Abstract:
This article studies some stages and debates about the access of New Spain’s Indians to major studies: The discussion about their mental capacity in the 16th century, the impulse of Carlos II to the indigenous nobility in the 17th century, or the reticence in the Royal University of Mexico and the Church to their acceptance in the 18th century. It also analyzes the responses given by the Crown to the interest of the Indians elites in superior studies, degrees and public positions, protected by their rights as free vassals of the kingdom and as nobles, comparable to the Spanish nobility. Despite the insistent resistance of sectors of the colonial government and society to the rise of Indians, they firmly defended, in the 18th century, the rights and privileges granted to them by the monarchy since the beginning of New Spain, thereby achieving their entry into the university, colleges, and clergy.

Abstract:
The process called Reconquista (Reconquest) in history of Spain succeeded with the occupation of Granada (1492). In order to prevent its lands from becoming “Andalusia” again, the Spanish government established the country’s lines of defense outside the country in North Africa. Considering religious, commercial, political and military reasons a limited occupation policy was implemented in North Africa. Places on strategic North African coasts such as Ceuta, Melilla, Oran and Merselkebir were occupied, and military garrisons (Presedios/Plazas) were established here. With the help of these garrisons, the Spain’s Mediterranean and Atlantic trade has been secured for decades.

Abstract:
The emergence of Islam influenced the revolution and made a wave of culture toward a new world when experiencing an era of darkness. The progress of Greek civilization in the West could not be continued by the Roman empire and Roman domination in the classical era until the middle ages; which was then the rise of the West in the era of renaissance in the 14-16th century. This paper will reveal the influence of Islam on the development of the Western world, since the emergence of contact between Islam with the West in the Classical era until the middle ages. There are different opinions among historians about who and when the first contact between Islam and the West took place. The first contact, however, occurred when the areas of East Roman government (Byzantium), Syria (638) and Egypt (640) fell into the hands of the Islamic government during the reign of Caliph 'Umar bin Khaţţāb. The Second contact, at the beginning of the eighth and ninth centuries occurred when the kings of Islam were able to rule Spain (711-1472), Portugal (716-1147), and important Mediterranean islands such as Sardinia (740-1050), Cicilia (827-1091), Malta (870-1090) as well as several small areas in Southern Italy and French Southern France. The third contact, took place in Eastern Europe from the fourteenth to early twentieth century when the Ottoman empire ruled the Balkan peninsula (Eastern Europe) and Southern Russia. The Ottoman empire's powers in Europe covered Yunāni, Bulgaria, Albania, Romania, Yugoslavia, Hungary, parts of Rhode, Cyprus, Austria and parts of Russia. Of the three periods of contact, the greatest influence was in the second contact period, where the decline of Western science in the dark era, while in the Islamic world developed advanced and produces scientists, thinkers and intellectuals in various sciences. This influence can be seen from the sending of students studying to the university of Islamic area, the establishment of the university, the translation and copying of various scientific literature such as natural science (Science of astronomy, Mathematics, Chemistry, Pharmacy, medicine, architecture etc) and Social Science history, philosophy, politics, economics, earth sciences, sociology, law, culture, language, literature, art, etc.). The Historians recognize that the influence of Islamic civilization is very great on the development of the West, which culminated in the renaissance or rise of Western civilization in Europe after the dark era.

