This thesis analyzes the self-help upgrading process of three gecekondu (spontaneous) settlements in Istanbul, Turkey. It describes the complex web of relationships between local and national government, community leaders, residents, legal landowners, developers and the general public; further, it examines how these stakeholders interact to create and distribute the benefits. The "thick description" of the beneficiaries creates an alternative view of the self-help upgrading process. The project evolved continuously to reflect the changing goals of the actors involved. The national government played a particularly influential role in the upgrading process. At certain times, gecekondu residents pressured the government to legalize their settlements. At other times, however, the general public and legal landowners pressed the government to outlaw the gecekondus to protect the rights and interests of law-abiding citizens. Other actors exercised their influence at the neighborhood scale, as the results of the development in the three neighborhoods show. While Rumelihisarustu has achieved the image of a normal settlement, the other two continue to retain most of their original gecekondu image of low-income, underdeveloped neighborhoods. Istanbul Technical University, the official landowner in Armutlu and Baltalimani, has used its influence to hinder development in these two neighborhoods. While the experience of the three neighborhoods demonstrates that the upgrading process can benefit most of the stakeholders, it also indicates that without active intervention, the gecekondu community as a whole fails to capture its share of the benefits. To avoid this problem, authorities must act consistently and enforce development regulations that extend the benefits of the upgrading process from individual gecekondu owners to the broader community living in these settlements. Open communication between the different actors is a key first step in the success of this process. This thesis sets the stage for this initial step by providing essential information regarding the role of the different stakeholders, and in the course of doing so, it also establishes a useful framework for the analysis of spontaneous settlements.

Full textLos asentamientos informales en Lima surgen de la colocación de casas de estera en el desierto, en condiciones de precariedad y pobreza. Sin embargo, en estas siete décadas de existencia se han transformado en barrios relativamente integrados a la ciudad y con un considerable nivel de desarrollo. En esta investigación se describe cómo se ha generado un tejido urbano donde los procesos habituales de planificación, de la gran escala a la pequeña, de la ciudad a la casa (urbanización-parcelación-edificación) se ven invertidos encontrando, en esta inversión, el mecanismo clave de su desarrollo. La casa de estera, en origen el único material para asentarse en el territorio, se convierte, más allá de un techo para sus ocupantes, en una estrategia para crear ciudad. La vivienda es taller o tienda, aportando esos usos al tejido urbano; cambia de funciones según las necesidades de los habitantes; crece a medida que se densifica el barrio, muta su tipología (de unifamiliar a colectiva) o de carácter (de rural a urbana) cuando el asentamiento pasa de pueblo a barrio. La casa crece al tiempo que crece la ciudad que forma; ambos se transforman mutuamente y esta simbiosis confiere al tejido su dinamismo y capacidad para evolucionar.
In Lima, informal settlements emerge from the construction of straw houses in the desert under poverty and precarious conditions. However, after seven decades of existence, they have transformed into relatively integrated neighborhoods in the city, with considerable level of development. This article describes how an urban fabric emerges within inverted planning processes, from large to small scales, from the city to the house (urbanization-division-consruction), being this inversion the engine of its development. Straw houses, the only material that enables communities to settle in the territory, apart from offering shelter, have become a strategy for city making. Housing is either a workshop or a store, a contribution to the urban fabric; it also changes its functions according to the needs of dwellers; housing expands as the neighborhood densifies, transforming its typology (from house to group home) or nature (rural to urban) when the settlement changes from village to neighborhood. The house expands as the city grows; both elements transform each other, giving dynamism to urban fabric, as well as ability to evolve.

Full textOs assentamentos espontâneos são uma realidade consolidada na capital moçambicana. Como consequência do rápido crescimento demográfico e habitacional, juntamente com a inoperância do governo moçambicano, hoje Maputo é essencialmente um intercâmbio de aspetos sociais, culturais e económicos entre dois tipos urbanos que não podem ser vistos de forma separada. A sua complexidade ultrapassa as denominações de “informal” e “formal”. Desta maneira, o presente trabalho pretende, com base na análise urbana, social e cultural da cidade, entender as dinâmicas e potenciar a continuidade entre os dois tipos morfológicos distintos. Em seguida, tendo como foco o entendimento dos assentamentos espontâneos, é definida a estratégia a utilizar para intervir na área de estudo. Portanto, tendo em conta que o bairro da Mafalala apresenta carências a nível infraestrutural e habitacional identificaram-se potencialidades para o desenvolvimento da vida urbana. Deste modo, a premissa interventiva assume um carácter de (re) desenho urbano com o objetivo da regeneração urbana, ambiental e social do bairro. Após a análise e reflexão da situação existente, a estratégia adotada é fundamentalmente empírica apresentando-se soluções que visam a requalificação e aproveitamento do espaço urbano. Trabalhando diferentes escalas e agentes, a intervenção é proposta a nível da cidade, do bairro, da rua e por último, da habitação.
ABSTRACT: Spontaneous settlements are a consolidated reality in the Mozambican capital. As a result of rapid population and housing growth, along with the inoperativeness of the Mozambican government, Maputo today is essentially a social, cultural and economic exchange center. The characteristics between two urban types cannot be analyzed separately, its complexity goes beyond the names "informal" and "formal". In this way, the present work intends, based on the urban, social and cultural analysis of the city, to understand the dynamics and enhance the continuity between the two different morphological types. Focusing on the understanding of spontaneous settlements, the strategy used to intervene in the focus area is defined. Therefore, considering that the neighborhood of Mafalala presents deficiencies in infrastructure and housing, potentialities have been identified for the development of urban life. In this way, the interventional premise assumes a (re) urban character design with the objective of urban, environmental and social regeneration of the neighborhood. After the analysis and reflection of the existing situation, the adopted strategy is fundamentally empirical presenting solutions that aim the requalification and use of the urban space. Working with different scales and agents, the intervention is proposed at the city level, neighborhood, street and, lastly, housing.

Full textThe importance of spontaneous construction raises some questions about the modalities of urban production, especially in developing countries. This thesis presents the case of Bangkok, where the "dense communities," besides the flexibility of their architecture, often crystallize a common site specific history. Rarely taken into account in the metropolis and victims of a negative image, they show, at a local and international level, a stimulating economic and associative dynamism and represent a major challenge in light of the concepts of sustainable development and the right to the city. Through a mainly spatial analysis, interviews and field observations, we approach spontaneous settlements as an incremental construction, result of a process of individual appropriation. We then analyze three configurations or "contexts of emergence" of these constructions: “ancient”, “pure” and "grafted". The first configuration questions the notion of heritage in relation to these popular constructions, dating back to the origins of Bangkok’s urbanization. At the same time, the pure spontaneous housing settlements tend to become real attractive city districts, finely linked to their urban context. With the added spontaneous grafts, which we observed on the social re-housing buildings, informal settlements become a viable way to build the city and a tool for urban development. Spontaneous housing leads progressively to a repositioning of urban actors, the implementation of alternative design processes, renewing the current models of housing production to a shared urban construction
