Abstract:
The article analyzes the changes that characterize Spanish approach to political aspects of European integration, and more specifically, the approach of different political parties to the process. Spanish political circles and even think tanks pay relatively little attention to theoretical aspects of European integration, whereas practical relations with the EU are of paramount importance. This is due to the fact that the question of belonging to the EU was settled in Spain long ago and definitively. Majoritarian character of Spanish democracy facilitates the transfer of powers from Brussels to Madrid, i.e. objectively favors the choice of federalization. Nevertheless, Spain continues to upload its national preferences onto the EU decision-making process. In recent years, Spain’s influence and authority in the EU have declined because of the economic crisis. This loss of authority will be overcome as soon as the economic growth is resumed. Constantly emphasizing its belonging to the core of the EU, the “Old Europe”, and to the core of the euro zone, maintaining close relationship with the Latin group within the EU, Spain has consistently advocated a united and strong Europe with a Common Foreign and Security Policy.

Abstract:
The article considers the problems of Spanish immigration within the period of 1981–2015, namely, its dynamics, latest tendencies and socio-economic characteristics (including changes in nationality, gender, age and educational structures of immigrants). Primarily, the stress is made on an in-depth analysis of the following main features of immigrants’ population in Spain: the levels of their incomes, the unemployment rate, the living standards. The author makes a conclusion that Spanish immigrants constitute not only a majority of poor population in the country but they are also ones of the poorest in Europe. It is particularly evident against the background of their impact upon the economic activity and employment’s rate of the country’s population and economic growth. At the considered period all the mentioned indicators were noticeably higher for immigrants than for local labor force, not saying of the positive immigrants’ influence on the growth and rejuvenation of Spanish people. Secondly, a considerable part in the article is devoted to the analysis of the immigration policy of Spanish government during the considered period of time. The author singles out the specific stages of this policy and shows that its contents and approaches modified in strict dependence of political factors. The Spanish Socialist Working Party was the beginner of the immigration policy in 1985 which always had the most liberal character particularly when it was concerned to the immigrant social and labor integration based on human rights equality. On the contrary, immigration policy of the now ruling conservative Partido Popular has more pragmatic, selective and rigid approach to foreign labor force legislation.

Abstract:
Purpose – The purpose of this paper is to explore the relationship between clientelist relationships and economics in public relations practice in European Mediterranean countries and Latin America. It considers the cases of Greece, Italy, Portugal, Spain, Brazil, Chile, and Mexico. Design/methodology/approach – This paper uses a critical-conceptual method through a re-conceptualization of themes from secondary qualitative analyses of existing qualitative data sets and reviews of published qualitative papers. Findings – The public relations practice in these two regions is similar. The characteristics of the public relations landscape in these countries must be understood in relation to a broader history of clientelism and economics emphasizing government relationships at the expense of other publics, as well as the lack of scale economies. Persuasive models are prevalent, although a number of forces – including integration in supranational organizations, democratization, and globalization – have strengthened the use of symmetrical models. Research limitations/implications – This is not an empirical survey, there is a need of quantitative studies among practitioners and government officials that can measure empirically the nature of their relationships in a number of countries. This essay opens a door for future studies and cross-cultural comparisons about the role that clientelism plays in the PR practice of cultures and countries. Practical implications – The paper offers useful background information, such as the primacy that media relations still have in the public relations practice, for foreign public relations executives, agency heads, and managers of public relations who are directly involved with or managing international public relations campaigns in these countries. Social implications – Clientelism is a cultural concept that translates to the work of organizations and consequently public relations as a form of organizational behavior. Originality/value – This paper brings to the table the importance of the concept of clientelism in the PR practice as well as the existence of a similar PR culture between countries that are on different continents.