Abstract:
This study aims to examine the way in which European writers of the 16th, 17th, and 18th centuries represented Ottoman government. The Ottoman Empire had a special place in European experience and thought. The Ottomans were geographically close to Western Europe, yet they were quite apart in culture and religion, a combination that triggered interest in Turkish affairs.1 Particularly important were political affairs. The Ottoman government inspired a variety of opinions among European travelers and thinkers. During the 18th century, the Ottomans lost their image as formidable and eventually ceased to provoke curiosity in the European public. They were no longer dreaded as the “public calamity”; nor were they greatly respected as the “most modern government” on earth. Rather, they were regarded as a dull and backward sort of people. From the 16th century to the 19th century, the European observers employed two similar, yet different, concepts to characterize the government of the Ottoman Empire. The concept of tyranny was widely used during the 16th and 17th centuries, whereas the concept of despotism was used to depict the regime of the Ottomans in the 18th century. The transition from the term “tyranny” to that of “despotism” in the 18th century indicates a radical change in the European images of the Ottoman Empire. Although both of these terms designate corrupt and perverse regimes in Western political thought, a distinction was made between tyranny and despotism, and it mattered crucially which term was applied to the Ottoman state. European observers of the empire gave special meanings to these key concepts over time. “Tyranny” allowed for both positive and negative features, whereas “despotism” had no redeeming features. Early modern Europeans emphasized both admirable and frightening aspects of Ottoman greatness. On the other hand, the concept of despotism was redefined as inherently Oriental in the 18th century and employed to depict the corruption and backwardness of the Ottoman government. This transformation was profoundly reflected in the beliefs of Europeans about the East. That is, 18th century thought on Ottoman politics contains a Eurocentric analysis of Oriental despotism that is absent from the discussions of Ottoman tyranny in earlier centuries.

Abstract:
The article investigates new sources, Western European, mainly English diplomatic reports – several being so far unknown for Hungarian scholarship, or, if known, not examined in this regard – e.g. held at the British Library Manuscript Collection to shed light on Hungarian-Ottoman relations at the eve of the fall of the “shield of Christendom”, Belgrade in 1521. The article follows the mission of Hieronymus Balbus, an Italian at the diplomatic personnel of Jagiellonian Hungary, in 1521 to the Habsburg, Tudor and Valois courts. Balbus’s diplomatic workings – through the embassy to the Emperor (Charles V in Worms and Brussels), a peace conference at Calais and Cardinal Wolsey and Henry VIII, King of England – has not been adequately seen in Hungarian historiography, and some of his letters and political activity ranging from Bruges, Worms, Calais, London and Cologne has not so far been mapped, yet new insights can be given for the understanding of Louis II’s diplomatic efforts during the stress of the siege and loss of Belgrade in 1521. The investigation is largely based on Balbus’s dispatches – which has not survived in Hungarian archival material but were preserved in the reports of English envoys of his activity, to the maker of Tudor policy, Chancellor Wolsey. The correspondence of Balbus provides valuable information on the administration of Louis II, about its relationship with the Turks and the Emperor. The leaders of Hungarian diplomacy did not lack astuteness and “had a clear picture” about the international power relations. The government experimented with alternatives, provided they did not receive any aid from the Habsburgs: they were willing to go as far as making an alliance with not only the English, but even with the Emperor’s enemies, the Valois. In 1521, despite the powerful Habsburg dominance, Hungarian foreign politics did have some room to manoeuvre.

Why and how did modern states emerge in Southwestern Europe? These are the main questions that this thesis answers by examining the debt of six municipalities of the Crown of Aragon during the 18th century through a multiscale, transversal, and comparative approach. The ancient practices which constituted the Aragonese polity appeared in the mid-fourteenth century and survived at least until the mid-eighteenth century partially thanks to the debt of the municipalities. Towns and kingdoms were in many cases ruled by assemblies of creditors by virtue of debt restructuring agreements. Debt accounts for the long survival of the Aragonese polity, but also for its sclerosis. The financial situation of the debtholders, mostly ecclesiastical institutions, prevented rulers from defaulting on municipal debt and adopting drastic measures against the Church, as they feared a financial meltdown. The emergence of the modern state was an intricate process which started by 1750, mainly due to the collapse of the ancient mechanisms. The modern state appeared as a set of practices devised and implemented by a myriad of actors who tried to recompose social and political life. State formation was first and foremost a local process in which municipal debt proved crucial too. The examination of local dynamics reveals that modern states in Southwestern Europe followed similar paths during the early phases of their formation.

