited valuable resources in medical diagnosis, financial decision-making, and in other high-stake domains. Therefore, the issue of ML explanation has experienced a surge in interest from the research community to application domains. While numerous explanation methods have been explored, there is a need for evaluations to quantify the quality of explanation methods to determine whether and to what extent the offered explainability achieves the defined objective, and compare available explanation methods and suggest the best explanation from the comparison for a specific task. This survey paper presents a comprehensive overview of methods proposed in the current literature for the evaluation of ML explanations. We identify properties of explainability from the review of definitions of explainability. The identified properties of explainability are used as objectives that evaluation metrics should achieve. The survey found that the quantitative metrics for both model-based and example-based explanations are primarily used to evaluate the parsimony/simplicity of interpretability, while the quantitative metrics for attribution-based explanations are primarily used to evaluate the soundness of fidelity of explainability. The survey also demonstrated that subjective measures, such as trust and confidence, have been embraced as the focal point for the human-centered evaluation of explainable systems. The paper concludes that the evaluation of ML explanations is a multidisciplinary research topic. It is also not possible to define an implementation of evaluation metrics, which can be applied to all explanation methods.

Abstract This research is constructed in order to study and to evaluate involvement TNI on mission United Nations Peacekeeping Operations (UNPKO) in Lebanon program FY 2014-2015 due to achieve vision 4000 Peacekeepers. The CIPP model is using on apply qualitative method for the research with consist of four evaluation components: (1) context; (2) input; (3) process; (4) product. The mechanism collecting data were collected through interviews, observations, questionnaires and documentation study. There are three levels of evaluation for judgment each aspect: low, moderate, and high. The summarized results and figured into case-order effect matrix was figure out of the categorization.The results of this research indicates that TNI involvement in mission UNPKO Lebanon, aspire to increase the number of peacekeepers up to 4.000 personnel in the category “high”, but still have some minor additional improvement especially on coordination among stake holders. This is because the Results of Context Evaluation has a category of "high" with a scale of assessment "many" (75.3%); the Results of Input Evaluation has a category of "high" with a scale of assessment "moderate" (60.6%); the Results of Process Evaluation has a category of "high" with a scale of assessment "moderate" (65.3%) and the Results of Product Evaluation has a category of "high" with a scale of assessment "moderate" (63.3% ). Respondents involved in this study were Science teachers and students in Junior High School in Yogyakarta that consists of SMPN 5, SMPN 8, SMPN 15, and SMP Pangudi Luhur 1 Yogyakarta.Data collection techniques using purposive sampling using the instrument observation sheets, questionnaires teachers, questionnaires learners interview guidelines and checklist documents RPP. Data were analyzed using a quantitative approach to the t-score, anda qualitative approach descriptively.The results of this study are (1) the preparation of teachers in applying ICT is still not optimal. (2) the suitability of the use of ICT in the learning process quite well, it was shown that on average the suitability of the use of ICT 48,24% at a preliminary stage, 53,21% on core activities. 47,20% at the closing, and 36,74% in the assessment of the range of 56-68%, (3) learning Outcomes are still unsatisfactory ie 62,72% of the normal standard of 70%.

It is descriptive evaluative research by using quantitative approach. The model of study choosen is stake evaluation as the researcher has a tendency to understand learning activity which is seen from planning, implementing and lesson result view. The study is carried out in state vocational school of 1, 26, and 35 Jakarta with 118 respondents of student grade X. 36 questionnaires are used for the method of gathering data which had been tested for knowing the valitidy and reliability instrument of the questionnaire in advance. Percentage descriptive analisis is used for the technique of analysis. The aforementioned evidence reveals that the implementation of learning in state vocational school of 1, 26 and 35 Jakarta particularly the skills of structure image engineering of student grade X in the subject of image technique can be seen: The evaluation percentage to lesson plan which include planning of maintaining learning activity, planning of managing study, planning of class management, and planning of student achievements show very good resuly at the average of 80,30%, percentage of learning evaluation includes space, time, learning facility, knowing understanding learning material, using learning source or resource, managing class interaction, assignment implementation, and giving feedback reveals best resuly at the average of 79,83% and learning evaluation indicator include undertaking grading over the course of learning process, grading to the student behavior on learning, and student result which is grouped very good with the average of 80,93%.

