Abstract:
Assessing the presence of vertebral column instability is essential in animals with vertebral fractures or luxations. Spinal instability is most commonly assessed using a three-compartment model and unstable vertebral fractures and luxations require surgical stabilisation. In cases of compression of the spinal cord (by haematoma, traumatic intervertebral disc extrusion or bone fragment), decompression surgery is necessary. Prompt surgery prevents additional spinal cord damage, but the overall condition of the patient, including any concurrent injuries, needs to be continually kept in mind. The vertebral column can be stabilised using multiple techniques, such as screws, pins, polymethylmetacrylate and plating techniques, as well as external stabilisation and spinal stapling. Complications of spinal surgeries include haemorrhage, infection, neurological deterioration, particularly in cases of spinal stabilisations, implant loosening and failure.

Abstract:
Quand un système réparti est sujet à des défaillances transitoires qui modifient arbitrairement son état, il est crucial de pouvoir retrouver un comportement correct au bout d'un temps fini. L'auto-stabilisation présente une telle garantie, mais en général au prix de ressources importantes. Dans cette thèse, notre démarche a consisté à minimiser ces ressources lorsque cela était possible.

Nous avons développé le concept de détecteur de défaillances transitoires, des oracles appelés par les processeurs du système, qui indiquent si des défaillances transitoires sont survenues, en un temps constant. Notre implantation permet de classifier les problèmes classiques suivant les ressources spécifiques nécessaires à la détection d'une erreur. Pour les tâches statiques, une suite naturelle a été de montrer qu'une condition sur le code localement exécuté par chaque processeur pouvait être suffisante pour garantir l'auto-stabilisation du système tout entier, indépendamment des hypothèses d'exécution et de la topologie du graphe de communication. Du fait que l'algorithme n'est pas modifié, il est forcément sans surcoût. De manière duale, nous avons développé des outils de synchronisation permettant de construire des algorithmes auto-stabilisants pour des spécifications dynamiques avec un surcoût en mémoire constant, c'est à dire indépendant de la taille du réseau. En outre, l'un des algorithmes présentés est instantanément stabilisant. Enfin, nous avons présenté une technique générale pour réduire systématiquement le coût des communications, en garantissant un délai de retransmission borné, et nous avons donné un cadre général ainsi que des outils d'implantation pour écrire des algorithmes auto-stabilisants dans ce contexte.

Abstract:
Being originally from the Dominican Republic, I am unfortunate to have experienced three economic crises and more than seven stabilisation attempts. I am also wiser, however, because of those experiences, and became fascinated by the recurring elements accompanying the crises: what economists dealing with stabilisation call stylized facts. I have also developed frustration by the way in which markets and institutions poorly coordinated in achieving stabilisation and preventing future failures. Even though we have learned systematically to deal with such devastating episodes, there is still much to discover about the way society and governments manoeuvre through crisis. How to design and implement credible and sustainable policies to lower inflation is at the heart of the literature. The essays in this dissertation will hopefully improve our understanding of, and ability to cope with, crises and the related stylized facts of stabilisation.

