AbstractThe literature about disaster preparedness, especially digital disaster in the library, is particularly limited in Indonesia. With the growing number of library collections in digital form, it is important for libraries to implement strategies for the protection of digital collections from various disaster threats. The purpose of this study is to provide information on the readiness of selected special libraries in Indonesia on the issue of digital disaster. A questionnaire containing 15 closed and open-ended questions was disseminated through an online survey to 10 selected special libraries in Jakarta and Bogor, Indonesia. The results indicate that most libraries have implemented digital data protection and are able to analyze any potential digital disaster threats that may occur. Most of the libraries do not yet have specific policies regarding digital collections, however. The minimal number of digital collections compared to the number of printed collections is assumed to be the cause of the lack of attention and protection of digital collections. Consequently, libraries need to develop a digital preservation policy first before implementing a digital disaster management plan.

The issue of leadership today is an interesting one to discuss in management. Leadership in organizations / agencies in the public sphere is more widely discussed, because it is directly related to the surrounding community. The library is one of the institutions in the service and service sector that is directly related to the community. Libraries are then divided into two, namely public libraries and special libraries. The UPT of Bung Krno's Proclamator Library is a special plus library managed by the National Library of Indonesia (PNRI) for the people of Blitar City in particular and in general Indonesian people, tasked with improving Indonesian culture and civilization through the thoughts and actions of great people. This research uses a case study research method with a qualitative design. Data obtained from observations, interviews and literature studies, constrained access to and from outside the city due to the Covid-19 pandemic, this paper conducts interviews via online media with assistance from customer service. Interviews were replaced by filling out closed questionnaires to 10 (ten) employees in the UPT Bung Karno Library. The result of this research is that the head of Bung Karno Library's UPT uses democratic leadership in leading agencies.Key words: leadership, special library, UPT Bung Karno Library, democratic leadership.

Introduction. This study discusses about Bibliobattle as a promotion strategy conducted by the Library of the Ministry of Social Affairs of the Republic of Indonesia. Bibliobattle is a unique activity because it has a book-like shape but is packed in game form. Research on library promotion using Bibliobattle in a special library of ministries has never been done.Data Collection Method. The research approach used is qualitative with case study method. The data collection method used is by observation, interview and document study. The research informants were chosen based on purposive sampling method where there were criteria in the selection.Analysis Data. Data were analyzed by data reduction, interpretation, analyzed and conducted withdrawal conclusion.Result and Discussions. The promotion strategy using Bibliobattle on its implementation focuses on promotion through public relations. In addition, to promote Bibliobattle's activities, librarians focus on promotional tools of advertising, personal selling, and direct and digital marketing.Conclutions. The results of this study show that promotional strategies using Bibliobattle in fact not only promote the existence of libraries, but the library's own collection. During this time the focus of promotional activities in the special library is still limited to the promotion of the library unit.

Abstract:
The virtual reference service (VRS) has been implemented by some libraries in Indonesia. This study aims to identify trends in VRS in some libraries in the Java Island. This research is a qualitative study using descriptive analysis presented as a percentage, then elaborated again with narration or description associated with the field and theory. Using purposive sampling technique, selected 12 libraries to be analyzed on the website. The sample consists of public libraries and special libraries. The results form 12 library samples found to bring trends in the form of presenting referral services if sorted from the most used by the library are email (91%), web forms (75%), chat references (67%), and SMS (8%). Both email and web form used for VSR is using the library's public email. Chat references available on the web library use the Tawk Live Chat App, add on Dalet Galaxy, Whatsapp and Line. VRS in SMS form is only used by the National Library. Email is the most common format used as a communication tool in VRS followed by web forms, chat references and SMS. The results of this study can be used as material for consideration to develop format of VRS in Indonesian libraries

Abstract:
Data Labs is one of the elements of the data center and has been owned by almost all organizations in the special library environment for government and private institutions, on behalf of the data and information center. The term, data labs, become the focus of the study in its function to maximize the use of data (reusable data) in institutional repositories and generally managed by special libraries. The discussion focuses on material that answers the function/role of a special library as data labs; current and future challenges; how information professionals respond to these challenges; as well as how to see the potential of the collections and content they have. Survey analysis and data collection through depth-interviews are a form of research approach in this study. Based on the results of the study, it was found that most of the respondents had played a part in supporting the openness of data in their institutions, and had some of the functions of data labs. There are several things that need to be considered further, namely the points for the roles they have (digital divide, data management, and knowledge workers), challenge points (policies and data openness ecosystem), response points (targeted-groups, business processes, action plans, and skill-upgrade), as well as points for the potential collections and content owned by the institutions (advocacy, needs analysis, open data principles, and inclusiveness). The research results are expected to be the basis for policy in determining the position of special libraries with data labs functions to support institutions’ performance. So it can be concluded that in supporting the transformation of this function, it is necessary to provide competent employees in accordance with the needs for the future development of data repository content, as well as in line with government programs and the global community related to data transparency and governance in Indonesia.

