Abstract:
The article addresses the essence and peculiarities of state regulation of elite sport functioning in China. The elite sport in China holds pride of place in social life – politics, economics, international relations. It is shown that all activities in the field of sport, including the elite sport, are regulated by the Law «On Sports of the People's Republic of China». In China, state regulation plays a significant role in elite sport functioning and development, one of the main instruments of which is the state budget. The highest governing body for sports development in China is the General Administration in Sports Affairs, which is headed by the President of the NOC of China. At the state level, a set of measures aimed at effective elite sport functioning and development is being developed and implemented. It should be noted that centralized management with strict administration of sports development in China has made sport too regulated and unattractive in market conditions. Therefore, in 2014 the government formulated a plan to accelerate the development of the sports industry, stimulate sports engagement, increase the social significance of sport called “Measures to accelerate the development of the sports industry and promote sports engagement”. The program takes into account the implementation of a new state innovation strategy for elite sport development, which envisages investment in infrastructure, human resources, and research services in this area. According to this plan, the tax for large corporations that finance sport is reduced from 25 to 15%, whereas for the most active sponsors of sports – up to 3%. This plan has greatly contributed to the expansion of commercialization and professionalization of Chinese sport, attracting sponsors, especially for such sports events as football and basketball. The conducted study has revealed that the Chinese government is making serious efforts for the successful and dynamic development of elite sport in the country. State regulation in this field of sport is characterized, above all, by the presence of special legislation, a system of state bodies with powers, a mechanism of regulation and control. One of the most peculiar features of the modern Chinese system of elite sport is the transition from an extensive model of development to an innovative one.

Participation in ultraendurance sports has been increasing in recent years. This participation growth has been associated with an increase in research focused on such events. While the total amount of research related to these sports remains relatively small compared with other sports, the research growth is encouraging. New sources for research funding for ultraendurance sports should advance the science. In addition to continued opportunities with observational studies, promising areas of investigation remain for experimental studies and research that uses ultraendurance-sport environments as models for studies relevant to wider populations. Insight into the breadth of research opportunities in ultraendurance sports can be gained by reviewing the abstracts published online in the International Journal of Sports Physiology and Performance from the annual Medicine & Science in Ultra-Endurance Sports Conference that took place this year in Chamonix, France.

Abstract:
This study investigates standard facilities and equipment as determinants of high sport performance of Cross River State at National sports festival. The study adopted the descriptive survey research design which includes the Causal-comparative (Ex-post-Facto) method of research. The study population consists of 344 sports personnel and athletes drawn from the sample made up of the state’s sports director and his deputy, coaches, organizers, sport commentators/writers and athletes adopting the multi-stage and stratified random sampling technique. The questionnaire was the instrument used to elicit information from 344 sports personnel and athletes, out of which 270 (78.5%) copies of the questionnaire were duly completed and returned. The data collected were analyzed using frequency count, percentage and chi-square (x2) analysis tested at 0.05 level of significance with the aid of SPSS Version 21. The findings show that sports like athletics, tennis, table tennis, marathon, squash, and swimming have adequate facilities in the state. Sports like judo, boxing, wrestling and weight lifting have adequate facilities only at state headquarters while facilities for taekwondo, volleyball, cricket, badminton, handball, cycling, hockey and basketball are inadequate at both levels. The quality of equipment in Cross River State sports as reveal by the study was very low. Inadequate facilities in the state made significant influence on the performance of Cross River State. Also, inadequate equipment in the state made significant influence on the performance of Cross River State athletes both at National Sports Festivals.

The current state policy of Russia orients to the support of entrepreneurial activity and involvement of the population into regular physical training and playing sports. Integration of entrepreneurship in the system of state sports can provide a higher level of practical use of available market tools in budget sport organizations. Collaboration of state sport organizations and entrepreneurs in the field of sports could promote sustainable development of sport economy, raise efficiency of sport goods sales and services and intensify the search for practical combinations aimed at gaining profits in the process of everyday sport activity. State sport in Russia needs mechanisms of developing private entrepreneurial initiative. The author gives recommendations for upgrading organizational mechanisms of interaction between the state sector and private business structures and their realization can raise sport economy to a new level. Improving the level of entrepreneurial culture in the sports field in line with the growth in economic and sport results in state sport organizations is relevant to the acute goals identified in the Federal projects ‘Entrepreneurship Popularization’ and ‘Sport is a Norm of Life’, which are included in the national projects ‘Small and Medium Business and Support of Individual Entrepreneurial Initiative’ and ‘Demography’.

Abstract:
The purpose of this research is to find out that the do sport policy, sports infrastructure and sports funding have any significant relative contribution in predicting sustainable sports development in Kwara State. The research method used is descriptive survey research type. The population in this study consisted of 127 sports coordinators and trainers in Kwara State. The sampling technique used purposive sampling. The sample in this study amounted to 112 respondents. The data collection instrument used a self-developed questionnaire and validated by three experts. The reliability retest method was adopted whereby 20 copies of the questionnaire were administered to sports managers in the state of Oyo, two times between two weeks interval and the results of the two were correlated using PPMC and 0.77r was obtained. Data analysis used PPMC and multiple linear regression at an alpha level of 0.05. The results of the study illustrate that the sports index (sports policy, sports infrastructure and sports funding) makes a significant contribution to sustainable sports development in Kwara State, Nigeria. The conclusion is that funds, infrastructure, human resources are important elements for the sustainability of sports development.

