The two centuries long course and development of modern sport has faced a number of challenges and changes, casing significant changes in sports management globally. Changes in the sports industry are affecting athletes, team owners, fans and society as a whole. In developed market economies, an increasing number of people are professionally involved in the field of sports, not only as athletes, but also in management of various processes, activities, events, human resources and finished products related to sports. The development of technology also has a constant impact on the development of sports in training technology, from the use of modern information technologies in the process of training, competition, to monitoring sports events, communication with fans, etc. The challenges of modern sports management are numerous and require relevant skills for the wide range of jobs it encompasses. The need for systematic management of all elements of sport emphasizes the importance of sports management that is oriented towards long-term success and well-being, both for the sports industry and for athletes and sports organizations.

Abstract:
Purpose Although logistics management is a crucial part of local and global sports events, there is no research-driven characterization of “sports logistics management”. The purpose of this paper is to conceptualize a framework that allows for a more structured recognition of logistics in sports, in general, and sport event management, in particular. In addition, we conduct a systematic literature review of sports logistics management and locate opportunities for future research both for sports management and logistics management scholars. Design/methodology/approach Guided by Durach et al.’s (2017) systematic literature review approach, we identify key attributes and characteristics of sports logistics management. These are based on studies featuring at least partial aspects of logistics management in sports and sport events, and that were published between 2000 and mid-2019. Findings The study reveals that sports logistics management – meaning logistics activities in sports and sport event management – is a heavily under-researched area that provides an abundance of scientific opportunities. Based on the three sport event types of local/regional sport events, major sport events and mega sport events, the authors propose four sports logistics management pillars that are central to the proposed Sport Logistics Framework: venue logistics management, sports equipment logistics management, athletes logistics management, and fan and spectators logistics management. Practical implications By providing a conceptual framework for sports logistics, the authors progress towards informing the sport sector on relevant strategic and operational levels of logistics management and set the stage for empirical studies that are likely to advance sport logistics planning and management. Originality/value This is the first study that builds on a systematic review of literature specifically focused on the logistics aspect in sports and sport event management. It provides a conceptual framework of sports logistics management and offers an agenda of future research opportunities.

Purpose The purpose of this study was to find out whether they can contribute to the revitalization of urban communities. Methods This study conducted in-depth interviews and focus group interviews to collect qualitative data. The collected data were analyzed through the domain analysis and the classification analysis. Results The roles of sports club managers in leadership and network intermediaries were very important in the accumulation of social capital. The formation of staff members who work for the managing and activating sports clubs has created trust and satisfaction with the sport. Their activities contributed to the formation of social capital in sports clubs and played an important role in revitalizing sports clubs. Conclusions Sports club managers performed important roles in building trust and network with the club members and even other clubs through their leadership. These management activities are possibly contributed to the creation and accumulation as social capital. Therefore this research also showed the possibilities of extension to local community of the social capital through sports clubs.

Purpose This paper aims to recommend opportunities for professional sport leagues in the USA and Canada to apply the art and science of revenue management in order to minimize potential losses and maximize profits. Design/methodology/approach The evolution of current key revenue management concepts is presented from their initial stages to their current level of implementation. In addition, the literature regarding the strongest business models is reviewed and examined in the context of current successes and challenges across the major sport leagues in North America. Findings Five revenue streams in sports organizations are identified and analysed. Five key elements for revenues are highlighted as strategic tools used to maximize effectiveness in achieving revenue management goals. A series of recommendations is made to best use revenue management including careful negotiation of television contracts, the use of dynamic pricing models, maximization of partnerships and sponsorships, acceptance of new approaches to food and beverage and accessibility of sport merchandise to customers. Practical implications At the regional, national and international levels, sports organizations should review their current business practices to identify areas to improve their revenue management in light of the recommendations in this paper. Originality/value Although the use of the concept of revenue management in sectors of tourism has evolved since early 1970s, its application in professional sports is relatively new. Therefore, this paper provides value to professional sports organizations to optimize their profitability.