Les systèmes répartis ont deux caractéristiques importantes : ils sont non seulement complexes, mais en plus soumis à des défaillances. Ainsi, la vérification et l'étude de la tolérance aux défaillances dans ces systèmes sont deux problématiques majeurs. Dans cette thèse, nous proposons une méthode de vérification par model-checking d'un système réparti fondée sur les ordres partiels. Nous donnons un algorithme de parcours de graphe qui construit un sous-ensemble réduit de l'espace des états d'un système réparti, dans lequel il est possible de vérifier des propriétés stables du système considéré. D'autre part, nous étudions les systèmes auto-stabilisants qui sont des systèmes répartis naturellement tolérants aux défaillances. Un système auto-stabilisant est un système qui, quelque soit son initialisation et donc après une défaillance, finit par se comporter correctement. L'inconvénient d'un tel système est que celui-ci ne peut pas déterminer de lui-même s'il répond à sa spécification. Dans cette thèse, nous proposons un nouveau modèle fondé sur des observateurs, dans lequel un système auto-stabilisant peut connaître cette information. Dans ce modèle, nous prouvons qu'il est possible de construire un observateur déterministe pour n'importe quelle tâche spécifiée sous un démon synchrone et pour une topologie distinguée, dès lors que cette tâche admet une solution auto-stabilisante. Nous introduisons également la notion d'observateur probabiliste et nous prouvons que de tels observateurs permettent d'observer une plus grande classe de systèmes auto-stabilisants que les observateurs déterministes
Distributed systems have two main characteristics: they are complex and subject to failures. So, the verification and the study of fault tolerance in such systems are two major issues. In this thesis, we propose a model-checking verification technique for distributed systems. We present and prove an algorithm, based on partial orders, which builds a small subset of the whole set of states of a distributed system. In the reduced generated graph, it is still possible to verify stable properties of the considered system. We then study self-stabilizing systems which are fault tolerant distributed systems. Self-stabilizing systems are systems which, from any initialization, eventually behaves correctly, regarding to their specifications. The drawback of such systems is that they cannot determine whether or not they verify their specifications. In this thesis we propose a new model, in which the system can decide if it verifies its specification by introducing a new abstraction called observer. With this model, we prove that if there exists a synchronous self-stabilizing distributed solution for some problem in a distinguished network, then there exists a synchronous self-stabilizing distributed solution for the same problem in the same network which accept an observer. Finally, we introduce the notion of a probabilistic observer and we prove that such an observer allows to decide for a larger class of self-stabilizing systems than deterministic observers

L'objectif de ce travail est de mettre en évidence les conditions nécessaires au fonctionnement et à la survie d'une union monétaire. Ce sont les conditions budgétaires que nous envisageons, l'instrument budgétaire étant seul disponible à des fins de stabilisation. Il s'agit d'étudier les fondements théoriques et la possibilité pratique d'un mécanisme d'absorption des chocs, c'est-à-dire d'un système de transfert budgétaire entre Etats dans le cadre de l'UEM, afin que les Etats membres puissent faire face à des chocs transitoires asymétriques, principale menace pour l'UEM. L'économétrie de panel permet de mettre en évidence les caractéristiques d'un tel système de fédéralisme budgétaire et de stabilisation dans les unions monétaires existantes, telles que les USA. Nous examinons donc les modalités souhaitables de mise en place d'un dispositif spécifique pour l'Europe. Mais nous montrons aussi que sa nécessité pour l'union monétaire n'est pas formellement établie. L'argument implicite selon lequel de tels stabilisateurs inter-régionaux sont encore plus puissants à l'intérieur des Etats unitaires, n'apparait pas confirme empiriquement. Par contre, un tel système semble utile, pour assurer la solidité de l'union monétaire dans la période initiale
The purpose of this work is to identify the conditions requisite for the successful operation and survival of a monetary union. The fiscal instrument being the only one available for the purpose of stabilization, it is fiscal conditions which we must consier. The theoretical foundations and the practical possibility of a shock-absorber mechanism are explored here, that is to say a fiscal transfer scheme between states in the framework of the emu in order that the member states should be able to cope with transitory, asymmetric shocks which represent the main therat to its existence. Econometrics of panel data makes possible the highilighting of the various characteristics of such a system of fiscal federalism and stabilization in existing monetary unions, like that of the USA thus we may examine the components necessary for the creation of a specifically European device of this kind and the fact that its necessity for a successful monetary union is not as yet proven. The implied assumption that such inter-regional stabilisers are still more powerful within unitary states does not appear empirically confirmed, however such a system would seem helpful in ensuring the stability of a monetary union in its initial period