Abstract:
This thesis analyses rural social and political conflict in the province of Badajoz (Extremadura) during the Spanish Second Republic of 1931 to 1936. It takes a broad approach to social and political change in a province typical of southern Spain, but focusses particularly on the under-explored role of powerful agrarian elites opposed to the reforms introduced by the new liberal-democratic regime. The study begins with two complementary chapters covering the period 1870-1930; they consider the evolution of the autocratic rural order presided over by the elite and discuss the growth of the challenge to agrian power from organised rural labour. In the following chapters covering in detail the period 1931 to 1936 the partial transformat ion of the rural order that accompanied the transition to the Republic, the subsequent processes of social and political struggle, and the polarisation that followed are documented. A final epilogue considers the Civil War as a rural counter-revolution that involved the resurgence of agrarian autocracy in Badajoz. The thesis draws on a wide range of primary materials, from archives and printed sources to memoirs, and utilizes the relevant secondary literature. In general the study forms part of a movement to reach a deeper understanding of social and political change during the Republic and in particular offers new perspectives on the contribution of the 'agrarian question' to the breakdown of the regime and the origins of the Civil War.

The Great Recession constituted a breaking point in several aspects of the cultural, economic and political life of southern European countries (i.e. Greece, Italy, Portugal and Spain). This dissertation aims to shed light on the political consequences of the economic crisis in this region —with a specific focus on Spain as a paradigmatic case— by analysing different aspects of the political transformations that took place during the period of crisis. The underlying argument is that, albeit some relevant differences, the four countries experienced a common pattern: the incapacity of national politics to offer differentiated recipes to the deteriorating economic situation triggered a widespread crisis of representation that introduced new issues in the political agenda and drove the political transformations in these countries. The combination of a political and economic crisis at the national and European levels opened new political spaces that new parties capitalised by appealing to the need for democratic renewal and opposition to austerity politics. Furthermore, as illustrated by the Spanish case, and in particular the Catalan experience, the political crisis had far-reaching consequences beyond economic grievances, leading to the activation of different types of conflicts. Overall, the findings suggest that the transformations in the structure of political conflict in southern Europe in the aftermath of the Great Recession are not the by-product of a growing cultural divide —as is the case in several other continental and north-European countries—, but instead respond to the loss of credibility in the political system. Methodologically, the dissertation relies on an original dataset of media content as well as on several sources of survey data to test the empirical validity of the claims.

Abstract:
In recent decades considerable progress has been made in elucidating the assumptions and the dynamics of Muscovite court politics, and further scrutiny is attempted in this enquiry into the ruling oligarchy of 1547-1564. Chapters 1 to 3 are devoted to groundwork. In Chapter 1 an introduction to the ruling oligarchy is provided against the background of Muscovy's contemporary government and population. The goal of territorial aggrandisement pursued by Muscovite rulers from Ivan HI favoured "rationalisation" of the central government and reforms of the army's discipline and technology; moreover, the wars of conquest left untouched no element of the population. Tsar Ivan and his exercise of authority were especially strongly affected: the precedents established by earlier rulers encouraged him to consider Muscovy his private votchina. but such an attitude became increasingly anachronistic as the realms expanded and the tasks of governing it grew too complex for any one man. During the Oprichnina he attempted to resolve this contradiction by ruling autocratically; autocratic rule and those circumstances favouring it by 1564 are the dissertation's main theme. Even before 1564 Ivan IV was the central actor in Muscovite politics, and criteria are advanced whereby advisers close enough to qualify for the ruling oligarchy are identified. The mid-sixteenth century, as a prelude to autocracy, was a critical moment in Muscovite politics; the rich and varied historiography is surveyed in Chapter 2. The sources - their authors, dates, and value as historical evidence - are critically assessed in Chapter 3. Chapter 4 to 7 comprise the heart of the dissertation. In Chapters 4 to 6 an attempt is made to identify members of the ruling oligarchy of 1546-1564; their political behaviour and where feasible, their political attitudes are explored. In Chapter 7 the attitudes individual members maintained towards particular reforms envisaged at mid-century are explored. The dissertation's main conclusions are systematically expounded in Chapter 8, and as appropriate, their broader implications for Russian and European history are brought out.