Sports management programs should provide students with a hands-on and experience education which will provide them with the necessary preparation for real-world sports settings. As such schools’ sports programs should focus on providing students with the training they needed. The study investigated the implementation of the school-based sports management programs of private higher education institutions in the Province of Batangas. A cross-sectional survey of data collection was used to gather the data on 104 PE teachers and 30 sports coordinators. Implementation of the program was assessed in terms of objectives, administrative support, resources, activities and monitoring and evaluation, while the participation of the coordinators was assessed relative to collaboration, mechanisms, and decisionmaking. Alongside that, the issues and challenges of managing the program were also assessed. The study's findings revealed that sports coordinators' implementation and participation were highly visible. Respondents strongly agreed that there were issues and challenges in managing the program. The results also confirmed that the assessments of the sports coordinators and the PE teachers in terms of implementation and participation of the sports coordinators in managing the school-based sports management program were not significantly different. Good governance in sport is an essential condition for the Olympic and sports movement in order to sustain its autonomy. Several sports organizations have established special regulations and codes of conduct, which aim to improve the self-government of sports activities. Self-regulation and good practice are essential for maintaining and developing good sports governance. However, recent surveys seem to indicate that the principles of good governance in sport introduced by the International Olympic Committee (IOC) have not yet been adequately taken into account if we refer to the standards of accountability, transparency and democracy that need to be promoted with priority. At the same time, the sports movement and the governing bodies of international sport face new challenges caused by the evolution of sport, in particular the significant growth of the commercial sector and the growing financial stake, which can create fertile ground for corrupt practices. In this context, the knowledge and correct application of the principles of good governance in sport are important factors in ensuring the efficient management of sports entities.

Abstract:
Purpose: To present a comparative description of elite sports management in the world sports leaders and to substantiate the possible use of the experience of these countries for elite sports development in Ukraine. Material and methods: The analysis of literature sources was carries out by working with scientific works, which are presented in the databases “ Web of science”, “Scopus”, “Pub Med” and others. The literary sources were searched for according to the keywords: "elite sports functioning and development", "main indices of elite sports development", "innovations in elite sports". Next, the results were specified according to the keyword "USA", "China", "Great Britain", "Germany", "Ukraine" and separately by the keyword "comparative analysis". A total of 537 works were found according to the keywords, of which 37 were selected for the literature review. The selection was carried out as follows: first, the topic of the articles was analyzed, then, if the topic corresponded to the direction of our study, the annotation was analyzed. If the annotation corresponded to the direction of our research, the text of the article was analyzed. Results. The essence and peculiarities of elite sport functioning and development in USA, China, Great Britain, and Germany, the leaders of world sports are considered. It is shown that in many countries of the world, state authorities tend to pay significant attention to the field of elite sports development. It is established that in order to take the lead in world sports, in particular at the Olympic Games, the USA, China, Great Britain, and Germany are carrying out innovative development of the system of elite sport. However, the innovative development of elite sport in each country occurs according to its own scenario with due account for national specifics. At the same time, elite sport in Ukraine continues to develop according to an extensive model. The presented analysis of elite sports management in the advanced countries of the world can contribute to the improvement of the system of elite sports in Ukraine with account for foreign experience. The data obtained indicate that the system of elite sport management used in Great Britain may be the most appropriate for the functioning and development of elite sport in Ukraine. Conclusions. One of the possible approaches to the formation and implementation of state policy in the field of elite sport is to use the successful experience of the elite sport management system, which is functioning in Great Britain.

