Abstract:
The appearance of Dr Vesco’s translation and study of Hokusai’s Ryakuga haya oshie, together with a full reproduction of the original book, is a matter of great excitement in the field of Japanese Studies. Hokusai has been known in Europe and North America for some 150 years. In his own country, he came to public attention about 1800, with youthful work produced under the name of Shunrô. He lived to the advanced age of 88, and when he died in 1849, he was one of the best-known artists in Japan. He was soon to be the best-known Japanese artist in the West, a status that he probably still holds. ‘Under the Great Wave off Kanagawa’ – often referred to simply as ‘Hokusai’s Great Wave’ (from the Thirty-six View of Mt Fuji) – is said to be the most immediately-recognisable piece of graphic design worldwide. Hokusai was a townsman living in a socially stratified society. He was not a member of the elite, though other famous artists were. He did neither depict elite topics, nor work for elite clients. Rather, Hokusai associated with the ‘Floating World’ (ukiyo) that is Edo’s leisure-time distractions. He also made views of his city, its surroundings, and the wider Japanese countryside, but he was not a great traveller, other than in his mind. Rather unrecognised is what Dr Vesco now brings to our attention. Hokusai saw his role as promoting the practice of art. Of course, he had his students, but as we see here, Hokusai also published out-reach volumes, aimed at introducing the joys of picture-making to amateurs who were not being formally instructed. The lessons were easy to follow, and also fun, as he reduced people animals and plants to basic shapes and formulae. Starting with the auspicious subject of Tang lions (kara shishi), Hokusai leads us through a range of topics, down to the demotic, such as clothes washing. Readers today will certainly find a smile crossing their face as they look through the pictures. Thanks to Dr Vesco’s careful translations, we can also understand the advice and commentaries supplied in Hokusai’s accompanying texts. An additional feature of Dr Vesco’s work will be of assistance to more specialist readers, as she has transcribed the original Japanese. This was no simple task, as it is written in abbreviated calligraphy (kuzushiji). At all levels, readers, art enthusiasts and those who love to create pictures will now have access to Hokusai’s most important study aid. We can delve into it, copy from, and chuckle at, just as people did when the volumes first appeared. Western readers might ponder something else: Ryakuga haya oshie appeared in 1812, as European countries were tearing themselves apart.

Cumming, Gordon D. French Aid Through the Comparative Looking Glass. Edited by Robert Elgie, Emiliano Grossman, and Amy G. Mazur. Oxford University Press, 2017. http://dx.doi.org/10.1093/oxfordhb/9780199669691.013.29.

Full text
Abstract:
There is now a vast comparative literature on Northern development assistance, its purposes, composition, structures, motives, and effectiveness. These writings often include French aid within their comparative framework. But they present a mixed picture of the French case, with qualitative studies portraying it as “deviant,” and variable-led analyses viewing it as “representative.” Drawing on specialist interviews, this chapter challenges these comparative perspectives and, at a time when fresh approaches to international development are desperately needed, paves the way for wider consideration of French ideas on aid. It begins with an overview of the comparative literature on Northern aid before reviewing the comparative scholarship on French assistance. It shows how these writings have missed out on the agenda-setting dimension of French aid, notably its capacity to act as a “model” for other donors and lay the groundwork for future comparative research. It concludes by reconciling “conflicting” views of the French case.

William A, Schabas. Part 9 International Cooperation and Judicial Assistance: Coopération Internationale Et Assistance Judiciaire, Art.101 Rule of speciality/Règle de la spécialité. Oxford University Press, 2016. http://dx.doi.org/10.1093/law/9780198739777.003.0106.