Abstract:
Female Genital Mutilation is widespread among the various ethnic groups and socio-economic groups and classes and it is usually practice for cultural, religious, and ritual purposes, often as part of initiation rite into womanhood. Noting that the health of a girl-child is paramount to effective sport participation among elites. Without an optimal healthy living among female or girl-child, sports participation will be male gender focused, leading to gender inequality in sports. Hence, the researcher seek to examine female genital mutilation as impediment to sports participation amongst girl-child in Ekiti State. Descriptive survey research design was adopted for this study and two hundred (200) respondents were selected using multi-staged sampling techniques. A self-constructed questionnaire was developed by the researcher to collect data for the study. The instrument was validated by experts and a reliability coefficient of 0.86 was obtained using split half method of reliability. All data collected was analysed using inferential statistics of Analysis of Variance (ANOVA) and Regression to test the hypotheses set for the study at 0.05 level of significance. From the results of the study, that female Genital Mutilation had significant impact on health of a girl-child/women in the society and thereby affecting female sport participation in Ekiti State. Majorly, psychological trauma and health implications of FGM tends to have significant impact on sport participation of females in sport. The researcher therefore recommended that planned health education campaigns are mandatory to elude the drawbacks of female genital mutilation and hazards of continuation of the practice so as to promote the healthy living of female in order to facilitate their participation in sport as well as maintain a balance of gender equality in sport.

Abstract:
Value vector of goal setting of physical culture and sports set by the state in Ukraine. Various laws, concepts, strategies codify the direction and development goals of physical culture and sports. Three "National Targeted Social Program Concepts of the Physical Culture and Sport Development" and two development strategies of physical culture/physical education was analysed by this article. It found that the "National Targeted Social Program Concepts of the Physical Culture and Sport Development" 2007-2011 and 2012-2016 had clear sports goals, while the "Concept ... until 2020" had more scattered goals, and this mainly concerns of the health protection and civic goals. In the goal of the Concept until 2020 sport are not mention, but the goal-deployment still shows a sports vector. It is revealed that the goal-setting of the latest state strategies for the development of physical culture is represented in the health discourse, but the goal-setting is sports-mass and high-achievement sports. The Ukrainian state vector of the value goal of physical culture and sports shows ambivalence: theoretical discourse corresponds to world trends focused on the physical health and well- being of citizens, and the system formed in the USSR reduces everything to sports and competitions.

Revealing the status of sports in State of Puntland-Somalia, this article presents a new information and insights, in which of its kind has not presented before that reflects the reality and can be generalized to rest of Somalia at all. The study employed qualitative analysis of the FGDs and a semi-structured KII, collection of documented materials and observations that were participated in 39 (30 by FGDs, 9 by interview) sports community aged 25-65 years. Generally, the respondents validated the hypothesis of the study: Sports in Puntland is no just beyond a physical exercise by providing more information about the kinds of sports, sports clubs, their management, capacities; professionalism; governance; financial situation and source of revenue, sports facilities and the legal frameworks that shape their functionalities administratively and politically and other key challenges sports club encounter. The study found that sports in Puntland is administratively and politically failure because sport activities are outright amateurism-oriented rather than professionalism. Moreover, sports science as a disciple is not taught as academic programmes nor as a physical education in schools or as subject mainstreamed in the school curriculum. The study also uncovered that sport in Puntland is suffering for lacking technical capacity in sports management and inadequate and insufficient financial support. It seems that the government has no interest in sports in general because there are no governing documents in place, for example, sports policy, sports act, strategic plan and fundraising strategy. The only sport facility available in Puntland is soccer field owned and administered by the state government ministry in charge of sports. The study also revealed the sports in Puntland is just for physical exercise, and the only game performed in tournament format is a football and it is played by male, and held once in a blue moon.

Sport is one of the most important spheres of social life. The society is engaged in sports for the sake of maintaining health, discipline and increasing the working capacity of the population. Also, sport has always been an indicator of state "power", an indicator of the social level of the state, the level of development of the nation and also the defense capability of the country. The number of athletes, both amateurs and professionals, is growing from year to year. Since sports events attract significant attention of people, funds from the state budget and sponsors are invested in the development of sports. In turn, the budgetary financing of sports increases the requirements of society and the state to the organization of sports events, the activities of their participants. In this regard, an effective and clear legal regulation in the field of sports is necessary. The relevance of the article lies in the fact that today, in order to improve Kazakhstani legislation, it is necessary to develop research on complex branches of law, the authors are trying to determine the place of one or another set of legal norms that regulate relations in the most important areas of society, but at the same time are not considered as independent branches of law. In this article, the author considers sports law as a complex branch of law with its inherent regulatory methods.

The emergence of the sports services market and the formation of a market approach in the economics of sports lead to serious changes in the development of sports infrastructure. Research on the economic impact of the sports industry on the economic potential of regions and the country is extremely relevant, which determined the purpose of the work - to study the economic components of the physical culture and sports industry and their impact on the economy of the state. The work uses general scientific research methods: analysis, synthesis, comparison, generalization, comparison, deductive and inductive methods and others. The study presents an analysis of the mutual influence of sports and the sports industry on the country’s economy and foreign economic relations, from the point of view of the components of the economic potential of the state and indicates the close relationship between the country’s economy and the sports life of society. The scientific novelty of this study lies in the analysis of existing, as well as the study of new economic components of the sports industry, which can serve as a basis for future research on the development of the sports industry, its economy, volume and role in the country’s economy.

