Abstract:
Purpose: The professionalism in sports administration and management is one of the most important areas that relate to all aspects of the nature and life of individuals as it is considered a successful method in setting the objectives of individuals in a scientific way. Professionalization of sport has a prominent and enduring history in the field of sports management. Theoretical Framework: The study adopts the theory of professionalism in sports administration as the theoretical framework of the study. Design/Methodology/Approach: This study has systematically reviewed the notion of professionalism in the studies related to sports administration. The choice of research paradigms, methods, interests, perspective, and operational definitions have been reviewed from the past literature. Furthermore, this study has attempted to identify potential research gaps and future avenues of inquiry within the port management discipline. Findings: The findings reveal that current success is based upon effective and efficient management of the bilateral association of sport management and professionalism. Reflecting on the historical and future drivers of the incident industry. Research practical Implication: The study implicates that educator’s one may not fully control the professional position of the sport management ‘profession’, but one may perform a significant role. Originality/Value: The value of the study lies in the fact that a better understanding of professionals is fundamental to ensuring a successful and productive implementation of the concept in any field particular sports management and administration.

En este artículo se presenta un balance de las tendencias y perspectivas actuales de la gestión deportiva en Latinoamérica. Se llevó a cabo una revisión sistemática de los estudios publicados sobre gestión deportiva en la región desde 1990 hasta 2021. Se concluye que hay una ambigüedad en la distinción entre administración deportiva y gestión deportiva. Se plantea una reflexión epistemológica que conduce a pensar que mientras la administración deportiva es una rama de la administración aplicada al campo del deporte; la gestión deportiva es un campo de estudios interdisciplinar más amplio que contiene teorías, métodos y discursos provenientes de las ciencias económicas y sociales, las ciencias del deporte y las ciencias de la educación. La gestión deportiva contiene la administración deportiva, pero no se agota en ella, es más amplia. Ambas tienen la finalidad de planear, organizar, dirigir y controlar los recursos disponibles para cumplir los objetivos de las organizaciones deportivas, pero la gestión deportiva lo hace de forma más holística al incluir herramientas de la administración, pero también de otras áreas de conocimiento. Finalmente, se plantean aplicaciones prácticas de esta disertación en el sector del deportivo, y se proponen futuras líneas de investigación. Palabras clave: gestión, administración, deporte, América Latina, epistemología. Abstract. This paper presents a review of current trends and perspectives of sport management in Latin America. A systematic review of published studies on sport management in the region from 1990 to 2021 was carried out. It is concluded that there is an ambiguity in the distinction between sports administration and sports management. An epistemological reflection is proposed that leads to think that while sport administration is a branch of administration applied to the field of sport, sport management is a broader interdisciplinary field of study that contains theories, methods and discourses from the economic and social sciences, sport sciences and education sciences. Sport management includes sport administration, but is not limited to it; it is broader. Both have the purpose of planning, organizing, executing and controlling the resources available to meet the objectives of sports organizations, but sports management does it in a more holistic way by including tools from administration, but also from other areas of knowledge. Finally, practical applications of this dissertation in the sports sector are presented, and future lines of research are proposed.Key words: management, administration, sport, Latin America, epistemology.