<p><strong>Abstrak;</strong> Ada kegelisahan sebagian pengguna perpustakaan ketika sedang mengkaji Islam di Indonesia berbasis naskah kuno. Salah satu kegelisahan itu adalah ketidaktersediaan sumber informasi tentang naskah kuno Nusantara di perpustakaan PTKIN. Informasi naskah kuno yang paling sederhana ini melalui katalog naskah kuno. Di Indonesia, katalog naskah kuno ini sudah ada sejak tahun 1950 oleh Poerbatjaraka, Voorhoeve, dan Hoykaas dengan titel <em>Indonesische Handschriften</em> hingga saat ini. Katalog naskah Nusantara itu memuat informasi asal usul naskah, isi naskah, dst. Lebih jauh lagi, tentu saja seharusnya perpustakaan PTKIN menyediakan naskah-naskah kuno tersebut, sekalipun dalam bentuk digital. Salah satu bentuk penyelamatan naskah kuno itu melalui program digitalisasi. Dalam konteks itulah filologi Nusantara penting untuk menjadi alat bantu dalam pengembangan perpustakaan PTKIN.</p><p>Sebenarnya, filologi bukanlah ilmu baru di lingkungan PTKIN. Sebagai mata kuliah, filologi atau studi naskah kuno diajarkan pada Jurusan/Program Studi Sejarah Kebudayaan/Peradaban Islam Fakultas Adab dan Humaniora. Hanya saja, kajian Islam berbasis filologi masih dapat dihitung dengan jari. Karena itu, sangat wajar juga jika pihak perpustakaan hingga saat ini masih belum ada koleksi khusus tentang hal itu. Berangkat dari kegelisahan itulah nampaknya penting diungkapkan saat ini sebagai kajian awal tentang filologi Nusantara dan perpustakaan. Pengalaman kecil di Pusat Perpustakaan IAIN Syekh Nurjati Cirebon melalui layanan khusus <em>Cirebonese Corner </em>dapat menjadi pintu awal kajian ini.</p><p><strong><em>Abstract;</em></strong><em> There are discomfort and worry among library users when they want to study Islam in Indonesia based on ancient manuscripts. One of them is caused by the unavailability of primary references about ancient manuscripts in the library of PTKIN. In the meantime, they find them such references by searching through a catalog of ancient manuscripts which has been around since the 1950s, written by Poerbatjaraka, Voorhoeve, and Hoykaas entittled Indonesische Handschriften. The catalog contains information of origin of scripts, contents, and so on. Furthermore, PTKIN libraries should provide these ancient texts, albeit in digital form. And it is through such digitization program that we can save manuscripts. It is also in the context that the philology of Nusantara becomes important to be assistive instrument to develop PTKIN libraries.</em></p><p><em>Actually, philology is not a new science in the PTKIN. As a university subject, philology, or the study of ancient texts, is taught in the Department of Islamic Civilization, Faculty of Adab and Humanities. However, studies based on philology Islam are relatively low. Therefore, it is reasonable that libraries have no special collections on it. With this background, it is the time to raise the two issues as a stepping stone for the study of Nusantara philology and Libraries. A few experience in the Central Library of IAIN Sheikh Nurjati Cirebon through special service called “Cirebonese Corner” can be the beginning to address these two issues.</em><em></em></p>

Since the implementation of Special Autonomy in Papua, various policies have been implemented by the central government to resolve conflicts in Papua. This policy is carried out through several regulations regarding the acceleration of welfare development in Papua as a way to resolve the Papuan conflict. The method used in this paper is juridical-normative with a conceptual approach to researching library materials using the object of the study of writing in the form of existing libraries. The purpose of this paper is to find out the policies of the Central Government in resolving the Papuan Conflict in Indonesia (Papua Special Autonomy Perspective). With the results of his research that the Central Government's policy in resolving the Papuan conflict in Indonesia (Papua Special Autonomy Perspective) is to solve the root problems in Papua with a welfare and security development policy under the legal umbrella of the Papua Special Autonomy Law and its derivatives regulations. However, this policy has not had a significant impact on resolving the conflict in Papua because it has not resolved the roots of the conflict that occurred in Papua. So one of the steps that must be taken is to open a space for peaceful dialogue to resolve the conflict thoroughly, thoroughly and with dignity.

Abstract:
Purpose – The purpose of this paper is to report on performance measurement and impact assessment progress made in 14 countries as part of the Global Libraries initiative, starting with the early country grants in Mexico and Chile. For the mature grants in Bulgaria, Botswana, Poland, Romania, Ukraine and Viet Nam which were recently completed or are approaching completion, the nature of the country program is outlined, before the impact assessment work is described and some recent results and conclusions are reported. A similar approach is adopted with pilot and new grants in Colombia, Indonesia, South Africa, Turkey and Lithuania. Design/methodology/approach – The country reports are presented as a series of case studies, in some cases supplementing those in an earlier special issue of this journal. Findings – Where appropriate, recent country-specific survey findings are reported. Practical implications – This paper shares Global Libraries IPA learning at country level with people in other countries who may be contemplating public library evaluation at regional, national or local level or who are interested in performance measurement and impact evaluation. Originality/value – These cases studies reflect concentrated impact assessment and performance measurement work at country level across a range of countries over more than 12 years.