In this study, the quality management systems in sports clubs were handled specifically for amateur sports clubs and the perceptions of sports club managers regarding quality management systems were searched. The aim of the research is to determine whether the applications for total quality management in amateur sports clubs are implemented effectively and efficiently and to determine the precursors which have an impact on total quality management processes simultaneously. The scale developed by Özdemir (2015) was used to determine the perception of Total Quality Management in sports clubs as a measurement tool in the research. The survey sample is composed of 123 managers, including 4 female (3,3%) and 119 male (96,7%) volunteers who act as managers in the clubs operating under the Kocaeli Amateur Sports Clubs Federation and voluntarily respond to the questionnaires. Analyzes of the collected data using the total quality scale (Cronbach’s Alpha: 0,970). It is found that amateur sports clubs are positive towards the applicability of total quality management processes, whereas amateur sports clubs are positive about the applicability of total quality management processes, it is predicted that managers have sports history (μ = 4,022> μ = 3,98) The positive attitude towards the applicability of total quality management processes in the clubs was not the result of the managers being trained in sport management and quality system (μ = 3.99> μ = 4,03).

Sports management develops in new segments, innovations, and inclusion of children with special needs in sports. Changes in the sports-training plan must be accompanied by changes in the strategic plan, especially in strategic management. Sports organizations that want to survive and develop must have people in their strategic management, and top management who have a vision of where, how, why, and in which direction should develop the organization. Sport is becoming a global phenomenon. Moreover, it has been one of the major sources of income for the government in different countries. Therefore, sport management education is becoming increasingly important in the management of sports. Countries that spend more on the development of sports facilities have been associated with huge improvements in the sports industry. Similarly, clubs that spend more on acquiring new talents in the industry and availing sports facilities have been associated with higher performance. This led the European football clubs in the spending more than they earn so as to acquire the services of the best talents and avail the best sports facilities so as to perform better. Therefore UEFA (Union of European Football Associations) launched its financial fair play regulations. UEFA financial fair play regulations were introduced to prevent the European football clubs from overspending. This situation affects the education curriculum of the sports management departments in universities. The regulations have compelled the clubs to spend at the break-even point. This has led to the improvement in brand value, increased sponsors, and making decisions that do not lead the clubs to overspend. As a result, the clubs have grown economically and achieved higher financial stability. This research explores the adaptation of the sport management curriculum to these new situations.

A problem exists with the lack of mandated health and safety training for youth sport coaches in the United States. Youth sport organizations rely heavily on volunteers to staff their programs, and lack of education leaves coaches unprepared to handle health and safety situations that arise. This study explored current practices in safety education for youth sport coaches in northwestern Pennsylvania. Youth sport coaches and administrators at three sites were interviewed. The results of the study showed an overall lack of consistency in health and safety education in the region. Youth sport coaches whose sport has a governing body or with additional coaching experiences had more health and safety education than those who did not. Administrators cited concerns that additional required training would deter volunteers from coaching, citing financial and management barriers. The coaches unanimously indicated additional education would not deter them from coaching. The participants viewed health and safety education as important and valuable for youth sport coaches to possess, as it increases the overall safety of youth sports. PurposeThe purpose of this study is to investigate the influence of macro-level regulatory systems on alcohol management for community sport organisations (CSOs). It examines how alcohol regulations translate into meso-level management actions and interactions that impact alcohol consumption in community sport clubs. Design/methodology/approachManagement of alcohol was explored through the holistic lens of macro, meso, and micro-levels of influence. Sixteen semi-structured interviews were conducted with Australian club administrators from community sports clubs. FindingsThematic analysis revealed macro-level influences on alcohol management in CSOs, with government regulations and the state sport associations being the most influential. Challenges arise in alcohol policy implementation when sport administrators do not prioritise alcohol consumption as a problem to be addressed, or where a conflict of interest arises between alcohol revenue generation and clubs positioning as health promoting environments. Practical implicationsTargeting club administrators’ attitudes towards alcohol as a benign influence and revising alcohol management practices are recommended as priority strategies to enhance the implementation and promotion of responsible alcohol management in sport clubs. Affiliate state sport associations were also identified as influential settings to provide administrative or strategic direction to CSOs, which would reduce the resources required by volunteers and standardise alcohol management practices across sports clubs. Originality/valueThe prevailing alcohol research focuses on the consumption behaviour of individual members and sports players. The study findings are novel and important as they explore the macro-level influences that administrators experience when enacting and policing alcohol management strategies in sports clubs. To-date, administrators of CSOs have not been included in many studies about alcohol consumption regulation; therefore, the findings provide an original perspective on alcohol regulation and demonstrate how CSOs operationalise alcohol management in club settings. The original insights from this study informed the conceptualisation of a multilevel sport system framework, which can be applied to guide future governance of alcohol consumption in sport settings.