Relevance. The article deals with the issue of the influence of sports activity on the formation of a person's personality. Two aspects of the problem are noted. Firstly, the influence of sports activity on the personality of an athlete is analyzed. Such personality traits as willpower, purposefulness, overcomingdoubts, the ability to concentrate in achieving the goal are emphasized. The role of sport in fostering a sense of patriotism is particularly noted. Secondly, the question of the role of sport in the formation of a personality that is not directly related to sports activities is raised. The article also analyzes the conflict nature of sports and its impact on the psychological state of the individual. The purpose of the study is to characterize the influence of sports on the psychological state of a person in the historical aspect. Methods and organization of research. The experience of participating in sports battles cements certain psychological properties of a person, which turns out to be important for non-sports life. If we keep in mind collective sports, then the feelings of collectivism are important here, the ability to correct the mistakes of a friend without directing the fire of criticism at him. Empathy for him, the readiness of support, even emotional, is a sign not just of good breeding, but also of a culture of humanistic relations. Sports battles, especially in team competitions at international competitions. they are connected with a sense of patriotism. The aspect of the problem that is associated with such an important feature of sports as conflict is very important. Sport is a conflict type of activity, it is its immanent property, a manifestation of its essence. Researchers of the nature of the conflict note that it is based on contradictions of needs, motives, goals, attitudes, views, behavior in the process of interaction of individuals. Sport by its nature is a system of contradictions, it is an eternal rivalry, the goal of which is victory. Conclusions. The influence of sports activity on the psychological state of a person is multifaceted and diverse, which actualizes the problem for sports practitioners, psychologists, philosophers, and representatives of a number of other sciences.

The article explores the concept of sports and recreational tourism. It defines the basic characteristics and goals of sports and recreational tourism, analyzes its varieties and functions. Various approaches to defining this concept are examined, and typical features and peculiarities are identified. The classification of sports and recreational tourism contributes to a more in-depth study of its modifications, determining key development trends and characteristics, and facilitates the systematization of knowledge for a deeper understanding of the essence of sports and recreational tourism. Health and sports activities are one of the most accessible and widespread forms of recreation. Its role will continue to grow, considering the objectively determined decrease in physical mobility and activity among people due to the nature of the development of modern society. Sports tourism is a component of modern tourism, the most active and dynamic part of tourist activity based on communal principles. Sports tourism is also a type of sport that includes various active tourist activities, sports hikes of all difficulty levels, championships, and competitions in all types of sports tourism (hiking, skiing, mountain, water, cycling, motorcycle, car, spelunking, and sailing), complex events, and expeditions. This type of tourism not only offers the opportunity to travel but also involves engaging in sports, preserving and improving health while deriving pleasure from active recreation. One of the key characteristics of sports and recreational tourism is the variety of activities that can be involved in this type of travel. This may include cycling tourism, hiking, water sports, mountaineering, skiing resorts, kayaking or canoeing, snowboarding, and many other activities. This variety provides the opportunity to choose sports activities according to physical abilities and personal preferences. The second key component of sports and recreational tourism is its promotion of a healthy lifestyle. The activities offered by this type of tourism contribute to physical fitness improvement, health preservation, and overall well-being. It allows people not only to relax but also to maintain and improve their health, deriving satisfaction from activity and new travel experiences. Moreover, sports and recreational tourism contribute to understanding among people and create a favourable atmosphere for interaction and joint activities. Travellers who choose this type of journey often travel in groups, where they interact, support each other, and collectively achieve sports goals. This also contributes to the formation of new friendships and team relationships. With the development of infrastructure, sports and recreational tourism become more accessible and popular for the public. This type of travel offers the opportunity to combine the pleasure of relaxation and activity, preserving and improving health, and provides unforgettable travel experiences. Sport tourism serve as economic catalyst of any Nation, therefore, this study investigated Economic impact of covid-19 pandemic on sports tourism in Kwara State. The objectives of this study were to: (i) evaluate the relationship between sports income generated on sports centers and closure of hotels and sports tourism. Descriptive research design of survey type was used for the study. The population of the study comprised of all Hoteliers, staff of sports council and sports marketers. Stratified and purposive sampling technique was used to select 100 respondents. Researchers designed questionnaire was used for the study. The instrument was validated by lecturers in the Department of Human Kinetics Education University of Ilorin and lecturers in the Department of Human Kinetic & Health Education, Kwara State University. A correlation coefficient of 0.68 was obtained. The instrument was administered by the researchers. The data collected were analysed using inferential statistic of Pearson Product Moment Correlation (PPMC). The result of the findings revealed that income generated on sports centers, closure of hotel have economic impact and sport tourism during covid-19 pandemic in Kwara State. Based on the findings of this study, it was recommended that people should be encouraged to embark on digitalization of sports in term of sales of sports products and viewing of sports events on social media so as to enhance effective participation in sports tourism.

Artykuł poświęcony jest działalności sportowej młodzieży szkolnej w m. Kaliszu do 1939 roku. Ruch sportowy młodzieży szkolnej m. Kalisza rozpoczął się w II dekadzie XX wieku. Miał charakter spontaniczny, ograniczony do meczów piłkarskich „dzikich drużyn”. Formalnego kształtu przybrał po 1921 roku, tj. powołaniu uczniowskich kół sportowych, następnie Przystani Wioślarskiej Młodzieży Szkolnej (1929 rok) i Międzyszkolnego Klubu Sportowego (1932 rok). Najpopularniejszymi dyscyplinami sportowymi w środowisku młodzieży była piłka nożna, boks, lekkoatletyka oraz wioślarstwo. Najwyższy poziom sportowy demonstrowali uczniowie Gimnazjum Państwowego im. Adama Asnyka i Gimnazjum Państwowego im. Tadeusza Kościuszki. Największym sukcesem sportowym było wywalczenie przez pięściarzy Międzyszkolnego Klubu Sportowego tytułów drużynowego mistrza m. Kalisza w boksie w latach 1932 i 1933. Corocznie młodzież szkolna uczestniczyła w mistrzostwach szkół średnich i świętach wychowania fizycznego i przysposobienia wojskowego. Główny ruch sportowy skoncentrowany był w środowisku męskiej młodzieży szkół gimnazjalnych. Sport wśród dziewcząt oraz uczniów szkół powszechnych był opóźniony. School Sports in the City of Kalisz up to 1939: The article reviews sports activities of school youth in the city of Kalisz up to 1939. The sports movement of school youth in the city of Kalisz began in the second decade of the 20th century. It was spontaneous, limited to football matches played by unofficial teams. It was formalized after 1921,that is, after instituting students sports associations, then after forming the School Youth Boathouse (1929) and Interschool Sports Center (1932). The most popular sport disciplines among young people were football, boxing, athletics and rowing. The highest sport level was demonstrated by students of Adam Asnyk State Gymnasium and Tadeusz Kościuszko State Gymnasium. The greatest sporting success was winning the boxing team championships by boxers of Interschool Sports Center in 1932 and 1933. Every year school youth participated in high school championships and Physical Education and Basic Military Training events. The main sports movement was concentrated among male youth of junior high schools. Sport among girls and primary schoolchildren was delayed. The development of school sports activities was adversely affected by the directive issued by education authorities which isolated school sports from sports clubs and associations.

