Abstract:
In Turkey, the process of squatterisation can best be traced to the increase in its urban population from 24 percent in 1950 to 59 percent in 2000. In the periods up to the present, the prevention, improvement and renewal of squatter settlements were not achieved within the existing legal framework and planning structure; and their urban quality has been degraded. The aim of this article is to discuss the upgrading of squatter settlements through a mitigation process considering the possibility of an earthquake in Istanbul. The target groups of this upgrading study are the squatter dwellers and their settlements. In getting prepared for the predicted big Istanbul earthquake, the improvement of squatter housing is extremely important for the existing urban housing stock. With this aim, the undesirable consequences of a possible natural disaster in various squatter settlements in Istanbul were scrutinised. Also, earthquake-forecasting reports were analysed in conjunction with squatter maps to extract data for the purpose of upgrading squatter settlements through rehabilitation, reconstruction and reinforcement at the urban and architectural levels with amelioration of damage after an earthquake. In the article, a model is proposed which includes measures to transform squatter zones into healthy areas by means of simple reinforcement and contemporary solutions. This article is based on a research project requested and sponsored by the Istanbul Metropolitan Municipality during 2003-2004.

Abstract:
Rapid urbanization forces urban poor to live in slums and squatter settlement. In neo-liberal development approach, participatory planning and collaborative actions are becoming popular in slum upgrading programmes. This paper discusses the slum scenario in state of Haryana along with detailed pro-poor housing attempts in industrial city of Haryana i.e. Faridabad. The paper reviews the three projects that aimed to improve the living conditions and lives of urban poor communities in Faridabad. The study examines in detail BSUP projects at Dabua Colony and Bapu Nagar taken up under India’s first urban renewal mission i.e. JNNURM within the context of community participation. Results reveal that contrary to the state’s rhetoric of inclusive governance, the urban poor are completely excluded from settlement planning, leading to a lack of understanding of their needs by the state. BSUP housing scheme has failed to mobilize slum dwellers. Drawing on the experience of these projects, the paper seeks to answer the question: why the stated objectives were not achieved and makes recommendation that community led initiatives and slum mapping should be at the core of slum improvement strategy so that qualitatively superior areas can be planned for the unprivileged.

Abstract:
This study contributes to the developing countries' public policy discourse by linking outcomes of the past and present urban housing policies in Tanzania to both the organisational structures and work methods of the state and to environmental factors. By tracing the historical development of urban housing policy formulation and implementation in Tanzania, the study provides a comprehensive and systematic analysis of the factors responsible for the poor performance of urban housing policies in Tanzania. The study is also important because it locates the policy development within the general literature of urbanisation and housing in the developing countries and within theoretical debates relating to policy explanation in these countries. The study documents a detailed case study of a specific project (the National Sites and Services and Squatter Upgrading Project - NSSP) aimed at addressing urban housing problems in Tanzania and uses this to identify a range of politico-administrative issues which affect policy formulation and implementation in Tanzania. In pursuing this task the study adds to the understanding of the factors affecting policy performance in developing countries experiencing constraints and contextual variables similar to those of Tanzania.