Abstract:
Purpose: the article deals with the disclosure of the problem of state management of sports development in terms of its legislative support, which should facilitate the development of sports in the "European model", namely the involvement of local authorities, to eliminate it further in the formation of a modern system of training athletes in Ukraine. Material: a set of theoretical research methods were used: generalization of literature, materials from the Internet, content of previous own scientific developments, as well as abstraction, idealization, analysis and synthesis, induction and deduction. Results: The article presents the results of the study of the quality and features of the legislative acts that regulate the development of sports in Ukraine. It is proved that the problem in domestic sport is that the adopted legislative and regulatory acts in Ukraine are not those that effectively contribute to the development of the sphere according to the "European model". After all, part of their content is marked by declarative nature, the absence of clearly established standards and effective forms of control, the weak use of decentralization processes. It is the decentralization of power by its potential that creates powerful organizational and financial prerequisites for reforming the physical education and sports sector in the "European model". And this, in the case of a higher level of public administration, can ensure a new, modern quality of the sport. This model, while providing competent governance, combines the resources and capabilities of the state, including the funds of the specialized government, ministries and agencies involved in physical education and sports, as well as local authorities and non-governmental organizations (national sports federations, federations, existing in provinces and cities, sports clubs) and more. Conclusions: The current state and level of public administration of sport is critical and hinders positive change in this social sphere. The negative will obviously affect the activities of the newly created Ministry Youth and Sports of Ukraine. This Ministry, paying attention to Sport for All, will need to start almost from scratch in the sport of excellence, that is, to create the legal, organizational and financial preconditions for the qualitative improvement of the state of the entire field of sport. Abstract:
The article addresses the essence and peculiarities of state regulation of elite sport functioning in China. The elite sport in China holds pride of place in social life – politics, economics, international relations. It is shown that all activities in the field of sport, including the elite sport, are regulated by the Law «On Sports of the People's Republic of China». In China, state regulation plays a significant role in elite sport functioning and development, one of the main instruments of which is the state budget. The highest governing body for sports development in China is the General Administration in Sports Affairs, which is headed by the President of the NOC of China. At the state level, a set of measures aimed at effective elite sport functioning and development is being developed and implemented. It should be noted that centralized management with strict administration of sports development in China has made sport too regulated and unattractive in market conditions. Therefore, in 2014 the government formulated a plan to accelerate the development of the sports industry, stimulate sports engagement, increase the social significance of sport called “Measures to accelerate the development of the sports industry and promote sports engagement”. The program takes into account the implementation of a new state innovation strategy for elite sport development, which envisages investment in infrastructure, human resources, and research services in this area. According to this plan, the tax for large corporations that finance sport is reduced from 25 to 15%, whereas for the most active sponsors of sports – up to 3%. This plan has greatly contributed to the expansion of commercialization and professionalization of Chinese sport, attracting sponsors, especially for such sports events as football and basketball. The conducted study has revealed that the Chinese government is making serious efforts for the successful and dynamic development of elite sport in the country. State regulation in this field of sport is characterized, above all, by the presence of special legislation, a system of state bodies with powers, a mechanism of regulation and control. One of the most peculiar features of the modern Chinese system of elite sport is the transition from an extensive model of development to an innovative one.

Object of this paper. Possibilities and barriers for Lithuanian grassroots sports clubs to ensure sustainable funding. Aim of this paper. To explore the presumptions for Lithuanian grassroots sports clubs to ensure sustainable funding. Tasks of this paper: 1. To define theoretical concepts of development of grassroots sports and grassroots sports club; 2. To analyze funding features of grassroots sports clubs; 3. To analyze legal acts and work documents, which regulates grassroots sports in Lithuania; 4. To analyze possibilities and barriers for Lithuanian grassroots sports clubs to ensure sustainable funding by interviewing representatives from national sports federations and sports experts from municipalities. Main results and conclusions: 1. Grassroots sports – amateur sports, organized at the level of national sports federations and which strongly depends on voluntary work. Grassroots sport is usually exercised in amateur sports clubs – associations, which members are individuals and which essential goal is to privide all people with oportunities to practise sports on local level. 