Un developpement important des structures flexibles a eu lieu ces dernieres annees, en parti grace aux micro-satellites. Leurs avantages sont nombreux : ils sont legers, environ 300 kg et peuvent etre produits en grandes quantites, 200 environ. Le deploiement, verrouillage et stabilisation des appendices comme les panneaux solaires, antennes et cables doivent etre a la fois simples, peu couteux et fiables. En reponse a ces contraintes les ingenieurs proposent un controle passif. L'utilisation du joint de carpentier en est un exemple. Il s'agit d'un ruban metallique dont la courbure longitudinale est nulle et la courbure transverse est constante. On cherche les formes naturelles de ce joint lorsque les positions terminales et angles sont fixes. On recherche donc les equilibres statiques de cette coque. Pour cela on utilise une methode hybride calcul numerique-calcul formel. On s'interesse ensuite a la vibration de la coque autour de cet equilibre static. En utilisant la fonction distance orientee et le modele developpe par delfour et zolesio, on obtient un nouveau modele intrinseque pour les coques precontraintes. L'alter ego du tenseur dshell est le tenseur a qui s'obtient par calcul formel a partir de dshell. On considere alors le probleme de control passif de la vibration. L'equation de la vibration est hyperbolique. La derivee par rapport au domaine, qui est le cadre naturel pour l'analyse de la vibration, n'etait pas etablie en raison des complications specifiques. Avant d'etudier le probleme de cette equation nous etudions les difficultes sur l'equation des ondes.

Avec l'emergence des reseaux (informatiques, telephoniques et autres), de nouveaux problemes ont fait leur apparition. Les systemes repartis ont ete concus pour les resoudre. Quand ils sont sujets a des defaillances qui modifient le contenu des memoires de leurs divers composants, il est important que ces systemes puissent retrouver au plus vite un etat normal (c'est a dire converger). Les algorithmes auto-stabilisants offrent une telle garantie. Malheureusement, l'auto-stabilisation ne donne aucune assurance quant au temps qui s'ecoule entre la perturbation du systeme et la convergence. En particulier, il peut etre arbitrairement long. De plus, il est egalement possible qu'une defaillance partielle du reseau se propage a l'ensemble du systeme, colportant ainsi une erreur. D'ou l'emergence de nouveaux concepts proches de l'auto-stabilisation qui, tout en assurant la convergence vers un etat normal, proposent en plus une qualite de service. Nous les avons appele les raffinements de l'auto-stabilisation. Dans cette these, nous nous sommes attaches a presenter formellement differents raffinement de l'auto-stabilisation et a les illustrer par des exemples. La stabilisation proportionnelle assure que le temps qui s'ecoule entre la fin des defaillances et la convergence est proportionnel au nombre effectif de defaillances frappant le systeme. La k-stabilisation permet un retour a la normale a condition qu'une partie seulement du systeme soit defaillante. La stabilisation k-proportionnelle combine les deux approches : elle permet un retour a la normal a condition qu'une partie seulement du systeme soit defaillante, ce retour se faisant alors en un temps proportionnel au nombre effectif de fautes ; enfin, la stabilisation anti-corruption permet un retour vers un etat correct sans que les elements corrompus du reseau diffusent leur fausses informations vers les elements non corrompus.

La première partie est consacrée à la modélisation du comportement de ce type de structures, en particulier de poutres. Dans la seconde partie, on établit des conditions suffisantes à l'existence et à la régularité des solutions et de la sortie d'équations aux dérivées partielles d'évolution du second ordre en temps, avec opérateurs de contrôle et d'observation non bornés. Ces conditions portent principalement sur les éléments spectraux de l'opérateur de déformation. Enfin, on étudie la stabilisation de ces feedbacks de rang fini sur la frontière, linéaires et sous-linéaires. Abstract:
This thesis discusses the wavelength stabilisation of semiconductor lasers for WDM applications. The motivation is to explore the potential of a novel athermal WDM laser with much less wavelength drift than conventional lasers, and without the traditional external temperature compensation units. The study is mainly theoretical, but some experimental work is included. Based on the Cambridge time domain model, intensive simulation has been done to investigate the design space of DBR lasers. Although the structure of the initial prototype DBR model is simple, the simulation output results are rather complex. All the main parameters such as grating length, grating coupling strength, total laser cavity length and waveguide scattering loss are varied. Results obtained agree with current measurements on DBR lasers, and support dimensions and structures derived empirically. Based upon the above results, simulation work then goes further towards the athermal WDM laser idea which employs negative temperature coefficient material to physically compensate the frequency variation with temperature. A polymer widely used in optical waveguides is one candidate. Having reviewed temperature dependent parameters in semiconductor lasers, we incorporated these into the Cambridge Time Domain model. It predicts a wavelength shift of about 0.75 nm over a 100o C range at wavelength of 1500 nm where about 9nm would be expected from a normal DFB laser. It also reveals other complex and interesting behaviour, which is likely to give several useful insights into the behaviour of tuneable and other forms of DBR and BFB lasers. An experiment to verify the athermal effect of a polymer has been done. Focussed ion beam etch was employed to form a deep grating in near-conventional FP laser, and the grating voids were filled with the polymer. Lasing action with good wavelength stability was observed, though the particular structure employed is probably not capable of single mode operation over a wide temperature range.