Abstract:
Relations between southern European member states have often been marked by a loose cooperation or, worse, by logics of competition. Precisely when regional groupings within the EU are increasingly shaping the agenda, these dynamics have hindered the capacity of France, Greece, Italy, Portugal and Spain to pursue shared interests and objectives, while acting as a force for good for the European integration project. Recent events such as the post-pandemic recovery or the war in Ukraine show that, when cooperation occurs, positive results can be achieved. Southern member states can capitalise on a certain ideological affinity and a pro-European vision, despite their governments belonging to different political groups. They share converging interests in the areas of fiscal policy and economic governance, strategic autonomy in energy and technology and even foreign policy priorities, particularly towards the Mediterranean and relations with other global powers. This joint publication by six southern European think tanks identifies several policy areas for fruitful cooperation between southern European member states.

Abstract:
The article examines Russia's position on the War of Independence in Cuba (1868-1878), which marked the beginning of a long process of national liberation. The tone of the reports of Russian diplomats from Spain and the United States was determined by the policy of neutrality and non-interference typical of Russia's foreign policy towards Spain after Аlexander II's accession to the Russian throne in 1855. Events of the liberation struggle of the Cuban people, methods and forms of liberation movement, the policy of the United States and Spain in relation to the war of independence in Cuba received coverage in the liberal Russian press, such publications as "World Illustration", "The Case", "The Herald of Europe". Articles and notes contained objective information about the events taking place in Cuba, expressed feelings of solidarity and support for the Cuban people, condemned the policy of Spain, which sought by any means to suppress the revolutionary process, criticized the Cuban policy of the United States, persecuted their vested economic interests and not interested in the independence of Cu-ba.

Abstract:
The subject of the study is approaches to assessing the effectiveness and principles of implementing family policy in developed countries such as the United States of America, Germany, Japan, South Korea, Italy, Spain, Finland, etc. The main objective of this article is to compare the views of foreign authors and discourses of family policy, taking into account the diversity of approaches to family policy. Priority directions of family policy research in selected publications of foreign researchers were considered. For the analysis, the principles that allow to represent the discourse of family policy are identified. In this regard, the tasks were set to identify the concepts of family policy in the reviewed foreign articles for the formation of tools that allow: 1) to determine the general characteristics and features of various approaches to family policy of the modern welfare state, highlighted in the works of foreign authors, 2) to assess the unity of positions in the field of family policy. A methodological model called "semantic-structural" analysis was used, which is based on a combination of content analysis and the method of information-target analysis. The analysis of scientific articles by foreign authors allows us to conclude that there is a unified approach to family policy in the welfare states of Western Europe, Asia and North America. A common place in modern studies of family policy is the emphasis on the importance of economic measures associated with the work of family members, the possibility of strengthening the relationship between parents and children through the implementation of social policy measures. The conclusions of the study showed the ambivalence of family policy due to the lack of opportunity to form a unified doctrinal idea of evaluating the effectiveness of family policy measures. The question of assessing the effectiveness of appropriate measures, the priority of a "broad" approach in relation to solving problems within the family remains debatable.

Abstract:
The purpose of this article is to analyze the dynamics of tourist streams between Ukraine and other countries of the world, as well as to identify the factors that influence the development of international tourism most of all. Research methodology. The most important statistical indicators that characterize tourist streams are the number of Ukrainians who visited other countries for tourist purposes and the number of tourists - citizens of other countries, who arrived in Ukraine. In our study of the tourist streams of Ukraine the mathematical indicator that reflects the features of tourist streams and their socio-economic importance for the development of international tourism in the country, namely the coefficient of tourist exchanges, was used. Selected for the research were the countries visited by more than 50 thousand tourists from Ukraine for at least 2 years in a row. The total number of the tourists includes persons who travelled for official, tourism, and private purposes (without vehicle servicing personnel and servicemen). Results of the research. Most tourists from Ukraine go to neighboring countries, namely to Russia, Moldova, Belarus, Poland, Romania, Hungary, and Turkey. Turkey is a popular holiday destination among Ukrainians, because it's close to Ukraine and can provide tourists with a good service. It is necessary to take into account the fact that a large number of Ukrainians work abroad, mainly in Europe, as well as in Russia. When these people leave for a foreign country, they can state their visit is private, not working; therefore, they are mistakenly defined as tourists. The donor countries of tourists who come to Ukraine are (the coefficient tends to "1") Tajikistan, Uzbekistan, and the United States. The countries for which Ukraine is a donor of tourists are the (coefficient tends to "-1") United Arab Emirates, Egypt, Cyprus, Spain, Greece, Austria, Turkey, and Poland. Scientific novelty. For the first time, the coefficient of tourist exchanges of Ukraine in relation to 29 countries of the world for 2012 and 2017 was calculated. The donor countries of tourists coming to Ukraine, as well as the countries for which Ukraine is a donor of tourists were identified. Practical significance. It is to reveal the fact that Ukraine is a donor country for tourists. Given the fact that Ukraine is rich in tourist resources, over time, using the experience of tourist countries around the world, it can change this status and receive more foreign tourists.