Abstract:
Humanist legal scholarship was the catalyst to historical revolution that took place in sixteenth-century France. French philologists succeeded in demonstrating the cultural distinctiveness of France from a heretofore assumed classical heritage shared with ancient Rome. As a result, scholars sought to retrace the historical origins of France in the non-Roman Gauls and Franks. Their intensive study of the laws, customs and institutions that developed in France, as distinct from ancient Rome, transformed the understanding of the national past. Following the introduction of the principles of historical anachronism and cultural relativism, the sixteenth century witnessed a transformation of traditional perceptions of historical time. It was during this period when the historical myths, legends and traditions that comprised the cultural fabric of French society were called into question, were transformed, and emerged as new myths that spoke more directly to the crises of the French Religious Wars. The purpose of this study is to attach greater significance to the Tumult of Amboise of 1560 than has previously been afforded in the scholarship of this period. The Tumult of Amboise provide not only the impetus for the civil wars that were waged in France for nearly half a century, but also served as the catalyst for an first expression of Protestant resistance theory that was to change the face of political discourse in this period. The debate centered around the Tumult of Amboise set the stage for constitutional theories regarding the laws of succession and the role of the Estates-General that were dominate political discourse in the latter half of the sixteenth century. As political polemicists increasingly sought to reconstruct an image of the mythical French past, in order to demonstrate the ancientness of the French constitution, the historical fiction that developed around these efforts became a functioning political ideology that should be viewed as one of the first concerted expressions of French nationalism. In this regard, the recreation of the national past took on a patriotic dimension heretofore absent from traditional, chroniclesty led medieval histories and, in time, developed into a uniquely Gallican mythology that stood defiantly as a rival to the cultural heterodoxy of Rome. Further, the purpose of this study is to demonstrate the developmental nature of political discourse in this period. As the civil wars progressed, doctrines of constitutionalism and limited monarchy began to be laced with more abstract theories regarding the nature of political obligation and the responsibility of the ruler to his subjects. Employing a comparative analysis of discourse from the 1560's to the succession of Henri IV, it will be shown that the transformation of political propaganda was direct! y dependent on the historical memory of the participants, who engaged in an effort to frame the political and religious crises within the context of their perceptions of the past.

Abstract:
This study seeks to describe the public communication practices of the authorities in the Dutch Golden Age. It is a study of 'state communication': the manner in which the authorities sought to inform their citizens, publicise their laws, and engage publicly in quarrels with their political opponents. These communication strategies underpinned the political stability of the seventeenth-century Dutch Republic. Concerned about their decorous appearance, the regents who ruled the country always understated the extent to which they relied on the consent of their citizens. The regents shared a republican ideal which dismissed the agency of popular consent; but this was an ideal, like so many ideals in the Dutch Republic, which existed in art and literature, but was not practised in daily life. The practicalities of governance demanded that the regents of the Dutch Republic adopt a sophisticated system of communication. The authorities employed town criers and bailiffs to speed through town and country to repeat proclamations; they instructed ministers to proclaim official prayer days at church; and they ensured that everywhere, on walls, doors, pillars and public boards, one could find the texts of ordinances, notices and announcements issued by the authorities. In the seventeenth-century Dutch Republic, politics was not the prerogative of the few. That this was due to the determined efforts of the authorities has never been appreciated. Far from withholding political information, the regents were finely attuned to the benefit of involving their citizens in the affairs of state. The Dutch public was exposed to a wealth of political literature, much of it published by the state. The widespread availability of government publications also exposed the law to prying, critical eyes; and it paved the way to make the state, and the bewildering wealth of legislation it communicated, more accountable.