The objective of this research is to investigate the relationship of sports directors’ familiarity with sports rights concepts and risk management behaviors at Kurdistan province in Iran. The methodology of this research is descriptive survey. The research statistical society consisted 255 members of all directors at Kurdistan Sport domain. The sampling method was simple random and for determining the sample volume 150 sport directors’ managers of Kurdistan province, using Morgan table, were selected as the sample. Measuring tool was questionnaires of Thomas Irons about familiarity of managers and directors with sports rights and risk management. Its validity was confirmed by 10 experts and its stability was % 85 and % 89, in order. For theories analysis, Pearson’s correlation coefficient was used. The finding showed that there is relation between the familiarity of sports directors with sports rights concepts, supervision, medical issues, bystander and population control, transportation, safety and applied equipment to their schedule at Kurdistan province. P<0.05; but employment and upbringing, safety, applied equipment and facilities factors do not affect manager’s familiarity with sports rights P>0.05. Finally, it can be said that it seems risk management and sports rights require facilities and specific situations that rarely exist in the country’s organizations and institutions and while it is not the right condition it is not expected these behaviors would happen in a favorable way. The present research concluded valuable results about investigating the relationships of familiarity of sports directors of Kurdistan province, with sports rights concepts and risk management behaviors.

Purpose The purpose of this paper is to perceive the perspective of Portuguese and Czech’ talented athletes regarding: the main reasons pointed to drop out of sport, putting into analysis motivational factors; the conciliation of School and Sport, and how the organization of schools and sports contexts are articulated in relation to the training and promotion of students, athletes and citizens; and the contributions (positive/negative) of sports to daily life and society. Design/methodology/approach This study uses a qualitative approach to interview eight talented athletes from different sports that had to drop out the practice of sport and explores their narratives regarding experiences and the relational dynamics between sports contexts and schools. Findings Athletes identify factors that led to drop out: the coach profile or the methodology and dynamics of practicing/training; time consuming; and the impossibility of reconciling sports with school/job. Athletes can identify the sport’s culture, self-development and health being as positive contributions of sports, whereas injuries were referred as the main negative factor of sport. As proposal of changes, athletes referred to the need of a more professional organization of the sport contexts and to more proximity between school policies and sport policies allowing conciliating both. Research limitations/implications One limitation that could be pointed to this research is the difference between the Czech and Portuguese socio-cultural and political situation, not only in the concept and organization of sports activities (since scholar years) but also in the general society. This difference could have more visibility when interpreting the data that led to this fact referred above. Practical implications It is recommended a more proximity relationship between researchers and the contexts of practice (sport contexts) being that it is important that these contexts should have feedback from the investigations carried out. Only in this way coaches, federations and confederations can be aware of the motivational factors that lead to talented athletes drop out, and make a greater investment in initial formation of the coaches and propose policies that try to establish partnerships with schools or professional contexts which could help the management of athletes’ times outside of sport. Originality/value Departing from the athletes’ feelings, concerns and motivations related to sport and the reasons that led to their drop out, we argue for the definition of public policies, in both countries, that promote non-discrimination of young people who wish to maintain a path linked to sports in articulation with other areas of their lives.