The SMK Negeri 1 Siantar School Library is one of the special libraries located at the SMK Negeri 1 Siantar School. Libraries provide various kinds of library materials such as books, lessons, lesson questions, and other vocational books. After the researcher made observations, the problem that often occurred was books that were borrowed and returned books that had a non-strategic layout, so that library visitors who did not know the placement found it difficult to find the books they wanted to borrow. This research uses data mining techniques, namely the Apriori Algorithm, the Apriori Method is a method for looking for patterns of relationships between one or more items in a dataset. The Apriori method can be used for data on borrowing books at the Siantar 1 State Vocational School School Library, where the composition of the library books (B1) X_Press UN 2019 B. Indonesia side by side with books (B4) School of Love is a Great Leader and Teacher, if the composition of the book is (B10) Moral Mulia side by side with book (B1) X_Press UN 2019 B. Indonesia, If the book arrangement (B7) X_Press Mathematics is side by side with the book (B5) Relationer, if the book arrangement (B7) X_Press Mathematics is side by side with the book (B9) Indonesian Wisdom Batak Toba, and if the arrangement of the book (B10) Morals Mulia is side by side with the book (B8) Hati Therapy, the data from these items each met the minimum confidance value of 0,5% or the same as the specified 50%. Abstract:
Objective – Libraries have had to temporarily shut their doors because of the COVID-19 pandemic, resulting in the provision of online and remote services. This review analyzed services offered by libraries, the technological tools used, and the challenges facing libraries during the pandemic. Methods – This study employed a systematic literature review, following the PRISMA checklist (Moher at al., 2009). The Building Blocks search strategy was employed to search for keywords of concepts in Library and Information Science Abstract (LISA), Library and Information Science Technology Abstract (LISTA), Library Science Database, Web of Science (WoS) core collections, and Google Scholar. A set of inclusion and exclusion criteria was pre-determined by the authors prior to database searching. Quality assessment of included studies was performed using the Mixed Methods Appraisal Tool (Hong et al., 2018). A tabular approach was used to provide a summary of each article allowing the synthesis of results, which led to the identification of eight broad categories of services provided by libraries in included studies. Results – The first set of searches from the 5 databases produced 3,499 results. After we removed duplicates and applied the inclusion and exclusion criteria based on titles and abstracts, 37 potentially relevant articles were identified. Further screening of the full-text led to the final inclusion of 23 articles used for the qualitative synthesis. The majority of the studies were conducted in the United States of America (n= 6, 26.1%), followed by India (n=4, 17%), and China (n=2, 8.7%). The remaining studies were carried out in United Kingdom, Ireland, Canada, Mexico, Romania, Czech Republic, Indonesia, Pakistan, Nigeria, Lesotho, and Zimbabwe. The most common method used in selected studies was the case study (n= 11, 48%), followed by survey (n=7, 30.4%), content analysis (n=4, 17.4%), and mixed methods (n=1, 4.3%). The majority of the studies were carried out in academic libraries (74%), while the rest were based on medical, public, and special libraries. Findings show that the majority of academic libraries in the included studies are providing and expanding access to electronic resources (n=16, 69.6%) and increasing open access resources and services (n=11, 47.8%). More so, most academic libraries are assisting in virtual education and teaching endeavors of faculty and students (n=13, 56.5%). In addition, some medical and public libraries are bolstering public health safety through health literacy (n=12, 52.2%), supporting research efforts, and engaging in virtual reference services, among others. In order to carry out these services, libraries are harnessing several educational, social networking, communication, and makerspaces technologies. Most of the libraries in the included studies reported budgetary challenges, and the need for new ICT infrastructure and Internet service as they move their services online. Conclusion – This review found that libraries are adapting in a number of ways to continue their roles in meeting patrons’ needs in spite of the growing challenges posed by COVID-19 restrictions and lockdown. For libraries to thrive in these trying times, there must be a well-structured approach to ensuring continuity of services. Libraries should prioritize the acquisition of electronic resources as well as increase their efforts to digitize resources that are only available in printed copies. As library services have predominantly shifted online, there should be concerted effort and support from government and funding agencies to equip libraries with the technological facilities needed to provide cutting-edge services. The quality assessment of the included studies shows that there is need for rigor and transparency in the methodological description of studies investigating library services provision in a pandemic. This review provides an overview of the ways libraries have responded to the challenges posed by a global pandemic, and hence will be of use and interest to all librarians especially those in health and academic sectors.