16th- and 17th- century Spanish theatre became a vehicle through which to explore the politics and polemics of conversion in a multicultural empire that presented itself as the champion of Catholic orthodoxy. As the chapter suggests, the appeal of many of these works was not their didactic nature, but rather their playful recreation of the fundamental tensions that surrounded the idea of religious and social conversion in early modern Spain.

Abstract:
In the five decades after the Civil War the American economy became the largest in the world and the country took part in the first great age of globalization. Its population grew rapidly, especially through immigration from Europe, and Americans in large numbers settled the lands acquired before 1861. All this gave the United States the basis for becoming a great power in the world. During that time America established a sphere of influence in Central America and the eastern Pacific Ocean. It also began to act as a great power in East Asia: American warships opened Japan to international commerce and American merchants pursued commercial opportunities in China, taking advantage of Britain’s victory in the Opium War. The American government issued the “Open Door” note in 1899 in order to preserve these opportunities. The United States acquired a formal empire in the Philippines and an informal one in Cuba through its victory in a war against Spain in 1898. In the early years of the twentieth century two presidents presented contrasting visions of America’s great-power foreign policy. Theodore Roosevelt, like Alexander Hamilton before him, put sustaining a stable balance of power at the center of his outlook. Woodrow Wilson, following in the footsteps of Thomas Jefferson, emphasized the need to transform international politics so as to make them more peaceful.

"monarch’s power, delegated to the Lord Chancellor, gave rise to a stream of English law known as equity, that area of law which rectifies the cruelties and injustices of the common law. An area of law where would-be litigants must prove their moral worth prior to the hearing of the case. It can be seen that it is the body of the sovereign that tacitly unites religion, law and politics. It is, of course, the Government that has acquired these powers in reality; the monarch is merely the symbol of their existence. English monarchs still retain, by law, the power to heal. The English system of secular justice, in terms of personnel, processes and rules, is steeped in the Judaeo-Christian justice as interpreted and mediated through English translations of the Greek translations of the Hebrew and Aramaic of the Bible. A Greek language whose vocabulary is shot through with the philosophy of dualism— light/dark, good/bad, good/evil, male/female, slave/free, gods/humans—a dualism not that apparent in Hebrew and Aramaic. This dualism has entered the law through language. So language is powerful, it enables the manifestation of the past in the present and the projection of the future into the present. Language, thus, facilitates easy discussion of complexities like time. Lawyers too, in a similar manner, have tried to prove that the integrity of the judge and/or legislator is carried in the words. A key problem in relation to the integrity of law is the maintenance of certainty despite the variability of language. Some legal doctrines relating to the interpretation of law deny that language has a flexibility, fearing that this would be a sign of its weakness and lack of certainty; others acknowledge the flexibility of language and look to the legislators intention. This, too, is a search for the mythical as legislation is changed for a variety of reasons during its drafting and creation stages. If language is seen to be too flexible, the law begins to look less certain. The root problem here is the language, not the law, yet the two are intimately connected, for the law is carried by the language; so is it not true that the law is the language? The following illustration of linguistic difficulties that concern translation, interpretation and application initially draws quite deliberately from religion to attempt to break preconceptions about language, and to illustrate the problems arising from the necessarily close relationship between language and law. There will be a return to law shortly. The Christian religion, rather than any other religion, is being considered because it is the religion that remains today at the core of English law. This is one reason why English law can have, and has had, difficulty with concepts from differing religious traditions that have presented themselves before the courts demanding acceptance and equality. Whilst English law states that it maintains neutrality in matters of religion and yet fails to resolve major tensions within it in relation to Christianity, discrimination remains at the heart of English law. The law’s understanding of Christianity has come from the collected texts that make up the Bible: texts that different Christian groups in England, Scotland and Wales went to war over in the 16th and 17th centuries. The wars were initiated and supported by differing political factions established after Henry VIII made his break with the authority, but not the theology, of Rome in the early 16th century.