Purpose The purpose of this paper is to examine the extent to which dynamic pricing is utilized in North American professional sports. While industries such as airlines and travel services have employed dynamic pricing for decades, professional sports is only now starting to adopt it. Design/methodology/approach The authors survey and interview high ranking executives and managers in North American sports organizations. A total of 72 managers and executives from the four major North American professional sports leagues as well as other sport properties were surveyed. Descriptive statistics and a basic regression provide insight into perceptions v. actual practice among sports organizations. Findings While most sports organizations perceive high usage of dynamic pricing within their organization, current procedures lag. Nearly 70 percent of respondents believe that their organizations frequently or always apply business analytics to dynamic pricing, but only 30 percent update their prices daily. Fully 50 percent of organizations do not automate decision-making processes, which is a hallmark of dynamic pricing. The perception of constant use of analytics in dynamic pricing intensifies as job title increases. Originality/value As one of the initial surveys looking at the usage of dynamic pricing in North American professional sports, this study provides a glimpse into both the perception and the reality. It suggests that there is still ample room for improvement.

These changes in the structure and content of civil society inevitably determine changes in the form and essence of public policy in the system of state, territorial and sectoral government. The problem of developing social responsibility of business in Ukraine at the present stage is relevant and of paramount importance. Therefore, state support is necessary for the importance of ethical and socially responsible behavior of organizations, increasing their prestige. The introduction of a system of modern management of the sports industry, the use of best European management practices will increase competitiveness, efficiency and ensure the sustainable development of the sports industry in conditions of uncertainty. Improving the efficiency of interaction in the system "state – community – science – business" and building a socially responsible economic policy, improving the quality of the national management system of the sports industry is one of the main conditions for sustainable socio-economic development of the country as a whole man.

In Ukraine, the foundation for developing sports and health activities has been created. Currently, there is a Strategy for developing physical culture and sports until 2028, which defines the goal, strategic vectors, and principles of developing sports and health activities in Ukraine. However, long-term documents do not take into account current trends of change. For example, before the country’s economy had time to strengthen after the coronavirus pandemic, a full-scale war between Russia and Ukraine began, which led to a significant reduction in the financial sphere of physical culture and sports and a failure to fulfill strategic tasks. That is why, in modern conditions, it is necessary to support the research of strategic vectors of management of sports and health activities and to determine the ways of their improvement. The article aims to study the strategic vectors of management of sports and health activities and to choose the methods of their progress. The strategic vectors of the management of sports and health activities were studied, and the ways for their improvement were determined. The purpose and vectors of the Strategy for developing physical culture and sports until 2028 have been revealed. The risks of vectors and the effect of implementing the Strategy for the Development of Physical Culture and Sports until 2028 have been determined. It is emphasized that it is impossible to implement critical strategic vectors for the current state. The introduction of intensive hostilities on a large country territory leads to the destruction of military facilities and sports infrastructure. It was determined that, under the financing conditions, the specified vector’s implementation is impractical. In general, the strategic vectors of development defined in the Strategy are accepted for the modern needs of their implementation. A conceptual model for ensuring the strategic development of sports and recreational activities is presented. The primary tasks of the state policy for the development of the sports and recreation sphere have been revealed. It is substantiated that for the sports and health sector in Ukraine, it is necessary to separate functional sectors, each of which requires the development of the so-called “strategic set” which includes the mechanisms of its action, functioning, management, resource, and information support. It is emphasized that each of the specified sectors is characterized by certain specific features, subject orientation, needs, and development features. We consider it reasonable to separate each block and develop a different strategy that is included in the general strategic set.

This study aims to investigate the social importance of sport in L’Hospitalet de Llobregat. As an instrument for social cohesion and integration, sport has become a very important part of municipal activity. We use two surveys: the Baròmetre, which gathers opinion about municipal services; and satisfaction surveys completed by the users of sports facilities. The sports offer (6.5) receives a better rating than overall municipal management (5.9), and counts for 20.4% of the global assessment of the municipal management. Satisfaction with facilities is 7.3 out of 10, while price receives the lowest mark. Detailed analysis of satisfaction surveys conducted among the population can help the municipal management of sports facilities. Policies that focus only on prices are unlikely to be as effective at improving members’ perception of sports facilities as those that also take other aspects into account.