Abstract:
This work describes a novel method of soil stabilisation at meso-scale which involves mixing into the soil molecularly oriented mesh elements in the form of squares, rectangles or ribbons. Laboratory compaction, CBR, permeability, triaxial, repeated loading, long term loading (creep) and model footing tests are detailed in which 50 mm square, or 50 x 100 mm rectangular mesh elements are mixed with various soils in order to identify the important properties of the mesh and the effect of the mesh element content on the behaviour of the stabilised soils. The results indicate that the basic operating mechanism is that each mesh interlocks with the adjacent soil particles to form an aggregation and these aggregations are locked together by the surrounding mesh elements to form a coherent matrix with improved stress resistant properties, increased ductility and unaffected permeability. These benefits are obtained even when the mesh element content is small.

Abstract:
The BP West Sole gas field is located in Block 48/6 in the UK sector of the southern North Sea, about 70 km off the Holderness coast. Production from the gas field is exported to a shore terminal at Easington by two pipelines. Both pipelines were trenched at installation. Pipeline surveys over the last few years show that both pipelines are substantially exposed at the shore approach and inshore sections. This has occurred in part due to the retreat of the cliffs in Easington and subsequent lowering of the sea bed level and also the migration of sand from around the pipelines leaving them largely unburied and sitting on the local clay abrasion platform. It has been concluded that both pipelines require stabilisation sooner rather than later to reduce the risk of pipeline failure. Pipeline stabilisation options need to take account of the environment in which they have been placed. Easington is at a critical position along the Holderness coast. All net sediment transport from the Holderness coastline passes through this section. Any interruption to this movement could result in a change to the adjacent coast. Maintenance of the sediment budget is important to a wider area of the East coast of England. Stabilisation options must not reduce the net amount of sediment moving southwards past Dimlington and must not result in any long term negative impact on the coastal evolution. This paper outlines consultancy required and problems process regarding the geomorphological issues in getting acceptance from government and non-government bodies. A methodology has been developed that allows quantification of impacts of different options on the sediment budget and on the long-term coastal evolution (see also Chen et al 1998, 2001 and 2002). Application of this method aimed at providing understanding and information which is considered to be important in the process of selecting an optimal solution for the pipeline stabilisation in such an environmental sensitive coast.

Abstract A thorough understanding of the interaction of waves with ships is a vital factor in the safe and economical technology design. Considerable advances have been made recently in the modelling of wave hydrodynamics and wave-structure interaction. Wave diffraction analysis using 2D Strip Theory (ST) or 3D Boundary Element Methods (BEM) based on potential flow theory is now standard with linear and second-order theory in the frequency domain. In case an assessment of a new ship roll stabilisation system of the gyroscopic type is seen as desirable, no ready to use numerical tool to predict the performance of the wave-structure interaction is available. Therefore, for smaller vessels with a certain advance speed, such a patrol boats or pleasure crafts further developments must be applied to a BEM method to take into account speed corrections plus a standard ST tool in order to include the roll stabilisation effect that could be attained using a dedicated gyroscopic roll stabilisation system installed aboard. In this framework, the proposed work consists of exploring the application of an adapted BEM method with speed corrections, plus a standard ST to study the wave-structure interactions of an unstabilised ship and a ship fitted with a Gyroscopic Roll Stabilisation (GRS) system by considering the case study of a small patrol boat in a seaway. The main objective of this study is to assess the performance of this GRS concept and calculate the operability index of this class of vessels (percentage of time the vessel complies with user pre-defined limiting criteria) for a certain design point using long term statistics, so that complex non-linear responses in waves will be neglected at this stage.

