Full textAn integer programming approach is taken to schedule daily training flights in a Japanese operational flight squadron and an American flight training squadron. Two related models for the Japan Maritime Self-Defense Force (JMSDF) are considered for pilots just out of the training pipeline and for fully qualified pilots. Explicit measures of effectiveness that update pilot currency are used, while instructor and aircraft availabilities create resource restrictions. The models are implemented in the GAMS language and solved with the ZOOM solver, using simulated data which include up to 19 pilots. A typical model with 477 constraints and 129 variables is solved in 2.30 seconds on an IBM 3033AP. In addition, a training squadron model in the United States Marine Corps is considered. The approach is similar to the JMSDF models, except that a student must be assigned an instructor and there is a difference in training policy. The model is formulated using GAMS and solved with ZOOM solver, using the data from the training squadron HMT303, Camp Pendleton, CA. The data includes 11 student pilots and 15 instructors. A typical model with 146 constraints and 984 variables is solved in 23.5 seconds on an IBM 3033AP.

Full textOutsourcing is a commonly used method for providing cost savings in business and the Federal Government. This project begins by providing background on the history, goals, and problems associated with the A-76 process. It will then analyze the financial management aspects of the Air Forceb2ss 2001 decision to outsource one of its supply squadrons to determine whether anticipated cost savings were achieved. Any costs savings or increases will be analyzed to determine to what extent they exceeded expectations. If added costs came up throughout the life of the contract, the causes of these will be sought and determination made whether or not they could have been anticipated in the initial contract competition and used in the initial cost comparison. Furthermore, this research lays a foundation for building a body of knowledge to be utilized in future research regarding the federal A-76 or competitive sourcing practices and procedures, from which overarching conclusions of federal outsourcing can be drawn to include strengths and weaknesses of the procedures currently utilized.

Full textManpower management within all activities of the United States Navy has traditionally been an extremely challenging function. Careful, crucial reconciliation of manpower reports such as the Enlisted Distribution and Verification Report (EDVR) and the Activity Manning Document (AMD) are a critical event in the proper execution of such a process. Unfortunately, an automated process where such a manual, regularly occurring, time consuming, error prone, man-hour intensive routine is performed does not currently exist. Specifically, in the area of Capability Ratings, Manning, Training, Equipment and Supplies, an activity should be able to extract a prescribed range of data from their EDVR and AMD and have it automatically calculate the T-Rating and M-Rating as required by the Functional/Type Wing Commander. This thesis will attempt to address the feasibility, and requirements for such an automated software application utilizing COTS technology with the additional utilization of application interface development to automate to the greatest degree possible, the regularly recurring reconciliation of the EDVR and Activity Manning Document.