Abstract:
Spain is a member state of the European Union, which occupies one of the leading places in the world economy. Over the past decade, this country has paid particular attention to expanding the internationalization of its economy, including by striving for geographical diversification of exports and investment activity, for taking on new target markets for products produced in the country, especially agricultural ones, since traditionally the main partners of the country in foreign economic activity are member states of the EU. A development strategy of foreign economic activities (FEA) was developed in the country to achieve these goals. China is not the main trade and economic partner of Spain, however, it is a strategic partner with a high potential for developing bilateral cooperation. The article studies the dynamics of the development of foreign economic relations between Spain and China from 2008 to 2019; main data of export-import operations, including by commodity groups, are given; principal developments in bilateral relations are mentioned. It is concluded that the growth rate of trade flow has increased by more than 65 % over 10 years, including the expansion of Spanish export supplies, in particular products of agroindustrial complex (AIC), share of which reached 30 % in 2019; intensification of interaction at the institutional level is noted, as well as expansion of the activities of Spanish transnational corporations (TNC) in China, where at least one of the corporations opened its 23rd production facility in 2019. The author used a systematic and interdisciplinary approach when working with a variety of scientific and practical materials, including Spanish legislation, annual reports and statistics of national government bodies, analytical reviews of international economic organizations, media publications, as well as economic and statistical analysis. The scientifi c novelty of the work is in a comprehensive analysis of the dynamics of the development of trade and economic relations between Spain and China.

This paper surveys U.S. foreign policy in the late 1970s and early 1980s as the American administration reacted to the Soviet Union's interventions in Afghanistan and Poland and to its planned gas pipeline to Western Europe. Chapter I outlines the origins of the pipeline project; Chapters II and III describe U.S. foreign policy toward the Soviets during the Carter and Reagan administrations. Chapter IV focuses on the economic sanctions imposed against the Soviet Union by the United States and their failure to block or delay the pipeline, and Chapter V stresses the inability of economic sanctions-- in this and other instances--to achieve political ends.

Abstract:
Since 1973, the European Union has been expanding its borders from its six founding members - West Germany, France, Italy, the Netherlands, Luxembourg, and Belgium, to include all of Western Europe and parts of Scandinavia by 1995. However, with the fall of the Soviet Union in 1990, the EU made a difficult but beneficial choice of paving the road for the Eastern and Central European (ECE) to become EU members. However, there was a need for the EU to determine the goals and guidelines that would format the transition of these former communist states into productive members of the EU. This paper will analyze the evolution of these guidelines - formally outlined by the Copenhagen Criteria - that set the precedent for these states to become members. The main issue of this paper will take these criteria a few steps forward, comparing states that were given membership based on the criteria and those who have been established by the EU as at least "potential EU members" but have not been deemed as satisfying these criteria enough to become candidates or full members. Both qualitatively and quantitatively, the comparisions of the 2004 and 2007 new EU members and other states of the Western Balkans and Turkey will be conducted to determine if the political and economic guidelines established by Copenhagen are the only guidelines being met, or if areas such as cultural values and "Europeanness" are also contributing to membership levels.

The aim of the dissertation thesis is to compare the political relations of the Russian Federation and four Visegrad countries and to identify various aspects which contribute most to the differences in the form, content and closeness of the relations. The core of the thesis is a comparative case study focused on the comparison of context of individual bilateral relations. These will be viewed as a clash of two foreign policies. Neoclassical realism will serve as the theoretical background for the analysis of Russian and Visegrad countries´ foreign policies. The methodological apparatus of international political economy will be used as well.