2. Ancien domaine de cogestion entre l’Etat et le mouvement sportif, le sport de haut niveau reste aujourd’hui encore, 16 ans après la réforme Defferre, une compétence centralisée. Les collectivités territoriales sont néanmoins invitées à apporter leur concours à l’élaboration et à la mise en œuvre de cette politique publique. Ainsi, Conseils régionaux et généraux s’y investissent à des fins essentiellement promotionnelles et communicationnelles. Cependant, et parce que ces deux échelons de décision interviennent à l’intérieur d’un flou juridique, nombre d’effets pervers apparaissent au sein de la territorialisation du sport d’élite territorial. L’étude de l’action de la région Aquitaine et de ses cinq départements au profit du sport de haut niveau (lorsqu’il en existe une), laisse entrevoir plusieurs dysfonctionnements tels qu’une réinterprétation fréquente de la définition officielle de l’excellence sportive, une tendance pour ces deux niveaux de collectivité à élaborer des politiques redondantes, voir même une utilisation de ce secteur comme moyen d’accentuer ou de pérenniser le caractère historiquement conflictuel des rapports entre régions et Départements. Si elle ne relève pas nécessairement de l’urgence, une régulation du système semble néanmoins devoir s’imposer. Aussi, la présente étude propose une voie possible d’amélioration du dispositif
High level sport was previously jointly managed by State and sporting movement, it still remains today 16 years after Defferre’s reform, a centralized competence. However an appeal is made to local institutions to contribute to the elaboration and enforcement of the public policy. In this way local and regional Councils mainly provide a promotional and communicational support. Though and because both of them operate in juridical vagueness, some opposite effects could be observed in sport-elite territoriality. The Aquitaine situation presents an analysis framework enabling to explain the territorial been led within the Aquitaine Region and among its five Counties reveal several dysfunctions, such as frequent re-interpretations of the official definition of sport excellence, a tendency for both regional levels to enforce redundant policies, indeed it is even used as a mean to intensify or perpetuate the historical conflicting aspect of relations between Regions end Counties. If it is not necessary a matter of urgency, a regulation of the system seems yet to be imperative. Therefore the present work suggests a potential way to improve the system

Aptariant paslaugos teorinę sampratą galima teigti, kad paslauga – tai tam tikrų veiksmų derinys skirtas palengvinti įvairius procesus, jų dalis. Kitaip tariant, paslaugos tai vartotojui ir personalui arba renginiams sąveikaujant vykstanti veikla, kuri yra skirta įvairiems vartotojų poreikiams tenkinti. Paslaugos pasižymi šiomis savybėmis: neapčiuopiamumu, heterogeniškumu, nepatvarumu, vartotojo dalyvavimu paslaugos teikimo procese, vienalaikiškumu ir nuosavybės nekeičiamumu. Paslaugos klasifikuojamos pagal šiuos veiksnius: funkcinę paslaugų paskirtį, paslaugos teikėją, paslaugos vartotoją, paslaugos teikimo vietą, paslaugos apčiuopiamumo laipsnį, vartotojo dalyvavimą, paslaugos vartojimo motyvus, teikėjo motyvus, pasiūlos pobūdį ir vartotojo ir teikėjo santykių pobūdį. Norint įvertinti paslaugų naudą, vieni svarbiausių komponentų tai – paslaugos kaina ir kokybė. 2. Atlikus tyrimą paaiškėjo, kad kultivuojamos sporto šakos Kaišiadorių rajone yra šios: krepšinis, futbolas, plaukimas, stalo tenisas ir atletinė gimnastika. The object of the paper: sports services provided and prospects for them The objective of the paper: to explore sports services and prospects for them in Kaišiadorys district The tasks of the paper: • to discuss a theoretical concept of services and analyse the very services • to determine sports services provided • to assess the prospects for the sports services provided The conclusions of the paper: 1. As concerns a theoretical concept of service it can be claimed to be a combination of particular activities designed to facilitate various processes or their parts. In other words, services are an activity, ensuing from the interaction between the user and the staff or events, the purpose of which is to fulfill different needs of users. The characteristics of services are the following: intangibility, heterogeneity, instability, the participation of the user in the process of service provision, simultaneity and non-transferability of possession. Services are classified according to the following factors: the function of services, service provider, service user, the place of service provision, the degree of the tangibility of service, the participation of the user, the motives for usage, the motives of the provider, the type of supply and the type of the relationship between the user and the provider. Abstract:
In any sport, competition is the quintessence of activity, the objective way to capitalize on the performance capacity of the practitioners, by comparison with themselves or others. The pandemic generated by Covid 19 deprived the dance sport of everything that meant a specific competitive context: zonal, national, international competitions, the joy of all categories of participants, from children to seniors, to meet on the dance floor, the emotion in the stands of parents and supporters of the competitors and, especially, the special show that almost no other sport offers during sporting events. It was obvious to everyone involved in Romanian dance sports (and not only) that all the restrictions imposed by the pandemic will limit the specific activity for an indefinite period, so a group of IT specialists, specialists in managing the organization of dance sports competitions sought and they found solutions to survive of the phenomenon called dance sports. Thus, by involving the above-mentioned categories, an online platform was born that allows the organization of evaluation seminars, dance festivals, sports competitions, examinations and promotion congresses. In this way, the motivation to practice dance sports can be maintained for athletes, specialists and adjudicators during this period. In this paper, we want to present a platform that aims to revive the competitive activity and, moreover, to bring a stain of normalcy in this strange and difficult period for everyone involved in dance sports. The online platform consists of several modules (competition administration, filming operator, arbitration, streaming show). The final product is a festival/competition that is broadcast live either on the YouTube channel or on the organizer's website.