Sport as a free human activity focused on the development of psychophysical abilities is expressed through competition with others and the pursuit of achieving the best possible results. Sport is a category of great importance for the development and prosperity of the entire society. The level of sports involvement is the best indicator of a society's development. The economic and other benefits that sport brings to the state require the state itself to create favorable conditions for the development of sports and, of course, to support them financially. The state does this by allocating a certain amount from the budget intended for the financing of all aspects of sports and other related segments of sports. This paper specifically analyzes the funding of sports from the budget of the Republic of Serbia. In Serbia, sports are largely financed from the budget of the Republic of Serbia, although the responsibility for funding sports also lies with Autonomous Provinces and local selfgovernments. The goal of this paper is to emphasize the importance of funding sports from the budget of the Republic of Serbia, as well as to promote and seek additional non-budgetary sources of funding.

Purpose Growth of China’s sport industry has brought tremendous opportunities to sport and non-sport organizations domestically and globally; nonetheless, the enlargement has also raised many challenges. To a great extent, China has chartered into unprecedented new sport business territories. Because of social, cultural, historical, and governmental differences, many theories and knowledge, professional experiences, best practices, and lessons learned in Western countries may or may not be directly applicable to the diverse setting(s) in China. Until now, only limited empirical evidence is available to address these challenges. Thus, formulating a special issue in the International Journal of Sports Marketing and Sponsorship to examine contemporary subject matters and concerns would be significantly meaningful to help understand, stimulate, and improve sport business operations in China, provide guidance to transnational organizations for doing sport-related business in China, offer constructive suggestions for Chinese corporations going global, and ultimately build up theories and best practices to address unique perspectives of China’s sport industry. The paper aims to discuss these issues. Design/methodology/approach This paper is conceptual and presents a review of literature. Findings In addition to this leading paper, there are a total of eight manuscripts selected for this special issue inquiring on contemporary matters and development of China’s sport industry, including four short articles that were formulated based on qualitative research information derived from case studies and interviews and four full-length articles that adopted a quantitative research protocol or a mixed research design involving both qualitative and quantitative information. Sport as an important social phenomenon permeates all levels of modern society, having a wide impact on the main spheres of society’s life. Problems related to the adaptation of the economy of physical culture and sports to the new market realities are also relevant for Ukraine. In the context of globalization, sport is becoming an important political, social and economic factor that requires a modern approach. At present, elite sport cannot function effectively and exist without a thorough theoretical study of management issues, legal and financial support for its activities. The state in many Western European countries has been making various efforts for a long time to ensure the priority of the sports aspect in the activities of professional clubs, leagues, associations, etc. The state policy in the field of sports was aimed at counteracting the excessive influence of market relations on professional sports, turning it into a regular kind of business. In the conditions of globalization, sport becomes not only an important social, but also a political factor that requires a modern approach. The purpose of the research is cause-and-effect relationships of legalization of the process of reorganization of the sports industry of Ukraine. The object of the research is the peculiarities of modern sports in Ukraine. The subject of the research is promising ways of changes in the system of Ukrainian sports. Results of the research. The factors contributing to the regression of the sports industry system in Ukraine have been highlighted. The modern model of sports management has been characterized, with the indication of the reasons for this state. A new vector of development of possible directions in the sports system has been outlined, with an emphasis on urgent strategic actions that will lead to the launch of such changes in Ukraine. The analysis of the existence of a sports industry system in the United States of America, which can be implemented in our country, has been carried out. Modern television broadcasts the most interesting sports events, not only promoting sports but also influencing social values in favor of active physical education. Owing to the interaction of the International Olympic Committee and television, the Olympic Games have become the main sporting event in the world. Nowadays, television is the major source of material wellbeing for the Olympic movement. Television is one of the key partners of sports, providing its financing through the purchase of broadcasting rights and through the sponsors’ television advertising. The further development of any sport entirely depends on television, which adapted sports competitions to its modern requirements at the turn of the 20th and 21st centuries. But there is also a negative point in mutually beneficial cooperation: television creates a hierarchy, at the top of which are the most popular sports in a particular country. The purpose of the study is to analyze TV broadcasts of the 2022 Winter Olympics on public Russian television channels and determine the most popular winter sports among Russians.