Ce travail analyse la construction de la politique d’immigration en Espagne à travers le cas desmigrations ouest-africaines, un révélateur privilégié des ambiguïtés et ambivalences qui latraversent. Dans le contexte du retournement des flux migratoires qui transforme l’Espagne en unedestination de plus en plus importante, nous abordons la mise en place compliquée d’une politiquenationale qui, dès sa naissance en 1985, doit conjuguer les obligations européennes et les intérêtsinternes. Nous étudions comment la virulente politisation de la question migratoire, en 2000,constitue un moment clé dans le développement de la politique espagnole, en modifiant d’abord leprocessus d’européanisation. L’Espagne, qui initialement est un récepteur passif de normes etpratiques européennes, se transforme ainsi en une actrice clé dans l’UE en matière d’immigration,tant par son adhésion à la sécurisation de l’immigration, que par son rôle dans le processusd’internationalisation des enjeux, où son action vis-à-vis du continent africain devient unarchétype. Nous analysons ainsi le développement du volet extérieur de la politique espagnole qui,par une focalisation exacerbée sur les flux subsahariens, impulse une diffusion poussée des enjeuxmigratoires dans les rapports avec l’Afrique. La réévaluation et revalorisation des relations del’Espagne avec le Maroc, en tant qu’espace de transit des flux, et le réengagement conséquent enAfrique de l’Ouest, à la suite du Plan Afrique, témoignent du rôle du continent africain commeterrain d’expression privilégié de l’externalisation du contrôle des flux. Le décryptage de cerégime euro-africain des migrations en essor, ainsi que de sa négociation, permet de saisir enprofondeur les conséquences et les effets collatéraux de cette politique
This project aims to analyse the development of Spanish immigration policy through the caseof West African migrations which significantly reveals the ambiguous and ambivalent nature ofthe policy. In the context of migratory flows reversal, Spain has become an increasingly importantdestination for immigrants, so I wish to address the complicated implementation of a nationalpolicy which, from its birth in 1985, has had to reconcile EU obligations with internal interests. Ishall look at how the virulent politicisation of immigration issues in 2000 not only represents akey moment in the development of Spanish policy, but Europeanization process as well. Thesignificance of this is that Spain, a country which was at first a passive recipient of Europeannorms and practices, steadily became a central actor in the key debates and issues surroundingimmigration in the EU. These include the Spanish alignment to the securitisation process ofimmigration as well as becoming a model in the internationalisation of immigration policythrough its action towards the African continent. I will also analyse the development of theexternal dimension of Spanish policy, which through an exacerbated focus on sub-Saharanimmigration leads to a widespread effect of the migratory issues in its dealings with Africa. Thereassessment and consequent improvement of Spanish relations with Morocco was a crucialmoment due to the country’s strategic importance as a “transit zone” to Europe. This trendcontinued with the consequent re-engagement in West Africa following the Africa Plan which Ibelieve reflects the role of the African continent as a privileged field of expression towards theexternalisation of migratory flows control. The deciphering of this emerging Euro-Africanframework of migration governance and its negotiation help us to fully comprehend theconsequences and collateral effects of this policy

AbstractThis examination deals with the mental maps and basic assumptions underlying Russia’s foreign policy and how these relate to China. I will take issue with the narrative, advanced in particular by Kremlin officials and pro-Putin apologists in the West, that Russia’s “pivot to Asia,” with China as its centerpiece, can be understood as the consequence of the West having rejected Putin’s outstretched hand for close cooperation, Russia’s exclusion from an all-European security structure by pushing NATO’s eastward expansion, and finally the imposition of economic sanctions. This, to complete the account, had left Russia with no other option but to turn to Asia. Such interpretations will be shown to be fundamentally flawed. Putin’s China policies fit squarely into both the Russian power elite’s global strategic outlook and its narrow perception of what is needed to hold on to power domestically. The benefits accruing to Russia from its liaison with China can be found in military, economic, and systemic dimensions, and they are for the most part asymmetric in favor of the Kremlin. The asymmetries may cause problems in the future, but for the time being, they are carefully managed so that they will not spin out of control.