This rapid literature review explores how approaches to stabilisation have varied by the donor, local context, and over time. While this paper was framed around a research question on the “Area Based Stabilisation” (ABS) approach, this term is barely used in the literature. Therefore, it is not possible to define an ABS approach or compare it to other approaches. However, there is considerable literature on approaches to stabilisation more generally, with some comparative analysis of approaches by donors and how these are evolving according to the context and some illustrative lessons from their application. As per the question from FCDO, this query also draws on analyses of the following case examples: Regional Strategy for the Stabilization, Recovery and Resilience (RSS) of the Boko Haram-affected areas of the Lake Chad Basin Region; Helmand Provincial Reconstruction Team (PRT) in Afghanistan; Area Based Recovery Approach (ABRA) in Iraq; and the Stabilisation Facility for Libya (SFL). As the Stabilisation Unit (2019) emphasises, as the purpose of engaging in stabilisation activities, and the political and conflict contexts, vary so much, it is only possible to draw out some generic/illustrative lessons across cases.

To moderate the falls in production and income that affect certain states or regions, countries and monetary unions have risk-sharing mechanisms. These mechanisms work by stabilising household incomes such that fluctuations in production do not filter through to consumption. Almost all existing monetary unions are true insurance unions, except for the euro area. This entails lower resilience to economic shocks and, as demonstrated during the COVID-19 crisis, implies that the ability to respond to different shocks may differ between countries and, therefore, hinder economic convergence and homogeneous operation of the euro area. In this regard, the creation of a European Unemployment Insurance (EUI) scheme is often cited as an important step towards macroeconomic smoothing within the euro area that could help mitigate the economic and social impact of large economic shocks. In this paper, I propose an EUI scheme, with partial coverage, calibrated to the characteristics of the Temporary Support to Mitigate Unemployment Risks in an Emergency (SURE scheme) introduced during the COVID-19 crisis, and test its cyclical properties through simulation exercises, based on the payment and contribution flows in each country. This paper shows that such a transfer system with a relatively limited size could make a significant contribution to stabilising economic developments, cushioning part of the disruptions in times of crisis.

This Evidence Snapshot review identifies innovative models of service delivery for Opioid Treatment Programs and their costs. The review was conducted to support improving access to treatment in NSW. Innovative models of opioid treatment identified were digital health, primary care, low threshold, group-based treatment, and mobile outreach as well as a combination of these models. Telemedicine models were most frequently mentioned in the peer reviewed literature as these addressed many traditional barriers to treatment, particularly for rural and hard to reach communities. Primary care models were most frequently mentioned in the grey literature as using innovative approaches which included the use of designated nonphysician staff to perform the care coordination role and tiered care models with centralised intake and stabilisation of patients with ongoing management in community settings. None of the included papers mentioned costs.

Recent papers have argued that monetary policy and economic conditions can influence the amount of innovative activity in the economy, and therefore productivity and living standards in the future. This paper examines whether this is the case for Australia, a small open economy that tends to import innovation from overseas. We find that contractionary (expansionary) monetary policy reduces (increases) aggregate research and development (R&D) spending, and that lower (higher) R&D spending reduces (increases) future productivity. However, using firm-level data and a broader survey measure of innovation that also captures adoption, we find heterogeneous responses across different firm types. Small firms decrease innovation in response to contractionary monetary policy shocks whereas large firms increase innovation. This heterogeneity appears to reflect differing exposure to the channels through which monetary policy affects innovation. These channels include affecting demand or affecting financial conditions and constraints. We also find that US monetary policy spills over and affects Australian firms' innovation. Overall, our results suggest that monetary policy and economic conditions have medium-run effects on productivity, though the effects are more heterogeneous than previously documented. While the effects may cancel out over a cycle, this finding highlights the importance of stabilisation policy in preventing medium-run economic scarring.