The article highlights the problem of psychological fitness of persons for professional sports. The purpose of the study is to identify the features of the psychological state of people involved in various sports. Revealed that the basis of sport is the creation of three important elements: selection, training and competition, what manifests itself in the functioning and development of the entire sports industry as a whole and individual athletes and teams. It is noted that the suitability for a particular sport is based on compliance and harmonious combination of sports activities and manifestations of the athlete's personality, which would provide the necessary conditions for sustainable effective activity of the athlete in the absence of threat to his physical and mental health. Psycho-sports programs are analyzed as a psychological characteristics of a certain sport that reflect its specific mental loads. A significant place in sports selection is occupied by sports professional selection, the purpose of which is to establish compliance of all systems of the athlete's body with the requirements of a particular sport and to assess the possibilities of successful development in it. Selection in relation to sports prospects is to establish stable psychological and psychophysiological individual characteristics of the athlete, on the basis of which it is possible to successfully form his creative activity in a particular sport. One of the current areas of modern sports science is the diagnosis of functional states of the athlete's body that occur in training and competitive activities. Sport has a close connection with human rights. This connection is manifested in several main aspects: the possibility of promoting human rights through sports events, holding sports events and competitions on the basis of equality and non-discrimination, and directly forming the right to sports. For example, respect for human rights is enshrined in the Olympic Charter and the World Anti-Doping Code. The European Court of Human Rights’ practice in protecting the rights of athletes and persons related to sports is also quite rich. The latter include, for example, sports associations or fans or their groups. The court considered cases associated with the deprivation of freedom of fans to prevent mass riots after football matches, interference in the privacy of athletes due to doping control, violation of the right to a fair trial due to consideration of sports disputes in specialized arbitrations, etc. An analysis of the constitutional legislation of foreign countries shows a trend according to which state policy on sports mentions appears in newer constitutions. On the other hand, earlier constitutions did not pay attention to this sphere of public life. Those states that granted the sports sphere the status of constitutional regulation use one of several models: 1) the state undertakes to "promote" sports. Such assistance can take various forms - from simple non-interference to targeted support of certain types of professional sports. In some cases, it is even about compulsory involvement of schoolchildren in mass sports (Switzerland); 2) the state defines and guarantees the right to sport. The right to sport is understood as a separate right, for the implementation of which the state creates the appropriate infrastructure. It also involves supporting mass sports because the right to sports is guaranteed to "everyone" and "all people"; 3) sport is understood as part of another right, for example, the right to health and medical care. Accordingly, measures to support sports are part of comprehensive programs to support the population’s health; emphasis is also placed on mass sports. Judging from the text of the Constitution, Ukraine chose the third option. However, the analysis of relevant legislation allows us to talk about forming the right to sport in the domestic legal system.

There has been a close relationship between conflict, peace, development and sport. The use of sports for international and intra-state conflict analysis and peacebuilding proposes has become an important study subject in the 21st century. Sport can be associated with intolerance, nationalistic sentiments, and, most of time, violence. It is also true that international sport events may cause conflicts, violence, aggression and controversies (Öğretir-Özçelik, 2017). According to sport and olympic ideology, the main function of international sport is to promote international peace and development. It can be also used for a tool for societal change and social transformation. Since the ancient time, sport activities has related to the simulation of struggle between two conflicting parties and the civilized war. This study aims to analyze the link between international and intra-state conflicts, peace and sports. The objective of this paper is to examine the role of sports both conceptually and practically in conflict analysis and peace building. The first part is to present a conceptual framework in the study of sports, conflict resolution, and peace building. Second, it highlights some case studies where sports have an important role in international conflict and a tool for peace and reconciliation. Sport has accompanied mankind since ancient times. It is thanks to sport that we are healthier and can enjoy life. The smallest sporting effort causes the body to produce endorphins that make us feel happy. Not without significance is the fact that sport, but in its professional dimension, prepares people who practice it to a great effort. In the face of threats, unforeseen events, people who practice sports can find their way around the situation and take appropriate actions. Therefore, just as police officers face difficult service in the present day, police officers had to face up to the challenges posed in the interwar period. In 1918 Poland regained its independence, and the authorities were responsible for ensuring the security of the country. Therefore, on 24 July 1919, the State Police was established by law. Due to the nature of the tasks performed, the police officers were required to be physically fit. In order to meet this challenge, pro-sports organizations were established, which by their actions were to raise the level of sports skills of both the society and the officers. The factor which was to motivate uniformed officers to work on their physical fitness was the introduction of the National Police Sports Competitions, which were nationwide in scope. Undoubtedly, this form of competition, as well as mobilization, led to the fact that on the basis of Police Sports Clubs, physical culture in the State Police significantly developed. The article presents the face of sport in the interwar period in the Polish State Police, its development and influence on the officers themselves, as well as its further importance in the history of sport in Poland.

The formation of a national-state identity in the sports field is an effective tool for the representation of states and the development of international cooperation through the use of sports as a "soft power". However, the aggressive politicization of the mechanisms of sports competitions leads to the political stigmatization of athletes and national teams regarding their citizenship to the detriment of the traditional principles and values of sport outside of politics. The authors, relying on retrospective, as well as institutional and structur-al-functional approaches, explore the phenomenon of politicization of the mechanisms for developing a national-state identity in the sports sphere, prove that the aggressive politicization of sports replaces the national-state identity with a political one, the line between which is easily erased by political actors. In order to level the destructive politicization of the processes of generation of national-state identity in the sports field, the authors propose comprehensive steps to solve this problem.

Here, the current state-of-the art in BSNs are mainly introduced relating to sports performance instead of physical activity and health/safety related issues for sports and to the best of our knowledge, this has not been done yet for different types of sports rather than a particular sport. Although the progress in BSN for sports performance is in early stage, the ultimate goal is to develop a complete training/match analysis tool using wearable sensors and various analyses techniques to monitor as well as improve performances in sports.

The article is devoted to problematic issues of public-private and municipal-private partnership in the field of physical culture and sports. Further development of this form of interaction between the state (municipalities) and businesses in the field of physical culture and sport involves a number of issues. Some of them are connected with a social component. The development of public-private partnership in the field of physical culture and sport must be dictated by the need for the implementation of the goals and objectives of the social policy of public authorities in this area. The availability of public services, including in the field of physical culture and sport, should be enshrined as a legal principle of state-private and municipal-private partnership. The author proposed to consolidate in legislation the priorities of the public-private (municipal-private) partnerships in the field of physical culture and sports. One of them has to be the development of mass sports. Public-private (municipal-private) partnerships can be used to develop the system of sport clubs at its place of residence. It is necessary to consider concluding agreements for such partnerships not only in relation to sports facilities, but also in relation to the state and municipal services in the field of physical culture and sports.