Abstract:
The aim of the research is to explore the development of trade relations between the Visegrád countries and their major Western European partners since accession to the European Union. The topic is currently an important one, as the Visegrád region is highly dependent on Western European countries, especially in the area of foreign trade. The research analyzed how the 2008-2009 global economic crisis and the subsequent sovereign debt crisis in Europe affected these trade relationships, i.e. did it cause significant changes in levels of relationship and/or trends. To answer this question, this paper used a time-series analysis method called Interrupted Time Series Analysis. As a result, statistically significant changes in the level and trend of foreign trade relations between the Visegrád countries and their Western European partners were detected. Finally, a more detailed breakdown of product groups also revealed which product groups are most responsible for slowing down the growth of trade relations.

The crisis that arose in Greece at the last quarter of 2009 affected the countries that have heavily government debt like Spain, Portugal, Italy and Ireland as soon as 2008 Global Financial Crisis originating from USA Mortgage Markets affect European Union (EU) countries under heavily debt burden. The effects of that crisis in the short run are demand shrinking and decrease in export. Turkey, which has important economic relations with EU countries in the last fifty years, is the primary country that can be negatively affected from demand shrinking in Europe. Turkey that indirectly experience 2008 global financial crisis because of the decrease in export volume in Europe also seem fatefully affected in this crisis. This article aims to determine the effects of the crisis to Turkey’s export ampirically in the EU countries that have the lion’s share in the Turkey’s export markets. As well, it is trying to explain whether this crisis affects over-all Europe or not.