Results: The results of the study shows the Compensation for the identification of needs analysis, vision mission, and program implementation objectives are appropriate, the curriculum used is a competency-based curriculum with SKKNI standards, the educational qualifications requirements of instructors have not fulfilled the requirements as Level II Spa educators, infrastructure facilities are well met , the financing requirements are well fulfilled, the transaction component of mastery of facilitators and instructors in preparing learning materials is not good enough, and the components of learning outcomes (outcomes) in Spa training on good cognitive aspects, on psychomotor aspects are very good, and test results all Spa training program participants are good. Implications: This research contributes to the form of development of competency test assessment instruments that have not previously been available at the BP-PAUD and Dikmas NTB Lab site.

The source of the data was students of XI Marketing academic year 2018/2019, Marketing teacher, stake holder, alumnus and also syllabus and the existing speaking material used at this time. The result of this study showed that 86 % students agree that they really need the relevant material which proper to their program and the analysis of the existing speaking materials and the existing syllabus showed that both are less relevant for English speaking skill for Marketing students. From the evaluation research got that learning method which used in the learning process found that it was less relevant. From evaluation research of documentation and interview agreed that the developing of speaking material for Marketing students is needed through Content Based Instruction. The final product of this speaking materials entitled English speaking materials for marketing. This research aims to evaluate the planning, implementation, and learning outcomes of French in Senior High School Sleman Regency based on Permendikbud Number 22 Year 2016 and Permendikbud Number 4 Year 2018 about Teaching and Learning Assessment based on 2013 Curriculum at Senior High School/Madrasah Aliyah. This evaluation research uses a quantitative descriptive approach with a countenance model from Stake. Respondents in this research were teachers and students at Senior High School of 1 Kalasan, Senior High School of 1 Depok and Senior High School of AngkasaAdisucipto. Data collection techniques use, research lesson plans, questionnaires, and documentation. The results of this research indicate that: (1) French learning planning is included in the excellent category with results of Lesson Plan reaching 88.9% and the results of the teacher questionnaire of 26.6 who entered in the very good category. Then it has been found that there is a compatibility between the Lesson Plan with the applicable process standards; (2) the implementation of French Learning included in both categories with the acquisition of a total score of 77 and a student questionnaire of 66.19 and there is a match between the implementation of learning with the standard of learning implementation; (3) learning results show good results with an average of 86.38 and the results of the teacher questionnaire of 65.7 which is above 61. Student scores are obtained from the results of the middle Semester Assessment and teacher questionnaire.

This necessitated the exploration of appropriate instructional strategies to substitute the existing time-tested pedagogical practices followed in teacher training colleges.The target audience specific data collected through surveys and interviews revealed that the needs, resources available and internet connectivity of main stake holders namely teachers and learners vary in several ways. This posed several challenges and the investigator found a solution in the RASE Model which is increasingly being perceived as a practical, evidence based design model with applications of technology to improve student learning outcomes and student satisfaction (Churchill, King, & Fox, 2013).When a batch of English optional teacher trainees of the Bachelor of Education (BEd) programme, was assigned to the investigator-cum-teacher educator, the RASE model which basically addresses Resources, Activity, Support and Evaluation was utilized for curriculum transaction. This paper lists down the strategy employed to transact the BEd curriculum using the RASE model. It is hoped that the report of the study will help colleges of teacher education and English language teacher educators to gain a sense of direction to commence delivery of instruction which has already been delayed owing to the pandemic.