Abstract:
This chapter comments on Article of the Rome Statute of the International Criminal Court. Article 101 sets out the principle of speciality, which is part of the customary law governing extradition between States. The rationale for the principle of speciality ‘is to protect State sovereignty’. For this reason, the rule is limited to the scenarios in which the person is arrested and is surrendered as a result of a request submitted by the Court to the State. It is inapplicable if the suspect has appeared voluntarily. The State that surrenders the individual to the Court may be asked to waive the rule of speciality if the Court seeks to proceed with respect to crimes that were not part of the original request for surrender.

Feinstein, Robert, Joseph Connelly, and Marilyn Feinstein, eds. Integrating Behavioral Health and Primary Care. Oxford University Press, 2017. http://dx.doi.org/10.1093/med/9780190276201.001.0001.

Full text
Abstract:
This book describes real-world examples and practical approaches for integrating behavioral and physical health services in primary care and some specialty medical environments. Integrated care models are patient-centered; delivered by teams of medical professionals, utilize care coordination, and a population-based approach. This book is comfortably accessible to students, residents, faculty, and all mental health professionals, primary care and medical specialists who are working in ambulatory/office-based practices. We examine the integrated care literature and recommend applying collaborative care and other existing models of integrated care based on the existing evidence-based research. When there is no literature supporting a specific approach, our experts offer their ideas and take an aspirational approach about how to manage and treat specific behavioral disorder or problems. We assume the use of a fully integrated team staffing model while also recognizing this an ideal that may need modification based on local resources and practice cultures. The full integrated team includes a primary care or specialist provider(s), front desk staff, medical assistant(s), nurse(s), nurse practitioners, behavioral health specialist(s), health coaches, consulting psychiatrist, and care coordinator(s)/manager(s). The book has four sections: Part 1: Models of Integrated Care provides an overview of the principles and the framework of integrated care focusing on five highly successful integrated practices. We also discuss team-based care, financing, tele-behavioral health, and use of mental health assessments and outcome measures. Part 2: Integrative Care for Psychiatry and Primary Care is a review of existing and proposed models of integrated care for common psychiatric disorders. Our continuity approach emphasizes problem identification, differential diagnosis, brief treatment, and yearlong critical pathways with tables and figures detailing “how to” effectively deliver mental health care and manage substance misuse in an integrated care environment. Part 3: Integrated Care for Medical Sub-Specialties & Behavioral Medicine Conditions in Primary Care focuses on two models of integrating behavioral health care: (1) integrating wellness with behavioral health and (2) integrating psychiatry and neurology. Other chapters are “Women’s Mental Health Across the Reproductive Lifespan,” “Assessing and Treating Sexual Problems in an Integrated Care Environment,” “Integrated Chronic Pain and Psychiatric Management,” and “Death and Dying: Integrated Teams.” Part 4: Psychosocial Treatments in Integrated Care describes brief office-based counseling and psychosocial treatment approaches including: health coaching, crisis intervention, family, and group interventions. All of these brief treatment approaches are patient–centered, tailored to be used effectively integrated care settings and as an important contribution to population management.

Daniel, Rene, and Catriona M. Harrop, eds. Medical Management of Neurosurgical Patients. Oxford University Press, 2019. http://dx.doi.org/10.1093/med/9780190913779.001.0001.

Full text
Abstract:
Modern management of neurosurgical patients requires close cooperation between neurosurgeons and other specialists. The latter include internists, nurse practitioners, and physician assistants. This textbook aims to provide for these professionals a guide to the challenges associated with the medical management of these patients. It gives an overview of neurosurgical operations and procedures, seizure management, and preoperative risk stratification. It further discusses the intricacies of the management of fever, infection, electrolytes, bleeding disorders, and endocrine problems in the context of central nervous system injury. A particular emphasis is placed on the management of pressure injuries, pain management, and physical and occupational therapy, which are critical areas in the care of the neurosurgical patient. Finally, it reviews the types of contributions that palliative care can make to the care of the neurosurgical patient. The book’s objective is to provide a practical tool, and, where appropriate, its chapters include algorithms and tables to increase the efficiency of medical decision-making when caring for these patients.