Interests of the state are the following: efficient use of physical culture and sports to bringup patriotism of citizens, to prepare them for the protection of the country and serve in the army, healthpromotion, maintaining high availability and competitiveness of able-bodied persons in the labor market.The state is interested in the efficient development of sports and recreational clubs that make up such animportant segment of the sports industry as a recreational sport, as provision of sports and recreationalservices to the population affects the formation of healthy lifestyle, improvement in public health and thequality of human resources of the national economy.Holding in Russia Sochi Olympic Games-2014 significantly affected the increase of winter sportpopularity, the interest increased by 60 percent. Purpose: the article deals with the disclosure of the problem of state management of sports development in terms of its legislative support, which should facilitate the development of sports in the "European model", namely the involvement of local authorities, to eliminate it further in the formation of a modern system of training athletes in Ukraine. Material: a set of theoretical research methods were used: generalization of literature, materials from the Internet, content of previous own scientific developments, as well as abstraction, idealization, analysis and synthesis, induction and deduction. Results: The article presents the results of the study of the quality and features of the legislative acts that regulate the development of sports in Ukraine. It is proved that the problem in domestic sport is that the adopted legislative and regulatory acts in Ukraine are not those that effectively contribute to the development of the sphere according to the "European model". After all, part of their content is marked by declarative nature, the absence of clearly established standards and effective forms of control, the weak use of decentralization processes. It is the decentralization of power by its potential that creates powerful organizational and financial prerequisites for reforming the physical education and sports sector in the "European model". And this, in the case of a higher level of public administration, can ensure a new, modern quality of the sport. This model, while providing competent governance, combines the resources and capabilities of the state, including the funds of the specialized government, ministries and agencies involved in physical education and sports, as well as local authorities and non-governmental organizations (national sports federations, federations, existing in provinces and cities, sports clubs) and more. Conclusions: The current state and level of public administration of sport is critical and hinders positive change in this social sphere. The negative will obviously affect the activities of the newly created Ministry Youth and Sports of Ukraine. This Ministry, paying attention to Sport for All, will need to start almost from scratch in the sport of excellence, that is, to create the legal, organizational and financial preconditions for the qualitative improvement of the state of the entire field of sport. Abstract:
The article deals with the issues of legal training of masters in sports economics. Sport is an important component of the economy, which involves significant financial resources and a large number of workers. For a long time, sports, economics, and law were considered as three separate areas of activity. At the present stage, everything has changed dramatically: it has become possible to earn good money in sport, and as a result, sport needs well-trained, professional economists and lawyers. It is noted that the current Federal state educational standard of higher education (FSES) in the direction of 38.04.01 “Economics” (master's level) does not contain competencies that indicate the need for masters to obtain knowledge and skills in the field of law. And the issues of organizing and managing sports at various levels require parallel consideration of a whole complex of interrelated economic and legal components. A comparative analysis of the content of legal training programs for masters in sports economics in Russia and Germany is given.

Abstract:
Sports games are one of the most effective means for involvement of student youth in exercises and sports, increase their physical activity, which contributes to strengthening their health and motivation to engage in physical education and sports. Sports games contribute to the intensification of the process of development of motor skills of students and improve their psycho-emotional state. The article examines the influence of sports games on the psychophysical state of students. The study was conducted at the National Dragomanov Pedagogical University. The test involved 72 students, including 36 students engaged in various sport games (football, basketball, volleyball), and 36 students who attended scheduled physical education classes and did not additionally play sports. The psychophysical state of students was assessed according to the SAN method and indicators of body mass index, vital index, strength index, Robinson index. It was confirmed that sports games have a positive effect on physical development, functional and psycho-emotional states of students: students who were engaged in sport games at the end of the study had better indicators than students who attended scheduled physical education classes. The high level of indicators of psychophysical state of students will help to improve the success of mastering academic disciplines in the educational process, will provide preparation for active life and will improve their future professional activity.

The current state policy of the Russian Federation supports the development of physical culture and sports, in particular hockey, to solve a complex of social and political problems. Sport as a sphere and industry is changing rapidly due to various external challenges. Consequently, strategic management has to adapt to these changes and challenges. The current situation demands a clear strategic plan, not universal business models or outdated strategic methods. Sport is a business that requires complex management and a strategy. A sports team owes its success not only to its athletes but also to the proper strategic decisions. Unfortunately, the methodology of developing strategies for sports industry received little scientific attention. The present research objective was to identify effective strategies in the sports industry. This paper clarifies and systematizes many concepts and approaches to the strategy development that have been adapted for sports organizations with all their specifics. The authors propose a new scheme for sports industry strategy and a number of recommendations on the strategy development in the sports industry that can be recommended for practical application. The study relied on the general theory and methodology of strategizing developed by V.L. The relationship between sport result and pre-competition mental state of 109 boccia athletes was analyzed. Mental state was described by: athletic identity, self-esteem, self-efficacy for sports, hope for success, fear of failure, anxiety, and expectancy of success. Correlation analyses were made for all four boccia classes (BC1, BC2, BC3, and BC4) and revealed that only athletic identity was associated with sport result in class BC4. Four hierarchical multiple regression models (for BC1, BC2, BC3, and BC4 boccia classes) were created, with sport result as the dependent variable. Only the BC4 model was significant and included athletic identity, anxiety, self-efficacy for sports, and expectancy of success, which explained 49% of variance in sport result. BC4 class results indicate that psychological variables have a potential impact on sport performance in boccia, and the type and level of disability should be taken into account.