Abstract:
One of the government's policies for the education sector that now must be implemented by every school is using the 2013 curriculum, especially for the elementary school level of education. There are many approaches that can be used in basic and secondary education. This study did at SDIT Raudlatul Jannah that has a learning program using a scientific approach. This research used qualitative approach by type of evaluation research with Stake Model. Data were collected through observation techniques, interviews, questionnaires, and documentation studies. Data analysis techniques were done through data reduction, display data, and verification. The result of the study showed that the context aspect (antecedent) base or implementation of learning program of scientific approach in SDIT Raudlatul Jannah is in line with the regulation of minister of education and culture No. 103 year 2014 article 2 verse 7. Transactional aspect of transaction evaluation of scientific approach in SDIT Raudlatul Jannah 85% has met the criteria. Output aspect based on average KKM's achievement, student's SME scores, and students' effective student-level outcomes are good.

Abstract:
The children's Special Correctional Institution (LPKA) on Tangerang City is one of the institutions that organizes the form of coaching Vocational High School (SMK). Implementation of education in Vocational High School must meet the minimum criteria in accordance with national education standards. Learning planning, educator qualifications and infrastructure is one of the components that exist in the national standard of education. This research aims to evaluate the quality of Lesson Plan (RPP) and assessment, educator qualifications, and infrastructure in the antecedent component of the Concatenate stake model in Special of Vocation High School. This research is an evaluative research with a qualitative approach. The method of data collection used in the form of interviews, documentation studies, and observations with the validity technique of data research results using the credibility by prologue engagement, persistent observation, and member checking. The results showed that educators first did not prioritize Learning Program Planning and its assessment, both lacking facilities of learning infrastructure, and all three educators who did not have a certificate of educators. The research aim is to find out policy formulation process, policy implementation; and the policy results on free education financing policy in Dompu Regency This research applied evaluation method by using Stake Countenance model The data were collected through questionnaires, interview, observation and documents. The result shown that policy formulation was based on (1) the rough enrollment rate of senior secondary education (2) the income per capita of the people Dompu; and (3) it was also supported by relevant regulations All of the steps in formulating the policy were followed as well as The policy contents contained stra tegic issues and actions, procedure, and goals or objectives The policy implementa tion process were based appropriately on method and guideline required The result of policy implementation, such as improvement of rough enrollment rate of senior secondary education was effectively achieved Before the implementation of the policy, the rough enrollment was 50,28% (2007) and it was 88,56% (2011)This per centage exceeded the national target 64,6% (2011); (2) it is decidable that the policy is responsive because since the policy is applied the parents pay nothing for the school fees; (3) the free of charge education policy implemented appropriately for all senior secondary students; (4) the policy is ineffective to the improvement teachers and staffs competencies, performance, and welfare, ineffective to the improvement students motivation and achievement, and parents participations became lower.

Abstract:
Sponsored Search Auctions (SSAs) are one of the most successful applications of microeconomic mechanisms, with a revenue of about $72 billion in the US alone in 2016. However, the problem of designing the best economic mechanism for sponsored search auctions is far from being solved, and, given the amount at stake, it is no surprise that it has received growing attention over the past few years. The most common auction mechanism for SSAs is the Generalized Second Price (GSP). However, the GSP is known not to be truthful: the agents participating in the auction might have an incentive to report false values, generating economic inefficiency and suboptimal revenues in turn. Superior, efficient truthful mechanisms, such as the Vickrey-Clarke-Groves (VCG) auction, are well known in the literature. However, while the VCG auction is currently adopted for the strictly related scenario of contextual advertising, e.g., by Google and Facebook, companies are reluctant to extend it to SSAs, fearing prohibitive switching costs. Other than truthfulness, two issues are of paramount importance in designing effective SSAs. First, the choice of the user model; not only does an accurate user model better target ads to users, it also is a critical factor in reducing the inefficiency of the mechanism. Often an antagonist to this, the second issue is the running time of the mechanism, given the performance pressure these mechanisms undertake in real-world applications. In our work, we argue in favor of adopting the VCG mechanism based on the cascade model with ad/position externalities (APDC-VCG). Our study includes both the derivation of inefficiency bounds and the design and the experimental evaluation of exact and approximate algorithms.