Over the recent decades, the changes in the paradigm of international trade have been observed. As the result of decreasing of trade barriers as well as the reduction in trade costs allowed companies to divide their production into stages and to locate it in different countries according to their competitive advantage. Eventually, the production process has become more fragmented, both geographically and vertically. It means that intermediate products are shipped across boarders many times and every exporting economy provides some value added according to its competitive advantage. As a result, global value chains have become one of the most important feature of international trade. Following (Gereffi & Fernandez-Stark, 2011), in this study global value chains are defined as “the full range of activities that firms and workers do to bring a product from its conception to its end use”. Humphrey and Schmitz (2002) pointed out four types of upgrading in global value chains: product, process, functional and chain. Product and process upgrading involve companies retaining their positions in global value chains by enhancing productivity gains through adopting new product processes or “new configurations of product mix”. Thus, functional upgrading involves a slicing up the global value chains into new activity which generates higher value added, e.g. own brand manufacturing. In turn, chain upgrading involves a going up to new activity, which needs higher skills and capital and value added. Milberg and Winkler (2013) offered similar classifications of upgrading. Production fragmentation has caused a rapid increase in trade in intermediate goods as often companies offshore an intermediate stage of production process. Offshoring production has been typical to manufacturing (Timmer, et al., 2012), however, services have been often overlooked, but play a major role, especially in supporting global value chains (Kommerskollegium 2013). In turn, Digital Silk Road, announced in 2015, has become a significant part of Chinese Belt and Road Initiative strategy. China has implemented this strategy as a part of its long-term technological plan, under which China provides support to its exporters, including many well-known technology companies and builds a network of cooperation with selected countries in the field of technology, including ICT infrastructure, services, 5G networks, e-commerce, etc. China's rapid technological changes must not go unnoticed by trading partners, including analysed European countries, which, to maintain international competitiveness, are increasing the technological advancement and enhancing market protection against Chinese technology. Until recently, the value added from China to European countries was concentrated mainly on medium technology industries and value added from Europe to China focused more on advanced goods and services. Nowadays, there is a redirection of Chinese value added to high-tech activities (including service activities), which reflects China's ambition to build an economy that leads to innovation and industry 4.0. The transition of the CEE states’ economic and political systems initiated in the early 1990s, earned them the EU membership in 2004. The accession to the EU’s structures meant that these countries achieved the free-market economy status and they should be treated as the full member of the global business networks. Moreover, the decline in trade costs (transport and transaction), greater openness of their market and the removal of trade barriers have all helped the CEE states to join global value chains. Hence, the CEE economies are going to be more heavily involved in global production linkages. Many empirical studies have presented the close and dynamic integration of these countries with the EU market (especially the EU-15) and in a more limited scope with the whole global economy as well (Behar and Freund 2011). Generally, democratisation, the strengthening of political and economic relations (particularly with the EU), and the modernisation of many sectors (including financial sector, more advanced industries), were common elements of the CEE countries long-term development policies. One of their priorities was the redirection of foreign trade towards the EU and joining the global production linkages where China has become the core producer. Recently, the role of the economy in global value chains is more determined by the advancement of value added that it offers. Companies move toward services and innovations in the business model (Nenenen & Storbacka, 2010) and introduce industry 4.0 (Bundesministerium fur Bildung und Forschung, 2016). A symptom of these novelty is a concept of servicification of manufacturing (Neely et al. 2011) and cross-sectoral connections, which have reconstructed traditional global value chains (Naude et al. 2019) and, together with Industry 4.0, is expected to change the landscape of global manufacturing. As a result of facilitation of manufacturing, economies placed in the downstream market can improve their role in global value chains. In Europe, this can be an opportunity for most Central and Eastern European countries. Analyzing changes in CEE’s role in technological global value chains, we should take into account its two most important value-added suppliers: China and Germany, as well as their most important value-added buyer - Germany. These three economies established a sort of value added flows triangle. The regional supply chains built by Germany in the CEE allowed it to maintain a comparative advantage in sectors important for the economy, while helping the CEE countries join global value chains, positively influencing economic growth, but also reducing them to entities operating in less advanced stages of production (Jacoby, 2010; Fortwengel, 2011). Today, Germany also cooperates strongly with China (as a result of Digital Silk Road), and the CEE economies (especially the Visegrad Group) are increasingly dependent on Chinese value added, still linked to German value added. The most visible connections can be found in automotive and electronics. Hence, the question is: how strong are these links in servicification of manufacturing and whether there are visible trends in value-added flows in between this triangle in the era of industry 4.0 and Chinese Digital Silk Road. The research question seems to be relevant, thus in the subject literature, little is known about the mentioned relations (Roland Berger, 2021). The research method based on the analysis of data from the OECD Trade in Value Added databases, containing the world input-output tables for the period 2005–2018. The system of balance equations in the input-output model for one economy has been adopted to a multi-economy model. The model is described in more detail in (Koopman et al. 2013 or Hummels et al, 2001) and is based on the decomposition of gross exports. The method includes not only estimates of total value added in global value chains, but also calculations at both the mezoeconomic level and cross-sectoral flows of value added (including servicification of manufacturing). The results of analysis showed that most relations between economies continued to deepen the imbalance in flows of value added. The CEE economies are making their manufacturing increasingly dependent on advanced services (both from Germany and China). On the other hand, the share of CEE services to Chinese and German manufacturing is decreasing or remains steady. However, some trends could be observed in the last years, especially between Germany and China. German manufacturing is starting to rely more on Chinese value added (information and communication technologies services and the subgroup computer programming, consultancy and information services activities in manufacturing, information and communication technologies services' value added in transport equipment), although previously Germany provided more of these services to China. In telecommunications in manufacturing between CEE and Germany, the trend has turned against CEE. However, there was no direct compensation between pairs of economies, but the decrease in German value-added flows to China resulted in a much larger increase in value-added from China in German manufacturing. If the presented changes in flows were to reflect the effectiveness of Chinese industry 4.0 and Digital Silk Road. These strategies serve their purposes and increases not only the advancement of Chinese value-added exports, but also makes important economies dependent on this added value. On the contrary, the industry 4.0 strategy in CEE has not improved its position in the triad. Germany has still a strong position as a provider of value added, but its dependence on foreign value added is high, which derives from the links with CEE.