During the birth of the Turkish nation-state as a republic, sports became one of the dynamics of social transformation, and physical training and sports were described as a “case” in this period. The goal of this study is to reveal the role the journal of the Turkish Sport Association in the concretization and dissemination of the ideology of the regime. The study’s theoretical foundations are based on Althusser’s theory of the “ideological apparatus of the state”. The magazine published by this institution between 1936 and 1938 became the spokesperson of the official ideology in sports. This qualitative study, which explores the meanings and obligations attributed to sports in the Early Republic Period and the ways in which those messages were propagated throughout society, employed the descriptive analytic approach. The study reveals that sports in the magazine serve to embody and spread the official ideology through nationalism, which is one of the basic principles of the Republic; the “new woman” as the symbol of the Republic; and the relationship of the state with population-national defense, which is one of the most important problems of the state.

It is possible to distinguish sports policy, sports policy, the tasks of self-promotion of sports, as well as those forms when sport acts as a means of forming the image of the state, and finally, the conscious use of sport as a lever for solving specific conjunctural problems of our time. It is this aspect that requires a revision of the "sport outside politics" provision.Conclusions. The realities of today's reality indicate that defending the position of "sport outside politics" requires revision. One of the most important tasks in modern sport's training for the sport of highest achievements is the ability to control the state of the athlete's body in the process of training and competitive activities. For this purpose, the use of systems registering and analyzing information about the functional capabilities of an athlete in the dynamics of his activity, allows you to provide an individual approach when planning and correcting training loads. This is especially important for medical and pedagogical examination. The development of methods and means for increasing physical performance and, in particular, in the practice of high-performance sports, is one of the most important principles of modern sports medicine, physiology of labor and sports. In the practice of modern sports medicine, when carrying out mass examinations of athletes, the approach based on the proposed A.Z. Kolchinskaya concept on the regulation of the body's oxygen regimes, which allows to give a general characteristic of gas homeostasis, to diagnose the main syndromes associated with disorders of the transport of respiratory gases in the body, to assess the functional state of the body at all stages of the annual cycle of sports training and during the post-exercise recovery period. Since this work is associated with a large number of calculations and subsequent processing of the information received, it is necessary to use modern means of modern information support. Thus, the automated information system (AIS) for the functional diagnostics of athletes allows many times to speed up the processing of data obtained during the examination of athletes, centrally accumulate information for its preprocessing, storage and collective use of the AIS, is equipped with convenient services for graphical and tabular presentation of data, allows analyzing the dynamics of functional the state of athletes in the annual cycle of their training, as well as at the stage of the 4-year training Olympic cycle.

During the Japanese Occupation of Singapore, military and civilian officials governing Singapore used a combination of State Shinto and sport to assist in culturally assimilating Singapore into Japan's Empire. A planned massive sports complex was to be located at Singapore's own State Shinto shrine, the Syonan Jinja, which was partly modelled on Japan's Meiji Shrine which regularly held on its own grounds sports events and games that mixed the rituals of State Shinto with athleticism. Participation in sport was used to assimilate local populations into an imperial identity, united under the helm of the Japanese Emperor.

One of the results of the work of subjects of physical culture and sport in the athletes’ preparation is the criterion of evaluation for implementation of certain ranks requirements. According to the section of sports ranks at three levels: mass ranks, reserve, sports ranks, it is necessary to plan the analysis of the state of work on them. This can be done within individual regions. Purpose: to establish indicators of implementation standards of the candidate for Master of Sport and the first rank by athletes in game sports in the Ivano- Frankivsk region during 2018-2021. Methods: theoretical analysis and generalization of data of scientific and methodical literature, analysis of documentary materials, methods of mathematical statistics. The content of the orders "On the assignment of sports ranks" of the Sport Department of the Ivano-Frankivsk Regional State Administration for the period 2018-2021 (in total 31 documents) was studied. Results. Reserve sports are mostly characterized by sport ranks of the candidate for Master of Sport and the first rank. During 2018−2021, there is a significant variability in the number of athletes in game sports who met the requirements of sports ranks of the candidate for Master of Sport and the first rank. Higher values are inherent for 2018 and 2020 (126 and 169 people) and much less for 2019 and 2021 (43 and 59 people). The shares of representatives of game sports had significant differences over the years and ranged from 27.92 to 52.65% of the total number of those who met the requirements of sport ranks of the candidate for Master of Sport and the first rank. In the structure of game sports athletes who met the requirements of the sport ranks of the candidate for Master of Sport and the first rank during 2018-2021, the largest share is occupied by football (44%). The second position is occupied by rugby representatives (17%). Then a group of sports with approximately the same contribution of 9-10% (basketball, table tennis, volleyball, futsal). Conclusions. According to the indicators of the requirements for the awarding of sport ranks of the candidate for Master of Sport and the first rank in Ivano-Frankivsk region revealed the existence of a prominent leader among the sports – football and a certain core, which includes five other sports (basketball, table tennis, volleyball, futsal, rugby).

Today, the sports sphere is an important element of the state's market system and plays a significant role in shaping a healthy lifestyle. It requires innovative approaches to train highly qualified sports marketing personnel to promote the industry and develop it. Sports marketing is a kind of symbiosis of classic marketing and specific principles of entrepreneurial activity in the field of physical culture and sports. One of the main factors that have led to the possibility of developing marketing in the field of sports was the vector of changes in the priorities and methods of influence of the state management of sports sector in conditions of sustainable development of business structures. The development of sports marketing, as a field of science and practical tool, began to take shape at the beginning of the twentieth century, when the production and consumption of sports services began to expand rapidly and competitive relations and competition for customers and sales intensified. The paper determines that professional physical education has a significant influence on formation of economic thinking in the field of sports, where the sport itself acts as a customer of training services, and higher education institutions - a supplier to training highly qualified specialists in this field. The development of sports marketing by its division into phenomena is considered. There are three main phenomena of the sports sphere, namely: the social phenomenon, which denotes the real field of wide public influence, the economic phenomenon - keeping the mission of sport in balance with the sphere of business activity, and the political phenomenon - strengthening the image of the state among other countries through sports success. Physical education and sports marketing involves the use of various marketing tools, principles and functions. Effective application of marketing and skillful application of methods of marketing activity management will allow transforming the industry of sports into a powerful business structure.