Global, National, and Local Factors in the Management of University Sport: The Hungarian CaseBecause of the international nature of university sport, the appearance of transnational areas, events, results, and actors occurred very early. Therefore, the harmonization of the national and international factors influencing the functioning and development of student sport has been necessary since its rise. The objective of the article is to reveal the interaction between global, national and local factors influencing university sport, through the example of the Hungarian case. The paper is based on the results of extensive empirical research carried out by the author with the help of several methods: survey, in-depth interview, document analysis, and participant observation. Sport-globalization is regarded as the theoretical framework for the analysis. The results are discussed according to the following dimensions: strategic management of university sport; event and project management; cooperation between the two "owners", the sports sphere and the academic education; migrant student-athletes; volunteering in university sports; and the external and internal environment of Hungarian university sport. In the conclusion, it is emphasized that the management of university sport in Hungary has been influenced both by the globalisation of sports and the transformation of the Hungarian sport structure following the 1989-1990 political regime change (Földesi 2000). The combined effect of global and domestic factors meant a permanent challenge for the management of university sport. The Hungarian University Sports Federation succeeded in providing adequate answers to the new challenges, as Federation strategic planning was always based on knowledge-based strategies.

Methods were used: historical, dialectical, monographic, system-structural analysis and synthesis of economic comparisons, expert assessments, graphic. Result of work. The article identifies sports management as the management of sports organizations. Its features, main functions and their content are revealed. Strategic guidelines for the management of sports organizations for the future are defined, taking into account the experience of foreign countries. They are aimed at ensuring mass availability of physical culture and sports, affordability of their services, introduction of innovations in the process of providing and implementing management, and development of related activities. Scope of the results. The conclusions and results of the article can be used in the scientific and educational process of economic faculties, faculties of physical culture and sports of higher education institutions; in the management and activities of institutions and organizations of physical culture and sports. Conclusions. Physical culture and sports are much more than events with sports records, victories and medals, which retain their appeal for many. Sport is presented as a joy that brings physical activity to millions of people with a huge number of volunteers and qualified personnel. After all, the main principle of "sport for all" and its management is to ensure access to sports and physical exercise for all social strata and groups of the population, regardless of their racial, ethnic and cultural affiliation, their place in the system of industrial and labor relations, social status and income, and property and social status in General.

This article addresses the issue of autonomy and the specifics of sports activities, kinds of rules and structures in terms of their inclusion in the sphere of important principles of national and community law. One of the main problems for each sports entity represents the assurance of an efficient management (organized and competitive ) given its legitimate objectives , knowledge and application of the legal framework that regulates the activity as well as their impact on competition, as appropriate is inherent and proportionate to the objectives pursued. At the same time, the sports independence and sports organizations must be supported and protected, and their autonomy must competitively provide cohesion and participatory democracy. In national and international legislation, the autonomy of sport is treated differently. In this context, the formation of sports law, as a new branch of law will contribute to the professionalization of sports, to ensure the protection of the subjects’ rights of sports activities, the sports against abusing, as well as protection against corruption and the manipulation of the competitions results on various sport events. European Council is interested in the development of sports and its regulation along with the member states, fact reflected by the approved recommendations and implemented in practice, on the principles of good governance in sport, the recognition of the autonomy of sport, the promotion of honesty in the management of the basic values of sport (specificity of democratic, ethical, efficient and responsible sports activities). The legislative framework remains one of the most acute problems in this area whereas some states provide an extensive legislation (codified) and regulations for the sports autonomy, but most of them are limited to policy statements and sports development plans. Good governance with the recognition and respect of autonomy is an important issue for sports, including sports organizations, as their management must be ensured in a sustainable manner in close collaboration with public bodies, non-profit organizations and various economic organizations (economic agents), sports equipment, manufacturers, sponsors and media. At the beginning of the 21st century, the concepts of "autonomy" and "governance" have become major issues in international, national and - sometimes - local sports debates. Thus, the issue of "sport specificity" (recognized in Europe in 2009 by Article 165 of the Lisbon Treaty), autonomy and governance was broadly addressed. Thus, these concepts are in a direct connection with the development of national and international policies in the direction of improving the management of sport and profile organizations.