I prosjektet; «Helhetlig ROS-analyse i norske kommuner» analyserer vi hvordan kommuner utvikler, bruker og oppdaterer ROS-analyser og risikoforestillinger i sitt samfunnssikkerhetsarbeid. Det legges vekt på hvordan kommuner integrerer ROS-arbeidet og risikoforestillinger i eksisterende plan- og arbeidsprosesser. Hvilke utfordringer opplever kommunene i dette arbeidet? Etter å ha jobbet med risiko og sikkerhet i mer enn 20 år, og en vesentlig del av disse opp mot kommuner, er det etter vårt syn et gjennomgående trekk at kommunalt ansatte som jobber med sikkerhet og beredskap har stor skepsis til akademikere på dette feltet. Den teoretiske «verden» er ikke i stand til å kommunisere med den praktiske og vice versa. Denne utfordringen mener vi står sterkt også i dag, og dermed ble det i prosjektet viktig å finne ut hvordan begrepene ble brukt i kommunene. Hvor kritiske er begrepene for omfanget av bruken av analysene? Står vi ved et markant skille nå med innføring av ny veileder for helhetlig ROS-analyse i kommuner? Eller, er arbeidet omkring samfunnssikkerhet og beredskap fastnet i en praksis uten påvirkning fra ROS-analyse? Datamateriale fra 26 kommuner er inkludert i studien. Kommunene dekker alle landsdelene og de har varierte demografiske og geografiske profiler. Blant deltagerne er kommuner med storulykkesindustri, større bykommuner, mindre øykommuner og grensekommuner. Opptil fem personer med ulikt ansvar for samfunnssikkerhets- og beredskapsarbeidet er intervjuet i hver kommune. En viktig del av prosjektet er forholdet mellom ROS-analyser på ulike forvaltningsnivåer, hvordan ROS-analysene kommuniserer risikoforestillinger og hvordan kommunene kan bygge på og hente innspill fra hverandre i ROS-analysearbeidet. Siden 2010 har Lov om kommunal beredskapsplikt, sivile beskyttelsestiltak og Sivilforsvaret (sivilbeskyttelsesloven) og underliggende Forskrift om kommunal beredskapsplikt stilt krav til kommunenes ROS-analyse og samfunnssikkerhetsarbeid i stort. Likevel er det ikke opplagt hva det innebærer. Forskriften snakker om begreper og konsepter som; - Jobbe systematisk og helhetlig med samfunnssikkerhet; - Forankring i kommunestyret; - Eksisterende og fremtidige risiko- og sårbarhetsfaktorer; - Særlige utfordringer; - Langsiktige mål, strategier, prioriteringer og plan for oppfølging av samfunnssikkerhets- og beredskapsarbeidet; - Vurdere forhold som bør integreres i planer og prosesser; og - Overordnet beredskapsplan. Det stiller store krav til kommunens ansattes kunnskap og kompetanse til å fortolke hva alle disse konseptene skal bety for kommunen og hvordan ansatte skal jobbe med kravene. Her ligger kjernen av vår studie. Studien vår viser at det legges betydelig med ressurser og arbeid ned i kommuners helhetlige ROS-analyser, samfunnssikkerhets og beredskapsarbeid. Risikoinformert styring og risikotenkning er en krevende filosofi, hvor det forutsettes at de ansatte med ansvar for kommunens systemer og samfunnssikkerhets- og beredskapsarbeidet har høy kompetanse på området. I kommunene som deltok i studien synes det å være enklere for kommunene å konkretisere hvordan de arbeidet med beredskap enn med samfunnssikkerhet. Kommunene hadde i varierende grad oversikt over hvordan beredskapsarbeidet var satt i system på tvers av etater. Materialet ble analysert ut fra fire forhold: - Begrepsforståelser og bruk av begreper for å uttrykke samfunnssikkerhet - Planlegging og gjennomføring av ROS-analyseprosesser - Presentasjon av resultater fra ROS-analysearbeidet - Implementering av analyseresultatene i kommunens aktiviteter Datamaterialet viser at kommunene og de fleste respondentene våre er i liten grad bekymret over begrepene de bruker. I hovedsak er det risiko, ROS-analyse (eller andre koplinger av ROS), hendelser, akseptkriterier, beredskap, kriseplaner og tiltak som er konseptene i bruk. Usikkerhet var et begrep som fulgte med, men det var i liten grad reflektert over utover at det var en egenskap med hele ROS-analyseprosessene. Samfunnssikkerhet, ytelse av beredskapstiltak, sårbarhet, resiliens, barrierer, system