In order to reduce the sports injury caused by high intensity sports classes, it is necessary to monitor the state of the sports load. Therefore, the sport’s load monitoring system based on a threshold classification algorithm is proposed. In this paper, we design the hardware and software structures of the sports load monitoring systems in a physical education class. In this system, the state parameters of the sports load are collected by wireless sensor network nodes, and the feature parameters are fused and clustered by the integrated information fusion method. After that, we establish the movement target image acquisition model, which unifies the ZigBee networking realization to the high intensity sports classroom movement load monitoring. Simulation results show that the designed PE classroom sports load monitoring system based on the threshold classification algorithm has high performance for sports parameter monitoring and can effectively avoid sports injury caused by overload.

Nowadays, due to the high intensity of study in the main disciplines, students of higher education institutions have little free time and low participation in physical training and sports. One of the methods of involving higher education applicants in this type of activity is the spread of competitive practice and the development of team sports, sports like tug-of-war. The article presents the analysis of the creation of the university tug-of-war team, which reached the highest competitive level. Besides maintaining a good physical shape, activities of this kind help students develop their social skills, develop the ability to work in a team, interact effectively with other people, discipline and have other equally significant benefits. Physical education classes at the university are divided into sections. Higher education applicants are divided into sections with different sports specializations, taking into account the interest, previous motor experience and the availability of certain special trainings. Higher education applicants in strength sports were involved in the training of wrestlers and boxers; volleyball and basketball players were invited to select tall athletes. The task of the professors of the Department of Physical Culture and Sports was to interest student youth, to participate in sports activities and events, and as a consequence to the development of health and sufficient and excellent physical shape. In order to expand the competitive practice of the university athletes and to popularize this sport and sports in general, all the important conditions for the creation of a tug-of-war were provided.

By the beginning of the new millennium, a common understanding of the role and place of sport in the state, society and personality had developed in the world’s leading countries. Being an integral part of social life, sport is often called the socio-economic phenomenon, one of the most important parts of the foundations for building modern social values and culture. Sport is a social phenomenon that has a tremendous impact on various spheres of society: economy, management, culture, education, international relations, political processes, and, most importantly, the nation’s health. Today, the country is in a fragile phase of development and change. We have never before been able to change the internal situation and system. But it is important to focus not only on general issues but also on more everyday ones such as sports. The level of development of sport is always an indicator in the world of the country’s development on the international stage, the health of the nation and its spiritual and patriotic filler. Today, sports law in the country is just beginning to develop and become established, but it can already be seen that almost every leading law firm in the country provides services in the field of sports law separately. Unfortunately, there is almost no legal regulation in the field of sports in Ukraine. Recently, however, both administrative and criminal liability have been introduced for some violations, which is a good signal. It is necessary to cover the analysis and improvement of the legislation, because only in this way will the legal and actual development of the industry be achieved. The analysis of national and foreign legislation, works of scientists is carried out in this work, and directions of further reformation and development of the field of sports and physical culture are developed. The correlation of the norms of the domestic legislation with the norms of the international legislation and the introduction of the necessity of introducing our state into the international sports institutions are also analyzed. Developing approaches will help develop amateur and professional sports, take another step in the fight against corruption and improve society. Summary. The physical training of future border guards forms the basis of their professional activities. Therefore, considerable attention is paid to it during training at a specialized university. With the help of physical training, the necessary physical, psychophysiological and mental indicators of the body are achieved and formed. Systematic physical exercises materialize special knowledge and skills into parameters of professional reliability. Participating in team sports, particularly basketball, involves regular physical activity that contributes to the general health and well-being of cadets. Basketball teaches the value of teamwork and cooperation. In a team environment, players learn to work toward common goals, support each other's strengths, and compensate for each other's weaknesses, and these experiences eventually translate into valuable life skills. Team sports are always challenges that allow cadets to develop emotional stability. Facing difficulties on the sports field helps to develop strength, perseverance and a positive attitude towards failure. In addition, team sports contribute to the development of strong character traits. It is shown that group sports contribute to the development of cadets’ command qualities and high physical indicators that are important for achieving the set goals. Playing sports definitely contribute to increasing psychological preparedness, create conditions for active recreation during the period of stress. Thus, basketball definitely develops a person not only physically, but also mentally. The article examines the use of basketball during the physical training of future border guards and the impact of this sport on the psychological state of cadets, as well as outlines the main directions for future scientific research on this topic.

Abstract:
Until recently, sports history has largely neglected Eastern Europe. Yet new research has shown that historians need to embrace a perspective from the periphery towards the centre, and reach beyond the paradigms of modernization, Sovietization, and the nation-state if Europe's sporting culture is to be fully understood. Focusing primarily on Poland, this article outlines three features peculiar to the region. First, it stresses the importance of trans-national spaces and networks as well as European sub-regions. Missing out on the initial phase of sport's internationalization due to lack of independence, the development of Polish sport was regionally distinct. Sports flourished in Habsburg-ruled Galicia (in Cracow and Lodz especially) under relatively liberal political authorities, but developed more slowly and under different influences elsewhere. Second, the prominence of rural Galicia, inhabited by traditional groups such as Ukrainian peasants or Chassidic Jews, shows that Polish sport did not evolve in line with modernization and industrialization. The relatively slow diffusion of sport in industrial centres such as Warsaw or Silesia contradicts the paradigm of modernization and the notion of East European backwardness. Third, sport history sheds light on phenomena such as multi-ethnicity, migration, integration or disintegration.