In the recent years, Central and Eastern Europe Countries-10 (CEEC-10) countries are implementing policies for developing in international trade relations and these countries are relatively small and open economies. On the other hand, they increase both provide a dynamic increase in exports and export market share, to facilitate the European Union (EU) and their activities to integrate into world trade. The purpose of this study, with CEEC-10 of Turkey’s sectoral export growth rates decomposes into extensive and intensive margins. Also intensive margin decomposes into price and quantity components. By building on the methodology pioneered by Feenstra (1994) and Hummels and Klenow (2005) and then “the decomposition of export growth rates” method developed by Bingzhan (2011). Intensive margin is the growth in products that were exported in both periods. Extensive margin is the growth in product variety or new trade partners. In the empirical part of the study were used the BACI international trade database from CEPII. The database provides the export values and quantities for Turkey to CEEC-10 at the Harmonized System’s (HS96) six-digit level over period 2006 to 2013. Foreign trade activities of countries is an important channel both to gain of international qualification and to the realization of economic growths and/ or in terms of sustainability of the current growth rates. According to results of a study, with CEEC-10 Turkey’s export is mainly explained generally by the quantity growth rather than price growth. In other words, export growth carries with the low added value product.

This document makes an assessment of the Political Dialogue and Cooperation Agreement (PDCA) between Cuba and the European Union (EU) in its four years of validity, and of the evolution of political and economic relations between both parties. The analysis is structured in five headings that address the background, determinants and significance of the PDCA between Cuba and the EU; the main elements discussed in the political dialogue —and in thematic dialogue— between the two parties since 2018, and the central aspects of trade, investment and cooperation relations between Cuba and the EU. The report concludes that, unlike the United States, the EU is able to support the complex process of economic and institutional transformations underway in Cuba, in four fundamental areas: i) technical assistance and advice for the design and implementation of public policies, macroeconomic management, decentralisation and local development; ii) cooperation to fight climate change and transform Cuba’s productive and technological structure; iii) the promotion and encouragement of foreign investment flows from Europe, targeting key productive sectors; and iv) the exploration of financial opportunities for Cuba through the European Investment Bank (EIB) under the current PDCA.

The UK’s 2021 Integrated Review of security, defence, development and foreign policy describes Russia as ‘the most acute direct threat to [the UK’s] security’ in the 2020s. Relations did not get this bad overnight: the trend has been negative for nearly two decades. The bilateral political relationship is now broken. Russian policymakers regard the UK as hostile, but also as weaker than Russia: a junior partner of the US and less important than Germany within Europe. The consensus among Russian observers is that Brexit has reduced the UK’s international influence, to Russia’s benefit. The history of UK–Russia relations offers four lessons. First, because the two lack shared values and interests, their relationship is fragile and volatile. Second, adversarial relations are the historical norm. Third, each party exaggerates its importance on the world stage. Fourth, external trends beyond the UK’s control regularly buffet the relationship. These wider trends include the weakening of the Western-centric international order; the rise of populism and opposition to economic globalization; and the global spread of authoritarian forms of governance. A coherent Russia strategy should focus on the protection of UK territory, citizens and institutions; security in the Euro-Atlantic space; international issues such as non-proliferation; economic relations; and people-to-people contacts. The UK should pursue its objectives with the tools of state power, through soft power instruments and through its international partnerships. Despite Brexit, the EU remains an essential security partner for the UK. In advancing its Russia-related interests, the UK should have four operational priorities: rebuilding domestic resilience; concentrating resources on the Euro-Atlantic space; being a trusted ally and partner; and augmenting its soft power. UK decision-makers should be guided by four propositions. In the first place, policy must be based on clear, hard-headed thinking about Russia. Secondly, an adversarial relationship is not in itself contrary to UK interests. Next, Brexit makes it harder for the UK and the EU to deal with Russia. And finally, an effective Russia policy demands a realistic assessment of UK power and influence. The UK is not a ‘pocket superpower’. It is an important but middling power in relative decline. After Brexit, it needs to repair its external reputation and maximize its utility to allies and partners, starting with its European neighbours.