Abstract:
The author provides a perspective on South African sport, in terms of the existing perceptions, challenges, and constraints with which its managers are confronted. The unique needs of the disadvantaged communities with regard to sport management are discussed in relation to the Empowerment Model of Friedman (1992), and placed within the critical theoretical framework. The certified course in sports administration, being administered under the auspices of The University of the Western Cape (together with The University of Cape Town, National Sports Council Western Cape, and World Teach/Score), serves as a case study for this paper. It is argued that in order to address the immediate sporting needs of communities, and also to prepare them for future development, the training of community members as lay sports administrators is imperative. The role of sport and sport development in community development is explored, with special emphasis on the conditions in economically depressed communities. The importance of empowering communities to become more self-reliant in terms of sport management, was emphasized. Finally, an evaluation of the course was provided, and major shortcomings and future challenges are discussed.

Abstract:
The operations of sports organizations must be managed to create value in the long run. This explicit management will support their efficiency, competitiveness, and sustainability. The key concept measured in this study was the popularity of sports. This concept is a pivotal element in influencing the acquisition of financial contributions for sports organizations (from the state and sponsors) as well as in attracting new members. We conducted an online questionnaire in 2021 focusing on the concept of the perceived popularity of sports in Slovakia. The number of observations was 338, out of the total population of Slovak citizens over the age of 15. We also applied other methods, including content analysis, induction, deduction, comparison, and synthesis analyses. The analysis of the data led to the following findings: in this context, the two most popular sports were hockey and European football; the greatest propensity for fan self-identification was observed for European football, hockey, and basketball; men who indicated a preference for cycling were significantly larger fans of the sport than women; European football and motorsports were almost exclusively preferred by men; skiing, volleyball, and tennis were preferred by women; and basketball was preferred by the youngest respondents. This study aimed to propose recommendations for approaching sustainability, assuming that increasing popularity represents an opportunity to increase a sport organizations’ membership base.

Abstract:
Purpose Since the 1990s, the International Olympic Committee has offered nations more medal-winning opportunities at every Winter Games. Meanwhile, many countries are constrained by their limited financial resources to target sports strategically. The purpose of this paper is to examine the targeting approaches to Olympic Winter Sports of National Sports Agencies (NSAs), and to identify the factors they assess in the decision-making process. Design/methodology/approach The data were collected through semi-structured interviews with 11 decision makers of medal-winning NSAs at the 2014 Sochi Games. The data were then analysed with reference to strategic management in an approach which combines a resource-based view (RBV) with a market-based view (MBV) to build a competitive advantage. Findings The results show that NSAs, like firms, combine an internal analysis that reflects the RBV on resources and capabilities (e.g. athletes’ performance per sport and sport-specific elite sport system), with an external analysis of the competitive environment that reflects an MBV (e.g. sport’s medal market size and intensity of competition at Games) to target sports. Using this information, two phases were distinguished: first, the target sports are identified and finance is prioritised accordingly; second, the allocation of the nation’s resources is constantly reviewed in order to optimise it. Research limitations/implications Even though social desirability bias in the responses could not be fully excluded, the findings can help policy-makers to distinguish between the internal and external factors identified in this study, and to make more strategic decisions by combining RBV and MBV approaches to build-up their nation’s competitive advantage. Originality/value This paper models the targeting strategies of NSAs during an Olympic cycle by introducing the competitive positioning of firms to sports management.