er begreper som får lite eller ingen omtale i kommunenes befatning med samfunnssikkerhet og beredskap. Kommunene er veldige instrumentelle i arbeidet med å utvikle produktene (helhetlig) ROS-analyse og beredskap- og kriseplaner. Beslutningsprosessene som den helhetlige ROS-analysen er en del av, trekkes ikke frem som førende for hvordan ROS-analyser og samfunnssikkerhetsarbeidet gjøres. Fylkesmannen sin rolle som pådriver, rådgiver og tilsynsmyndighet var for de aller fleste kommunene beskrevet med positive fortegn. Alle analysene vi har hatt tilgang til er utført som grovanalyser (hazid-gjennomganger, scenariobeskrivelser, gruppediskusjoner), men med relativt små variasjoner innenfor hvordan risiko måles og uttrykkes. Enkelte kommuner inspireres av innholdet i FylkesROS-analyse eller Nasjonalt Risikobilde, mens andre har et større fokus på lokale forhold og hendelser. I forbindelse med bruk av tiltak fra helhetlig ROS-analyse var det en klar trend at kommunene synes det var vanskelig å sikre implementering av tiltak. Dette skyldes blant annet at det var utfordrende å sikre at den ansvarlige etat tok ansvar for tiltak, at beredskapskoordinatorer ikke anså tiltak som skulle implementeres i enkeltetater som sitt ansvar og at kommunene i mange tilfeller ikke hadde midler til gjennomføring av tiltak. Problemet kan trolig også spores til at helhetlig ROS-analyse ikke var et dokument som var i aktiv bruk i hverdagen til kommunenes ansatte, og som det i de fleste tilfeller ikke ble laget aksjonsplaner for å følge opp. På tiltakssiden var det også tydelig at flere kommuner gjorde det vanskelig for seg selv, ettersom de beskrev svært generelle tiltak i rapportene sine, tiltak som egentlig var på plass i den ansvarlige etat og som var dekket av andre internkontrollrutiner, eller som andre offentlige etater var ansvarlige for. Kommunene i prosjektet hadde i varierende grad koblet beredskapsplanene sine opp mot de helhetlige ROS-analysene. En annen utfordring i forbindelse med «bruk» til beredskapsplanlegging var at kommunene ikke var sikre på hvordan dette skulle tolkes. Skulle man lage øvelser basert på hendelsene som var brukt i helhetlig ROS-analyse, skulle det lages tiltakskort som passet til scenarioene i helhetlig ROS-analyse? Enkelte kommuner hadde inkludert hendelser fra helhetlig ROS-analyse i beredskapsplanverket sitt, mens andre hadde fokusert mer på felles kapasiteter i helhetlig ROS-analyse. Å se sammenhengen mellom helhetlig ROS-analyse og beredskapsplanlegging var et vanskelig tema for kommunene. Beredskapsanalyse og vurdering av «godheten» av beredskapstiltak er også en stor utfordring. Den største utfordringen og det viktigste funnet som har kommet fram gjennom studiet er at prinsippene i risikobasert styring er nærmest fraværende i kommunene. Funksjonelle krav til sikkerhet mangler, en levende diskusjon om samfunnssikkerhet og beredskap mangler, og analysene brukes i svært liten grad. ROS-analyse og intensjoner om risikobasert styring har vært i norske kommuner i mer enn 20 år, og basert på dette mener vi at det er kompetanse og reguleringsregimet det må gjøres noe med, heller enn å innføre nye veiledere og tilsynsaktiviteter. Ansvaret for kommunens samfunnssikkerhets- og beredskapsarbeid må knyttes opp mot spesifikk kompetanse. Det krever at kommunene endrer praksis på i den administrative ledelsen og virksomhetene som eier systemene, tjenestene og aktivitetene, så vel som i kommunikasjonen mellom administrativ og politisk ledelse når det gjelder samfunnssikkerhet og beredskap. Vi mener at politikeren fra bykommune 1 langs kysten i Nord-Norge illustrerer behovet på en betegnende måte: «Veldig få i beredskapsrådet har lest dokumentene. I vårt fylke tror jeg vi er noen av de som har kommet lengst, og det sier etter mitt skjønn sitt». «Vi må involvere oss på et mye tidligere stadium. Skaffe oss oversikt over hva som er beredskapsplanene, og hvor flaskehalsene er. Det tror jeg at jeg deler med veldig mange. Vi strykes med hårene i alt for stor grad. Vi får for mye ros.»
